Surigao ‘plogging’ nets over 1,500-kilo of trash

SURIGAO City--This city has caught up with the latest proenvironment fitness trend called “plogging,” or jogging while picking up trash.

Organizers said a total of 1,500 kilos of assorted litter were collected by over a hundred individuals who joined Tuesday’s 10-kilometer “plogging” that started at 5 a.m.

MARAWI CITY, June 4 (PIA TFBM ICCC) – Over 14,000 students are currently enrolled in more than 30 primary and secondary public schools in the city for the school year 2018-2019.

More than a year after the siege, they are once again reunited with friends and their schools to begin a year of learning.

Te achers welcome d learners to their classrooms which were prepared beforehand through the Department of Education’s (DepEd) programs – Brigada Eskwela and Oplan Balik Eskwela.

Several parents accompanied their children to school. Some even watched through classroom windows.

While displaced, they had the choice to enroll their children to nearby schools to where they were temporarily residing or briefly stop their schooling.

Aslima Malik, mother of three kids studying in Saduc Central Elementary School (SCES) along with other parents expressed their relief and joy about the reopening of schools in Marawi.

A call for resilience

IT’S now time of the year when bad weather comes along side with the opening of classes elsewhere and everywhere.

This week’s initial salvo of rains spawned by Domeng, the first tropical disturbance to hit the country at the onset of the wet season was another test of our resilience in the wake of nature’s latest challenge -- flooding in low-lying areas.

Years after Sendong, climate change experts had warned the possible adverse effects of the La Niña weather phenomenon, including sudden flashfloods expected to hit land between the wet months of June to January.

As proof of that warning, the Department of Environment and Natural Resources’ Mines and Geosciences Bureau (DENR-MGB) had

provided a geo-hazard assessment study and a geohazard map to the city government.

The map had identified flood-prone areas, including all of the 25 barangays of Cagayan de Oro that are regularly swamped by floodwaters every time bad weather comes along.

The study shows that Cagayan de Oro River when spawned by torrential rains, water is expected to rise by over a meter, or more.

Among other disaster preparedness measures, the study recommended that the city bolster the communication capability of the barangay disaster coordinating councils and give regular updates to the City Disaster Risk Reduction and Management Council.

songs composed by him or by other songwriters and composers without the singers’ first seeking the permission of the song’s composers.

The reason is that, clearly, the act of singing or using the songs of the composer without his prior permission is not only an immoral and disgraceful conduct, but is even a crime which could fetch the stiff penalty of up to nine years of imprisonment, and of the payment of a fine amounting to P1.5 million.

I highly recommend to the singers and to everyone else adverted to by Mr. Saturno to read with urgency Republic Act 8293,

DA hails rice achievers in the country Prime movers of the rice sector of the country are given recognition on May 31, 2018 at the Philippine International Convention Center for their commendable performance in the field of agriculture. The Rice Achievers Awards are given to the rice producing provinces, municipalities/cities, irrigator’s associations (IAs) and small water irrigation s ystem ass o ci ati ons (SWISAs) in the country who contributed in the rice yield increment of their area.

In her message, Senator Cynthia A. Villar, chairperson, committee on agriculture and food, congratulated the awardees for their significant and outstanding contribution to the rice industry. She further said that the rice production last year of about 19.28 million metric tons has a significant impact in the performance of Philippine agriculture.

Senator Villar also c om me nd e d t he DA rice program for honing farmers’ productivity. She said that

the program addresses the challenges of the rice sector that ensures food security, adding that the timely interventions provided such as farm mechanization and post-harvest facilities are crucial in increasing national rice production. She likewise encouraged continuing the research and development on mechanization and technology that are needed by farmers.

Further, she urged the farmers to also handle small businesses in their own farms, making them more competitive.

PEZA pushes for countryside development

THE Philippine Economic Zone Authority (PEZA) is encouraging local government units (LGUs), private landowners and business groups to have their lands converted into an economic zone to enhance their development potential.

Director-General Charito B. Plaza, in a press conference held here today, said she found out that only several areas in the coun-

try have economic zones 23 years since the law was passed creating the PEZA. Most prominent was in the CALABARZON and Metro Manila. The presence of economic zones in these areas result to these places posting the “lowest poverty incidence, crime incidence and eradicated insurgency”.

Also, they contributed 56 percent to the country’s gross domestic product, she said.

“There is a big economic

imbalance. So I am now going around provinces and cities talking with the business chambers, the landowners, the private sector,” she said.

She added that every region, province, town and city should have economic zones to serve as “economic drivers”.

“We have to spread the development in the countryside,” she stated.

