ILIGAN City--Authorities arrested on Tuesday (March 12) evening an army personnel in a joint buy-bust operation of the City Intelligence Branch (CIB) and City Drug Enforcement Unit (CDEU) of the Iligan City Police Office in Barangay Poblacion, here. Police identified the suspect as Jonathan Villanzana Virtudazo, 27, single, a resident of Zone 8, Cocogrove, Barangay Poblacion. This paper learned that Virtudazo is an active member of the 545th Engineer Battalion, Philippine Army located in Patikul, Sulu. He is in Iligan for a short vacation.
Senior Inspector Austin Karl Tirol, team leader of the CDEU, said Virtudazo is a 'newly-identified' drug personality and considered a high value target (HVT). "He is not in our drug personality watchlist but he was identified lately as pusher from the suspects we previously arrested who linked Virtudazo in their activities," Tirol said in an interview with this paper. The initiative makes Philippines among the few countries in Asia to pass child restraint legislation,” the organization said in a statement on Wednesday. “In the Philippines, more than 600 children die from road crashes each year. The legislation is a significant step towards prioritizing the safety and welfare of infants and children on Philippine roads, and preventing traffic-related deaths and injuries,” it added. The Child Safety in Motor Vehicles Act also restricts children from sitting in the front seats of automobiles. MILF’s Ghazali Jaafar passes away •
His last public appeal to fellow leaders: ‘be the unifying forces for our people’

OTABATO City-Ghazali Jaafar, 1st Vice Chair of the Moro Islamic Liberation Front (MILF), newly-appointed member of the Bangsamoro Transition Authority (BTA) and nominated Speaker of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) passed away at 1 a.m. Wednesday in a Davao City hospital. Jaafar, who went through a heart surgery late last year, passed away at the Metro Davao Medical and Research Center in Davao City, Prof. Raby Angkal, his chief of staff, announced at 6 a.m., through a text message using Jaafar’s mobile number. Jaafar, Vice Chair for Political Affairs until the title was changed to “1st Vice Chair,” was the first chair of the MILF peace panel. He signed the general cessation of hostilities between government and the MILF in Cagayan de Oro City on July 18, 1997. He chaired the Bangsamoro Transition Commission (BTC) that drafted the Bangsamoro Basic Law in 2017 and oversaw the progress of the draft law until the Bicameral Conference Committee of Congress

CAGAYAN de Oro City-The military on Tuesday identified two alleged Dawlah Islamiyah fighters killed in a clash Monday in Lanao del Sur as among the “students” of slain Malaysian bomb maker Zulkipli bin Hir alias Marwan. Capt. Clint Antipala, public information officer of the 6th Infantry Division said they identified the suspected militants as Abu Tahir and Abu Jihad. “We received information that Tahir moved to
Lanao del Sur to join the remnants of the Daeshinspired Maute group right after Marawi City was liberated in 2017,” Antipala told MindaNews. He said Tahir joined the band of Benito Owayda Marohombsar, also known as Abu Dar after he arrived in Lanao del Sur. He said they obtained the names of the two alleged Dawlah Islamiyah members from residents of barangay Calaludan, Pagayawan town in Lanao
del Sur where the clash took place last Monday. He said the Dawlah Islamiyah group may have stayed long near the village for the residents to be familiar with their identities. Two soldiers were killed and another one was wounded in the clash that left Tahir and Jihad dead. Oro gov’t builds school for IPs in Camansi, F.S. Catanico A By MARK FRANCISCO
TOTAL of three classrooms in two adjoining edifices broke ground Wednesday (March 13) in an IP community located in sitio Camansi, barangay F.S. Catanico. The construction of the classroom buildings was funded by the Local School Board culled from the Special Education Fund which is formed from one percent of the total realty taxes in the locality of Cagayan de Oro. According to Cagayan de Oro City schools division superintendent Jonathan dela Peña, the buildings are expected to finish construction and can be used by the students starting the new academic year this June. As of SY 2018-19, there are 114 students enrolled in F.S. Catanico Elementar y School (Camansi Extension) with four multigrade
teachers handling the kindergarten to sixth grade pupils and two teachers handling the seventh graders and Alternative Learning System (ALS) enrollees w h o a re u n d e r F. S . Catanico National High School. Although situated in barangay F.S. Catanico, sitio Camansi is eight kilometers f rom the barangay proper and students had to walk four hours daily to go to school, waking up at 5:00 a.m. to make it to their 9:00 a.m. classes. Overcoming obstacles THINK a minute. Jess e O wens was a world-class athlete in track and field in the 1930’s. He was told that because he was a black, African American, there was no way he could win against the white Nazi German athletes at the world Olympics in 1936. That year the Olympics were held in Berlin, Germany. Adolf Hitler, the Nazi dictator, refused to even look at the African American athletes. The white German athletes were praised and cheered on the field, while Jesse Owens and the other American athletes were insulted and ignored. Yet Jesse did not
let Hitler’s cruel prejudice intimidate or stop him. In fact, he was determined more than ever to reach his goal of doing his best. “One of the great joys in life is doing what people say you can’t.” Jesse made mistakes in his first two long jumps, but he did not let that discourage him. Then, on his last jump, Jesse won! He went on to win all three other events in which he competed. So Jesse Owens came home to America with a record four Olympic Gold Medals! A Japanese proverb says: “If you fall down seven times, stand up eight times.” We all fail and fall down.

