VOTING 14-2, the House committee on suffrage and electoral reforms on Monday ruled to postpone the Barangay and Sangguniang Kabataan (SK) elections to the second Monday of October 2018 from the scheduled May 14, 2018.

This moves the polls to October 8, marking the third postponement of Barangay and SK polls.

The 14 who voted in favor of the postponement were Deputy Speakers Gwendolyn Garcia, Frede-

nil Castro, and Raneo Abu, Reps. Robert Ace Barbers, Xavier Jesus Romualdo, Luisa Lloren Cuaresma, Vini Nola Ortega, Rodante Marcoleta, Benhur Lopez, Jr., Jose Panganiban, Jr., Deogracias Victor Savellano, Magnolia Antonino, Winston Castelo, and Joseph Paduano.

Those who voted against were Reps. Antonio Tinio and Edgar Erice.

Gun ban, other poll no-no’s for strict prohibition on May 14 GUN bans and barring all other prohibited acts during elections would be strictly enforced in the May 14 barangay and youth leadership polls, the Department of the Interior and Local Government (DILG) stressed on Monday.

DILG Officer-in-Charge Secretary Eduardo M. Año said the DILG would work closely with the Commission on Elections (Comelec) in

Año said he had told the Philippine National Police (PNP) to begin preparing for the gun ban implementation and for the recall of police bodyguards during the during the election period. which runs from April 14 to May 21, 2018.

Garbo Comvalenyos: Compostela Valley’s pride “Garbo is pride. Pride is not a good virtue though but if we have worked so hard together to deliver that passion for music and total entertainment, I think (that can be considered) a virtue.”

This was what provincial tourism officer Christine T. Dompor posted in her Facebook account. She was referring to Garbo Comvalenyos, now on its ninth year.

It is the most awaited event of Bulawan Festival, which is celebrated on the week of the province’s foundation.

Compostela Valley became the fourth province of Davao Region in 1998 when then President Fidel V. Ramos signed Republic Act No. 8470. But it was not until in 2007 that Bulawan Festival came into existence.

The banner festival of the province is described as “a celebration of thanksgiving, abundant resources and unity among the ComValeños.”

Since then, ComValeños – and even those far neighboring towns and far-flung areas – get together to observe the week-long celebration. But what people anticipate most is the Garbo Comvalenyo, which was started in 2009.

“This year’s edition is a prelude to the super grand One Decade of Garbo Comvalenyo next year as it evolves to becoming a super talent search and a vehicle to serve the community,” said Dompor.

What made this year’s singing sensation search was the launching of Artist for the Community. “It is a way of the grand winners in creating a positive impact

as they also get a grant for their advocacies that will go to the community of their choice. The grants will be implemented in partnership with sponsoring agencies,” Dompor explained.

This writer was chosen as a member of the board of jurors, along with two regular members (Peter Ian C. Buaya and Edson B. Cachuela). Aside from me, the two other new members were Maricris A. Tan and Marie Anthea C. Chua.

Only 10 contestants, all residents of the province, made it to the live finals night. To select the top three contenders, the singers had to undergo three challenge rounds. The first one was “sing-ala-crooner/ diva,” where the finalists were required to sing just like the singer of the song of their choice and to look like the original singer, too.

The next round focused on the Visayan songs, called Bisdak Medley. This was one of the most applauded round as the audience also sang along with the some of the finalists who were singing at the stage.

The final round was called Boyband/Girlband Dance Hits. The contestants were given the opportunity of showcasing their dancing skills.

The criteria used for the first two rounds were star quality (30%), performance and interpretation (30%), and voice quality (40%). In the last round, dancing skills was included as one of the four criteria.

The two made it to the top three finalists, along with Montevista’s Jenivie L. Lino.

Those who received the least score were automatically dropped from the list but two others were given a chance through the knockout round. In addition, two other singers were also “raised from their defeat” via Text Votes and another one as chosen by the board of judges. All four secondchance singers were paired (as chosen by the judges) and they had to sing in a pre-selected song to allow the judges to select one of each pairs.

The two winners – called wild card finalists – were

included in the final round to compete with the top three finalists.

The Grand Champion was Mavelle C. Sabuero, who received a cash prize of P30,000, a plaque and a scholarship. Declared first runner-up was Jenivie L. Lino, who went home with a cash prize of P25,000, a plaque and a scholarship.

John G. Cabigon settled for the second runner-up together with the P20,000 cash prize, a plaque and a scholarship.

