Rotary Club of Manila cites Baños as ‘Provincial Reporter of the Year’

Cops raid ex-mayor’s house in Misamis

CAGAYAN de Oro City-The police regional office on Wednesday said they did not rule out the possibility that this city is being targeted by terrorists as one of the areas they will bomb following the raid of a former politician’s house that yielded components of an improvised explosive device (IED).

Superintendent Lemuel Gonda, Philippine National Police-10 (PNP-10) spokesperson, said it is very likely that both Cagayan de Oro and Iligan City are being eyed as key targets of the Islamic State-linked Maute Group, a local terrorist organization now fighting government forces in Marawi City.

MILF open to help resolve Marawi crisis

OZAMIZ City––A top official of the Moro Islamic Liberation Front (MILF) said the group is open to play a role in resolving the Marawi crisis if called upon “in the greater regard of civilian interests.”

“It is not impossible, especially if the civilian interest is at stake. If there is a request, the MILF leadership will probably consider the idea,” Mohagher Iqbal, chair of the MILF peace implementing panel, said in a phone interview.

But Iqbal said they are yet to receive a formal request for their involvement in finding a solution to the siege by Islamic Stateinspired Maute group which is now on its fifth week.

On Sunday, Abdullah Maute reportedly told emissaries, who took advantage of an Eid’l Fitr ceasefire to see the militants’ leaders, that they will only leave Marawi if the MILF intervenes.

Maute also offered to swap their hostages, in particular Fr. Teresito Suganob, with the freedom of their parents, Cayamora and Ominta who were arrested on separate occasions.

CAGWAIT, Surigao del Sur-Local officials here were surprised in awe to see the presidential daughter, Davao City Mayor Sara Duterte Carpio, made good on her promise to grace the fourday grand celebration of the 21st Kaliguan Festival 2017.

Mayor Sara and her entourage came on board choppers on June 24 where she graced and became guest of honor of the coronation night of Perlas ng Kaliguan 2017, a beauty pageant among the prettiest bets from the 11 barangays of Cagwait.

Marawi Mayor to IDPs: Follow traffic rules, govt policies

THE city of Marawi has almost 300,000 population and 30% of these populations have evacuated in Iligan City after the siege.

The local government of Iligan accommodated 46,140 families with 67,943 individuals and counting. The city is now a little bit occupied, busy and crowded. Cloditho Omondang, head of Iligan Traffic Management Office, admitted the city is now experiencing congested streets due to an additional number of vehicles and commuters.

Marawi City Mayor Majul Usman Gandamra urged the residents of Marawi to follow city’s traffic rules and give courtesy to the traffic enforcers.

Gandamra also called on the evacuees to cooperate with the authorities in whatever policies, help the local police on peace and order, observe curfew, and practice proper disposal of garbage since Iligan has become their second home next to Marawi.

Gandamra said evacuees cannot yet, go back to their respective home in Marawi since the Armed Forces of the Philippines has not yet given clearance to the local government of Marawi.

BUTUAN City--Philippine economic zone chief Charito Plaza is pushing for the revival of Asia’s largest paper-making company in Bislig City, a move that could boost anew the economic prospects of Surigao del Sur. Plaza, Director General of Philippine Economic Zone Authority (PEZA), said resuming the operations of Paper Industries Corp. of the Philippines (PICOP) is attainable provided that stakeholders would come out to a common workable ground.

Plaza was referring to new schemes to revive the industry through a dialogue wherein those involved will have to sort it out to resolve the pending issues like old loan obligations from government-run banks in the past and for local government units to disregard the old taxes due so that new investors would be interested to invest in a clean slate.

“There are many investors interested and it’s just a matter of minimizing the obligations to attract them,” Plaza told Mindana0 Daily News in sn interview.

second criminal or terrorist stuations require armed citizen response.”

Indeed, when private citizens are not allowed to bear arms, they become pathetic and easy victims of lawless elements who are usually armed to the teeth.

Thus, I can only agree with Tabujara’s advocacy that everyone should be allowed to carry guns, with one condition: require those who will be allowed to own firearms to undergo regular training and shooting practices.

-oooBULACAN KILLERS WERE DRUG-CRAZED, MANNER OF KILLING SHOWED: Initial police reports indicate that the assailants---those who raped the grandmother and her daughter, and who also killed the daughter’s three children---were surely under the influence of drugs when they committed the dastardly crime. Imagine, the grandmother sustained 45 stab wounds, while the daughter had 32 stab wounds.

