PROSPERIDAD, Agusan del Sur -- The provincial government of Agusan del Sur has enforced stringent measures on the health protocols for residents to strictly follow after the province was placed under modified enhanced community quarantine (MECQ) from June 1-15 by President Rodrigo Duterte in the wake of rising COVID cases here.

CAGAYAN DE ORO CITY: A clampdown took effect Tuesday in this seaport capital as the national Inter Agency Task Force (IATF) placed the city under Modified Enhance Community Quarantine (MECQ) to cut the Covid virus upsurged here.

Under MECQ, all public transportations – taxicabs and public utility jitneys – were prohibited to ply around the city effective June 1, 2021 to June 15, 2021.

Lt. Col. Lemuel Gonda, the city’s deputy chief for police operations, said that only private vehicles with only two persons – driver and passenger – were allowed to travel in the city.

CAGAYAN DE ORO CITY – One of the barangays in this city on Tuesday ordered the temporary closure of all businesses surrounding the iconic landmark St. Augustine Metropolitan Cathedral.

Barangay 1 Chairperson Anthony Abejuela said this was after the national InterAgency Task Force for the Management of Emerging Infectious Diseases (IATFEID) placed the city under modified enhanced community quarantine (MECQ).

The Inter-Agency Task Force (IATF) on Emerging Infectious Diseases adopted NEDA’s recommendation through Resolution No. 117.

Citing data which shows that there is a high risk of exposure for workers living or working in areas with a

dense population or dense economic activity, NEDA said it is important to accelerate vaccination in the National Capital Region (NCR)+8 (Batangas, Cavite, Laguna, Rizal, Bulacan, Pampanga, Metro Cebu, and Metro Davao).

“There is a high demand for vaccines from the economic sectors. As we are expecting an increase in the supply beginning June 2021, we are now able to

To date, there are 85 percent of the A1 target population and 20 percent of the A2 target population who had received their shots of COVID-19 vaccines.

MISAMIS ORIENTAL (PIA) - Another 4,000 doses of CoronaVac (Sinovac) vaccines have arrived for Northern Mindanao particularly Cagayan de Oro City and Bukidnon.

“There are 4,000 doses of [CoronaVac] sinovac vaccines that arrived today.

These vaccines are part of the purchased vaccines made by the government for the vaccination rollout.

The order for these vaccines is for Cagayan de Oro City and Bukidnon, but we also give these to other [places],” said Dr.

Snap the radio on, zip to any station, and what are you likely to hear? Love songs.

Songs of new love, songs of disappointed love, songs of grateful love, songs of

crazy love. I still remember my time as a radio host in Davao City several years ago playing the Hits of the 60’s, 70’s and 80’s. Nothing has changed. Times change, but through history the flow of love songs is a constant.

Plenty of people are surprised or even shocked to find an explicit love song in the bible - complete with erotic lyrics. But “Song of Songs” is exactly that. It shows no embarrassment about lovers. Consequently, intermittent attempts have been made to rule “Song of Songs” out of the bible. It’s like making it “for adults only”. Imagine, my dear reader, in 16th century Spain for instance, professor Fray Luis de Leon was dragged out of his classroom and taken to jail for four years. His crime? He translated “Song of Songs” into Spanish.

If you start reading “Song of Songs”, you will find out that this book conveys a very different atmosphere from most modern love songs and

pop music. Since love songs are always popular, many people approach “Song of Songs” with great expectations. However, readers often find the book much different from what they had expected. One is the poetic imagery. Second: “Song of Songs” is hard to follow. One part doesn’t seem connected to the next.

There is no greater grandeur sight in the world than a great leader, fired with a great purpose, dominated by one unwavering aim – to protect the environment and to serve the poor and the oppressed! I’ve first met Benito Olea Ramos, Jr. when he was the Training Director of the PNP Regional Training Center with a rank then of Colonel. But prior to that, he rose from the ranks with his very satisfactory ratings not only in advancing peace in his area of jurisdiction by stopping armed men to perpetuate commission of crimes even to the extent of putting his life at risk. Upon knowing concrete circumstances of facing so much risk to apprehend criminals as PNP commander, what came to my mind is the truism that says, “no greater love there is than one man ready to give up his life so that others may live!”

