Daba even welcomed Beja’s termination saying it is a “godsend that would pave the way for the truth to come out.” For his part, Councilor Teodulfo Lao described Beja as a competent manager. “It should be the directors who fired her who should resign,” added Lao. Of the five directors in COWD, three signed recommending for Beja’s termination. “However, to my personal observation the best
persons to be fired out and or advise to tender resignation are the members of the board of directors because they are incompetent and their personalities are no expert in water system and management,” Lao told Mindanao Daily News. Daba and Lao, along with fellow Councilor Enrico Salcedo, have filed a complaint before the Philippine Competition Commission alleging that COWD and its partner(s) maintain a water cartel in Cagayan de Oro City. That complaint is still pending.

ARMM designates deputy governor for Christians COTABATO City--The Autonomous Region in Muslim Mindanao (ARMM) has appointed a focal person to look after the plight of Christian minority living in the bastion of Islamic faith in the Philippines. ARMM Governor Mujiv Hataman appointed Edgardo Ramirez, a peace and human rights advocate, as deputy governor for Christian Affairs effective March 1. ARMM, which straddles the provinces of Maguindanao, Lanao del Sur, Basilan Sulu and Tawi-Tawi, has a population of around four million based on the 2015 census of the Philippine Statistics Authority. Muslims comprise 90 percent of its population and the rest belong to various Christian denominations, majority of them Roman Catholics. Republic Act 9054, the expanded ARMM law, mandates the appointment of deputy governors for Muslims, indigenous peoples and Christians. “Christians are a minority in the autonomous Muslim region and the regional government wants to know their sentiments and condition so we can address their needs,” Ramirez told
MindaNews early this week. The autonomous Muslim region tolerates other religions, he stressed. Catholic missionaries, including the Oblates of Mary Immaculate, are known to operate in the impoverished Muslim region for decades. Ramirez promised to go around the region and mingle with the Christian population so he can personally hear and relay their sentiments to the regional government and other concerned agencies. Ramirez said that one of the top priorities of the Christian desk was to establish the socio-economic and demographic profiles of non-Muslims to help policy makers formulate development plans for them.
CAGAYAN de Oro City-National Police Commission (Napolcom) on Tuesday served the order of dismissal from service to eight members of Misamis Oriental Provincial Police Office after they were found administratively liable for violating Republic Act 9344 otherwise known as the Juvenile Justice and Welfare Act of 2006. In a decision dated 25 August 2017, the Commission En Banc found Police Senior Inspector Edwin F. Epan, Senior Police Officer Roy Sabaldana, Police Officer 2 Richard Amoguis and Police Officer 1 BS Patrick Maape culpable for grave misconduct and meted upon them the penalty from the
service. The decision states that on 03 October 2013 at about 10:00 p.m., the said police officers then assigned at Opol Municipal Police Station, arrested two minors for allegedly being involved in a crime of theft without immediately notifying the parents of the minors or guardians, the local social works and the public attorney’s office in utter disregard of the Revised Rules and Regulations Implementing RA 9344. The police officers also employed unnecessary force and violence during and after apprehension of the minors, failed to take them to a medical or health officer for examination but
placed them instead in a cell together with adult offenders. The Napolcom ruled that the police officers incur collective administrative liability of grave misconduct under the doctrine of implied conspiracy while hoding that the testimonies of the minors are clear and credible. In addition to the penalty of dismissal from the service of dismissal from the service, the Commission En Banc also imposed the accessory penalties of cancellation of police eligibilities, forfeiture of retirement benefits, except accrued leave credits and perpetual disqualification from holding public office. THINK a minute. Millions of children today come from broken families. But have you ever wondered if children of divorced parents totally get over it? Do they bounce back to live truly healthy, happy lives? Or are there any longterm damages done to kids by their parents divorcing? Recent statistics show that 90 percent of children from divorced families experienced serious shock, grief, and fears. Fifty percent felt rejected and abandoned. One third of the kids feared being left even by the parent they were still living with. Two thirds experienced extreme loneliness for their other parent they were not
living with. And surprisingly, 37 percent of the children were even more unhappy 5 years after the divorce than they were when it first happened. In other words, time did not heal their wounds and pain. After the children of divorced parents grew up, 40 percent of them never married, compared to only 16 percent of children who grew up with both their parents. Children of divorce were more likely to use drugs and alcohol before age 14. They had less social skills and confidence, and were less successful at university. They were also more likely to commit crimes. Girls whose parents di-
vorced experimented with sex at an earlier age and were more likely to get pregnant as unmarried teenagers. In fact, the evidence is very strong that the damage from divorce in one way or another lasts a lifetime. You see, since marriage is the foundation of the family, it makes sense that if you destroy the marriage you destroy the family. The old saying “Divide and Conquer” has been working to hurt and destroy millions of children’s lives. That’s exactly what divorce in a family does. The mystery of ‘un-nok’ at the Cagayan River

