‘Saddest’ Eid’l Fitr

CAGAYAN de Oro City–– This year lacked the joyous spirit usually associated with one of the most important Muslim religious celebrations––the Eid’l Fitr.

Taking their cue from their fellow Muslims in other countries, Islam believers throughout the Philippines marked Eid’l Fitr or the end of the month-long Ramadan on Sunday, June 25.

“This is the saddest Eid’l Celebration in recent memory,” said Assembly Zia Alonto Adiong, a member of the legislative body of the Autonomous Region in Muslim Mindanao and spokesperson of the Lanao del Sur Provincial Crisis Management Committee, in a statement.

110 bank branches open in PH in Q1 this year

ONE hundred ten bank offices of various types have been added to the existing bank offices in the Philippines in the first quarter of 2017.

This figure was indicated in Circular Letter 2017-038 issued by Bangko Sentral ng Pilipinas (BSP) Deputy Governor Nestor Espenilla Jr. on June 22, 2017.

Of the total, 47 of them are branches are for universal and commercial banks (U/KBS), 37 are thrift bank (TBs) branches and 26 are branches of rural and cooperative banks.

Central bank data show that as of end-December 2016, there are a total of 28,392 branches of financial institutions in the country.

Of the total, there are 6,252 head offices and 22,140 branches and agencies.

Total bank head offices and branches as of last year reached 11,178 while there are 17,214 non-bank financial institution offices in the country.

Total head offices and branches of U/KBs as of last year reached 6,237 while TBs reached 2,176 and RBs, 2,765. Ro-Ro transport system in PH has positive impacts THE implementation of the rollon/roll-off (Ro-Ro) transport system in the country has yielded positive results, according to a study released by state think tank Philippine Institute for Development Studies (PIDS).

Former PIDS Research Analyst Kris Francisco, in her paper “The Impacts of Roll-On/Roll-Off Transport System in the Philippines”, found that the Ro-Ro program of the government has increased “household income by about 7 percent in municipalities near the Ro-Ro ports.”

Francisco said this was due to the “reduced cost of inter-island shipping and travel time”, which stimulated both agriculture and nonagriculture-related activities.

Citing a previous study of the Asian Development Bank, she said the Ro-Ro policy was “able to cut the travel time between Mindanao and Luzon by 12 hours” and has lowered the “cost of freight and passenger transport by about 30 percent and 40 percent, respectively”. It has also expanded the scope of regional markets by introducing new inter-island connections.

Aside from improving their income, the study also showed that the Ro-Ro policy “was able to generate a relatively long-term impact” as opportunities gained by households from the Ro-Ro port operation were extended to their children “in the form of human capital investment.”

Francisco disclosed that about 83,2017 males and 74,637 females were able to study because of the Ro-Ro port operations. According to her, the increase in the financial capacity of households, especially those living near Ro-Ro ports, have enabled them to send their children to school.

Implemented in 2003, Francisco noted that the Ro-Ro policy was able to integrate roads with water transportation by allowing vehicles to directly board the ship without unloading their cargoes and be easily transferred from one island to another, through the Ro-Ro ferry terminal system (RRTS).

“The Ro-Ro policy was the government’s attempt to expand

the country’s transport system with minimal investment. Instead of investing in new port infrastructure, [it] allowed the conversion of existing ports into Ro-Ro ports and encouraged private sector participation”, Francisco explained.

The RRTS is a network of Ro-Ro ferry terminals that link the country together through Ro-Ro ships. It is composed of three nautical highways, namely, Western, Central, and Eastern Nautical Highway, which started operating in 2003, 2008, and 2009, respectively.

It also serves as an alternative option to the Load-on/Load-off (Lo-Lo) system that was the dominant mode of shipping before 2003.

Compared to Ro-Ro, Lo-Lo was

too costly for small-scale shippers as its containerized method usually involves layers of fees for cargo handling and wharfage.

Francisco said the ultimate objective of the Ro-Ro policy is “to establish a seamless inter-island connectivity between Luzon, Visayas, and Mindanao, which aims to enhance local trade and tourism.”

“In general, our study highlights the central role of the transport system in an archipelagic country like the Philippines. It strengthens the argument that rural growth can be enhanced by providing urban-rural linkages through an efficient and affordable transport network,” the author concluded.

