AGAYAN DE ORO CITY--For a smooth implementation of the Social Amelioration Program (SAP) and possible conduct of the second tranche of emergency subsidy, Department of Social Welfare and Development (DSWD) Sec. Rolando Bautista urges local government units (LGUs) to immediately submit their SAP distribution liquidation reports.

BARMM essential health services continue despite COVID-19 T

H E M i n i str y of Health-Bangsamoro Autonomous Region in Muslim Mindanao (MOH-BARMM), with support from the U.S. government, has been leading regional and local efforts to ease the impact of COVID-19 and protect its constituents.

As of May 31, 2020, BARMM has registered 10 probable cases, 301 suspects, 27 positive COVID-19 cases, and four confirmed deaths.

On April 13, 2020, MOH-BARMM released a memorandum, reiterating the Department of Health’s Department Circular No. 2020 – 0167 for the continuous provision of essential health services across the country in the time of COVID-19. The MOH-BARMM

gional director explained in one of the Sangguniang Panlalawigan Session hearings citing its judicious release of government subsidized rice which is in good quality as distributed by the Department of

Social Welfare and Development (DSWD) and local government units (LGUs).

Under the Rice Tariffication Law (RA 11203), NFA-10 is no longer allowed to import rice as it is mandated to maintain sufficient buffer rice stock through procurement solely from local farmers.

NFA-10 buys “palay” (unhusked rice) up to P19 per kg depending on the percentage of its moisture content, purity, and damaged and discolored kernels. The agency observes high quality standards as it buys palay so as to produce and maintain good quality rice in its inventory for buffer stocks.

To come up with a price estimate on rice trading, the commercial price of rice is obtained from the doubled farm-gate price.

ICAO Council adopts new COVID-19 aviation recovery guidelines to reconnect the world The ICAO Council adopted a new report and recommendations today aimed at restarting the international air transport system and aligning its global recovery.

The COVID-19 report and guidelines were produced by the Council’s Aviation Recovery Task Force (CART). They were developed through broadbased consultations with countries and regional organizations, and with important advice from the World Health Organization and key aviation industry groups including the International Air Transport Association (IATA), Airports Council International (ACI World), the Civil Air Navigation Services Organisation (CANSO), and the International Coordinat-

ing Council of Aerospace Industries Associations (ICCAIA).

“The world looked to the ICAO Council to provide the high-level guidance which governments and industry needed to begin restarting international air transport and recovering from COVID-19,” underscored ICAO Council President Mr. Salvatore Sciacchitano.

“We have answered this call today with the delivery of this report, and with its recommendations and Take-Off guidelines which will now align public and private sector actions and mitigations as we get the world flying again, in full accordance with the latest and most prudent medical and traveller health advice

available to us.”

CART Chairperson Ambassador Philippe Bertoux, the Representative of France to the ICAO Council, noted that the CART guidelines were intended to inform, align and progress the national, regional, and industry-specific COVID-19 recovery roadmaps now being implemented, but not to replace them.

“These guidelines will facilitate convergence, mutual recognition and harmonization of aviation COVID-19 related measures across the globe,” he emphasized.

“They are intended to support the restart and recovery of global air travel in a safe, secure and sustainable way.”

“In order to be effective, we need to take a layered and especially a risk-based

approach. Measures will be implemented or removed as needed based on the wide ranging medical and other factors which will be at play,” he said.

“Countries and operators need both autonomy and certainty as they take action to get the world flying again,” Bertoux continued, “and the CART guidelines are therefore designed to serve in both these capacities as a common reference, while remaining adaptable.

This needs to be understood as a type of ‘living guidance’ which will be continuously updated based on latest risk assessments as we monitor progress and reconnect the world.”

Reverse Migration: Balik Probinsya NAAWAN, Misamis Oriental — The inseparable tandem Duterte-Go in the heat of the pandemic suddenly burst out with a very catchy metropolis decongestion program known in the President’s Executive Order 114 as Balik Pobinsya, Bagong Pag-asa.

Senator Go, meanwhile sponsored a bill in the Senate to give the program a legislative mandate and assured funding.

The heart of the program is not the decongestion of the metropolis, though it’s the intended effect, but an improved quality of life for poor urban dwellers who thrive in squalid living conditions.

To succeed in this reverse migration, the pro-

gram must employ the same force that draws poor rural migrants to the metropolis.

This is no other than the presence of opportunities to earn a living which the metro has enormous to offer, notwithstanding its harsh living conditions.

Without this no other incentive will work for this Balik Probinsya program.

It is imperative that income and livelihood opportunities must be first created in rural destinations and the promised dwellings and farm lots for those who opt to go to farming are already in place before the exodus of prospective beneficiaries could commence.

Otherwise, the efforts and resources spent in moving people out of the metropolis

will amount to naught. They will be back in the metro’s trash dumpsites, congested esteros and slums in no time at all.

