NHA beefs up construction of housing units for IDPs MARAWI CITY -- As the city now is being placed under modified general community quarantine, the National Housing Authority (NHA) intensified its efforts in constructing more hous-

ing units for the internally displaced persons (IDPs).

The city has been placed under the enhanced community quarantine limiting movements in the area for more than two months.

NHA, however, still continued in the construction with limitations.

To date, NHA has completed 2,302 transitor y shelters out of the 4, 852 target. 1,052 of these are

CAGAYAN DE ORO CITY -- To contain the spread of coronavirus disease (COVID)-19 and easy contact tracing, the Philippine National Police (PNP)-10 still requires travelers to obtain travel authority every time they travel to other provinces or regions.

During the NorMin COVID-19 Response Task Force, June 5, PLtCol Mardy Hortillosa, spokesperson of PNP-10, said travel authority is still required for travels to another province, or other region for indispensable travel and locally stranded individuals (LSI).

Exempted from obtaining travel authority include workers and other people listed as Authorized Persons Outside Residence (APOR).

Travel within the region or a province shall be permitted without a travel authority for indispensable travel such as family or medical emergency, and for NAZARETH, Cagayan de Oro City chair Maximo Rodriguez III claims that the 26 barangays of the city whose chairmen signed the petition calling humanitarian reason, along for ECQ last month were excluded by the city government in the distribution of the second wave of relief goods.

SAAD sparks San Fernando’s agri dev’t SP acts on benefits of health workers

AFTER her town received P3.2 million worth of agricultural assistance from the Department of AgricultureRegion 10 (DA-10) Special Area for Agricultural Development (SAAD-10) Program in 2018 and 2019, San Fernando, Bukidnon Municipal Agriculturist, Coleen Alva C. Ambos acknowledged SAAD as instrument to the town’s agricultural development.

“SAAD sparks agricultural development in San Fernando. The program has a great impact in our effort to uplift the living condition of our farmers,” Ambos accounted in an interview during SAAD projects monitoring in the town.

Due to the high poverty incidence rate, San Fernando was among the 13 municipalities in Bukidnon included in the SAAD program of the Department of Agriculture in 2018.

Since then, the LGUs started to receive SAAD interventions and assistance

to support the towns’ priority agri-livelihood projects.

SAAD interventions include provisions of hybrid corn seeds with complete fertilizers, provision of high value commercial crops seedlings (cacao and coffee),

provision of vegetable seeds with organic fertilizers and garden tools, provision of swine and drugs and biologics and construction of Multi Crop Drying Pavement (MCDP).

OZAMIZ CITY, Misamis Occidental -- In line with the implementation of the Rice Tariffication Law, the Department of Agriculture (DA)-Ozamiz distributed free palay seeds to more than 700 rice farmers here, June 4.

About 1,000 bags at 20 kilos each of palay seeds under the Rice Competitiveness

Enhancement Fund (RCEF) program were distributed at Barangay Aguada, here.

The beneficiaries are listed under the Register System for Basic Sectors and Agriculture (RSBSA) in Ozamiz City.

City Agriculturist OIC Carlos Pijuan assured farmers that the National Government is committed to support and

provide assistance in various capacities, including the provision of farm inputs and support for farm mechanization.

Pijuan said support must be given to rice farmers, who are badly affected by the impacts of the Rice Tariffication Law. Moreover, Pijuan encouraged the farmers to visit the office of city agriculture to register, especially those who are not recognized as rice farmers.

Dally Emelda from Barangay Molicay, Ozamiz City is one of the beneficiaries of the 1,000 bags of seeds who expressed gratitude to the government who hasn’t forgotten them during the COVID-19 pandemic.

In December 2019, 920 bags of palay seeds were distributed to DA-Ozamiz under the RCEF program.

The distribution was spearheaded by City Agriculturist OIC Carlos Pijuan, and other employees of the department.

COMPLYING with the provisions of RA 7305, otherwise known as the Magna Carta for Health Workers, the City Council during its regular session this week presided over by Vice Mayor Raineir Joaquin V. Uy approved ordinances granting one step salary grade increase to workers of the JR Borja General Hospital who will be retiring from government service.