Cacheula, who is already a veteran in judging the annual competition, has this to say about this year’s event: “Garbo is the most anticipated production in Bulawan Festival. I cannot imagine the whole festival without Garbo. It is still consistent to its hallmarks

to top of the line production quality. Other local government units can study how it is staged because it is a worthwhile event for the people.”

Dompor considered this year’s Garbo as the “Greatest Show” as the people involved in the production were all from province: Dennis D. Bautista (artistic director), Renaizzanz (dancers), Pureplay Band, Veejay Mar (host), Don Sy (anchor), videographers, technical crew, and tabulators.

Dompor also thanked her support staff and stage managers. “We thank Governor Jayvee Tyron L. Uy for the dynamic support to the team and the executive committee for trusting us,” she pointed out.

In the final analysis, Garbo Comvalenyos Season 9

was not only successful; it was awesome.

“I can only beam not with self-pride of the output of the show, but with what we have become in our 8 years of Garbo seasons,” Dompor said. “It is by showcasing the best of our local talents partnered with the best support system that we can truly be considered successful – not just in staging the show but in creating impact like local patronage, love of place, love of our home-grown talents and passion for excellence.”

By the way, The Voice winner Jason Dy, was the guest performer during the event.

He sang when the board of judges were busy choosing who among the contenders were the top three and wild card finalists.

EDSA 1986 is to be blamed for Sereno’s ouster woes

-oooEDSA 1986 IS TO BE BLAMED FOR SERENO’S OUSTER WOES: With all the rowdy, gaudy, and often giddy calls for Chief Justice Maria Lourdes Aranal Sereno to already step down from the Supreme Court even if she has not yet been given the chance to defend herself from the accusations against her, she will have

nothing else to blame but the so-called EDSA People Power Revolution of 1986, which was the very means by which the president that appointed her to the court was able to ascend to the presidency.

If we will seriously think about it, before EDSA 1986, no ouster of any sort of any leader of this country or of any government agency ever took place unless some kind of a trial has first taken place and the officials concerned given sufficient opportunity ---their day in court, as it were---to at the very least explain their side of the controversy.

All of these underwent a radical transformation with EDSA 1986. Because of EDSA 1986, an example has been set whereby leaders are kicked out from office merely by noisy protests and mass actions, and no

longer through the means provided for law. Replacing top officers of government has become as easy as mounting street demonstrations, and creating mayhem on the roads of the city.

The vanishing subsistence fisherfolk of Gensan GENERAL Santos City--The subsistence fisherfolk who are eking out a living in the once economically bustling Sarangani Bay, used to be one of the most dominant economic sectors in the City of General Santos. Today, however, they are the most neglected sector, almost decimated as a primary social and economic force in the city.

In fact, local government departments and offices do not have basic statistical data or information about them. This only goes to show that the supposedly concerned apparatuses and instrumentalities of the local government do not include them in any of their development plans and programs.

As we all know, information and statistical data are indispensable for each

and every governmental plan and action. Without these basic statistical data or information, the local government can never contend that they are working for the interest and welfare of about 1,800 remaining subsistence fisherfolk in General Santos City.

This is a pity. During this time and age when government cannot provide jobs for its people; when incidences of unemployment are rising; and, worse, when more and more people are losing their jobs every day (it was reported that about 500,000 workers had lost their jobs in the whole country in 2017), it is supposed to be obligatory for concerned agencies of the local government to protect and develop Sarangani Bay, which serves as the main

source of livelihood for thousands of subsistence fisherfolk in General Santos City.

There are actually so many factors that cause the continued decimation in number, and marginalization of, subsistence fisherfolk in General Santos City.

Foremost of which, however, is their lack of access to the city’s foreshore areas and public easements, where they could dock and keep their bancas after a grueling fish catching activities. Big corporate ventures, to include beach resorts owners, and moneyed individuals in the city and elsewhere have already privately appropriated wider sections of the city’s foreshore areas and public easements.

Under the law, a foreshore land (a land located

between the highest point of the high tide and the lowest point of the low tide); a foreshore area (a tenmeter mass of land from the highest point of the high tide upward); and a public easement (a 20-meter mass of land from the tip of the foreshore area upward) are not subject to private appropriation either by purchase or by lease. The intent of this law is to ensure that the right of the people to make use of these gifts of nature is respected.

