Cops must be properly equipped: Iligan mayor

Dads nix hearing of Maute, ISIS cases in Oro

ILIGAN City––Aspiring police personnel, before they are accepted into the ranks must already be properly equipped prior to their deployment to the communities to ensure they are effective in their law enforcement duties, said Mayor Celso Regencia on Saturday, June 24.

If the Philippine National Police (PNP) has set a quota for recruits, it also imperative that they be provided with the proper equipment such as handgun and long firearm as soon as they report for duty, Regencia said.

Regencia made this observation following the donation of 50 pieces of M16 rifles to the city’s police force by the PNP headquarters at Camp Crame on Saturday.

Oro dads propose reactivation of OKK

COUNCILOR Reuben R. Daba, chair of the City Council committee on social services, on Monday proposed the reactivation of the Operation Kahusay ug Kalinaw (OKK) through the collaboration with the religious groups and civic community to strengthen the peace and order situation of the city of Cagayan de Oro. This was his special report during the 18th City Council regular session presided over by Vice Mayor Raineir Joaquin V. Uy. “Dako kaayo nga tabang kana nga magtinabangay kita para sa atong dakbayan so grabe kaayo ang network sa atong religious group,” Daba stressed.

For his part, Councilor Enrico Salcedo suggested that the OKK be activated in the barangay level to boost the peace and order drive in every barangay.

Salcedo said the OKK was established during the time of the late Mayor Pablo Magtajas.

He said the OKK must also be barangay-based so that barangay officials, especially barangay police have full participation in implementing peace and order in

It may be recalled that the Supreme Court designated the Cagayan de Oro Regional Trial Court to handle these cases.

According to published reports, the request of the Department of Justice (DOJ) for the SC to reconsider its decision has not been acted upon.

Time to transfer Lao, in his special report, said it is time for the Regional Trial Courts (RTC) of the 10th Judicial Region to vacate City Hall and transfer to another location.

Some events cancelled in Pagadian due to security threat PAGADIAN City––“Security threat cancelled some of the 48th Founding anniversary activities here,” disclosed Mayor Romeo Pulmones during the program today at the city gymnasium.

Pulmones said clashes between the military and local terrorist group in Marawi City on May 23 became a security threat which prompted the city government to cancel some of its activities,

among them, the civic-military parade and foam party.

Pulmones called on city government employees and residents to be vigilant and alert on the presence of strangers in their neighborhood amid reports that some members of the Maute terror group escaped to nearby cities like Iligan and Cagayan de Oro. “I urge everyone to be vigilant and immediately report to the

concerned barangay officials and the Philippine National Police (PNP) regarding the presence of strangers in your areas,” Pulmones announced.

The chief executive said that the populace has to understand that providing security in every part of the city is a shared responsibility among the populace, the military, police and other security partners.

THE Commission on Elections (Comelec) has exempted all registered voters in Mindanao from paying the prescribed fee of PHP75 for the issuance of voter’s certificate.

Based on Resolution No. 10186 promulgated on June 10, the Commission en banc approved the proposal to include all voters in the region, exempting them to pay the said fee.

“Exempt all registered voters in the cities and municipalities of Mindanao, in paying the PHP75.00 certification fee for the issuance of Voter’s Certification until otherwise ordered by the Commission En Banc,” the order said.

It was the Community and Family Services International (CFSI) Sub - Office, Zamboanga City, sought for the exemption of “untagged IDPs (Internally Displaced Persons)” in the said city, but the Commission en banc has decided to include the whole Mindanao.

CAGAYAN de Oro City-The newly installed police regional director in Northern Mindanao has outlined three important missions for the regional police command during his watch, Police Superintendent Lemuel Gonda said Friday.

Gonda, the police regional spokesperson, said in an interview with the local media that the new regional police director urged the regional police command to fight against illegal drugs and all forms of criminality in the region.

He said that Police Chief Superintendent Timoteo Pacleb, who assumed the regional command in Northern Mindanao, also reminded the police about the threat of terror attack in the region.

