CAGAYAN de Oro City-A Solon has threatened officials of the Commissions on Higher Education (CHED) with contempt for failure to attend Congressional hearings despite repeated demands by the committee to shed light on their failure to implement the “free tuition” law in 2017. Senator Paolo Benigno “Bam” Aquino, principal sponsor and co-author of Republic Act 10931, an act known as the “Universal Access to Quality Tertiary Education Act,” that provides free tuition and all other fees in state universities and colleges (SUCs) in the country also asked the CHED to refund the tuition paid by the students. Aquino was in Cagayan De Oro City Thursday, part of his itinerary to conduct a dialogue with students and faculty members of SUCs in Northern Mindanao. During a press conference with the local media,
Aquino said that Congress has included P 41 billion allocation to implement the free tuition law in the national government’s general appropriation act in 2017. The amount covers P23 billion for the free tuition of students admitted in accredited state universities and colleges and another P17.7 billion scholarship grants, Aquino said. He said that Congress has repeatedly asked CHED to explain its failure to adopt an “implementing rules and regulations” of the “free tuition” law. “We are wondering why CHED is not responding to the Congress invitation to shed light on the issue. Now, we want CHED to refund the tuition paid by the students in the second semester of school year 2017-2018,” Aquino said. DavOr upgrades health facilities, acquires CT Scan Photos by DavOr PIO
DAVAO CITY – The Davao Oriental government continues to upgrade its health services with the latest acquisition of a CT Scan for the Davao Oriental Provincial Medical Center. The new equipment is part of the government’s goal of improving healthcare services, especially for indigent patients. Provincial Information Officer Karen Lou Deloso said the equipment was funded by the Department of Health (DOH) through its Health Facility Enhancement Program (HFEP). Deloso said the CT scan, which costs PHP23 million, was among the new set of equipment acquired by the province. The other two equip-

ment are the ultrasound machine and stationary x-ray machine which will be delivered soon. According to Deloso, the CT scan is one of the “highly sought-after” diagnostic services acquired by the provincial government. Among the common cases needing diagnostic service are stroke and injuries resulting from trauma, among others. Meanwhile, Dayanghirang thanked the DoH for
the equipment which would benefit indigent patients who could not afford to undergo a CT scan test. Dayanghirang also assured that medical doctors will be properly guided on how to manage patients and when to refer them to prevent unnecessary transport of patients to big hospitals in other cities.
The CT scan is now fully operational with specially trained radiologists, doctors who read and interpret results; radiology technologist; and CT a scan nurse, all of whom are all fully equipped to handle the equipment and patients under their care. Deloso said the hospital management would also be
preparing a set of prices for CT scan test and this would be submitted to the Sangguniang Panlalalwigan for approval. This will be reviewed and will be further subjected to a public hearing. Meanwhile, Deloso said the province remains committed to improve the operation of Davao Oriental’s
biggest health facility. Aside from acquiring new medical equipment and capability building of staff, the province is expediting the completion of a new three-story building which will house private rooms, a chapel, a surgical wing including a surgical ICU and a pediatric ward. (PNA)

Education is a business. Its capital is hidden. This business is different to other businesses. Hence, this business has always gained or profit. In fact this is the only capital that no one take away from you. It can’t also be putrid like any other professions. The legacy of this could be concrete or abstract. Accordingly, on average, individuals with higher educational levels tend to have larger incomes, while those with lower educational levels make less money. Aside from the fact that individuals with higher educational levels have larger income they too have refined life and rich in knowledge which no person could take away from them. They also tend to live a decent life because they know how to stir the economy based from their experiences and awareness. Hence, they know how to spend their income wisely and invest their money in a productive one. Consequently, as far as I have observed, although education is an investment not all educated people are rich materially or financially but their influences were ver y prolific. Hence, they change the lives of other people to live life productively. They too help the economy rise one step ahead from its level. This wealth has nothing to worry if they are not deposited in a secured place because it cannot be stolen by anybody nor it can’t be corroded. It’s just subject to be shared by someone and to people who are

