THE regional chambers of the Philippine Chamber of Commerce and Industry in Mindanao have petitioned President Rodrigo Duterte to consider a comprehensive package of measures to cushion the adverse effects of the COVID-19 outbreak and its countermeasures on business and workers in the island. Catholic masses suspended Absence of ‘testing kit’ in Mis. Oriental, Camiguin snags COVID detection By CRIS DIAZ Executive Editor
CAGAYAN DE ORO CITY: All catholic masses in Misamis Oriental are suspended until April 15, Archbishop Antonio J. Ledesma, head of the predominantly Roman Catholic Archdiocese of Misamis Oriental announced Wednesday.
Msgr. Perseus P. Cabunoc, Vicar General of the Archdiocese of Misamis Oriental, made the announcement in an interview with the local radio station here. He said that the suspension or cancellation of the masses is effective immediately until April 15, 2020. Ledesma’s order is in com-
pliance with the directive of the government and the health department to prevent the spread of COVID-19 virus, Cabunoc said. According to Cabunoc, except for the small doors of the big churches, the main entrance is closed. See SUSPENDED, page 11

Army hails endorsement of P22-B road projects in Caraga By ALEXANDER LOPEZ
BUTUAN CIT Y – The 402nd Infantry Brigade (402BDe) of the Philippine Army, commended on Monday the Regional Development Council in Caraga Region (RDC-13) for endorsing the PHP22.39billion road projects for far-flung villages that are considered Geographically Isolated, Disadvantaged and Conflict-Affected Areas (GIDCAS). In a statement, 402BDe commander, Brig. Gen. Maurito Licudine said GIDCA villages are within the Peace and Development Zones (PDZs) in the region. The endorsement was made by the RDC early last week, Licudine added. The villages under the PDZs are considered conflict-affected due to the presence of the communist New People’s Army (NPA). These areas are also considered priorities under the Executive Order No. 70 issued by President Rodrigo Duterte, or the Whole-ofNation Approach to End Local Communist Armed Conflict (ELCAC). “With the recurring insurgency problems in the identified CPP-NPA Terrorist (CNT) affected barangays, it is imperative to find solutions not only confined in confronting the armed component of the CNTs,” Licudine said. He also thanked the line agencies of the government, the local government units (LGUs), and the other stakeholders for ensuring that pressing issues in identified communities are given importance. “The road projects are very vital to the economy and livelihood of the people living in the GIDCA areas as it will ease their burden particularly in transporting their products and commodities,” Licudine added. Ozamiz mayor bats for discipline, self quarantine amid COVID-19
OZAMIZ CITY, Misamis Occidental, Mar. 17 (PIA)-City Mayor Sancho Fernando Oaminal has urged his constituents to do selfquarantine, implement self discipline and follow universal precautions against Coronavirus Disease 2019 (COVID19). Oaminal also called on the public to heed the universal health advisories and to volunteer for a 14-day self-quarantine if exposed to areas with confirmed Covid-19 cases. “We wanted to contain this because COVID-19 is
highly contagious. That’s why we wanted the people to do self-quarantine, discipline themselves, obey and follow the universal precautions.” Meanwhile, he has ordered the police to follow through individuals who will not follow the quarantine rule. He said, for those who defy the quarantine orders, the PNP shall bring and detain the person at the Isolation Center provided by the city. Oaminal also cited certain proactive measures that business establishments can
adopt such as provision of disinfectants and alcohol or sanitizers for their clients at the entrance of their establishments. Oaminal reminded the public of the measures to prevent the spread of the virus like avoiding unnecessary travels and going out of the house for unnecessary purposes. Lanao del Norte imposes community quarantine TUBOD, Lanao del Norte -Provincial Governor Imelda ‘Angging’ Quibranza-Dimaporo has signed Executive Order (EO) No. 5. declaring ‘community quarantine’ and creating the Provincial Inter-Agency Task Force for COVID-19. Under the EO, all public events and gatherings, such as meetings, conferences, conventions, trainings, parties, faith-based and religious gatherings, and
other social activities of the same nature are strictly prohibited. All pre-schools, elementary, junior and senior high school, as well as tertiary and postgraduate classes in both public and private schools in the entire province, are also suspended from March 17 to March 30, 2020. The Order also provides for the sanitation and disinfection of all public and
private offices and establishments and adoption for alternative work arrangements. Dimaporo also ordered all individuals with a history of travel to places with confirmed positive cases of COVID-19 to undergo a mandatory home quarantine for 14 days starting from the day of their arrival in the province. ILIGAN CITY -- The patient under investigation (PUI) who was tested positive for Covid-19 died Tuesday morning and was buried past 4 p.m. on the same day in Marawi City. The patient, a male on his 50s, died hours before his laboratory test results came in at Amai Pakpak Medical Center in Marawi City where he was confined with five others, said Zia Alonto Adiong, spokesperson of Lanao del Sur Task Force on Covid-19. The Depar tment of Health (DOH) has yet to assign a code to the patient. Adiong said the Provin-