His motto in life focuses on service, not only for people to be freed from poverty but amazingly to counter climate change and violent extremism. Oozing with environmental spirit to stop illegal logging, he has enforced environmental laws, not minding threats to life. He thought that in this country no one is above the law; all must bow down to the majesty of the law because we follow the rule of law and not of men.

But why did we lost the 17 million hectares of dipterocarp forest when there are laws prohibiting the cutting of trees in highly elevated areas with a topography of at least one thousand meters above sea level or in areas with more than 50% slope gradient. There are also laws that prohibit the cutting of the finest species of trees such as Red Lauan, Mahogany, Narra as these are the finest of trees not found anywhere else in the world but only in the Philippines. But all of these laws were violated and not a single logger went to prison.

In fact, many of them were elected to high positions i.e., mayor, congressmen, governors, as one shipment of logs would earn a logger 360 million pesos - money that they used to buy votes

or to bribe law enforcers.

But Col. Benito Ramos, Jr. did prove equal to the task of stopping logging despite threats to life.

During his stint as the PNP Regional Training Director, he would invite me to lecture to PNP Officers to protect our remaining forest. Almost every week, he would allow me to present to the PNP officials the current state then of the environment as I would show pictures taken from the Philippine Air Force Helicopter hundreds of thousands of denuded areas in the hinterlands of Cagayan de Oro, Iligan and Bukidnon that were the subject of illegal logging by six logging companies in the last 6 decades. That was in 2010, a year before Sendong that took place in December 17, 2011 when some three thousand people died in just one night of flooding. Our battle-cry then was, stop the environmental bleeding and start the healing of the blighted land or we will all perish. But no one was listening then including an agency of government whose main task is to enforce environmental laws. In fact, that agency was telling us that these illegal logging and mining activities must be legalized because they alleged that no one can stop them as these are being done my powerful people or in cohorts with See LEADER, page 11

Ayala Corporation wins Silver at the 6th Asia Sustainability Reporting Awards AYALA Corporation bagged the Silver Award as Asia’s Best Integrated Report and was a finalist in five othercategories at the 6th Asia Sustainability Reporting Awards (ASRA), the most prestigious internationalawards for corporate reporting.

by more than 250 business leaders and sustainability practitioners from20 Asian countries.

Going beyond just announcing the winners, the

program included segments where ASRAjudges were featured in a string of rapid-fire questions on sustainability reporting.

The independent panel of judges followed a rigorous multi-tier evaluation process that involves threerounds of assessment. This ensures that the winners in every category are the best according to thecriteria for judging and comprehensive due diligence that considers the company’s reputation among theirstakeholders.

For this awarding cycle, the judges reviewed a total of 494

entries from 17 countries for 19categories.

Only 102 companies from 14 countries made it to the finals. The fierce competition produced39 winners who were awarded with gold, silver, and bronze medals and a Report of the Year award.

Marawi farmers benefit from zero-interest bank loans

COTABATO CITY – Small farmers and fisherfolk from Lanao del Sur have each received PHP25,000 noninterest-bearing cash loans from the Ministry of Agriculture, Fisheries and Agrarian Reform-Bangsamoro Autonomous Region in Muslim Mindanao (MAFARBARMM).

Lawyer Khalid Ansano, MAFAR-Lanao del Sur director, said Wednesday the loan was granted to 80 beneficiaries in partnership with the Department of Agriculture.

“The support aims to subsidize the emergency and production capital requirements to ensure availability of food supply in their communities,” Ansano said.

He said a delegation from the MAFAR regional office oversaw the recent loan distribution in Marawi City.

Under the loan, beneficiaries were given 10 years to pay at zero-percent interest with no collateral required through the Land Bank of the Philippines that served as the loaning conduit for

DTI pushes for business, public establishments to adopt StaySafe.ph app

SAN JOSE, Antique, June 2 (PIA) - - The Department of Trade and Industry (DTI) encourages business enterprises, government offices and other public establishments to adopt the StaySafe. ph digital contact tracing application to help curb the spread of COVID-19.

