Bizman nabbed, P27M shabu seized by PDEA By GERRY LEE GORIT Correspondent
CAGAYAN DE ORO CITY – A businessman was arrested with illegal drugs confiscated estimated to be worth P27 million following a buy-bust operation conducted by government agents led by the Phil. Drug Enforcement Agency-10 (PDEA-10) Saturday night March 12, 2022. Based on his driver’s license, the suspect’s name was Arnel Asuncion, from Poblacion, Lupon, Davao Oriental. During the buy-bust operation, PDEA-10 operatives, with the help of police and government soldiers, confiscated from the suspect’s possession about four kilos of alleged “shabu.” Ji g g e r Mo nt a l l a n a , PDEA-10 director, said they have been keeping track of Asuncion for two months before he was caught during a buy-bust operation in Barangay Maria Cristina, Iligan City. He said the suspect, who arrived from Davao Oriental, got the drugs in Marawi City and was planning to drop it off in Cagayan de Oro and other parts of the region. MANILA – Communications Secretary Martin Andanar, acting presidential spokesperson, on Thursday said he sees the need to expand the existing social amelioration program (SAP) to relieve Filipinos from spiraling prices of petroleum products caused by the Russia-Ukraine conflict. In an interview over DZBB, Andanar said he favors the distribution of a cash subsidy but acknowledged the challenges of generating funds for the program. “Kung gugustuhin talaga mas gusto natin mayroong ayuda, may SAP lahat (If it were up to me, I favor cash aid, everyone would have SAP),” he said. The SAP is a monthly cash subsidy given to lowincome families whose livelihoods were affected by the Covid-19 pandemic. CAGAYAN DE ORO CITY – City Councilor and 1st District congressional aspirant Lordan Suan is pushing for the creation of city colleges as part of his priority program if elected. Suan said that the city’s scholarship program which has an annual sponsorship of 7,000 students is already “an outstanding” number but says that the city can do better.
Since 2013, Mayor Oscar Moreno launched a massive education development program constructing almost a thousand classrooms in almost nine years for the primary and secondary levels. The city government also sent thousands of scholars to higher education institutions across the city. Suan said that there are at least 12,000 senior high school graduates annually and the city is sending seven
thousand each year. “We want to fill that gap of five thousand students, send them to college too,” Suan said. He said that if elected, he will file a law that will establish the Cagayan de Oro City Colleges – a daunting task but the young councilor says is doable on a multi-year program. CAGAYAN DE ORO CITY – The Centrist Democratic Party (CDP), a political party based in this city but with members across the Philippines, has endorsed the candidacy of incumbent Vice President Leni Robredo for president, and Davao City Mayor Sara Duterte for vice president, in the upcoming elections. The head of CDP, the city’s 2nd District Rep. Rufus Rodriguez, announced his support of Robredo during their party’s 10th National Assembly held in Barangay Nazareth on Sunday. The names of Duterte and the 12 senatorial candidates the party supports were posted through Rodriguez’s Facebook page. “My mind also tells me, after careful evaluation of six presidential candidates the best choice our country will have - Leni Robredo,” the congressman said in his speech at the convention. Rufus mentioned how Robredo qualified for the presidency as a lawyer and cited her response to the pan-
demic and Typhoon Odette calamity last year, including her past achievements. The CDP named its senators of choice as reelectionists Juan Miguel Zubiri, Joel Villanueva, Risa Hontiveros, Dick Gordon, and Win Gatchalian, as well as Mark Villar, Chel Diokno, JV Ejercito, Alan Peter Cayetano, Gilbert Teodoro, Jejomar Binay, and Raffy Tulfo. Rodriguez is running for reelection as 2nd District representative under the coalition of CDP, PaDayon Pilipino party led by Misamis Oriental Governor Yevgeny Vicente Emano, and Bag-ong Kagayan of former Cabinet member Jose Gabriel La Viña. CAGAYAN DE ORO CITY – A mayoral candidate of Calamba, Misamis Occidental survived an assassination attempt by a motorcycleriding gunman on Sunday. Lt. Col. Michelle Olaivar, Police Regional Office-10 spokesperson, said George Matunog Jr., 55, is in stable condition at Mayor Hilarion A. Ramiro Sr. Medical Center in Ozamiz City. Bukidnon’s month-long ‘Kaamulan’ festival resumes after 2 years By FRANCK DICK ROSETE
CAGAYAN DE ORO CITY – After two years, the “Kaamulan” Festival in Bukidnon will resume from March 23 to April 23. In a phone interview on Saturday, provincial tourism officer Butch Anthony Melendez said the month-long festival will deviate from previous celebrations due to the continuous threat of Covid-19. Bukidnon is under Alert Level 2 at least until March 15, along with Iligan City, Lanao del Norte, Misamis Occidental, and Misamis Oriental in Northern Mindanao. “We only have limited activities, especially those that have physical distanc-
ing,” Melendez said. There will be no street dancing parade, motocross, booth exhibits, and horseback-riding competition which are among the events usually crowded with spectators. The main event this year will be the ethnic rituals on March 16 to 18, based on the scheduled activities posted on the provincial tourism office’s official Facebook page. On the first day, soil painting and tribal instrument making and playing will be held at the capitol grounds in Malaybalay City. The next day, the provincial government will conduct the Panalawahig Ritual at the Folk Arts Theater and Kalawaig River to seek blessing,
protection, and forgiveness while a tribal wedding will be held on March 18 at the Centennial stage, also at the capitol grounds. The provincial government will be conducting the Piniliyapan Hu Bukidnon Documentation and Presentation which will offer a glimpse of the province and the Laga ta Bukidnon beauty pageant to be participated in by the 20 municipalities and Malaybalay and Valencia cities. THE phrase “30 pieces of silver” is a proverb in many modern languages. It refers to someone who has sold out and taken money, high office or personal gain in exchange for betraying a person or an important cause. Have you ever been betrayed by someone you trusted? Perhaps even a friend? Using words like trust, betrayal, and friend in a sentence doesn’t paint a comforting picture. Yet, our savior was betrayed and sold for 30 pieces of silver. Today when we hear the phrase, it immediately brings to mind a traitor or someone who would sell out a friend. There is also a level of curiosity that surrounds the coins. What exactly did Judas receive to betray Jesus? Was it worth it to him? The apostle Judas, probably also called Thaddeus or Jude, being a brother of James and Jesus, started as a fervent follower of Christ. Then, suddenly he changed. He felt that Christ didn’t satisfy his worldly expectations. The church, like Christ, is always loved by its true followers and is always hated by its apostates. Till today - no matter what belief you are in... .
Judas didn’t leave the apostolic community to become a Pharisee or a critic of Christ. He leaves to become a traitor! Such a traitor will always find fault or a misinterpretation of human teaching. Judas gathered reasons that he, himself, had heard and witnessed to justify his betrayal. Yes, we all also know such people who betray us and sometimes a whole nation. A Jewish mob tried to throw Christ down a cliff, but nothing happened. Soldiers tried to arrest Him, but nothing happened. The Pharisees tried to entrap Him to no effect. It needed a friend -maybe a good friend! - to betray Him. He escaped from all, but not from the treason of a friend. “It would have been better for that man if he had not been born!” No such sentence was hurled, for example, to Pilate or Herod. The lesson for all of us is very clear. A bad politician or one of our neighbors can be the foulest thing on earth. A bad pagan cannot be 1/10 corrupt. “Do not betray another man’s confidence!” the bible teaches us. But Judases can be found everywhere. Just as fire is not born from