Definitely, not all who want to go back to province are interested in farming but in having a job or work that provides income that can immediately address household needs. For many now accustomed to the cash economy of the metropolis, there is so much uncertainty (bad weather, poor harvest, unpredictable crop prices) in farming not worth the risk of the long wait for the reward of the toil.

In job creation, the agroindustrial economic zones established by past administrations need looking into as to their success in provid-

ing income opportunities to rural dwellers and their capacity to absorb more workers. Moreover, if these zones are truly beneficial, there further replication in strategic places throughout the country may yet help the program.

More sweat needs to flow in planning and execution to make the Balik Probinsya, Bagong Pag-asa program a meaningful success. DTI: Barbershops, salons to comply with health protocols by June 7

AGAYAN DE ORO CITY - Department of Trade and Inudstry (DTI) has released the guidelines on minimum health protocols for barbershops and salons to comply first before they are allowed to reopen beginning June 7.

The guidelines are intended to ensure the safety of employees and customers amidst the pandemic as barbershops and salons have been allowed to operate in areas under general community quarantine (GCQ) at 30% capacity and in modified general community quarantine (MGCQ) at 50 percent capacity.

Per Inter-Agency Task Force (IATF) Resolution No. 40, Northern Mindanao is recommended under MGCQ from June 1 to June 15.

MANILA – The Department of Science and Technology (DOST) is encouraging businessmen to support the government’s “Balik Probinsya” program by putting up technology-related businesses in the province.

In a phone interview over the weekend, DOST Secretary Fortunato dela Peña said the agency plans to launch soon the Expanded Opportunities for Development through the Use of Science and Technology (EXODUS) program.

Companions of customers will not be allowed inside the barbershops and salons, unless absolutely necessary.

Contactless appointments and payments are encouraged; small trays are to be provided for cash payments.

DA-10 inks MOA with CMU for community radio program Geared towards the promotion of agriculture and rural development, the Department of Agriculture - Regional Field Office 10 (DA-RFO 10) through OICRegional Executive Director Carlene C. Collado signs the Memorandum of Agreement with Central Mindanao University (CMU) through President Dr. Jesus Antonio G. Derije on the conduct of the ‘Masagang Ani, Mataas na Kita’ radio program over CMU’s radio, DXMU-FM 88.9 on May 26, 2020.

The said initiative is in line with Agriculture Secretary William D. Dar’s directive of sustaining a massive information and

communication campaign.

Through this, DA-10 partnered with CMU in the conduct of the ‘Masagang Ani, Mataas na Kita’ community radio program as a medium for informationdissemination of DA’s programs and projects.

RED Collado said that the agency will tap the seed companies, including the provincial and municipal agriculture offices in Bukidnon and DA attached agencies to share their expertise in the radio program.

“Par t icip at ing s e e d companies of DA-CMU’s 50-hectare hybrid rice techno demo will also be invited in the radio program for

farmers to know the latest technologies that they can adopt,” Collado further said.

Meanwhile, President Derije is hopeful for the success of the project and thanked DA for its continued partnership.

In CY 2012, DA funded P4 million for the rehabilitation and conversion of Radio Station DXMU-AM to DXMU-FM in intensifying the agri-fisheries information, education and communication campaign thru broadcasting.

Collado revealed that DA-10 has committed to further develop and improve said radio station to further intensify its operation.

tional agri-fishery output through intensified use of quality seeds, appropriate inputs, modern technologies to increase levels of productivity across all commodities to ensure food productivity, availability, accessibility and affordability amidst the threat of COVID-19 pandemic,” said RED Collado.

He further explained, through DA’s Rice Resiliency Project (RRP), a quick response measure that addresses food security concerns amid the pandemic, focuses to intensify campaign for the adoption of hybrid rice technology among local farmers, which intends to produce more rice to increase the national sufficiency level from 87 percent to 93 percent.

Region 10 targeted for 94 percent sufficiency level, a 12 percent increase from its preceding year target with various

mitigating programs implemented to boost rice production.

RED Collado further shared, the project pursues to convince farmers to plant hybrid rice by showcasing the best farming technologies and practices through the collective efforts of DA, CMU, PLGU and the private sector.

Through the best farming practices, farmers can feasibly adopt to increase their efficiency and productivity.

The techno demo will demonstrate the effect of various planting approaches which include mechanical, manual and direct seeding to yield using top hybrid rice varieties provided by participating companies.

The techno demo will cover 45 hectares, giving each seed company five hectares, to be planted with their most leading varieties, using their own cultural practices protocol.

The remaining five hectares will be utilized for the one common protocol for all cultural practices which will be adopted to all entry varieties.

Machineries and equipment will be provided by DA-10, while seed companies will provide the seeds, fertilizers and labor in each farming activities, including technical assistance.