A CHINESE proverb states, and I quote, “Give a man fish and you feed him for a day, teach him how to fish and you feed him a lifetime.” I have been figuratively connecting this to other aspects in life. But this time, I relate the proverb literally to fishing. My first trip outside the country was unexpected and exhausting but very worthwhile. It was NOT leisure. It was a seven (7)-day tour of (practically entire) South Korea – from Seoul to Busan to Jeju Island—via plane, bus and feet-- to learn about this country’s fishing industry. A backtrack on how this educational tour came about. Early this year, Mayor of the Municipality of Cordova, Cebu, Mary Therese P. Sitoy-Cho and husband Charlie Cho, invited Im
Kweon Kim, President and Chairman of the Korean National Federation of Fisheries Cooperatives (Cooperative) to visit the town, observe its fishing activities, and solicit from Mr. Kim, inputs on how the fishermen in the town can improve their catch. Fishing, by the way, is one of the major economic activities in Cordova. Apparently, Chairman Kim wanted to do more than share inputs, as an invitation from the Cooperative for a delegation from Cordova to visit some of its membercooperatives in the Republic of Korea (ROK) came few months after his visit. Being the municipality’s consultant on information, tourism, economic and investment promotions, I was invited to join the group, together with the
Mayor herself, four of the town’s Sanggunian Bayan members, three municipal department heads and 10 leaders of fishermen's organizations in Cordova. It was an all-expense paid by the Cooperative. During the one-week trip, we practically hopped from hotel to hotel (not exactly five-stars but business class, if I may say so), eat from restaurant to restaurant (actually Korean food), fly twice within the country and was served full-time by VIP tourist buses. I’m not really good with numbers, but based on the experience, I can say the expenses were substantial. I highly admire how this Cooperative of fishermen takes care of all its member-fishermen; and I mean all--regardless of the size or fleet of the fishing

vessels they own. To start with, the Cooperative has a high-tech Telecommunications Center in Incheon, which keeps track of all these vessels sailing on the waters of SOK. (I’m also no tekky, so please indulge me with this layman’s observation) The center has a huge real-time digital map of the waters within the jurisdiction of SOK with spot-like red lights signifying the location of these fishing vessels. I want to be alone...
I CAN be a reluctant socialiser. I’m sometimes secretly pleased when social plans are called off. I get restless a few hours into a hangout. Maybe, I'll not be invited any more. Or not such often.... I even once went on a free 10-day silent meditation retreat – not for the meditation, but for the silence. So I can relate to author Anneli Rufus, who recounted in Party of One: The Loners’ Manifesto: “When parents on TV shows punished their kids by ordering them to go to their rooms, I was confused. I loved my room. Being there behind a locked door was a treat. To me a punishment was being ordered to play Yahtzee with my cousin Louis.” Several years ago in one of my write-ups, I wrote about loneliness or in other
words: splendid isolation. Asocial tendencies like these are often far from ideal. Abundant research shows the harms of social isolation, considered a serious public health problem in countries that have rapidly ageing populations (though talk of a ‘loneliness epidemic’ may be overblown). In the UK, the Royal College of General Practitioners says that loneliness have the same risk level of premature death as diabetes. Strong social connections are important for cognitive functioning, motor function and a smoothly running immune system. This is especially clear from cases of extreme social isolation. Examples of people kept in captivity, children kept isolated in abusive orphanages, and prisoners kept in solitary
confinement all show how prolonged solitude can lead to hallucinations and other forms of mental instability. But these are severe and involuntary cases of aloneness. For those of us who just prefer plenty of alone time, emerging research suggests some good news: there are upsides to being reclusive – for both our work lives and our emotional well-being. Social anxiety is the single most common psychological problem according to innumerable survey results worldwide. The Magnificent, gorgeous and excellent isolation, resulting out of being nervous when meeting people is really the opposite. DA-10 strengthens partnership with LGUs forrabies elimination
In line with the observance of the Rabies Awareness Month this March, the Department of Agriculture – Regional Field Office 10 (DA-RFO 10) strengthens its advocacy on responsible pet ownership for the prevention and elimination of rabies. Anchored on this year’s theme, “Barangay Kaagapay, Laban sa Rabies Tagumpay,” DA partners with the various local government units (LGUs) in the region for its mass vaccination activities against rabies. Dr. Oryza Kristy N. Bis ahan-B ay lo, Veterinarian II of the Regional Animal Diagnostic Disease Laboratory (RADDL) of DARFO 10, reported that the192,000 doses of rabies vaccines which they received from
the Bureau of Animal Industry (BAI) were distributed to the different provinces and cities in the region. She detailed that through their respective provincial veterinary offices, the provinces of Misamis Oriental, Bukidnon, Lanao del Norte, Misamis Occidental and Camiguin received 38,000 doses, 75,000 doses, 12,000 doses, 30,000 doses and 2,000 doses of rabies vaccines, respectively. Additionally,the cities of Cagayan de Oro and Iligan received 27,000 doses and 8,000 doses respectively, through their respective city veterinarian offices. With regards to the rabies incidence rate in region 10, Dr. Baylo stated that it went down to 7.4%
as of November 2017 from the 11.6% rating in 2016. Through this event, the agency urges the public to become responsible pet ownersby
having their pets vaccinated for free through mass vaccinations in their area, by their provincial/city veterinary offices or municipal agriculture office.
Further, DA hopes that this would intensify the elimination of rabies in the country, in accordance with Republic Act 9482, also known as the

