CAGAYAN DE ORO CITY Former City Councilor Candy Darimbang of this city took her oath of office with Court of Appeals Justice Secretary Marie Christine A. Jacob, as a new member of the Board of Directors, Land Bank of the Philippines Resource and Development Corporation.

Darimbang was appointed by no less than President Rodrigo Roa Duterte, it was learned.

In her FB post, Darimbang said Justice Secretary Jacob also sworned him as the number one City Councilor of Cagayan de Oro in 2013.

Canadian Gov’t to donate P178-M C. de Oro has lowest poverty incidence for BARMM’s dev’t trust fund rate in NorMin: PSA

MARAWI CITY—To attain a sustainable development project in the Bangsamoro Autonomous Region i n Mu s l i m M i n d an a o (BARMM), the government of Canada will contribute to the Bangsamoro development trust fund worth P178-million.

The trust fund, which will finance studies on normalization in the conflict-torn region, knowledge-sharing activities, communication materials development, and regular consultations, aims to help former Moro Islamic Liberation Front (MILF) combatants and redevelop six previous MILF camps into “peaceful and productive communities.”

The World Bank, in a document dated March 7, 2022, said, “Canada will provide $4.38-million (in

CAGAYAN DE ORO CITY – This city remains as having the lowest poverty incidence among all areas in Northern Mindanao, the Philippine Statistics Authority in Region 10 (PSA-10) said Thursday.

In a media forum, PSA10 officer-in-charge Janith Aves said the city only recorded 17.4 percent of poverty incidence based on the first semester of 2021 official poverty statistics.

However, this is 2.3 percent higher compared to the 15.1 percent poverty incidence in the city in 2018 in the same semester.

Social cost is priority to mining areas- Robredo DSWD unveils P17.7-M projects in Zambo City

Let Our People Bleed No More

CONFUCIUS once said, “If we focus our attention to the finger that is pointing to the stars, we will miss the beauty of the universe.”

Yes, it is election time and campaign period brings forth candidates bannering themselves as the ones to make life better to the Filipino people, the long awaited leaders to stop corruption, to bring peace, to stop climate change and to end armed struggle. But we must not focus on these candidates with all of their body languages and rhetorical style. What matters is the roadmap that will put in clear categorical term how they will trailblaze the much needed social change.

Let it be understood that hunger and poverty, social injustice and gross inequities are the most horrible manifestation of “negative peace” aptly described as a condition where there is no on-going violence but the ingredients of conflict are present which can erupt anytime. Negative peace comes and presents itself in many ways. Where power and greed driven-structures exist and tolerated with private armies of these politicians as the vanguards; where there are despotic leaders who belong to that category of

those “whom the gods would like to destroy, they make mad first;” where poverty roars its ugly head stripping communities of their human dignity; where the constituents have become beholden to the whims and caprices of politicians through their patronage politics; where social injustice are at its worst portrayed by the farmers tilling the land not their own, or even if they owned the land but they do not control the mode of production and marketing.

Where the people are further socially excluded and marginalized and consigned in the margins of development process; where the sacred act of choosing those who will govern us has been violated through “money politics” and cheatings. All of these are symptoms of societal flaws that have already caused so much bleedings to our people.

Honorable politicians, ang gagaling po ninyo magsalita. But please your messages should be on effecting social transformation in a highly skewed societal order controlled by the elites, cartels, conglomerates and the oligarchs. When the mentioned conditions exist, let us all beware. Physical violence will burst out

anytime for even a flimsy of reason as exemplified by the “Maguindanao Massacre,” a logical conclusion emanating from powerdriven structures that have spawned utmost fear, dire poverty and great disparities. These are by themselves subtle and silent forms of violence, the epitome of negative peace.

Candidates, please address negative peace that must now be converted to positive or genuine peace by addressing head-on the roots of violence. In a country where a few have much too much and the many who are poor have much too little, those who are living in luxury, well guarded in their mansions, will never be secured at all.

Senator Robert Kennedy once said, “If we cannot work to liberate the many who are poor, then, it is impossible to save the few who are rich.” This contention has become even more alarming where the rich have become richer at the expense of the poor. Strengthening our faith thru constant conversion

“THIS generation is an evil generation; it seeks a sign, but no sign will be given it, except the sign of Jonah.”