snow, so is the seeker after worldly honors not seeking heavenly ones. or have you ever seen the snow catch fire? The maladroit politician named Judas betrays his voter and elector through beautiful soft promises while corrupting a whole nation. The neighbor, who declares how much he loves his family while going on unhindered destroying the environment is also named Judas... . Judas’ sins are really not rare. We commit it every day. Someone who has changed his ideals away from the ideals of the church and declares it to the world, anyone who leaves the church or the religious order and proclaims it to the world, “night had fallen on his soul”! When Julius Caesar was being assassinated what hurt him was not the stabs of Caius but the presence of his friend Brutus. IN the book, “The Little Prince,” it was mentioned, “only through the heart that one can see clearly, what are essentials are invisible to the eye.” This truism can be attested by the 20 blind men and women who came to our office when I was still the regional director of the Cooperative Development Authority (CDA) in Region 10 at the onset of the new millennium who formed themselves into a cooperative of persons with disabilities. With the assistance then of Arch. Antonio Ledesma who provided them with assistance to be equipped to run a blind masseur cooperative, they may be blind but have become assets not liabilities of society. Yes, they may be physically blind but not socially, environmentally, economically, politically and more so, spiritually. They can “see” gross inequities in a country that is run by a few elites, where vested interest and corruption run supreme all these years despite efforts to curb them. They “see” that we have lost our ecological integrity and security because we have allowed a few greedy loggers and miners to massively exploit our natural resources. I have heard that a logger in the
past could earn as much as three hundred sixty million pesos in just one shipment of logs. We knew then in the Task Force Macajalar during those years when we were taking direct actions against logging through human barricades that these gargantuan raking did not go to the pockets of the loggers alone. Law enforcers and that office of the government that should enforce environmental laws were on the take during those heyday years of logging. Such contention was not difficult to see. When I confronted the late 2nd Lt. Desty Eleazar in the barricade area in the nineties whose ten-wheeler trucks were carrying illegally cut logs, he said, “Orlan you cannot stop me because 90% in that office are under my payroll.” But we stopped him and together with my only son Kim was pursued by his goons carrying guns better than those found in the AFP arsenal. All those years, these powerful loggers, i.e., Vicmar, TIPI, Valderama & Sons, Roa & Sons, Remedios Fortich, etc. had massively exploited our forest ecosystem in utter disregard to existing laws, i.e., no logging in areas with a topography of more than 1,000 meters above sea

