VILLANUEVA, Misamis Oriental-One lesson learned from the Verde Soko investigation of several House panels is the need for much better customs and intel cooperation between the Philippines and other countries, according to Misamis Oriental second district Rep. Eid’l Fitr celebrated in 6th ID

CAMP SIONGCO, Maguindanao – The Muslim believers of 6th Infantry Division gathered here early morning (June 05, 2019) to commemorate the Eid’l Fitr or Feast of the Breaking of the Fast.

The military Muslim personnel were joined by their families and other civilians living near the camp in an early morning prayer in front of the 6th ID Grandstand.

This year’s celebration was led by Assistant Division Commander for Reservist and Retirees Affairs, Colonel Carlito R Bueno and greeted everyone with Eid Mubarak or blessing on their celebration.

“Ang kahulugan ng pagaayuno sa Islam ay isang uri ng gawaing pagsamba sa Allah sa pamamagitan ng pagpigil at pag-iwas mula sa pagkain, inumin, pakikipagtalik at sa iba pang

nakakasira sa pag-aayuno, simula sa pagsapit ng madaling araw hanggang sa paglubog ng araw.” said Col Bueno.

Col. Bueno, in his message outlined the purpose of fasting, which is considered the holiest among the Islamic celebration.

MARAWI CITY, Lanao del Sur -- The Philippine Business for Social Progress (PBSP) and the Ministry of Health in the Bangsamoro Autonomous Region in Muslim Mindanao (MOHBARMM) reaffirmed its partnership to strengthen the implementation of the National Tuberculosis Control Program (NTP).

PBSP and MOHBARMM recently signed a Memorandum of Agreement (MOA) that enables them to continue to work together to support the Department of Health (DOH- NTP) in the execution of the Philippine Strategic TB Elimination Plan.

through the provision of laboratory supplies and equipment, the hiring and deployment of competent medical and non-medical staff; and the conduct of regular monitoring and random on-site verification and validation of both programmatic and financial reports.

Dahino airs dismay over Cebu Pac services “WE are not a bunch of entitled individuals, but the airline’s lack of regard of the passengers’ sensibility and well-being was unimaginable.”

This sentiment was aired by Councilor Edna M. Dahino in her special report during the regular session Monday presided over by Vice Mayor Raineir Joaquin V. Uy, citing the poor services of Cebu Pacific Air. While acknowledging the airline as a low cost carrier known for its cheap fares availed of and enjoyed by many, its services rendered, however, is not worth half the money saved

and the trust accorded them by its passengers, Dahino lamented.

The councilor recounted a bad experience with the airline.

“But last Friday, one member of my family flew Cebu Pac from CDO to Manila. I was informed then the flight was delayed for a good 10 hours,” she reported.

Councilor Dahino said she was even more dismayed over the insensitivity of the airline. “Since up to this time no explanation as to the cause of the 10-hour delay was given by their company. Not even the ground crew was able to provide answers to the inconvenience during

the incident,” she added.

“We are very much aware of the growing hazards of air travel but isn’t it the passengers’ right to be informed about the cause of the delay? After all, passenger’s safety is paramount,” stressed Dahino.

With this, the councilor is urging the city government to intervene in behalf of the Kagayanons and other passengers who have experienced the same predicament.

The matter was referred to the City Council committee on trade and commerce chaired by Councilor George S. Goking for appropriate action. (SP/JAO)

Addressing the basic problem of the poor

PRICES in the public market are soaring high and the government appeared helpless. One morning, we were appalled by a report that the kilo of Tamban (Sardinella) fish has gone up P 120.00 – P 150.00.

What happened? If there is a poor man’s fish, Tamban fits the description because it is, actually, very cheap.

Ordinarily, the price of a kilo of Tamban ranges only from P 20 to P 40.

Sometimes, the price of the fish is so cheap that the vendor would almost sell it at a giveaway price of P 10 to P 15 a kilo.

Today, however, the Tamban fixes a price of P 140 to P 150 per kilo in the public markets of Cagayan De Oro City.

