Comelec: Preps for May barangay polls to continue T h e C ommissi on on Elections (Comelec) will continue to prepare for the May 14 Barangay and Sangguniang Kabataan Elections (BSKE) despite moves to postpone it anew. Comelec Spokesperson James Jimenez on Tuesday reiterated that a law must be passed for the May polls to be moved again, noting that the recent decision of the House of Representatives to postpone the BSKE is part of the process. “The Comelec is taking this development in stride. As with previous postponements, the Comelec maintains that a law is needed to reschedule the #BSKE2018; the House Suffrage Committee vote, as significant as it undoubtedly is, is merely the first step in the legislative process,” Jimenez said. At the same time, he said he is convinced that the May polls would push through based on several

factors. “The Comelec takes note of other factors in play: the imminent recess of Congress; the statements on record of various Senators, to the effect that they are either not in favor of postponement or are unsure of whether such a move remains doable in the time remaining before Congress goes on recess; and the statement of Secretary Harry Roque that the President himself is in favor of holding the #BSKE2018 as scheduled,” Jimenez said. “In light of these considerations, the Comelec will continue with its preparations for the conduct of the May 14, 2018 Barangay and Sangguniang Kabataan Elections,” he added. PCSO-STL sales hit P1.94B in February DOT welcomes P hilippine C h a r i t y Sweepstakes Office (PCSO) General Manager Alexander Balutan announced on Tuesday that the February sales of Small Town Lottery (STL) hit P1,946,395,655, which is 4.13-percent increase from its P1,869,263,505.42 sales last month. “We would like to attribute the increase in our STL revenues to the number of operating AACs and their PMRR [Presumptive Monthly Retail Receipt], and of course to the betting public who continues to support our lottery and number games,” said Balutan. STL is a regular game by PCSO authorized by the national government through Section 1 of Republic Act 1169. AACs are corporations or cooperatives duly registered with the Securities and Exchange Commission (SEC) or with the Cooperative Development Authority (CDA), respectively that applied, been duly qualified and expressly authorized by the PCSO to conduct STL in a particular area. Since the launch of STL in 2006, the earnings were fixed only from P4.7 billion to P5 billion. That time, there were only 18 operating AACs. In February 2017, PCSO launched its expanded STL. From 18 AACs, the Board approved 56 until the addition of even more AACs, hence it became 92. At present, there are 83 operating AACs. In May that same year, STL gained an average earning of more than P1 billion. Year 2017 ended with STL making a history due to its record-breaking earnings at P15,750.895,045 with a 183.63 percent increase from the P6,462,304,820 in 2016. It opened 280,722 jobs as against P173,861 jobs in 2016. However, in November 2017, a notorious gambling lord in the country was quick to protest and said that the earnings should have been P5 billion to P6 billion. “This gambling lord pockets P2.37 billion a month from jueteng and pares. With the expansion of STL operations, his area narrowed and his operations is slowly perishing,” said Balutan.

Sources were quick to speculate that the series of attacks made against the agency starting from PCSO Director Sandra Cam accusing the agency of having an extravagant Christmas party to AACs that should be terminated for not remitting correct PMRRs, had something to do with him losing his earnings in areas where STL are now operating legally. In the past, there were police intelligence officials who said “whenever jueteng is raised and media sensationalizes, with the help of congressional investigations, this notorious gambling lord comes in with his candycoated STL proposal.” This gambling lord is reportedly “orchestrating the sudden noise on jueteng” and funding media campaigns to discredit government officials allegedly receiving payola from the racket. The report also said that “this police official said that this gambling lord report-

edly collects P2 million daily, but only half a million goes to PCSO.” He used this same skimming-off-the-top method in other provinces, but cannot penetrate Pampanga and Bulacan, and Ilocos Sur, because they were strongly resisted by Bong Pineda and the Singsons, respectively. Amidst all the attempts to destroy the agency, particularly the STL and his reputation as former marine general, Balutan assured the people who look up to PCSO for deliverance and the betting public as well that he will not allow it – not during his term. “I shall not fail the President and the countless indigent patients who look up to PCSO for deliverance. I shall guard the PCSO with my life if necessary, against those who might want to destroy it so that they can take over our gaming operations at the expense of the PCSO and the people. Manufacturing investments reach US$1.15 B as FDI inflows hit all – time high of US$10.1 B - Lopez MAKATI -- Department of Trade and Industry (DTI) Secretary Ramon Lopez announced on 13 March 2018 that investments in manufacturing surged by 244%, posting a record of US$ 1.15 billion inflows. “The figures account for 35% of the US$ 3.3 billion equity capital placements in 2017,” said Sec. Lopez. The statement was released following the report on the 2017 net foreign direct investments (FDI), which hit an all-time high US$10.1 billion. Based on the data by the Bangko Sentral ng Pilipinas (BSP), the country’s invest-