COVID-19 must awaken humanity from deep slumber IT has been said that in the absence of a major change, the global systems will collapse in less than hundred years. We are now on the 20th year of the 21st century but we are not anymore certain if we can reach the 22nd century which is only 8O years from now. The earth continues to warm, the 236-meter iceberg in the Arctic and Antarctic which is twice the area of Europe is melting without let-up at the rate of 1000 hectares every day, the oceans are rising, endemic species are becoming extinct and the unimaginable is becoming imaginable: the end of life on earth. For sacrificing Gaia (Mother Earth) with all its biodiversity and the ecosystems to the altar of greed and profit, humanity is now taking the brunt of nature’s wrath. One of nature’s retaliatory moves against human’s cruelty is the 2019 Corona Virus. Based on studies, it is the conclusion that “when ecosystems are degraded, new pathogens, pests, or invasive species spread with devastating consequences to food production and human health. Such can lead to the emergence of new human diseases such as zoonotic diseases that spread from animals to humans. COVID-19 is that zoonotic disease transmitted from bats to humans when the Chinese ate bats” The same phenomenon happened a hundred years ago when
a zoonotic disease (HIV/ AIDS) was transmitted from chimpanzees to humans somewhere in West Africa as the result of human hunting and eating of chimpanzees as bush meat. This grim unsustainable environmental scenario is made horrible by the unsustainable economic reality where the wealth of a few oligarchs in the world is equivalent to the total assets of some 3.6 billion people or half of the world’s population. Indeed, Mother Earth and the people are being sacrificed in pursuance of the growth-at-allcost development strategy where money is used to make more money and not to enhance the quality of life of the people. Unbridled materialism and consumerism is the order of the day, devoid of spirituality where diabolic minds towards self-aggrandizement are in control. The much needed paradigm shift towards new dimension of spirituality has become imperative, where the spiritual consciousness of the earth’s inhabitants must now focus on regaining back the lost ecological integrity and in the process, becoming God’s stewards having been created in the image and likeness of the Creator. Indeed, protecting God’s vanishing creations is the highest form of worship because creation is a reflection of the Creator Himself. Yes, the blooming of the flowers may be very
beautiful but it pales in comparison to the blooming of the human spirit. Such wonderful blooming of the spirit is now becoming more evident in the life of the Indigenous People who are now passionately advocating to regain back the lost ecological integrity. Recently, the Higanonon, Talaandig and Manobo tribes in Bukidnon were organized into cooperative called the Igpanuyadug Sa Abaga Ta Bayug Agriculture Cooperative (PROTECT THE MINDAMORA WATERFALLS AGRICULTURE COOPERATIVE). This coming together of the tribal groups into cooperative came about because of their intense desire to save the Waterfalls from the intrusion of some Local Government Units in the nearby areas to transform the wonderful Falls into a tourist spot to rake money. No way! That waterfalls flowing amidst the radiance of the blooming trees and flowers with flocks of birds hovering above in harmony with the musical sound of the wind and flowing water is sacred to the Indigenous People. Such amazing beauty of nature is the manifestation of the Unseen Creator. You want to know the Creator? Be one with all of God’s creation through millions if not, billions of years. Yet, humans have made these manifestations of God now extinct. Now, do you wonder why we have ecological disasters?

