Most in DOJ’s ‘terror’ list are Mindanaoans

ORE than half of the 657 persons listed by the Department of Justice (DOJ) as alleged members of the Communist Party of the Philippines (CPP) and its armed wing, the New People’s Army (NPA), are from Mindanao.

The DOJ list is contained in a 55-page petition that seeks to have the CPP and NPA declared as “terrorist and outlawed organizations, associations and/or group of persons” pursuant to the Human Security Act of 2007.

peace talks with the National Democratic Front (NDF) which is representing the CPP/NPA, through Proclamation 360 issued on November 23 last year, two days before the talks were to resume in Norway to deliberate on the common drafts of the Comprehensive Agreement on Socio-Economic Reforms (CASER).

On December 5, Duterte issued Proclamation 374 declaring the CPP-NPA as a “designated/identified terrorist organization” under RA 10168 or “The Terrorism Financing Prevention and Suppression Act of 2012.”

scription filed before the Regional Trial Court Branch 19 in Manila on February 21, the DOJ listed 657 persons from various parts of the country who it alleged are members of the CPP-NPA. MindaNews counted 364 from Mindanao or 55.40% of the nationwide total.

Of the 364, however, 44.50% or 162 names are mere aliases.

The ‘terrorist’ list accounts for 21 pages of the 55-page DOJ petition, 10 pages of that the names of those based in Mindanao.

Mindanao continues to host the biggest concentration of the NPA in the country.

For the first time, on the invitation of the German embassy, they all met each other in Davao City recently to discuss their experiences, successes and challenges with Dr. Roland Schissau, deputy head of mission, German Embassy Manila.. They engage in a broad variety of activities: peace building, health care, disaster prevention, human rights, income generation, education, renewable energy and many more. Through this manifold engagement Germany aims to provide support especially to poor and marginalized communities. Participants of the meeting confirmed that the gathering in Davao was highly useful: it established new networks and linked previously unconnected actors, all of them contributing at grassroots level to improving life in Mindanao. KORONADAL City--A bishop of the Iglesia Filipina Independiente (IFI or Philippine Independent Church) in Mindanao was released Thursday evening after spending 309 days in jail.

IFI Bishop Carlo Morales was freed after posting a bail of P200,000. He was jailed in Ozamiz City since May 11 along with Rommel Salinas, a consultant of the National Democratic Front of the Philippines (NDFP), on charges of illegal possession of explosives.

“He is fine and well and ready to resume work,” IFI Maximo Obispo Rhee Timbang said in a statement.

DOT invites pilgrims to tour faith-based places in PH

T

ourism Secretary Wanda Tulfo-Teo urged on Thursday the public to visit faithbased destinations the Department of Tourism (DOT) has collated, and to participate in Lenten activities it lined up for this year's Holy Week.

Among destinations mentioned by Teo are the shrines of Ilocos Norte, Ilocos Sur, La Union and Pangasinan, all of which are on the list of top recommended faith destinations in Region 1, where the Nuestra Señora De La Asuncion, a UNESCO

World Heritage Site, is located.

For pilgrims who will join in the Visita Iglesia in Cagayan Valley, the Tourism chief said the region has created packages highlighting religious excursions in the provinces.

On the other hand, she said Region 4-B (Mimaropa) is also a must visit with its famous Moriones Tableau, a century old tradition in Marinduque staged during the weeklong celebration of the Holy Week, where locals would re-enact Christ's passion and death, with Longinus as the

other central character, showing a glimpse of the province's religious history.

She also noted that Western Visayas also offers unique Holy Week celebrations in Bacolod City, Talisay City and Valladolid.

Bacolod City is known for "Kalbaryo sang Krus," a street drama portraying the suffering and death of Jesus.

"It is interesting to note that Dipolog City in Western Visayas will be staging its annual Katkat Sakripisyo on Good Friday, a depiction of the passion, suffering and death of

Christ in Linabo Peak, where pilgrims will complete the 3,003-step katkat (climb) until the last of the 14 Stations of the Cross," she added.

The teachers’ unions have put themselves in a difficult position, with Wisconsin, Indiana, and Ohio demonstrating that the traditional labor stance is untenable. So far, media attention to the union story has focused on the fiscal side---state deficits, teacher-benefit packages, and the like.

and improved student a c h i e v e m e nt . Now i s the time to go beyond the rhetoric and to show that all of us—including the unions—are tr uly behind ensuring effective teachers in all classrooms. Central to this issue are the conflicting strands of the unions’

position. Union leaders want to say that teachers are very important for public schools. But then again, not too important—because teachers should not be expected to make up for poverty and for uninvolved families.

