CAGAYAN DE ORO CITY -- Officials of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) are optimistic that the goal to attain lasting peace and inclusive development under Executive Order No. 70 will come into fruition given that various positive indicators are present. The NTF-ELCAC and its Region 10 counterpart convened for a joint meeting here on Friday, March 5, 2021, ahead of the visit of President Rodrigo Roa Duterte.
Presidential Communications Operations Office (PCOO) Secretary Martin Andanar, the designated Cabinet Officer for Regional Development and Security for Northern Mindanao (CORDS X), pointed out that the delivery of government programs in the region’s focused areas has improved. “There are marked improvements in our communities and barangays in terms of improving access to basic services, provision of infrastructure facilities, and livelihood opportuni-
ties through the various convergence projects and interventions prioritized in conflict-affected, povertystricken, and geographically isolated and disadvantaged areas and sectors all over the region,” he said. He noted that these converging efforts of government agencies resulted in the substantial reduction in the region’s poverty rate, from 32.3% in 2015 to 17.3% in 2018. Secretary Andanar committed that the RTF-ELCAC 10 will continue to function to uplift the lives of those in the vulnerable sectors until the end of the President’s
term in 2022. “ The pandemic has brought out the best in us — the compassion, the bayanihan spirit, generosity and sharing of resources among us. Let us sustain this and prioritize the lagging areas, and most vulnerable ones,” he said “The work continues and must be pursued with greater commitment and passion,” he added. the government will be able to attain its goals. Since the implementation of the Enhanced Comprehensive Local Integration Program (E-CLIP) in 2018, P44.339 million worth of assistance has been provided to 895 former rebels. Provisions under this include immediate financial assistance, livelihood assistance, firearms remunerations, and reintegration assistance. E-CLIP is just one of the many programs under the task group. Other lines of efforts have been created to ensure the whole-of-nation approach to end insurgency. This has weakened the
influence of the communist terrorist groups (CTGs) in many areas. To date, there are already 119 barangays across the region declared as free from their influence. “With less than two years before President Rodrigo Duterte’s incumbency ends, time is indeed not on the side of the government forces and agencies. This, however, should not discourage us. With how we are progressing in unprecedented strides by working closely together, 535 days could be more than enough time to finally end the local communist armed conflict in our region,” he said. To a friend in a hurry: haste makes waste
Good manners require time, and nothing is more vulgar than haste--Ralph Waldo Emerson HASTE and rashness are synonymous to being negative and destructive. They break relationships, they wreck credibility. Such was the case of a friend who, in his haste got the biggest blunder of his not-so-impressive career when he faked a brand name out of hate that eventually turned up into a useless waste. That said, unreasonable haste leads directly to the road of error and comes with a load of pitfalls. Such was the abusive use of fake news on social media particularly on FaceBook. Sadly and awfully disgusting, it runs aground
against the tenets of responsible journalism. Deliberate or not, the use of fake news in this era of digital gadgets is a fine example of ‘haste makes waste‘ kind of journalism blunder. And so, what is fake news in this troubled times? Simply, the term fake news is wildly used these days of pandemic as an excuse from reality, or simply a display of false pride, arrogance and deceit. Too wildly indeed because it is being abused to the hilt. But understandably, there is a lingering confusion when some news is only a bit fake, or fake for an arguably legitimate, or illegitimate reason. Can we still make a useful

definition of fake news? And should we even be worried about it at all? This could be easily traced down on being impulsive and headstrong. In fact, fake news is a by-product of haste and therefore if haste is at all to be made, it should be made slowly but surely. In haste, one fails to consider all sides of the problem, issue or concern. As a Russian proverb goes: hurry is only good for catching flies. Rapidity therefore does

Bayanihan: Investing in every Juan
I was a young boy studying at the Itaas Elementary School in Muntinlupa, when I first heard the concept of “bayanihan”. My social studies teacher used the classic image of neighbors coming together to carry somebody’s nipa hut to another patch of farmland to illustrate the idea. The diversity and challenges of modern Filipino life mean that this image of “bayanihan” may not be as relevant as it once was. However, the bayanihan spirit is thankfully alive and well. It shows itself in many ways and in many forms, and it has been in full display throughout the COVID-19 pandemic – which is perhaps the most trying period that our country has encountered in this century.