Gonda said that Pacleb reminded the police that there is no time to relax in the fight against potential terror attacks, which calls for everyone’s vigilance.

While the regional command carries the mission of securing the people and the community from the terror groups, illegal drug trafficking, and criminality, the regional police command would also seriously carry out the “cleansing of its ranks” from the scalawags in uniform, Gonda said.

He said that in line with the directive of Police Director General Roland “Bato” Dela Rosa, the police must at all times be honest and sincere in carrying their responsibilities as protector of the people. Pacleb, served as the intelligence director of the Philippine National Police (PNP) in Camp Crame prior to his assignment in here during the turnover ceremony last Thursday.

Pacleb replaces outgoing Police Chief Superintendent Agripino Javiier, who retired from the police service at the compulsory age of 56.

An intriguing issue that is being thrown against the declaration by President Duterte of martial law in Mindanao is the claim that it was the government itself that started the firefight in Marawi City, forcing terror groups led by Isnilon Hapilon to simply fight back.

In other words, the claim was that it was the fault of the government itself that caused the siege. Solicitor General Jose Calida and his lawyers at the Office of the Solicitor General (OSG) believe otherwise.

It is regrettable that the fight is taking place when the Muslims are celebrating Ramadan. This is special for all of them as they pray several times a day for peace and goodwill to men around the world but now bloodsheds are everywhere in their city.

Marawi used to be a beautiful place nestled on top of the province overlooking the great Lanao lake with so much to be proud of.

DOH: Construction of 8 mega drug rehab centers underway

Department of Health (DOH) Secretary Dr. Paulyn Ubial said her department continues to build drug rehabilitation centers and expand their bed capacities in anticipation of a possible surge in the number of drug surrenderers.

“About eight mega Treatment and Rehab Centers (TRCs) will be finished before the end of the year…

Each would have about 500 beds, so their total capacity would be 4,500,” Ubial said during the “Rehabinasyon” forum held at the Event Center at the Quezon Memorial Shrine in Quezon City Wednesday.

The health chief noted that out of the estimated 1.3 million drug surrenderers, only 5,000 or less than 1 percent, have been assessed to need inpatient treatment in rehab centers.

“But in the future, there can be more surrenderers, so pinaghahandaan po natin yun (we are preparing for that),” she said.

The eight mega TRCs are located in the regions of Mimaropa, Cordillera, Negros Islands, Davao, Soccsksargen, and the Autonomous Region in Muslim Mindanao.

Ubial further said that the department is expanding from 5,000 to 10,000 the total bed capacity of 13 existing rehab centers in Bicutan, Taguig; Dagupan, Pangasinan; Ilagan, Isabela; Pilar, Bataan; Tagaytay; San Fernando, Camarines Sur; Malinao, Albay; Pototan, Iloilo; Argao, Cebu; Mandaue City; Dulag, Leyte; Cagayan de Oro; and Surigao City.

Together with the 4,500 expected bed capacity of the eight mega TRCs that are being built, the department is eyeing a total of 14,500 beds.

The TRCs are being established with the help of private entities, such as the Japan International Cooperation Agency (JICA).

Meanwhile, Ubial said that the department continues to train doctors and health workers in handling the treatment of drug dependents and in assessing their level of addiction, if mild, moderate or severe.

Grandiosity in all quarters – Suzuki Grand Vitara Special Edition Not everyone who buys an SUV plans to take it off-road. For most of of us, just the thought of owning a vehicle that can take you through some rough spots is enough to justify spending the additional premium.

Well, why not? Most of our roads, even in urban areas, are anything but smooth anyway.

I’ve spent around 80% of the time in heavy traffic and I was able to achieve an average of 8.3 kilometers to a liter. With a fuel tank capacity of 66 liters, you would be able to

do a great deal of exploring before worrying about running out of gas.

In the concrete jungle, driving the Grand Vitara is a blast,handling is light and precise.