Village-type corn dryers soon to rise in DA-10’s research stations In its pursuit of fortifying its production services, the Department of Agriculture – Regional Field Office 10 (DA-10) recently held a series of groundbreaking ceremony in its research stations for the soon-tobe established village-type corn-on-cob dryers (VTDs).

Funded under the Corn Program, these nearly Php13.5 million (M) drying facilities will be constructed to ensure the production of quality corn grains in the stations, resulting to increased productivity and reduced post-harvest losses.

Its recipients are the Research Center for Hilly Land Development (RCHD) in Claveria, Misamis Oriental; Northern Mindanao Agricultural Crops and Livestock Research Complex (NMACLRC) in Malaybalay City, Bukidnon; and the Research Center for Upland Development (RCUD) in Dangcagan, Bukidnon.

Costing about Php4.5-M each unit, the two-component VTD comprises a village-type corn cob processing facility, wherein it includes 1 unit corn-on-cob dryer, 1 unit sheller, 1 unit recirculating batch type grain dryer, and 2 units biomass furnace, and a 15 meter (m) x 12 m x 9 m shed.

Collado, CPA, whose recurring message in the separate groundbreaking ceremonies, is to fast track the establishment of the VTDs, as these have long been sought by the research stations and to address the postharvest needs of corn farmers within proximity, as well.

MANILA -- The Association of Southeast Asian Nations (ASEAN) aims to release by the end of 2018 its inventory of non-tariff barriers (NTBs) and classifying the types of barriers to trade.

Department of Trade and Industry (DTI) Secretary Ramon Lopez told reporters Monday that the 10 member states of ASEAN hope to come up with their NTBs inventory before the end of the year, then move forward in crafting a program to reduce NTBs in the region.

“Hopefully this year, before the end of the year we can come up with that (inventory of NTBs) and gradually have a program, may be in a year or two,” Lopez said at the sidelines of the Malaysia Business Forum in Makati City.

In the Philippines’ hosting of ASEAN 2017, the ASEAN trade ministers during their 23rd ASEAN Economic Ministers (AEM) Retreat here agreed to cut trade costs in the region by 10 percent in 2020.

The ASEAN Leaders also directed their economic ministers to promote transparency of non-tariff measures (NTMs) and reduction of technical barriers to trade.

Bangladeshi conglomerate eyes USD10-M investment in PH

MANILA -- A Bangladeshi conglomerate has expressed interest to invest some USD10 million in the Philippines, days after a report cited the country as the top destination for investments.

The Department of Foreign Affairs (DFA) said the SAASCO Group has requested the Philippine Embassy in Dhaka to support and assist them in introducing them to Philippine authorities in relation to their business endeavor.

The DFA said SAASCO Group Managing Direc-

tor and CEO Shiekh Atiar Rahman has expressed the group’s intention to establish a factory and export food products to Bangladesh.

DENR names 32 El Nido ‘easement zone’ violators

P U E RT O P R I N C E S A CITY, Palawan -- The Department of Environment and Natural Resources (DENR) in Mimaropa has started serving notices to vacate to 32 erring business establishments in two barangays in El Nido on Monday.

Lawyer Gandhi Flores, DENR Mimaropa Legal Division chief, signed and served the notices.

“This is just the first wave of notices we will

serve. In the coming days, we shall serve similar notices to establishments and households illegally built on timberland,” Flores said.

The notice to vacate cites establishment owners for violation of the threemeter easement zone in urban areas provided in the Water Code of the Philippines, National Integrated Protected Areas System Act (NIPAS) of 1992, and Proclamation No. 32, series of 1998, which prohibit the occupation, utilization, and construction of any

structure in a protected area like El Nido.

DENR Mimaropa Regional Director Natividad Bernardino, on the other hand, expressed appreciation for those who cooperated.

“We understand this is a difficult process, but you made it easier because of your cooperation,” she said.

She also appealed to those who doubt or oppose the clean-up, “we need to follow the laws. The changes we are doing in El

academic achievement for students of all backgrounds, but particularly for students with lower socio-economic status. Beginning in kindergarten, students who attend school regularly, score higher on test than their peers who are frequently absent.

Chronic truancy (frequent unexcused absence) is a strong is a strong predictor of undesirable outcomes in the adolescence, including academic failure, dropping out of school, substance abuse and gang involvement.

