RDC-11 to launch Davao RDC plan 2007-2022 DAVAO CITY – The Regional Development Council is set to publicly introduce on Friday (July 7), the Davao Regional Development Plan 2017-2022, the first medium-term regional plan anchored on a national long-term vision “AmBisyon Natin 2040”.

Dabawenyo inventor invades Asean, Middle East markets

DAVAO CITY --A Dabawenyo inventor of pyroclave technology is ready to market and distribute its product to the Asean and the Middle East market.

Inventor Roderick Dayot, the vice president for engineering and development of RAD Green Solution, said their certification to market and distribute the pyroclave was approved by the Saudi Arabia government through its Ministry on Meteorology and Environment.

Pyroclave is a medical waste processor that uses pyrolysis, the process of decomposing organic material using extreme heat in the absence of oxygen.

“We are just awaiting the hard copy and we are ready to do our job in part-

nership with our exclusive distributor based in Saudi, the Kawn Environmental Services,” he said.

He explained the certification allows the to operate and market in Saudi Arabia.

It was in 2016 that a team from the government of Saudi Arabia came to Davao to assess and check the machine together with their engineer and assessor to evaluate and test the equipment, a protocol that has to be complied before the product is accepted to enter the country.

Right now, he said they are already manufacturing the machines for the Saudi Arabia market. The company is set to send capacity of 10 tons enough to solve the medial waste of one

region.

Dayot said the Saudi market has a population of 40 million generating about 40 tons of medical wastes. It has eight regional hospitals that generate an estimated 15 tons medical waste per day per region.

“We are positive with this market considering that Saudi is currently using autoclaving which process would need water, a basic commodity that is very precious in their country,” he said.

But Dayot said they will initially cover two areas -Jeddah in the eastern part of Saudi and Dhammam in the far west.

They target to locate there in 2018 although they are ready with the supply

“We have plans to roll out the machine also in the other regions of Saudi Arabia.

Dayot also said they are getting inquiries from UK and the US. Meanwhile, Dayot said Davao City they handle the processing of medical waste of some 146 medical clinics, hospitals and dialysis centers while the city government’s city health office and satellite clinics avail of their services for disposing of their syringes and needles.

The treatment plant is located in New Carmen, Tugbok, this city, with a capacity of three tons or 3,000 kilos per day. The

operation started in 2012 with an infused capitalization of P10 million.

RAD Green Solution is a registered waste treater and waste transporter.

RAD also expanded in Valenzuela City and Koronadal in South Cotabato while General Santos, Butuan and Cebu are already in the pipeline for their expansion.

It may be recalled that RAD Green Solutions’s pyroclave technology that was presented in Silicon Valley, California was one of the winners in the ON3 Pitching Competitions in 2011 which is a business competition for start-up companies involved in Information Technology (I.T.) and green technology.

Manobos in Surigao Sur fled their homes anew

LIANGA, Surigao del Sur— Some 2,000 Manobo lumads from nine hinterland communities of this town fled their homes anew fearing an imminent military operation after they saw an Army chopper hovering around their villages past Wednesday midnight.

Bishop Modesto Villasanta, of the United Church of Christ in the Philippines who chairs the human rights group Karapatan in Surigao del Sur, said the displaced residents are now seeking refuge at Simowao Tribal Community School in the sub village of Emerald.

The lumad evacuees have planned to move to safer area as their evacuation center either at the Barangay Hall of Diatagon or at the oval grounds of the provincial sports complex in Tandag City where they used to stay there for a year until September 1 last year.

Classes were also disrupted affecting some 800 students and 43 volunteer teachers from Alternative Learning Center for Agricultural and Livelihood Development (ALCADEV) and five other neighboring lumad schools run by the Tribal Filipino Program of Surigao del Sur .

Villasanta said Karapatan and the Friends of Lumad in Caraga will meet with Gov. Vicente Pimentel at the provincial capitol to ask his permission to allow the lumad evacuees temporary stay once more at the oval.