Legislators also earmarked funds to cover their salary differential for the purpose.

A special department store

ONCE upon a time, I drifted back on my lifetime’s way.

My niece told me: that’s a matter of aging. I smiled.

Anyway, drifting back to old memories is not bad. That’s sometimes really helpful.

During my journey back, I suddenly saw a nameplate: Heavenly Department Store.

I came closer. The door opened itself wider and wider. A swarm of angels gathered together. One of them presented a shopping basket to me. “Enjoy your shopping, but do it carefully!” Everything what a Christian needs, could be bought in this department store. If one couldn’t carry everything home, one could be back next day, get the last bit and buy even more.

At first, I bought PATIENCE, the quality of enduring with calmness.

LOVE, the human affection, was in the same shelve. A

little bit deeper, I found SYMPATHY, the sharing of emotion, interest, and desire, and COMPREHENSION, the capacity of the mind to perceive and understand together with APPRECIATION, the setting of a valued one.

I added packages of WISDOM, the knowledge and the capacity to make use of it and additional bags of FAITH, the belief especially in a revealed religion. I relaxed a couple of minutes and then, I looked for STRENGTH, the important power or vigor and bravery and fearlessness.

They should help me to continue my forward to future. I thought myself, that I shouldn’t forget MERCY, the leniency shown to a guilty person, and REDEMPTION, the deliverance from sin.

My basket was already stuffed and I started looking

for the cashier. One the way there, I found the PRAYER. I needed it to avoid running dead straight into a sin. An angel advised me also never to forget PEACE AND JOY, hymn of praise and chant.

Now it was really time to pay all those things. But the angel smiled and told me, “Take everything with you, where ever you may go.” I asked, “What do I owe you?” The angel answered, “Nothing, somebody paid already your bills long time ago. His name was Jesus!”

I found this fabulous and wonderful fantastic story in my published documents from September 1988, during my time in Abra while writing a column for the mission oriented TINIG NG BAYAN - a magazine for Filipinos abroad. Gemma’s ‘Wow China, Amazing China’ IT was just three weeks ago when Riza Hontiveros, a senator from the Americanand Yellow-backed NGO Akbayan, raised a howl in the halls of the Philippine senate over the “Wow China” radio program aired on the RP1 Philippine government radio network RP1, claiming it is “Chinese propaganda” and its airing constituted a “betrayal of the Filipino people”.

Just a little over a week later, Gemma Cruz-Araneta wrote her reaction to the news and controversy over the “WoW China” radio show in her Manila Daily Bulletin column “Landscape” of May 20, 2020. In one short paragraph, she opined that the program radio is a normal matter of “cultural diplomacy”; in the next six paragraphs, she then proceeded to review American imperialism’s global history in the next six paragraphs.

Gemma Cruz-Araneta brought pride to the country as the winner of the Miss International 1964 pageant and then proceeded to donate her $10,000 prize money, worth at least a million pesos today, to the Boys and Girls Home in Marikina City. She brings intellect to beauty as author and co-author of seven books; the newest entitled “Fifty Years in Hollywood”, which was launched last year, is a compilation of Madame Gemma Cruz-Araneta’s selected articles from 13-years of her columns.

“50 Years in Hollywood” sums up that chapter of Philippine history when American imperialism waylaid the

Philippine Revolution, that colonial and neo-colonial period that seems to be lifting slowly but surely today with the Philippine Constitution’s “independent foreign policy” that President Rodrigo R. Duterte is executing with firm resolve.

Gemma Cruz-Araneta explains the title of the book: “Fifty Years in Hollywood is a fragment of my mother’s most famous statement, ‘300 hundred years in a convent and 50 years in Hollywood.’ That was how Carmen Guerrero-Nakpil described Philippine history in a nutshell.... ’50 Years in Hollywood’ was Carmen Guerrero-Nakpil’s indictment of American imperialism, a policy of sociopolitical and economic exploitation that reduced the once indomitable Filipinos to diffident little brown Americans.”