It is with much pleasure that I am able to share with you how, as an independent director of the Bank of the Philippine Islands (BPI), I am able to witness the coming together of banks, private companies, the government, and the investing public to help lift up a key player in the Philippine aviation industry. Cebu Pacific, the Philippines’ largest airline in terms of passenger volume has found itself, along with other air carriers, with its back to the wall. Passenger refunds and flight cancellations, coupled with ongoing operational expenses to pay their people and maintain their fleet have resulted in cash flows being on a one-way, outward stream, with very little coming in

for over a year. Prior to the pandemic, this airline was a rare gem in the Philippine airline industry. Catering to “Every Juan”, Cebu Pacific effectively democratized air travel and helped ordinary Filipinos achieve their travel goals, see the world, and seek their fortunes abroad. It had been highly profitable, posting P9.123 billion in net income back in 2019 – a 132.6% increase from its 2018 numbers. A reminder on charity THE hullabaloo surrounding the recent Oprah Winfrey interview of Prince Harry and Meghan Markle has given me a sharp reminder on charity. And that’s simply because I realize that while my initial reaction was a strong dismissal of the whole affair, considering it as a waste of time, among many other bitingly negative thoughts that entered my mind, I realized that I have to be charitable. And to be charitable means that even if I regard the whole affair as nonsensical, tone-deaf to the many other more important issues of the day, I just have to give the main objects of my disgust the benefit of the doubt. Yes, they deserve to
be heard and given due attention just the same, even if my initial impression was very negative. I remember that my immediate reaction to the interview was to think that what this couple was complaining about or was bitching about was nothing compared to what I hear almost daily about the plight of many poor people who come to me for advice or at least for some words of comfort, if not for some material help. I considered their problem as petty. That was already the first mistake. It was to compare the problem of the prince and his wife with the problems of the others. In that way, I already lost sight of the objective merits of the

issue at hand. The ensuing considerations would already be colored by that bias. It took me time before I realize that I had to restrain my reactions, for the simple reason that in the first place I don’t really know all the facts involved. HE National Grid Corporation of the Philippines (NGCP) recently launched its Central Control and Monitoring System (CCMS) as part of its ongoing efforts to improve power transmission capabilities and
bring the country closer to running on a Smart Grid, The CCMS technology automates certain functions of the power transmission grid, particularly in substations. The system includes real-time monitoring
software and hardware for the acquisition, collection, centralized monitoring, and analysis of power data and equipment conditions. Through the CCMS, NGCP can now remotely operate unmanned substations, improving the
operational performance of transmission facilities. While only one of the major components, the CCMS is part of the company’s commitment to introduce Smart Grid technology to Philippine grid operations. A Smart Grid incorpo-
rates modern hardware and digital software to intuitively and intelligently automate the functions of the power system. This translates to improved grid security and information management, efficient integration of the con-
nection between generators and load customers, effective response to the needs of the transmission network, and greater reliability and quality of power transmitted by the grid. The pilot operations of the CCMS are in NGCP’s Cagayan de Oro and Cebu substations, with the company targeting to expand CCMSenabled facilities to 21 substations around the country by 2025. “NGCP is pleased with this development as it works to keep pace with the rising standards of power utility practices around the globe, as part of its commitment to realize a smarter, more efficient power transmission grid,” the company said in a statement. AVAO CITY — The City Government of Davao suspended the implementation of food and medicine (FM) passes effective Monday, four months after the local government ordered its reimposition amid the rising cases of coronavirus disease 2019 (COVID-19). In her live program over Davao City Disaster Radio (DCDR 87.5), Mayor Sara Duterte said that individuals only need to present their Safe Davao QR or DQR codes to gain entry to establishments to access essential goods and services. The suspension of the FM passes was contained in Executive Order 12 released today, March 15. The new order relaxed further the COVID-19 protocols in the city. Petitioner Diosdado Lim Yap IV (Diosdado IV) was born on May 10, 1984. Petitioner Lim Yap IV (Diosdado IV) was born on May 10, 1984. Petitioner Angela Mie Lim Yap (Angela Mie) was born lon November 14, 1998. As proof of their filiation with the decedents, their Certificates of Live birth are respectively attached here are as Annex “B”2 and Annex “C”3 . 