MISAMIS ORIENTAL: The province of Misamis Oriental remains COVID-19 free from the dreaded virus that went pandemic in March this year, Gov. Yevgeny Vincente Emano announced Thursday. Emano cited the cooperation of the people of Misamis Oriental in implementation of the guidelines imposed by national InterAgency Task Force on the management of emerging infectious diseases. “With the cooperation of the people, the province of Misamis Oriental remains COVID-19 free until today,” Emano said. Duterte gives DOH until June 9 to DOH-10 urges vulnerable sector to give infected health workers’ benefits be more cautious amid new normal By CNN Philippines Staff

Metro Manila (CNN Philippines, June 4) — President Rodrigo Duterte ordered health authorities to immediately give compensation benefits to health workers infected with COVID-19. Presidential Spokesperson Harry Roque, in an online briefing on Thursday, said Duterte is giving the Department of Health until June 9 to release the

money. Roque said the ultimatum is in response to the revelation made in a Senate hearing that no infected healthcare worker has received the benefits as promised in the Bayanihan to Heal As One Act. Senate Finance Committee chairperson Sonny Angara said it was because of the absence of implementing rules and regulations from the Department of Health.

The law, approved in March, grants P100,000 to healthcare workers with “severe” COVID-19 infection and P1 million to the families of those who died from the viral illness. Bukidnon farmers earn through online selling M A L AY BA L AY C I T Y, Bukidnon -- The Department of Industry’s (DTI) Integrated Natural Resources and Environmental Management-Livelihood Enhancement Support (INREMPLES 2) Bukidnon project has shifted to e-commerce to sell local products of eight people’s organizations in the province amidst the coronavirus disease 2019 (COVID-19) pandemic. The initiative generated total sales of P62,520 after it accommodated 83 orders and linked with seven businesses since it started promoting farmers’ products on Facebook on April 3, 2020. The people’s organizations, assisted by INREMP in selling products online were originally scheduled to exhibit their local products in the National Food Fair (NFF) at the Megatrade Halls of SM Megamall, Mandaluyong, Metro Manila, March 12-15. However, the event was cancelled a day before the farmers were scheduled to fly to Manila on March 10 due to the COVID-19 pandemic. Twenty-eight b oxes of coffee, cacao, bamboo, and abaca products that were shipped in advance to Manila on March 6 were returned back to the farmers, prompting the INREMP

project to assist the local farmers in augmenting their income by promoting and selling their products online. “We have seen a great increase in sales after seeking the help of the online community in marketing the products of our assisted farmers through Facebook,” Aldon Apa-ap, Senior Value Chain Facilitator of INREMP, said. “With this, we decided to keep the momentum by making an official Facebook page for DTI Bukidnon INREMP. We want to share the stories of the remote farming communities we are working with and be a medium for their voice to be heard. We also hope to build a community of individuals who care about the farmers, the indigenous people, the environment, and the use of eco-friendly and sustainable products,” he added. Interested customers can order by sending a direct message to INREMP’s official Facebook page at Facebook.com/DTIBukidnonINREMP. An INREMP personnel will facilitate the order until the delivery is complete. To provide additional convenience and ensure safety to the buyers, payments can be done digitally through Paymaya, GCash,

Coins.ph or bank transfers. BTA’s second regular session to open on June 16 MARAWI CITY -- The Bangsamoro Transition Authority (BTA) Parliament’s Second Regular Session is set to open on June 16, 2020. This was agreed by the members of the BTA Parliament during the caucus meeting Tuesday, June 2 held at the BTA Compound, Bangsamoro Government Center in Cotabato City. Majority Floor Leader Atty. Lanang Ali Jr. said the session shall be conducted while observing minimum health standards, such as physical distancing, wearing of face mask, and handwashing/sanitizing. He also said that attendance to the session is voluntary and it can be either through physical or virtual presence. Meanwhile, SecretaryGeneral Raby Angkal said the second regular session shall