(Lk 11,29) With these words of Christ, we are somehow asked to develop a strong faith by going through continuing conversion all throughout our life.

We should be concerned about this matter. Our faith should not remain only in the theoretical, intellectual level. It has to be a functioning one, giving shape and direction in all our thoughts and intentions, our words and deeds. In fact, it should shape our whole life.

The ideal is that we feel it immediately. Indeed, it should be like an instinct such that whatever we think, say or do, or whenever we have to react to something, it is our faith that should guide us.

We have to understand that it is our faith that gives us the global picture of things, since it is God’s gift to us, a gratuitous sharing of what God knows about himself and about the whole of creation. It is meant for our own good, for us to live out our true dignity as children of God, meant to live a supernatural life

with God. It is a kind of knowledge that will lead us to our eternal life. It will make us relate everything in our earthly life, both the good and the bad, to this ultimate goal in life which is to be in heaven with God, a state that is supernatural. But it is a divine gift that we need to take care of. It is like a seed that has to grow until it becomes a big tree and bears fruit.

For this, we really need to have a living contact with Christ who is the fullness of God’s revelation to us. He is the substance, the content and the spirit of our faith.

So, the first thing that we have to do is to look for him always in whatever thing we are thinking, saying or doing.

We have to realize then that for our faith to grow ever strong, we need conversion always. Given the temper of the times that would desensitize us strongly of this need, we really have to remind ourselves constantly that we need conversion all the time in our life, and then come out with a practical, doable plan to respond to that need.

We have our weakened flesh to contend with, in the first place. Then the world around us is full of temptations. And the devil will always be scheming for our downfall, setting up traps everywhere for us.

As the Book of Job would put it, “The life of man upon earth is a warfare.”

The opposite is quite true. The closer we get to God and the more determined we are in seeking holiness, the more vicious and deceptive would also be the temptations to block us in our way. At best, whatever state of holiness we can achieve in this life will always be tenuous. We need conversion always!

Cag. de Oro marks 80th Anniversary of MacArthur’s Breakout from Corregidor

SUNDAY, March 13, 2022, is the 80th Anniversary of General Douglas MacArthur’s arrival in Macabalan Pier following his successful breakout from Corregidor.

US President Franklin D. Roosevelt earlier ordered MacArthur to escape to Australia when the fall of the Philippines became imminent. Instead of taking the usual route by submarine, MacArthur instead chose the PT Boats of Motor Torpedo Boat Squadron 3 to bring his family and staff from Corregidor to Cagayan de Misamis.

Skippered by Lt. John D. Bulkeley, the four PT boats safely transported MacArthur’s Party from March 11 to 13, 1942 to the Macabalan Pier in Cagayan, from whence they were whisked to Del Monte in Bukidnon, eventually escaping to Australia on March 17, 1942.

Macabalan, Cagayan de Oro City is dedicated to the memory of this successful breakout. The construction of the Marker was led by the Rotary Club of Cagayan de Oro through the initiative of former Mayor Tinnex Jaraula, a former club president and Past District Governor of Rotary International District 3870.

Besides the Macabalan Marker, another MacArthur Memorial Marker has been set up in Manolo Fortich, Bukidnon where General MacArthur and party took off for Australia on March 17, 1942 on the last leg of their successful breakout from Corregidor aboard two B-17E Bombers. This project was an initiative of

the Rotary Club of Northern Bukidnon and the Local Government of Manolo Fortich, Bukidnon.

In March 13-17, 2017 the City of Cagayan de Oro and Municipality of Manolo Fortich, Bukidnon jointly celebrated the 75th Anniversary of General Douglas MacArthur’s Breakout from Corregidor with a weeklong festival including a reenactment of his arrival at Macabalan Port and convoy to Del Monte, exhibits, lectures, an optical mission, among others.

The 75th Anniversary of the Breakout was commemorated by the Cagayan de Oro Historical and Cultural Commission, with visitors from the MacArthur Memorial Foundation, Norfolk Sister City Association, American Guerrillas of Mindanao, the US Embassy in Manila, Philippine Veterans Affairs Office, Veterans Federation of the Philippines, and the Philippine Veterans Bank.