The price of Tamban is cheap because it has nothing to offer, but an effective source of “uric acid.”

However, it is not only the price of Tamban fish that bothers us. Matter of fact, the prices of almost all varieties of fish have sky rocketed that a poor, like us, could no longer afford.

Can any imagine that the prices of a kilo of fish, especially Tuna, Blue Marlin, and Parrot fish, are expensive compared to the prices of meat? It seems

that a common Filipino, like the majority of us who could barely eat three square meals a day, could no longer afford to eat fish.

Dear folks, aside from fish, the prices of prime and basic commodities in the market are soaring high. Amid all these price anxieties, the government is doing nothing.

Once, we heard of Agriculture Secretary Emmanuel Piñol telling the consumers that the Department of Agriculture (DA) would employ steps that would control the prices of fish in the market.

Anyway, Piñol made that statement few after he was appointed the DA Secretary. Piñol statement was a relief. Alas! He is about to complete his stint at the DA, but that statement never ever come nearer to the truth.

It is disheartening that most government agencies that were supposed to serve as consumer watch dogs failed to deliver that mandate.

On the other hand, the Department of Trade and Industry (DTI), given the authority to act as price watchdog never care. Every time the issue of soaring prices comes in, the DTI

simply issues a statement that the trade department is monitoring the prices in the market. Baloney!

Candidly speaking, if the DTI seriously does its job as a price watch agency, the prices of the basic and prime commodities in the market could be easily checked.

By the way, the basic commodities are those that the common Filipino buys every day. Otherwise, the prices of rice and corn as staple foods, oil, salt, soap and milk as basic commodities should always be held at bay. On the contrary, the poor Juan could barely buy the basic commodities at home today.

No wonder, majority of the children of the poor Filipinos today are malnourished. Malnourishment takes place for the lack of nutrients and elements needed for a kid’s normal growth.

A malnourished kid is susceptible to all kinds of ailments because of an unstable immune system.

Perhaps, the inaccessibility of the majority of the Filipinos to healthy foods is the principal culprit of the various social ills in the country today.

petent and corrupt public officials is driven by poverty because the hungry community is the main target of “vote buying.”

“Well, those (candidates) who could offer us (the poor), the highest bid is the candidates that we will vote,” a common rhetoric of the impoverished.

There is no argument that the 80 percent of the country’s 100 million people are poor. Ten percent of the 80 percent are those that could hardly eat two square meals a day.

Unless the national leadership employs an innovative policy, compelling the DTI, DA and other government line agencies adopt an effective policy to lower the prices of commodities, especially the basic commodities, the growing disenchantment of the impoverished society would prevail.

Life with people

THINK a minute.

Have you ever thought how easy life would be if you did not have to deal with people? But it would also be ver y empty! In spite of our problems with people, they are what make our life worth living. Think about it. With no people, we have no love...and what is life without love? It is so true that at the end of our life, all that really matters are the people we shared it with. The sooner we learn how to live happily and successfully with people, the sooner we will have our best life possible.

But the first step in learning is to unlearn our unhealthy, bad habits and ways of relating to others. We need to open our mind to new and better attitudes in getting along with people. If we ourselves are not willing to change, we cannot change our life.

Fortunately, it’s never too late. I have seen people 80-years-old “turn and learn” how to better love and live with people.

One of our bad habits of dealing with people is playing the “blame game”— whether it is a husband and wife blaming each other, a brother blaming his sister, children blaming their

parents, or when we blame other races and cultures for our problems. Adolf Hitler blamed the Jews for Germany’s problems. The Roman Empire blamed the Christians for its failures and decline. But until we honestly face the facts, and take responsibility for our wrong attitudes and ways of living, we cannot change our relationships and life for the better.

Another bad habit we have is judging people.

We think we know what is wrong with everybody else, but we do not see what’s wrong with ourselves. We put labels on people just because they are a little different than us, and we do not have to do any real thinking or care enough to truly get to know that person. Even though we hate it when someone labels and judges us like that!

Remember, “The soft skills are the hard skills.”