NEDA sees export potential of coffee, cacao

MANILA -- The National Economic and Development Authority (NEDA) is looking to tap into the huge potential for growth in exports of high-value products especially coffee and cacao, in its efforts to diversify the country’s export products. NEDA Undersecretary for Planning and Policy Rosemarie Edillon told reporters over the weekend that these products enjoy high demand in international markets. For cacao, Edillon sees huge potential for exports of premium chocolates, as the country could comply with the single source origin preference of importers. “The markets are there actually especially with respect to coffee and cacao. They (buyers) are asking these from us. Our problem is being able to produce the volume that they need,” she said. The NEDA official cited Nestle, a food and beverage company which wanted to buy all the coffee the country could produce. “But we cannot produce the (required) volume. It requires long-term planning because this is a permanent crop. There has to be a clear direction,” Edillon said. “There has to be convergence with other programs because we need to produce volume for export,” she added. The government is targeting an 8-percent growth in merchandise exports for 2018, supported by a revival of the agribusiness sector. “To achieve this, the Philippines needs to build up integrated industries that would generate higher value addition, especially for key products such as bananas, cacao, coffee, mangoes and rubber as well as for other emerging high value crops,” NEDA Director-General and Socioeconomic Planning Secretary Ernesto Pernia earlier said. SSS intensifies campaign against erring employers, conducts RACE in Lipa City, Batangas The Social Security System (SSS) on Friday conducted its first regional Run After Contribution Evaders (RACE) Campaign against more than 50 stores located at a shopping mall in Lipa City in Batangas. SSS President and Chief Executive Officer Emmanuel F. Dooc said that more than 60 percent of the 54 stores mapped by SSS were noncompliant with Republic Act 8282 or the Social Security Act of 1997. “The RACE Campaign in Batangas is just first of the many regional campaigns that we will be doing for the whole year. We want to track down delinquent employers not only in Metro Manila but also in the provinces,” said Dooc. Dooc added that out of 36 non-compliant establishments, 11 were intermittently paying, six were non-paying and 19 were non-registrant. He said that these employers will be given letters of notice to register their employees as SSS members and pay their monthly premiums.
“With the RACE Campaign, we want to stop the blatant violation of the SS Law among employers. This practice has to stop now,” said Dooc who led the SSS RACE Campaign Team. During the campaign, the RACE Team issued Show Cause Orders to Four Collits Enterprises, Elisse Fashion Corp, Chriki Colleczione Corp, Charles and Patty Food Products and Maritonee’s Snack House due to non-registration of employees. Delinquent employers were ordered to reply to the Show Cause Order within a non-extendible period of 15 days from posting to be submitted to the nearest SSS branch. If they failed to respond within the given period, SSS will take legal action against them. “Employers who violated the SS Law could be sentenced to a maximum of 12 years imprisonment. The Court will also require them to settle the total amount of delinquencies and pay penalties,” said Dooc. Dooc calls on all employees to be vigilant and to regularly check their SSS accounts to ensure that their employers remit their contributions to SSS. He advised them to report immediately to SSS any irregularity in their contributions. “In the first instance that they discover that their employers are not paying