The two reenactments were a joint undertaking of the City Government of Cagayan de Oro, Municipal Government of Manolo Fortich, Bukidnon; Philippine Ports Authority Misamis Oriental-Cagayan de Oro Port Management Office, Philippine Navy, Philippine Coast Guard, 4th Infantry Division of the Philippine Army and the Department

of Education.

An exhibit featuring relics from World War II was held at the Centrio Mall in coordination with Ayala Malls, the 4th Infantry Division Philippine Army, Mr. Jose Vicente Cabrera, and the Cagayan de Oro Historical and Cultural Commission. Another exhibit focusing on the guerrillas was also held at the Liceo de Cagayan University Library.

DepEd Ozamiz expects more schools to reopen for face-to-face classes

OZAMIZ CITY, Misamis Occidental -- The Department of Education (DepEd) in Ozamiz City foresees the reopening of more schools to hold limited in-person classes with its progressive expansion, as alert level status was lowered in the province.

Ozamiz City Schools Division Superintendent Jean G. Veloso said the implementation of face to face classes is progressive as they are still studying the situation to really ensure the safety of teachers, children, and the entire community.

Wilma Guillen, the PSA central office assistant statistician, said the full 2021 poverty statistics can be expected around September this year.

Moreover, National Economic Development Authority–Region 10 Director Mylah Faye Cariño stressed the importance of identifying areas that have higher poverty levels for purposes of program effectiveness and development strategy in a rapidly changing economic environment.

Aside from the PSA provincial-level data, Cariño urged local government units to use other sources of data such as the National Household Targeting Sections (NHTS) and the 2018 Small Area Estimates of other concerned government offices to measure poverty incidence.

TECH-driven education is key to transforming the Philippines’ development agenda and can be the foundation in laying out the road map to our overall growth.

Technology can be a game changer for education if it is approached from a holistic perspective.

Equal and equitable access to education is a keystone to establishing a progressive society. It creates opportunity and is often the single most important factor towards upward social mobility. However, while the challenges are grave, tech-driven education has the potential to help bridge this mammoth divide. Technology defines our era, bettering the way we live, work and what we’re

able to do in nearly every aspect of our lives.

Tech-driven education is a great equalizer as it offers students access to quality learning. This potential to bridge the gaps in learning may be the most exciting and transformative feature of education technology.

Factors such a parental pressure to help with domestic chores as well as the high cost of school fees can lead to poor literacy rates. To combat this, digital education can perform as a powerful tool in overcoming access and cost barriers.

This increasing smartphone and Internet penetration has boosted the growth and adoption of online learning further.

School preparedness in face to face classes

ADJUSTED logistic regression revealed an association between increased screen use and increased vulnerability in school readiness. This, as the Department of Education (DepEd) has urged public schools nationwide to start conducting self-assessment in preparation for the expansion phase of face to face classes.

DepEd will implement face to face classes with safety measures in place. DepEd has been instructed to implement face to face classes in a select number of schools for the pilot run. The agency looks forward to eventually covering the entire school system when it comes to the implementation of face to face classes.

Given this, DepEd is encouraging all public schools

nationwide to start conducting self-assessment using the School Safety Assessment Tool in preparation for the expansion phase of the face to face classes. In the advent of this new generation nowadays and in this new normal, it cannot be denied that one of the challenges that greatly posts not only to the parents but also to the public school teachers is the imposition of discipline, specifically positive discipline among our young learners of today. The Department of Education (DepEd) has been intensifying and strengthening the implementation and practice of positive discipline in the everyday teaching of our teachers.

Positive discipline is a program developed by Dr. Jane Nelsen. It is based on the work of Alfred Adler and Rudolf Dreikurs and is designed to teach young people to become responsible, respectful and resourceful members of their communities. Positive discipline teaches important social and life skills in a manner that is deeply respectful and encouraging for both children and adults, including parents, teachers, childcare

providers, youth workers, and others.

Recent researches tell us that children are hardwired from birth to connect with others, and that children who feel a sense of connection to their community, family and school are less likely to misbehave. To be successful contributing members of the community, children must learn necessary social and life skills. Moreover, positive discipline is based on the understanding that discipline must be taught and that discipline teaches.