ment inflows surpassed the expectations to expand by 21%, over the US$8.3 billion recorded in 2016. Over 21 industries received FDI inflows. Onethird of the total equity placements were attracted to manufacturing industry. Meanwhile, other industries which received bulk of total inflows include gas, steam and air conditioning supply; real estate; construction; and, wholesale and retail trade activities. According to the Trade Secretary, the manufacturing industry has been delivering on its promise to be a pillar of economic

growth in the country. Since 2012, DTI has intensified its campaign and link in efforts of both government and private sectors to revitalize the manufacturing industry. “It is a highly viable investment area and a source of meaningful and wellpaying jobs for the people,” he added. Food manufacturing, as well as production of radio, television, and communication equipment and apparatus; chemical and non-chemical products; fabricated metal products; basic metal and non-metallic mineral products, have

Richard Gordon turned out to be on Tuesday, March 13, 2018, the conspiracy and blatant manipulation executed by the government of former President Noynoy Aquino in connection with the purchase of the now-much hated Dengvaxia vaccine to be used as an election propaganda in the 2016 presidential elections became thoroughly clear in

the Philippines and in the whole world. From Gordon’s presentation during the hearing, he managed to literally skin alive and brutally expose the machinations undertaken by the Noynoy Aquino government---from Noynoy himself to former Budget Secretary Florencio Abad, to former Health Secretary Janet Garin, and to other officials of the Department of Health---towards releasing the P3.4 billion from government coffers in favor of Sanofi Pharmaceutical Company, the French firm which manufactured Dengvaxia. It appeared that in just a matter of a few days, negotiations between Noynoy and his subalterns with Sanofi for the purchase of Dengvaxia got completed, including the release of

the P3.4 billion to pay for the vaccine even if that expenditure was not included in that year’s annual appropriations. Gordon is right: Noynoy can’t deny his active participation in the Dengvaxia process. -oooNOYNOY, ET. AL., MUST BE PAID TO PAY FOR MISDEEDS ON GOV’T FUNDS: What riles all the more, according to Gordon, was the fact that the Noynoy Aquino government released not only the amount of P3.4 billion even when the election period for the 2016 presidential polls was already in full swing. It would appear, Gordon said, that some P10 billion was actually released by Noynoy and his ilk for public works projects---like building barangay clinics--even if this was already

a prohibited act under the Omnibus Election Code. A lot of people expressed awe and admiration for Gordon when he declared that his committee would also push for the investigation of the release of that P10 billion for the barangay clinics. Maneuvers like this by the Noynoy Aquino administration have to be disclosed to the public fully, and if the evidence warrants, for the appropriate criminal cases to be filed and for the offenders to be jailed accordingly. THINK a Minute. Do you sometimes feel that the only way your kids will listen and obey you is if you get angry with them? We can understand the school teacher who said she hates her job because the only way she can control her class of naughty children is to always be angry with them! Many parents get so tired and frustrated from being angry with their children. But we think our being angry is the only way our kids will take us seriously. But does using anger really work to teach our children well? Imagine you’re driving your car too fast, break-

ing the speed limit. And a policeman who is not on duty or in uniform sees you. But he has no authority to stop and ticket you. So this policeman gets angry and starts screaming and yelling at you as you speed by. Would you slow down and drive by the rules just because a man by the road is angry and screaming at you? Probably not! So the only thing that man accomplished was to make himself look foolish. But we parents sometimes do the same thing when we use our anger to correct and teach our children. When our kids see us not able to control

our own anger, it’s hard for them to truly respect us. Because we expect them to do something we cannot do ourselves. That’s why anger is a bad teacher. But when we keep our cool and control our anger each time we correct or discipline our children, we’re teaching our kids well, not only by what we say, but by our example of how controlled and calmly we say it. But you know, even patient, good parents have their limits! And kids sometimes push us past our limits. That’s why we need Jesus Christ to give us His supernatural patience and love every day. Only

The scientist, Albert Einstein, once posited that:

“Time is an illusion.” The Beatles’ George Harrison, on the other hand, once said: “It’s being here now that’s important. There’s no past and there’s no future. Time is a very misleading thing. All there is, is the now. We can gain experience from the past, but we can’t relive it; we can hope for the future, but we don’t know if there is one.” If there is one element which is the reason why we are all gathered here now at Mandaya Hotel today, it is the one of Time. We are taking time to celebrate. This time, it is the celebration of Araw ng Dabaw, now usually taking place on March 16.