Squeezing in through narrow gaps in traffic won’t be a problem, just be mindful of the large side mirrors. The ride is a bit on the firm side but the trade-off is the excellent composure when taking corners. You’ll find driving on twisty mountain roads quite entertaining. Ayala Corp. oks P30-B shelf offering MANILA-- Ayala Corp.’s board of directors has approved the company’s filing of shelf registration with the Securities and Exchange Commission (SEC) of up to PHP30 billion.

In a disclosure to the Philippine Stock Exchange Friday, the conglomerate stated that it eyes a threeyear shelf offering in one or more tranches.

Ayala Corp. intends to sell the debt securities through general public offerings.

“Relevant documents and information will be filed with the pertinent regulatory agencies in due course,” the listed firm said.

Google.ru’s temporary ban should serve as reminder to others

MOSCOW -- A brief ban of Google’s Russian edition should serve as a reminder that even Internet giants are not guaranteed against suspension if they deal with prohibited content, a senior Russian lawmaker has said.

Earlier on Thursday, www.google.ru was included into the single registry of websites, banned for containing prohibited information. By the time Russian internet service providers started to enforce the ban, the notification was removed. A spokesman for Russia’s telecom and IT watchdog Roskomnadzor, Vadim Ampelonsky, told TASS that one of pages redirected traffic to a website

with banned information, namely a page of a bookmaker’s office, blocked upon a request from the Federal Tax Service. Access was restored once the issue was fixed several hours later.

Leonid Levin, who heads the State Duma’s committee on information policies, IT and communications, said the move was neither a mistake nor a provocation by hackers.

“The fuss around this issue once again shows how sensitive this issue is for citizens and media. This should serve as a warning for web companies that will make them choose their partners with greater responsibility,” the lawmaker added.

“It all shows that no one is viewed as untouchable in the Russian legal domain, and even major Internet players should not abuse their position and avoid dealings with websites engaged in illegal activities,” the committee’s press service quoted Levin as saying.

Science debunks fake rice reports: NF THE National Food Authority (NFA) has tapped science to dismiss allegations that fake rice is sold in the country.

“Rice samples analyzed in our laboratory show there is no fake rice in the Philippines,” NFA administrator Jason Aquino said during a press conference in Metro Manila Friday.

As a precaution against the possible entry and sale of unusual rice stocks, Aquino said he ordered NFA’s field offices to intensify their market surveillance activities.

NFA’s Food Development Center (FDC) reported analyzing six uncooked and two cooked samples of commercial rice that NFA gathered and submitted to the agency amid fears about fake rice in local markets.

FDC director Jocelyn Sales said they subjected the samples to microscopic and starch analysis, as well as a sensory evaluation to check if these are indeed fake rice.

“We found the samples to be real rice,” she said.

Aquino said he hopes the finding would finally end speculations about the alleged re-emergence of fake rice in local markets.

In 2015, reports also surfaced about the emergence of fake rice in the country.

Sales said FDC at that time analyzed samples believed to be fake rice, and results showed they were real rice as well, she noted.

“There’s no actual fake rice discovered in the Philippines since 2015,” Confederation of Grains Retailers’ Associations of the Philippines (Grecon) national president Jaime Magbanua said during the press conference, citing as basis for his assurance the results of FDC’s laboratory analysis.

He proposed the formation of a rice watch committee that would look into the latest fake rice scare so those responsible could be charged accordingly.

As the rainy season sets in, a researcher of state think tank Philippine Institute for Development Studies (PIDS) is urging government to enhance its overall disaster risk financing and insurance (DRFI) program and expand its mechanisms to mitigate the impact of calamities like typhoons, floods, and landslides, as well as fast-track reconstruction and rebuilding in disaster-stricken areas.

In her study, Deanna Villacin said the “ultimate objective of efficiency in DRFI management is to improve financial resilience of the country against natural disasters by minimizing its contingent liabilities.”

For one, the Philippines relies too much on annual budget allocations, which is problematic because of its uncertainties. Under the Philippine Disaster Risk Reduction and Management (DRRM) Act of 2010, the financing requirements for recovery and reconstruction are mainly provided by the NDRRM Fund.