DTI Antique Supervising Trade and Industry Development Specialist Lynna Joy Cardinal, in an interview, said that the adoption of the StaySafe.ph digital contact tracing application is encouraged by the Inter-Agency Task Force (IATF) for the Management of Emerging Infectious Diseases.

This, she said, is in pursuant to DOLE-DOHDI LG - D OT- DT I Joi nt Memorandum Circular No. 21-01, Series of 2021 or the Implementing Guidelines of the Safety Seal Certification Program.

The digital application is to strengthen the contact tracing initiative of the government to effectively contain the spread of COVID-19.

Cardinal enjoined the private business enterprises, government offices and other public establishments to register admin account by visiting the www.StaySafe.ph website wherein the access and forms are available in the website.

The applicant should fill up the form, check their email and activate the account. Businesses and agencies can log in the Stay Safe admin account then print the QR Code.

ECC will start releasing the one-time P20,000 financial assistance to its pensioners in the public and private sectors starting this

June, the labor department said on Tuesday.

“The P20,000 financial assistance from the ECC for private sector EC pensioners will be credited to their accounts starting this month of June,” Labor Secretary Silvestre Bello III said.

EC pensioners are persons with permanent partial disability (PPD) or permanent total disability (PTD) because of their work or their working environment. They can also be the beneficiaries of the employees who died due to

work-related contingencies.

In case of the death of the eligible EC pensioner during the prescribed period of January 1, 2020, to May 31, 2021, the one-time financial assistance will be released to his or her beneficiary.

“The EC pensioners have suffered work-related disability and the COVID-19 pandemic compounded their vulnerability as they deal with undue financial hardships,” Banawis said.

The Petition alleged that the minor was born on January 8, 2015 in Misamis Oriental Provincial Hospital, Balingasag, Misamis Oriental to Mary Levine Ranido Tan, natural mother of the minor child, and unknown father; and that the natural mother has given her consent to the intended adoption; that the adoptee minor child has no estate of her own, and that the petitioners have all the qualifications and none of the disqualifications to adopt. The Court finds this Petition to be sufficient in form and substance.

WHEREFORE, it is hereby ordered that this Petition be set for hearing on October 7, 2021 at 2:00 o’clock in the afternoon in this court. Any interested party may appear on said time, date and place and show cause why said Petition should not be granted, and or file their oppositions to the petition on or before the date of hearing, stating the ground therefore.

Copies of decisions shall become final after fifteen (15) days from the promulgation thereof and shall be furnished to the parties concerned, the Department of Interior and Local Government, the City Assessor, the Commission on Elections, the Philippine Statistics Authority, and other Non-Governmental Agency concerned.

Section 4.15. Appeal. Within the time and manner prescribed by the Rules of Court or as maybe specified in the decision of the Sangguniang Panlungsod, any party may elevate the decision of the Sanggunian concerned to the proper Regional Trial Court having jurisdiction over the area of dispute by filing therewith the appropriate pleading, stating among others, the nature of the dispute, the decision of the Sangguniang Panlungsod, and the reasons from appealing therefrom.

The Regional Trial Court shall decide the appeal within one (1) year from the filing thereof as provided for by Section 119 of the Local Government Code of 1991. Pending final resolution of the disputed area prior to the dispute shall be maintained and continued for all legal purposes.

Section 2. Scope. This ordinance shall cover all territorial boundary conflict among barangays in the City of Malaybalay.

Section 3. Legal Bases. Section 118, paragraph (a) of the Local Government Code of 1991 provides: “Jurisdictional Responsibility for Settlement of Boundary Dispute. Boundary disputes between and among local government units shall, as much as possible, be settled, amicably. To this end boundary disputes involving two (2) or more barangays in the same city or municipality shall be referred for settlement to the Sangguniang Panlungsod or Sangguniang Bayan concerned”;

In all matters not provided in this Ordinance, the Rules of Court shall apply in a suppletory character, or by analogy whenever practicable and convenient.

