Real problem on political dynasties, Chief Justice Puno

LIFE’S INSPIRATIONS: “… For this very reason, make every effort to add to your faith goodness; and to goodness, knowledge; and to knowledge, self-control; and to self-control, perseverance; and to perseverance, godliness; and to godliness, mutual affection; and to mutual affection, love…” (2 Peter 1:5-8, the Holy Bible). -oooTHE REAL PROBLEM ON POLITICAL DYNASTIES, CHIEF JUSTICE PUNO, ARE LEADERS WHO FAILED TO TEACH OUR PEOPLE GOOD VALUES: Well, Chief Justice Reynato Puno, isn’t it true that the politicians and their relatives who regularly run for, and then win and are

installed at, public offices are elected by the Filipino electorate themselves? Isn’t it a fact that Filipino voters themselves are the ones electing families who have formed political dynasties? If it is the people themselves who have been installing, by their votes, candidates who are related to one another to different elective positions, isn’t that democracy in action, Mr. Chief Justice? Perhaps, if our voting countrymen were only properly taught by erudite and learned leaders, like you, Chief Justice Puno, they would be more circumspect in choosing who they would vote for. Perhaps, if Filipino voters were only taught how

to have a healthy fear and obedience and love of God by our Christian leaders, like you, Chief Justice Puno, they would no longer be selling their votes, or maybe, they would no longer be voting for candidates who are known to be corrupt and selfish. The real problem here, Chief, are our leaders who failed to do something good for our people, or who failed to teach good values to our countrymen! -oooDIVORCE IS NOT THE ANSWER TO MARITAL WOES, LADIES AND GENTLEMEN OF CONGRESS: If the truth be told, the problem in this country today really are our leaders, particularly those who have

Batas Mauricio

been installed as congressmen and senators, who have apparently not been blessed with the capacity to think of appropriate solutions that would solve the many ills confronting the nation. Beloved lawmakers, divorce is not the answer to the problems of couples who find themselves at odds and could not understand one another. The real answer is, teaching them the commands of God which mandate love for one’s spouse and offspring, for family and for fellow human beings. See PROBLEM, page 11

Think A Minute

Can’t get no satisfaction

THINK a minute. What’s your pleasure? Do you enjoy music and parties? A nice meal with your closest friends? Or do you enjoy gambling and alcohol? Maybe you love sports like football, tennis or golf? What’s your greatest pleasure? As one guy puts it: “What turns your eyes red?” Pleasures make us feel alive and free. But the problem with pleasure is that it only makes us feel good and satisfied for a short time. Unfortunately, we still end up feeling like the old hit song by the Rolling Stones: “I can’t get no satisfaction.” After the party’s over we’re back to living our same, everyday life and

responsibilities. It seems even worse after your big high and pleasure. Just ask the guy with the terrible hangover. Ask his wife or kids whom he beat up while he was drunk. Ask the wife and children who are suffering terrible heartbreak and pain from the adulterous affair their father had with another woman. Yet the amazing thing is we keep doing these same wrong things over and over again. These same things that keep hurting ourselves and the ones we love. We keep believing the lie and illusion that these extreme feelings of physical pleasure are what we want and need to feel satisfied.

LUGAR LANG

So even though we already know from our own experience that the pleasure doesn’t last and satisfy, we keep going back for more. We’re almost like the dog that keeps chasing its tail. But there’s a reason why we can’t be satisfied just from physical pleasures. It’s simply not possible! We are not made or designed that way. We humans are not able to be permanently satisfied with only fun experiences and physical pleasures. You and I were made for much more than “just to have a little fun before we die!” God made us spiritual beings like Him, so the only way we can be fully satisfied and happy is by having a daily, close personal relationship with our Maker.

Jhan Tiafau Hurst

Then, we can start living His successful and satisfying way. So today, won’t you ask Jesus to forgive you for living your own way? Then ask Him to start changing your heart and lifestyle. He’s the only One Who can finally fill your life with the pleasure and peace of mind you’ve been looking for. Jesus will give you real satisfaction that lasts, not just for a day or a night, but for the rest of your life. Just Think a Minute.