They want to highlight the exceptional teachers.

But then again, not too much—because they do not want attention drawn to completely ineffective teachers. They want to argue that the pay is insufficient to attract and retain good teachers. But then again they do not want to draw attention to the salary schedule that

refuses to acknowledge differences in teacher effectiveness. Interestingly, recent research into teacher quality strongly reinforces the “buts” in the sentences above.

Studies examining data from wide range of states and school districts have found extraordinary consistent results about the importance of differences in teacher effectiveness.

The research has focused on how much learning goes on in different classrooms. The results would not surprise any parent.

The teacher matters a lot, and there are big differences among teachers.

Teo said with the creation of the Faith and Farm Tourism sector, the agency is poised "to go full swing on piloting emerging faith tourism destinations this year."

The DOT chief has given the sector the marching order to focus on the promotion of Faith-based tourism products in the different regions of the Philippines, the only Catholic country in Asia.

Faith and Farm Tourism Undersecretary Marco Bautista said that with him at the helm of the new sector, there would be “enhanced promotions of the country’s rich cultural heritage embodied in the historical, architectural and religious significance of numerous churches and age-old traditions.”

This exhibit underlined the high quality craftsmanship of Italians.

This is what the DOJ’s Manual for Prosecutors provides.

The time has come, with due respect to you, our great police leaders, to show to all and sundry your full obedience to the law, and not show you are panicking simply because an agency of government issued a decision that is not in accord with your perceptions, and just because President Duterte quipped he would be sending Aguirre to jail if the drug suspects

are cleared. It is said, don’t panic, let’s restore sanity and sobriety in the bureaucracy.

Is President Duterte just a politician?

GENERAL Santos City-President Rodrigo Roa Duterte was mad at the International Criminal Court (ICC) and the United Nations Human Rights Council (UNHRC) – so mad that he declared the immediate withdrawal of the Philippines from the ICC on March 14, citing “international bias against him.”

Today, March 16, the letter of withdrawal was formally submitted to the office of the UN Secretary General.

He was mad that the ICC is investigating the complaints filed against him for extrajudicial killings (EJKs) in connection with his anti-drug war and the UNHRC wants to investigate the much-publicized human rights violations, also on the same ground. He has

accused both United Nations agencies of disrespecting Philippine sovereignty.

While immediate withdrawal would not stop the ICC investigation – in fact, it would not take effect until after a year – the President’s decision shows how far and deep the breach has gone. *** *** *** Duterte’s temper hit past the boiling point and exploded when last March 9 international and Philippine media published the wire service report that the UN high commissioner for human rights, Zeid Ra’ad Al Hussein, had condemned the Duterte government for categorizing as terrorist UN special rapporteur on the rights of indigenous peoples, Victoria Tauli-Corpuz, a Filipina, for allegedly being a senior member of the

Maoist rebel group – one of 600 others.

Of President Duterte, Zeid Ra’ad Al Hussein, a Jordan prince, said, as quoted in the English paper, The Guardian: “He needs to submit himself to some sort of psychiatric examination.

This kind of comment is unacceptable. These attacks cannot go unanswered; the UN Human Rights Council must take a position.”

“By these attacks” is obviously referring to past repeated lambasting, intimidation and vilification of Special Rapporteur Agnes Callamard and the UNHRC. It might also refer to “attacks” against the ICC and its prosecutor conducting the preliminary investigation Fatou Besouda, who was ridiculed as “black”, being an African.

*** *** *** The suggestion for Mr. Duterte to have a “psychiatric evaluation” alludes to “mental disorder.” This was too much for the President, his close aides and his government to take. For a week now, the defense for the President and his government and the government counter-attacks have dominated the media headlines.

Curses and invectives were thrown at Zeid Ra’ad Al Hussein; crucified, his remark was considered “crude and inappropriate”.

PIDS hopes to inspire next-gen policy researchers in new book

N celebration of its 40th anniversary, state think tank Philippine Institute for Development Studies

(PIDS) looked back on its struggles and achievements that paved the way for its current success and recogni-

tion as one of the top think tanks in the world.