NPAs torch 10-wheeler truck in Agusan del Norte

Cabadbaran, Agusan del Norte––Alleged members of the New People’s Army (NPA) torched a Hino primemover 10-wheeler trailer truck of Axelum Resources Corporation in Sitio Banga, Barangay Cuyago, Jabonga, Agusan del Norte at 3 p.m. on June 24, the military said in a press statement yesterday.

THE tide is definitely against the remaining Maute group terrorists in Marawi City as the military starts to bring more pressure against the lawless elements.

With the focusing of its combat power, more and more defense positions of the Islamist group are being neutralized, Armed Forces of the Philippines (AFP) public affairs office chief Col. Edgard Arevalo said Monday.

The development is a welcome one as fighting in Marawi City reaches its sixth week.

“We also declared that the AFP is firm in its declaration that it is winning in this battle, as a matter of fact the victory is irreversible, it is just a matter of time before we will be able to complete our mission,” Arevalo added.

“Right now the terrorist group is feeling the might of the Armed Forces and (the AFP) is closing in on their (remaining) positions,” he further said.

With the shrinking of the Maute group’s defensive perimeter, Arevalo said that they have been receiving

reports that there is now conflict among the members and the leadership of the lawless elements due to issues of finances and waning logistical support. “(With these development) there were some members of the Maute group/ISIS group who (have made plans to surrender and desert) but according to reports, they were executed,” he added.

The military official added that with the reduction of Maute group combatants some civilian hostages are being forced

to fight or carry ammunition and supplies for the terrorists with execution as an alternative for those who will refuse.

Arevalo placed the number of civilians still at the clutches of the bandits to 150 to 200 with the remaining Maute group members at 100 to 120 pocketed at four barangays in Marawi City.

DPWH hastens P667m Jica-funded flood control project

TAGOLOAN, Misamis Oriental-The Department of Public Works and Highways’ (DPWH’s) Unified Project Management Office has instructed the full-scale fasttracking of its ongoing construction, here, the completion of which has already reached more than 44 percent.

The Flood Risk Management Project (FRIMP) for Tagoloan River Basin Sub-project has adopted the integrated flood mitigation approach with the implementation of both structural and non-structural measures against flood hazards.

The P667 million Tagoloan River Basin Sub-project, being implemented under the operational control of the Unified Project Management Office for Flood Control Management Cluster (UPMO-FCMC), is funded by the Official Development Assistance from the Government of Japan, through the Japan International Cooperation Agency (JICA).

During the 7th Meeting of Flood Mitigation Committee (FMC) for Tagoloan River Subproject, Thursday (June 22), Engr.

Sosa, also acting chair of the FMC DPWH UPMO-FCMC, explained that the structural measures aim

to reduce the magnitude of flood hazards through the construction of flood protection dike, excavation of towhead area and one drainage sluiceway in Stage 1 in Barangay Sta. Cruz, as well as dike embankment with revetment and partition walls, excavation of river channel, drainage improvement and two drainage sluiceway

in Stage 2 in Barangay Sta. Cruz and a small section in Barangay Tambobong, Villanueva town.

“With about 44.62 percent overall accomplishment, as of June 16, 2017, both projects are expected to be fully completed in March 2019,” Engr. Sosa said.

The Project Consultants, headed by Mr. Shuji Kaku, represented

by Engr. Alberto Adrias, explained the non-structural measures during the FMC meeting, held at the SB Session Hall, Tagoloan Municipal Building that the measures are meant to complement the structural measures of the project by reducing the vulnerability of the residents from the impact of the hazards. Flood hazard mapping and updating, enhancement of flood monitoring and flood warning system, preparation of evacuation plan and conduct of Information, Education and Communication (IEC) campaign initially in the pilot barangay of Barangay Sta. Cruz are some of the non-structural measures being implemented under the project, in coordination with the Tagoloan Municipal Disaster Risk Reduction and Management Office (MDRRMO).

The FMC is a coordinating body that assists in handling issues and other matters related to the project implementation in its pre-construction, construction and post-construction stages. It is envisioned to be primarily responsible with the sustainability of structural and non-structural measures of the project when it is turned over to the LGUs concerned. The FMC was formed not only in Tagoloan River Subproject, but also in Cagayan and Imus River Sub-projects under JICA Loan Agreement No. PHP253.

As of the time (2:45 p.m.) this column was being composed on June 26, 2017, however, all official pronouncements from the government, and even media reports on the war, have been referring to only the Maute Group as the enemies in the South. Why are the ASG, the BIFF, and the AKP, no longer being mentioned as among the terrorists who invaded Marawi City? Any explanations, Defense Secretary Delfin Lorenzana?