He said the displaced villagers have just started rebuilding their farms, homes and schools after they, along with 17 other lumad communities, were forced to evacuate for a year in Tandag City after the killing of their two leaders in the sub village of Hanayan where the ALCADEV school is located.

The two tribal leaders, Dionel Campos, chairperson of Malahutayong Pakigbisog Alang sa Sumusunod (MAPASU) and ALCADEV Executive Director Emerito Samarca were gunned down in the massacre in September 1, 2015 believed to be perpetrated by militiamen who were accompanying operating troops of the 75th Infantry Battalion (75IB).

According to the reports relayed by the lumad evacuees, Army troopers belonging to 75IB, 36th Infantry Battalion and 6th Special Forces Battalion have been conducting military operations in the lumad communities in Lianga, San Migue and San Agusatin towns since Monday.

point was placed in front of the military detachment in Post 1, in the village of Diatagon requiring residents and visitors to the schools to show their ID or write their names in a logbook as part of the Martial Law in Mindanao.

Col. Franco Nemesio Gacal, commanding officer of the 402nd Army Brigade based in Tandag City, however explained to local mediamen in an interview on Thursday that the military chopper was just passing by the sub village in Han-ayan not hovering around them as the lumad evacuees claimed since the area is a normal part of their route.

He also said the Army patrol base in Diatagon has been there for a long time that the checking of people passing by the area is just normal standard operating schedule.

Years ago, I used to go to the jai alai fronton on Taft Avenue. Clearly emblazoned in the fronton wall were the words: “El fallo del juez es inapelable.”

Translation: “Pag sinabi ng referee, tapos.”

The final referee on legal matters, the Supreme Court, has spoken. Given the overwhelming vote in favor of the declaration of martial law in Mindanao, maybe it is time for those against martial law (ML) to just accept the SC decision and move on.

To paraphrase the SC decision, penned by Associate Justice Mariano C. Del Castillo, martial law is a tool of the state to defend itself from internal and external threats. In the present case, the SC found sufficient factual basis that such threats exist. The only difference is that 11 justices agreed with ML imposition for the whole of Mindanao while 3 decided that ML should be confined only to a specific geographic location. Curiously, one associate justice saw no threat at all!

it had been abused in the past. Most observers tend to agree considering the big difference between ML 1972 and ML under the 1987 constitution.

My own gut feel is that an overwhelming majority of Filipinos support the declaration of martial law as necessary. But at the same time, everybody yearns for an early termination of hostilities, the lifting of martial law, and immediate return of Marawi to normalcy. xxx Watching tv clips of aerial bombardments in Marawi city, one can not help but draw comparisons between the present day scene and those which took place in Manila 72 years ago.

For one whole month in February 1945, allied forces tried to retake Manila from around 16,000 Japanese troops which decided to make their last stand. In the final days of the Battle of Manila , the Japanese troops were concentrated in such land marks as Intramuros, City Hall, Legislative Building, Agriculture Building and Finance Building.

Conscious of the cultural value of the land marks, Gen. McArthur was initially

reluctant to bombard the Japanese strongholds. But as allied casualties began to mount, McArthur reluctantly gave the go-signal to pull all the stops.

Here is an account by a military historian of how allied troops re-took the Agriculture Building where Admiral Iwabuchi, the Japanese commander, was supposedly holed out.

“On February 28, the regiment returned to the Agriculture Building with a three-hour artillery preparation. Point-blank 155mm howitzer fires alternated with point-blank tank and tank-destroyer fires…..

Much of the Agriculture Building thus pancaked on its own first floor, and the 5th Cavalry Regiment assaulted into what was left. ” The firepower brought to bear on the Agriculture Building and other Japanese strongholds, coupled with the fires initiated by the Japanese soldiers, devastated much of Manila.

Military historians describe the war-time destruction of Manila as next only to that of Warsaw, Poland. xxx So many soldiers and

They protested The Supreme Court for declaring the Martial Law in Mindanao as Constitutional, they wanted it declared by the Supreme Court as unconstitutional instead.

