Napolcom deputation of local execs remain July 7, 2017

AGAYAN de Oro City--The provincial governor in Misamis Oriental and the City Mayor of Cagayan De Oro City were among the local executives in Mindanao whose powers to supervise the local police was not withdrawn, the National Police Commissions (Napolcom) clarified Thursday.

In a press statement Tuesday, Napolcom ordered the withdrawal of the deputation of seven Governors and 132 Mayors in the provinces of Maguindanao, Lanao del Sur, Lanao del Norte, Sultan Kudarat, Sulu, Basilan, Tawi-Tawi and in the city of Cotabato.

SSS tops agencies with highest 8888 resolution rate THE Social Security System (SSS) has achieved the highest feedback resolution rate of 91.33 percent based on the 1st Quarter 2017 Citizen Hotline 8888 Report by the Civil Service Commission (CSC).

SSS President and Chief Executive Officer Emmanuel F. Dooc said the pension fund resolved 1,170 queries, complaints, and requests out of 1,281 calls endorsed by Hotline 8888.

“Although SSS got the most number of feedback, our team

from the Member Communications and Assistance Department were able to resolve them immediately,” Dooc said.

“Regardless of the severity of inquiry or complaint, we ensure that we act on it promptly and accurately as we give our best to provide wide-range of SSS benefits and services to over 35 million members,” he added.

Among the top concerns resolved by the SSS were documentation hassle, clarification on SSS procedures, and slow processing

of benefit claims for which Dooc advised members to always keep their personal records updated and make amendments as soon as possible to avoid delays in processing.

“For example, if the retiring member has discrepancies in his date of birth or name, he should correct it now for easier processing of his retirement benefit,” he said.

‘Streamline regulatory policies in the food manufacturing industry’ THE Philippine government spends around PHP 2.2 billion to facilitate the regulatory service for the food manufacturing industry, a study of state think tank Philippine Institute for Development Studies (PIDS) revealed.

PIDS Consultant Nerlita Manalili and her co-authors said this figure is just a “conservative estimate of the total expenses incurred for regulatory purposes”, emphasizing that the country’s food manufacturing industry “is constrained by existing regulatory procedures and processes.”

The authors found that regulatory burdens cause bottlenecks for food manufacturing companies to grow and prosper. Specifically, the research found out that there are bottlenecks in the regulation process that make implementation difficult for stakeholders in the industry.

Issues on regulation process drawn from interviews and focused group discussions were clustered into four categories, namely: organizational matters (administrative and human resources), regulation

(compliance requirements and regulatory-associated fees), trade and market access, and consumer related.

These bottlenecks, according to the authors, affect three major stakeholders such as the government, food manufacturing subsectors (private firms), and the consumer.

For the government, the implementation of regulatory policies is costly. This is because it needs to conduct various activities, such as administering the regulation (e.g., provision of information to business; recruiting and training of government staff; and processing, licensing, or approval of product applications), verifying compliance including conduct of inspections and audits, and enforcement (e.g., investigation of possible noncompliance and conducting prosecution).

While the government allots budget for regulatory services, the study showed that government agencies and private firms still lack funds and human resources.

good practice or medicine to prevent death or permanent disability.”

Obviously, this law has been blatantly violated by the local hospitals. The case of former City Mayor Pablo “Ambing” Magtajas was a glaring example about how hospital officials here made a mockery of RA 8344. There were allegations that Mayor Magtajas would have survived had the first hospital he was brought in admitted him immediately for an emergency treatment.

The report said that the hospital officials did not admit Magtajas for failure to pay the down payment.

Whether the report was true or not, it is time for the local legislative body to conduct a no nonsense probe of the case. If an evidence warrants, the hospital that refused Magtajas admission, under an emergency situation, should be charged appropriately. In the words of City Councilor Georg Goking, “it is time to let the local hospital administrators feel that the city government means business. take drastic action.” Let the local hospitals swallow the “bitter pill” under RA 8344.

