Heated tobacco products reduce cigarette sales THE introduction of heated tobacco products (HTPs), considered a harm reduction approach, has reduced cigarette sales in Japan by 30 percent in a span of three to four years. “Since 2014, three heated tobacco products have been launched officially nationwide in Japan and these have been penetrating 25 percent [of total smoking population], and this

product has been successful to reduce cigarette smoking in Japan so far by 30 percent in three to four years,” Dr. Kumamaru Hiroya, a preventive physician specializing in smoking cessation, said. Dr. Hiroya, the Vice Director of the AOI Universal Hospital in Kawasaki, said this decline in consumption was not observed after years of trying

DAVAO CITY – The Philippine Identification (PhilID) card is not an ordinary ID because it can be deactivated on certain grounds. Based on Section 9 of the Implementing Rules and Guidelines (IRR) of the Philippine Identification System (PhilSys) Act, the Philippine Statistics Authority (PSA) can deactivate the national ID after due process. Naawan town combats fake news on COVID-19 vaccines MISAMIS ORIENTAL — The municipality of Naawan strengthens its vaccination information dissemination in order to fight the spread of fake news about COVID-19 vaccines among its senior citizens. “At first, we have a problem with our elderly citizens as a result of fake news. They are afraid to be vaccinated,” says Naawan Mayor Dennis Roa in an interview with Sec. Martin Andanar during the Network Briefing News program. To address issues of hesitancy, the mayor mobilized the local health authorities to carry out a senior citizens’ assembly per barangay to discuss the government’s vaccination rollout and

impart vital points on the beneficial effects of the vaccines. “When I got my jab and was fully vaccinated, our senior citizens were convinced that their fears were not well grounded. Planning for your retirement just as important WHEN you ask most parents if they were able to save or invest in educational plans for their children, there’s a strong likelihood that the answer is a big yes. But ask again if they have secured funds for their own retirement, it’s most likely that their response is the opposite. This is the common scenario whenever I have discussions with fellow parents. They will share with pride how they were able to secure the education of their children. Sadly, they’re not as confident when talking about their own retirement preparations. Reasons such as “I still have more time to prepare for that, or “That’s next in my priority list”, or “Bahala na mga anak ko” (my kids will take care of me), is what you will most likely hear from them. While it’s every parent’s responsibility to prepare and provide their kids the best education there is, let’s be mindful that preparing for our own retirement years is just as important. Let’s look closely at these realities: Unexpected risks do happen. This pandemic showed us that no matter how well we planned, unexpected risks can completely alter if not erase all of those plans. A number of my friends were forced to early retirement because of the pandemic. before the crisis, they have com-

puted how much they will receive and made plans on their retirement when they reach the mandatory retirement age of 60 or 65. Then pandemic happened and businesses were adversely impacted. Some of my friends were fortunate enough to have received some retirement/separation benefits from their employers but were quick to admit that the amount they received will only last for at least 6 months. But some were not as lucky. As their companies went bankrupt, they cannot even get their due retirement/separation benefits. The main source of the retirement funds they are depending on disappeared in thin airs. Even if they get re-employed, do you think they have enough time to rebuild their retirement fund? The government retirement plan is not sufficient. Whether it’s SSS or GSIS pension, the amount is not enough to sustain our preretirement lifestyle. I have witnessed this with our own relatives and close friends who rely on government pensions. Even if they are getting the maximum pension amount, it will never be enough to fund their daily living needs, medicines and vitamins, and worst their medical bills. They cannot even afford simple travel. Sadly, they have to

live only as much as their pension will allow. This is definitely not what we have in mind when we dreamed of our retirement. But we already know early on that our SSS or GSIS funds can never be our main source of retirement funds. Even before we retire, we already know the amount is not enough vs our requirements. The question is, what did we do to ensure that we have enough when the time comes? Our retirement is not the burden of our children. In our Filipino culture of a closely-knit family, it’s difficult to accept that as parents are obligated to provide for their children, our children are not obligated to provide for their parents. Good if they will provide for us, and even this should be done voluntarily and not out of obligation. But if they can’t, don’t, and won’t, we can never take that against them. When our children start earning their own income, their responsibility is to save for their future (their own retirement) and if they are married, for the future of their family. It’s not being heartless or ‘walang utang na loob’ (lacking in See RETIREMENT, page 11