But we are all deep asleep despite Sendong, Yolanda, Taal Volcano eruption, and what have you? Ah still sleeping? This time COVID-19 looms! For humanity that has been so enamored in so much materialism and consumerism that has reduced humans to just “self-gratification machines,” so engrossed in self-promotion, external looks and religious trivialities, let the awakening process now begins. Stop giving so much veneration to the profit motive that has already captured the minds of all governments, universities and religious institutions. Stop the denigration of our oneness with all of God’s creation as so much environmental destruction has already been inflicted that we are now facing the earth’s 6th extinction. GAIA is now in severe pain in a country that has already lost the 17 million hectares of dipterocarp forest and all the billions of life forms that dwell in the forest ecosystems for billions of years. Of the 25 major rivers in the country, 15 are already dried up or polluted; of the 13 major bays, 10 are already biologically dead. Yes, the Earth is now dying in the absence of a major change. 666- An International Tracking System TRIPLE 6 is found in the book of Revelation Chapter 13 verses 16-18, “And he caused all, both small and great, rich and poor, free and bond, to receive a mark in their right hand, or in their foreheads: and that no man might buy or sell, save he that had the mark, or the name of the beast, or the number of his name. Here is wisdom. Let him that hath understanding count the number of the beast: for it is the number of a man; and his number is Six hundred threescore and six (666). Bible scholars and theologians have different views on this subject. So sad to know when some people were taught that 666 is the sign of the cross of the Roman Catholics, some believe it is the Pope the Spiritual Head of the Roman Catholics all over the world, others think it is a tattoo performed with needle
and ink and other groups strongly believe that it is the gathering of all Christians who worship on Sunday. I respect all these views but try to think about this school of thought which I agree also. The number 666 is not a literal meaning for the Bible said we need to understand and count the number. It is not also a religious implications like sabbath, sign of the cross and the Pope but it is the economic and political program. Read again Revelation 13: 16-18 and you can discover that it is a system on how to engage in business. This time, it will be a cashless society and will be a virtual currency. To monitor all people around the world, this need a device like the electronic chip of a cellphone and ATM card to be implanted in the forehead or right hand then the 5G antenna networks. This is
an international tracking system of all the inhabitants of the earth which is the fulfillment of Revelation 13: 16. By this it is easy to monitor terrorists and also detect people who will be infected with highly dangerous virus during pandemic period. Try to consider this study to eliminate major confusions in the future. In my next articles I will share my studies about the role of the world leaders in the fulfilment of the Bible predictions and reveal the identity of these countries. I recognize the significant impact of the Corona Virus Disease 2019 (COVID-19) to the general public. In order to alleviate difficulties faced by the general public, we at the Bangko Sentral issued guidelines which will encourage our supervised FIs to provide financial relief to their retail customers, corporate clients and employees affected by the outbreak of the COVID-19. This is part of our efforts to assist the Filipino people in these trying times. The regulatory relief measures available to supervised institutions that
extend loans and credits to affected customers include: (i) exclusion from the past due loan ratio of loans to affected borrowers for a period of one (1) year, and (ii) staggered booking of provision for probable losses over a period of five (5) years, subject to prior approval of the BSP. Financial assistance may be granted by BSFIs to their employees that are affected by the COVID-19, subject to subsequent regularization with the BSP, if necessary. Government agencies asked to identify skeletal workforce By AZER PARROCHA
MANILA – Malacañang is asking all government agencies to identify their respective skeletal workforces as the country remains under enhanced community quarantine to prevent the spread of the coronavirus disease 2019 (Covid-19). Cabinet Secretary Karlo Nograles said the Presidential Communications Operations Office (PCOO) will be in charge of giving accreditation IDs to facilitate the speedy tracking of persons exempted from the quarantine. “All government agencies in the executive branch are hereby directed to issue accreditation orders to identify their respective skeletal workforces for critical services operating during the duration of the enhanced
community quarantine in Luzon,” Nograles said in a press briefing late Tuesday night. He noted that agencies have until Saturday to secure
their accreditation. In the meantime, Nograles said, bonafide IDs issued by the respective agencies will be sufficient for movement around the
contained area until accreditation has been secured. Skeleton workforces may use official agency vehicles, he added.

THE Child Rights Network (CRN) recognizes the efforts of the Government in imposing a community and enhanced quarantine to protect citizens from exposure to risks associated with the COVID-19 disease. Our concern stems from the lack of clear guidelines, particularly for the most marginalized sector of society - children living on the streets. Most children in the streets and their families do
not have homes, thus, we fear they might easily be treated as common offenders, and eventually end up arrested during the curfew and community quarantine. This contradicts with the Juvenile Justice Welfare Act, which clearly states that children should not be arrested in cases of disobedience of status offenses such as curfews. In addition to these, these marginalized sectors could potentially
go hungry as a result of loss of livelihood, during the community quarantine. We are alarmed with the pronouncements that anyone, even children, could be arrested if they are found to have violated the public health measures and violated curfew hours, without stating any legal basis as to why such violations might merit arrest. We also encourage the Government to invest all necessary efforts