In the 82-page decision, the Supreme Court said the “importance of martial law in the context of our society should outweigh one’s prejudices and apprehensions against it.” The significance of martial law should not be undermined by unjustified fears and past experience, after all, “martial law is critical and crucial to the promotion of public safety, the preservation of the nation’s sovereignty and ultimately, the survival of our country,” the SC said in a decision written by Justice Mariano C. Del Castillo and concurred in by 10 other justices.

As far as illegal drugs is concerned, the Duterte’s administration has proven its worth as awesome achievements, but not considered as achievements by his political

adversaries, because it was bloody and human rights violation to the highest degree. Hereunder is a summary of his achievements on the illegal drugs, as follows: *P82.5-B worth of illegal drugs seized. *63,926 Anti-Drug Operations Conducted. *86,933 drug personalities arrested. *1,308,078 drug users and pushers surrendered. *3,200 drug personalities who died in anti-drug Operation. *300 government workers arrested in Anti-Drug Operations (142) government employees, Elected officials and 23 uniformed personnel). *159 dismantled dens and clandestine laboratories.

But all these achievements as far as the illegal drug is concerned was unprecedented, and yet his political enemies never considered it as achievements. Without President Duterte, the Philippines will be like that of Mexico and Colombia. Well, anyway, “Great achievements will always encounter vehement opposition from mediocre minds,” according to Albert Einstein.” The mediocrity of the minds of some of our elected senators and congressmen proved to be akin to an idiot thus without a sense of shared responsibil-

ity. Kahlil Gibran has to say, “It’s the small people who try to belittle and humiliate others.” They wanted only their personal interests, not responsibility. It would be better that we have to make new way or ways to restore the concept of politics to be an expression of a desire to contribute to the happiness of the community rather than to cheat or rape the community. Let us teach ourselves and others that politics can not only be the art of the possible, especially if this means the art of speculation, intrigue, secret deals, and pragmatic maneuvering, but it can even be the art of the impossible, namely, the art of improving ourselves and the world.

Let us not allow the sympathies of the world which we have won so fast to be equally rapidly lost through our becoming entangle in the dirty skirmishes of power like the way the oppositions did against President Rodrigo Roa Duterte and that of the political enemies of City Mayo Celso G. Regencia who wanted to oust him from his office through fabricated accusations, if possible to terminate him.

CSC cites GSIS for exemplary service State pension fund Government Service Insurance System (GSIS) garnered the most number of Citizen’s Satisfaction Center Seal of Excellence for exemplary frontline service in Region 3 in simple ceremonies held in Pampanga last Friday.

The five branch offices that earned the coveted Seal are Bulacan, Cabanatuan, Pampanga and Tarlac as well as the Iba extension office.

GSIS Chairman Francisco Duque III received the recognition on behalf of the pension fund.

The branch offices garnered an ‘Excellent’ rating (90 to 100% with passing marks in all subareas) under the Anti Red Tape Act – Report Card Survey (ARTA-RCS) and passed the two levels of validation conducted by the Civil Service Commission.

ARTA-RCS rates agencies based on clients’ perception and feedback on the quality, efficiency

and adequacy of different frontline services of government agencies.

It also checks if agencies comply with ARTA provisions including the observance of the No Noon Break Policy, no fixing activities, wearing of easy-to-read IDs or nameplates by frontline service providers, and presence of public assistance and complaints desk. Slow Internet service can be fixed by new law, says solon • Non-compliant service providers face heavy fines up to P50M • With an average Internet connection speed of just 5.5 Mbps in the first quarter of 2017, Philippines ranks No. 100 globally, with South Korea No. 1 at 28.6 Mbps and Paraguay No. 148 at 1.4 Mbps Makati City Rep. Luis Campos Jr. wants Internet service tagged as “a basic telecommunications function” to give regulators the muscle to compel improvements by suppliers, including escalating connection speeds within prescribed deadlines, under pain of heavy fines.