3. Diosdado Jr. and Maria Corazon entered the marital vow on October 19, 1974 in a ceremony officiated by Reverend Father Martin Ryan as shown in their Marriage Contract, Annex “D”4 . To the knowledge of the petitioners, the deceased had not executed a pre-nuptial arrangement prior to the celebration of their marriage. Till their death, the marriage was subsisting. The spouses Diosdado Jr. and Maria Corazon were blessed with three children: the petitioners and Diosdado Damdam Lim Yap III (Diosdado III), the eldest of the three children. As proof of Diosdado III’s filiation to the Spouses, his certificate of livebirth is attached here as Annex “E”5. 4. On August 25, 2017, Maria Corazon died on a breast cancer and she was a resident of Purok Balayong Maranding, Lala, Lanao del Norte at the time of her death6, She was a survived by her husband and three children and died intestate. Her estate was partially settled.7 5. Just recently, Diosdado Jr. died of acute pulmonary embolism on December 27, 2020. At the time of his death, he was a resident of Balayong, Maranding, Lala, Lanao del Norte8. Since deceased Maria Corazon predeceased her spouse, Diosdado Jr., the latter was survived by his three children as the only copulsory heirs, viz: a. Diosdado Damdam Lim Yap III, 43 years old, and residents of Balayong, Maranding, Lala, Lanao del Norte; b. Diosdado Lim Yap IV, 36 years old, single and resident of Balayong, Maranding, Lala, Lanao del Norte; and c. Angila Mie Lim Yap, 22 years old, and resident of Balayong, Mararnding, Lala, Lanao del Norte. 6. Like her wife, Diosdado Jr. died intestate. During his lifetime, Diosdado Jr. had not informed his children or anyone close to him that he executed a will for the distribution of his estate. Petititioners made all efforts to ascertain whether their father left a will or not. But after searching all the files of their father, they haven’t found a will, either notarial or holographic. 7. The deceased spouses Yap left several properties, consisting of real properties, personal properties and bank deposits. Although Diosdado Jr. left a big estate, he also died leaving several debts in the nature of bank loans other forms of indebtedness. The debts alone owing to several banks, in the nature of auto loans and promissory note, amounted to Forty Million Three Hundred Ninety-Eight Thousand Five Hundred Sixty-Six and Twenty-Six Cent (Php40,398,566.26), breaking down as follows:

Andanar: COVID-19 vaccine is the beginning of the end of the pandamic
MANILA — Presidential Communications Operations Office (PCOO) Secretary Martin M. Andanar urged the Filipino people to continue supporting the national government’s vaccination program and, in the process, help the country achieve herd immunity before the end of the year, which serves as the beginning of the end of the COVID-19 pandemic. "With the arrival of COVID-19 vaccines, which signalled the rollout of the national vaccination program nationwide, we can now see the beginning of the end of the COVID-19 pandemic," said Sec. Andanar during the “Cabinet Report sa Teleradyo” on Friday, March 13, 2021. "The vaccines are now being delivered to our frontliners nationwide. We need to support the government to convince the Filipino people to lessen the doubts about receiving COVID-19 jabs, as it provides benefits against the virus," Sec. Andanar added. On February 28, 2021, President Rodrigo Roa Duterte led the arrival ceremony of the first COVID-19 vaccine in the country, around 600,000 doses of CoronaVac, manufactured by Sinovac Biotech Ltd. This kickstarted the official roll out of the nationwide inoculation program, and