Not exactly every woman’s role model

DAVAO City--The celebration of March as National Women’s Month always brings about welcome media features about notable women, some in the limelight for the work they do, as well as others who quietly do the work in the background, but whose work remains indispensable to women’s progress. Clearly women’s work should in fact be lauded all year round, but March also gives us the opportunity to examine what else needs to be done in order to uplift the condition of women in the country. This has become especially stark during the Duterte administration. Much has been written (and posted) about President Duterte and his predilection for ‘getting rid’ of the strong women who stand in his way: Senator Leila de

Lima, Chief Justice Maria Lourdes Sereno, Rappler CEO Maria Ressa, journalist Pia Ranada, as well as women revolutionaries whom he had directly threatened with violence. While the president can claim that he has no direct hand in the cases hounding these women, no one will dispute that given the supermajority he currently has in Congress and the Supreme Court, he does have the power. This pattern has brought about the hashtag #EveryWoman to bring home the point that the persecution of these high-profile women redounds to the detriment of every Filipino woman. On the other hand, one can also say that Duterte actually loves women, as his daughter Sara explained during the Women’s Summit in Davao, if he could, he

would ask his girlfriend to “spoon-feed” him in public. I suspect she meant it literally, but I cannot help but refer to the word’s figurative meaning, “treated with excessive solicitude; pampered.” Thus, it comes as no surprise that he surrounds himself with only a particular kind of woman. Take for instance, Assistant Secretary for Social Media, Mocha Uson, whose only qualification for the job, it seems, is her 5.6 million followers on Facebook, whom she fondly calls, ‘Ka-DDS’ or ‘co-Duterte Diehard Supporters’ (but it is also a double-entendre referring to the original DDS, ‘Davao Death Squad,’ suggesting support for extrajudicial killings). Love her or hate her, she is a force we all have to contend with in this regime.

Presidential Spokesperson Harry Roque has even declared her a role model for Filipino women because of how she has changed her life: “nagdesisyon siyang magbagong-buhay at talaga namang nagpu-pursige dito sa kanyang bagong buhay.” He further explained that her past as a sexy entertainer should not be taken against her because she only went into it in order to survive and that everyone deserves a second chance. Well, how convenient. It’s actually stuff for a television melodrama. I can imagine how that past might look depicted on TV, considering the titillating photos circulating in social media, of her letting men fondle her breasts, or her fondling men’s crotches, or even donning a nun’s See model, page 11

DA to open ‘Bigas ng Masa’ outlets in Gensan GENERAL Santos City--The Department of Agriculture (DA) is set to open “Bigas ng Masa” outlets here in a bid to address the rising prices of commercial rice. Agriculture Secretary Emmanuel Piñol relayed such move to a city official in response to problems posed by the dwindling rice stocks of the National Food Authority (NFA) in the area. City Councilor Franklin Gacal Jr. said Piñol promised to bring the “Bigas ng Masa” program to provide local residents access to cheaper but quality rice supplies. He said these outlets will sell rice to local consumers at P38 a kilo, which is cheaper than the prevailing prices of various commercial rice varieties. The official said he initially informed Sec. Piñol through text message last week of the looming problem on rice supplies in the city. He said Piñol responded in “less than five minutes” and promised such solution to address the problem. Gacal said he reported to Piñol that the NFA here only had 5,900 bags of rice. “I raised the problem of the coming shortage of

NFA rice here because the available stock of the NFA for the city will last only for a week,” he said. Gacal said NFA personnel here expects the augmentation of imported rice set by the central office to arrive in June. “That means GenSan will have no NFA rice for three months. The poor will now be forced to buy commercial rice, which is expensive,” he said. He said such situation might cause the prices of commercial rice to further surge due to the increase in demand.