level or in slope with more than 50% gradient. All of these logging activities took place in Mt. KalatunganMt. Kitanglad Ranges in gross violation of existing laws. These loggers were safely ensconced in their mansions while some three thousand poor people living in the vulnerable areas became victims of Typhoon Sendong on Dec. 17, 2011. They should have been imprisoned for causing the deaths of the poor and the vulnerable. Yes, the blind are seeing how wily and scheming politicians are in forming strong cabal of vested interest, protecting big business, passing laws in favor of cartels, monopolies and conglomerates in a country where big business rule. They are hearing economic growth, but for whom? To the poor and the vulnerable where thousands are jumping in droves, leaving their love ones to find jobs in other countries? No sir, but to the 50 families who are pocketing 70% of the Gross Domestic Products annually? Yes, they clearly see the See BLIND, page 11

ANKARA – United States gasoline prices continued to rise Thursday as consumer inflation climbed to its highest level in more than 40 years, according to data compiled by Anadolu Agency. The national average stood at $4.318 per gallon for regular gasoline, up from $4.252 on Tuesday, when it reached its highest level since July 2008, figures from the American Automobile Association (AAA) showed. The price of regular gasoline saw an increase of 15.8 percent from a week ago, when it stood at $3.728 a gallon. It marked a whopping 24.2 percent monthly increase however from $3.477 last month and a 53.4 percent rise from $2.815 a year ago, according to the compiled data. The highest price was recorded in the state of California at $5.694 per gallon, while the lowest price was in Kentucky at $4.042. President Joe Biden on Tuesday imposed a ban on US imports of crude oil, natural gas and coal from Russia, some of the key energy ingredients in Russian state revenue. Energy Secretary Jennifer Granholm said Wednesday the US is on a “war footing” and told energy executives “that means you (are) producing more right now, where and if you can.” “We are in an emergency, and we have to responsibly increase short-term supply where we can right now to stabilize the market and minimize harm to American families,” she said at the CERAWeek energy conference held in Houston, Texas. Annual consumer inflation rose 7.9 percent in February, marking the largest 12-month increase since January 1982, the Department of Labor said earlier. On an annual basis, the indices for energy, gasoline, natural gas and electricity were up 25.6 percent, 38 percent, 23.8 percent and 9 percent, respectively. Crude prices, however, dipped after Russian President Vladimir Putin said earlier that his country is fulfilling all obligations to supply energy resources to Europe and other regions of the world. Brent crude was trading at $109 a barrel with a 1.9 percent loss, while US benchmark West Texas Intermediate crude was at

The covid -19 has brought so many positive and negative vibes to working moms like me. Don’t judge me too quickly for sensualizing this but many moms are silently grateful for the opportunities this pandemic has brought. Three years ago, I was a drama queen, breaking, as I listened to the objections to my petition for transfer. I imagined my third child, just turned one, growing up away for most of his short and cuddly years. I knew exactly what it would be like, being an OFW for long lonely years—missing and longing. Hugh. Unprecedented, the pandemic brought so much hope and joy – opportunity for me to be home more and oversee my family as I continue my service as a teacher. Forgive me, but many mothers as-

After President Rodrigo R. Duterte’s approval of the recommendation for the progressive expansion of faceto-face classes, Education Secretary Leonor Magtolis Briones has authorized all regional directors to commence the progressive expansion phase of face-to-face classes for both public and private schools. While waiting for the issuance of a Revised Joint Memorandum for the expansion phase, the main protocols and standards in the DepEd-DOH Joint Memorandum Circular 001, s. 2021 shall remain applicable as appropriate, with the following main parameters for inclusion: First, Expansion schools have been validated as compliant with the standards of School Safety Assessment Tool (SSAT). Second, Schools must be located in areas under alert levels 1 and 2 based on the periodic risk assessment by Department of Health. Third, Schools may already include other grade levels based on the capacity of schools. Fourth, Schools or Division must have secured the concurrence of the Local Chief Executive in the City or Municipality where the expansion school is located, and the schools must also have taken the proper coordination with their respective barangay officials. Fifth, Students participating in the face-to-face classes must have the written consent of their parents. Sixth, Schools are given flexibility in contact time for teaching and learning, provided that meals are not taken in school except during managed recess. Seventh, Only vaccinated
teachers may participate in the face-to-face classes, and vaccinated learners shall be preferred. As a result from the directive by Secretary Briones for Regions to conduct the readiness assessment in all schools during the pilot implementation period, the Regional Directors have submitted a list of 6,686 schools nationwide that have passed the SSAT, of which 6,586 are public schools and 100 are private schools. This list will progressively increase as the rest of the schools are able to address their respective SSAT gaps. The rest of the Regions, as well as Divisions in the above Regions outside of those already under Alert Level 2, are continuing their preparations for the expanded phase of face-to-face classes in anticipation of improvement in the COVID Alert Level in their respective areas. Some Misamis Oriental public schools are preparing for the limited face to face classes. These schools are preparing their school site and documents in order to be awarded with SCHOOL safety seal from the LGU, agencies concerned and from the Division office. Some schools in Initao South District,headed by Dr Marcel Tagalogon are preparing for limited face to face district, under, Aluna ES, Casilihon ES, Gimangpang IS, Initao CS, Pagahan ES, Pontacon ES, San Pedro ES, Sinalac ES, Tagpaco ES and Tawantawan IS. These schools are doing their best to be awarded with the sdafety seal both from LGU and Misamis Oriental SDO.