“This is the best solution to the country’s supply of sluggish, inefficient and costly Internet services,” Campos, a deputy minority leader, said.

“Our initiative is in keeping with the view of the United Nations Human Rights Council that all people have a right to Internet access, or the right to broadband, in order to exercise and enjoy other fundamental rights,” Campos said.

At present, Internet service in the Philippines is considered a “value-added service (VAS),” thus making it difficult if not impossible for the National Telecommunications Commission (NTC) to require higher standards, according to

Campos.

Campos has filed House Bill 5337, which expressly redefines Internet service as “a prime telecommunications function within the jurisdiction and regulatory power of the NTC.” “Right now, even if the NTC calls for compliance with faster connection speeds, Internet service providers will simply say they hope to eventually meet the terms, but not for now,” Campos said.

“And should regulators force the issue, they are vulnerable to civil lawsuits by defiant service providers,” he said.

In Asia Pacific, the Philippines has the slowest average connection speed at 5.5 Mbps versus Thailand’s 16 Mbps, Vietnam’s 9.5 Mbps, Malaysia’s 8.9 Mbps and Indonesia’s 7.2 Mbps, according to Akamai Technologies Inc.’s State of the Internet Report as of the first quarter of 2017.

As proposed by Campos in his bill, Internet service suppliers that fail to deliver accelerating connection speeds within fixed deadlines face up to P100,000 in daily fines that could last up to 500 days, or reach up to P50 million, for every instance of non-compliance.

The bill also grants the NTC and its officers immunity from civil proceedings with respect to any directives they may issue to ensure the performance of time-bound upgrades in Internet services.

In batting for the new law, Campos invoked “the State’s duty to protect the interest of consumers, including Internet users, promote their general welfare, and to establish standards of conduct for business and industry.”

Mid-year ARMM investments grows 100% w/ P3-B telco project (COTABATO CITY, July 6, 2017). The Regional Board of Investments (RBOI) of the Autonomous Region in Muslim Mindanao (ARMM) today released the figures for its registered investments for the first half of the year.

This is a result of its recent mid-year assessment and report.

The figures show that registered investments in the ARMM have exceeded by 100% the Php 1.3 billion mid-year investments registered in 2016. At this time 2017, the RBOI has already registered Php 3.65 billion, which is more than 100% that of mid-year 2016.

RBOI has registered three investment projects for 2017. First is the Php 32 million fish processing and cold storage project of Abing Seafoods and Cold Storage located in Bongao,

Tawi-Tawi addressing the needs of fisher folks in the province to process, store and preserve their seafood catch. Second is the Php 33.5 million cargoshipping project of J. Sayang Shipping Lines, Inc. also based in Bongao, Tawi-Tawi to be used for inter-island trade, as well as, cross-border shipping with Sabah, Malaysia.

Lastly, RBOI just approved the Php 3 billion telecommunications carrier project of TierOne Communications International, Inc. (TierOne) for ARMM. The company intends to eventually cover all ARMM areas with its investment of US$60 million or Php 3 billion with provision for expansion and infusion of additional capital as needed.

It will provide cellular service in 2G, 3G, 4G, LTE, broadband wireless internet to homes and enterprises, and WiFi for public or common areas. With the

fastest internet service of 3,000 kB/s download speeds, it will provide coverage for Voice Over Internet Protocol (VOIP) services. It will be using the latest technology such as fiber optics and satellite relay with international gateway facility. The company is 70% owned by Filipinos and 30% owned

by Australians. It obtained a franchise to operate as a telecommunications service provider from the Regional Legislative Assembly of the ARMM a few years back.