“We don’t want this to happen. So in the next session of the Sangguniang Panlungsod (Tuesday, March 13), I will sponsor a resolution requesting the NFA and DA to make rice available (for us here),” he added. DA launched the “Bigas ng Masa” program last month to counter the surge

in commercial rice prices as a result of supposed “artificial shortages.” The agency initially opened the rice outlets, which allows consumers to purchase at least 25 kilos of the cheaper rice, in Metro Manila but vowed to expand it to other areas in the country. (MindaNews)

Health dept cautions public vs. heat stroke THE Department of Health (DOH) is reminding the public to observe meaures against heat stroke as temperatures continue to rise nowadays. “Too old and too young are specially at risk of developing heat stroke,” said DOH Secretary Francisco Duque III in an interview with reporters on the sidelines of his rounds in some hospitals in Quezon City earlier this week. Based on the DOH Health Advisories, heat stroke is the most severe form of heat illness “when the body overheats and cannot cool down.” When heat stroke happens, the body cannot “take off excessive heat by sweating because of dehydration and/ or humid environment.” Duque said that everyone should know how to be protected against heat stroke and other heat-related illnesses because of their debilitating effects on the body. As an advice, Duque said that avoiding direct exposure from the heat of the sun is a way to prevent heat exhaustion. These can be done by bringing some protective stuffs against the heat of the sun such as umbrella, cap and even fans that can help lessen the excessive heat. Wearing light and cool clothings is also advised and most importantly bringing clean drinking water and keeping oneself hydrated. He added that heavy ac-

tivities that are usually done when the heat of the sun is at its peak should be scheduled when its cooler or if possible in cool area. “It is also important to know some ‘warning signs’ so that immediate preventive measures could be applied," he said. Heat stroke is characterized by warm, flushed skin, faintness, dizziness, weakness, headache, very high fever of 41 degrees Celsius, rapid heartbeat, convulsion and unconsciousness. "During ver y hot and humid weather, one should limit the amount of time spent outdoors; drink plenty of water; avoid tea, coffee, soda and alcohol; wear a wide-brimmed hat and long-sleeved clothing when outdoors,” the Health Chief said. Some immediate measures for people who have heat stroke manifestations include moving them to a shady spot or indoors and have them lie down with legs elevated. The clothes should be removed and then apply cool water to the skin and fan them. Ice packs should be applied to the armpits, wrists, ankles and groin. Since heat stroke is considered as a medical emergency, the agency also advised patients to be immediately brought to the hospital after applying emergency measures. (PNA)

Build, Build, Build program, a defining Duterte legacy – Forbes By PTV NEWS - AB

MANILA — The ambitious ‘Build, Build, Build’ program envisioned to extinguish the Philippines’ reputation as “sick man of Asia” could serve as one of the defining legacies of President Rodrigo R. Duterte, a Forbes report said. According to an article written by Manila-based columnist Richard Javad Heydarian, the Philippines is experiencing an infrastructure boom never seen since the time of former President Ferdinand Marcos. “Infrastructure could very well be one of the Filipino president’s defining legacies,” Heydarian said in his article. Citing a data from Department of Finance (DOF), Heydarian mentioned 75 flagship projects that would help bring down the cost of a product, improve rural incomes, encourage countryside investments, make the movement of goods and

people more efficient, and create more jobs. The big-ticket projects include six airports, nine railways, three bus rapid transits, 32 roads and bridges, and four seaports. Under the Build, Build, Build that has an estimated budget of USD180 billion (PHP9 trillion) over the next five years, the government will also construct four energy facilities, ten water resource projects or irrigation systems, five flood control facilities, and programs aim to address needs of the urban population. “If successful, Duterte could once and for all extinguish the Southeast Asian country’s reputation as the ‘sick man of Asia’–and usher in an unprecedented era of inclusive economic development,” Heydarian wrote. He noted the consistent high economic growth of the Philippines since 2011 when the country rose from “historically mediocre growth pattern” to become one of See program, page 10

DOTr lauds PPA for highest remittance to nat’l gov’t

MANILA – Department of Transportation (DOTr) Secretary Arthur Tugade congratulated the Philippine Ports Authority (PPA) as it is set to remit more than

PHP3 billion in dividends to the national government, its highest contribution since 1986. Tugade lauded PPA’s efforts to generate revenue,

but challenged the agency to not rest on their laurels. “Your future performance shall be measured by your latest best performance. This is how the quest

