Comelec decision not yet final - Unabia

THE camp of vice mayor-elect Peter Unabia has denied rumors allegedly broadcast on air by a local radio station that he (Unabia) was disqualified from holding office starting June 30, as the duly elected vice mayor of Gingoog City.

In a press statement, Atty Dale Mordeno said the radio broadcast is almost “fake news”, to say the least, adding that there is already an ongoing case for disqualification against Rep Unabia before the Comelec.

Mordeno said the ongoing case was initiated before the election by Atty. Miguel Paderanga, a die-hard political ally of Mayor Guingona.

He claimed that Cong Unabia “lied” in his Certificate of Candidacy because he did not meet the one-year residency qualification provided in Republic Act No. 7160, which is also known as The Local Government Code.

P15.00 Farmer drowned to death

ILIGAN City--A farmer, who went missing since 3 p.m. on Monday (June 24), was found dead around 10 a.m. Tuesday (June 25) at the coastline of Barangay Maria Cristina this city.

Police Captian Taha Tambog, chief of Iligan City Police Station 2, identified the farmer as Eddie Araneta Demecillo, 37, single, a resident of Barangay Patag, Tagoloan, Lanao del Norte.

Demecillo was swimming with friends at the river when he was swept by the strong current of water brought about by rains according to his cousin, Richard Abello.

Tagoloan is located in upper part of Iligan City.

Barangay Maria Cristina, where the victim’s body was recovered, is about 20 kilometers away from where he was swimming.

‘Tie wire’ kills 25-year-old lady

ILIGAN City--A 25-year-old woman died after she was electricuted by a tie wire used as clotheline attached to an electric steel post, around 4 p.m. on Monday (June 24) in Purok 2, Barangay Saray.

Police Major Allan Abalde, commander of Iligan City Police Station 5, identified the victim as Merfrance Ybanes Biares, 25, single, an employee of a restaurant and resident of Purok 5, Barangay Saray.

Police report said the victim, passing through the clotheline, was warned by the children playing nearby not to touch the because it has a lose current but ignored the warning.

The victim’s mother said their neighbors called the power distribution utility a day before the incident to fix it but the company did not arrive.

The victim was brought to a nearest hospital but was declard dead on arrival by attending doctors.

OROQUIETA CITY, Misamis Occidental -- The Department of Labor and Employment (DOLE) spearheaded another release of P250,000 worth of catering utensils to Paglaum Livelihood Association (PLA) under the department’s integrated livelihood emergency employment program (DILEEP) in Plaridel town, Misamis Occidental.

At least 30 beneficiaries who are from the informal sector of the society consist mainly of housewives were identified for the program and hoped for their family’s well-being.

Some of them were already trained in handling catering services logistics and food preparations, hoping a sustainable catering

service enterprise with excellent service quality, meeting clients/customers satisfaction and establishing a fine cuisine/restaurant.

The association took the opportunity to establish a catering business to address the catering needs of Paglaum multipurpose cooperative functions like meetings, trainings and other activities.

Based on the proposal, the financial assistance was used to purchase stainless steel tables, round 10-seater folder tables, chopping dish with side lamp, pressure cooker, water dispenser and food trolley for catering purposes.

Association President Betty C. Adorable said, “As a first-time recipient to the

government’s livelihood project, I can hardly believe that we have received such help from DOLE-X. I am happy that aside from doing my passion to cook, I can now assist my husband in the expenses at home.

With our perseverance and hard work, I am sure this business will enable us to be at par or more with the salaries of the minimum wage earners.”

Another member-beneficiary, Merlyn Aranas, 60 years old, explained how she basked the heat every afternoon to sell “puto” and “bibingka” to sustain her three grandchildren.

San Isidro to be the cacao capital of DavNor

LOCAL agricultural players pledged to make the municipality of San Isidro become the “cacao capital of Davao del Norte” in a stakeholders forum organized by the Peace and Equity Foundation (PEF) last July 19.

Representatives from the local government, business sector, community leaders, farmers and PEF trustees as well as its program

committee members met to lay down their visions to contribute in the area development of the municipality.