4Ps beneficiaries continue to receive grants, rice subsidy during quarantine period THE Department of Social Welfare and Development (DSWD) clarified that beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps) will continue to receive their grants and rice subsidy through their cash cards amid enforcement of the enhanced community quarantine in Luzon, emphasizing that only 4Ps activities that require mass gathering are suspended. DSWD also reiterated that program beneficiaries with Europay, Mastercard, and Visa (EMV) cash cards may withdraw their grants on March 24, 26, 28, and April 4. Cash grants credited through the EMV card may be withdrawn from any Land Bank of the Philippines Automated Teller Machines (LBP-ATMs) or any ATM subject to minimal charges. Beneficiaries may also use their EMV cards in establishments that receive payment through pointof-sale or POS. Meanwhile, the Department is exploring alternative means to distribute cash grants to beneficiaries who have yet to receive their EMV cash cards. 4Ps City and Municipal Links will cascade the announcement of release
once finalized. Other 4Ps activities that are temporarily suspended are the conduct of the monthly Family Development Sessions (FDS) and the assessment of household beneficiaries using the Social Welfare and Development Indicators, and over-the-counter payouts. The Department has also waived the program conditionalities for the months of February and March following the signing of the resolution on Force Majeure. Under Rule VIII Section 15 of the Implementing Rules and Regulations of Republic Act (RA) 11310 or the 4Ps Act, the Secretary of DSWD may suspend the monitoring of compliance of beneficiaries to program conditionalities under “force majeure” circumstances. This means that beneficiaries will be receiving their full grants for the said period sans compliance to program conditions. Amid this health emergency, the Department continues to look into different modes of providing social services without prejudice to public health and safety.

We are in the era of technological advancement. Everyone is already embracing the various developments and changes around the globe. Certainly, nobody likes to be left behind, young and adult alike. Schools nowadays must likewise address to the demands of the present generation. Most especially that we are dealing with digital learners who are technologysavvy and who have grown up immersed in technology. According to Kohl (2017), these learners always connected and seeking information from many sources. They are highly visual, preferring to process pictures, sounds and video rather than text. With these realities confronting our schools, our teachers need to be abreast with the recent trends on utilizing technologies for classroom instruction. The challenge is on how teachers can sustain learners’ engagement with the lessons. Dr. Karen Beerer of Discovery Education, an educator herself, identified four researchbased and practical strategies in engaging digital learners. The first one is having well-planned lessons with memorable beginnings and endings. We are reminded with the work of David A. Sousa, a consultant on educational neuroscience, as how brain learns. During a learning episode, learners tend to remember best that which comes first and they
remember that which comes last. Learners are least likely to remember what is presented during the middle of the learning episode. The point here is that teachers need to be mindful in planning their lessons in order to maximize learners’ engagement. The second tip for teachers to be concerned about is how their lessons can promote collaboration and interaction among learners. It stands on the premise that students learn best when they are actively involved in working with others to deepen their understanding of the concepts being introduced. The third one is by employing a problem-based teaching and learning. This method utilizes open-ended problems that have multiple solutions and require learners to think critically many variables or factors before they would solve the problem. The last one is the access to varied digital tools such as smartphones, tablets, laptops, digital cameras, and other devices to gather, organize, and share information. Teachers in this era need to consider that these technologies are vital to learners’ success in school and in their lives. We need to creatively think how we can make use of the potentials of these technologies in our lessons. With a number of changes happening around especially in the field of education, we teachers must never change in extending our hearts for the children.

Lenovo awards technology grant to Bedan group for efforts in aiding jail detainees MANILA — The recently concluded 17th TAYO (Ten Accomplished Youth Organizations) Awards ceremony saw the Junior Bedan Law Circle being awarded a technology grant from global technology and innovation leader Lenovo for its project dubbed Lingkod Laya. The said initiative aims to restore the dignity and liberty of Manila City Jail’s prisoners by helping them maintain good health while in detention and assisting in the processing of their release. “As a global leader in innovation, our mission at Lenovo is to provide everyone with smarter technology that can solve problems and create opportunities. We are proud to recognize the contributions of the Junior Bedan Law Circle and to play a critical role in enhancing the crucial points of our correctional systems. As a people-centric organization, Lenovo hopes to give back to society by aiding and empowering former detainees in their attempt to attain a second chance in life,” said Michael Ngan, President and General Manager, Lenovo Philippines. To recognize the efforts
of the Junior Bedan Law Circle, Lenovo — the official technology partner of the annual TAYO Awards since 2011 — bestowed to them a technology grant in the form of a brand-new Lenovo S145 laptop. The company believes that with this, the organization can more efficiently and effectively help digitize the Manila City Jail’s database of records. With Lenovo’s grant, the Junior Bedan Law Circle can now properly store the records of every inmate, which will help them address health-related matters and speed up the inmates’ release process. The grant has also facilitated the Junior Bedan Law Circle’s plans to expand the project to the New Bilibid Prison in Muntinlupa City and in their next venture of developing an employment system for former convicts. The Junior Bedan Law Circle also seeks to use the grant in their upcoming Project Ligaya, a well-being program that seeks to support children in conflict with the law at the Manila Youth Rehabilitation Center. He added that while his appeal may adversely affect government revenue collection, now is the time to show more compassion to the plight of affected Filipinos. “As a legislator and fellow worker of government, I am appealing to the DOF and to BIR. Let’s give the people time to prioritize their safety and the welfare of their families first, provided that after we overcome this crisis, we trust that they will fulfill their tax obligations,” Go said. Under the BIR memorandum, taxpayers are encouraged to use the electronic filing facilities of the BIR to limit their exposure to Covid-19. It also provides that as consideration given to taxpayers, amendments to annual ITRs are allowed. “Considering the limitations in the preparation of the AITR to be filed by concerned taxpayers due to the aforesaid lock-down, errors in the determination of their income taxes are possible. Hence, taxpayers, at any time, can amend their AITR filed, provided the concerned taxable period has not been the subject yet of an audit,” the memorandum states. It added that additional payments due to amendments can be paid without penalties until June 15, 2020. Required attachments to the electronically filed AITR can also be submitted until the same date. While acknowledging the BIR’s considerations, Go nevertheless cited that an extension may still be the best course of action at this time since the enhanced community quarantine is targeted to end on April 12 while the imposed deadline is on April 15.

