CAGAYAN de Oro City-A Solon has threatened officials of the Commissions on Higher Education (CHED) with contempt for failure to attend Congressional hearings despite repeated demands by the committee to shed light on their failure to implement the “free tuition” law in 2017. Senator Paolo Benigno “Bam” Aquino, principal sponsor and co-author of Republic Act 10931, an act known as the “Universal Access to Quality Tertiary Education Act,” that provides free tuition and all other fees in state universities and colleges (SUCs) in the country also asked the CHED to refund the tuition paid by the students. Aquino was in Cagayan De Oro City Thursday, part of his itinerary to conduct a dialogue with students and faculty members of SUCs in Northern Mindanao. During a press conference with the local media,
Aquino said that Congress has included P 41 billion allocation to implement the free tuition law in the national government’s general appropriation act in 2017. The amount covers P23 billion for the free tuition of students admitted in accredited state universities and colleges and another P17.7 billion scholarship grants, Aquino said. He said that Congress has repeatedly asked CHED to explain its failure to adopt an “implementing rules and regulations” of the “free tuition” law. “We are wondering why CHED is not responding to the Congress invitation to shed light on the issue. Now, we want CHED to refund the tuition paid by the students in the second semester of school year 2017-2018,” Aquino said.