The daughter’s 11 year old child sustained 11 stab wounds, her seven-year old child had 19 stab wounds, and the one year old child had five stab wounds. Indeed, only a drug crazed,

mentally deranged and brain-damaged criminal could perpetrate these kinds of killings, particularly of the one year old child.

AboitizPower, DepEd XII sign P1.5M worth of CSR projects A far-flung public high school and a flood-prone public elementary school in Mindanao are among the recipients of Aboitiz Power Corporation’s Corporate Social Responsibility (CSR) projects this year, through its subsidiary Cotabato Light and Power Company (CLPC).

CLPC, in partnership with AboitizPower and Aboitiz Foundation Inc., (Aboitiz Foundation), allotted about P1.5 million for CSR projects on education this year. The projects were presented on June 7, 2017, during the signing of Memorandum of Agreement (MOA) between the Department of Education Region 12- SDS, recipient schools’ heads, and CLPC in Cotabato City.

One of the beneficiaries this year is the Datu Usngan S. Mastura National High School, which will receive 200 brand new armchairs.

Datu Usngan S. Mastura National High School is located in Pinaring, Sultan Kudarat in Maguindanao, which is about 14 kilometers away from Cotabato City.

CLPC will also turn over soon a newly-refurbished reading and peace hub to the Pagalamatan Elementary School in Datu Odin Sinsuat, Maguindanao.

Duterte ‘s first year investment milestones * the fruits of his foreign trips

MANILA -- The strong commitment of President Rodrigo Roa Duterte to promote inclusive economic growth in the country is slowly yielding positive results, a Cabinet official said on Tuesday, June 27.

Speaking before members of the media during a press briefing at Malacañang Palace, Trade Secretary Ramon Lopez enumerated some of his agency’s achievements as part of the pre-State of the Nation Address (SONA) briefings, spearheaded by Presidential Spokesperson Ernesto Abella.

Highlighting several milestones in the first year of the Duterte administration, Lopez cited that the number of business companies and organizations coming into the country rose by five percent to 273 from 261 during the period of July to December of 2016.

“Notable delegations came from Canada, China, Japan, and even Russia,” he said, adding that the business delegations are in the areas of ship building, food processing, banking, and manufacturing.

In terms of investments, the Cabinet official said the Board of Investments recorded a 25 percent jump in the number of investments from January to May this year, compared to the same period in 2016.

also grew by 11 percent to P1 billion in the first two months of 2017.

“We’ve gotten the number that business confidence continues to remain very high. We are hitting the number of 43 percent coming from what used to be 34 to 39 percent in previous period,” Lopez said.

He said the consumer confidence index, which used to be a negative number some years back, has reached 9.7 percent.

Lopez also underscored the productive state visits of President Duterte which resulted in the establishment of goodwill with different leaders and agreements in food security, trade and industry, tourism, agriculture, and business-to-business, among others.

For micro, small, medium enterprises (MSMEs), Lopez noted that his agency has established 271 Negosyo Centers from July last year to June 2017.

He said the agency has conducted 64 Kapatid Mentor ME programs or its program of training and mentoring of MSMEs nationwide.

“So that’s the main thrust of the Duterte administration, it’s how can we elevate the life of many of those at the bottom of the pyramid and how can we really make prosperity and give prosperity for all. So, that’s the reason why in many of the activities, we’ve been

From 168 in end 2011, it now has 446 stores. The store network expansion

initially resulted to a flat income of Php2.0 billion from 2013 to 2015.

“Good things often come with birth pains and difficulties. The thing is to look at the long term,” Moncupa added.

Total deposits increased by 26% yearon-year, led by the 32% growth in low cost CASA deposits. Consumer loans were up 43%. EastWest is the most consumerfocused universal bank in the country today. Consumer loans comprised 69% of its loan portfolio.

EastWest continues to have an industry leading Net Interest Margin of 7.9%.

Annualized return on equity was at 13.8% while return on assets was at 1.7%.

Transport agencies told to go back to basics to avoid road crashes An average of 34 Filipinos are killed daily in road crashes according to government statistics, prompting the House Committee on Transportation to discuss solutions with concerned agencies at a public hearing Tuesday to prevent road tragedies.

In his opening remarks, committee chairman Rep. Cesar Sarmiento (Lone District, Catanduanes) said road crashes could be avoided if only the basics, such as proper screening of drivers, inspection of vehicles and strict implementation of road safety laws, were strictly followed.