-oooO N LY “M AU T E GROUP” REMAINS REBELLING IN MINDANAO? I find this omission of the ASG, the BIFF, and the AKP as among the terror groups in Mindanao without even any attempt to explain that omission, totally strange. It is strange because even the comment that the Office of the Solicitor General filed with the Supreme Court to answer petitions questioning the declaration of martial law there affirmed the active participation of the ASG, the BIFF and the AKP, in the Marawi siege.

Specifically, under Paragraph 9 of that Comment

(signed by Solicitor General Jose Calida), confirmed that these four groups, not just Maute, conspired and stormed their way into Marawi City, to take away Mindanao from the Philippines to place it under the control of the ISIS. Then, under Paragraphs 12, 13, 14, 15, 16, 17, and 18 of the same Comment, the specific acts that were committed by the four terror groups to sow terror---murder, bombings, kidnappings--were delineated by the OSG. In fine, there should be no doubt at all that it is not only Maute that is pursuing the dismemberment of Mindanao from start of the hostilities up to now, bu the four aforementioned groups.

-oooRP MUST EXPLAIN TO THE WORLD: So, why is the Maute Group the only one that is being referred to now, when pronouncements and stories about the Marawi City siege are being dished out and being published? Has the Duterte government suddenly found evidence that the ASG, the AKP, and the BIFF are not part of the Marawi mayhem?

Or, has the government already vanquished all the

forces that overran Marawi, except the Maute?

Whatever be the reason, the government owes it to Filipinos, and to international players who are waiting with bated breath about the outcome of the Marawi problem, to explain this clear turn-around in referring to, or reporting about, what is going on in that place.

The people and the world should not be left hanging as to what really happened, is happening, and will still happen, in Marawi City. The people and the world have a right to know the truth, and the Duterte government can do no less than disclosing what is truly happening in Marawi City.

ILIGAN City––The Government and the Maute Group have responded to calls from various groups to declare a humanitarian ceasefire on Eid’l Fitr, the end of the month-long Ramadan on Sunday, the government declaring a unilateral “humanitarian pause” from 6 a.m. to 2 p.m., the Maute Group reciprocating it.

Various groups have appealed to both Government and the Maute Group for a ceasefire on Eid’l Fitr, to allow Muslims in the country’s lone Islamic City, to pray in peace on this holy event, allow residents still trapped here for a month now to walk to freedom, and possibly allow the retrieval of the dead for proper burial.

Lt. Gen. Carlito Galvez, chief of the Western Mindanao Command who is overseeing the operations against the Maute Group in Marawi told MindaNews Saturday night that the eight-hour unilateral “humanitarian pause” has been approved by Gen. Eduardo Ano, Armed Forces Chief of Staff, “to pay our respects” to Muslims celebrating Eid’l Fitr.

Galvez told MindaNews Friday afternoon that he does not see any problem in allowing a humanitarian ceasefire but the Maute Group might have a problem.

“Walang problema po sa akin. Baka sa Maute may problema tayo dahil hindi man sila tunay na Muslim” (I don’t have a problem with that. But the Maute might have a problem with that because they are not real Muslims), he said.

The Maute Group, however, is also amenable to the humanitarian ceasefire, the emissary of the Government and Moro Islamic Liberation Front (GPHMILF’s) Peace Corridor told MindaNews Saturday. The emissary negotiated with the Maute Group to agree to a humanitarian ceasefire on June 4.

BIR asked to probe MRT contractors for tax fraud

APART from overpricing, the Busan Universal Railway Inc. (BURI) has committed tax fraud thereby denying the government millions of potential revenues, Puwersa ng Bayaning Atleta Partylist Rep. Jericho Nograles said.

“This is already beyond

greed. BURI wants us to pay them P3.8 Billion for very sloppy service and still wants to cheat us by misdeclaring in their tax filings. They have perjured in Congress before and it is not surprising that they have falsified documents through the years” Nograles said.

In a letter to Bureau of Internal Revenue chief Commissioner Cesar Dulay, Nograles asked the BIR to look deeper into the tax filings of the BURI incorporators namely: Busan Universal Rail Inc with company tax information number (TIN) 009-197694; Elpidio Silvestre Uy ( Edison Development and Construction) with TIN 100-457-776-000; Tramat Mercantile Inc. with TIN 000-330-611-000; TMIcorp Inc. with TIN 007-352105; Castan Corporation with TIN 008-536-964-000 and Busan Transportation Corporation with TIN 457732-838-000.