However, chronic absence( regardless of reason) is increasingly identified as an important “ early warning sign” that student is at risk for school failure and early dropout. Many factors can contribute to students’ absenteeism. “Non-tariff barriers and measures — or NTBs and NTMs — must be reduced and ultimately removed. This is a stubborn worldwide problem, but it is in ASEAN’s own interests to lead the way in this endeavor,” the Malaysian Prime Minister said.

Najib said that in order for ASEAN to reach the USD9.2trillion economic projection by 2030, which will make it the fourth largest economy in the world, ASEAN should cut NTBs and NTMs by 50 percent. (PNA)

volunteer cops Bus operators want inclusion Davao told to watch their back in new Davao transport system

DAVAO CIT Y -- Two Davao-based bus operators have expressed participation in the city’s High Priority Bus System (HPBS) project, which is now a work in progress with the help of the Asian Development Bank (ADB).

Davao City planning head Ivan Cortez said the bus operators are already operating in Davao City, but begged off to name the operators.

Cortez said the HPBS is a PHP3.6 billion transport project. The feasibility study conducted by a consultant commissioned by ADB will be submitted to Department of Transportation (DOTr) by the end of the month.

“Once the FS is submitted to the DOTr, it will have time to package everything but not necessarily taking in 100 percent what the consultant has proposed,” he said. In turn, DOTr will submit the feasibility study to the National Economic

and Development Authority (NEDA) Investment Coordination Committee (ICC) by May 2018.

Earlier, Kelly Bird, the ADB country director for the Philippines, said the design of the project will be completed in 12 to 18

months.

The design includes the bus terminals in five to six locations, bus stops, bus lighting stations and other related infrastructure.

Cortez also said that under the bus system project, the units will be provided

by the private operators who will be accredited to be part of the system. A minimum of three operators and a maximum of six can be accredited. He said it is open for international bidding although most of See operators, page 11

This developed after one volunteer policeman was stabbed by two persons whom he accosted for acting suspiciously in Barangay Daliao, Toril District late Saturday evening.

DCPO spokesperson Sr. Inspector Maria Teresita Gaspan said police volunteers have to be cautious because “we don’t know who our enemies are.”

Gaspan surmised that the attackers of Norberto Ferrera, 39, a VPA assigned in the Toril Police Station, were under the influence of alcohol or involved in illegal activities. Ferrera is still recuperating from stab wounds at the Southern Philippines Medical Center (SPMC).

“So they must learn from it and be extra careful as far as applicable,” she added. Based on the reports, Ferrera was driving his motorcycle on

his way home to San Vicente, Daliao at around 11:30 p.m. on Saturday.

Upon reaching the junction of the road going to Vales Beach Resort and the barangay main road, the victims saw two unidentified men acting suspiciously and standing beside the road.

As Ferrera did not know both persons, he approached them, hoping to get their identity. But the two immediately attacked him with a knife.

The Toril police is still conducting further investigation to know the identity and arrest the perpetrators.

DCPO has currently 900 volunteer police auxiliary assigned in the twelve police precincts in the city.

De Guzman said Ferrera could have accosted the two persons since he has a standing order to all his patrolling police subordinates to always check the identity of anyone roaming the streets past 10 p.m.

PCSO charter needs amendments to remove 20% tax on lottery winnings With the Tax Reform for Acceleration and Inclusion (TRAIN) law now implemented, there is no recourse but to request Congress to file amendments to Republic Act 1169, the Charter of the Philippine Charity Sweepstakes Office (PCSO), if the agency wants its lottery winning prizes to be exempted from the 20 percent tax, Marivic Gaban of the Bureau of Internal Revenue said.

The TRAIN law requires 20 percent tax on all PCSO lottery games prizes if the amount of the winning is above P10,000.

Under the National Internal Revenue Code (NIRC),

lotto winnings and all PCSO prizes are tax-exempt.

On the invitation of PCSO General Manager Alexander Balutan, the BIR sent Gaban to meet with officials of the charity agency last Friday to enlighten them on the effect if TRAIN law.

Earlier, Balutan expressed concerns over the new tax obligation of winning bettors that might discourage the gaming public to patronize the various lottery games of PCO such as Lotto, Keno (Lotto Express), Small Town Lottery (STL), and Sweepstakes.

Only few people can appreciate the Archery.

They said this game is for elite people only. You need to have your own set of bow and arrow and other materials to be used for the game, which is quite expensive and follow the standard accessories for you to qualify. Indeed it is however, having a very expensive equipment is not a guarantee for you to become a champion. Your passport is the attitude of the players towards the game, patience of the trainer on how to improve the skills of the players and the guidance of the coach to enhance and develop the talent of their athletes.