Villacin said there are instances when funds for recovery and reconstruction are inadequate, citing as example the post-disaster needs assessment from Typhoons Nona, Ferdie, Lawin

and Nina that “show that even if only prioritized or immediate needs of PHP 21.6 billion are required, the NDRRM Fund balances already falls short at PHP 5.8 billion.”

This inadequacy is a wake-up call to government to “prioritize and recognize the fact that many of the needs or requirements [of devastated areas] will remain unfunded”, which she claimed, hampers their full recovery from disasters.

While the government can get dole-outs from other sources in times of disaster, “it has to go through a process of approvals that may be time consuming and, therefore, affect recovery and reconstruction efforts,” Villacin explained.

Using typhoons Pablo in 2012 and Yolanda in 2013 as case studies, Villacin noted that the approved budget for the post-Pablo rehabilitation was less than the estimated financing requirement. While other funding sources from donors like United Nations and Red Cross have been beneficial, there were no monitoring systems to track projects that were already undertaken, she said.

The case is different for Typhoon Yolanda as the

proposed budget was fully approved. The problem was the lack of communication and coordination among agencies and local government units (LGUs). For example, some LGUs were not aware which projects have been approved and the status of funds and project implementation.

Another issue that has to be addressed, according to Villacin, is the integration of the government’s DRFI instruments and mechanisms with the current legal and institutional environment in the country, which, she said, “cannot be easily adopted”.

The problem with ad hoc arrangements in government in terms of postdisaster response in recovery and reconstruction, Villacin argued, is the lack of delineation of mandates or responsibilities. She noted, for instance, the overlap in responsibilities between the Department of Social Welfare and Development and the National Housing Authority (NHA) in providing permanent shelter to disaster victims.

In terms of budget execution, procurement and absorptive capacity issues hinder the timely and smooth implementation of projects in both cases,

she revealed. Villacin said the length of the procurement process delays project implementation.

For example, in the construction and rehabilitation of roads and bridges, apart from lack of funds, the Department of Public Works and Highways oftentimes experiences difficulties in processing budget requests and executions. The same issues are also encountered in the repair of school buildings, the author pointed out.

In terms of housing, the problems revolve around the flow of funds from the national government to the NHA, getting the necessary permits, clearances, certifications, and licenses for housing projects, and lack of coordination among agencies, LGUs, and stakeholders.

While these problems exist, Villacin took note of the initiatives done by the government, such as the institutionalization of parametric insurance (which may be used for early recovery and emergency reconstruction) in the Government Service Insurance System and the recently approved joint circular of the Office of Civil Defense that aims to improve access to NDRRM Fund.

The mayor said he personally asked PNP chief, Director General Ronald dela Rosa, to augment the city police office’s weaponry to deter possible terrorist attacks in the city in the wake of the monthlong conflict in Marawi City as fighting between a band of armed extremists and government forces still continues.

The violence in Marawi has displaced thousands of civilian residents who had to flee the city for fear of being caught in the crossfire since violence erupted on May 23. Most of them are staying in evacuation centers in the Lanao provinces and Northern Mindanao, especially in Iligan and Cagayan de Oro. “I asked [the PNP chief] for 200 long firearms. We only received 50. The 50 M16 rifles I requested verbally, but I will follow it up with a written request,” he said, who added it was also an advantage that Regencia, a former police officer, and dela Rosa were together in the now-defunct Presidential Anti-Organized Crime Task Force (PAOCTF).

With a formal letter, Regencia said he is hoping that the PNP higher command will consider the need for the Iligan city police personnel to be adequately armed in case of terrorist attacks.

The longest dreams among Cabilaonons came true when the spirit of volunteerism by counterparting of funds from different sectors led to the materialization of the 24-hour electricity in Cabilao Island in February, 2014 through the P24.9 million Submarine Interconnection Electricity Project .