Nograles said that based on his investigation, at least four of BURI incorporators have misdeclared their taxable financial assets obviously to deny the government its much-needed tax revenues.

“It came to my attention that the aforementioned companies have invested huge amounts of money but have not appropriately filed or declared the same,” Nograles said.

Nograles cited the case of Edison Development and Construction which did not declare in their

supposed P124.8 Million shareholding with BURI as required by law.

Tramat Mercantile Inc. on the other hand reported having only P27.7 Million in total assets but managed to invest P124.8 Million worth of BURI shares.

This is the same case for TMICorp which declared that it has a paid up share of P102 Million for BURI but declared no such amount in its Audited Financial Statement. Castan Corporation on the other hand has a paid up P60.3 Million worth of shares on BURI but has declared only P5.3 Million worth of actual assets.

Nograles suspects that either Tramat, TMICorp and Castan under-declared the actual value of their assets to decrease their tax obligations or were simply acting as dummy companies with no real capability to enter into any government project.

A total of P32 million in cash was seized by the Philippine Coast Guard (PCG) last Sunday evening at the Port of Cagayan de Oro. Senior Supt. Rustom Duran, Philippine National Police (PNP) Maritime Group 10 head, reported in a radio interview that the bearers of the cash were supposedly bound for Cebu City when they were interdicted. The PNP Maritime Group 10 is part of Task Force Oro of which PCG is also a member.

Earlier, PCG received an intelligence report from Task Force Oro that an armoured van full of cash is en route to the port at Cagayan de Oro City located in barangay Macabalan on Monday.

PCG then issued an advisory bulletin to all Task Force Oro personnel as-

signed at the port area, including the Philippine Ports Authority (PPA) police, PNP Maritime Group 10, Cagayan de Oro City Police Office (Cocpo) Station 5 and PCG. At 8:00 p.m. Monday, a PPA police lookout noticed an unmarked green armoured van about to park at the port of premises.

Three persons got out of the van – purportedly a bank employee and two guards – all of them not in uniform. The three asked for porters and unloaded four carton boxes.

Now suspicious, the PPA police officer promptly informed his PCG counterparts for reinforcement.

Together, the PCG personnel ordered that the boxes undergo X ray inspection.

Duran refused to divulge the identities of the three persons, saying it’s a PCG operation. Duran was the one who was interviewed from Task Force Oro since no one at the PCG answered calls for this story.

But according to Duran, the three persons claimed that they were from UCPB Velez branch hand-carrying cash to Cebu City.

Duran said their method in transporting money was highly unusual even in common bank practices.

WHEREAS, due to the impending closure of Integrated Bus and Jeep Terminal (IBJT)-Southbound at Camague, this body on February 8, 2017 adopted City Ordinance No. 17-6566, entitled; “An Ordinance Temporarily Transferring The Operation Of The Integrated Bus And Jeep Terminal-Southbound Camague To The Football Field Of The Defunct National Steel Corporation (NSC), Barangay Suarez, Iligan City And Provided Funds Thereof.’; WHEREAS, in order to fully prepare the IBJT-Southbound (NSC) of the arrival of dozens of displaced vehicles from the IBJT-Southbound (Camague), the Integrated Bus and Jeepney Terminal (IBJT) Board has prepared the traffic scheme inside the IBJT-Southbound (NSC); WHEREFORE, on motion of Member Eric M. Capitan, duly seconded by Member Rhandy Ryan Francis A. Ong; BE IT RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod of Iligan City, that the following City Ordinance be hereby ADOPTED and APPROVED:

AN ORDINANCE ADOPTING THE ILIGAN CITY BUS AND JEEPNEY TERMINAL (IBJT)-SOUTHBOUND (NSC) TRAFFIC SCHEME AS IDENTIFIED BY THE ILIGAN CITY BUS AND JEEPNEY TERMINAL (IBJT) MANAGEMENT BOARD

Be it ordained by the Sangguniang Panlungsod of Iligan in its session assembled, that: SECTION 1. There shall be ADOPTED, as the same is hereby ADOPTED the Iligan City Bus and Jeepney Terminal (IBJT)-Southbound (NSC) Traffic Scheme as identified by the Iligan City Bus and Jeepney Terminal (IBJT) Management Board.

