HUMAN rights advocacy group International AlertPhilippines is calling on Congress to pass an antidiscrimination measure that seeks to protect rights of the Muslim and indigenous people (IP) minorities in the workplace and enable them to access better op-

portunities in companies. Francesca Humi, the group’s program officer in the country, told “Wednesdays’ Habi at Kape” that the passage of an anti-discrimination measure would encourage actions against discrimination of vulnerable groups. The International Alert is part of the technical working group formed under the

Human Rights Committee, chaired by Zambales Representative Cheryl P. Deloso-Montalla that is crafting a draft law against discrimination. She said the committee tries to consolidate the different versions of the bill into one harmonized draft. The Congress went into adjournment sine die last June 2 and will resume ses-

sion on July 24, with President Rodrigo R. Duterte delivering his second State of the Nation Address (SONA). Humi said that the bill will define what acts would constitute as discrimination. “It (bill) would provide a guide and it will also provide a legal backbone, which means that if you have a complaint, if something happens to you, you will actually take legal action and it’s a way of empowering people who experience discrimination and it will help build a more a peaceful Filipino society,” she said.

Humi said the bill will urge the local government units to pass their local legislations that seek to punish discriminatory acts as well as encourage “companies and other members of the society to not discriminate” employees belonging to some ethnic minorities. She said equal rights must be given to employees of certain ethnic and religious backgrounds in terms of accessing opportunities and professional advancement in their workplace. Tagulambong Festival highlights Magsaysay’s 69th anniversary By CHRIS V. PANGANIBAN Contributing editor

MAGSAYSAY, Misamis Oriental--Townsfolk here celebrated its first ever “Tagulambong Festival”, a six-day festivities from June 26 to July 1 to showcase the rich cultural heritage and to mark with pride the town’s 69th founding anniversary. Guests and visitors will be entertained with an array of special activities including an opening day motorcade, tribal street dancing competition, authentic Higaonon rituals, sporting events, rescue olympics, agro-industrial, booth display and the second State-of-theMunicipality Address of Mayor Rey Buhisan. Magsaysay, formerly known as Linugos acquired its current name in 1957 through a congressional act and was formally created as a municipality of Misamis Oriental in July 1, 1948. The word Tagulambong was taken from Apo Tagulambong name, a combination of the two words, Tagu and Lambong. Tagu means “Tinago”, “Nakatago” – “Hidden”, “thriftiness, mystic and full of mysticism and Lambong means “Lambo,’’ or as old-timers and Higanonons would regard as “Panaghi-usa ug panagdaitay sa Kalamboan”, “productivity, prosperity and good harvest.’’ “There are lots of rituals

that falls under this category.,” an official said in a concept paper that produces Tagulambong Festival with the Higanonon tribe taking center stage in the six-day grand festivities Organizers said every year from then on, Magsaysay will transform itself into one big street party, streets closed and drumbeats are heard everywhere nothing short of as an astounding Tagulambong Festival. The parade will fill the whole length from Barangay Kibungsod (Transport Terminal) to the Poblacion. It added the festival becomes a feast for the eyes called “Session Road of Mysticism, Culture and Traditions”. This is also lined by students of nearby schools with flaglets in their hands with the inscription “Tagulambong Festival”. The flag are positioned or spaced for locations alongside the route. “The festival definitely lives up to its name, making Magsaysay, the perfect destination for those who seek refuge and understanding the importance of culture and traditions,”an official said. The festival would be participated in by Higaonon tribes, of Tama, and other barangay of Magsaysay, Claveria, Eureka/Kalipay, Ginoog City, Jasaan and all towns of Misamis Oriental that had descendants of Higaonon tribe.

All contingents of 30-50 students in every public and private high schools would participate. street dancing contest. The Higaonons will also participate in street dancing during the parade.

To cap the Tagulambong Festival, the Higaonon tribe will be presenting tribal dances, weaponry and pageantry. The Tribal Dances are: Sinadsad, inamo, binaglan, dogso, binanog, inowang, ag danguing or

dinaging, inagong, singkil and pinintok. An officials said Tagulambong Festival promotes Magsaysay as a tourist destination and in support to Philippines tourism industry. “However, it has unde-

niably added great value to the growing interest in the Philippines Festival’s new events and somewhat adventurous activities that everybody will definitely experience and enjoy year after year,” the official said.