Kibawe is located in the Southern part of Bukidnon. Kibawe National High School is in a remote place, almost 9 km away from Kibawe proper. In the year 2007 the school principal ( Mrs. Helen Ybanez) think of a sport which can compete up to Regional level or even National level.The Division of Bukidnon don’t have a competitive athlete in Archery during that time.

The school then started to

scout potential students and create an Archery Team with the help of Mr.Joseph Ike M. Daquilanea who happens to be an archery player during his college days.

The Local Government Unit of Kibawe did not hesitate to support the school in purchasing all the materials needed as requested by the school. On that day forward Kibawe District did not fail to bring the bacon in every Archery Competition, both in boys and girl category in the Division Level and all the athletes are qualified to play for the regional meet.

In fact , we even sent one player who qualified for National Level.

Northern Mindanao Athletics Association ( NMRAA 2015) was held at Oroquita City last December 2015. Both boys and girls category was ranked third in over-all result with the helped of their coaches, Mr Joseph Ike Daquilanea, Mrs. Doris Mae GanPaelmao. Talking about Archery, Kibawe NHS is in the headline. We became champion for 9 consecutive years ( Division level)

“The HPBS is funded through a sovereign loan as what the Department of Finance earlier announced,” he said. He said the loan component will cover the infrastructure and social development package.

Cortez was hopeful the target for the proposed HPBS in Davao City will be implemented in 2021 although Mayor Sara DuterteCarpio wants it in the next two years.

“We will work this out with the Land Transportation Franchising and Regulatory Board on the possibility,” he said.

In the modernized public transport, the buses plying the routes will have an electronic digital system where the routes are displayed with wifi and can accommodate passengers of about 50 to 100 depending on the kind of bus.

He said the entire road network of the city will be covered by the system with buses passing through 29 routes from the current 1,032 routes of the jeepneys.

Some of these areas are covered only by lease contracts but since the duration of such contract is either for 25 or 50 years, subject to unlimited number of renewals, their control and occupation of these public lands are, operationally, a form of private appropriation.

Worse, similar to the case that resulted to the dismissal of Gwen Garcia from the House of Representatives (HoR) by the Office of the Ombudsman, some of the portions of the sea within the Sarangani Bay are also covered with certificate of titles in favor of business entities and influential individuals.

As of now, there are only very few colonies of subsistence fisherfolk still found along Sarangani Bay. They are described in official governmental jargon as squatters or illegal occupants to distinguish them from business entities and moneyed individuals which/who are also illegally occupying vast portions of public lands and public easements along Sarangani Bay. There are various attempts by the city government to remove what they stereotype as “squatters” or “illegal occupants,” mostly subsistence fisherfolk, inhabiting public lands located along Sarangani Bay, but they have, thus far, failed.

Today, a hunt for relocation sites for these so-called “squatters” or “illegal occu-

pants” continues as the local government seems hell-bent to remove them from the city’s foreshore areas and public easements.

This move, I belive, has dubious intention. The city government intends to relocate them from the city’s foreshore areas and public easements without any ordinance that will govern the usage of these public lands that may be vacated by marginalized fisherfolk in line with the city’s continuing relocation program.

Our suspicion is that this relocation project is actually an insidious scheme to put the city’s foreshore areas and public easements totally under the stranglehold of moneyed and influential individuals and entities. The moment the subsistence fisherfolk are relocated, these areas that may be vacated by them shall become open to all sorts of contestations by local economic and political power wielders.

Thus, without an ordinance ensuring free public access to foreshore lands, foreshore areas and public easements within the city, all governmental undertakings with an end in view of removing the subsistence fisherfolk from where they are now should be strongly opposed as a capitalist scheme being dubiously pursued at the expense of the city’s subsistence fisherfolk and other members of the marginalized sectors who consider Sarangani Bay not only as a source of life, but life itself.

What we expect for the local government to do under the circumstances is to, first, cancel the certificate of titles and demolish all the giant structures of powerful and influential individuals and entities in the city’s foreshore lands, foreshore areas and public easements along the Sarangani Bay, like what it is doing now in Boracay and El Nido.

In doing this, all the people, especially the poor and the marginalized, would have free access to this God’s gift which was made for everybody to benefit, cherish and enjoy.