“This is a welcome development for us because San Isidro is a fourth-class municipality. We need the support from other stakeholders to cope up with the limitations,” Municipal Administrator Allan Delideli said.

San Isidro has 3,600 hectares of cacao farms and is known for its tableya and cacao beans production.

Aside from developing the cacao industry, the participants also discussed strategies to cope up with the falling prices of copra, with inputs such as intercropping cacao with coconuts, good farm practices, value-adding, and improving the quality of nuts.

For her part, PEF board vice chairman Carmencita Abella said that the convergence of all stakeholders is a step towards improving opportunities for the farmers in San Isidro.

The stakeholders forum is part of the two-day visit

by PEF board and program committee members to look into the Foundation’s efforts in developing the agricultural value chain in the municipality.

The Recto Bank incident: Emblematic of PH’s foreign policy big disconnect…

I AM sure you would not like my narrative in this article. But this is what I can tell you for starters: Whether you are supporters of Duterte or not, you don’t have to necessarily believe what I am saying here. Just read the newspapers, surf the social media, listen to the radio and watch TV, all the pieces of evidence are there for you to see and discern that China is an existential threat. Or if not, you can fish or jet ski to Scarborough Shoal and at the Kalayaan Group of Islands (Spratlys) and you will see for yourself how serious the country’s situation is with China. China’s interference in the country’s affair in a sweeping and systematic fashion has indeed become dangerous!

The Recto Bank (aka Reed Bank) incident is not

simply a “little maritime incident,” as what the Duterte Administration would like us to believe. It should not even be labelled as nothing but “politicizing a small issue,” as what the Duterte supporters would like to paint for those who are speaking against PRRD for his reticent response concerning the incident and for the clearly biased response of his “alter ego” (notably Presidential Spokesman and Malacañang Court Jester, Salvador Panelo, and Cabinet Secretaries – Alfonso Cusi, Delfin Lorenzana and Manny Piñol).

Protestations made by anyone regarding this incident, be it against China, PRRD and his minions, should not be accused of playing partisan politics.

Understand, the ramifications and repercussions of this infamous incident have nothing to do with

one’s political or party affiliation. On the contrary, this incident has national security implications that is geopolitical in scope i.e., global rules and norms, alliance security and regional stability, economic interest, maritime security, exclusive economic zone (EEZ) rights, and the country’s strategic interests.

What is at stake here is the country’s national interest – its sovereignty, territorial integrity, and patrimonial assets or indigenous domain. The nation’s collective outcry, therefore, is emblematic of our national pride and our dignity as a nation, where any Filipinos’ regardless of one’s political color has the right to condemn the act of the Chinese and to criticize at will the irrational and disproportionate response of the Duterte Administration. This is about “us”, as

Filipinos, coming as “one” to protest the continuing territorial encroachment, bullying, aggressive and threatening actions and activities by China in the West Philippine Sea. There is no getting around the fact that the ramming and hit-and-run incident in the middle of a dark night by a Chinese vessel into an anchored Filipino vessel happened within the maritime boundaries and territorial waters of the Philippines i.e., the Exclusive Economic Zone of the West Philippine Sea islands.

Hence, one can easily figure out that the Chinese vessel was violating the territorial space and sovereignty of the Philippines. Thus, whether the 22 Filipino fishermen of F/B Gen-Ber 1 were at fault or not is of no moment, such that, a proposed China and Philippines joint See POLICY, page 11

The Philippines is home to about 40 million employed individuals according to a 2017 Philippine Statistics Authority Labor Force Survey.

However, opportunities for career development are not that high. Such developments are needed to ensure the workers’ career path.

The country already enacted RA 10912, more popularly known as the Continuing Professional Development (CPD) Law. However, some professionals feel that the implementation was a tad bit premature which now lead to some amendments to the law’s guidelines. To some extent, the required number of units imposed on a professional to renew the individual’s professional license.

Continuing professional development is important to ensure the individuals’ competency in their respective fields. It is also a continuing process throughout a professional’s career.