Its new book titled From Evidence to Policy: Cele-

brating 40 Years of Policy Research compiles essays showing the rich history of the Institute. Written by its

Mindanawons in ConCom. veterans, each essay takes the readers on a trip down memory lane as it narrates the beginnings, challenges, and lessons of the Institute and its personnel.

Specifically, the 11-chapter book aims to highlight the role of research in evidencebased policymaking process by providing anecdotes and fun facts about the Institute — from the moment it was founded in 1977 to the time it started its operations and first major projects—as well as analyses of its major contributions to policymaking in the country. It also contains reflections of authors on their experiences working at PIDS and their struggles as a policy researcher.

Among the authors were PIDS founding father Gerardo P. Sicat, former PIDS presidents Filologo L. Pante Jr., Ponciano S. Intal Jr., Mario B. Lamberte, and Josef T. Yap, first research fellows Rosario G. Manasan and Erlinda M. Medalla, first research information director Jennifer P.T. Liguton, and retired senior research fellow Danilo C. Israel. The book was edited by Gilberto M. Llanto, Vicente B. Paqueo, and Aniceto C.

Orbeta Jr., former PIDS president, distinguished visiting research fellow, and senior research fellow, respectively.

In writing the book, Llanto recognized the contributions of the Institute’s most important asset—its human resource—saying that there is “a need to underscore the importance and contribution of PIDS to the country’s policy process through the experiences of the men and women who silently toiled to produce policy studies for the benefit of policymakers”.

By sharing their decades of experience, the authors hope to inspire young people to explore a career in policy research, as well as future PIDS policy researchers to “take up the gauntlet and do battle with ill-conceived policy ideas or proposals through evidence-based studies that will recommend salutary policies”.

The book also gives a glimpse of life at PIDS as authors provide suggestions aimed at improving the dayto-day lives of its employees in the aspects of leadership, staff recruitment, research plantilla, research budget, and internal operations.

STATE OF THE CITY ADDRESS The outline of presentation for the State of the City Address 2018 shall be anchored on the Philippine Development Plan (PDP) 2017 – 2040 WITH THE Duterte Administration’s principle on “Gobyernong may malasakit tungo sa Pagbabago at Pag-unlad”.

ENERALSantosCity-Police arrested seven persons, including four minors, in connection with the robbery and brutal killing of a FilipinoAmerican businessman in a village here late last month.

The arrest came after authorities recovered the remains of the murdered victim on Wednesday in a shallow grave inside an abandoned residential compound in Barangay Fatima.

Chief Insp. Aldrin Gonzales, public information officer of the Police Regional Office-12, said Thursday the recovered body was confirmed to be of victim Frank Cruz, 73, who was earlier reported missing.

He said Cruz is of Filipino descent but had settled in Guam and holds a United States (US) passport.

Before Cruz went missing, Gonzales said the victim was temporarily residing at the Congson boarding house in Barangay Bula here while working as regional sales coordinator of AFLAC microfinancing company.

The official said the killing was uncovered after one of the suspects identified as Lito Arela Simudong, 45, confessed to the crime on Wednesday morning.

He said Simudong was initially arrested by elements from the Fatima police station on Tuesday afternoon for robbery with intimidation and possession of illegal firearms and illegal drugs.

Gonzales said the confession led to the recovery of the victim’s remains in a lot in Block 5, MC Village in Barangay Fatima owned by Simudong.

“When exhumed, the victim’s body showed signs of torture, with his feet firmly tied-up with nylon rope and his head wrapped with packing tape,” he said.

During interrogation, Gonzales said the suspect admitted abducting and eventually killing Cruz with the help of cohorts Hiwen Buntuyan Borja alias Weweng and Hiwen’s daughter Herliemhe Borja.

The suspects tortured and killed the victim early last Feb. 26 after failing to get the pin number of his automated teller machine (ATM) cards, he said.

In their investigation, Sr. Insp. Fernando Manuel Jr., Fatima police station chief, said they found out that four more minors had direct involvement and participation in the killing.

He said the six other suspects have corroborated Simudong’s testimony and confessed their involvement.

But the involved minors would be turned over to their parents based on a directive from the Department of Social Welfare Development.

“We’re currently preparing the extra-judicial confessions and affidavits of the suspects for the formal filing of charges,” Manuel said.

He said they have coordinated and submitted a report regarding the incident to the Bureau of Immigration.