Section 5. Effect of Final Decision of Boundary Disputes. When the boundary dispute has been settled with finality, the following rules and regulations shall be observed: Section 5.1. Grace Period. All affected parties such as barangay officials, purok officials and barangay functionaries are deemed transferred to the barangay pursuant to the decision. However, a grace period of five (5) years is given to all affected parties to establish residency of his/her former barangay. Failure of the affected residents to establish residency within five (5) years from the promulgation of the decision, then the affected residents will be permanently transferred to the new barangay pursuant to the decision.

Article 16, par. (a) of the Implementing Rules and Regulations of the Local Government Code of 1991 provides: “The Sangguniang Panlungsod or Sangguniang Bayan shall have Cont. Ord. No. 966, Series 2021: jurisdiction in resolving boundary conflict or disputes involving 2 (two) or more barangays in the same city or municipality, as the case may be”;

Section 5.2. Prohibition of Issuances. All barangay and purok officials are prohibited from issuing certifications of residency, barangay clearance, purok clearance, and other issuances to affected residents who no longer belong to their barangay pursuant to the final decision.

Article 17 of the Implementing Rules and Regulations of the Local Government Code of 1991 provides for the procedures for the settling of boundary disputes;

Article 18 of the Implementing Rules and Regulations of the Local Government Code of 1991 provides: “Maintenance of Status Quo. Pending final resolution of the dispute, the status of the affected area prior to the dispute shall be maintained and continued for all purposes;” and

Section 5.3. Along Boundary Lines. In case a property is located along the boundary line/s, the affected resident shall be given the “prerogative” to choose which particular barangay he/she wants to be a member. The phrase “along boundary lines” shall mean not more than 100 meters from the established boundary of the two or more barangays which is usually a road, street, creek, river and other natural boundaries as accepted by all parties or according to the approved survey.

Article 19 of the Implementing Rules and Regulations of the Local Government Code of 1991 provides: “Official Custodian. The Department of Interior and Local Government shall be the official custodian of copies of all documents on boundary disputes of LGUs”.

Section 5.4. Adjustment and Revision of Barangay Records. The necessary adjustment and revision in the records of the Barangay Assembly Master List shall be made.

Section 4. Procedures for Settling Boundary Disputes. The following procedures shall govern the settlement of boundary disputes referred to the Sangguniang Panlungsod of the City of Malaybalay:

Section 5.5. Adjustment and Revision of City Records. The City Assessor’s Office, City Treasurer’s Office and City Planning and Development Office are directed to adjust and revise its records according to the final decision. Likewise, the COMELEC, the Philippine Statistics Authority, and other Non-Government Agency concerned are enjoined to update their respective records.

Section 4.1. Filing of Petition. The Sangguniang Barangay concerned may initiate an action by filing a petition, in a form of a resolution, with the Sanggunian having jurisdiction over the dispute.

Section 4.3. Documents Attached to the Petition. The petition shall be accompanied by the following documents: a. Duly authenticated copy of the law or statute creating the barangay or any other document showing proof of creation of the barangay; b. Provincial, city, or barangay map, as the case may be, duly certified by the Land Management Bureau; c. Technical descriptions of the boundaries of the barangays concerned; d. Written certification of the City Assessor as to territorial jurisdiction over the disputed area according to records in custody; e. Written declarations or sworn statements of the people residing in the disputed area; and f. Such other documents or information as may be required by the Sanggunian hearing the dispute.

Section 4.4. Number of copies. Petitioner shall furnish three (3) sets/folders of the documentary requirements to the Sangguniang Panlungsod Secretary marked as “Documents for Boundary Conflict Between Barangays [Petitioner – barangay] and [Respondent – barangay/s].” The Sangguniang Panlungsod Secretary shall thereafter provide copies of the said documents to the members of the Sangguniang Panlungsod.

Section 4.5. Inclusion in the Order of Business. The Sangguniang Panlungsod Secretariat shall verify the completeness of the documentary requirements and if found complete shall include the petition in the Order of Business, for First Reading, for the next regular session and distribute the documents as follows: a. one (1) copy for the Vice Mayor; b. one (1) copy for each of the SP members; c. one (1) copy for the adverse party; d. one (1) copy for the SP Secretariat; and e. one (1) copy for the petitioner Section 4.6. Indorsement to the Joint Committees. The Petition shall be jointly referred and endorsed to the Committee on Barangay Affairs and Community Development and the Committee on Codification, Rules and Laws for its evaluation.