The state-owned agency’s dividend for 2017 is the highest in its corporate lifetime, while also eclipsing all its remitted dividends in the last decade by at least 30%. The figure is also higher by 54% compared to the PHP1.956-Billion worth of remittances in 2016. PPA’s remittances over the recent years have earned them membership into the “Billionaire’s Club,” an elite group of GOCCs that consistently remit billions worth of dividends. Tugade said the improvement in the performance of PPA, and the entire DOTr, can be attributed to the strong and sound leadership of President Rodrigo R. Duterte. “We are inspired to work with greater zeal because of the brand of leadership we see in President Durerte. These improvements, whether in policy or increase in revenue, just reflect the faith and trust of our people See lauds, page 10

Manufacturing sector attracts USD1.15-B FDIs in 2017 By Kris Crismundo

MANILA -- The country’s manufacturing sector has attracted some USD1.15 billion foreign direct investments (FDIs) in 2017, Department of Trade and Industry (DTI) Secretary Ramon Lopez said. In a statement Wednesday, Lopez cited that the figure is part of the country’s record-high USD10.1 billion net FDI last year, a 21.4-percent increase from 2016’s net FDI of USD8.28 billion. He noted that FDI inflows in the manufacturing sector surged by 244 percent last year compared to 2016’s figure. It also accounted for 35 percent of the USD3.3 billion equity capital placements in 2017, added Lopez. “It is a highly viable investment area and a source

of meaningful and wellpaying jobs for the people,” the trade chief said. Moreover, other equity capital placements were put into sectors of gas, steam, and air-conditioning supply; real estate; construction; and wholesale and retail trade activities. The DTI has been taking initiatives for the resurgence of the manufacturing sector, which the agency identified as sector that generates quality jobs, helps in poverty alleviation, and brings inclusive growth in the countryside. Among the programs done by DTI to boost the manufacturing sector include the industry roadmapping and the Comprehensive Automotive Resurgence Strategy (CARS) Program that aims the country to be the next production hub for automotive industry. LGU Tagum destroys 458 bora-bora mufflers By Tagum City Information Office

Tagum City -- Close to 500 bora-bora (improvised or modified) mufflers were destroyed by a road roller in front of the New City Hall, in line with the City Government of Tagum’s sustained effort to eliminate this noisy motorcycle accessory. Mayor Allan L. Rellon together with city officials, city hall employees, policemen, and other ordinary citizens witnessed the destruction of the unlawful motorcycle parts which were dismantled and confiscated by local authorities. The destruction of the bora-bora mufflers is a reminder to all Tagumenyos that noise pollution is a serious offense, thereby contravening the provision of RA 4135 which states that “No motor vehicle shall be operated in such manner as to cause it to emit or make any unnecessary or disagreeable odor, smoke or noise.” The Tagum City Police Station confiscated the borabora mufflers in violation of Republic Act 4136, otherwise known as the Land Transportation and Traffic Code. PSUPT. Julius A. Borja, the Chief of Police of Tagum City Police Station, reminded everyone to stop improvising their vehicles as this disrupts peace and might cause traffic accidents. He added that peacekeepers won’t tolerate such disturbance and warned the public to not wait for the LGU to impound their vehicles for various violations of the law and city ordinances. One of the highlights of the event is the launching of the “Trainers to the Barrio” Program which aims to establish pool of Technical Vocational Education and Training (TVET) Trainers in the barangays to provide quality TVET in the far-flung areas. This is in response to the call of bringing TVET to the grassroots level who are the target beneficiaries of TESDA programs.

The AFP also asserted that they will not allow the residents of the 24 barangays of MAA to return for such danger awaits them and to avoid any inconvenience caused by unpredictable and explosive pumps. the fastest growing economies in Asia. The World Bank forecasted the Philippine economy to grow by 6.7 percent this year and 2019. Heydarian, however, has observed the country’s shallow growth, leaving high levels of unemployment, poverty, and hunger. “And this is where the Dutertenomics’ ‘build, build, build’ agenda comes into the picture, hoping to (literally) bridge the gap in economic policies of past administrations. Infrastructure is clearly the country’s Achilles heel,” he said.