The law’s aim to ensure that a safeguard mechanism is in place for the public, the employer, the individual and the individual’s career.

CPD ensures one’s capacity and capability with current trends and standards in the same field of expertise. This mandatory mechanism is designed to ensure that practicing professionals maintain and/or enhance the technical and creative know-how needed to deliver quality services to the communities.

More importantly, the CPD is designed to keep the professional interested and of course – professional.

In its three-year run as an implemented law, CPD encountered challenges – mostly from professionals,

the most affected by the law.

CPD is earned through capacity building activities such as trainings, seminars, workshops and what not – in turn a participant or learner earns CPD points equivalent to that of the training design and are approved and regulated by the Professional Regulations Commission (PRC)– points are much needed to renew a professional’s license. As such, when a certain profession requires 45 units of CPD to renew a license, some are lucky as one seminar may equate to the exact number of units they needed. Some, however – do not have such luxury and may have to attend several trainings and seminars to be able to meet the required number of points.

This entails expenditure.

One seminar’s registration fee may range from P500 to P10,000 – so let’s say that 45 units is broken down into 3 seminars, costing about P6,000 each that means P18,000. Workers who earn less will have difficulties in spending such amount. On a lighter side – some companies have already subsidized these CPD trainings for their employees or some professional associations have organized free CPD trainings for professionals to fill in gaps in the units needed.

This is a welcome development. A more welcomed development is an amendment in the law that lowers of the minimum required CPD units to be earned in some professions to be able to renew their licenses.

While these pros and cons in the CPD law, one thing is clear – as professionals, a continuing professional development is needed for career enhancement and career development.

President Duterte calls for unified effort to overcome hurdles confronting Philippines PRESIDENT Rodrigo Roa Duterte on Tuesday asked newly elected national and local officials for a unified effort to serve the interest of the Filipino people and improve their living condition following the May 13 midterm elections.

President Duterte led the oath taking in Malacañang of newly elected Hugpong ng Pagbabago (HNP) senators, party-list representatives and government officials from Regions 1 to 13 and National Capital Region, rallying their support for an efficient and graft-free government.

In his speech during the oath-taking rites, he said Tuesday’s celebration was not only for them and their families, but also for the people who supported them during the last election.

“Having served as mayor of Davao City for a long time, I am more than familiar with the challenges of local governance. My advice is that you work with those who have the same vision of governance as you do so that you would become effective and more efficient leaders,” he told the newly elected officials.

“As you assume office, it becomes your highest duty to practice and uphold accountability and transparency in government, and to ensure that graft and corruption will not have a place in this administration,” he added.

Despite the challenging task, the newly elected officials will have the chance to see firsthand the plight of the people that they are mandated to serve, the President said.

The typical and modern Filipino educator is surfing along waves of challenges unbeknownst to most outsiders - the masses, the stakeholders, the media, public figures and private persons, collectively known as the society itself.

To be stereotyping a million and more Filipino public school teachers in the wage bracket belonging to the lesser privileged as compared to say for example politicians can be an underestimation of their profession, the virtues that they have to mirror to their students, the ideals they have to contend with in their daily instruction, the daily sacrifices and the loads of paper works and reports that they have to submit on a weekly and monthly basis, not to exclude the patience and extra time required of them during home visitations for absentee pupils and the money out of air that they have to manifest to provide comfortable and

conducive class homes to pupils. The typical modern Filipino teacher is sadly overburdened.

Then along comes motherhood, another thankless full time job demanding wisdom, love, quality time and tons of patience. It can’t be helped that teachers doubling as mothers sleep less, eat more (they will finish meal left over from their beloved anak because it’s a ‘gaba’ or a disgrace for food to waste), snap easier, decide and judge as quickly as a sudden midday lightning, thinking of multiple concerns and is worrying endlessly over the welfare of grown up children even when they are long settled and married. As they say the role of a mother never ends. The role ends when life itself ends, I guess.

The enumeration above describes the merged image of the teacher as both a magnanimous mentor and a nurturing mother.