SECTION 2. Repealing Clause. All previous ordinance, executive orders, rules and regulations or parts thereof which are inconsistent with this ordinance are hereby repealed and modified accordingly.

SECTION 3. Separability Clause. If, for any reason or reasons, any part or provision of this ordinance shall be held unconstitutional or invalid, other parts or provisions hereof which are not affected thereby shall continue to be in full force and in effect.

SECTION 4. Effectivity.-This Ordinance shall take effect ten (10) days after the publication of a local newspaper.

ILIGAN CITY/Mindanao Hour -- The Department of Health (DOH)-10 with its Water Sanitation and Hygiene (WASH) Task Force is looking at more stringent measures to address the increasing cases of infections and other common diseases in evacuation centers here.

DOH has recorded respiratory infections, skin diseases, hypertension and diarrhea as the leading ailments in evacuation centers.

Dr. Nimfa Torrizo, regional director of DOH-10 attributed the rising number of infections to the already congested temporary shelters in the city and those in three other municipalities of Lanao del Norte, namely: Baloi, Pantar and Pantao Ragat.

“We are doing checkups everyday, however we are having difficulty in reaching some areas due to security concerns. But we are doing what we can,” said Torrizo in a press briefing.

DOH also revealed that a total of 780 families or 3,717 IDPs are cramped inside five evacuation centers in the city. And thousands more are home-based, who were not yet profiled by the Department of Social Welfare and Development (DSWD).

In Lanao del Norte, a total of 1,701 families or 7,420 individuals are duly accredited by the local government. However, the number of home-based IDPs has ballooned to 10,214 families consisting of 45,735

individuals as determined

by DSWD. According to Torrizo, the congestion naturally caused a number of health issues, which include poor hygiene practices, solid waste management, open defecation, absence of drainage system, vector control and language and cultural barriers between health care providers and IDPs. DOH revealed that in the first four weeks of response activities, the inter-agency WASH teams provided Jerry Cans; hygiene kits and bottles of water disinfectant (hyposol) distributed to all evacuation centers in the city and Lanao del Norte.

Water bladders for steady supply of potable water have also been installed at the evacuation centers. Also, a skyhydrant (water purification) has been rationing potable water in Lanao del Norte since June 9, this year.

“Portable latrines, bathing facilities and water tanks have also been provided to the IDPs,” said Torrizo.

Moreover, the Philippine Red Cross has distributed water for drinking and domestic use since the response started.

The WASH Task Force has recently agreed to hold regular meetings with camp managers; put up information, education and communication (IEC) materials in Maranao dialect; and utilize Maranao speaking partners to talk on proper hygiene and sanitation in the evacuation centers. (EDT/ PIA9)

Tuesday, June 27, 2017 MindaNews first learned about the release of hostages from Lt. Gen. Carlito Galvez, chief of the Western Mindanao Command (Westmincom).

When MindaNews clarified his use of “hostages” in his text message, Galvez replied they were, indeed, hostages “kasi kasama sila Maute and Maute rin nagturn over sa negotiators” (because they were held by the Maute and Maute turned them over to the negotiators).

MindaNews verified with the emissary on the status of the five rescued and he confirmed they were hostages and that they were handed over to them because Maute had declined to release the Catholic priest.

The rescue teams took off from the Provincial Capitol compound only at 12:34 noon, with only 90 minutes left of the ceasefire that was supposed to have ended at 2 p.m.

Only Team 3, composed of the emissary and religious leaders, managed to enter the conflict zone. Teams 1 and 2, composed of ten volunteers from the MILF in the GPH-MILF’s Joint Coordinating, Monitoring and Assistance Center (JCMAC) waited at the processing area for rescued residents at Agus 1, along with journalists, for the go signal from Team 3 if they could already get inside the conflict zone.

The emissary arrived at the processing area en route to the conflict zone at 12:57 p.m. or an hour before the supposed 2 p.m. deadline and finally moved to that

zone around 1:15 p.m. after asking for megaphones.

Team 3’s mission was not to call out on trapped civilians but to go direct to Maute. It was the role of Teams 1 and 2 to use the megaphones and call on trapped residents and help them leave the area as they did on June 4.

At 1:58 p.m. the sound of mortar fire could be heard, followed by occasional gunburst.

Upon completion of the project, the LGU will assume the chairmanship of the FMC. Mayor Emano, during a meeting with members of the FMC at his office, Thursday (June 22), expressed his gratitude to DPWH and project stakeholders for implementing and, much more, for fast-tracking the project.