Thus, I can only agree with Tabujara’s advocacy that everyone should be allowed to carry guns, with one condition: require those who will be allowed to own firearms to undergo regular training and shooting practices. -oooBULACAN KILLERS WERE DRUG-CRAZED, MANNER OF KILLING SHOWED: Initial police reports indicate that the assailants---those who raped the grandmother and her daughter, and who also killed the daughter’s three children---were surely under the influence of drugs when they committed the dastardly crime. Imagine, the grandmother sustained 45 stab wounds, while the daughter had 32 stab wounds. The daughter’s 11 year old child sustained 11 stab wounds, her seven-year old child had 19 stab wounds, and the one year old child had five stab wounds. Indeed, only a drug crazed,

mentally deranged and brain-damaged criminal could perpetrate these kinds of killings, particularly of the one year old child. The manner by which the killings were carried out could also mean that some kind of a deadly message is trying to be conveyed by the assailants with what they did, or they got so scared of being identified that they had to kill everyone in the house. Whatever, this incident only confirms once more the menace and the scourge of illegal drugs in the country, which have put all Filipinos in grave peril. -oooPLACING OURSELVES UNDER GOD’S PROTECTION IN THIS PERILOUS TIMES: With rampant criminality and the abundance of drug crazed persons in the country today, all of whom are ready to commit the most heinous and despicable of crimes while they are under the spell of illegal drugs, it would seem there is nothing else that Filipinos could do to protect themselves. Mayor bans collection of any fees in public schools KIDAPAWAN City––The city mayor here issued an executive order prohibiting all public schools from collecting any amount for whatever purpose, even if the contribution is voluntary. The order, issued by Mayor Joseph Evangelista on Wednesday, was announced by lawyer Christopher Cabilen, legal counsel of the city government, in his Facebook page, noting that it will be implemented strictly. All public schools were furnished copies of the order, according to Cabilen. “ Those who may be

found violating the order shall be dealt with accordingly,” he stressed. He explained that any complaint as regards violation of the order may be lodged to the city legal office or directly to the Office of the City Mayor. Cabilen said the EO showed how serious the mayor is in implementing a standing memorandum from the Department of Education prohibiting collections. Besides, he said, there are other features in the EO in relation to the Special Education Fund (SEF), where the local govern-

ment gets its educational subsidy to all public schools in the city. Since 2014, the City Government has allotted millions of pesos from its SEF amount for the subsidy. In 2014, it allocated P100 to each student. In 2015, an additional P100 was allotted. And since 2016, it has increased to P300. For school year 20172018, the city government appropriated P13 million from its SEF as subsidy to about 14,000 students from public schools. ‘Voluntary’ contributions

Anton Maganto, spokesperson for the Department of Education (DepEd) in Region 12, clarified that while they implement the zero collection policy in all public schools, they allowed collections of fees that are not mandatory and thus “voluntary” in nature. DA-CMU Hybrid Rice Techno Demo Project Commence The 100-hectare hybrid rice techno demo farm project of the Department of AgricultureRegional Field Office 10 (DA-RFO-10) and Central Mindanao University (CMU) took off yesterday, June 27, 2017, along the foot zones of Musuan Peak, Maramag, Bukidnon. This is in response to the pronouncement of DA Secretary Emmanuel F. Piñol, instructing each region to allocate 100 hectares for the said project that will help contribute in the attainment of rice sufficiency of the country. The said project strengthens the partnership between DA, CMU, Philippine Rice Research Institute (PhilRice) and the different hybrid rice seed companies. This will run for five years and it will showcase the performance of various technologies that hybrid rice companies are using that will help the farmers choose the right technology that will thrive in their respective areas. Abdula also informed that based on the data from the Philippine Statistics Authority (PSA), that in region 10, around 4% of the farmers are using hybrid rice seeds, 2.82% are using inbred seeds while others are still using the farmers seeds. He also

emphasized that farmers planting inbred rice seeds will harvest around 4.8 tons per hectare while using hybrid rice seeds will provide them with 6.2 tons per hectare or 24% yield increment. “I am further encouraging the farmers to adopt the technologies for it will contribute to the increase in rice production of the country,” Abdula concluded. On the other hand, the participating hybrid rice seed companies such as SL-Agritech Corp.,