follow guidelines according to the new classification, which is the Modified General Community Quarantine (MGCQ). “Physical attendance shall not exceed 50% of the session hall’s capacity, following guidelines issued by the National Inter-Agency Task Force (IATF) on Covid-19,” Angkal said. It can be recalled that the National IATF has issued Resolution No. 40 on May 30, stating BARMM is now under MGCQ. Mass gatherings are also allowed with a maximum of 50 percent of the venue’s total capacity. The public and media shall be restricted to enter the session hall premises. DAVAO CITY – The office of 1st District Rep. Paolo “Pulong” Duterte distributed on Wednesday some 800 face shields to vendors, marketgoers, and public utility jeepney (PUJ) drivers in four public markets under his congressional district. James Michael Vergara, from the lawmaker’s office, said the markets were in Bankerohan, Boulevard, Matina, and Punta Dumalag. “This is part of the component of the personal protective equipment (PPE). That is why we choose this to give to the vendors and market people here,” Vergara said in an interview. AFTER her town received P3.2 million worth of agricultural assistance from the Department of Agriculture-Region 10 (DA-10) Special Area for Agricultural Development (SAAD-10) Program in 2018 and 2019, San Fernando, Bukidnon Municipal Agriculturist, Coleen Alva C. Ambos acknowledged SAAD as instrument to the town’s agricultural development. “SAAD sparks agricultural development in San Fernando. The program has great impact in our effort to uplift the living condition of our farmers,” Ambos accounted in an interview during SAAD projects monitoring in the town. Due to high poverty incidence rate, San Fernando was among the 13 municipalities in Bukidnon included in the SAAD program of the Department of Agriculture in 2018. Since then, the LGUs started to receive

SAAD interventions and assistance to support the towns’ priority agri-livelihood projects. SAAD interventions include provisions of hybrid corn seeds with complete fertilizers, provision of high value commercial crops seedlings (cacao and coffee), provision of vegetable seeds with organic fertilizers and garden tools, provision of swine and drugs and biologics and construction of Multi Crop Drying Pavement (MCDP). “Our SAAD projects have been smoothly implemented. Right now we are looking forward to grow the projects to benefit more of our farming constituents. Our swine recipients are now due to pledge 3 piglets to be handed to our next-in-line beneficiaries. COOPERATIVISM: The Countervailing Force Against Deep Inequality “WE hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness…” This amazing portion of the US Declaration of Independence is now reverberating throughout the United States as tens of thousands in almost all States and in almost all cities are continuously mobilizing, conducting protest rallies daily for more than a week now ignited by the unjust killing of an African-American, Mr. George Floyd, by Law Enforcers. The strong message is ENOUGH IS ENOUGH. Such brought to the fore the truism that hundreds, if not thousands of black Americans, have already been killed under arrest in silence. What made the killing of George Floyd different was it was on video showing the victim failing to breathe for almost nine minutes when the law enforcer put his knee on the victim’s neck in utter disregard to the victim’s plea that he could not breathe The protesters by the thousands are bravely converging, not minding the serious threat of the corona

virus pandemic which has already killed more than 100,000 Covid-19 victims in the US which is the highest in the world and in utter disregard to Pres. Trump’s deployment of the National Guards to stop the increasing protests, the passion for justice and equality keeps the fire burning in the hearts of the Americans, irrespective of class, color, race or gender. In fact, many Filipinos in the US are among the protesters. Indeed, the protesters are looking beyond the horizon, focusing more on deep inequality, climate change, racial, social and economic injustices being perpetuated by an economic model called neo-liberal capitalism perpetuated especially by global corporations not only in the United States but in the whole world. That truism is very true in the Philippines, more particularly in Mindanao especially in the life of the Indigenous People. I have known the pains of the Indigenous People when I began my stint as Editor of the School Organ in a State University. I visited a group of Higaonon and Manobo in Barrio Panalsalan, Maramag, Bukidnon and was