In fact, as they form their own cooperatives, they are joining people from all walks of life who are members of the cooperatives. They now see that the only way to draw the marginalized sectors into the mainstream of development processes is by harnessing their collective spirit, to pool their resources together, although how meager, to fight poverty and hunger. Yes, the people from all walks of life, including the blind, are now serving notice to one and all that they have awakened and will not allow anymore poverty, corruption, apathy and deceits. Enough of the selfish pursuit of instant wealth, power and self-aggrandizement. It is time for collective action to unfetter the people from the vicious cycle of economic difficulties. More than responding to economic difficulties, the blind are seeing that cooperativism is the instrument to counter gross social inequities and social injustice which is clearly and categorically stated in Chapter 15, Article 12 of the 1987 Constitution, to quote: “ The State shall promote the viability and growth of cooperatives as instruments of social justice, equity and economic development.” Indeed, the blind cooperative is a transformative cooperative for people, planet, prosperity and peace! Yes, they are blind but they can see. Many are not blind but they could not see even the most glaring of realities. HOY GISING!

The JAO seeks to remind all online businesses—whether platforms, e-retailers, or merchants that sell over the internet–that laws, rules, and regulations that apply to physical stores likewise apply to online stores. In 2021, DTI received over 12,000 complaints against online businesses ranging from deceptive products, to the sale of counterfeit or pirated products, mostly on digital platforms and social media marketplaces. Under the JAO, all platforms need to verify if the goods sold by their merchants are regulated, prohibited, original, genuine, licensed, or unexpired. DTI Secretary Ramon Lopez said, “All digital platforms including social media marketplaces such as Facebook/Meta, Instagram, Viber, Lazada, Shopee, Carousell, among others, must comply with all existing laws, rules, and regulations. They need to put in place strict protocols to prevent recidivists or those previously found administratively liable from selling again.” With the accelerated adoption of e-commerce, regulators have seen the
proliferation of items that are prohibited for sale without license or permit, among which are fertilizers, chainsaws, medicines, and consumer products under the DTI-Bureau of Philippine Standards (BPS) mandatory list. Recently, the National Telecommunication Commission (NTC) and DTI met with marketplace platforms and telcos to address the online sale of repeaters, portable cell site equipment signal Jammers. Repeaters are not allowed to be sold without license from the NTC to prevent harmful interference to cellular mobile networks and promote the efficient use of radio frequency spectrum. Under NTC Memorandum Order 01-02-2013, any person, natural or juridical, selling, purchasing, importing, possessing, or using GSM
repeaters, and portable cell sites, portable radio equipment/devices shall be dealt with in accordance with the law. “As we encourage consumers to buy online, we must ensure that products sold are safe and of high quality, and that consumers are protected from unscrupulous sellers. We strongly urge the e-commerce marketplace platforms to work with government regulators to establish a mechanism to immediately remove or take down listings of prohibited or regulated products,” the Trade Secretary emphasized. He added, “Under the JAO, government agencies are encouraged to partner with marketplace platforms and use technology to facilitate information transfer using artificial intelligence (AI).”

Silangan program, the graduates will be turned over to their respective municipal social welfare and development offices (MSWDOs) for the after-care program.
“Implementing the anti-drug program transforms the life of a drug surrenderee,” Salik emphasized. PLTCOL Armando A. Liwan, chief of police of Datu Piang, encouraged the graduates to change and make good use of what they learned from the training. “To start a new life, you have to help your self first,” Liwan stressed. Meanwhile, the Balay Silangan program is a three-month reformation period; one month is a live-in intensive program and the last two months are stay out where they have trainings and other activities.