Section 4.7. Answer of Adverse Party. Upon receipt by the Sanggunian concerned of the petition together with the required documents, the barangay/s complained against shall be furnished copies thereof and shall be given 15 (fifteen) working days from receipt to file their answers.

Section 4.8. Hearing. Within five (5) working days after receipt of the answer of the adverse party, the Sanggunian, through the Committee on Barangay Affairs and Community Development and the Committee on Codification, Rules and Laws, shall jointly hear the petition and allow the parties concerned to present their respective evidences.

Section 4.9. Committee Report. The Joint Committee of the Committee on Barangay Affairs and Community Development and the Committee on Codification, Rules and Laws shall render their Joint Committee Report to the August Body within forty – five (45) days from the last hearing thereof after all the necessary pleadings shall have been filed and reviewed and all avenues for amicable resolution has been exhausted.

Section 4.14. Decision. Within 60 (sixty) days from the date the certification was issued, the dispute shall be formally tried and decided by the Sanggunian concerned.

Section 1. Title. This Ordinance shall be known as AN ORDINANCE PROVIDING RULES AND PROCEDURES IN RESOLVING BARANGAY BOUNDARY CONFLICTS IN THE CITY OF MALAYBALAY, PROVINCE OF BUKIDNON.

Section 4.13. Appearance of Private Counsels. In the event that there is a failure to amicably settle, the barangays may hire private counsels to assist them during the hearing in the Sangguniang Panlungsod.

Section 4.2. Contents of Petition. The petition shall state the grounds, reasons, or justifications thereof.

Section 4.11. Order of Ruling. The Sagguniang Panlungsod, in amicably settling the dispute shall be guided by the following rules, to wit: a. When there is an approved boundary survey certified by Land Management Bureau between or among barangays subject for settlement, the dispute shall be resolved according to the approved survey; b. In the absence of an approved survey, the dispute shall be resolved according to tax mapping as certified by the City Assessor’s Office; c. When the preceding paragraphs a and b are not feasible after thorough study, the City Council may resolve the dispute by directing the parties to adopt “self-delineation.”

The natural boundaries shall be given preferential consideration such as rivers, lakes, streams, creeks, in establishing boundary between barangays. Actual survey must be done immediately after the decision to be attended by all parties affected. A concrete boundary monument shall be erected pursuant to the approved survey. d. Failure to amicably settle the dispute between/among barangay pursuant to preceding paragraphs a, b, and c, the boundary dispute shall be declared as “status quo.”

Section 4.12. Failure to Settle. In the event that the Sanggunian fails to amicably settle the dispute within the sixty (60) days from the date of such dispute was referred thereto, it shall issue a certification to that effect and copies thereof shall be furnished to the parties concerned.

AN ORDINANCE PROVIDING RULES AND PROCEDURES IN RESOLVING BARANGAY BOUNDARY CONFLICTS IN THE CITY OF MALAYBALAY, PROVINCE OF BUKIDNON

Section 6. Penalties. Violation of provisions of this Ordinance shall be penalized under the existing laws.

Section 6.1. Falsification of Public Document. If the violator is a Barangay and Purok official who continually issues barangay certification of residency, purok/barangay clearance and other certifications despite the final decision, appropriate charges shall be filed accordingly by any interested individual; Section 6.2. If the violator is a barangay official/worker/purok official who continually recognize the affected resident/s despite the final decision of the boundary dispute shall be penalized under existing laws.

Section 7. Maintenance of Status Quo. Pending final resolution of the dispute, the status of the affected area prior to the dispute shall be maintained and continued for all purposes.

Section 8. Official Custodian. The DILG shall be the official custodian of copies of all documents on boundary disputes of LGUs. Section 9. Adjacent barangays covering some parts of the forest zone shall settle their boundaries through self-delineation or amicable settlement using natural landmarks like creeks, rivers and ridges as their boundaries.

Section 10. Separability Clause. If, for any reason, any part or provision of this ordinance is found to be unconstitutional or invalid by a court of competent jurisdiction, other parts or provisions hereof which are not affected thereby shall continue to be in full force and effect.

