CAGAYAN DE ORO CITY – As the Philippine Red Cross (PRC) continues to contribute to the country’s fight against the coronavirus disease 2019 (Covid-19), its Cagayan de Oro - Misamis Oriental Chapter (CDOMisOr) said Thursday it has processed a total of 46,333 tests for Covid-19 in Northern Mindanao since September 2020. In an interview, Arabella Radaza, PRC chapter focal person, said of the 46,333 tests, 31,752 were swab or reverse transcription polymerase chain reaction (RT-PCR) tests while 14,581 were saliva tests. SCHOOLS have been looking beyond physical classrooms and paper-pen assessments for a long time. In spite of this, adoption of education technology, or EdTech, did not become a huge trend. The Covid-19 outbreak has changed this. As the pandemic forced education institutions to abandon face-to-face teaching, educators turned to technology for everything, right from conducting entrance exams and course delivery to assessments and managing their knowledge repositories. Digital whiteboards, hybrid classrooms, adaptive tracking camera systems, display equipment and audio-visual technologies are the new buzzwords at education institutes. Although the concept of blended learning focused on online tools in initial

years, there still existed a significant component of instruction which was synchronous (live interaction between teacher and students, online or in-person). This was soon to be transformed into an asynchronous mode (no live interaction between students and teachers). Here, the content is pre-recorded in high-quality video/audio format. While institutions have been using email and collaboration tools over the past decade, Covid-19 has given a fillip to digital transformation in education. Virtual classrooms enabled by Zoom, apart from short videos, simulations, case studies in virtual classes and polling apps are some of the tools being widely used to extend physical class to a virtual setting.

TEACHER workload has been a long-standing challenge, with many teachers feeling extremely over-burdened. The issue has been further exacerbated by the pandemic. On top of this, students have now had over a year of disrupted learning, meaning that despite8 the best efforts of teachers, schools and parents, there continues to be a significant amount of catch-up support required – both from an academic and pastoral perspective. It’s clear we can’t leave the entire burden of this task on teachers without adequate support, which is why it’s more important than ever that we consider how we can best alleviate unnecessary workloads, streamline processes by

considering operational efficiencies, and ensure teachers can continue effective teaching and learning regardless of the ever-changing landscape. Edtech is a key solution that has proved to be a lifeline to many schools, enabling them to continue teaching remotely, as well as providing much needed support for teachers with regards to lesson planning and classroom workflow. But in many cases, the functionality of these platforms only supports learning at a basic level. To make up for learning losses, it’s important to provide the capability to help teachers identify gaps in learning, assess progression, and provide a deep, more personalised approach to learning.

Bills seeking to upgrade two public hospitals in Lanao del Sur reach BTA plenary MARAWI CITY, Lanao del Sur -- Member of the Parliament Dr. Saffrullah Dipatuan on Tuesday, June 23, introduced two bills that calls for the upgrade of the Tamparan District Hospital and Balindong Municipal Hospital both located in Lanao del Sur. BTA Bill No. 99 seeks to convert Tamparan District Hospital (TDH) into a provincial hospital and upgrade its level, bed capacity, personnel and facilities.

Dipatuan said in his explanatory note that TDH is presently a Level I hospital with a 100-bed capacity. In the last five years, it has been catering to not less than 4,000 patients every year from the different municipalities of Lanao del Sur such as Taraka, Mulondo, Maguing, Lumba-Bayabao, Masui, Poonabayabao, Lumbayanague, Butig, and others. “With the increasing population of the prov-

ince, and TDH being the most accessible hospital and strategically located to cater the medical needs of the people of the province, it is appropriate for it to be converted into a provincial hospital,” Dipatuan said. BTA Bill No. 102, on the other hand, seeks to upgrade the Level I Balindong Municipal Hospital with a 10-bed capacity into a Level II district hospital with 50-bed capacity. According to Dipatuan,

based on the Ministry of Health’s Hospital Statistical Report in 2019, Balindong Municipal Hospital is forced to render services that are beyond its expected capacity considering the high discrepancy between its Authorized Bed Capacity and Bed Occupancy Rate. “Its Bed Occupancy Rate in 2019 reached about 207% higher than its Authorized Bed Capacity,” Dipatuan said. A climate disaster despite a landmark historic treaty WHILE the rainy season officially started here in the Philippines, we are still sweating in summer temperatures. And not only us. In my home country Germany and neighboring European countries, the temperatures climbed up to 38 degrees. And as if it wasn’t enough, California hit over 50 degrees Celsius yesterday.That has an impact again on the whole world. The Antarctic is nearing a climate disaster despite a landmark historic treaty. Burning fossil fuels threatens one of the last areas on earth left unspoiled by extractive human industries. Author Ajit Niranjan captionedit it in one of his latest write ups: “The remote continent of Antarctica is melting!” Yes, when the Antarctic Treaty came into effect 60 years ago, its signatories had little idea how successful it would be. World leaders agreed to leave an uninhabited continent twice the size of Australia free from war, weapons and nuclear waste. They declared that the southern polar region, which is 98% ice and does not have an indigenous population, should belong to no country and instead