the first beneficiaries were mainly the healthcare workers and frontliners. Philippine Ambassador to Indonesia H.E. Lee Hiong Tan Wee emphasized that the Indonesian government also experienced the public doubts during its initial rollout in January 2021. As of now, they hold 28 million doses of CoronaVac on stock, which is used for their own vaccination program. "In Indonesia too, there were a lot of initial rollout mistrust. In the past year, I remember that the Sinovac was having [clinical] testing throughout Indonesia. And the Indonesian government was very cooperative to test probably millions of millions of ano [individuals], and finally okay pala 'yan sa tao [and finally it okay to be used for humans]," said Ambassador Wee. Epidemiologist Dr. John Wong, Founder and Senior Technical Adviser - Epimetrics, explained that any COVID-19 vaccine that is proven to be effective and have been granted an Emergency Use Authorization (EUA) by the government, will surely help the country to achieve 'herd immunity' against the COVID-19 virus. "Ideally you want to vaccinate the 100%, but even if you vaccinate 60% or 70%, you are able to protect the whole population... In the
case of shortage, like we have in the Philippines, we should get any vaccine that is effective. Before the pandemic hit, small businesses and established ones prefer to manage their finances by making sure their financial staff are on-site to do their work. During the lockdown, companies
and organizations had to rely on using accountingrelated apps and platforms to make sure that things keep going. However, this was easier said than done. Most employees might not be even familiar yet with a platform and lack training and knowledge to effectively utilize it. Besides, working from home means employees might not have a considerable working space and hardware to be able to focus on work. On the upside, these platforms are extremely handy with dealing with important data such as a company’s finances. Compared to the staggering paperwork financial staff
have to go through, employees can easily produce accurate and simplified data and reports by using such platforms. It’s also easier to store documents and files as they can be saved in computers, flash drives and archived in emails. All in all, you could say that things are easier because of technology. I try to understand them just as I have to do the same to all the other parties involved, including the many commentators who obviously made off-the-cuff and shooting-from-the-hip comments. I should just look for solutions rather than spend most of the time lamenting. Most of the time, charity would require that we should just keep quiet, and while trying to sort out things and find solutions, we should just pray and offer sacrifices since these are the basic and indispensable things to be done when problems arise. As much as possible, we do not take sides. Which does not mean that we are simply acting like bystanders, indifferent to the problems around, and afraid to take sides. It has to be made clear that we are actually taking a strong side which is the side of charity. Charity transcends partisanship. Charity has to deal with everyone without antagonizing anyone. Even those who are in error should be treated kindly. Charity is for both the winners and the losers. This was the example of Christ who made it the new and ultimate commandment that he gave us before he went up to heaven. We have to learn to live charity especially when we engage ourselves in some contentious issues, or sort out our unavoidable differences and conflicts especially in the area of politics. We have to be wary of what seems to be the mainstream world culture today that limits charity to some works of mercy alone while setting it aside when we do politics or when we discuss hot button issues. ment-friendly enterprises and livelihood opportunities. Mount Balatukan Cluster was chosen as one of the 10 pilot areas of the convergence in the country. It adopts the "ridge to reef" or watershed ecosystem management approach in
crafting development policies. According to Misamis Oriental Governor Yevgeny Vincente Emano that initially they launch the convergence in August 11,2011 to protect the area of 11 municipalities and Gingoog City,the
component city of the province.11 towns are composed of Balingasag, Balingoan, Binuangan, CLAVERIA, Kinoguitan ,Lagonglong, Magsaysay, Medina, Salay ,Sugbongcogon and Talisayan. Emano said that the provincial government recognizes that eradicating poverty in all forms and dimensions, including extreme poverty,and is the greatest global challenge. All stakeholders including the Provincial government of Misamis Oriental acting in collaborative partnership,will implement this plan. In conclusion,Emano is resolved to take action to free the Province from the tyranny of poverty and take bold and transformative steps urgently needed to shift economies relying on natural resources into a sustainable and resilient path.