Men committed shameful acts with other men…” (Romans 1:26-27, the Holy Bible). -oooTHEY MYSTERY OF “ U N - N O K ” AT T H E CAGAYAN RIVER: This is a story from Ms. Edna Clavita Cababa, a client of mine from Aparri, Cagayan, relative to a shell fish which was known among Cagayanos as “un-nok” or
“balinggasa”. According to Edna, this kind of a shell fish was harvested only from the banks of the Cagayan River that lie in the town of Lallo. Ms. Edna told me that while “un-nok” was plentiful and was a major source of livelihood for the people of Lallo about ten to fifteen years ago, it can now hardly be found or harvested from the Cagayan River. It was as if “un-nok” deliberately made itself scarce or extinct from the Cagayan River. Why did this happen? From the narrative of Ms. Edna, there was a time when many of the people who ate “un-nok” ten to fifteen years ago suffered bum stomach and appeared like they were

hit by an epidemic of dysentery. After blaming “unnok” for this ailment, people gathered all the “un-nok” they could lay their hands on from the Cagayan River, brought it to a hill, and burned them there. From that time on until now, no “un-nok” ever appeared in the river again! -ooo“UN-NOK” AND ITS MESSAGE TO CAGAYAN AND THE WORLD: What is the message from this story of the shell fish known as “un-nok” from the Cagayan River? Simple: whatever mankind is eating from the soil, from the seas, or from the air, should be a cause for great thanksgiving for him towards God. All of these

Getting out from poverty NAAWAN, Misamis Oriental--When I was in the grades, one of the first songs I easily learned to sing was “Bahay Kubo.” The song goes: “Bahay kubo kahit munti Ang halaman doon ay sari-sari: Singkamas at talong, sigarillas at mani, Sitaw, bataw, patani. “Kundol, patola, upo’t kalabasa At saka mayroon pang labanos, mustasa, sibuyas, kamatis, bawang at luya sa paligid-ligid ay panay na linga.” Then and until now, every time I hear the song the imagery in my mind is that of a cool small house made of light local materials – of bamboo and nipa shingles, alongside a rice field near a murmuring brook. Now, I love to be entertained by the thought that the small rice field was free of pesticides and acidic fertilizers and the brook was clear of the leaches of those pollutants and thus abounds with fish, shells and shrimps. The range chicken, pigs and vegetables raised by the farming family was organic, that is, free from contaminants of any kind, be it medicines, vitamins or other farm inputs. Some guys who pretended to be nationalists accused the early American occupiers of idealizing to us this song, so that we remain undeveloped and dependent to the USA on many things we need to survive as a nation. I believe otherwise. The bahay kubo is a sensible model of a sustainable and self-reliant development. A
nation that is self-reliant in food production in a healthy environment is the most advanced and developed of all nations. The Western model of development that puts heavy emphasis on material consumption is destroying our planet. It is responsible for global warming and the many disasters spawned by climate change we are currently experiencing. Yet, it is the model that is copied everywhere. As our leaders endlessly hark of lifting the poor from the quagmire of poverty, we need to ask on the model of development they are aiming at. Is it to increase the level of consumption of the people to the leaders’ level, or, perhaps, one-half or even just one-fourth of it? An authentic Earth and life-saving development demands that people reduce their consumption. It may now be totally impossible for us to go back to a bahay kubo way of life. But it can still be approximated, to begin with a willful honest-to-goodness implementation of an agrarian reform program. The rest which is dominantly in the realm of education and law enforcement will simply follow. Becoming rich is not a bad aspiration at all. Unknown to many, however, to be rich is not to have more but to have less. The truly rich have very few needs and possess less. Thus they are free from useless worries and unnecessary concerns, and have not much to fear. Yet the levelling up of consumption has become the See POVERTY, page 8

Women sorely underrepresented at top levels of govt, industry—study Filipino women remain sorely underrepresented in the highest positions in both the government and industry, where the most important policies are decided. This was according to a study by state think tank Philippine Institute for Development Studies (PIDS) that looked at current statistics on female representation in key leadership positions in the Philippine government and industry. Top-level positions in government include elective and appointive positions across the legislative, executive, and judicial branches. In industry, these positions include chief-level positions, board memberships, and director positions. The PIDS study authored by Jose Ramon Albert, Clarissa David, and Jana Flor Vizmanos, PIDS senior research fellow, consultant, and research analyst, respectively, maintained that women should have a voice in the decision-making process especially for policies that concern their welfare, such as family leave policies and equity in recruitment and promotion. Greater female representation at the top levels of governance and business is critical to sustain developments in gender equality in the Philippines, they stressed. Achieving gender equal-
ity is part of the 17 Sustainable Development Goals (SDGs) and the 2030 Agenda for Sustainable Development that the Philippines and other United Nations member-states have committed to achieve. The authors noted that the share of positions held by women in the Philippine Congress, which was at 27 percent in 2015, is still below parity. In the Philippine Senate, the number of female senators has been from 3 to 6 out of 24 since 2001. “Only Loren Legarda has ever served in a leadership position within the Senate as the majority leader of the 12th Senate in 2001. No female has ever assumed the rank of Senate President or House Speaker,” they stated. Gender inequality in government is even worse among local elective officials, such as in the positions of governor, mayor, and lower elected positions. “In 2013, only 11 percent of elected local officials were female, a sharp decline from 20 percent in 2010, 18 percent in 2007, and 17 percent in 2004. At the barangay level, specifically, women occupied only 19 percent and 27 percent of all barangay captain and councilperson posts, respectively,” the PIDS paper indicated. The small number of women in elective office, according to the study, may
be attributed to the limited involvement of women in electoral politics and not to the low inclination of the general public to vote for them. Citing 2017 data from the Commission on Elections, the authors noted
that only 17 percent of the national and local candidates from 2004 to 2016 were women. As a result, women currently hold roughly one in every five national and local elective positions. In the executive branch, the cabinet posts have been
dominated by men, with women cabinet officials usually holding traditionally female-associated areas such as health, tourism, and social welfare. Women have been less represented in the areas of economics, budget and management, finance,
and foreign affairs. “A target of 40-percent representation across all high-level offices is reasonable given that half of the population are women and assuming that voters do not discriminate by sex,” See STUDY, page 11