Critical communications, utilities & vital industries Recognizing the critical role of communications in this crisis situation, the petition also asks the Department of Information & Communications Technology (DICT) to enjoin PLDT and Globe to remove all Data Capping in mobile Broadband Internet services, to allow their customers a continuous service 24/7 until the crisis is declared over. Likewise, the need for vital industries like power, water, transport, telecommunications and others that provide essential services continue to operate with businesses and workers exercising the recommended protocols as prescribed by DOH and guidelines issued by DOLE. Equally important, the private sector recognized the need for the immediate construction of critical health infrastructure to prevent health facilities from collapsing with the expected peaking of cases in the coming weeks. The petition asks government to consider re-aligning allocated public infrastructure funds for the immediate construction of Specialized Covid19 Monitoring and Treatment facilities across the country; It is also asking government to create and fund a Task Force that will be responsible for updating data and maps needed for a comprehensive snapshot of areas adversely affected by COVID-19 and the government resources deployed to curb its spread. “Such data will be necessary for a more efficient and accurate modeling studies which will help the private sector direct its resources where it can be of most help in helping curb and eradicate COVID- 19 as well as rehabilitate businesses and workers adversely affected by the current government countermeasures vs. COVID-19,” the petition read. On top of these, LGUs through the provincial, city and municipal health offices should aggressively campaign for the public to immediately adopt positive health habits such as personal hygiene, eat healthy food, particularly locally grown fruits and vegetables, to boost personal immunity and

SAN FRANCISCO , Agusan del Sur—Even as Agusan del Sur still remains free from the dreaded Corona Virus Infectious Disease 2019 (COVID-19), provincial officials are not taking any chances and declared the province under community quarantine effective midnight of March 17. Gov. Santiago Cane Jr. issued Executive Order No. 1320 Series of 2020 placing the entire Agusan del Sur under community quarantine to avert the local transmission of the COVID-19. He said when the community quarantine takes effect, all passenger buses from Davao City, Butuan City, Bislig City and Tandag City are no longer allowed to pass by the province to pick up passengers. Only local public transportation vehicles are allowed to travel within the province’s boundaries. Exempted however from the transport ban are travels for purposes of medical interventions, transport of food, water and medicine supplies in and out of the province, transport of petroleum products and other basic commodities, travels of persons carrying exiting government contracts and projects, all travels of the Armed Forces and the police, all travels of lessen the effects of infection. Keeping the food chain open Recognizing Mindanao’s key role as the food basket of the country, the petition asks that Mindanao be declared a separate food quarantine area to allow the unhampered delivery of food for the entire country. “The Department of Agriculture’s declarations on quarantined agricultural products (affected by the foot and mouth diseases, avian flu, etc.) cover the entire country. Location-specific Quarantine will help with the continued supply of food in the country.” Not the least, the petition urges the creation of a “food logistics backbone” from General Santos to Cebu City and Tagbilaran City via Davao and Bukidnon and government to put up cold storage at key points to keep the food chain going. Mindanao key to PH economy Home to about 24 percent of the country’s population, Mindanao also accounts for over 40 percent of the poor. #FightCOVID19: GCash users may now support frontline health workers and hospitals via fintech platform