Office of the Municipal Civil Registrar MUNICIPAL CIVIL REGISTRAR Province of Davao del Sur OFFICE OF THE MUNICIPAL CIVIL REGISTRAR Publication Notice R.A. 9048 NOTICE TO THE PUBLIC CCE/CFN-0001-2018 R.A. 9048

Date: March 2, 2018

In compliance with Section 5 of R.A. 9048, a notice is hereby served to the public that ALJEN SARDIDO CAMENIRO has filed with this Office a petition for Change of First Name docketed as CCE/CFN-0001-2018 from “NASTY JAY CAMENIRO” to “JAY CAMENIRO” in the Certificate of Live Birth of NASTY JAY CAMENIRO who was born on SEPTEMBER 16, 2012 at Poblacion, Magsaysay, Davao del Sur, Philippines and whose parent is ALJEN S. CAMENIRO. Any person adversely affected by said petition may file their written opposition with this Office not later than March 18, 2018. SGD. ANASTACIA B. He said lack of infrastructure has been a major source of concern for foreign investors as seen by Japan International Cooperation Agency (JICA) study blamed traffic congestion in Manila to poor infrastructure. According to the 2017 World Economic Forum’s competitiveness report, the Philippines ranked 97th in the world in terms of infrastructure. In a separate report by the United Nations, the Philippines ranked 5th in Southeast Asia in terms of access to physical infrastructure. For the next five years, the Philippines will be banking on the infrastructure investments from China and Japan and TRAIN (Tax Reform for Acceleration and Inclusion) as source of funds for the ambitious Build, Build, Build program. Heydarian also noted the observation of many people that even if the Duterte administration fails to achieve half of its massive infrastructure projects, “Duterte could still go down in history as a harbinger of a golden age of infrastructure buildup in the country.” But while the Dutertenomics continued to gain praises, Duterte himself is living up to his election campaign to fight illegal

drugs, crimes and graft, and corruption. During the oathtaking of Presidential AntiCorruption Commission (PACC) on Tuesday night in Malacanang, Duterte reiterated his vow to stop corruption. “But for me, if that is the only legacy that I can really leave behind, I don’t have extraordinary talent. I don’t know how else could I do it in governance. But there is one thing that I promised you during the election and it was very a simple one… This is what I’ve said, I will try to stop corruption,” he told the PACC officials. Duterte’s strong campaign against corruption was one of the reasons that propelled the Philippines on top of the US News and World Report’s list of “Best Countries to Invest In” for 2018. The Department of Finance has also attributed the country’s No. 1 ranking to strong anti-corruption drive, improved revenue collections, politically stable government and Build, Build, Build program. On the other hand, Presidential Spokesperson Harry Roque Jr. recognized the political will that Duterte exhibited to uplift the lives of over 100 million Filipinos. (Jelly Musico/PNA)

For his part, PPA General Manager Jay Daniel Santiago said the reforms implemented by the new administration have contributed to the attainment of PPA’s record-breaking figures. “We are reaping the benefits of the reforms management implemented in the last two years, that include among others, reduction of documentary requirements, faster turnaround time of trucks and vessels in ports, and modernization of strategic ports,” Santiago said. Santiago likewise commended the strong performance of Manila ports composed of the Manila International Container Terminal, Manila South Harbor, and the North Port. He also recognized PPA’s 24 other Port Management Offices that posted favorable performances in the past year. Under the Dividends Law, all Government-Owned and Controlled Corporations (GOCCs) are required to remit at least 50% of their annual net income to the national government. The PPA, one of various GOCCs under the DOTr, is mandated to establish, develop, regulate, manage, and operate a rationalized national port system for further trade and national development. Tacurong, Kidapawan and Cotabato. In 2016, the South Cotabato I and II district engineering offices initially received one unit each of backhoe, loader and road rollers. For this year, Torino said the regional office is slated to receive eight more maintenance crew service vehicles, four road rollers and two dump trucks. Basir Ibrahim, DPWH12 regional director, said the deployment of the additional equipment will improve their operations, especially in the maintenance of national highways and the implementation of priority infrastructure projects. He specifically cited projects under the flagship “Build, Build, Build” program of the national government. Problem...

Model...