Two separate roles. Two heavyweights in terms of responsibilities. And involving one person. The

roles are never simple nor easy. One has to be a super hero to surpass the loads carried out by the school teacher as mother and mentor. And most of the times the needs for quality time and family bonding are being missed, forgotten or sidelined.

Sometimes the call of teacherly duty rises and is given more priority than catering the needs of the family.

Sometimes in my quiet moments, I think about how unfair life is to the Filipino teachers who are both mothers and mentors. The job description leans closer to missionary work with less compensatory rewards. But who are we to complain? We do what we have to do and deal with whatever we have to deal, either misbehaving pupils or one’s own tantrum throwing young children.

In the fight against illegal drugs, President Duterte said Mexican drug gangs have found their way to test the waters in the Philippines.

of illegal narcotics and the administration has to work hard to get rid of the menace, he added.

He also expressed his views on the ongoing process to select a new house speaker, saying he would adopt a hands-off policy regarding the matter and it is up to the lawmakers to choose their leader.

Invest in new PH industrial destinations – PRRD to Thai execs BANGKOK – The Department of Trade and Industry (DTI) organized a courtesy call for 20 Thai executives with President Rodrigo Roa Duterte to encourage Thai investments in the Philippines (PH). More than that, a paperless working environment enhances data organization, storage, and retention which are all vital in protecting the privacy and security of members’

records,” GSIS president and general manager Jesus Clint O. Aranas said.

With this development, government agencies will be able to fully utilize GSIS’s web based facility, dubbed Electronic Billing and Collection System (eBCS), by downloading their billing files on the first day of the month and uploading their respective RLs electronically on or before the 10th day of the following month.

Introduced in July 2014, eBCS aims to ensure the seamless and timely posting of GSIS members’ premium and loan payments.

“After almost five years

since eBCS was implemented, remitting officers of government agencies have been adequately trained and should be prepared by now to maximize the use of the system. Thus, hard copies of remittance files are no longer necessary,” Aranas said.

By working online through eBCS, agency remitting personnel will save time and resources that would be otherwise spent in personally going to GSIS offices to submit remittance documents. By going paperless, they may download and upload files in no time.

TAGUM CITY -- The Bureau of Fire Protection’s (BFP) Tagum City Fire Station will soon have a central fire station in the locality on the occasion of the ground breaking ceremony held Monday, June 16, 2019.

The 19.4 million-peso worth fire station is being funded by the national office of the BFP and will be constructed on an allocated 1,773 square meter- area within a 4,800 square meter lot owned by the City Government of Tagum located in Barangay Canocotan.

The use of the collective area for the city’s fire station was offered by the LGU to the BFP via a usufruct for 25 years, conditioned upon the site’s exclusive use for a Tagum Central Station.

The terms and conditions set forth in the usufruct provide that the LGU will be the one to introduce as well as maintain proper infrastructures, facilities Tagum City Mayor Allan Rellon leads the ground breaking of the site where the Tagum City Central Fire Station will be built in Barangay Canoand improvements for the cotan. Military eyes charges vs. NPA for children’s rights violations DAVAO CITY -- The Philippine Army and local police authorities are eyeing the filing of a case against leaders of the communist New People’s Army (NPA) for violation of children’s rights.

“The NPAs are still recruiting minors to become child soldiers despite the universally accepted moral obligation under the International Humanitarian Law (IHL) that children must be protected,” commander of the 1003rd Infantry Brigade (1003IB), Col. Nolasco Mempin, said on Tuesday.

Mempin said that despite the IHL and other laws on the protection of the rights of children, the NPA continues to put them in the way of armed conflict, depriving them of their rights.

He said they are collaborating with the local

police for the possible filing of charges against the NPA. This developed after a 14-year-old NPA member surrendered to soldiers of the 56th Infantry Battalion (56IB) in Talaingod, Davao del Norte on Sunday afternoon.

Capt. Erick Wynmer Calulot, 1003IB civil-military operations officer, said Michelle Warag Anlas, alias Mich, a resident of Barangay Dagohoy in Talaingod, surrendered to government troops.

