ORDER The above-captioned petition is a petition filed by Omensalam Maricor Mariga for judicial declaration as legal beneficiary of deceased PO3 Almendras M. Minalang. She alleged that she was legally married to late PO3 Almendras Minalang on September 18, 1986 and the marriage was blessed with two (2) sons, both of legal age. Late Minalang was connected with the Philippine National Police from February 8, 1958 until July 1992. When PO3 Minalang died on July 29, 1992, petitioner had continuously receiving the separation pay until September 2009. Since then and up to the present, her claim for separation pay was never revived nor her claim was reactivated. Thus, petitioner filed this petition to secure an order declaring her to be the qualified legal beneficiary of late PO3 Minalang in order for her to continue receiving the separation pay. The petition is sufficient in form and substance, hence, the same is set for hearing on April 22, 2019 at 8:30 in the morning at Hall of Justice, Marawi City and anybody interested in the petition should appear and show cause. Is prayer your steering wheel, or your spare tire?
PRAYER is simply talking to God like a friend. That is the easiest thing to do. There is no excuse why we don’t go to God in prayer each day, to receive that supernatural strength and power only He can give. Sometimes, our own wisdom and efforts are not sufficient to carry us through the day. So we are driven many times upon our knees, by the overwhelming conviction that we have no where else to go, but to our heavenly Master. Prayer is not asking. Prayer is putting ourselves in the hands of God, at His disposition, surrendered to Him, and listening to His voice as we receive and obey His divine commands. One the greatest example of prayer is George Mueller, the prayer warrior who established many orphanages and helped thousands of orphans. The man had no money in his pocket, only faith-filled prayer in his heart. This story came from the captain of a ship who witnessed the power of prayer first hand from George Mueller. The captain himself became a man of prayer
“Therefore I tell you, whatever you ask for in prayer, believe that you have received it, and it will be yours.” (Mark 11:24) after this experience. One day he was commanding a ship headed for Quebec, Canada, with George Mueller on board. Off Newfoundland, the weather turned cold and the ship’s progress was seriously retarded by a thick fog. The captain had been on the bridge for 24 hours when something happened which was to revolutionize his life. George Mueller appeared on the bridge. “Captain, I have come to tell you I must be in Quebec by Saturday afternoon.” “It is impossible,” said the captain. Mueller said, “If your ship cannot take me, God will find some other way. I have never broken an engagement for 52 years. Let us go down into the chart-room and pray.” The Captain wondered which lunatic asylum Muel-
ler had come from. “Mr. Mueller,” he said, “can you not see how dense this fog is?” Mueller replied, “No, my eye is not on the density of the fog, but on the living God, who controls every circumstance of my life.” Mueller then knelt down and prayed simply. When he had finished, the captain was about to pray, but Mueller put his hand on his shoulder, and told him not to. Mueller said, “First, you do not believe God will answer. Second, I believe He has, and there is no need for you to pray about it.” The captain looked at Mueller in amazement. the door. You will find the fog is gone.” The captain doubtfully walked across to the door and opened it. To his amazement, the fog had lifted. The way was clear. It was the captain himself who told this story. He has subsequently become a most devoted man of prayer, due to the gift of miracle he witnessed. George Mueller’s victories came due to unceasing prayer, and full trust in the Lord’s unfailing promises. He advised that it is not enough to pray. We must patiently, believingly, continue in prayer until we obtain an answer. God hears us and will answer our prayer. But frequently, many fail to continue long in prayer, because they do not really believe that they will receive the blessing. God’s delay is not a denial. The greater the trial, the sweeter the victory. Prayer does not change God, but it changes him who prays.