She explained that both the developer and industrial

investor that locate in an economic zone will enjoy incentives. They are entitled to a five percent tax from their gross income, zero Value Added Tax (VAT) on local purchases and tax and duty free importation, Plaza added.

Foreign investors are allowed 100 percent ownership and they can also source five percent of their manpower abroad. They can sell 30 percent of their products in the local market

SMALL businesses are poised to receive muchneeded financial support after Cpngress approved on third reading a bill establishing a financing program for micro enterprises.

House bill 7446, or the proposed “Pondo sa Pagbabago at Pag-asenso” or “P3 Act,” primarily authored by Rep. Peter Unabia, seeks to provide an affordable, accessible, and simple microfinancing program for the country’s small businesses, especially those in the poorest areas of the country.

In addition to providing access to financing, the bill also seeks to bring down the interest rates of loan packages for small businesses so they would no longer have to run to informal lenders or disadvantageous loan agreements like the “5-6” money lending system.

The bill calls for the creation of the “Pondo sa Pagbabago and Pag-asenso” or the P3 Fund, which shall be lent out to qualified micro, small and medium enterprises (MSMEs).

Solon accuses Grab of ‘high-tech swindling’ Puwersa ng Bayaning Atleta (PBA) Partylist Rep. Jericho Nograles has accused Grab Philippines of distorting the country’s laws and the lawful orders issued by public transport regulators like the Land Transportation Franchising and Regulatory Board (LTFRB) to justify its abusive fare rates while leaving their driver-partners high and dry.

Nograles said that Grab Philippines and its lawyers have been citing Department Order 2015-011 issued in May 8, 2015 which allows TNCs to set their own fare rates subject to LTFRB oversight but has completely ignored more updated orders and issuances made by the same agency.

Nograles specifically cited the December 27,2016 order of the LTFRB which specifically enumerated the fare charges applicable for TNCs which is being completely ignored by Grab.

“Obviously, a 2016 order should take precedent over a 2015 order and not the other way around but Grab continues to pretend that the latest LTFRB ruling does not exist and keeps on

harping about an old and outdated department order to justify their abusive fare rates. To me, that is hightech swindling,” Nograles said.

In its December 27,2016 order, the LTFRB clearly directed Grab to adopt an itemized fare structure which are “Base fare or Minimum fare” of P40, “Per kilometer charge” of P10 to P14 depending on the vehicle used and “price surge” of up to twice the fare for the distance traveled.

In that order Nograles noted that there was no item which includes a P2 per minute charge in the fare structure and the minimum fare was P40 and not P80 or P125 which is being charged by Grab.

“Grab violates a lawful order of the LTFRB and cites an order which is already passé and outdated. It’s either Grab lawyers are just too ignorant of our existing laws or are deliberately distorting them to justify their excessive greed for profit,” Nograles stressed.

Former DavOcc mayor nabbed over graft charge DAVAO CITY--The former mayor of Jose Abad Santos town in Davao Occidental, who was convicted by the Sandiganbayan over a graft case, was arrested by the Criminal Investigation and Detection Group-11 (CIDG11) here Tuesday evening.

Based on a report obtained from the CIDG-11 Wednesday, former mayor Joel Reyes Lachica was arrested at his residence in Seaside Subdivision, Matina Aplaya around 8 p.m Tuesday.

Lachica was arrested by virtue of a warrant of arrest issued by Sandiganbayan Fifth Division Associate Justice Rafael Lagos after he was convicted of graft for the purchase of a generator set worth PHP1.6 million.

Lachica was sentenced to 10 years imprisonment after he was found guilty of violating Section 3(e) of the Anti-Graft and Corrupt Practices Act in 2009.

Lachica was mayor of Jose Abad Santos in late 1990’s

to 2000.

Davao reporters tried to interview the CIDG chief but he declined to give more information on the case.

The case against Lachica stemmed from the direct purchase of a Komatsu diesel generator from Marubeni Corp, a Singapore-based company, sometime in 2000.

The Sandiganbayan decision stated that Lachica made a reckless purchase and “in utter disregard of the consequences of procuring the generator set.”

The machine valued at PHP1.694 million was purchased to supply electricity to the Municipal Hall offices but it was never used because its features were incompatible with the electrical wirings of the building.

The Office of the Ombudsman indicted Lachica for purchasing the item without any conduct of technical engineering study to determine its viability.

DAVAO CITY--A retired police officer and his companion escaped death after they were ambushed by three unidentified armed men in a remote area of Mati City, Davao Oriental, Tuesday afternoon.

Chief Insp. Milgrace Driz, Police Regional Office-11 (PRO-11) spokesperson, said Ferdinand Mabandos, a retired police officer who was once assigned in that province, was driving his Elf truck with Omar Husain when an improvised explosive material went off.