She said other minors like her are still with the NPA. Warag was placed in a temporary shelter under the protective custody of the Talaingod Municipal Social Welfare and Development Office where she will undergo psychological and other evaluations. (PNA)

“Because, people do not have the basic understanding of what is a ponzi scheme and how it can affect a cer-

MANILA -- The first phase of the fiber backbone for the National Broadband Plan (NBP) is set to be completed early next year, an official of the Department of Information and Communications Technology (DICT) said on Tuesday.

DICT Undersecretary Denis Villorente said the first phase involves the use of the dark fiber or unused fiber optic cables by the National Grid Corporation of the Philippines (NGCP) and the National Transmission Corporation (TransCo).

“Congress approved a PHP1-billion budget this year so that we can initially light up some parts of the fiber by TransCo and managed by NGCP. If the timeline is followed, that should happen by first to second quarter of next year,” Villorente said in a

The succeeding phases of the broadband plan include the deployment of submarine cables to connect all provinces of the Philippines.

“The feasibility study is towards creating the project pipeline so we can understand what the government may want to invest to improve broadband services available to citizens in all these jurisdictions.

These are not highly urbanized cities but they will be connected to secondary cities,” Villorente said.

He said the fiber backbone is estimated to cost around PHP10 billion, which may be funded by the national government or through undertaking partnerships with providers that are interested to invest in the broadband plan.

Beltran noted that tax reform has led to a strong revenue performance, with total revenues growing 15.2 percent from PHP2.473 trillion in 2017 to P2.850 trillion in 2018, the first year of implementation of the Tax Reform for Acceleration and Inclusion (TRAIN) law.

Tax revenues grew 14 percent from 2017 to 2018 -- PHP2.250 trillion to PHP2.565 trillion. The 2018 tax effort of 14.7 percent of GDP is the highest in 20 years.

AirAsia Philippines’ Government Policy and Asean Group head Desiree Bandal said Tuesday low-cost carrier terminals (LCCT) are necessary to win and retain the services of LCCs. “We don’t have dedicated LCCTs in Asean right now and that’s what we are trying to push forward. We have to keep on pushing for this.

Low-cost terminals are a necessary part for LCCs. We need LCCTs for us to really grow,” Bandal said on the second and final day of the Center for Asia-Pacific Aviation LCCs in North Asia Summit at the Radisson Blu Hotel here.

She said LCCs need to have a separate terminal because their needs are very different from fullservice carriers (FSC), which use tubes or air bridges.

“If you are an LCC, your margins are small, but you can earn based on your volume. And if you have an aircraft flying, you want to use it as much as possible, because when you’re not flying, you’re not earning. And you’re still spending money even if you’re not flying,”

Bandal said.

AirAsia has a 25-minute turnaround time and using the tubes or bridges is time-consuming compared to just using the stairs for disembarking and boarding passengers.

The Narita airport, which began operations in 1978, opened a dedicated LCC terminal in 2015. By 2018, Narita’s capacity of 7.5 million had been exceeded and the airport is now planning to expand and increase its capacity to 15 million passengers per annum by 2022.

“That’s the kind of service any product that AirAsia’s looking at in order for us to truly grow. We appreciate the aesthetics of a very good-looking airport, but people who fly on LCCs just need a terminal that can facilitate their going in and out of the city,” Bandal said.

“We just need simple functional airports that allow us to offer our selfservice facilities. We are calling on airport authorities or developers to consider that LCCs really have different needs from full-service carriers,” she added.

However, a couple of airport officials said they can cater to the needs of LCCs even without a dedicated low-cost terminal.

Tony Chungli Yu, corporate development director of the Taoyuan International Airport in Taiwan, said they cannot build an LCCT due to area limitations, but they can provide for the needs of LCCs. “We can’t have the LCCT right now as we don’t have enough land in Taiwan airport, but we are improving our efficiency. If LCCs want a minimum turnaround time, we can help them with that,” Yu said. “Of course, if Taiwan has the land, we can build an LCCT, but I think efficiency is more important right now.”