The FMC regularly meets every quarter to discuss the progress and status of the structural and nonstructural measures and to provide the needed support in the implementation of the project that will eventually protect lives and properties of more than 3,000 households from future flooding.

The FMC also aims to protect the river area from illegal settlers and illegal structures in addition to sustaining the structural and non-structural measures initiated by the project.

The FMC meeting also discussed the need to promote and educate the local government units, residents and stakeholders on mitigation not just on physical structures, which include upgrading of hazard map, identifying danger zones, promotion of evacuation measures. Stakeholders, including engineers and students, he said, need to develop skills, as d resolving

Stage I has a length of 642 meters long while Stage 2 consists of 1,927 meters long.

“The main flood mitigation works is to complete the dike system in the lower Tagoloan River Basin. With completed flood protection system, it is expected that the target areas will further be developed and urbanized. “We were told by those rescued that Isnilon Hapilon has abandoned his companion from the location, this is subject to validation process but we have received that information that (he) has already deserted his companions,” he added.

“But if he has indeed left, the AFP will continue to track him and run after him,” Arevalo disclosed.

Governor’s Tree Park launched in DVO Or. DAVAO ORIENTAL – Armed with bolos and planting gears, hundreds of employees from the Provincial Capitol and national agencies flocked at the Governor’s Tree Park in Barangay Dahican in the City of Mati to participate in the annual Simultaneous Tree Planting Activity and Launching of the Governor’s Tree Park last June 22.

Situated in the sprawling Government Center in Barangay Dahican in the City of Mati, the Governor’s Tree Park was launched to honor Davao Oriental’s past Governors and to symbolize the province’s hope for a future where economic progress intertwines with environmental sustainability.

Part of the series of events slated for the celebration of Davao Oriental’s 50th Founding Anniversary and the province’s Million Trees Movement, the tree planting activity is a province-wide undertaking where all ten towns and one city and ancestral domains simultaneously planted trees.

In the Governor’s Tree Park in the City of Mati alone, more than 1,000 narra seedlings have been planted during the activity, Officials here hope that most of the trees will survive, turning the currently empty Park into a picturesque mini forest in several years where people can stroll and enjoy nature within the rapidly progressing city.

Governor Nelson L. Dayanghirang, who was represented by the Capitol’s Chief of Staff Ednar Dayanghirang, dedicated the Park to the past Governors of the province whose astounding performance contributed to the Davao Oriental’s development.

He gave special credit to Former Governor, now Representative of the first district, Cong. Corazon N. Malanyaon, for her remarkable achievements that made Davao Oriental among the leading provinces in the region not only in terms of economic progress but also in the field of environment protection.

“Why choose a tree to symbolize the governorship of the province? This is because, in today’s changing climate, trees represent hope and life.

Standing trees strengthen the resilience of local people against the impacts of climate change as trees regulate temperature by cooling the environment, recharge watersheds, strengthen slopes against landslides, dissipate wind and wave energy,” said Dayanghirang, adding that trees also provide habitat for wildlife, food and medicine for the people and the list goes on.

BFAR strengthens Bantay Laot to curb illegal fishing DAVAO CIT Y -- The Bureau of Fisheries and Aquatic Resources (BFAR) XI continues to strengthen its Bantay Laot Program to curb illegal fishing in Davao Gulf by providing incentives to fisherfolk.

On Sunday, some 578 registered fisherfolk from 23 barangays in Davao City under the Bantay-Laot Program received cash incentives amounting from PHP1,000 to PHP2,000 as sea watchers.

They are from barangays 21C, 23C, 31D, 76A, Bago Aplaya, Bunawan, Centro,

Daliao, Dumoy, Duterte, Hizon, Ilang, Lapu-lapu, Lasang, Leon Garcia, Lizada, Matina Aplaya, Pampanga, Panacan, Sasa, Sirawan, Talomo, and Tibungco.

BFAR Director Fatma Idris underscored the program’s successful implementation in Davao Region, which became the pilot area under the supervision of BFAR National Director Undersecretary Eduardo Gongona.

Idris said the program is an initiative of the Department of Agriculture-BFAR that also protects threatened

marine and aquatic species aside from deterring illegal fishing in the municipal waters.

The program includes capacitating subsistence fishers, particularly the Indigenous Peoples (IPs), as sea guardians or sea watchers during closed season in nationally-declared Fishery Management Areas (FMAs).