Precisely cutting and polishing diamonds takes far greater skill than smashing rocks with a hammer. It takes a bigger heart and mind to truly understand and love people as they really are and need. It takes more wisdom, strength, and social skill to see both the good and bad qualities

of people, yet accept them and love them in such a way that they want to change and improve. After all, that is what we need them to do with us!

Won’t you ask Jesus to start changing you? He wants to help you grow a bigger, more compassionate heart toward other people?

He will also broaden and deepen your mind to start understanding and wisely loving each person, just as He does you. ****** A pop song said: “People who need people are the luckiest people in the world.” But to learn how to live happily and successfully with others, we must first unlearn our unhealthy, bad habits and ways with people.

Sometimes we run away rather than work through our disagreements and differences. Like a child who gets angry and says: “I’m going home. I’m not going to be your friend anymore!” Our feelings get hurt—so we quit our job, end a friendship, even get a divorce. “We take the easy way and just move on rather than grow up.”

But if you keep moving on from one relationship to another, you will never

have the success, satisfaction and rewards of close, lasting relationships.

Many couples could learn to live happily together if they did not resort to this revenge or payback mentality. But lashing out and hurting the other person just makes things worse and is the most damaging way to deal with our differences—including the lasting pain and problems through which we put our kids. We would have much happier lives if instead we simply admitted our faults and did what is needed in our marriage, parenting, and other relationships.

The first ingredient of successful relationships is communication. With no communication, you have no relationship. At the end of our life, some of our biggest regrets will be all the things we did not say to the ones we love. We so often misunderstand and misread people. DOST Technology Addresses Water Quality Issues in GIDA Barangays in Mis. Occ. LATE in 2018, Col. Severo of the 10th Infantry Battalion of the Philippine Army presented the issues and concerns of the Geographically Isolated and Disadvantaged Areas (GIDA) in Misamis Occidental during the Provincial Development Council – Economic Sector convergence meeting in Oroquieta City. One of the issues raised in his presentation is on water system of selected GIDA barangays in the province.

To immediately address this concern, the Department of Science and Technology Region X (DOST-X) through the Provincial Science and Technology Center of Misamis Occidental led by Ms. Eufresnie Ann D. Simbajon turned over twenty-five (25) units of Ceramic Water Filter (CWF) to the Provincial Development Council represented by the Provincial Planning and Development Coordinator, Ms. Teresa

B. Calamba last 17 May 2019.

The Ceramic Water Filter is a DOST developed innovative technology that address the requirement of a simple, effective and economical water filter that can be used in rural areas. This candle-type water filter has anti-microbial agent that eliminates disease-causing water borne microorganisms.

This is easy to use and does not need electricity to operate the filter.

All CWFs were delivered to the 10th Infantry Battalion, 1st Division in Barangay Burgos, Oroquieta City last 23 May 2019 wherein Ms. Kristel C. Alvarico, a DOST staff demonstrated the installation, use and cleaning of the filters.

A day after, the team of LTC John P. Andrada deployed the twelve (12) units of CWFs to the beneficiaries in Barangay Lalud, Don Victoriano Chiongbian- the

Technology has long influenced our use of leters in language. In other words, we adopt letters for a handful of reasons: usefulness, aesthetics and because we simply can. We abandon letters when it becomes too difficult to write or print them out. If English didn’t steal words from everywhere, we probably wouldn’t have much use for accents. And yet we just don’t see them as truly essential. Certainly, they can be fashionable. In the end though, the gatekeepers of orthography are the users.

Brigada Eskwela: A Success for Everybody

Year after year, we hear concerns about shortage of classrooms, overcrowded classes, and schools being not ready for the upcoming school year.

DepEd addressed this issue through the Adopt-a-School Program in order to reach even more to the remote areas and implement this program to all communities through the National Schools Maintenance Week or Brigada Eskwela.

Gone are the days in the life of public schools that opening of classes is also the start of cleaning, decorating, and preparing classrooms and school. Today, as we embrace the lives of the 21st century learners, it is a different scenario already. For all we know, DepEd adheres time–on task policy and ensures that the first day of classes will be spent for teaching-learning process.