so surprised to see the IPs in a barrio fenced by a rich and powerful Congressman from the Visayas, turning their barrio into a ranch surrounded by six feet barbed wire. They could not benefit from their crops as the cows were the first to “harvest.” When they go to the Chapel, they could hardly find their way as cows were moving around. The children were entering the classrooms in the presence of the cows. Every time they shoo away the cows, they would be arrested, accused of malicious mischief. In fact one Christmas time in the ‘70s, some 25 of them spent their Christmas inside the prison in Maramag, Bukidnon for just shooing away the cows that were eating their crops. In desperation, a father put Thiodan in the family’s food during dinner and after that, he then ate the remaining food to commit suicide. What was worse was when a head of the family became insane, set fire to his house with his family inside. I took pictures of the burnt house and narrated their sad stories in an article entitled, A Barrio in a Cage. After the publication, I was arrested and put to prison for libel after all the threats by the

armed cowboys to silence me. The Panalsalan story is just a tip of the iceberg. Thousands of hectares of agricultural lands in Mindanao are now transformed into massive plantation which were ancestral lands before where Indigenous Communites, as early settlers, had lived sustainably for hundreds of years. “Magbabaya” (God) gave the “balaang yuta” (blessed land) to them. It was their forefathers’. But not anymore. A series of evictions came beginning in the 1930s up to the 1970s when powerful clans in Bukidnon turned the land into cattle ranch and grazing areas. What could be more painful for our IPs than to see vast tracts of land that once their forefathers owned, now converted into massive plantations as 70% of the land areas of Mindanao (the choicest) are controlled by TNCs! Where are the dipterocarp forest where their ancestors had lived sustainably for thousands of years? COVID-19 was like a thief in the night never imagined to happen in this era of modern science. To say it bluntly, the spread of Covid-19 on a global scale has put us down — but not completely out. Hardest hit is America, currently facing a racial crisis that has spread wildly alongside the corona virus. On that note, Covid-19 pandemic has changed the world in just a matter of over three months. The outbreak has affect-

ed more than 180 countries and territories since late January—affecting every continent except Antarctica. Efforts to prevent the spread of this pandemic had shaken the economies of every country affected. While cases has slowed, containment efforts have so far failed to ease the rate of reported cases in many countries as the virus continues to spread globally. At the local front, the general community quarantine now in place has al-

lowed movements of people but the new normal has to be followed strictly— wearing of face masks, washing of hands, social distancing, and other health protocols. With the initial findings that virgin coconut oil (VCO) may be the ultimate cure against Covid-19, treatment would come easy and affordable to all —hopefully. PHUKET AIRPORT ALLOWED TO OPEN 15TH JUNE THE Civil Aviation Authority of Thailand (CAAT) will allow domestic flights to and from Phuket International Airport according to the Provincial Communicable Disease Committee as of 15th June. A quick check of airline’s schedules show the only three airlines – Thai AirAsia, NokAir and Thai Vietjet Air are selling seats, but these are all starting from 16th June

onwards. Tickets generally are about THB1,500 one-way. There remains no formal announcement if passengers to and from Bangkok would require quarantine on arrival. Hotels in Phuket have received notice as of 1st June they are allowed to operate, but given there is presently no airlift, most say they are evaluating the situation before acting.

We have been reading a lot of news about Thai hotel owners who are selling properties at highly distressed prices. Given there is no actual data in the reports, let’s just say the mythical five-star beachfront hotels that are for sale at 50-60% off market value are best lumped into the mythical category. ECCP cites ways to help health care firms amid pandemic By KRIS CRISMUNDO

MANILA – The European Chamber of Commerce of the Philippines (ECCP) has urged the government to explore sustainable approaches to help health care companies in the country in their operations amid the coronavirus disease 2019 (Covid-19) pandemic.