Mactan-Cebu International Airport Authority general manager and chief executive officer Steve Dicdican, meanwhile, said the LCCs must set the expectations as the airport has the facilities to cater to their needs.

“If expectations are not set, and the passengers require certain levels of service, that will affect our performance as a passengerfriendly airport,” he said.

For the first half of the year, Ablan reported a 100 percent FOI compliance from the national government agencies.

He also noted that 92 percent of government-owned and controlled corporations (GOCCs) are FOI compliant, about 94 percent for state universities and colleges, and 41 percent for local water districts.

In July 2019, he said the executive branch is set to submit its updated draft FOI bill to the Congress.

“Upon consolidation of the inputs gathered from the civil society organizations, NGOs (non-gover nment organizations), and NGAs (non-government actors), the FOI-PMO, in July 2019, will endorse the Draft FOI Bill to the 18th Congress,” Ablan said.

Support pours in for burned school in Maguindanao A school in the town of Talitay, Maguindanao received an outpouring of support from various organizations after a fire razed four of its classrooms.

Mohagher Iqbal, minister of the Ministry of Basic, Higher and Technical Education of the Bangsamoro Autonomous Region in Muslim Mindanao led the special Brigada Eskwela at Pageda Elementary School on Monday, 24 June 2019.

from the Armed Forces of the Philippines and Moro Islamic Liberation FrontBangsamoro Islamic Armed Forces.

Iqbal handed over temporary learning spaces (TLS), 12 blackboards, handwashing facilities, and hygiene kits to the school during the activity.

He also distributed learning materials, school bags, and educational toys to schoolchildren.

For its part, the local government of Talitay delivered some construction materials and provided manpower

with the help of the Schools Division of Maguindanao 2 and community members.

“I would like to assure our parents here that their children will not be left behind,” Iqbal said, adding the education of their children must continue.

Iqbal also thanked UNICEF Philippines, Save the Children Philippines, and the Australian Government through its Education Pathways to Peace in Mindanao Program for providing assistance.

He said the Kadtuntaya Foundation, a local non-

government organization based in Cotabato City will provide psychosocial services for the schoolchildren.

While the fire incident is still under police investigation, Iqbal reminded the community that a school is a zone of peace.

“As a community, one of our priorities should be to establish a safe and nurturing learning environment for our children,” he said.

The ministry will be allotting a budget for the school’s new classroom building in the next fiscal year.

In this draft, Ablan said the FOI-PMO added a provision on a “no wrong door policy” which compels the receiving agency to assist and guide the FOI user to appropriate offices or division that could cater to his request.

Through this, Ablan said the denial of requests could be lessened.

As of May 2019, the FOIPMO received at least 13,401 electronic FOI requests. Of this number, 42 percent or 5,576 requests were successful, while 33 percent or 4,479 were denied or unsuccessful. The remaining 25 percent, on the other hand, is still pending/ processing.

“The 42 percent is a big increase from 30 percent last year. Our goal is to breach the 50 percent mark that majority of request is successful,” Ablan said.

Despite Japan’s and Taiwan’s tense political relations and ongoing tensions with the People’s Republic of China in the Sea of Japan and Taiwan Straits, respectively, no military conflict has occurred. Besides, if China ever attacked the Philippines, it would “trigger mutual defense obligations” detailed in Article 4 of the 1951 Mutual Defense Treaty between the US and the Philippines. This stands to reason why using as an excuse, as always by default, by the Duterte Administration of possible “war” with China is nothing but a feigned excuse.

On the other hand, it speaks of the “defeatist,” “surrenderist” and “deferential” behavior, and the seeming “policy of accommodation” by the Duterte Administration towards China.

To the intimidation, harassment, coercion, bullying, aggression and the permanent encroachment by China in the West Philippine Sea, our country’s response has predictably been “See No Evil, Hear No Evil.” At most, it could only muster a lame “Diplomatic Protest,” or perhaps, a “Note Verbale” by the Department of Foreign Affairs. And there was never an instance where the Chinese Ambassador to the Philippines has ever been summoned by President Duterte to Malacañang to explain any of the incidents or violations by China in the West Philippine Sea. In fact, this incident at the Recto Bank should have immediately warranted a “summoned.”