DA-PCIC NorMin urges hog raisers to enlist for swine insurance CAGAYAN DE ORO CITY – Department of Agriculture - 10 Regional Executive Director Carlene C. Collado encourages all hog raisers of Region 10 to apply for the insurance of their hogs to the DA-Philippine Crop Insurance Corporation (DAPCIC). Collado’s call is relative to the memorandum issued by DA Secretary William D. Dar that starting July 1, 2021, African Swine Fever (ASF) indemnification requests for depopulated hogs will not be accommodated under the Quick Response fund (QRF) but under DAPCIC Insurance. In a virtual orientation called by Collado which was attended by the provincial, city, municipal veterinary/ agriculture offices of Region 10, the DA-PCIC 10 laid down the guidelines for the implementation of the Swine Industry Insurance Program. PCIC 10 Sales and Marketing Chief Roy Arthur Alamban said, the program contains relaxed features of the agency’s regular livestock insurance program. It includes discounted premiums to commercial hog raisers, increased indemnity payment for hog losses and inclusion of culling or destruction of swine due to ASF as ordered by the government as compensable peril.

Beneficiary-participants of the insurance program include backyard swine raisers listed in the Registry System for Basic Sectors in Agriculture (RSBSA), farmers cooperatives or associations, commercial farm operators, local government units, state colleges and universities. Operations must be compliant with biosecurity level 1 standards and trained with biosecurity procedures. Backyard swine raisers, smallholders will have 100 percent of the premium cost or full premium subsidy, while commercial swine raisers’ premium is based on the rated of the premium cost or as agreed upon by the DA and PCIC. Affected swine raisers will receive a maximum of P10,000 per head for fattener (45 days to 6 months); P14,500 per head for F1 breeder and P34,000 per head for parent stock. PCIC 10 Regional Manager Charlito Brilleta emphasized, that the program aims to provide insurance cover to backyard and commercial hog raisers who continue with hog farming and help mitigate the risk to their investments. Diokno announced today that as of end-March 2021, outstanding loans granted by Foreign Currency Deposit Units (FCDU) of banks stood at US$16.3 billion, lower by US$315 million (or by 1.9 percent) from the end-December 2020 level of US$16.7 billion, as principal repayments exceeded disbursements. MANILA – The Commission on Elections (Comelec) and election stakeholders on Tuesday urged the electorate not to support politicians engaged in premature campaigning. “Don’t vote for them. Don’t reward bad behavior. We don’t have a shortage of good candidates. There are candidates who follow the rules,” Comelec spokesperson James Jimenez said in a forum. Based on Comelec’s calendar of activities for the May 9, 2022 elections, the period for filing of certificates of candidacy (COCs) will be held from Oct. 1 to 8 this year. “Make sure that we will choose those who are not vitiating the rules while the race is not yet on. Make sure to apply that same standard whether you are with or you like the candidate,” Jimenez said. Eric Alvia, Secretary General of the National Movement for Free Elections (Namfrel), supported the call of the Comelec.

“We should not reward bad behavior. This is already a portent of things to come. If now, a particular candidate taking advantage, what more if he’s public office, where there are a lot of temptation. We can already see a glimpse of this kind of leadership or kind of integrity this person has,” he said. Alvia said many electoral reforms are needed to lessen election violations but Congress has not acted on it. “A lot of electoral reforms that have to be done are with Congress. PhilSys-registered persons’ data fully protected By JUDY QUIROS