YES, it’s again the topic, we should really think about our future, especially our children’s future. Here’s a new string of examples, my dear readers. But, don’t expect only good news. We are experiencing in the Philippines a mild El Nino right now. “Mild” because we might not be able to the see the end of the tunnel. Yes, it’s summer - but.... Greenland, the great island is being called already

Yes, the Arctic is melting much faster than expected, and could even be ice-free in summer by the late 2030’s, a report from the Arctic Council’s Arctic Monitoring and Assessment Program suggests. Previous studies had forecast an ice-free North Pole in summer by
mid-century. Wow. Different reports - different views. While the outlook is bleak for the Arctic, there is a silver lining for the Antarctic: As I said before, the ice is melting at a slower rate than previously thought. Although glacier flow has increased since the 1990’s, scientists from University of Leeds have found the melting rate to be only around a third of what was previously projected. Think A Minute
Make someone happy THINK a minute. There were two sick men who shared a room in a hospital. The man whose bed was by the window was allowed to sit up for an hour each day to help drain the fluid from his lungs. But the other man had to spend all of his time lying flat on his back. These two sick men talked for hours every day. They talked about their wives and families, their jobs, and their many life experiences. Each day when the man by the window sat up in his bed for an hour, he told his roommate all the things he could see outside the window, especially the park with its lovely pond
and gardens. This made the other man so happy that he eagerly looked forward to that one hour every day as he listened to his roommate talk about the people and beauty of the world outside their hospital window. One night the man by the window died in his sleep. The other man who shared his room was deeply saddened. He greatly missed his roommate who had shared with him about the beautiful world outside their window. The other man asked if his bed could be moved to the window where his friend had been, so he himself could see the beauty outside. But when he turned his head to look
out the window, he was shocked to see nothing but a dirty blank wall! When he told the nurse all the things outside their window that his roommate had described to him, the nurse said to him: “Your friend who sat by the window was blind. He could not see anything. I think he wanted to make your life happier.” Jesus teaches that we are much more blessed and satisfied when we give to others rather than receive for ourselves. The only way to be truly and fully happy is to make others happy. The only way to find a real life of meaning and purpose is to give your life

ABUNTURAN, Compostela Valley - - The provincial government of Compostela is ready to take on the challenges brought by El Nino. Provincial Agriculturist Minda Agarano stressed in an interview that their equipment to mitigate the risk of the dry spell have already been prepared. On an advisory issued by
the Philippine Atmospheric, Geophysical and Astronomical Services Administration, Compostela Valley was identified as one of the provinces that are potential for dry condition by the end of March 2019 based on the rainfall assessment on October 2018 to February 17, 2019. Governor Jayvee Tyron Uy revealed during the celebration of the 12th Bulawan Festival and the 21st founding anniversary of Compostela Valley, that the bill renaming the province to Davao de Oro is now at the office of the President Rodrigo Duterte for signature. He said that once approved by the President, a plebiscite will be conducted on July or August 2019 for
the people of the province to decide whether to retain Compostela Valley or to have a new name Davao de Oro. “Kung modaog kita sa plebesito, kini na ang ulahing Bulawan Festival na kita tawagong Compostela Valley,” Governor Uy stressed. (If we will win in the plebiscite, this will be the last Bulawan Festival under the name Compostela Valley.) As to the rice, Agarano said that it will not cause major damage on the crop since it is in the reproductive stage. According to their records, the province has only 25 hectares of rice fields in two cropping seasons. DEPED continues to enhance reading skills of elementary graders nationwide. For example, there is such activity circulating in public schools called Mystery Reader wherein principals and faculty are enjoined to reach a children’s storybook during the Monday flag raising. There’s also the Araw ng Pagbasa where teachers, non-teaching employees in schools and students have a reading activity. Teachers
will then tell their respective students on how reading has made a remarkable impact on their lives and inspire schoolchildren to do the same. After that, another reading session will commence. Then there’s what is called a Read-a-thon. The project is aimed at developing love for reading among elementary pupils and fostering a reading culture in all schools and communities. Students are
gauged according to level. The focus of DepEd is actually on the delivery of quality, accessible, relevant and liberating reading literacy to all. Its thrust is to make every Filipino child a reader at his/her own level. It is designed to equip elementary pupils with strategic reading and writing skills to make them independent young readers and writers. It also provides a year-long training for teachers to capacitate them.