Since 2009, Mario has served at the helm of Sandingan National High School in Sandingan Island, in the same town, as its Principal III. In the schools where he served as leader, the institutions have become repeat awardees of the national Brigada Eskwela leading to the HALL OF FAME AWARDS for successfully winning three (3) consecutive years as the national champions of the DepEd Brigada Eskwela Program.

The educator-leader thought about what fulfillment marriage can bring.

When he was 28 years old, he married Vergenia Sarong-Garcia. He seems to agree with Franz Schubert’s quote: “Happy is the man who finds a true friend, and far happier is he who finds that true friend in his wife.” The couple found joy being blessed with the only son—Jose Ma. Emmanuel Garcia.

His son, Jomare “Undoy”, is now a grade 8 student at Gov. Jacinto Borja National High School (Cantaongoan High School) in Canta-

11 ongon. Unlike other solo children who are expected to be crybabies, he is different. Jomare is trained in feeding chicken, cows, carabaos, goat, household chores and helping the farm.

When he was two years old, he already knew how to use the fork and spoon. The father sees to it that Jomare has a sense of accountability and responsibility and learns to value money. When children are always going to the internet stations to play, the father sees the danger of values contamination; so Mario paid for a wifi service at home where his son is monitored. TV is allowed: only for 30 minutes a day.

Such upbringing works.

As a father, Mario’s challenges include raising funds from his developed rice and corn fields and from livestocks for his family.

His regular hobbies include tilling the farmland and raising livestock every early morning and late afternoon.

He usually gives home-made food, organic-natural foods in lieu of cash as “baon” for Jomare to avoid his son from eating chemical-filled products.

What makes a good father? The educator-leader makes his stand: traditionally, he is the family’s breadwinner. Rearing children should not be hindered albeit one works from sunrise to sunset. A father not just provides full square meals, but also wholesome time to caress, hug, play, work with, listen, talk, tell short stories, act a monologue and teach the child.

As Mario puts it: “Establishing a regular routine in leaving and coming home not only builds a strong and healthy relationship at home; it greatly helps develop assurance of responsibility and accountability.

A father should know the process of life like solving the quadratic equation, i.e. giving at all times, a balance among treasure, time, efforts, love and family values formation. Having multifarious tasks in our workplace and bureaucracies, I should find time to share the most sliding moment to be with my family during all vacant times to fill the empty space during my absence. I believe the traditional saying: Success in every endeavor in this world is nothing without your family you love to share it with.”

HRET takes custody of Oro contested ballots

THE House of Representatives Electoral Tribunal (HRET) ordered on June 9 the city Commission on Elections (Comelec) office of Cagayan de Oro and its custodian, the city treasurer of Cagayan de Oro, to turn over a total of 204 contested ballot boxes from the first legislative district of the city that were used in the 2016 congressional elections.

It can be recalled that losing congressional bet, former Councilor Lourdes Candy Darimbang, questioned the ballots from 204 election precincts in her district coming from 16 out of 24 barangays namely Baikingon, Balulang, Bayabas, Bayanga, Besigan, Bonbon, Bulua, Canitoan, Patag, Pigsag-an, San Simon, Taglimao, Tagpangi, Tignapoloan, Tuburan and Tumpagon.

The ballot boxes were earlier inventoried by both legal camps

of Darimbang and reelected Rep. Rolando Uy under the supervision of the city Comelec office and the city treasurer’s office last January.

This time, all the ballot boxes will transfer custody to HRET although its physical location will still remain inside the City Hall compound of Cagayan de Oro where it has been kept after the May 2016 elections pending the resolution of the case.

In the new four-page order signed by HRET chair Associate Justice Presbitero Velasco Jr., the tribunal directed itself to collect the ballot boxes from the city Comelec office’s possession. The city Comelec office and the city treasurer’s office are enjoined to cooperate in the process and extend assistance to the HRET secretary who will fly in to monitor the proceeding.

Aside from the ballots, the UY boxes contain voters registration DARIMBANG records, book of voters, election day computerized voters lists with voting records and other election paraphernalia and documents.