In a statement issued on Wednesday, the ECCP said pharmaceutical and medical devices companies play a vital role in helping the government address the health crisis. It recommends providing these firms with real data and forecasts on products demand to meet the country’s needs for the coming

months. The business group proposed the implementation of procurement guidelines to expedite purchasing and acquiring diagnostics and medicines used for Covid-19 treatment. It also called on the government to support research-based pharmaceutical and medical devices

AN ORDINANCE IMPOSING A COMMUNITY QUARANTINE CURFEW IN THE CITY OF DAVAO FROM 9PM TO 5AM, UNTIL THE COMMUNITY QUARANTINE IS LIFTED Be it ordained by the Sangguniang Panlungsod of Davao City in session assembled, that:

SECTION 1. COVERAGE - A daily curfew of 9pm-5am shall be imposed upon all persons within the City of Davao, until the existing Community Quarantine is lifted. SECTION 2. PROHIBITED ACTS – Any person not covered by the exemption who are outside their residences during the curfew hours are in violation of this Ordinance shall be reprimanded and sanctioned accordingly.

SECTION 3. EXEMPTIONS- Exemptions from the curfew are: 1. Employees of establishments providing basic necessities, i.e. those employed in: a. public markets, supermarkets, groceries, convenience stores; b. hospitals, medical and dental clinics, pharmacies and drug stores; c. food preparation and delivery services, water-refilling stations, manufacturing and processing plants of basic food products and medicines; d. banks, couriers, money transfer services; e. power, energy, water and telecommunications supplies; f. media personnel; g. public transportation or the transportation of goods and services; h. persons transiting to and from work; Provided those persons enumerated above shall present their necessary identification and certificate of employment; 2. Persons accessing basic necessities and emergency services such as: a. Those buying food or medicines; b. Those requiring immediate health services; c. Those doing other essential activities covered by analogous medical and humanitarian reasons; 3. Authorized government officials and personnel of law enforcement agencies; 4. Persons officially assisting in the fight against COVID-19

SECTION 4. PENALTY CLAUSE – Any violation of the provisions of this ordinance shall be funished as follows, without prejudice to the prosecution of other criminal actions; • 1st Offense- Fine of 3,000 • 2nd Offense- Fine of 5,000 and imprisonment of not more than 1 year, at the discretion of the court Provided, that if the offender is a minor, the laws and regulations of the Philippines concerning minors shall apply, but the parent of guardian of such minor shall pay the above fine. SECTION 5. REPEALING CLAUSE – Any Ordinance, local issuances or rules inconsistent with the provisions of this Ordinance are hereby repealed or modified, accordingly. SECTION 6. 12 returning Davao Oriental residents recover from Covid-19 By CHE PALICTE

DAVAO CITY – The 12 individuals who tested positive for the coronavirus disease 2019 (Covid-19) in Davao Oriental last week have already recovered, the provincial government said Thursday. In a statement, the provincial government said the 12 patients from the municipalities of Banaybanay and San Isidro include eight Overseas Filipino Workers (OFW) and four individuals with travel history to Maguindanao. Dr. Reden Bersaldo, action officer of the Provincial Task Force on Covid-19, said the results were based on the official report from the Southern Philippines Medical Center (SPMC) and the Department of Health in Davao Region (DOH-11). With the negative results, Bersaldo said the 12 patients are set to be discharged from the community quarantine centers of their respective local government units and will continue their 14-day quarantine at home. “After 14 days, these individuals will again be subjected to a swab test to ensure that they have already fully recovered,” Bersaldo added. He also said that all the direct and close contacts of the patients, including the