Filinvest’s power arm ready to serve Mindanao’s future steel industry The Gotianun family-led FDC Misamis Power Corporation (FDC Misamis) in Villanueva, Misamis Oriental Province is ready to respond to the surging power demand on Mindanao island. Earlier this year, the Mindanao Development Authority (MinDa) released an information bulletin that by 2025 Mindanao’s current demand, which is around 1,600-MW to 1,700-MW, will increase by 500-MW to 600-MW. Per the National Grid Corporation of the Philippines (NGCP), Mindanao’s current capacity reaches around 2,400-MW to 2,500-MW. Although there is currently an oversupply of approximately 800-MW in the region, MinDa reiterated that Mindanao would still need an additional 100-MW per year to cope with rising power demand. MinDa cited some of the major upcoming economic projects in Mindanao, which would be contributing to the demand for power, such as the Mindanao Railway System (MRS), new hotels and malls, and the entry of two giant foreign steel companies in Davao City and Misamis Oriental. In Misamis Oriental, HBIS Group, China’s second-biggest steel producing company, plans to set up its facilities at PHIVIDEC Industrial Estate in Villanueva town anytime this year. The said company is pouring in $4.4-billion in investments through
a two-phase project with the objective of producing millions of tons of hotrolled coil and 600,000 tons of slab annually in the first phase, and another eight (8) million tons in the following phase. FDC Misamis President and CEO Mr. Juan Eugenio L. Roxas emphasized the company’s commitment to provide electricity to HBIS, as well as to existing and potential PHIVIDEC locators. “Given the opportunity, we are very much ready to supply our neighboring industries considering that we have the necessary advantage over other suppliers. We have proven the plant’s reliability since the start of its commercial operation in 2016. We are located near the steel plants’ proposed site which means less susceptibility to disturbance in the transmission system and, of course, minimal or zero line rental charge once WESM in Mindanao is operational,” said Roxas. FDC Misamis Plant Manager Luis Lagarnia, Jr., confirmed the consistent performance of the coalfired power plant for the past two (2) years. “Facility preservation is key in sustaining our performance. We have avoided any unplanned shutdown through the conduct of diligent monitoring and maintenance on our major electrical equipment,” said Lagarnia. YALA Corporation and the University of the Philippines (UP) School of Economics in cooperation with the Ayala Business Club of Cagayan de Oro held a regional roadshow in Cagayan de Oro City last Friday (March 15) at Seda Centrio to share the strategic research paper entitled Towards Inclusive Capitalism in the Philippines by Dr. Raul Fabella, National Scientist and professor emeritus of the UP School of Economics. Fabella in his paper dispels the notion that capitalism is necessarily antipoor particularly citing as examples the remarkable achievements of China in reducing poverty and fostering greater social inclusion following its adoption of
market-oriented reforms and the integration of propoor services in the normal business operations of big conglomerates. In the Philippine context, he underscored how conglomerates have also contributed to improve social provision and inclusion in various fields such as telecom, water provision, tertiary education and through corporate social responsibility (CSR) initiatives. He contended that even as the country is hampered by weak institutions, the private sector – by widening its sphere of operations to include activities that were hitherto traditional public services – is able to help improve social welfare and promote greater social coherence in the Philippines. The lawmaker noted that the company’s processing plant located inside the Phividec Industrial Estate in sitio Buguac, Barangay Santa Cruz, Tagoloan town, Misamis Oriental, is just made of bamboo poles and tarpaulin housing dilapidated machines. Within Verde Soko’s compound are the more than 6,000 metric tons of the plastic trash, which arrived from South Korea last year. The Verde Soko management has previously said they will use the imported plastic as raw materials for the production of plastic briquettes and pellets which will then be made into furniture items to be exported to South Korea and China. The Bureau of Customs (BOC) in northern Mindanao, however, red-flagged the plastic materials as the agency said Verde Soko did not properly declare the imported garbage and the company also failed to secure an import permit from the Department of Environment and Natural Resources. On January 13, the Customs, with the coordination of the South Korean government, sent back 1,500 metric tons of the garbage to its country of origin. For her part, Misamis Oriental 2nd District Rep. Juliette Uy said those responsible for the importation and entry of the plastic garbage must be held accountable. Misamis Occidental 2nd District Rep. Henry Oaminal said they will also call the attention of the Department of Health to check if the plastic trash stored at the Verde Soko facility will pose a health hazard to the residents living nearby.