Indeed, immediately after the country achieved victory over colonialism against Spain – the first in Asia – Filipino independence was then ambushed by American imperialism. The archipelago and its people were made the springboard and cannon fodder for other Asian hegemonic misadventures of the United States of America in Asia. Hopefully, this is now over with Asia ascendant once again after a long cycle of 500 years, with China and India rising once more and the rest of Asia with them.

Gemma Cruz-Araneta’s article “Wow China, Amazing China” is a recognition of China’s renewed significance in the world today. At the same time, it is describ-

ing the evident decline of the USA when it says, “Today, Americans themselves are so discombobulated that they are asking if and when their empire is going to collapse. I never thought I would live to see the USA so insecure about its place in the universe. I think the USA has met its match in China.”

In the following paragraphs, Madame Cruz-Araneta has managed to encapsulate the USA’s dilemma in dealing with China and its leadership, the Communist Party of China (CPC) and the success of the latter: “Obsessed with a Cold War vintage ‘domino theory,’ the USA believed that by making China its economic, technological, and financial, petrochemical platform, it would destroy the Communist Party. They envisioned the Chinese masses revolting against the totalitarian regime demanding political rights once economic needs were fulfilled. But the very opposite is happening. The Chinese Communist Party is very astutely carrying out its ‘one country, two systems’” to the very extreme, to the cardinal points of the world.

“Who would have thought, when President Gustavo Arbenz of Guatemala and President Salvador Allende of Chile (accused of being socialists) were cavalierly overthrown, that one day, the Middle Kingdom, once mercilessly divided like a melon by Western empires, would silently dominate the world and cyberspace, without haste and without firing a harquebus or a Krag,? Now, what is the

Madame Gemma CruzAraneta’s 660-word articles wow the reader with its succinctness and precision, summarizing over a hundred years of history in such an encapsulated narrative, and then, picking up on her mother’s historical pronouncement to further enlighten the several generations that she addresses today with her articles and books.

Back to Senator Riza Hontiveros. Unfortunately for her, the temporarily suspended “Wow China” radio program, is expected to resume in July or August of 2020 after a review and possible reformatting of the two-year-old show. Davao boosts daily COVID-19 testing capacity By 1,000 through Ayala equipment donation DAVAO City is set to increase its daily testing capacity for COVID-19 with the help of medical equipment being donated to the Southern Philippines Medical Center (SPMC) and other institutions.

The donation of automated RNA Extraction machine and 2 RT-PCR machines and their accessories to SPMC Davao will help boost their Covid19 testing capacity by a maximum of 1,000 tests per day.

The donation is an expression of the Ayala group’s continuing commitment to helping contain the COVID-19 pandemic, as it participates in Task Force T3 (Test, Trace, and Treat) convened by the Inter-Agency Task Force–National Task Force (IATF-NTF) and the Department of Health (DOH).

The SPMC donation is one of other similar initiatives that seek to capacitate existing testing facilities and build testing laboratories in

different parts of the country. Ayala, through Ayala Land and AC Health, are constructing testing labs in Bulacan, Batangas, Laguna, and Iloilo.

Together, the Ayala group’s various contributions to Project T3 will boost the country’s daily testing capacity by 5,500. At present, the country conducts about 34,000 tests dai-ly.

“We welcome the testing laboratories from Ayala, as these will be a big help

to our efforts to stamp out COVID-19 in the country, and improve the country’s health situation in general,” said Gen. Carlito Galvez Jr., chief implementer of the IATF National Action Plan Against COVID-19.

“We recognize that the private sector plays an important role in our shared fight against COVID-19, and Ayala’s donation of testing equipment and laboratories are a welcome contribution,” said Vince Dizon,

deputy chief implementer of the IATF National Action Plan Against COVID-19.

Since the start of the pandemic, the Ayala group has mobilized resources in support of national efforts

through the provision of equipment and protective gear for medical and community front-liners, as well as food and other basic necessities for families in differ-ent communities na-

PH inflation rate slows further to 2.1% in May

MANILA – Rate of price increases further decelerated to 2.1 percent last May from April’s 2.2 percent primarily due to the drop in the annual inflation rate of the transport index.

It averaged at 2.5 percent to date, within the government’s 2 to 4 percent target band until 2022.