MANILA -- DMCI Holdings, Inc., a diversified engineering conglomerate, expects modest growth this year after recording a 16-percent increase in profit in 2017 on the back of coal energy, real estate, construction and nickel mining businesses. “If we hit (again) 16 percent this year, we will be very happy. (We grow) 16 percent year-on-year,” DMCI Holdings Chairman and President Isidro Consunji said in an interview. Consunji is optimistic that the real estate business “should be good” this year, as sales remained high despite higher prices brought about by increase in construction materials and oil prices, weaker peso and higher interest rates. “I think our real estate (business) will increase because of demographic, economic cycle of the country,” he said. C onsunji also sees strong growth from DMCI’s coal production business segment this year. “For 2018, our financial performance will likely be more modest because of tapering electricity rates and the unresolved issues in our nickel mining and water businesses,” he added. DMCI Holdings reported to the local bourse that its net income attributable to shareholders rose to PHP14.8 billion in 2017 from PHP12.7 billion the previous year, following the restatement of earnings from DMCI Homes. The prior year results of the wholly-owned subsidiary were restated to reflect its shift in account-
ing policy from completed contract method to percentage of completion (POC) method, which was done to align with current accounting practice in the real estate industry. Net income contributions from Semirara Mining and Power Corporation jumped 15 percent from PHP6.9 billion to PHP8 billion due to higher average coal prices and gross electric output. All-time high real estate sales led to a 47-percent surge in net earnings for DMCI Homes from restated earnings of PHP2.4 billion in 2016 to PHP3.6 billion last year. Net income contributions from core business D.M. Consunji, Inc. rose 11 percent from PHP938 million to over PHP1 billion on lower operating costs and favorable settlement of pending claims. When the teachers in the field often late in reporting to school sometime, unaware to some of the DepEd policies, code of ethics for professional teachers, office orders and memos, and rarely disobedient to their higher us and when they become deviant to their own task and responsibilities, indifferent to their subordinates and school stakeholders, and when they abused their professions by corruption, these problems call for moral recovery program. In the light of these facts, teachers are bounded with stressors in the classroom which often cause indifference and sternpersonality towards their students. These problems might affect their family and even the school stakeholders. These sometimes might cause backbiting, vulgar words, and bullying and even pandemonium in the school setting if not being correct properly by the school administrators and guidance counselors. Moral recovery program is one of the most

Starting early, kids who participates in early childhood development achieve highest education and one way to reduce poverty and improve health, gender inequality, peace and stability. Poverty is a social condition that is characterized by lack of resources necessary
for basic survival. Children in poverty typically experience hunger or starvation, inadequate or absent of education and health care and are usually alienated from mainstream of society. Why is education important because it is the most important tools changing students life and the key reducing poverty and education is the foundation of peace and prosperity. A fish auction happens every day (at around 6:00 in the morning) wherein wholesalers bid for the fishes. No middlemen. We all know what some of these middlemen do. After the bidding and the selling, the Cooperative gathers the “unwanted” catch and buys them. These are processed to freeze and
are sold to National Government Agencies, which are “mandated” to buy their fish needs from the Cooperative. A very impressive system. No fish is put to waste, and, most importantly, no fisherman’s hard work is left unpaid for. I feel that most of the fishermen I crossed path with in SOK has HIGH RESPECT for himself and for the job; and this is what a FISHERMAN and the COMMUNITY must have for the FISHING profession. At the end of every day of that seven-day trip, my respect for the fishing industry heightened. I realized how this industry, if prioritized
and provided with much-needed support like knowledge and technology, can bring so much abundance to a fisherman’s life, his family and the country. Yes, my “K-pop” experience may taught me only a few Korean words—annyeong haseyo (hello); pali-pali (faster); and gamsahamnida (thank you)—which I still have difficulty to pronounce, but it has stirred an advocacy in me. A dream that the same system of the Cooperative be established in the Philippines so that our small-time fishermen will not only be “given” fish for the day but will be taught “how” to fish to feed him, his family and the country.