Electing visionaries not clowns to defeat corruption NAAWAN, Misamis Oriental--Corruption, how to defeat it, ought to be the central issue in this election. To defeat corruption, we need leaders Who uphold and adhere to honesty and do not eschew it as an overriding trait of leadership. Who have clear visions of governance and who educate and explain the same to the people, not those who simply are content and focused in corrupting the electorate with cash and material items, and clowning themselves to the seat
of power with their stupid singing, dancing, and inane jokes. Who make definite stand on the territorial integrity of the land, not help carry the silver platter in handing the country piece by piece to expansionist China. Who will stop the fall not push further the country by acquiescence to the Chinese debt death-trap. Who will lift the excessive taxes not sink the people deeper into poverty and misery. Who condemn not condone human rights violations. Who are steadfast in their independence and moral bearing, who fear God not sycophants and lapdogs of the devil or a devil incarnate.

Participatory involves the citizens in governance at least by soliciting their inputs to government plans, programs and projects that affect them. This also means the participation of citizens in improving performance by encouraging their vigilance in the delivery of government services, to be watchful for irregularities, and appreciative of every act of professionalism and competence. Predictability assures that decision-making or performance outcomes are reliable and consistent with official standard and public expectations. ALACAÑANG – President Rodrigo Roa Duterte on Monday, March 11, assured the public that he would not sign the 2019 national budget if there are provisions that violate Constitutional requirements. “I will not sign anything that would be an illegal document,” President Duterte said in a speech during the awarding ceremony for the Outstanding Women in Law Enforcement and National Security of the Philippines. The Chief Executive issued such remark as the two chambers of Congress continue to disagree on the P3.757 trillion 2019 proposed national budget and the alleged changes made by the House of Representatives after the bicameral committee
endorsed its version. C ouncilor Jesus Joseph Zozobrado, III, chair of the City Committee on Public Works said that the Coastal Road Constructions which stretches from Barangay Puan to Agdao will be open to the public particularly the Puan to Matina-Aplaya segment. He said that adjustments are being done to address the concerns of the fisherfolks who need a bigger boat landing in the area. “They are requesting to address their need of a boat landing enough for all the boats in the area. They also want a direct access to the sea. The Department of Public Works and Highways is evaluating
the requests, and eventually make adjustments,” Zozobrado said. He said that the packages 1, 2, 3, 4 and five of the Coastal Road Project are 85 percent accomplished. Zozobrado said the Puan to Matina-Aplaya section of the coast road will be open for public use, consequently easing the traffic congestion in Ulas. He revealed that the JICA bypass road by the DPWH will soon start construction. The project is a four-lane, 45-kilometer highway from DavaoGensan Road to Maharlika Highway, covering Barangays Sirawan via Marapangi, Bato, Alambre, Bangcas Heights, Mulig, Lubogan, Bago Oshiro, Mintal, Tugbok, Tacunan, Matina Biao, Magtuod, Waan, Tigatto, Cabantian, Communal Indangan, Mondian,Tibungco, Mahayag, San Isidro and Lasang. Zozobrado said the road has a 2.5 Kilometer main tunnel and
another .5 kilometer-cut and cover tunnel to connect the road system. “It is aimed to ease the traffic congestion in the city proper,” he said. Zozobrado also revealed that since December 3, 2018, the City Council passed a resolution favorably endorsing the Tagum City-Davao City-Digos City stretch of the Mindanao Railway Project. He said there is also a pending resolution at the Committee on Public Works of the City Council, prohibiting construction of new structures along the alignment of the railway, since many issues need to be resolved first. Zozobrado said there is already a virtual resolution on the project spearheaded by the Department of Transportation with the South Pacific Golf and Residential Estate, whose residents did not allow the passage of the railway system in their neighborhood due to the noise and other social problems.