“Do we really value the lives of our people or are we treating them as mere death statistics?”, Sarmiento asked wryly. He said road incidents are no longer called ‘road accidents’, but are now officially referred to as ‘road crashes’.

Based on Philippine National Police (PNP) data, road crashes are caused by human error, mechanical defects and faulty road structures.

Addressing the issue of mechanical defects, Sarmiento said the Land Transportation Office (LTO) should not allow the registration of a motor vehicle if it fails to pass the roadworthiness test.

“The purpose of registration is identification and inspection, and that is why we have this motor vehicle inspection report.

Basically, the objective of having the motor vehicle inspected before it is registered is to ensure that the vehicle is roadworthy,” Sarmiento said. Hence, he argued that if the vehicle is not roadworthy, then the LTO should not register the vehicle.

People’s Republic of China donates P15 million for rehab of Marawi

Staying true to its bilateral relations with the Philippines, the government of the People’s Republic of China donated PHP15 million for the relief operations and rehabilitation of the besieged City of Marawi.

Chinese Amabassador, H.E. Zhao Jianhua presented to President Rodrigo Duterte, the PHP15 million check donation that will significantly augment the resources of the Department of Health (DOH) and Department of Social Welfare and Development (DSWD) -- two government arms currently spearheading various health and wel-

fare operations in Marawi, including medical consultations, evacuation and logistical support.

The donation is an example of the flourishing partnership between the two countries and their shared commitment towards sustainable peace in the region.

Meanwhile, the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP) are conducting rigid military operations in the Southern part of Mindanao to bring ISIS sympathizers before the law or else completely eradicate the extremist groups

that have spawned therein.

While the government does not tolerate terrorists, it looks upon its citizens with regard, staunchly rebuilding Marawi City and bringing those affected to the path of healing.

As of June 26, DSWD had already spent about PHP 85.53 million worth of assistance to the affected families, which included provisions like food packs, hygiene and dignity kits, kitchen utensils and tents among others.

Meanwhile, PHP52.03 million was accounted for DOH-provided health services, including medical check-ups, immunizations, medicines, mental and psycho-social services as well as food and water.

As of the latest government data, 82,767 families or 403,052 persons from Marawi have been displaced, including residents from 20 Lanao del Sur municipalities and 2 Lanao del Norte municipalities affected by the crisis. (PCO-Davao/ PNA)

Catalino Cuy wants.

Cuy was in this city last Tuesday for a joint meeting with the Regional Peace and Order Councils (RPOC) of Northern Mindanao, Zamboanga Peninsula and the Autonomous Region of Muslim Mindanao (ARMM).

During the meeting,

A total of 111 couples tied the knot in a joint civil ceremony last Tuesday in El Salvador City, Misamis Oriental on the occasion of the city’s 10th Charter Day celebration and fiesta of its adopted patron, Mother of Perpetual Help or Inahan sa Kanunayng Panabang.

It was the first Kasalan ng Bayan in the city and Mayor Edgar Lignes, who officiated the mass wedding rites, was extremely happy for its tremendous success.

All the couples received a wedding cake each from the mayor.

Kasalan ng Bayan was just one of the events during the two-day Charter Day celebration. Another huge activity was the Gays Basketball League where LGBT teams from as far as Cagayan de Oro challenged their colleagues during the two-day tournament.

This activity was inserted as part of the worldwide observance of Pride Month.

But the real highlight of the Charter Day celebration was the State of the City Address of Lignes.

In his very first annual report since he assumed office last year, Lignes announced that the proposed city college of El Salvador will be constructed soon.

During his first year tenure, the Lignes administration was able to secure four units of heavy equipment (one payloader, grader, roller and bulldozer each), three L300 vans, three motorcycles, 14 rescue vehicles, three power tillers, three threshers, three corn shellers, one mobile corn mill, two farm tractors and one pumpboat for tourists wishing to go to Burias Shoal.

The government also set aside P500 monthly stipend to 700 indigent seniors plus free medical laboratory use in the public hospital.

Aside from the city college, a new public market is also in the offing. So what is the secret of the Lignes

administration?

“Let every day be a Seal of Good Local Governance day – meaning we must

give our utmost best in serving our constituents here in El Salvador City,” he said.

This, as Davao City Rep. Karlo Alexei Nograles announced that the bill batting for a national ID system has already passed the committee level and is set to be calendared in the plenary.

With this development,

Cuy is calling on members of both Houses in Congress to support the bill and fast-track its approval so it would be signed into law by the time the Marawi City crisis is over.