In a news report that CNN featured in its online version on June 22, 2017, the headline that introduced the report written by Madison Park, and which went like this, “Two deaths reported in California amid scorching heat wave”, was truly scary as far as Bible readers are concerned, because “scorching heat” is a phrase that the Bible uses to warn about the coming curse of global warming and climate change.

-oooWHY ARE WE HAVING “SCORCHING HEAT” TEMPERATURES? Here is what this curse of “scorching heat” says, as prophesied in Deuteronomy 28:22: “The Lord will strike you ... with scorching heat and drought, with blight and mildew, which will plague you until you perish.

As Deuteronomy 28:15 of the Bible says, it is because people no longer listen to God, and no longer obey His commands. When one looks around the world today, it would not escape him that man truly no longer listens to God and no longer cares to obey God’s commands.

Because of this, the curses are coming, as promised!

-oooTHE SPIRITUAL ANGLE OF GLOBAL WARMING: Note that the curses of “scorching heat”, “bronze sky”, “iron soil” and “rain of dust and power” are meant to to kill people. This is what the phrases “until you perish” and “until you are destroyed” means---people will die as a result of their refusal to listen to God’s Word, the Bible, and refusal to obey His commands in the Bible.

THE first 365 days of Rodrigo R. Duterte as President is not as bad as the six years of Benigno S. Aquino III presidency. This is my answer to friends and readers who had been prodding me to give my assessment of how the Duterte administration performed in the first year of incumbency.

Let me qualify that.

There were two important agenda in the Duterte campaign. Elimination of illegal drug syndicates and curbing corruption in the government bureaucracy.

That sterling diplomatic shift is a bonus.

The Catholic clerics especially those identified with the oligarchy (oh yes you can spot them) can howl over the number of deaths resulting from the drug war which President Duterte launched on day one of his presidency. To add spice to their sermons, they all charge the death statistics to extrajudicial killing. It is of course a blatant lie (in my Notre Dame days that is mortal sin which guarantees the liar a place in hell) for which reason the sermons do not diminish the trust rating of President Duterte at all.

Of course, there were unfortunate victims who were killed in a cross fire or on account of mistaken identity. In the risky encounter with armed suspects things happen the way these should not. In the unending war against terrorism in the Middle east, protagonists commit carnage on innocent people including their own. The American invading forces call it collateral damage. There, you deal with wholesale slaughter.

It’s not to defend Duterte and General Bato Dela Rosa, but you can count with your fingers the number of innocent victims killed.

And mind you there are more policemen killed in the war against drugs than the unfortunate victims that had been accounted so far.

Well, Duterte and his drug busters miscalculated the number of people who are peddling and hooked to drugs. Who would even think that the biggest and most sophisticated drug distribution center of drug is right in the air-conditioned corridors of Muntinlupa?

All the while we thought that when candidate Mar Roxas claimed that he knew where to purchase shabu in Makati or in Davao he was actually telling the truth and that he knew where the distribution and retail

Gov’t rolls out investment scheme, program to modernize jeepneys

For at least 28,000 of the old retirable jeepneys – the smokey, roughriding and fuel guzzling curmudgeons of the Philippine roads, the government has firmed up a modernization program aimed at bringing this ubiquitous brand of public transportation into a new era.

The jeepney modernization program is intended to support the investment by jeepney drivers and operators in a new fleet of modern, environmentally-friendly vehicles. For the acquisition of these vehicles, the government’s financial safety net will shoulder the down payment equity estimated at between PhP60,000 and P80,000 each.

This financial support – for some 28,000 vehicles – amounts to about P2.2 billion.

In effect, the jeepney driver or operator pays zero equity or down payment for this modern jeepney, and simply amortizes the balance through a loan channel to be prospectively provided by the Development Bank of the Philippines and Land Bank of the Philippines.