Section 11. Repealing Clause. All ordinances and administrative regulations or parts thereof which are inconsistent with any provision of this Ordinance are hereby repealed or modified accordingly.

Section 12. Effectivity. This Ordinance shall take effect immediately after its publication in the newspaper of local circulation or posting in three (3) conspicuous places in the City of Malaybalay.

“These will be paid for by an agency of the Philippine government. In the case of the equally expensive studies carried out by the NGCP for the Visayas-Mindanao Interconnection Project (VMIP), the ERC approved payment by consumers of the expenses for carrying out the studies (which did not verify economic feasibility of the project), because these were done by a profit maximizing private corporation.

The Mindanao Power Forum 2021 was organized by the Mindanao Development Authority (MinDA) last May 25 and was attended by around 500 people in-person at the venue and online via Zoom.

With the theme, “Building Back Better Mindanao: A Sustainable and more Resilient Power Landscape”. the Forum sought to assess the impacts of Covid-19 on Mindanao’s power generation, transmission and distribution, and discuss what the government had been doing, and propose to do, to address the problems of the electric power industry in Mindanao resulting from the pandemic.

The Forum also showcased the initiatives of MinDA in the development of renewable energy resources in Mindanao.

However, Tauli noted how consumer groups, civil service organizations, and non-government organizations were woefully underrepresented in attendance hence the publication and administration of his paper for their benefit and information.

Section 119 of the same Code further provides: “Appeal. and questions raised at the chatroom during the Forum on the long-delayed rehabilitation of the hydroelectric power plants, as well as the increase in rates that consumers are paying because the Private Sector Assets and Liabilities Management (PSALM) Corporation has been ordering the waters of the Pulangi 4 (P4) hydroelectric power plant in Maramag, Bukidnon to be dumped (instead of using it for its intended purpose to produce electricity), so that it could provide ancillary services for the Mindanao Grid.

Total estimated losses of PSALM in the period 201520 due to reduced generation of the Agus HPPs because of the delays in their rehabilitation were estimated at P25,600,000,000.00, while total losses of PSALM in the period 2015 to 2020 due to spillage of water from the Pulangi 4 HPP was estimated at P8,500,000,000.00 or a whopping P34,100,000,000.00 losses for the period 20152020 for the two hydroelectric plants.

“Note that the National Power Corporation (NPC) has estimated that the rehab of the APHEC will cost P20billion pesos. The losses of the PSALM from the Agus HPPs alone (i.e., P25.6-B) would have already been sufficient to cover the cost of rehabilitating the APHEC,” Engr.

David A. Tauli, consultant of the Lanao Power Consumers Federation (LAPOCOF), said in a letter recently distributed

for the benefit of consumer groups, civil service organizations, and non-government organizations which were woefully underrepresented in the forum.

The longer PSALM delays the rehabilitation of the APHEC the greater the losses to the government of the Philippines. Consumer advocates have long suspected that the only reason PSALM has been delaying the rehabilitation of the APHEC is to enable the hydro plants to be sold cheaply to the generating companies when the APHEC is privatized, Tauli added.

In a related issue, Tauli recommended that experts in the NPC, assisted by independent Filipino consultants, can better carry out the feasibility studies and prepare the bid documents at much lesser cost than the consultantclients of the World Bank, who will be charging much higher fees that the Philippine government will have to shoulder when it pays back the WB loan.

Furthermore, when the election ban period starts in March 29, 2021, no infrastructure projects can be implemented and the next administration will again have to wait it out when the international banks and their client-consultants can start another round of moneymaking for themselves on the good intention of rehabilitating the APHEC, Tauli stressed.

However, Tauli said there is a silver lining behind all these since consumers will not pay for the feasibility study and the bid documents.

CDO biz shops ‘generally compliant’

CAGAYAN DE ORO CITY – Most business establishments in the city are “generally compliant” during the first night of implementation of the modified enhanced community quarantine (MECQ), according to the “Disiplina Muna (Discipline First)” Advocacy Team on Wednesday.

Antonio Resma Jr., team vice-chairman, said dur-

ing the first day of MECQ implementation on June 1, only one establishment along Corrales street was issued an Ordinance Violation Receipt (OVR) for operating during curfew hours.

