I am very happy to hear that the FDA has given the go-ahead for the use of the COVID-19 test kits developed by our scientists over at UP. I urge the government and UP to immediately mass-produce this test kit, if supplemental budget is necessary for this, I am more than willing to sponsor the measure. Since this is more affordable and more accessible, we will able to cater to more patients. Thank you to our UP scientists for this speedy answer to our test kit problem. One reason for the growing panic in the past few days has been the severe lack of testing kits—we had only 2,000 testing kits, which is simply not enough to cater to our population, even just in Metro Manila. With UP’s test kits, we can now more have a better diagnostic process for the virus, and hopefully, this will allow us to develop a better containment strategy as well, as we find out which areas have the most cases. Preventive measures versus COVID-19 intensified in CdeO

THE city government of Cagayan de Oro has intensified its preventive measures against the possible spread of Coronavirus disease (COVID-19). This was announced by Dr. Joey Retuya, epidemiologist of the City Health Office (CHO), during the regular session presided over by Vice Mayor Mayor Raineir Joaquin V. Uy. Dr. Retuya presented updates and the measures being undertaken to prevent the spread of COVID-19. According to the health official, the city created a COVID-19 Task Force headed by the CHO which is composed of different local and national agencies. He said the Department of Interior and Local Government (DILG) issued a memorandum circular mandating local barangays to reactivate and establish their respective Barangay Health Emergency Response Teams (BHERT). In response to this, Dr. Retuya said the CHO oriented members of the Liga ng mga Barangay last month on COVID-19 and the process of establishing or reactivating their emergency response teams. “The CHO created the algorithm to be used by the BHERT in identifying community members who have arrived or travelled in the

past 14 days to focus more on arrival/travel from China and the special administrative regions to include Hongkong and Macau,” said Dr. Retuya. FLOW CHART OF ALGORITHM Dr. Retuya said if there is a history of travel abroad, and there are symptoms within 14 days, the BHERT should call the CHO’s Health Emergency Management Section (HEMS) to facilitate the patient’s referral to the Northern Mindanao Medical center (NMMC). He said, if there are no symptoms, self or home quarantine will be advised for 14 days, which will be monitored and followed up by the BHERT. COTABATO CITY – Maguindanao Governor Bai Mariam Sangki-Mangudadatu on Monday pledged PHP1.5-million worth of funds for the women police officers’ cooperative in the Bangsamoro Autonomous Region in Muslim Mindanao (BARRM). “(This) is in support of women’s development in the police organization,”

said Mangudadatu, who was guest of honor and speaker during the opening program for the National Women’s Month by the Police Regional Office–BARMM at Camp S. K. Pendatun in Parang, Maguindanao. PRO-BARMM chief, Brig. Gen. Marni C. Marcos Jr. said the activity aims to recognize the women’s vital contributions in nationbuilding through the police service.

CAMIGUIN -- To give foreign resident nationals a chance to discuss their personal queries regarding their residency, the Provincial Government of Camiguin partnered with the Bureau of Immigration (BI)-10 in conducting a consultative meeting in ever y municipality, March 9-11. Session hall was attended by hundreds of foreign residents who were able to address different questions regarding legal documents for residency renewal, different visa applications, citizenship, and the like. BI representatives reminded the foreign residents to signify their presence to their office every first 60 days of the year for verification purposes. If the foreign residents are not in the country within those days, they should immediately proceed to the office within the 15-day extension after their arrival in the country. To be identified easily and have an ease of transaction, the provincial government plans to make a specific identification card for the foreign resident. The province considers this meeting as a way to discuss government’s program in peace and order, security protection, legal issues, and promulgation of the rules and regulations in the country. Toyota Safety Sense Now Available in the 2020 Alphard TOYOTA Motor Philippines (TMP) has officially made available in the country the updated Toyota Alphard with select Toyota Safety Sense (TSS) features. TSS is a suite of modern, active safety features designed to assist the drivers and provide greater peace of mind. Pre-collision system (PCS) alerts drivers on the possibility of collision, and, depending on the need, assists in prevention of accidents as well. Sensors and cameras detect the possibility of a collision and reacts with consideration of the driver’s actions. When a possibility of collision is detected, the driver is alerted through beeps and visual warnings. When the possibility of a collision is higher and the driver steps on the brakes, the brake assist system will provide additional pressure as needed. When an even greater possibility of collisions is detected and

the driver did not step on the breaks, automatic brakes will be activated to prevent collision. The Automatic High Beam (AHB) feature makes it easier to drive at night by intuitively adjusting the headlight’s