Completion of Davao’s bus system design expected this year
DAVAO CITY -- The Asian Development Bank (ADB), in coordination with the city government of Davao, will complete the design of the High Priority Bus System (HPBS) project this year that will modernize the mass transport system and ease traffic in the city. Kelly Bird, ADB country director for the Philippines, said the HPBS project for this city is already on the design stage and ADB is
closely working with the city government. “We hope to complete it shortly,” he said during the press launch of the Philippines hosting of the 51st ADB annual meeting at the SMX Convention Center. Bird said the design would include a bus terminal, bus stops, and lighting. “And we aim to approve that in 12 to 18 months,” he said. The HPBS project is
DAVAO CITY -- Davao City Mayor Sara Duterte-Carpio will ask the Hugpong sa Tawong Lungsod to officially endorse a barangay captain to fill in the vacant city council seat for the third district left by Councilor Bernard Al-ag. Al-ag assumed as vice mayor of Davao City after Paolo Duterte resigned from the post in December. Duterte-Carpio bared on Saturday that Barangay Captain Carmelo Clarion of Mulig, Toril will replace the vacant seat left by Al-ag as third district councilor. “We requested an endorsement from the Hupong sa Tawong Lungsod for Barangay Captain Clarion of Barangay Mulig to appoint him as eighth councilor of the third district,” she said. Hugpong sa Tawong Lungsod is the local political party formed by then-mayor and now President Rodrigo Duterte. says that these differences are narrowing as the world becomes more globalized. Still, it turns out that solitude is important for more than creativity. Since ancient times, meanwhile, people have been aware of a link between isolation and mental focus. After all, cultures with traditions of religious hermits believe that solitude is important for enlightenment. Recent research has given us a better understanding of why. One benefit of unsociability is the brain’s state of active mental rest, which goes hand-in-hand with the stillness of being alone. When another person is present, your brain can’t help but pay some attention. This can be a positive distraction. But it’s still a distraction. Daydreaming in the absence of such distractions activates the brain’s default-mode network. Among other functions, this network helps to consolidate memory and understand others’ emotions. Giving free rein to a wandering mind not only helps to focus in the long term, but strengthens your sense of both yourself and others. Paradoxically, therefore, periods of solitude actually help when it comes time to socialise once more. And the occasional absence of focus ultimately helps

Filipinos have deep regard which is viewed as a primary avenue for selfimprovement and economic stability. Regardless of the economic status of a family, parents make tremendous sacrifices to ensure that their children receive quality of education, in the belief that it would give them an advantage towards having a better future. From the onset of the colonial rule of the United States of America, with its heavy emphasis on mass public education, most of the Filipinos grew up believing in the American dream of becoming successful with dedication and hard work. But for many in this country the American dream is fading as the gap between rich and poor continues to
grow. Throughout their growing up years, children were told that if they studied hard, they could do something of themselves. While this still holds true, the rules have changed with fast development that is taking place all over the world. The Philippine education system at present is undergoing a major revamp with the completion of the K-12 curriculum implementation and the School Based Management (SBM). Involvement of the parents and external stakeholders are heightened because of the requirement of the SBM, aside from the mass information drive and campaign being undertaken by the Department of Education. Parents and teachers Associations all over the country
is now actively taking part in planning and even in the decision making of schools run by the government. It is believe that parental involvement in education of the children not only improves the operations of the school but more so with the academic performance of the pupils. Learners’ motivation is an essential part of the teaching-learning process. Well-motivated pupils are observed to be more focused and actively engaged in the educational process while poorly-motivated pupils tend to be more passive and reluctant. Motivational strategies are important to elicit and stimulate higher level of pupils’ interest, attention and concentration towards the instruction and instructional activities. Most of the time, the teaching strategies or instructional methods applied by teachers serve as the actual motivational strategies that they apply for their pupils. There are many teachers who rely on the use of audio-visual aids as a strategy to motivate their

It is time that local and school officials, including the parents to band together and join the fight against the selling of cigarettes and liquor not only to students but to minor as well. Section 10 of Republic Act 9211 prohibits the sale of tobacco products within one hundred meters from
any point on the perimeter of a school, public playground or other facility frequented particularly by minors. Under the law, the sale distribution to, as well as the purchase of, by any minor of cigarettes and other tobacco products are also prohibited. This provision is often disregarded even by those parents, who use to smoke, as they send their children to store to buy a stick or a pack of cigarettes.

Among the week’s highlights was the free public screening of the World War II Documentary “Unsurrendered 2: The Hunters ROTC Guerrillas” a documentary which tells the story of the forgotten Filipino Guerrillas that fought against the Japanese during WWII and “VALOR: The Story of Col. Emmanuel Ocampo”. Written by Kagay-anon Bani Logroño, the films were screened for free at all Centrio Cinemas from March 14-17 for high school students and armed forces veterans courtesy of Centrio Ayala Mall Cinemas, Philippine Veterans Bank, Seda Centrio and the Veterans Federation of the Philippines-Cagayan de Oro Chapter.\ Also featured were a series of lectures held at the Centrio Mall Activity Center and Liceo de Cagayan University Library by Virginia Hansen Holmes, who lectured on her personal experience in Mindanao during WWII where her father and brothers fought against the Japanese occupiers as guerrillas, as retold in her memoirs, and Marie Vallejo, also the