driver and health workers who looked after them, have turned out negative in their RT-PCR swab test. “This means that there is no local transmission and that the virus was contained,” he added. Amid the recovery of the 12 patients, Davao Oriental has registered two new positive cases, which include a 36-year-old OFW from the municipality of Caraga who arrived in the province on May 29, and a 54-year-old locally stranded individual from Mati City who arrived in the province from Tarlac on May 31. Both patients are currently asymptomatic and in stable condition and are under strict isolation at their respective LGU’s patient care centers, Bersaldo said. Meanwhile, Governor Nelson Dayanghirang lauded the efforts of the different teams of the province and LGUs for ensuring that the coronavirus is contained. “On behalf of the people of Davao Oriental, let me express our sincerest respect and gratitude to all of you and to your families. Davao boosts daily COVID-19 testing capacity by 1,000 through Ayala equipment donation DAVAO CITY, Philippines – June 4, 2020. Davao City is set to increase its daily testing capacity for COVID-19 by 1,000 tests with the help of medical equipment being donated to the Southern Philippines Medical Center (SPMC) today. An automated RNA Extraction machine and 2 RT-PCR machines and their accessories were received by officials of the SPMC Davao in a handover ceremony this morning led by Davao City Mayor Sara Duterte–Carpio. This donation will help boost Davao City’s COVID-19 testing capacity by a maximum of 1,000 tests per day. “The people of Davao City and the entire Mindanao are truly grateful for this generous assistance from Ayala Foundation. Know that this donation will help us with our offense. Noon, we were scrambling to defend our areas, but now we are on the offensive against COVID-19 and these donations will greatly help us in our work,” said Duterte–Carpio. Never become too complacent, this problem is deadly serious and it is everyone’s dilemma. Around the globe, countries are responding to the coronavirus pandemic with steps previously taken only in times of war. Borders are closing. Communities are being quarantined; gatherings cancelled; restaurants closed; and factories and hotel rooms requisitioned. It’s hard to believe, that in just a week, normal life in almost all of the countries around the world have ground to a halt. Businesses deemed nonessential by the government are closed or closing, Classrooms are empty, Streets are eerily quiet and freeways unimaginably clear. Most of the state’s nearly 40 million residents are now under orders to remain in their homes for the coming weeks — at least — in an extraordinary attempt to slow the relentless march of the COVID-19 pandemic. According to series of researches, Coronaviruses are a family of viruses that cause disease in animals. Covid-19 is closely related to severe acute respiratory syndrome (SARS) which swept around the world in 2002 to 2003. That virus infected around

8,000 people and killed about 800 but it soon ran itself out, largely because most of those infected were seriously ill so it was easier to control. The source of the coronavirus is believed to be a “wet market” in Wuhan which sold both dead and live animals including fish and birds. Such markets pose a heightened risk of viruses jumping from animals to humans because hygiene standards are difficult to maintain if live animals are being kept and butchered on site. The animal source of Covid-19 has not yet been identified, but the original host is thought to be bats. Nonetheless, there could still be a lot of narratives that are still beyond public knowledge about this virus, because as a matter of fact knowing the origin of such virus is not the top priority of many people but it is as to how we combat and put an end to the toll of damages it inflicted to humanity. Like cold and flu bugs, the virus is spread via droplets when a person coughs or sneezes. The droplets land on surfaces and are picked up on the hands of others and spread further. People catch the virus when they touch their infected hands to their mouth. There is no specific treatment to this virus, although

medical personnel are still working to produce such vaccine to lessen the fatality rate caused by this virus, there are already a lot of results from these experiments which seem promising but, until full clinical trials have been concluded, doctors cannot be certain that the outputs are effective. The world is indeed in a very serious situation and it needs its people to work hand in hand to revitalize what have been lost and to regain what the virus had taken away to its people- the normalcy of people’s lifestyle. It is our responsibility to create a safe environment for everyone during this scary time. It must be made clear that there is a health threat in the air right now. The amount of media attention that the coronavirus is receiving can make us feel bombarded with pessimistic information we need to pay attention, but we should not let it overwhelms us. This means that, whatever negativity the world has been