Lawyer, Ishak Mastura, RBOI chairman and managing head, expects that there will be more investments coming in and registering with RBOI for 2017. “Despite the Marawi crisis, the investment prospects of ARMM continues to show signs of resilience and dynamism because the crisis area has effectively been contained by the government”, said Mastura. “We expect banana plantation investments in Maguindanao to continue with hundreds of millions worth to be registered this year with RBOI. There is a port services project worth Php 100 million, a bulk water treatment project worth around Php 200 million, and a Cacao plantation project that will pour in Php 1.0 billion, all of which will hopefully be registered this year”, he added. PNP chief: proposed ID card for Muslims ‘locally initiated, not mandated by PNP leadership’ MARAWI CITY -- The proposal for an identification card for Muslims in Central Luzon is a “locally initiated” move and is “not dictated” by the Philippine National Police (PNP) leadership, PNP DirectorGeneral Ronald dela Rosa said in a press conference here Thursday.

Dela Rosa said the move of Central Luzon police officials is part of the documentation process of barangays hosting evacuees from this country’s lone Islamic City.

Ninety-five per cent of the city’s 210,000 population, according to Mayor Majul Gandamra, have been dispersed to various parts of the country -- across Mindanao, Visayas and Luzon -- since clashes between government forces and the Maute Group and its allies started on May 23.

Dela Rosa said the barangays are merely recording evacuees from Marawi and that this is being done all over “dahil extra cautious ang mga LGUs (local government units) sa provinces, pino-profiling nila, nire-record nila para makasiguro sila na siguro walang makapunta doon na di dapat makapunta.”

the undesirables cannot go to their areas).

“Locally initiated po yan, hindi po yan mandated by the national PNP leadership,” he reiterated.

Dela Rosa said he does not see this as a violation of human rights, claiming it is merely recording and not preventing the evacuees from entering their village.

He explained that when the evacuees arrive in the barangays, it is “normal” for the barangay captains to record their arrival especially because of the threats of terrorism. “I do not know what’s the violation there.

A July 4 Rappler report datelined Pampanga quoted Chief Superintendent Aaron Aquino, Central Luzon police director, as saying an ID system for Muslims may help authorities and Muslim community leaders identify and weed out undesirable individuals and terrorists in the provinces of Pampanga, Bataan, Bulacan, Tarlac, Nueva Ecija and Aurora.

“This system is a good practice from Paniqui, Tarlac, and we want this to be

replicated in all Muslim communities in the whole region for easy and efficient identification of our Muslim brothers and sisters,” Aquino was quoted as saying.

OIC Secretary Catalino Cuy who was also at the press conference along with Defense Secretary Delfin Lorenzana, said that aside from fighting corruption, criminality and illegal drugs, they added a fourth which is the fight against violent extremism and that in all their meetings with Regional Peace and Order Councils,

they “encourage our local chief executives actually up to the barangay level to be vigilant,” especially when there are new faces or strangers in their areas.

Court convicted a woman for misrepresenting herself to claim SSS benefits A woman was convicted by t he Regional Trial Court (RTC) of Naga for misrepresenting herself as the dependent mother of a deceased member to claim death benefit and by the Municipal Trial Court (MTC) of Naga for pretending to be the legal wife of her common-law husband, to claim funeral and death benefits under the Social Security System (SSS).

S S S P r e s i d e nt a n d Chief Executive Officer Emmanuel F. Dooc said that Merly Solano Balquin first misrepresented herself as Rosita S. Buena, dependent mother of Cesar S. Buena Jr., who died in 2001. The second misrepresentation was committed in 2003, when Balquin pretended again to be Rosita, wife of deceased Cesar Buena Sr, to file funeral and death benefits.

“It was very clear that Balquin intended to defraud SSS by misrepresenting herself not only once but twice just to qualify as a beneficiary to claim SSS benefits. We are saddened that there are people who

would do such act for their benefit but at the expense of the SSS and the real beneficiaries,” said Dooc.

According to Dooc, by misrepresenting herself as the dependent mother of the younger Buena, Balquin was convicted for violating Republic Act 8282 otherwise known as Social Security Act of 1997. She was ordered to serve a jail term of six years and to pay a fine amounting to P5,000.