Bangko Sentral ng Pilipinas (BSP) Governor Benjamin Diokno, in a Viber message to journalists Friday, said the inflation rate in the fifth month this year is within the central bank’s 1.9 to 2.7 percent forecast band for the month.

“The latest inflation number is consistent with the prevailing assessment

by BSP that inflation is expected to remain benign over the policy horizon due largely to the adverse impact of the (coronavirus disease 2019) pandemic on

the domestic and global economy,” he said.

He explained that for the whole of this year and next year, baseline projection shows that inflation will settle below target.

Specifically, monetary officials forecast inflation to average at 2 percent this year and 2.5 percent next year.

Relatively, while the economy will take a hit from the global pandemic, Diokno said it “is expected to bounce back to its potential output growth in 2021 once the impact of the government’s fiscal and monetary measures gain traction.”

THE PHILIPPINES’ ALTERNATIVE LEARNING BILL INSTITUTIONALIZES ALS ALL OVER THE COUNTRY

SENATE Bill 1365 or the proposed Alternative Learning System (ALS) Act, which was passed by the Senate on final reading early this month, seeks to expand the existing ALS program of the government which is embedded in RA 10533, otherwise

known as the Enhanced Basic Education Act of 2013.

Whereas in the current ALS setup, it is an option for each schools division to establish ALS schemes only in selected public schools in the division, it will now be mandatory to each municipality and city in

the country Senate Bill 1365 is signed by the President or lapses into law, either way around. It seeks to provide more opportunities to those who cannot access formal education due to economic, geographic, political, cultural and social barriers.

Whereas in the current setup, ALS lectures can only be done on weekends when regular

students are not around, the bill seeks to construct community learning centers in each and municipality in the country only for the purpose.

Whereas in the current setup, only daylong weekend face-to-face sessions are done, the bill seeks to utilize other modes such as digital learning, broadcast-based instructions and workshops.

Bayanihan spirit shines through in the midst of coronavirus outbreak

I don’t think anyone could have predicted what was going to happen this year when we all joyfully celebrated the new year last January. It certainly does feel like the longest year ever, and April isn’t even over. Honestly, at this point, I’ll spare any talk about how could it get worse, because 2020 seems to be a lesson in Murphy’s Law. What we’ve been learning so far is that it can always get worse.

It seems as if we are just at the beginning of the coronavirus disease 2019 or COVID-19 story. Many experts predict that it is going to get worse before it gets better, and that the only way out is by staying home, staying away from one another, washing our hands, and doing our part.

While this is the only way we can help, it’s understandable that – for some (most) – it’s a trying time of anxiety and fear.

I know many of us are lucky. We can stay at home, in a house with utilities, food, and television and books to help stave off the fear and depression – and yes, the boredom too. Some others are even luckier because they can efficiently work from home knowing that there is job security and they will be provided for in this terrible time. The

reality though is that a larger part of our population in the Philippines has neither of those comforts and are living in a day-to-day spiral of worry and fear, wondering if they will have any food to eat or a place to “social distance” for the night.

That’s the hardest part of all – social distancing in the Philippines is almost a laughable concept. People are so stuck together here it’s almost a cultural problem. I don’t know why, perhaps it’s because it’s something they are used to, but Filipinos (generally speaking) tend to get really close to one another – in both crowded and non-crowded places. It’s just how they are.

To tell them to stay apart is a bit of an alien concept and it’s been a struggle during these trying times.

What’s more – how can you tell people to social distance when so many of the underprivileged live in areas that squish them together? It’s terrifying because the illness can spread all too easily in barangays and areas where families of eight or more live in close contact and right next to other families. How can this challenge be mitigated?

I suppose at this point we just have to do the best we can.

That’s not even the hardest part. We also have our brave frontliners – braving the battle every day to be able to help those in need and keep society running. I have to

give my heartfelt thanks to our doctor, nurses, healthcare workers, drivers, delivery men, grocery store workers, restaurant industry workers, janitors, garbage handlers, security, army, police, contact center workers, and so many more who are not able to stay at home during this time so that society doesn’t collapse.

They are the real heroes.