beam setting. When high beam setting is in use, the system automatically switches to low beam upon detection of vehicles at a certain distance in front or incoming vehicles on the opposite lane, and

revert back to high beam setting once the path is clear. Cruising is also easier with the Dynamic Radar Cruise Control (DRCC) and Lane Tracing Assist (LTA) plus Steering Assist. When activated,

the vehicle drives at constant preset speed and will adjust within the set cruise speed when there’s a vehicle in front to maintain appropriate distance. Full speed range following function enables the vehicle to

decelerate to 0km/h when the vehicle in front comes to a full stop. While DRCC is active, LTA will keep the vehicle centered when there are clear and visible lane markings on the road. This function applies force on the steering to assist the driver in avoiding lane departure. DRCC is a variation of the Adaptive Cruise Control (ACC) which is included in the Hiace Super Grandia Elite. These TSS features, also previously introduced in the 2019 Corolla Altis Hybrid and 2019 Hiace Super Grandia Elite are meant to complement available passive safety features such as seatbelts, airbags, and the vehicle’s impact absorbing structure. “The Toyota Alphard prides itself in the luxurious first class experience it provides its passengers. Covid-19: the new normal

MANILA — There is a fearful forecast circulating here that Covid-19 will last until the end of this year, or even beyond 2020. Local health authorities say Covid-19 has become the new normal because, like it or not, it will be part of our daily existence. And this is also the thinking of the World Health Organization (WHO).

Amid an increase in preventive measures against the epidemic such as travel restrictions, school closures and the cancellations of largescale public events, Covid -19 has become clear and present danger to human lives. The number of people diagnosed with Covid-19 keeps on rising, and is now global with almost countries

affected, the latest of which is the European Union. The global number of confirmed cases of Covid-19 has surpassed the 100,000 mark and the death toll is close to 4,000 as of latest count. That said, there are three possible scenarios the world has to closely monitor: outbreaks, endemic or worse, pandemic, and live with it

Launching a Cooperative Revolution

IN his book, “An Urgent Call for a Cooperative Revolution,” then Chairman of the Cooperative Development Authority, Roberto Pagdanganan said that, “If a few elite will continue to have much too much and the many who are poor will continue to have much too little, we will find our country in a condition horrible even to contemplate.” No doubt, poverty breeds conflict; it is the best recruiter for terrorists. Thus, by all means, poverty must be met head-on with all determination if the country has to survive. This is true in a nation that has been described in the 80s in a Study by the World Bank as “seems to be in the brink of economic disaster” but not anymore under the present dispensation as those in the margins are now being empowered through cooperativism. Like a sinking ship, people are jumping on board in droves so as to find decent

jobs in foreign lands. While they have abandoned the sinking ship, yet, wonder of all wonders, they are the ones keeping the ship afloat by their thirty billion dollars or so remittances every year. While we have no qualms in that, we have to understand that in the long term, the destiny of this country should not depend on these remittances but on the decision of those who remained to reverse the trend of economic difficulties. Reversing the poverty trend is easier said than done. This means making the people productive; this means, finding jobs for those who have none; this means having food security and ecological integrity, this means, uprooting the root causes of why we are poor. This is the essence of cooperativism whose DNA is one of members-owned, value-based, philosophy driven and advancing sustainability and inclusive

growth to erase social injustice and inequality. However, before we can solve the problem, we must first know why there is such a problem in the first place. Why is there so much poverty in a country oozing with so much ecological resources? Why all the regions in Mindanao are suffering from high poverty gap ratios than the rest of the country notwithstanding the fact that this second biggest island Is the country’s “food basket” and where two-thirds of the country’s exports are coming from? How can we mobilize whatever we have to stop our accelerating drive toward economic disaster against the backdrop of rising prices? Before we know the answers, we must first ask the questions, so to speak. In my sorties around the country talking to farmers, fisher folks, women, workers, the youth, the indigenous people and social

innovators, these are the many questions raised. While we may have so many questions to answer, however, all these have led to only one answer, and that is, cooperativism! This is so because it is the common analysis that the root cause of the problem of poverty is the marginalization of the people to participate in development processes. Thus being the case, the only remedial measure is to capacitate the people to mobilize their collective energies and potentials so that they can be put in the mainstream of development. When people bind themselves together to craft their own destiny, the spirit of cooperativism exists. Such is now manifested in so many ways. U.S.A. the Babylon of the 21st century