On the other hand, for pretending to be the wife of the older Buena to claim funeral and death benefits, she was convicted for violating RA 8282 in relation to Article 172 of the Revised Penal Code.

She was ordered to serve a jail term of six months and to pay a fine of P500.

Based on the decision from the RTC, Balquin pretended to be Rosita per instruction of Buena Sr. She signed the necessary documents including the Sinumpaang Salaysay, a requirement that both parents will sign and file the death claim application.

‘Dutertenomics’ reaches Germany Trade chief convinces businessmen to invest in PH NUREMBERG— At the Asia Pacific Forum on 5 July, Trade Secretary Ramon Lopez showcased the benefits of investing in the Philippines under the Dutertenomics paradigm of economic resurgence and inclusive growth.

The Forum gathered around 400 from German business chambers and some companies, which continue to trade and invest in the Philippines. According to the organizers, this has been the largest gathering so far for an Asia Pacific Forum that features a partner country.

Academics hail new book on climate change

ACADEMICS from all over the Philippines welcome the release of a new book written by a Filipino on climate change.

In the book easily understood by elementary graders, the readers can easily relate about climate change because the book cites several places in the

Philippines where climate change has been experienced.

Told via essays and poems, the book appropriately entitled Agam is a pioneering anthology of stories about climate change. Some of the settings are in Tacloban City which was havocked by typhoon Yolanda in 2013.

And the book features

several Filipino dialects in it – Tagalog, Ilocano, Cebuano, Waray, Maguindanao, Bikol and Sinama.

The fiction stories do not just discuss the science of climate change but presents its effects in varying degrees on the daily lives of Filipinos. Climate change affects all Filipinos and it’s urgent that each of us must find our own

voice and use it. This is a key message that Agam seeks to deliver – that the poetry of our hopes to survive and thrive in the midst of crises can help carve out a path forward for the country.

Despite returning the money she received, she was still liable since she already committed the misrepresentation before the case was filed against her,” said Dooc.

On the second case, Balquin pleaded guilty to both charges of fraudulent funeral benefit claim and fraudulent death claim filed in MTC. No objection was raised by the SSS, hence, the court ruled against Balquin.

“May this serve as a warning to everyone that misrepresenting yourself as someone else to qualify for SSS benefits is punishable under the SS Act. We do not tolerate such fraudulent act and we make sure that those who commit it, will be punished accordingly,” said Dooc.

Otherwise, the non-inclusion of the 50 MVA step-down transformer would classify the project as a Connection Asset . Consequently, the non-inclusion of the 50 MVA step-down transformer on the basis of providing a new delivery point for DASURECO was corroborated in paragraph 2 on page 6 of the Decision of the Honorable Commission dated 17 November 2014, which provides that based on the corresponding result of NGCP’s planning analysis and voltage profile simulations, as mentioned, the Honorable Commission finds the under-voltage problem at DASURECO’s existing receiving load-end station will only happen in the year 2022…” the complainants alleged. The said problem will be mitigated by connecting DASURECO in the switchyard through the installation of the 50 MVA transformer and the associated equipment in the year 2022. Diarrhea outbreak in Misor

THE municipal gover nm ent of Me d i na in Misamis Oriental declared on Friday a diarrhea outbreak in the town as the number of victims continues to increase since June 29.

Freitchie Virtudazo, spokesperson of the Medina local government unit (LGU), said the municipal officials were forced to place the town under highest level status to alarm authorities concerned for their immediate action.

As of July 7, it has reached 400 cases.

Virtudazo said one resident identified as Alfons o Maga l lanes, 71, died of the disease at the Northern Mindanao Medical Center (NMMC).

Virtudazo also said that they have deployed more people to investigate on the possible causes and assist in attending to the victims.

“We also need volunteers to help us attend to our patients,” he urged the public as Medina Hospital is already running out of vacant beds and rooms due to the increase of diarrhea victims.