Thus, in every school setting, positive discipline must be imposed in the everyday teaching of the teachers to the pupils. Child learners should not be expressed with verbal hurtful words so as to not feel them being bullied even by the teachers and their classmates. Teachers must be very extra careful in giving comments and opinions to their learners, and yes, teachers must be extra sensitive when talking and directing instructions to them.

Technology is an important tool in mathematics education. Through technology, students can improve their bounded knowledge and ideas in mathematics.

Technology can improve the teaching method and bring new ideas to life through engaging and interactive tools because students’ performance in mathematics subject is decreasing because they tend to be lazy in doing things, which can lead to procrastination, which can cause a lot of problems in the future. As a result, instructors and students must use technology to give additional support in order to fulfill all of their needs and create a customized educational environment.

Teaching mathematics with technology molds and influences digital learners’ attitudes and interests in this topic. We cannot meet

our achievements and aims for students if we do not use technology.

Teachers and students must have regular access to approaches that aid and promote mathematical awareness, reasoning, problem-solving, and communication. Effective educators maximize technology’s potential to produce knowledge, stimulate learners’ engagement, and improve their mathematics skills.

To do so, teachers must understand how to employ technology to design classrooms that help children i mprove m at he m at i c a l understanding. expression, remains an integral component of academic success and future outcomes.

It’s importance to word recognition and building a deeper understanding of the text is also essential for cultivating strong literacy skills.

There are reading practice tools out there that automatically generates individualized exercises based on each student’s specific needs.

This new offering complements other tools supporting students in developing critical literacy skills. They automatically identify words that the student struggled with and creates additional opportunities for practice. Self-esteem can have a big impact on motivation and achievement later in life.

The need for a sense of personal importance, value, or self-esteem is one of the requirements that drives human activity. Our need for social approval and prestige is evidence of our self-esteem.

Everyone has an innate desire to develop and reach their full potential. One of the fundamental factors motivating conduct was the desire to

reach self-actualization. Selfactualization is the process of becoming the best version of oneself. This could entail putting abilities to good use on a regular basis, honing strengths, and achieving objectives.

Teachers’ motivation, self-esteem, and self-actualization have an impact on their ability to advance in their careers. Without this mindset, the challenges and difficulties that will be faced would stifle the motivation to attain the goal of promotion.

Evidence of accomplishments and performance are unavoidable while aiming for promotion. The paperwork will back up the promotion claim. DISTANCE LEARNING EDUCATION: AM I RELEVANT?

The COVID-19 pandemic had caused schools worldwide to make an abrupt and unexpected academic switch to distance education to protect the health and well-being of the learners, parents, teachers, and personnel. The crisis also has negatively affected the economic and business aspects of countries and individuals. In the academe, stakeholders were so concerned about the impact of distance education, including online, on learning.

Castroverde & Acala (2020) revealed in their research findings that among the challenges that the teachers encountered include the difficulty in validating students’ performance. They have the reservation whether the learners are answering the module learning activities.

In addition, the reduced contact hours for learners and teachers have likely caused the drop in the level of academic performance of the students. There is also a learning gap due to a lack of consultation with teachers when facing difficulties in learning/understanding (Sintema, 2020).

Most public schools in the Department of Education opted for the printed modular learning modality based on the survey conducted with the parents and guardians. In Bulua National High School, the survey for the school year 2021-2022, revealed that 3,004 of the parents/guardians preferred printed modular learning.

The data represents 71% of the 4,231-total enrollment. Only 344 (8%) preferred online learning due to slow internet connection and the unavailability of gadgets.

This unexpected shift to distance learning has been so challenging to all the teachers.

One aspect is the need to create video lessons for the learners to view online whether synchronously or asynchronously. Projecting on camera and video editing were my unusual teaching pedagogies.

Yet, I have to stay relevant to the advancing digitization needs to deliver the much-needed quality education amidst this pandemic.

I was able to make innovative instructional materials that the learners can learn from at their own pace, place, and time.

In this new normal education, almost all of us are neophytes.

Hence. the knowledge, insights, and skills that the speakers shared during a series of training and webinars are vital. They inspired me to be more creative and engaging with the learners. This distance delivery modality unleashes the teachers’ multi-faceted talents.