The scheme doesn’t come across as completely persuasive, especially for drivers and operators who may need some convincing regarding the economics.

But the drivers point out that the corresponding daily amortization amount of P800 may not be uniformly agreeable for all, especially for those plying very short routes that may not quite generate the level of earnings required for return on investment.

DTI boosts Halal export industry, ecosystem dev’t THE Export Marketing Bureau of the Department of Trade and Industry recently launched two new programs anchored on the goals of the ASEAN Economic Community Pillar - The Halal Industry Export Development and Promotion program, and the Ecosystem Development program,” Bureau Assistant Director Agnes Perpetua Legaspi said during the recent Association of Southeast Asian Nations (ASEAN) Multi-Sectoral Forum of the Philippine Information Agency (PIA) at SM City Pampanga.

“The Halal Industry Export Development and Promotion program is, factually, the realization of many years of working

hard towards involving the industry among our exporters,” she furthered.

Legaspi added that its participation in the export sphere of the Philippines was deemed necessary because of the number of Filipino Muslims.

“Our Muslim brothers and sisters in the country are having difficulty in resourcing Halal certified products, and even more so for the Muslim tourists in the Philippines,” she explained.

On another note, Legaspi shared that they have recently started the Ecosystem Development program.

“In this program, we intend to work with businesses who want to stay

low, and are not on trade to change the status quo,” she said.

It aims to assist such businesses that are likewise willing to use technology as enabling environment to trade new products, services, and even new business models.

In lieu, she encouraged the students present during the forum to join the bureau’s new initiative, particularly those inclined in Information Technology.

“Through these programs, we are positive that not only can the bureau maintain the Philippines’ equitable source of products and services, we will also ensure that our exporters will be dubbed globally

competitive,” she remarked.

The Multi-Sectoral Forum also featured an Information and Service Caravan where citizens got immediate support, consultation and free items from participating government agencies.

Aside from forums, PIA has been staging campus tours in colleges and universities, and information kiosks in public areas all over Central Luzon.

“We are doing this campaign, not only because we chair this year’s ASEAN, but also because we want to raise public awareness about ASEAN. We want the people to know the fullness of ASEAN,” PIA Regional Director William Beltran said. (CLJD/JRAA-PIA 3)

DAVAO CITY – This City is being eyed for expansion by hotel and operators as inquiries on the city’s business environment continue to pour in.

This was disclosed by Jane Salanga, assistant manager for Property Investments, Acquisition and Disposal of Prime Philippines, saying five hotel operators and developers from the Asean-member countries are exploring possibility of joint venture or partnership with local capitalists.

"There is a rise in the hotel industry and not just acquisition for land but from hotel operators wanting to locate here under a joint venture partnership," she said.

But Salanga did not disclose the name of the investors, however five of them placed inquiries with their office about Davao.

In fact, one investor will be coming next month to look at locations and feel the market.

Prime Philippines, which is a commercial real estate consultancy firm, makes feasibility studies for their clients, market situation briefings, conducts market study, provides other data including pricing and ideal location for investments.

Salanga noted that property inquiries are moving up again despite the declaration of martial law. She added that prices of real property has increased which is a good sign.

Based on our study, she said there will be more projects by the end of the year.

"We are positive with the real estate industry here and the spike in land value is a good sign too" she said.

DA-AMAD stages Coffee Investment Opportunity Seminar The Department of Agriculture – Regional Field Office 10 (DA-RFO 10) through its Agribusiness and Marketing Assistance Division (AMAD) conducted a Coffee Investment Opportunity Seminar on June 29-30, 2017. The twoday seminar highlighted the aim of the agency to increase production from individuals and groups of coffee growers and fortify partnership among stakeholders.

AMAD chief Chedy V. Ansale encouraged participants to grab the opportunities considering that the demand for coffee is high.

She said that instead of just being commodity producers, they should also explore marketing options and become coffee entrepreneurs also.