He added that having a unified ID for all individuals in the country is just another security measure that the government needs to implement.

It was really a rape of democracy and I saw things around as plain work of evils. Men and women and even small children suffered the brunt of cruel government while Marcos and his official we enjoy the benefits of their styles in government. It was really life in total disarray or broken into small pieces.

The lessons that I learned from martial law during the Marcos regime are still haunting me until these days. Now I opposed any move to curtail freedom of the taxpayers. Our government needs checks and balance to scrutinize the destination of our government. This is precisely the essence of a democratic society and we must all abide by its tenets. If we cannot be part of the government in leadership, what are we for in the first place?

To me, Sen. Trillianes and other oppositionists in the government are what we need. We should not be dragged blindly to the administration of Duterte all the time.

We must use our minds and participate in planning in whatever way possible.

The two cities are still under alert level 3 due to the persistent reports of the presence of terrorists in the area.

This after law enforcers recovered various ammunition and other items from the house of former Marawi mayor Fajad “Pre” Salic in Purok 5, Barangay Consuelo in Magsaysay town, Misamis Oriental early Wednesday morning.

Salic was accused of an alleged accomplice of the Maute Group. He was arrested recently at a checkpoint in Villanueva, Misamis Oriental.

According to Chief Inspector Esperidion Biado, head of the Misamis Oriental Provincial Public Safety Company, the following were found inside Salic’s residence: an MK2 fragmentation grenade, two rifle grenades with canister, a 40mm cartridge, 30 rounds of 5.56 live ammunition, six metal tubes believed to be non-electric blasting cap, a customized electronic switch, a pilot valve attached to a jack connector, a 9-volt battery, and two packs of undetermined gray powder.

The search was witnessed by two barangay officials and the house caretaker.

The raid was based on a search warrant issued by Judge Mirabeaus Undalok of Regional Trial Court 10 Branch 43 of Gingoog City for violation of section 28, article 5 of RA 10591 or the Comprehensive Law on Firearms and Ammunition.

Biado said some of the recovered items were parts of a home-made bomb, and in fact, they found an IED that is ready to be used.

None of Salic’s family members were present during the raid, he said.

Biado said they were tipped off of Salic’s residence in Magsaysay right after his arrest in Villanueva.

He said they have been monitoring the former mayor’s residence, which also included two beach cottages, located in the village’s coastal area.

According to their intelligence report, armed men on board large vehicles were seen going in and out of Salic’s residence in the past few days.

Biado said they are also investigating the caretaker if she is in connivance of Salic.

a petition for the issuance of TRO Tuesday afternoon after learning that the DILG regional office has obtained the dismissal order of the anti-graft court, also on Tuesday, in connection with the alleged rental of equipment sans public bidding when Moreno was still the provincial governor of Misamis Oriental.

DILG Regional Director Arnel Agabe explained Wednesday morning that the DILG would serve the dismissal order after complying all the documents as part of the “protocol.”

However, before the DILG could comply all the required protocols, the Cagayan De Oro-based Court of Appeals has granted Moreno motion, which was delivered to the City Hall about 11:00 in the morning.

In the six-page resolution signed by Associate Justices Edgardo Camello, Oscar Badelles and Louise Acosta, the CA ruled that the Ombudsman decision was not yet final and executory since Moreno has already filed a petition for injunction in the matter.

“Finding the reasons stated therein to be of sufficient urgency and so as not to render the reliefs prayed for in the petition moot and academic pending the resolution of petitioners’ prayer for the issuance of a writ of preliminary injunction, this Court resolves to grant the temporary restraining order for 60 days unless sooner revoked,” the decision noted.

The CA likewise ordered Moreno and the other respondents in the case – Patrick Gabutina, Elsie Lopoy, Rolando Pacuribot, Divina Bade, Cancio Guibone , Leemar Tinagan and Elmer Wabe – to post a collective bond of P100 , 000 for the petition for the issuance of the injunction.

As part of the court procedure, with the issuance of the 60-day restraining order, Moreno’s lawyer would again file a petition of the writ of preliminary injunction (WPI) to plea for the continuity of the restraining order.

Apart from the Ombudsman’s dismissal order, the anti-graft court also filed criminal charges against Moreno and the seven other indicted officials with Sandiganbayan.

This is the second time that Moreno evaded the anti-graft court dismissal order. The first was the case involving the PHP 2 million Ajinomoto anomaly in 2015 when Moreno has obtained a TRO, just hours “after” the DILG served the dismissal order then.