However, historical time tells us it was on March 1, 1937 – or 81 years ago – that the Charter of the city was approved. But we also know that this settlement that would rise to become this city goes back to 1848, or 170 years ago. Not as old as Manila or Cebu, or even Butuan here in Mindanao, but certainly old enough to claim its place in the country’s timeline. 1848 is of course the time when Datu Bago would enter the pages of history books. Unfortunately, current mainstream Philippine textbooks would rather mention the colonizer Oyanguren rather than this

city’s equivalent of Lapulapu and other indigenous warriors who – even if they had not yet imbibed an anti-colonial consciousness – already foresaw the evils that would come with colonization, the impact of which continues to unfold in our midst creating all kinds of social and ecological tragedies. Reconciliation between them had already been diligently employed but all proved futile. In support for the continuous advocacy campaign for Senior High School (SHS) Program and in line with the DepEd- Bukidnon Division Memo No.35 and 43 s.2018, Kalilangan National High School successfully hosted the SHS Expo 2018 on February 27, 2018 at KNHS covered

court. It was headed by our very own dynamic School Principal Dr. Alex Tan Solar with the cooperation of the participants. The activity was participated by the public and private schools implementing Senior High School within the municipality of Kalilangan, namely Lampanusan National High School (LNHS), Malinao National High School (MNHS),

Kalilangan Pioneering Institute(KPI) and Kalilangan National High School (KNHS). The SHS students from different schools actively showcased their best products, excellent service and amazing performances that was witnessed and enjoyed by the school officials, local government officials, teachers, students and stakeholders. The students also displayed

and sell their products in their respective stalls. This activity also provided important information to the SHS students that will help them to decide the field they will choose after graduation. SHS students now have several options whether to engage towards entrepreneurship, employment opportunities or proceed to college degree.

11 barangay officials in Davao involved in illegal drugs: PDEA DAVAO CITY -- The Philippine Drug Enforcement Agency in Dava Region (PDEA 11) on Tuesday bared that 11 barangay officials are involved in illegal drugs trade, up from the six recorded in the previous year. PDEA 11 regional director Antonio Rivera said they have monitored two barangay officials who previously surrendered but returned to their illegal activity. Of the 11, he said three are barangay captains while the eight are barangay councilors. He added that one of the 11 barangay officials is from Davao City. Rivera, however, refused to name them for confidentiality. Aside from Davao City, Davao del Norte, Davao Oriental and Davao Occidental have three each and one in Davao del Sur. from page 4 ones – friends, confreres and our associates and everyone who have contributed to helping us forge our identities, making us worthy of this award, believing that perhaps our lives have been lived in the spirit of Datu Bago. I am truly proud to be part of this list with six other distinguished Davaoeňos who are being honored today. Appropriating the popular symbols of this city – from Mt. Apo to the Philippine Eagle, from the waling-waling to the bountiful fruits and the richness of the cultures and traditions of the indigenous peoples, clearly there are parallels between the meaning of these symbols and the commitments that have brought all seven of us to where we are today. This if only we can modestly claim that we have contributed even in our small way to making this city a place where there is a little bit more kindness and compassion, recognition and respect of the rule of law and our people’s democratic rights and civil liberties, as well as genuine inclusive development and even radical change. As I have not personally known most of those in this esteemed company, it was to my delight that upon reading Carol Arguillas’ article in MindaNews who we are as a group, that there are threads that bind us together through the years. And I guess it is for this reason that the members of the Board made their choices this year. What are these threads? One seems to be the desire to reach out to the

wounded in the city. I use the word – wounds – metaphorically of course. Wounds can mean what is happening to the disadvantaged children and youth in our midst. Norma Javellana’s work with Tambayan and Aland David Mizeli’s Minority Care International and Nieto Vitto’s commitment to set up special education for the youth are engagements to make sure the children and the youth who are victims of our society’s apathy and inequality, will also have a chance at a bright future. Like the eagle, these children can aim to soar high! Wounds can also refer to being marginalized on account of impoverishment owing to various reasons. Belen Laud’s long engagement in cooperatives is a testament to a movement that helps us see the value of savings, allowing the poor in our midst to rise above their human degradation. Aland David’s efforts to set up a college course for those in prison is laudable because it debunks the myth that sentenced criminals no longer have a second chance at rebuilding their lives. Like Mt. Apo, they can eventually stand proud to claim their place in the world. And lastly there are also wounds that are suffered by our Mother Nature now reeling from the impact of humanity’s disregard for the sacredness and integrity of creation.