Manuel said the US Embassy in Manila is reportedly sending a team here to process the remains of the victim.

Malnutrition is a worldwide health concern. Government and non-government organization (GO and NGO’s) geared their efforts in various interventions that could lessen and alleviate children’s suffering from malnutrition. There are 795 million undernourished people in the world today. That means one in nine people do not get enough food to be healthy and lead an active life. The good news is that hunger is entirely solvable.

There is enough food in the world to feed everyone and no scientific breakthroughs are needed.

Department of Education (DepEd) launched its schoolbased feeding program to address the “malnutrition problem and short-term hunger” among publicschool children. For DepEd, “short-term hunger” refers to the condition experienced by children who do not eat breakfast (and walk long distance to reach school in the case of some of our students). This program allows our schools to decide what time to conduct the feeding that shall best address the nutritional needs of ours.

According to DepEd’s Health and Nutrition Council, “severely wasted, wasted, normal, overweight and obese are the different categories if we grouped our

children according to their body-mass index using the World Health Organization standards.” Body mass index, which estimates the total body fat of a person, may be considered as a good indicator to assess the condition of our learners as it considers their weight and height and even the age.

The SBFP provides complete nutritious meals to our children, following the developed standardized recipes using malunggay and a 20-day menu using locally produced food. The SBFP should improve the nutritional status of our children and, thus, also improve their attendance and performance in our classes.

Beneficiaries, who are not gaining weight or continue to be severely undernourished during the first three months, are referred to the health personnel for further assessment.

Organization will more progressive for they can now access and coordinate with other countries which will help them bring great opportunities not only in the field of education but also in the field of work in the future.

famous, most leaders are ordinary people; you can walk down the street and run into someone and not know that they are a very powerful leader.

I believe that anyone can become a leader if they have enough courage. There are many words that people come up with when they are asked to describe what makes a good leader. The most popular characteristics used to describe a good leader would be a good listener, responsible, and decisive.

As a leader we should consider our colleague in making decisions. We should always respect their individu-

ality and differences. Leadership is learned over years, not months. I have been an O.I.C in our school for over 7 years and I have observed what the best way to rule over my colleague.

Supreme Student Government is the highest governing body of the entire studentry.

It endeavours to develop the leadership skills and qualities of all student leaders within its scope and jurisdiction; strive to influence the stu-

dentry to be vigilantly aware of their basic rights as students and as a citizen of this country and the benefits and privileges that they ought to get or they are entitled as students of this school. SSG aims to influence and mould student leaders as well as mere students to be vigilant and active citizens in their respective community and to the country as a whole.

They will positively take part, and not to be passive in addressing problems and is-

sues that substantially affects their community and our country as a whole. Framed through a critical lens, student involvement in institutional decision-making is necessary to engage students as active citizens capable of civil discourse that results in informed action for the benefit of the community in which the citizens are engaged, perpetuating a democratic society.

However, this is not what the students perceived from their experiences in institutional decision-making. The students were trained how to handle and lead people. How

to deal and talk in front of a crowd, and develop in them leadership skills. As an SSG adviser, I help my students formulate and recommend programs that will address relevant issues and concerns of the studentry.

I assist them in planning and implementing policies and programs designed to protect and promote students’ rights and welfare.

From time to time, I have to monitor and evaluate the students’ activities in the school and in the community where they can create committees necessary to address the needs of the students.

According to Clarete, this increase was realized despite the reclassification of some companies in the region as large taxpayers which paid directly to the BIR Large Taxpayers Service.

Caraga region comprises the two Agusans (del Norte and del Sur) and two Surigaos (del Norte and del Sur) and Dinagat Island while the Davao region comprises the four Davaos (del Norte, del Sur, Oriental, Occidental) and Compostela Valley).

60% of NPA in Mindanao “Eastern Mindanao is the area where majority of the NPAs are situated,” Lt.

Col. Emmanuel Garcia, chief of the Public Affairs Office of the Armed Forces of the Philippines said.

“To give you a better view,” he told MindaNews in a text message Monday, “about 60% of the NPA guerilla fronts and red fighters are in Mindanao. Then 80% of those are in Eastern Mindanao.”

Garcia said the nationwide strength of the NPA as of last year was “3,700 based on revelations of captured/ arrested/surrendered NPAs themselves.”