Syngenta, Seed Works, Bayer Seed Growth and Dosepco, and PhilRice, committed full support for the success of the project. Each seed company will have at least 1 hectare to work on to showcase their technology. It is expected that 2 demo sites of similar project will be established in the different provinces in the region. ‘Let’s reach top 20 by 2020’—Lopez on PH’s ease of doing business PASAY CITY— Following the 2017 Doing Business (DB) Report indicating that the Philippines moved up four spots from 103rd last year to 99th out of 190 economies, the country’s trade chief expressed hope for the Philippines to reach top 20 by 2020 in the global competitiveness and ease of doing business (EODB) ranking, stressing the urgent need to leapfrog streamlining efforts towards automation of government transactions. Speaking at the 5th EODB Summit on 28 June, DTI Secretary Ramon Lopez said that preparations are now underway towards the creation of an e-government online system, as part of the government’s effort to improve EODB in the country. The DB Report measures the country’s competitiveness focusing on the regulations, processes and time spent germane to the completion of the business life cycle, from starting, getting permits and credits to closing. Preliminary programs for the said online system include the development a local government unit (LGU) “wiki website” that will feature business per-

mitting procedures nationwide, the establishment of a one-stop-shop concierge at the Quezon City LGU and the creation of a Business Manual for Business Registration. “These initiatives are preparatory to the creation of a government online system that will expand even more economic opportunities leading to shared prosperity,” said Sec. EODB is part of the 10-point socio-economic agenda of President Rodrigo Duterte. These ongoing reforms must be embedded in institutions and should be translated into a more efficient delivery of government services, according to him. “Instead of attracting people to establish their own businesses, some have shied away and were discouraged to continue due to the time spent and cost of money to comply with various requirements,” he shared. In response to this, the government established the Doing Business (DB) Task Force, which is composed of 10 work teams from government agencies and the private sector to implement reforms in the business regulatory environment. Each work team came up with reforms and action plans to be accomplished as shortand long-term targets. The government, through the DB Task Force and the National Competitiveness Council of the Philippines (NCCP), has undertaken reforms in the past four years to enhance businessenabling environment more efficient in the country. Earlier this week, Sec. Lopez met with the New Zealand Embassy officials to explore possible cooperation with the Philippines on EODB. New Zealand is poised to share its best

practices as one of the top countries in the global EODB ranking. NCCP Private Sector Co-Chairman Guillermo Luz, meanwhile, called for an online revolution, emphasizing the relevance of

P14m to renovate Zamboanga infirmary ZAMBOANGA City––The Department of Health (DOH) has set aside PHP14 million to renovate an infirmary in a far flung barangay of this city. City Health Officer Rodelin Agbulos on Thursday said up for renovation is the Cristino Paragas Memorial Hospital in Barangay Quiniput, 44.70 kilometers east of city hall. The 15-bed memorial hospital is a city government-run hospital. It is manned by four physicians and nine nurses on 24/7 duty. After renovation, Agbulos said they plan to upgrade the hospital from infirmary to a primary hospital to better serve the community. The barangay of Quiniput where the memorial hospital is located is adjacent to Barangay Curuan, which is one of the

growth and trading centers in the east coast of this city. Meanwhile, Agbulos disclosed that three lying-in hospitals located in Barangays Ayala, Sangali and Vitali will be upgraded next year into infirmaries. ‘One Lab System’ gains support from biz firms

DAVAO CITY-- The “One Laboratory System” of the Department of Science and Technology in Davao Region (DOST 11) has continued to draw patronage from companies engaged in food production and manufacturing. DOST 11 assistant regional director for Technical Support Services Mirasol Domingo said the increase in the number of clients even resulted in increase in revenue earnings from laboratory fees since 2015. Domingo reported that in 2016 revenue generated from laboratory testing amounted to PHP4.672

million, which is higher than 2015 with PHP3.603 million. For the first quarter of 2017, the revenue derived from Chemistry Laboratory already amounted to PHP162 , 245.00; Microbiology Laboratory - PHP871 , 277,50; and Metrology - PHP699 , 900.00.