“Generally compliant, though there are only a few reprimands but we saw last night that almost everyone complied and cooperated,” Resma said.

The Advocacy Team urged all business establishments to strictly follow their required capacities under the MECQ status to help in the government’s fight against rising Covid-19 cases in the city.

He assured all establishments of the team’s more intensive monitoring to enforce the guidelines imposed by the Department of Trade and Industry (DTI).

Meanwhile, DTI Misamis Oriental Provincial Director Almer Masillones, in a virtual presser on June 1, said indoor dine-in services can operate under MECQ but with only 10 percent capacity, and outdoor dinein services at 50 percent capacity.

He said other establishments that provide non-essentials services can operate with 50 percent capacity;

Road accidents break out every day on a daily basis in newspapers and social media platforms. This is something that we should be concerned about. How can these be happening when these drivers attend road safety education before getting their driver’s licenses? It might be caused by these drivers being distracted while driving such as using their cellphones. Even if you take your eyes off the road for a second, driving will take its own course. It might also be that these drivers had not taken safe driving seriously or consider cars and motor vehicles as toys. Being responsible on the road while

driving is very important.

While driving is a skill most is interested in, it would be best if everyone should learn how to safe drive [even if you do not have vehicle].

When every individual is trained with safe driving, it helps reduce the risk of road accidents from happening. Seeing that the person driving a vehicle you are in is an irresponsible driver or who is under the influence of alcohol, they are always at risk with road mishaps. But you as a passenger trained with safe driving could swap places [with the driver], then you are helping eliminate bad driving behavior and less

likely to meet accidents. Even in emergency situations where it entails bringing someone to the hospital, a trained driver can handle high – risk driving situations to prevent accidents from happening.

Safe driving education does not only lecture in road signs, traffic laws, duties and responsibilities of a driver, but on the best driving practices while on the road while reducing bad driving behavior.

The training gives drivers the confidence while on the road. Such training can help vehicles on good condition before hitting the road because drivers are taught how to maintain [vehicles] properly and make sure that they

can prevent accidents from happening on the road. This could also lead to saving a lot from repairs or replacements.

This important skill acquired from safe driving education should be developed on all or new drivers because there are a lot of factors to consider before driving. This driving education can help one understand these factors to ensure safety on the road. This is necessary for everyone. It is best to invest in proper driving training so vehicular accidents could be reduced. Well – trained drivers will make a road safe for everyone, as well as prevent the dangers of the road and save lives.

How does QR codes work?

Before we jump into the basic works of a QR code, we must first learn the basic concepts of a QR code.

A ‘Quick Response Code’ also known as QR code is a twodimensional type of barcode that Denso Wave develops, a Japanese barcode developer, in 1994.

QR codes can be scanned by using smartphones devices, which are natively developed to detect QR codes. These codes are generated using an online QR code generator that displays an online information to the scanner when scanned.

QR codes are generally used in advertising, business, health care, and education.

However, business sectors, especially in the advertising and operations, most widely use QR codes.

You can find QR codes in brochures, flyers, posters, billboards, items and products, business cards, and even online websites such as social media and shopping sites.

Its uses include linking email addresses, URLs, texts, WIFI passwords, social media links such as Facebook, Instagram, YouTube, and Pinterest. Static QR codes hold three following features: Dynamic QR codes tracking Dynamic QR codes are QR codes that are modifiable in content and can store more data even after you printed it into the paper.

Reports says it took a global pandemic for people to (more or less) adopt new human and technological behaviors at speed.

Communication is about sharing thoughts, questions, ideas and solutions. In the technological age, it’s much easier and at the same time, harder to communicate.

Technology has provided us with more convenient ways to communicate, but sometimes the various ways can become overwhelming.

Without effective communication, there’s no way to get anything done inside the classroom or anywhere, which is why this is an essential 21st century skill.

Collaboration is about working together to reach a goal and putting talent, expertise, and smarts to work. Just like with communication, technology has made collaboration easier.

As the world goes more interconnected, collaboration will become a more and more essential skill that it already is.

Critical thinking is looking at problems in a new way and linking learning across

subjects and disciplines.