“They agreed that the DOTr w i l l ma ke adjust ments li ke cutting the ground and covering the railway system at 30 meters deep underground. Meaning, the railway system will still pass the South Pacific Property but is no longer visible since it is situated underground,” he said. Zozobrado said the DOTr will dig the ground and put in a tube which will serve like a subway. He also said that the DOTr is considering the recommendation to construct the railway along the diversion road when it passes the Monteritz Property. Zozobrado observed there is no violent reaction among residents of the Northern parts of the city where the railway passes through. “We will make sure that we address all concerns in all areas which might have problems with the Mindanao Railway System,” he said. DAR launches P 169M MinSAAD projects in ComVal MARAGUSAN, Compostela Valley -- The Department of Agrarian Reforms recently inaugurated a total of PhP 169-mIllion worth of Mindanao Sustainable Agrarian and Agriculture Development (MinSAAD) projects in Compostela Valley. Funded primarily by the Japan government and the Japan International Coordination Agency (JICA), MinSAAD addresses poverty issues in 12 settlement areas in Mindanao through competitive and sustainable agriculture. The settlement areas include the Karagan Valley, a home of 1,002 families in 22,272-hectare lot that lies in between the municipalities of New Bataan and Maragusan, both in Compostela Valley. During the inauguration, DAR turned over five agriculture, agribusiness and agroforestry development projects on abaca, organic
rice, peanut, vegetable and cacao to five agrarian reform beneficiary organizations. The identified organizations were LanggawisanBahi Tribal Asosciation (LABATA), Kagan Tribal Unity (KATRIBU), Langgawisan Bahi Tribal Agrarian Beneficiaries Cooperative (LABATARBCO), Bahi Irrigators-Farmers Association (BIFA), and Cagan Andap IP Farmers-Irrigators Association (CAIFIA). Davao City’s Mental Code ordinance approved on third reading DAVAO City -- The City Council approved on third and final reading the hallmark ordinance known as the Mental Code of Davao City. Councilor Mary Joselle Villafuerte, chair of the City Council Committee on Health thanked the members of the 18thCity Council for supporting the landmark legislation. She said the ordinance seeks to establish a mental health program for the city of which there is none. Villafuerte said the program aims to make mental health care community based. “We will seek to build a facility for mentally-ill homeless persons worth initially at P5-Million,” she said. Villafuerte said the Local Health Board is supportive of the program while the Department of Health has trained doctors to handle mental illnesses two years ago. She said the city is technically ready to handle the mental health issues, it needs the legislation so that the needed medications will be made available in the district health centers. “It will be implemented in the seventeen district health centers of the city, but our next move is to make an ordinance creating a facility and pass a deed of usufruct with the city mayor and Dr. Leopoldo Vega, chief of the Southern Philippines Medical Center,” Villafuerte said. She said the city needs a psychiatrist to head the mental health program, three psychologists with masteral training, three mental health nurses and three mental health social workers. D A VA O C i t y - - T h e country’s exports to Japan reached $884.95 million in January 2019, surpassing t h e Un i t e d S t a t e s o f America as the top export market of the Philippines, according to data released by the Philippine Statistics Authority on Tuesday. The PSA reported that export sales from Japan increased by 29.23% from $684.75 million in December 2018 to $884.95 million in January 2019 while those from the US went up by only 7.6% from $774.37 million in December 2018 to $833.87 million in January 2019. Hong Kong came in as the third highest export market of the Philippines with sales reaching $662.77 million, followed by People’s Republic of China $556.93 million, Singapore $281.74 million, Thailand $209.51 million, The Netherlands $177.07 million, Republic of Korea $169.28 million, and Taiwan $165.46 million. However, the country’s total export sales were valued at $5.28 billion in January 2019, a decrease of 1.7% compared to $5.37 billion recorded in the same period of 2018. The decline was due to the decreases in export sales of five of the top export c om mo d it i e s , namely, e l e c t r o n i c e q u i p m e nt and parts (-37.9%); metal comp onents (-35.8%); gold (-33.3%); machinery
and transport equipment (-24.2%); and other manufactured goods (-15.3%), PSA reported. China has remained the country’s top supplier of imported goods, which amounted to $2 billion in January 2019, an increase of 24.5% compared to $1.61 billion in January 2018. Korea emerged as the second biggest supplier of imports with $789.56 million, followed by Japan $789 million, USA $650.68 million, Thailand $602.67 million, Indonesia $502.46 million, Singapore $439.60 million, Taiwan $423.29 million, Vietnam $356.86 mi l lion, and Ma laysia $316.74 million. The Philippines’ total imported goods amounted to $9.03 billion last January 2019, rising by 5.8% from $8.54 billion in January 2019. Grid projects until 2040 set through NGCP’s Transmission Development Plan Recognizing the crucial need for reliable power to the economic development of the nation, NGCP again presented its annual Transmission Development Plan (TDP) (2019-2040) to map the company’s short term and longterm objectives in securing the Philippine transmission landscape. The TDP is NGCP’s roadmap, updated annually, for the continuous expansion of the Philippine Grid, detailing all ongoing and future undertakings of the company, including all ERC-approved projects, affected areas, significant milestones, and expected completion dates. As the System Operator, NGCP also oversees grid security and reliability, power quality, and power dispatching and scheduling. As such,
NGCP designed the TDP to help identify and mitigate causes of power interruptions and transmission-related outages. Among NGCP’s significant projects in the TDP are the Bataan Grid Reinforcement Project and the Western Luzon 500kV Backbone Project for Luzon, the Visayas Substation Reliability project and Cebu-NegrosPanay Interconnection Project in Visayas, and the Mindanao 230kV Backbone Project for Mindanao. Of course, NGCP is still committed to complete its Mindanao-Visayas Interconnection Project, which will see the realization of one Philippine grid in 2020. “As the Philippine economy continues to grow, so must we in the power sector continue to develop our infrastructure in order to cater to an ever-