Like the latest case, the Ombudsman also filed criminal charges against Moreno and former City Treasurer Glen Bañez with the Sandiganbayan.

Moreno is still facing dozens of pending graft cases involving various alleged corruption charges, including plunder, in Misamis Oriental during his incumbency as provincial governor and in Cagayan de Oro City as City Mayor.

Mayor Duterte-Carpio has made good to her commitment to visit Cagawait on its special day after learning that President Duterte won resoundingly here. Political pundits, however, opined that Pimentel and Pichay’s no show may have something to do with their defeat here in last year’s election.

A long-time resident, ask ing for anony mit y, disclosed Pimentel used to chip in at least P500, 000 fund for the Kaliguan Festival celebration in the past, but this year’s he did not extend any financial support even if he was told that the presidential daughter will visit.

Mayor Lozada said the four-day event was successful amid tight security and Mayor Sara DuterteCarpio’s attendance made local residents felt at ease of a peaceful celebration even as Mindanao is under Martial Law. “At first, we were apprehensive because of Martial Law, but it turned out to be okay, since thousands of people came to witness the array of exciting events,” Lozada said.

She said what made this year’s celebration more special was the presence of Mayor Sara and the homecoming of thousands of local residents who are already living elsewhere in the country and abroad for the first ever “Panagtapok Nan Cagwaitnon.”

Lozada said the homecoming were organized by the alumni associations of four schools of Cagwait which had drawn alumni coming from the Middle East, USA, and domestically from Cebu, Davao and Manila.

The homecoming was highlighted by the “Dinner for a Cause” with local bands entertaining the guests.

DAVAO CITY - The Junior Chamber International Philippines (JCI Phils.) has launched its search for the 2017 Ten Outstanding Young Men. Now on its 59th year, the 2017 TOYM banners the theme “United in Purpose Towards Nation Building.”

TOYM seeks to give national recognition to young Filipino men and women whose selfless dedication to their profession or vocation has resulted in significant

contributions to the welfare of their countrymen and to the country at large, as well as to the advancement of their respective fields of endeavors.

From it s i nc e pt i on TOYM awardees now total 485 men and women who are considered as the

beacons of light of the nation. They comprise the who’s who of in outstanding achievements in areas such as Community Service, the Arts, Literature, Journalism, Education, Law, Politics, Agriculture, Science and Technology, Economics, Banking, Business, Sports, Government Service, and many other important fields.

LTFRB meets commuter van owners, drivers over reckless driving, others

DAVAO CITY -- The Land Transportation Franchising and Regulatory Board (LTFRB) will be meeting Tuesday, June 27, the commuter van operators and drivers over issues and problems over complaints of reckless driving and speeding ans other issues to their operation.

It is eyeing the lifting of suspension of the operation of UV Express Service operating in Davao City and towns in Davao del Norte, Compostela Valley, Davao Oriental and other neighboring provinces or the northbound vans.

However, the lifting of the suspension will depend on the result of the final findings on their operation and consultation with all

operators, driver of the UV Express Service and other public utility vehicles today at Linmarr Inn. In a chanced interview Monday, LTFRB Chair Martin Delgra said it is not only simply lifting the suspension but they have to address the problems on the operation of the commuter vans given that they have been receiving many complaints on reckless driving and speeding since last year.

“Our attention has been called and we have to respond to it,” Delgra said, adding that complaints also came from congressmen. He said LTFRB and traffic officials will sound off all problems and address all issues during the consultation.

It may be recalled that

LTFRB issued a Board Resolution asking UV Express Service to cease and desist operations on June 15 following the deadly road accident wherein a UV Express van from Montevista, Compostela Valley rammed an Isuzu forwarder truck along the Davao-Agusan Highway in Bunawan, Davao City. The accident left 11 persons dead and seven others badly injured.

The accident pushed the LTFRB, which takes charge of the franchises and operations of all public utility vehicles to look into the operation of the UV Express Service.

The accident also prompte d Mayor Sara Duterte-Carpio to ask for a crackdown on illegal pas-

senger vans plying between Davao City and neighboring provinces.

Delgra said they will not only address the issues facing the northbound but also others. He said their decisions will not only cover UV Express in Davao but also cover nationwide of the same operation.

At the same time, LTFRB will also conduct vehicle tagging to determine which are illegal and legally operating. “If you’re not in the database, then you are illegal,” Delgra said.

Delgra explained the suspension should be taken as government’s opposition to their operation but a decision to protect and ensure safety of the riding public. PNA