Critical thinking is the practice of solving problems, among other qualities. Just like with the previous two ideas, critical thinking has been an essential skill in every century and profession. No matter how high tech the machines, it’s useless without a person telling it what to do and thinking critically about the result.

Creativity is the practice of thinking outside the box.

Creativity is trying new approaches to get things done, innovation and invention.

These skills empower students to see concepts in a different light, which leads to innovation. Creativity is the ability to produce new, diverse and unique ideas. Not only are the traditional ways of creativity still available, but there are tons of new possibilities made available.

The point of creativity is to encourage students to think differently than convention demands.

Indeed, Kag. Ben Ramos, Jr. is correct. A person will be judged not on fame, power or wealth, but on how he has served the least of his brethren.

In a world that is giving high veneration to the profit-motive that has already captured the mindset of all governments, all institutions, all universities and even of religious groups, here is a sui generis visionary leader who is unfettered from the egoic mind, to liberate the poor and the oppressed from poverty and oppression. I remember the leadership footprint of an amazing leader in India by the name of Mahatma Gandhi who, a century or so ago, toppled down the most powerful empire then in the world to liberate the Indians from British Colonial Rule, not through armed struggle but through sheer determination to correct social wrong by awakening and empowering the people. Gandhi’s advocacy was based on the poetic prayer of an Indian Novel Lauriat named Rabindranath Tagore and I quote: “Where the mind is without fear and the head is held high; where knowledge is free; where the world is not broken down by narrow domestic walls. In that Heaven of Freedom, my Father, Let my people awake.” Such truism of leadership is the one trail-blazed by an amazing contemporary leader named Col. Covid-19 positive cases reached 7,121 from March 2020 to May 31, 2021, a data released by the Department of Health (DOH)- city health office here disclosed.

Local health officials recorded a total of 134 deaths for the month of May 2021 with an average daily deaths of seven persons and a daily admission of 100 to 170 Covid positive patients for the past seven days.

The COVID -19 positive cases have breached the 20,000 mark in Northern Mindanao with over 15,000 recoveries as of May 31, 2021.

The PSA assured though that upgrades are ongoing to make registration easier and information may be sourced through the official Facebook page, email info@philsys. gov.ph or by calling hotline 1388.

The Step 1 process will ask for the full name, gender, date and place of birth, blood type, marital status, postal address, email address, and mobile number.

The registrant can set an appointment for Step 2 at the preferred or nearest registration center, although the online booking is not yet available for all regions.

Registrants need to personally go to registration centers for Step 2 since biometrics must be obtained, like fingerprints, iris scan, and front-facing photograph.

Supporting documents will also be validated.

Upon finishing Step 2, the PhilID with the PhilSys Number will be delivered via Philippine Post, free of charge.

Signed into law by President Rodrigo R. Duterte in August 2018, Republic Act 11055, or the Philippine Identification System Act, aims to establish a single national ID for all Filipinos and resident aliens.

The national ID shall be a valid proof of identity that shall be a means of simplifying public and private transactions, enrollment in schools, and the opening of bank accounts.

It will also boost efficiency, especially in dealing with government services where people will only need to present one ID during transactions. (PNA)

The stall vendors said they are just hoping the temporary closure would not go beyond June 15, the date the MECQ status is supposed to end.

“We have all agreed. We have no choice because this is for our

own good,” Sylvia Kristel DeasisNob, another vendor, said.

Abejuela asked for the full cooperation of the stall vendors to help the community, promising that the barangay is doing its best to assist the affected vendors.

“We in the barangay will try our very best to provide assistance to the vendors in the barangay affected by the temporary closure,” he said.

City Mayor Oscar Moreno had requested the IATF for a general community quarantine (GCQ) but accepted the MECQ status from June 1 to 15.

“I explained that already that we’re not the one to decide. I think this is OK in a sense that the people are already getting the message very clearly,” Moreno said.

He said the city government is focusing on the critical care utilization rate and the infection rate, which he believes are the main reason for the stricter quarantine level.

Based on data from the city health office presented on June 1, the city logged 94 new cases of Covid-19, bringing the total to 7,215. Of this, 1,272 are active cases. (PNA)