THIS might be a provocative statement but please take it easy and decide to study your bible with me. Open your Bible in Daniel Chapter 1. In the book of the young prophet Daniel, Babylon was the super power nation during the reign of King Nebuchadnezzar the year 605 BC. This was 2,600 years ago. Babylon “old name of Iraq” was the headquarter of the Babylonian empire. Daniel and few chosen young Hebrews became captives. During this time King Nebuchadnezzar dreamed a great image which Daniel gave the interpretation and it was God of heaven who revealed to him the dream and its meaning. Read Daniel Chapter 2. God revealed to the King the succession of Super power nations from Babylon until the return of the

Messiah, the Lord Jesus Christ in Daniel 2:19-23. By following our world history, we learned that Babylon was defeated by Persia(Iran), Persia defeated by Greece and Greece defeated by Rome. Roman Empire was divided by itself and there were many wars within the European nations in those years. The Bible stated that the feet of iron and clay cannot be united, Daniel 2:41-43. United Kingdom, France, Russia, Rome and Germany were strong rivals to control the economy and politics of the region. The big question is, who is the Super power nation today? Many Bible scholars and theologians of the past who were teaching that Babylon or Iraq will be rebuild and be restored into power. I disagree because even Saddam Hussein failed in his dream to make Iraq

the new Babylon. For me the true answer of this big question is none other than the United States of America. America was founded, built and populated by Europeans, just review your history. Russia and China are trying to compete but America today is globally accepted as the # 1 Super power nation. Therefore, I conclude that U.S.A. is the modern Babylon of today. BUTUAN CITY – Following the declaration of a national health emergency, various government line agencies and local government units (LGUs) in the Caraga Region have heightened their preparations to prevent the potential spread of the 2019 coronavirus disease (Covid-19) in the area. “We already convened our stakeholders, the chiefs of hospitals both public and private to check their preparedness,” said Dr. Jose Llacuna Jr., the regional director of the Department of Health in Caraga Region (DOH-13). Llacuna told the Phil-

ippine News Agency on Tuesday that isolation wards and dedicated areas for Covid-19 patients in government hospitals have been established. “We also told private hospitals in the region that the DOH will provide them with protective equipment,” Llacuna said. As of Monday, Caraga has nine patients under monitoring (PUMs). Meanwhile, the Department of Education in the region (DepEd-13) has “indefinitely” postponed the scheduled Caraga Regional Athletic Meet on March 13 in Siargao Island. AGRARIAN Reform Undersecretary for Special Concerns Office (SCO) Carim Panumpang underscored recently the critical role women play in spurring rural development and in nation-building. Panumpang said women’s commitment and ingenuity in finding ways to improve the standards of living of their families and in rallying people’s participation in community affairs are but some of the qualities of women that are worth emulating. “Women can contribute more than what is expected of them because they possess enormous potential to improve food production, generate income and contribute to sustainable rural development,” Panumpang said during the 4th Regional Women’s Month Celebration held at the Univesity of Rizal System in Morong, Rizal. Despite their enormous contributions, Panumpang lamented the appalling situation of the women, saying: “They continue to be among the most marginalized and poorest groups in the society.”

DAR Undersecretary for Special Concerns Carim I. Panumpang said that in recognition to the critical role being played by the women-farmers in rural development and nation-building and to improve their capacity to manage their own agri-business and organizations, the DAR has provided trainings to 121,202 women ARBs in 2019. DAR has also extended micro-finance services to 79,860 women ARBs and credit facilities to 31,169 others.

“Rural women continue to suffer multiple burdens – the lack of access to resources, infrastructures and basic social services,” Panumpang said. He said the wrong notion that “women’s role is always in the house” is one of the major factors in gender inequality that contributes to

the development of inferiority complex in themselves. Other factors to gender inequality, he said, include the lack of information on laws on gender equality, programs, resources and services, the belief that men still dominate the leadership structure, and the impediments imposed by

traditional politics against women’s participation in any elections. Panumpang, however, said a bright future is forthcoming as the Philippine society slowly but steadily recognizes the basic rights of women as enshrined in the Republic Act 9710, also See HAILS, page 9

Postrero, 22 and a neophyte in beauty pageants, made her first impression to the judges when she won the Best in Talent award, urging women to be “BeYOU-tiful” while removing her makeup and baring her naked face to the public. In her Facebook post, Postrero said that she had doubts because of her figure, skin tone, and overall physical appearance for those characteristics would never qualify her as an epitome of beauty. But she proved that beauty standard in the 21st century was truly evolving when she was crowned as the new “Paragon of the Eagle Wings” during the

coronation night. “My journey was never easy but I always taught myself to look for the brighter side.