carrying, we should always get ourselves together and never let it consume our stable being, because whatever we feed into our minds our actions always compromise. If we focus on the negative things whilst taking actions in combatting this virus, we might as well put ourselves at stake, worst not just ourselves but also our families, however if we always believe that everything is under control and things are working out, we attract positive thoughts and when we think of positive thoughts, our actions also depict positivity this means that we make sure to ourselves that we are doing the right thing; following the government’s order to stay at home, we observe proper practices such as social distancing, proper hygiene and sanitation in order to avoid catching such virus and etc.,. In spite of what have been said above, it should always be that in times like this, like we are nowhere to ask help, that even our public officials are in dire help of assistance to address this issue, we should always learn how to seek assistance to the One who has the control of everything- God. In times like this, there’s no one we can seek refuge and secure safety but only Him, especially to this invisible enemy.

MOST schools in our country as well as abroad haven utilizing distance or open learning through broadcast or Internet for sometime now primarily as a support for classroom teaching. But it looks like the post-COVID era will justify a more expanded use of this alternative learning mode. DepEd must now therefore be prepared to conceptualize this at home classroom learning via Internet, TV/ radio and other multimedia. Blended mode, this instructional technology is called. We must ensure that those who design the system have adequate background and training in skills such as information and media literacy, crosscultural communication and understanding the

attributes of the medium. As well as the new learning needs that emerged during the COVID-19 lockdown. After all, teachers in both private and public schools believe that they need help or assistance when it comes to using these learning methods. Teachers said they need some help in addressing various concerns should their respective schools make use of various flexible learning options when classes resume. Flexible learning options provide a menu of learning interventions and pathways that are responsive to the needs, context, circumstances and diversity of students which include distance learning, homeschooling, online learning, alternative delivery mode and ALS.

ALS has been around for years but most students only know about it through word of mouth i.e. through learning facilitators who go around in the barangays to talk about it. That’s why it’s very important to double the number of our literacy volunteers who will go around because they are the reason these students enroll. They don’t just map or identify, they go the lengths to convince learners to enroll. There are over a thousand literacy volunteers to date. The ALS program must be inclusive, catering to different groups such as indigenous peoples, inmates, persons

with disabilities and the urban poor. To do this, LGUs have an important role. Local officials must understand that not all students will go to formal education but they don’t have to end up being idle in their communities either. For ALS to be a truly parallel system to formal education, it will have to ensure that its teaching will be comparable to the same standards and competencies of the formal system. This means training teachers and assuring those who want to stay with ALS that they have a career path even outside formal education – with the same incentives and allowances.

The ALS program follows a uniform lesson module for all academic subjects covering the sciences, mathematics, English, Filipino, social studies, current events among others. Delivery of instructions are provided by DepEd or by NGOs. Aside from schematics, the program has two levels: elementary and secondary. Students have to start from elementary level then proceed to secondary level. The student is automatically admitted

to the secondary levels depending on which year level the student stopped schooling. Program administration is held by DepEd. NGOs may deliver the program but still under the supervision of DepEd. After finishing the program, students are assessed by their teachers and if they are ready, they are given the accreditation and equivalency test covering all learning strands in the ALS curriculum.

DA encourages communities in growing veggies thru seeds distribution CAGAYAN DE ORO CITY -- More communities are being eyed to implement the Agri 4Ps, otherwise known as the Plant, Plant, Plant Program on the ground, as the Department of Agriculture (DA) continues to hand over assorted vegetable seeds to interested groups. A total of 236 packets of assorted veggie seeds, comprising of okra, ampalaya and pechay were turned over to the Archdiocese of CDO City–Health Ministry (ACC-HM) with 100 packets; Mahayahay Tribal Farmer’s Association Council (MATFAC) (50); Commission on Population and Development – Region 10 (Popcom-10) (36); and the Department of Agrarian Reform–Misamis Oriental (DAR-MisOr) with 50 packets. “We, at the department,

need all the help that we can get to ensure food availability and sustained production, especially amid the COVID-19 threat,” DA-10 Executive Carlene Collado said.