Per observation, Brigada Eskwela is already institutionalized. It became as one of the

departments’ most celebrated programs, which aims to address the resource gaps faced by every school through strengthening the partnerships with internal and external stakeholders. This is made possible since the birth of Brigada Eswkela more than a decade ago. People of different sectors comes to school for a bayanihan activity like classroom, walls and blackboards repainting, cleaning/replacing of window glass and doors, minor repairs, and even the making of vegetable garden for Gulayan sa Paaralan and among others.

DepEd implemented this year’s Brigada Eskwela from May 20 to 25, 2019. It focuses on the theme “Matatag na Bayan para sa Maunlad na Paaralan” to reflect how DepEd recognizes the importance of the community by making schools the best place for learners to acquire the values and competencies they need to contribute to nationbuilding. This may bring good result to all learners, teachers, school officials, parents, alumni,

community leaders, members of the non-government organizations, private sectors, other government agencies and all other stakeholders to participate and contribute their time, effort, and resources to prepare our schools in the opening of another school year.

As a whole, Brigada Eskwela is an intervention to prepare the classroom to be used by the learners as we open another breakthrough for the learners to acquire the basic education they wanted to learn. This is also a manifestation on everybody’s concern that Brigada Eskwela is a realization of a true Filipino for it adds a new meaning on everyone’s concept of unity and cooperation. Thus, DepEd realizes the importance of the great support coming from all stakeholders telling us a scenario of people from different groups comes to school to help the teachers and learners be prepared during the opening of classes.

Correlation between education and health

EDUCATION is associated with better health outcomes but trying to figure out whether it actually causes better health is tricky. People with at least some college education have mortality rates less than half of those without any college education, according to CDC. In addition, people who are more educated exhibit less anxiety and depression, have fewer

functional limitations and are less likely to have a serious health condition like diabetes, cardiovascular disease or asthma.

But causality runs both ways. People in poor health from a young age may be unable to pursue education as much as those with better health. On the other hand, a person who tends to focus on long-term outcomes may be motivated to develop healthier habits like regular

exercise even if blocked from a pursuit of higher education.

Studies that relied on inducements for greater education found that increased education led to better health and a lower likelihood of smoking.

This finding is one clue about how education may improve health. It can reduce people’s engagement in risky behaviors, perhaps because those behaviors could threaten the higher income that greater education typically confers.

Brigada Eskwela ends; BES Faculty and Staff recognizes importance of community involvement

Bobontugan Elementar y School of Jasaan, Misamis Oriental successfully conducted the 2019 Brigada Eskwela from May 20-25, 2019 with the theme “Matatag na Bayan para sa maunlad na paaralan.” The theme reflects how DEP ED recognizes the importance of the community in making schools the best place for learners and acquire the values and competencies they need to contribute to the nation-building.

The week-long “Brigada Eskwela” which is also known as the National

S chools Maintenance Week, seems like a gathering of stakeholders from the community, particularly parents of learners, to do clean up and minor repair in school facilities.

Now on its 16th year, the Brigada Eskwela has its national kick-off program on May 20, 2019 which was participated

by School Heads, Public Teaching Personnel, and its partners from both private and public sectors coming together for the benefit of BES learners.

A big caravan during the national kick-off program was participated by vari-

ous members to express their commitment to the annual activity.

As this years school maintenance week officially comes to a close.

School heads and teaching staff of BES thanked everyone especially the partners and stake-holders for their remarkable contribution in the education sector through the “Brigada Eskwela”.

All efforts undertaken during the week-long activity are in preparation for the opening of classes for school year 2019-2020 in all public schools on June 3.

DA asks couriers to reject meat, products from ASF countries

MANILA -- In an effort to intensify quarantine security to prevent the entry of pork and pork products affected by the dreaded African swine fever (ASF) in the country, Department Agriculture (DA) Secretary Emmanuel “Manny” Piñol issued Memorandum Circular No. 07 directing all courier service companies to stop accepting canned meat and other meat products coming from ASF-affected countries for shipment.