If only Filipinos have imbibed love of God and love of neighbors, we will have no need for any divorce. The problem is that, almost everyone nowadays have become illiterate and ignorant of the commands of God, and this includes those who have been in power, in various sensitive and top-ranking government positions, thereby enabling evil thoughts to control their minds and their way of thinking. Well, indeed, this control of the devil of the minds of many was prophesied to happen by the Bible itself. -oooQUESTIONS FOR PROSECUTOR GENERAL JORGE CATALAN ON DRUGS CASES: Yahoo, Justice Secretary Vitaliano Aguirre II! No one among your prosecutors will dare to discharge their duties and responsibilities anymore if you continue coming out in the media with your doubts about their work. What you should have done, Mr. Secretary, before you publicized your directive to the National Bureau of Investigation to investigate your prosecutors who dismissed the drugs cases of known drug lords, was to allow the process in your department to be completed first. So, okay, what would you do, Mr. Secretary, if it would turn out that the decision of your panel of prosecutors was indeed in accordance with the facts and the law? In the meantime, their reputations and good character have already been tarnished. If I were one of your fiscals at the DOJ---and I am glad I am not---I really wouldn’t be doing anything anymore lest I be similarly accused by you. Anyway, my brother, Atty. Leny Mauricio, reacted in Filipino, which I am translating in English here: “I have been hearing some wild rumors about this. According to one of my neighbors whose name is Tiagong Taga (roughly translated, James the bolowielder), the prosecutors would not dare dismiss the case if there was no assurance that something would happen to them. So the question: who gave that assurance to them?” Was there such an assurance, and who might have given it, Prosecutor General Jorge Catalan? -oooFOR QUESTIONS, REACTIONS: If anyone would like to ask me any question about what the burning issues of the day mean, or what we have discussed here, or to consult on any problem, whatever it maybe, please call 0917 984 24 68, or email me at batasmauricio@ yahoo.com, or post your concerns at www.facebook. com/attybatas. Promise, I will answer right away. Thank God in the Name of Jesus, Amen!

habit, holding a dildo instead of a crucifix. But look at her now, attending conferences in the United Nations and elsewhere, representing the Philippines, speaking for all of us women, being the model for all who seek a second chance—#EveryWoman. No. No. No. Roque is wrong as usual in twisting the facts to suit the agenda of the administration. But he has signed up for the benefits of the whole shebang and must do his job. I wonder though how the Human Rights lawyer deep inside him reacts to the fallacies of reasoning he spews out constantly. “I object!” it probably screams. Or not. First of all, not every woman has chosen to sell her body in order to survive. Right now, I can safely assume that millions of Filipinas living under the poverty line has chosen other alternatives to working as prostituted women. Many have opted to become domestic workers here or abroad, some suffering grave abuse from their employers. Others work in factories, enduring unfair labor practices. Still others have stayed in farms, tilling the land. Besides, I don’t think Uson came from abject conditions, having a college degree from the University of Sto.Tomas (UST). Second, has Mocha really changed her life? Or is this only a change of costume? Some allege that the work she does for this administration is similar to the work she used to do as an entertainer. Photos of her celebrating with Sen. Bongbong Marcos (along with other pro-admin social media influencers) only serve to fan the flames of these allegations. And the public outcry against the distinguished alumna award she received from the UST Alumni Association shows the general sentiment that Mocha Uson is not a true role model for anyone, except her very own ka-DDS. In the spirit of National Women’s Month, how about we each make a list of women we do consider as role models? (MindaViews is the opinion section of MindaNews. Jhoanna Lynn B. the construction of the dike and similar infrastructures that will mitigate the life threatening floods that now visit us regularly, be completed soonest. These floods also cause gradual deterioration of our momentarily undamaged properties which make them more vulnerable to similar events in the future.” Some 800 residents from lower Macasandig, led by one Jose Mari Tamayo, complained that the earlier phases of the Japan International Cooperation Agency (JICA) funded dike along Cagayan river was constructed downstream. “Ang ila man nuon gisiguro sa megadike ang tungod man nuon sa City Hall. Wala may gapamuyo sa City Hall, mas importante ang among lugar kay daghan mi gapuyo diri,” Tamayo said in an interview. “Bintaha na lang tong Vinta kay adlaw so walay fatality.” The residents complained that their properties bore the brunt every time a cyclone-spawned flood occurs such as when tropical storm Vinta struck in January. Vinta’s floods followed the same path that Typhoon Sendong took in 2011, killing hundreds in the city and nearby Iligan. Just like in 2011, 20-foot waters damaged houses and other properties in lower Macasandig last January, Tamayo said. With pressure building from their constituents, the barangay council of Macasandig also took the cudgels for the residents and through a resolution formally asked Mayor Oscar Moreno and the City Council to pressure the Department of Public Works and Highways (DPWH) to redirect their program of works and hasten the dike construction at their vicinity. “Unsa man ila basehan ngano giuna man nila ang dike downstream? Ngano dili man magsugod upstream nga kami man unta ang una maka-tagamtam sa baha,” Tamayo said. Moreno’s office and the City Council received the barangay council’s resolution last March 9. There was no action taken yet from the two entities as of presstime.