Study habits refer to the practices and activities undertaken by students to acquire knowledge and attain learning. These include reading, writing, reviewing lessons, doing homeworks, making projects and doing research. Study habits are considered good and positive when these are done consistently and accurately on a day to day basis or regularly. These are also considered good study habits when these are done for good instructional or learning purposes and when these are directed towards the attainment of noble learning goals and outcomes. Most of all, these are deemed as good study habits when these are able to help the pupils attain their learning goals and outcomes successfully and effectively. Likewise, good study habits make pupils motivated, focused, determined and responsible towards their studies
and over-all academic undertakings. However, when pupils show reluctance or lack of interest and passion towards their studies and academic affairs, they tend to practice poor study habits. They tend to lack the willingness, initiative and determination to fulfill their learning tasks and academic responsibilities. Bad or poor study habits are not done irregularly or inconsistently but also undertaken most of the time in an inaccurate, inefficient and ineffective manner. Poor study habits are usually done without clear purpose or meaning. Pupils who practice poor study habits are typically those who are uninterested, careless, unconcerned, passive and reluctant towards their educational undertakings and studies, hence they are the ones who are more vulnerable to learning difficulties and problems.

Absin was included in the arrest because he was in the vicinity. The operation occurred after the arrest an hour earlier of 22-year-old Estephen Nery who resided in nearby Paseo del Rio, barangay Nazareth also of this city. In the first buy-bust, Nery yielded only dried marijuana leaves worth P36,000. Hortillosa said that in the course of their initial probe, Nery was able to pinpoint to police officers about the whereabouts of his colleagues and a bigger cache of marijuana. The three suspects are now detained at Cocpo’s detention center in Camp Maharlika pending the filing of appropriate criminal complaints against them. In a radio interview, Nery maintained that he sold the marijuana to interested buyers for medicinal purpose. He dubbed as an advocate for the legalization of marijuana. The aliens were Americans (11,746), Chinese (5,952), South Koreans (3,601), Indians (3,209), Australians (2,757), Japanese (2,574), Canadians (1,987), English (1,486), Germans (1,356) and Indonesians (1,165). Counting both domestic and foreign tourists, there was a surge of non-residents in Lanao del Norte by 61.78 percent or from 107,210 in 2016 to 280,527 last year. Clarete said that many of these non-residents are humanitarians and government policymakers, officials and their employees dealing in the Marawi City rehabilitation who are based in nearby Iligan City, which is located in Lanao del Norte. At any given time, hotels all over the region reported an average of 40.76 percent occupancy rate last year. The fifth fatality, a certain Ken Marie Pabayo Nandong, 24, of Claveria, Misamis Oriental, was reportedly the girlfriend of Mark Kenneth Cerillo. Injured were Melody Carillo Cerillo, the mother, her daughter Mary Joy, nephew Terjun Cerillo and Lelibeth Cerillo, the sister of Melody Cerillo. The victims were confined in Northern Mindanao Medical Center, a government hospital in Cagayan De Oro City, but were released Saturday morning. Melody Cerillo said that she and the three others survived because they jumped out of the window when they noticed that the house was on fire. City fire district marshal Supt. Richard Arbutante said the local 911 dispatch center received the distress call at 1:48 a.m. Five minutes later, the first fire engine arrived in the area but Arbutante said the whole house was already in flames when the firefighters arrived. Barasan said that fire investigators are still looking into the cause of the fire that gobbled up the house owned by the Cerillos.’ Fire investigators suspected that the fire might have started on the ground floor of the house, which the trapped the victims who were sleeping at the second floor of the house. She said that the victims might have been trapped inside the house, which resulted in their death. Tapped in about 1:48 early Saturday morning, investigators declared the fire out an hour later, at about 2:05 a.m., Barasan said. Barasan said that only the house of the Cerillos was razed by the fire and the damaged to the property was placed at P 100,000. The Cerillo’s house is made of mixed concrete and light materials.