The DA also banned importation of live domestic and live pigs and their products including pork meat, and semen coming from Belgium, Bulgaria, China, Czech Republic, Hungary, Latvia, Moldova, Poland, Romania, Russia, South Africa, Ukraine, Zambia, Mongolia, Vietnam, Cam-

bodia, Hong Kong, and North Korea.

“Furthermore, all arriving agricultural commodities from restricted countries are subject to immediate stoppage, con-

fiscation, and destruction by the Veterinary Quarantine Officers (VQOs) at the border of entry for proper disposal,” the memorandum read.

Inflation seen to settle back to target levels

MANILA – The Philippines’ inflation rate is expected to return to its deceleration mode in the coming months after an uptick to 3.2 percent last May from only three percent last April.

In a report, Michael L. Ricafort, Rizal Commercial Banking Corporation (RCBC) Economics & Industry Research Division head, attributed the rise of domestic inflation rate to the impact of a weaker peso on imports in the early part of May, higher global oil prices and the dry season, which affected some agricultural products and the operations of hydropower plants.

“However, these were offset/mitigated by increased rice imports with the Rice Tariffication Law and other non-monetary

measures to increase food/ rice supply to lower prices and better manage inflation since the latter part of 2018,” he said.

Ricafort expects the resumption of slowdown of inflation rates in the coming months, with the decline forecast to be faster due to elevated inflation rate last year.

He said that a onepercent level inflation rate in the third quarter or early fourth quarter is even possible.

Last year, inflation peaked at 6.7 percent in September and October.

Ricafort said adequate rice supply due to larger imports and higher harvest during the summer is expected to further ease inflation rate in the coming months since rice accounts for around 10 percent of the inflation index.

TUHOG: DSWD empowers communities through assistance, livelihood, and volunteerism Written by SHAUN ALEJANDRAE Y. UY, SMO III

BUKIDNON -- The Municipality of Pangantucan in the Province of Bukidnon is home to vast natural resources in the region. However, poverty is still among the recurring concerns of the communities.

The Department of Social Welfare and Development (DSWD) provides services and programs for these poor communities. Since 2009, the Pantawid Pamilyang Pilipino Program (4Ps) of the DSWD provided augmentation in monetary form to poor households with children 18 years below. This is to provide them an opportunity to continue and complete their basic education, as the most common concern for families is the lack of finances to send their young learners to school – this, despite the free basic education through public schools – since there are still financial needs like school supplies, transportation, and nutritional needs of the children.

The DSWD’s Sustainable Livelihood Program (SLP), on the other hand, provides the necessary livelihood assistance to community associations in the barangay level. This is through the micro-enterprise track and employment facilitation.

The empowerment component is brought about the DSWD’s Kapit-Bisig Laban sa Kahirapan Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS) National Community-Driven Development Program (NCDDP) which inculcates the spirit of volunteerism.

Evelyn Secadron Alampayan, married to Nilo Alampayan, and is a mother of five, from Barangay Pigtauranan, Pangantucan, Bukidnon. Evelyn is the current president of the 4Ps Parent Leaders Association of Pangantucan, “dako gyud kayo og katabang ang Pantawid, dili lang sa pagtulun-an, apil usab ang oportunidad nga makapaeskwela kami sa among mga kabataan (Pantawid really helps our community, it doesn’t only provide us with learning, but opportunities to bring our children to school).”

All of Evelyn’s children are in school, the eldest being now in college and the youngest in the elementary.

“Nakakat-on gyud mi gumikan sa mga trainings ug seminars para sa mga parent leaders, naay mga trainings nga para mahimo kang epektibo ug maayo nga lider (we really learned from the seminars and trainings provided for the parent leaders, there are trainings on how to become good and effective leaders) said Evelyn.

Evelyn took these learning to heart as she was selected to lead their community’s SLP association as the president.