if Marimon killed himself or whether the firearm accidentally discharged or whether there was foul play in his untimely demise . Two policemen who were in the headquarters near his room when the incident took place were invited for questioning apart from undergoing a “paraffin test” to determine whether they’ve fired their guns at the time of the incident. The investigators did not release the names of the police officers who were held for questioning pending the result of the forensic examination now being undertaken by the Scene of the Crime Office (SOCO). Police Chief Inspector Mardi Hortilloza, the spokesman of the Cagayan De Oro City Police Office (COCPO), said that the investigation to determine the actual cause of Marimon’s death would depend on the result of the forensic examination. Marimon was found sprawled on his bed with a lone bullet wound on his right forehead reportedly fired from his service firearm a “Glock” 9 mm handgun. Some police officers suspected that Marimon might have accidentally fired the handgun because his room was “very dark ” at the time of the reported incident. The p olice of f icers who were also near the room of Marimon said that they heard a something about 2 a.m. Wednesday and thought it was just a “wayward” stone thrown from somewhere. “We were stunned when we later found out that Marimon was lying in the pool of blood with a bullet wound on his forehead ,” one of the police officers said. Some police officers of the Cagayan De Oro Police Mobile Force were headquartered at the Maharlika, the old building, which previously served as the COCPO’s main headquarter prior to its transfer to the new location in the old cemetery in downtown Cagayan de Oro City.

verification and immediate action to finalize the list of politicians involved in the illegal drug trade. Aquino earlier urged the public not to vote for candidates who are involved in illegal drugs in this year’s Barangay and Sangguniang Kabataan (SK) elections. “Reject those barangay candidates who are involved in illegal drug activities. They do not deserve the people’s votes,” Aquino said in a statement. The PDEA chief said that it is very likely that drug money may seep into the electoral process of barangay elections due to the influence of drug syndicates. “Obviously, they (drug syndicates) will only support local candidates who will give them protection in return,” the PDEA chief noted. “Incumbent barangay officials, or prospective bets who are linked to drugs, may continue to lord it over the polls. We do not want that to happen. Our destiny lies in our own hands. We are appealing to the public to wisely choose our next community leaders,” he added. PDEA is reiterating its call to barangay officials to activate their respective Barangay Anti- Drug Abuse Councils, and be cooperative and pro-active in the anti-illegal drug campaign. “PDEA is urging barangays to activate their respective BADACs, and be cooperative and proactive in the anti-illegal drug campaign,” he added. Aquino said that in the absence of a functioning BADAC, there is a high probability that these baran-

11

gays have officials who are involved in the illegal drug trade, or their barangays are havens of illegal drug activities “PDEA reiterates its call for these non-compliant barangays not only activate but also strengthen their BADACs. The battle against illegal drugs at the community and street levels definitely starts in barangays. BADACs are important in maintaining a pro-active stand in shielding the people from the drug menace,” the PDEA chief added. An oversight body on the barangay drug-clearing program was created to ensure the regularity and the accuracy of the program. It is composed of local representatives from the PDEA, DILG, the Philippine National Police, Department of Health, and LGUs.