They were passing through Sitio Catmonan, Barangay Macambol around 2 p.m. when the explosion took place.

During Wednesday’s AFP-PNP Press Corps briefing at the Royal Mandaya Hotel, Driz said the explosion took place on the left side of the road and damaged the front glass windshield of the truck. The explosion was followed by gun bursts.

TAGUM CITY--Big-time drug personalities under the watchlist of the Philippine National Police and the Philippine Drug Enforcement Agency were arrested over the weekend, scoring another big achievement for the government’s war on drugs.

Tangaro is considered a high-value target being listed as second in the roll of drug personalities by the government’s drug enforcement agencies. During the buy-bust, she was in possession of a 25-gram shabu with street value of 170,000 pesos.

She was immediately slapped with a case in violation of Republic Act 9165.

Caundudan, on the other hand, is also included in the PNP Directorate’s intelligence watchlist.

Mayor Allan L. Rellon rallied on the police force to continue with its effort in eradicating illegal drugs in the city, following the framework of the national government’s war on drugs.

Meanwhile, Mayor Rellon have announced he is putting up a cash reward for those who can give information about other collaborators in the killing of a child in Visayan Village who are still at large.

The greatest fulfillment

Unstoppable growth and development. For 9 years, Evelyn Badilla, a 42-year-old fish vendor, has become a member of CARD Bank, Inc., a member institution of CARD Mutually Reinforcing Institutions and an institution that provides microfinance loans, SME loans, and other loans tailored-fit to the evolving needs of its clients, especially the socio-economically challenged women and families, in Mati City and her life evidently improved. Before becoming a member, she experienced all sorts of struggle as a fish vendor such as not being able to afford to rent a space in the market. She walks by feet to sell her fishes under the extreme heat of the sun. She also tried borrowing from small lending companies but instead of help, she got buried with more loans. At present, her loan grew from Php3,000 to Php80,000 as additional capital to her growing business and shared how the institution helped her. Moreover, she owns few fishing boats and more or less 10 people who worked for her. The biggest fishing boat she will ever own is still under construction and was expected to operate weeks from now.

There is something fulfilling about being a part of other people’s lives. Sometimes, a person who worked so hard for his or her sole gain may one day look back and find out that nothing is to celebrate at all. But when one worked and succeeded along with people around like a ripple in a single drop of water, is something worth celebrating. That is something fulfilling.

Dayam Bañas, 46, is one of the few people who could testify that no wealth or riches in this world could buy fulfillment and happiness out of simple acts of kindness. She and her husband, Remy, 48, are owners of the famed Jaira’s Lechon in San Francisco, Agusan del Sur. Every Filipino occasion like fiestas would not be complete without having lechon baboy (roasted pig) displayed as a highlight in the middle of the table along with other traditional recipes and so orders and bookings come in bulk.

In one look, people

might say that they have an almost perfect life because of their success in the industry they chose. But hidden behind their smiles are the past full trials and struggles that made them who they are today.

Fifteen years ago, Dayam and Remy are struggling to live by each day which is not the kind of life he promised when he married her. He was frustrated to overcome poverty not only for Dayam but for the people he wanted to help but cannot as of the moment.

Remy was working as a government employee but was more interested in lechon manok (roasted chicken) business.

However, they do not have enough capital to totally start-up. They had loans from lending companies but it did not work out in the end.

In 2005, they heard about a, a social development organization that offers microloans to support the livelihood activities of the socio-economically challenged women and families. So without

hesitation, Dayam joined Center for Agriculture and Rural Development (CARD), Inc. (A Microfinance NGO) in which they started a loan of Php 5,000 as additional capital. A lot more happened when they shifted from lechon manok to lechon baboy but they made it with the help of CARD, Inc.’s financial support.

At present, Jaira’s Lechon, a business named after their only child was managed by the couple together with JPM Catering and Services established in 2015. JPM is named after their loyal student assistant who spent 12 years in their support and has finished a degree in business just recently. There are more students that Bañas family is supporting in elementary and secondary level.

SB Corp. would handle the fund delivery through direct lending to micro enterprises, wholesale lending to conduits that shall on-lend to micro enterprises, and provision of guarantees to loans granted by the banks to qualified P3 beneficiaries.

However, the MSMED Council is tasked to monitor the utilization and disbursement of the fund and is required to report yearly to the President and Congress the status of the P3 fund.

The DTI, in consultation with the concerned agencies, is tasked to formulate and promulgate the implementing rules and regulations of the P3 Act. Funds necessary to start implementation of the Act shall be charged against the appropriations released for the purpose under the General Appropriations Act (GAA) for the Small Business Corp.