Whenever we think about what is happening now, it sometimes seems like it’s too much to bear. I know that many of us have to take a break from social media and the news when it just gets too toxic, resulting in anxiety to creep back in. But if we choose to look at silver linings – and let’s face it, at this point we have to – it’s also heartwarming to see how Filipinos have stepped up in times of great need.

We have always had a bayanihan spirit. Honestly, it’s because we’ve grown so accustomed to saving ourselves in times of crisis. I couldn’t be more thankful for that sense of helping and sharing than I am now. You see the bayanihan spirit in regular people stepping up and helping whenever possible. They’ve organized fundraisers, donated food to those in need, put together care packages, found PPEs for our health workers and just offered anything they can.

Private companies are doing the same. It’s a trying time for them as well, but instead of focusing on their struggling

bottom line they’ve looked at the bigger picture. Some companies have helped by assuring their workers of job security, providing financial assistance, and flexibility.

Others have provided meals for out frontliners or even provided them shuttles or places to stay. Even utilities have tried to help ease the burden by moving payment dates and waiving late fees.

I truly admire everyone doing his or her part to help.

In the end, when we emerge from this crisis, the world will have changed.

There is no denying that now. I hope it changes for the better and I hope we never forget the lessons we learned. We should never take for granted the people who are continuing to make the world spin right now.

When the going got really tough – the supermarket employee you see every day kept you fed, the garbage men and janitors kept your surrounding clean, and art and artists kept you sane.

It’s a scary time right now, and we are all worried about what comes next. But when all is said and done, we can only continue to do our best. I know many of us are scared, but don’t let that fear win. Choose kindness every time because everyone needs that more than anything right now. Let’s all work together and we’ll all make it out the other side.

CCC calls for bolder actions on world’s critical environmental and health challenges MANILA, 5 June 2020 — In observance of World Environment Day, the Climate Change Commission (CCC) called on national and global leaders to take bolder actions to address the two most daunting challenges the world is currently facing—the COVID-19 pandemic and the climate emergency.

With the theme, Time for Nature, the CCC said that this observance shall serve as a reminder that while nations are slowly transitioning to a new normal, the momentum to raise awareness on the importance of nature and climate action should be sustained and scaled up even more for a safer planet.

The country’s environmental laws such as the Wildlife Resources Conservation and Protection Act of 2001 (Republic Act No. 9147), Expanded National Integrated Protected Areas System Act of 2018 (Republic Act No. 11038), and the Climate Change Act of 2009 (Republic Act No. 9729) are regarded as landmark legislations by the international community.

The implementation of these laws, according to the CCC, will contribute significantly to the envisioned green and resilient post-COVID recovery.

According to the Convention on Biological Diversity (CBD), the Philippines is listed as one of the world’s

“megadiverse” countries and sustaining to around 70-80% of the planet’s biodiversity.

The Philippines ranks fifth in the number of plant species and maintains 5% of the world’s flora.

The CBD also reported that the Philippines has very high species endemism, covering at least 25 genera of plants and 49% of terrestrial wildlife, while the country ranks fourth in bird endemism. WHY ALS NEEDS TO BE INSTITUTIONALIZED

NOT all those who want to be educated have the means to pursue and succeed in achieving the same because of factors outside of their control. Many Filipinos – children and adults alike – knows the importance of education not only for themselves but also of their own family. What hinders most of our countrymen to avail of quality education is not their refusal to painstakingly attend everyday classes and pass their exams but the poverty and non-availability of alternative programs which is accredited by the government and may be used to enhance their eligibility.

With the recent trend and alternative programs being implemented by the government and NGOs to

make education accessible to all especially the out-ofschool children, youth and adults; persons with disabilities; indigenous peoples and other marginalized sectors, the proposed Senate Bill 1365 or the proposed Alternative Learning System (ALS) Act will make this alternative learning systems more stable and accessible to every Filipinos in every corner of the country.

Making the bill into law is a step forward of educating the Filipinos in every barangay including residents of unreached, underserved and conflict-affected barangays, municipality and city since it promotes lifelong learning in all streams of education to ensure the students’ sustainable future.