DAVAO CITY – The Philippine Identification System (PhilSys) Act ensures the protection of each PhilID cardholder from the unlawful disclosure of his information or records. Section 21 of the Implementing Rules and Guidelines (IRR) of the PhilSys Act says, “Any information obtained as a result of unlawful disclosure under the PhilSys Act shall be inadmissible in any judicial, quasi-judicial, or administrative proceedings.” This measure safeguards each PhilID cardholder from being harassed by anybody using his personal information recorded at the PhilSys Registry, which is the Philippine Statistics Authority (PSA). This section of the IRR clarifies that the records of a PhilID cardholder are kept private unless given consent by the holder and in identified circumstances. It prohibits any person from disclosing, collecting, recording, conveying, disseminating, publishing, or using any information of

PhilSys registered persons. It also disallows any person to give access thereto or give copies to third parties or entities, including law enforcement agencies, national security agencies, or units of the Armed Forces of the Philippines (AFP). The prohibitions however will be allowed under the following circumstances: a) “When the registered person has given prior consent, specific only to the disclosed particular purpose; and b) When the compelling interest of public health or safety so requires, and provided that the risk of significant harm to the public is established, the relevant information may be disclosed upon order of a competent court. THE Land Bank of the Philippines (LANDBANK) has asserted that its upcoming merger with the United Coconut Planters Bank (UCPB) will strengthen government efforts to build a stronger, unified banking institution capable of serving coconut farmers and other workers in the agricultural sector. LANDBANK PresidentCEO Cecilia Borromeo said that the merger will promote unprecedented rural development, in keeping with President Duterte’s goal of expanding financial inclusion among Filipinos, especially those in the countryside who belong to the underserved and unbanked sectors. Borromeo, a former scholar of the Philippine Coconut Producers Federation, Inc. (COCOFED), said coconut farmers will be able to take advantage

of the established expertise of LANDBANK in lending to the agriculture and agribusiness sectors. “LANDBANK’s track record of being consistently compliant with the Agri Agra Law shows our commitment to perform our mandate, to empower not only the farmers but all workers in the agriculture sector,” she said. Republic Act No. 10000, or the Agri Agra Law, mandates banks to allot 15 percent of their total lending portfolio for agriculture loans and 10 percent of its total loanable funds to agrarian reform beneficiaries. As of December 2020, LANDBANK’s agriculture loans reached 76.95 percent of its total loan portfolio, significantly above the minimum requirement of 15 percent. Agrarian reform

lending, meanwhile, hit 11.52 percent during the same period, also above the 10 percent required under the Agri Agra law. LANDBANK’s agriculture lending has been consistently growing from PHP 222.05 billion in 2018, to PHP 236.31 billion in 2019, and PHP 237.62 billion in 2020. As of end-May 2021, LANDBANK’s loans to agriculture reached PHP 230.02 billion, an increase of PHP 73 million net from the PHP 229.29 billion level in April 2021. The number of farm-

the economy in many parts of the Philippines. Reducing the risk of disasters will be key to achieving the development goals in the Philippines. The country’s people and economy are especially vulnerable to the impacts of natural hazards due to their dependency on climate-reliant activities such as agriculture and on coastal and marine resources. In terms of disaster risk, the Philippines ranks third among all of the countries with the highest risks worldwide. and hinder the promotion of healthy and stable labormanagement relations,” he said. Moreover, ULP is a violation of both labor and management’s civil rights and a criminal offense against the State, Bello said. “Criminal ULP cases may be filed with the regular courts. No criminal prosecution may be instituted, however, without a final judgment from the National Labor Relations Commission that an unfair labor practice was committed,” he said. “So let’s wait for the outcome and recommendation of our regional office tasked