“The process is not an exact science. There might be a margin of error of probably plus/minus 200,” he said.

The armed strength of the NPA in the North Central Mindanao Regional Committee (NCMRC) which covers portions of Agusan del Sur, Bukidnon and Misamis Oriental is “maliit” (small), Garcia said, adding “pinakamalaki ang nasa eastern than north. Pinakamalaki ang SMRC then NEMRC” (The biggest number is in the eastern rather than northern part. SMRC has the most number followed

by NEMRC).

According to the DOJ list, the NCMRC, which Garcia described as “maliit,” has the most number of alleged members not only Mindanao-wide but nationwide — 276 — which accounts for 75.82% of Mindanao’s 364 and 40% of the total 657.

Of the 276 alleged members from NCMRC, more than half — 151 or 54.71% — are identified only by their aliases.

Still based on the DOJ list, the SMRC, supposedly with the “pinakamalaki” (most number) has only 57 alleged members, accounting for only 15.66% of 364 while NEMC’s and NEMRC’s total of 15 alleged members, accounts for only 4.12%.

Combined, the DOJ list of 72 alleged members from SMRC and NEMC/NEMRC constitute only 19.78% of 364.

“Only DOJ can probably comment on that,” Garcia said when asked about the DOJ-listed higher figures for NCMRC compared with SMRC and NEMRC. Garcia said he has not seen the DOJ list. “It is now in court, let us wait for the arguments of concerned parties and the ruling of the court,” he said.

“Order of Battle” The DOJ list of alleged CPP/NPA members from Mindanao include Jorge Madlos of the “National Operations Command, National Military Commission.”

Madlos, alias Ka Oris, was a former NDF-Mindanao spokesperson before he was named NPA spokesperson.

The DOJ list also named six members allegedly of the Komisyon Mindanao; 15 from Northeastern Mindanao (two from the North Eastern Mindanao Commission and 13 from the NEMRC); 276 from the NC-

MRC; 57 from the SMRC; four from the Far South Mindanao Region (FSMR); and five from the Western Mindanao Regional Party Committee (WMRPC).

Karapatan Secretar y General Cristina Palabay said in a press release on March 9 that the DOJ list is “a take-off from the Order of Battle (OB) lists of the Gloria Arroyo and Noynoy Aquino regimes” and “an effort to sow fear and panic among Duterte’s detractors, subjectively prepare the public for more intense political repression, and be the front act of a crackdown against the dictator wannabe’s critics.”

But Palabay also noted that the DOJ list included “those who are dead, missing and members of paramilitary units accused of killing Lumads in Mindanao.”

“The list also contains seven names of paramilitary group members including four from the New Indigenous Peoples’ Army (NIPAR), led by Alde ‘Butchoy’ Salusad, who have standing warrants for the killing of Lumad leader Datu Jimmy Liguyon. They also have been presented and paid as surrenderees, consistent to their being allpurpose pawns in the military’s repressive schemes,” she said.

Salusad is listed by the DOJ under NCMRC. The DOJ’s nationwide list also includes Victoria Tauli-Corpuz, UN Special Rapporteur on the rights of Indigenous Peoples, who said in a March 8 statement that the inclusion of her name is “baseless, malicious, and irresponsible.”

Presidential Spokesperson Harry Roque on Saturday said Corpuz landed on the list “because of intelligence information that she is somehow connected with the CPP-NPA.” He said the DOJ “would not have filed the petition without evidence that she is a member of or somehow affiliated with the CPP-NPA.” “She is not automatically tagged as a terrorist. TOTALLY UNFAIR: Is it not totally unfair that the Insurance Commission is closing five insurance firms simply because they have been unable to come up with P550 million as their minimum net worth requirement for 2018?

The fact is that, when these companies started, they were able to comply with all the Commission’s requirements. In the course of their operations, the insurance firms managed to do well and, as per the Commission itself, “all have positive net worth”. Why require now a rather huge amount as their minimum net worth in “mid-stream”, as it were?

But for Mr. Zeid Ra’ad Al Hussein, coming from one of the ancient biblical nations, it was “An eye for an eye, a tooth for a tooth”.

world leaders, including former President Barack Obama.”

Politicians are not of the gutter; in their speech, they are also bound by the code of decency. Granting they were not, Presidents are — besides being bound by diplomatic protocol. Upon this, President Duterte and his spokesman, Mr. Roque, must seriously ponder.