Since our country is facing the crisis due to the covid-19 pandemic, the Department of Education keeps trying to combat the situation. To ensure the continuity of learning, the Mathematics teachers in Misamis Oriental National High School were trained in designing Math E-book.

The Math E-book is a useful tool for online learning.

Designing Math E-book is new to most teachers, however, it part of the job to look for appropriate learning materials for the students to respond the present situation. Some teachers encountered difficulties, particularly of the slow internet connection.

But in spite of the challenges, the teachers’ passion of imparting knowledge to the students motivated them to do the tasks.

The Math E-book is designed through the Kotobee Application. It was an interesting experience for some teachers who personally downloaded the application which is not their usual teaching practice. Though, many have encountered difficulties in downloading due to slow internet connectivity, but finally it was successfully downloaded. The success of

the teachers is the product of the passion to learn and gain more knowledge of technology.

During the training, the teachers utilized the Kotobee application. The teachers were taught step by step the uses of the application. Through it, the teachers designed Mathematics E-book that can be used by the students online or offline. Though the application is quite complicated for the beginners, but teachers do not retreat nor surrender on the battle of providing the students appropriate and quality learning.

Math learning modules were also printed for those students living in far flung areas who have no gadgets to respond the call of continues education through the online scheme in the new normal setting of education. It is ensured that no students should be left behind. Teachers shall access them through modular scheme.

With this mode of learning, it is clear that there will be continuity of learning in this School Year 20202021 amidst pandemic. All students with or without internet connection will continue to learn.

“The Bangsamoro Government has been doing great (with its battle against Covid-19) with minimum tallied cases. We are glad that even if we’re miles away, BARMM has been selfreliant,” Galvez said.

Ibañez also said that the priority beneficiaries of the transitory shelters are those families living in MAA since the rehabilitation is ongoing.

A Technical Working Group composed of TFBM, local government of Marawi City thru its City Social Welfare and Development, NHA, and Department of Social Welfare and Development, follows selection criteria in determining beneficiaries for the transitory housing units.

All evacuation centers are closed since the displaced families have been relocated to transitory shelters. NHA and TFBM started relocating community-based IDPs by December last year up to March 2020. The relocation has been postponed due to the ECQ. A schedule is set for the continuation of relocation.

For permanent shelters, land development is already 50 percent completed. 39 hectares of land have been prepared in barangays Gadongan and Kilala for the permanent housing units for the IDPs who live in ‘no-build zones’ in the most affected area (MAA).

Moreover, travel authority must be secured for non-essential travel whether traveling from General Community Quarantine (GCQ) to Modified GCQ areas and vice versa as well as travelling from one province to another province or region to another region.

Travel authority shall be issued with the certification from the barangay chair noting that the person who wants to travel has not developed any COVID-19 symptoms at least 14 days before the travel request.

The certification from the barangay chair will serve as endorsement to the city/ municipal health office to conduct medical examinations.

Hortillosa added that a medical clearance certificate from the city or municipal health office is needed to secure a travel order.

Once secured, the travel authority could be obtained through securing a medical clearance certificate, which could be submitted to the barangay chair, who in turn, would facilitate the processing and such includes coordination with the LGU or destination.

Another way is for the person to secure a medical clearance certificate that could be submitted to the help desk of the municipal/ city police station.

Personnel of the help desk, under the authority of the chief of police (COP), will be in charge of the processing which includes coordination with the LGU of destination through the local police station.

partment of Health (DOH) accredited hospitals may also be considered.

For travels between provinces within the region, COPs are authorized to sign the travel authority in a delegated authority on behalf of the PD Travel between regions, PDs/DDs/CDs are authorized to sign the TA in a delegated authority on behalf of the regional director.

Higher issuing authorities can still issue the travel authority.

All those who travel without the necessary travel authority will be barred from passing the PNP or Armed Forces of the Philippines (AFP)-manned Quarantine Control Points (QCPs).

Personnel manning the checkpoints are urged to exercise maximum tolerance in the implementation of quarantine rules.

ROBINSONS Hotels and Resorts (RHR), hospitality arm of Robinsons Land, is preparing for a soft reopening of select Go Hotels and Summit Hotels and Resorts properties around the Philippines.