Dr. Romeo Manalili of the Veterinary Quarantine Station in Subic reported that quarantine inspectors became suspicious of the content of the van after they noticed that the temperature was at 18°C the desired cooling level to preserve meat products.

The inspection team discovered packs and boxes of meat balls hidden behind boxes of fish tofu.

Following the Subic Port interception, the DA has ordered a 100 percent inspection of all refrigerated vans, especially those coming from ASF-affected countries.

DTI pitches PH growth story to South Korean investors, potential of e-vehicle industry

SEOUL – Department of Trade and Industry (DTI) Secretary Ramon Lopez highlighted the strong macroeconomic fundamentals as well as the continuing growth story of the Philippines (PH) to South Korean business executives during a high-level roundtable meeting on 4 June 2019.

The trade chief emphasized the opportunities South Korean companies, particularly in the manufacturing industry, may explore when locating and expanding their operations in PH. Sec. Lopez underscored the wider market access for companies in the country through the preferential trade agreements PH has with the United States (GSP), European Union (GSP+), as well as with the European Free Trade Association (EFTA).

“The Philippines is an ideal geographic base for South Korean manufacturing companies, specifically those focusing on automotive and auto parts, electronics and semiconductors, food

processing, agribusiness, and other labor-intensive industries. South Korea is a manufacturing powerhouse

and expanding the business operations in the Philippines is a win-win, with businesses have greater market access for

their products and being our partner in providing jobs and opportunities to Filipinos,” said Sec. Lopez to over 30

South Korean business executives from construction and infrastructure, tool and die, as well as energy industries.

Likewise, the trade chief discussed possible opportunities in PH’s e-vehicle industry. He cited the tariff modification of EV products under the ASEAN Free Trade Agreement as well the consideration of a target date full EV utilization/registration in PH. The International Electric Vehicle Association and other companies in the e-vehicle industry in South Korea such as Hyundai Motor, POSCO E&C, and Phillips Group are encouraging PH to provide additional support to attract more investors in the e-vehicle and parts industry, aside from the usual fiscal incentives.

Tax incentives are not enough in developing an industry of the future. The association suggested to provide tax holidays and monetary support per unit produced, as well as government cost sharing in charging/battery replacement stations, the same package that are now being provided by the governments in South Korea and other ASEAN Member States. Accordingly, these countries have local programs to strengthen the industry to encourage the shift to e-vehicle, such as free registration and free parking for e-vehicles.

“This would have to be a special progam similar to our CARS program, so it can quickly attract investors in the industry,” shared Sec. Lopez.

The Secretary together with DTI Undersecretary Ceferino Rodolfo addressed the issues and clarified the concerns raised by existing locators on the Tax Reform for Attracting Better and

Higher Quality Opportunities (TRABAHO) Bill, which rationalizes tax incentives to investments.

“The TRABAHO Bill will offer modern and more relevant incentives,” said Usec. Rodolfo.

The trade chief also assured investors that there will be a good transition period of the new tax system and there’s no reason for them to delay their expansion projects in PH. During the meeting, DTI Undersecretary Rafaelita Aldaba also presented the PH government’s inclusive, innovation-led, industrial strategy (i3s) as support for the socioeconomic agenda of President Rodrigo Duterte.

The i3s complements the government’s thrust to promote an innovation ecosystem in PH, with different sectors partnering to generate more jobs and improved business opportunities. This removes obstacles to growth, attracts investments, and creates jobs.

It also sets up the environment to strengthen MSMEs and the domestic supply chains, encouraging their participation in global and regional value chains, and link manufacturing with agriculture and services.

The roundtable meeting was attended by PH Ambassador to Republic of Korea Noe Albano Wong, BOI Director Angelica Cayas, and high-level business executives from 16 South Korean companies. Aside from POSCO, Hyundai, Phillips, also present were Lotte E&C, Seohee Construction Company, Korea Western Power, Daeil Corp, International Electric Vehicle Expo, Daekyung Eng. Co. Ltd., Korea Agricultural Machinery Industry Cooperative, Pyungtaek Port, and Korea Importer Association.