Co-learning with my co-teachers and learning from my coaches and mentors have also made my tasks lighter. It also promotes enhanced strategies, better collaboration, and better relationships among colleagues. I need to practice

humility, openness to new learnings, and flexibility in behavioral differences.

Lastly, my great realizations are in the assessment and feedbacking of learners. They are so diverse in terms of literacy level, socioeconomic status, religious practice, among others. As observed, the Self-learning Modules (SLMs) are not enough for them to master the competencies. I needed to explain the concepts that are difficult to understand. The challenge is for those learners who have no gadget to communicate with the teacher.

They will be left on their level of understanding. There is a digital divide that is at the disadvantage of those who are financially hard-up.

When I read the learners’ reflections and essays, they perceived that the printed modular distance learning is ineffective. They need the teachers to facilitate in mastering the required competencies. The online class has also helped them better understand the lessons.

However, only 20% can afford to join because some have no gadgets while others have low or no internet connections. Their honest answers to the question “How do you think can a teacher help you better understand the lessons in this new modular distance learning delivery?” struck me to make meaningful realizations.

Some say that this new instruction delivery was ineffective because of the following: 1) the presence of the teacher to facilitate learning is limited; 2) they need to learn only from the SLMs and rely on their capability; 3) feedbacking as to whether their answers to the activities are correct is delayed; 4) some SLMs does not match the literacy and socio-economic levels of the learners; 5) the learners have different learning capabilities.

As a public-school teacher, I should do the extra mile to stay more relevant with the learners: 1. Enhance my teaching skills to provide the best learning engagement with the learners, effectively provide the best learning outcome, and equip them with lifelong learnings.

2. Implement Blended Learning Delivery Approaches such as video lessons, Facebook/Messenger communication, online learning delivery, cellphone communication, and the like.

3. Dig deeper into the situation of every learner for me to empathize and employ contextualized learning delivery and give appropriate feedback.

4. Maximize my engagement time with them to provide timely and adequate feedback whenever they need them.

5. Be kind and compassionate to everybody.

6. Strengthen collaboration with the School Head, coaches, mentors, co-teachers, and parents or guardians.

Thailand International Mathematical Olympiad (TIMO) is an annual international Olympiad competition jointly organized by OCEC from Hong Kong and Thailand Mathematics Society. TIMO is a platform to stimulate and foster young people’s interest in learning mathematics, to strengthen the ability of their creative thinking, to widen their international perspective, and to promote the development of primary and secondary education and exchange of educational cultures throughout countries/ regions. TIMO committee members invited 14 regions /countries such as Hong Kong, China, Indonesia, Singapore, Malaysia, Thailand, Ukraine, Philippines, Kyrgyzstan, Iran, Taiwan, Vietnam, Myanmar and Cambodia to participate.

Misamis Oriental public and private schools are joining International and National, local mathematical competitions. The rationale of joining math Olympiad is that it is an avenue in teaching and learning. TIMOs is a good program for Misamis Oriental because the municipal/ local government unit are very supportive. Students are motivated to learn and to bring honor, because of

Workers availing of ‘Bayanihan, Bakunahan’ not considered absent – DOLE EMPLOYEES in the private sector who are out from their work due to their scheduled COVID-19 vaccination or booster shot during the National Vaccination Days (NVD) or ‘Bayanihan, Bakunahan’ on March 10-12 must not be marked absent.

In Labor Advisory No. 05 series of 2022, Labor Secretary Silvestre H. Bello III said employers are highly encouraged to allow their employees to avail of the vaccination program.

The same consideration must also be applied if the private sector workers accompany their children for vaccination, Secretary Bello announced yesterday.

The labor chief said the labor advisory applies to employees in the private sector who will have their second dose and missed dose of COVID-19 vaccine or booster shot.

Also covered by the labor advisory are those individuals under Priority Group A2, workers in the health and

economic sector who are yet to receive their booster dose, and those who will accompany their children for vaccination.

“I enjoin our employers in the private sector to support the government’s implementation of the Bayanihan, Bakunahan Part IV COVID-19 Vaccination Days and help in sustaining efforts towards full economic recovery and ensuring the health and safety of our workers and their families,” Bello said.

Employees who will be availing of the vaccination may also be allowed to use their available leave credits, subject to company policy or collective bargaining agreement.