The Philippines is one of the highrisk- countries from the Wuhan coronavirus outbreak and it is evident that the economic stability of the nation is totally affected. The government at first declared lock-downs to some establishments which alleviate bankruptcy and poverty. COVID-19 pandemic has constrained economic activity not only in the Philippines but across the world. At present, lock-downs are not the direct solutions to the increasing poverty level in the country. Businesses must operate to catch-up with the falling economic situation. Nevertheless, we are seeing early signs of recovery today. The gradual easing of lockdown measures and the coming of the vaccines have contributed to the gradual recovery and improvement in the health situation and

most specifically the business sectors. Our economic situations must be taken cared well by the government. The pandemic has brought so much damages to our business sectors and therefore several actions needs to be taken to save the falling economy of the nations. When our children see that we properly prepared for it, they will also do the same when it’s their turn. Our children started saving and investing in their early 20s because they learned and saw that from my husband and me early on. I am confident that it’s the same discipline they will pass on when they will have their own children. How have you prepared your children for financial independence? Longer life expectancy. Dying too soon is not the only risk in life that we have to prepare for. Living too long is also considered a serious risk, especially when you have the necessary funds to support yourself. This a concern of the different generations of today because science and technology made it possible for us to live longer. The current life expectancy of Filipinos is between ages 70-75. With more people getting conscious about health and wellness, this is even expected to go higher in the coming years. This simply means the more we need to have enough funds to support our longer retirement years. I retired at the age of 55. If I have the average life expectancy, I have to provide for myself for the next 20 years. Can you just imagine what may happen in the next 20 years if we don’t have enough retirement funds? We can grow our money and beat inflation. The sooner we start and the longer time we stay invested, the higher the chance we grow our money and beat inflation by the time we retire. The value of our money when we saved/invested will be lesser by the time we retire as inflation kicks in. Putting it in a long-term

investment instrument will allow us to grow our money over time. That’s why the sooner we start, the better. As we always say, it’s not timing the market but time in the market that matters. The technique is to invest consistently so we maximize the benefits of cost averaging (the practice of investing consistently over a period of time). We lose this advantage when we start late in building our retirement fund as our tendency is to time the market or fall into investment scams in the hope of getting higher yields quickly. These electronic devices heat, instead of burn, specially-designed tobacco units to release nicotinecontaining tobacco vapor. Results of scientific studies show that tar and carcinogens found in tobacco smoke, causes the death and disease associated with smoking, and not nicotine. In the United States, the Food and Drug Administration authorized the marketing of IQOS, the tobacco heating system of PMI, as a modified risk tobacco product (MRTP) on July 7, 2020. The FDA authorized the marketing of IQOS in the US with the information that the IQOS system heats tobacco but does not burn it, and scientific studies have shown that switching completely from conventional cigarettes to the IQOS system significantly reduces the body’s exposure to harmful or potentially harmful chemicals. HTP users account for about 30 percent among Japanese male smokers and 25 percent among female smokers, while dual use of cigarettes and HTPs remains low at 6.9 percent among male smokers and 4.8 percent among female smokers, noted Dr. Hiroya. Meanwhile, the initiation to HTP use among 60,000 Japanese junior high school students was very low at just 0.1 percent belying fears of youth uptake, according to a study by Tottori University Medical School funded by Ministry of Health and Welfare. Mark Dougan, Director of Transformational Health of the business consulting firm Frost & Sullivan, said the case of Japan, being the world’s largest market of HTPs, deserves to be studied because of the significant reduction in cigarette sales in the country. He said they we’re focusing on the Japanese market because novel nicotine tobacco products (NNTPs) have been commercially available in Japan since 2014. It’s by far the world’s largest market. Dougan noted that HTPs are based on the principle of eliminating combustion by heating tobacco at about 350 degrees Centigrade or less instead of burning. “While these products are clearly not risk-free, they do

have the potential to serve as a complementary strategy to existing smoking-related interventions” for smokers who are otherwise unable or unwilling to quit cigarettes, said Dougan. Smoking remains the leading preventable cause of death globally with more than 7 million people dying of smoking-related diseases each year. Dougan said the number of tobacco users worldwide declined only marginally from about 1.4 billion in 2000 to 1.34 billion in 2018. “There is a significant group of smokers in both developed and developing countries who are unable or unwilling to quit using current approaches which is often quite ineffective in actually helping people to quit,” Dougan said. The use of NNTPs, according to Dougan, is often seen as an appropriate intervention for helping them to stop smoking. “The use of NNTPs is based on the principle of harm reduction, specifically tobacco harm reduction.” he said.