Idris said the program is anchored on the Philippine Fisheries Code of 1998, An Act to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated (IUU) Fishing.

This provides support to local goverment units, Fisheries and Aquatic Resources Management Councils and municipal fisherfolk to include assistance in the training of Bantay-Dagat Task Force.

Idris said this is also a realization of Agriculture Secretary Emmanuel Piñol’s commitment when he turned over 300 fiberglass boats to 600 registered fisherfolk in the Philippine Fisheries and Development Authority (PFDA) XI in Toril last year.

ASEAN Forum in Davao draws inspiration from national hero

DAVAO CITY -- Local chief executives of Davao Region together with heads of national government agencies gathered last June 19 during the 156th birthday of national hero, Dr. Jose P. Rizal.

They did not lay wreath on his monument but instead discussed ASEAN (Association of Southeast Asian Nations), Martial Law updates, and development plans.

It was a fitting occasion to commemorate the birthday of Dr. Jose Rizal whose century-old ideas “remained timeless and relevant to the way of life” of modern-day Filipinos as what the chairperson of the Regional Development Council (RDC), Anthony G. Del Rosario put it in his speech.

“Lessons we can adopt today as local chief executives (LCEs) and heads of national government agencies (NGAs),” he said in his welcome address to more than 100 participants; among whom were municipal and city mayors of LGUs in Davao Region and heads and representatives of NGAs. Del Rosario cited existing unstable situations that affected politics, policy directions of major economies while noting a breakdown of alliances among nations and occurrences of man-made and natural calamities in some areas of the world.

Imbibing a sense of Filipino resiliency, Del Rosario saw hope amidst uncertainty but he called on all Davaoenos to be vigilant, to work hard and strengthen ties “among ourselves and with our neighbouring na-

tions”.

He viewed as “very relevant” the mix of topics for the day’s Forum on ASEAN that Philippine Information Agency XI and the Regional Development Council (RDC) 11 had combined with Updates on the Declaration of Martial Law and the Overview of the Philippine Development Plan and Davao Regional Development Plan 20172022.

Del Rosario first noted as a “great honor for the Philippines to be the Chair of ASEAN this year to mark the 50th founding anniversary bearing the theme, “Partnering for Change, Engaging the World”.

“This reflects the Philippine Government’s advocacy to promote unity with and among ASEAN member states and its global partners,” he said.

Having taken note of the significance of the major topics, Del Rosario encouraged fellow leaders present to “put our minds and hearts in all peace and development endeavors”.

“To quote our national hero, ‘On this battlefield, man has no better weapon than his intelligence, no other force but his heart’,” he said.

After he put the forum on course to thoughts about peace and development, Eastern Mindanao Command commander, Lt. General Rey Leonardo Guerrero said his brief message and allowed his staff to present the update on Martial Law implementation in Mindanao particularly in his area of responsibility (AOR).

Mindanao Development Authority (MinDA) Assistant Secretary Romeo Montenegro gave the overview

of ASEAN and the Connectivity of BIMP EAGA (Brunei Indonesia Malaysia and Philippines East Asian Growth Area).

Political Stability and Security Community of ASEAN was discussed Assistant Regional Director Wilhelm Suyko of the Department of Interior and Local Government (DILG) 11 and then the Department of Education (DepEd) 11 discussed the Socio-Cultural Community of ASEAN. National Economic and Development Authority (NEDA) 11 Regional Director and RDC 11 Vice Chairperson Maria Lourdes Lim presented the PDP and the RDP for Region 11.

by Regional Director Efren Elbanbuena of the Philippine Information Agency (PIA) 11 which co-sponsored the event anchored on

ASEAN whose forefathers had long set the goal for “peace from the very start and prosperity to last”.

Just like Jose P. Rizal who died “without seeing the dawn’s light shining on my country”, ASEAN’s founding fathers have long been gone before the unfolding of ASEAN’s peace and prosperity. Rizal’s challenge for us is to remember “those who fell during the nighttime”, those who fought for freedom. In same way, ASEAN’s forefathers are telling us to “move ahead; hand in hand as one”.

The June 19 event of the LCEs and heads of NGAs in Davao Region was a coincidence to happen on Rizal’s birthday but timely to reflect the thoughts of peace, prosperity and togetherness that ASEAN also spouses. (Jeanevive D. Abangan)