Further, Ansale assured that the office is open to accommodate farmer groups for marketing and promotion assistance.

The interfaith group has come up with a universal prayer that seeks the Almighty’s favour, blessings for our leaders, safekeeping of families and grace to live at peace with one another. It also asks for protection from foreign invasion, lawless acts, terrorism and war, and it seeks peace, unity, prosperity and transformation for the nation.

“At 12 noon on 7-17-17, please stop whatever you’re doing, turn to God and, in solidarity with us, say the Prayer for Peace in the Philippines,” said Mrs. Bing Pimentel, President of the Senate Spouses Foundation, Inc. (SSFI) and the lead convenor of the prayer Movement. “All we’re asking for is one minute of your time.”

She continued, “Everyone who joins us in prayer becomes a mustard seed. It only takes a little seed of faith to move a mountain. PH cites benefits of WTO Information Technology Agreement The Philippines, through Department of Trade and Industry’s Board of Investments (BOI) Governor Lucita Reyes, Semiconductor and Electronics Industries in the Philippines (SEIPI) President Danilo Lachica and Ionics Vice-President for Operations Mr. Jay Chavez, recently participated at the celebration of World Trade Organization’s 20th Information Technology Agreement (ITA) Symposium held on 27-28 June in Geneva, Switzerland.

According to Magnolia Uy, DTI Philippine Trade and Investment Center in Geneva (PTIC-Geneva),

the event allowed for the member countries to highlight ITA’s role of providing households and domestic businesses access to more affordable and higher-quality Information and Communication Technologies (ICTs) through tariffs elimination on hundreds of ICT products.

The Philippines, as one of the 82 signatories of ITA, has benefited from the initial ITA signed in 1996 and its expansion of list in 2015.

According to the Philippines’ chief ITA negotiator and Board of Investment Governor Lucita Reyes, the country’s ITA membership

helped lower prices for key ICT hardware inputs that the BPO industry depends upon. At present, the country’s ICT services exports account for roughly 70% of total services exports while the ICT goods exports account for more than 35% of total exported goods.

In terms of ICT goods exports, Lachica added that the Philippine semiconductor and electronics industry continues to grow at a steady rate, ranking as the 17th largest exporter of ICT products in the world PH official participants at the 20th ITA in WTO. That is STUDYING. Teeners play an important roles in peacemaking. They are the ones whose sole job is studying.

Teeners go to school and study almost everything pertaining to people, places, things, events and situations.

I have to give a high mark to Duterte’s art of diplomacy that radically shifted from the docile submission to the powerful and mighty to a level of respect and cognizance of one’s sovereignty. 5. The AFP and police capability in dealing with terrorists should send shivers to the NPAs. In their hideouts in the boondocks there are no

buildings to destroy. Drop a bomb and all that is needed is to replant trees. Soon more fighter jets will arrive thus adding to the war machines of the government. If peace cannot be achieved by the tedious and long process of negotiation the other solution is military.

Ban on leaving unattended bags in Davao up for final approval DAVAO CITY -- The law prohibiting and penalizing the act of leaving unmarked and unattended bags in public places is up for final approval in the city council next week.

Already approved on second reading after a long debate at the regular city council session on Tuesday afternoon, the proposed ordinance bans leaving of unattended bags in public places that will cause public alarm and panic.

If the attended bags or packages cause panic, alarm and nuisance, the owners will be fined PHP1,000 on first offense, PHP3,000 on second offense and PHP5,000 on third offense plus one month imprisonment. Causing panic means the SWAT team and bomb

disposal unit have arrived in the area.

If bags or packages do not cause panic owners will be warned on first offense, PHP100 fine on second offense and PHP300 on third offense. The unattended bags are immediately claimed by owners before the SWAT and bomb disposal unit are not yet in the area.

If the ordinance is approved, leaving unmarked and unattended bags in public places will be a criminal offense.