What gives? What is the reason why the Duterte Administration is meek as a lamb (aka “tameme”) when it comes to China? We know for a fact that PRRD, provoked or unprovoked, does not mince words, and neither, has he been afraid to speak vociferously (even laced with insults and profanities) against traditional allies, such as, Australia, the United States of America, the European Union, some Middle Eastern countries, the United Nations and other international organizations and tribunals.

Most recently, he even spontaneously (without the benefit of an investigation) threatened to “declare war” against Canada due to containers of garbage

that was shipped to our country.

And yet, here we are, despite the endangered lives of 22 helpless Filipino fishermen – an incident satellite imagery that clearly showed happened in the exclusive economic zone or territorial waters of the Philippines, he did not instinctively rant, rave and spew venom against China. Instead, he was uncannily subdued – he called for caution; and worst, belittled and downplayed the magnitude and seriousness of the incident as a mere “little maritime incident.” Why the double-standard, the duplicity and hypocrisy by Duterte when it comes to China? Why the soft stance with China?

Indeed, there is clearly a BIGDISCONNECT here.

No other President in Philippine history has borrowed heavily from China except the Duterte Administration. To finance its ambitious “Build Build Build Program,” our country was granted a total of $167 billion in loans from China. In short, due to the administration’s indebtedness to China, Duterte is certainly constrained not to antagonize China. As what Malaysia’s Prime Minister Mahathir Mohamad has aptly said recently – signing deals with China would leave you under their “control.” This is the bottom line of Duterte’s nonplussed and “sheepish” response. And this is also the veiled reason why Duterte made geopolitical concessions to China in the West Philippine Sea by deciding not to enforce the unanimous award of the Permanent Court of Arbitration in favor of the Philippines concerning maritime entitlements and the status of features in the South China Sea, which ruling notably also said that the behavior of the Chinese ships physically obstructing Philippine vessels is UNLAWFUL! Moreover, the Tribunal also ruled that China’s historic rights over the South China Sea under the “ninedash line” had no legal basis and were extinguished to the extent they were incompatible with the “EXCLUSIVE ECONOMIC ZONES” provided for under the United Nations Convention on the Law of the Sea (UNCLOS).

One must understand that China’s ‘One Belt, One Road’

(OBOR) initiative and its massive infrastructure loans to countries in the Maritime Silk Road are geared towards weakening opposition to its claims in the South China Sea. Thus, in the absence of an independent foreign policy, in particular a coherent and clear-cut foreign policy and strategy towards China, including Duterte’s continued defiance of certain international norms, our country’s political, economic, maritime, national security and diplomatic forays in the West Philippine Sea are a lost cause.

Besides, what is there to investigate when the Duterte Administration has already concluded in the court of public opinion that the Filipino fishermen might be the party at fault. This conclusion was dovetailed to the Chinese version of the incident after Secretary Piñol apparently boxed-in the fishermen to recant their testimonies in a close-door meeting he had with them, which was sweetened by a form of bribery when he gave each one of them a pump boat and “livelihood.”

Among the ASEAN member countries, it is only the Philippines that does not vigorously secure and protect its territorial seas, and our fishermen, against China. On the other hand, Malaysia and Vietnam do not hesitate to engage in a skirmish with Chinese vessels that encroach their territorial sea waters.

ALABAGAN, Lanao del Sur --- Re-elected Mayor-elect of this municipaIity, Edna V. Ogka-Benito took her oath of office on Sunday, June 23 together with members of the Sangguniang Bayan (SB).

Ogka-Benito, as well as eight councilorselect, took their oath before Administering Judge Arvin Basharry D. Mapupuno at the municipal hall.

Elected as councilors were Shamir O. Benito, Romaizan Abi, Macalimbon Atandor, Sayana Ambol, Nonilon