be devoted to collaborative science. In the following decades, extra rules to stop companies mining minerals and drilling for oil turned Antarctica into the biggest nature reserve in the world. About 90% of the world’s surface freshwater is locked up in the Antarctic Ice Sheet and, as the planet heats up, glaciers whose collapse would deluge coastal cities from New York to Jakarta are melting and growing less stable. World leaders have pledged to limit warming to well below 2 degrees Celsius this century, but their current policies will heat the world by almost 3 C, according to Germany-based research group Climate Action Tracker. A study published in the journal Nature in May found that a global temperature rise of 3 C would lead to an “abrupt jump” in the pace of Antarctic ice loss that would, in turn, trigger “rapid and unstoppable” sea-level rise. Alessandro Antonello, a historian at Flinders University in Australia who has written a book about environmental politics in Antarctica, said “the central environmental challenge to

Antarctica today is undoubtedly climate change.” Yet, of the 54 parties to the treaty that protects it, the 29 with voting rights include the world’s biggest historical polluters, such as the US and Germany, as well as fast-growing emitters like China, India and Brazil. “There is definitely a level of hypocrisy,” Antonello added. And yes, he is so very, very right, my dear readers. For scientists, cooperation meant refueling planes at bases of other countries — essential in such a hostile landscape — and sharing findings. Teams of scientists in the Antarctic have collected climate data stretching back hundreds of thousands of years and in 1985 they discovered a dangerous hole in the ozone layer above it. Earth’s polar regions are warming faster than the rest of the planet. Appreciating St. John the Baptist better IF we want to be truly Christian, we need to appreciate more deeply the role of St. John the Baptist in the whole economy of salvation. He was the one who prepared the people for the coming of Christ, the one who pointed Christ, the lamb of God who would take away the sins of the world, to the people. Somehow, we have a duty to follow the example of this saint in preparing people for the coming of Christ. We know all too well that like St. John the Baptist whose call for repentance as preparation for the coming of the Redeemer was a lonely cry in the desert, we too can be like the voice of God today as well as that of the Church or of any spiritual and moral Christian teaching that has become a voice of one crying in the wilderness. Present circumstances in the world point to a growing deafness and insensibility to truths of faith and morals. The prologue of St. John’s gospel already captures this phenomenon: “He came unto his own, and his own received him not.” (1,11) The Psalms have many references to the same predicament. For example, Ps 76 says: “How often they rebelled in the wilderness! / How often they grieved

him in the desert! / Again and again they put God to the test / and provoked the Holy One of Israel. / They forgot his strength, they forgot the time / when he saved them from the oppressor’s power.” I don´t refer so much to those who openly declare themselves as atheists or agnostics as to Christians themselves, some of whom flaunting their Christianity, who fail to be consistent to their beliefs. The former needs a lot of understanding and patience. The latter, some ¨spanking.¨ We have to have the same attitude of St. John the Baptist. Like him, we too should help in preparing everyone to be fit for the coming of the Lord. This definitely will be going to be a very challenging task, given the conditions we are having today. We cannot deny that there is a lot of ignorance, confusion and indifference to the things of God these days. The life of piety seems to be waning in many parts of our country, let alone, the whole world. Many people are hardly praying, and the practice of devotion seems to be facing extinction. Just the same, we should not forget that regardless of what may appear to be

a deep-seated culture of irreligion these days, every man continues in the deepest part of his heart to yearn for God. What the Catechism says about this is always relevant: “The desire for God is written in the human heart, because man is created by God and for God; and God never ceases to draw man to himself. Only in God will he find the truth and happiness he never stops searching for.” (CCC 27) Yes, God himself will always draw us to himself in ways that can be very mysterious. And we, on our part, should try our best to discern the directing ways of God. This is where everyone has to do his part in preparing himself to see and follow God’s ways. What should be foremost in our mind is that we are preparing people fit for the Lord, starting with our own selves and then reaching out to others. THE smartest edtech platforms are able to customize and identify the best learning pathway for each user. For centuries, education has been confined to the walls of schools, colleges, and institutions. Enter the education technology (edtech) boom since 2020 and the very ideology around teaching and learning has been revolutionized. Edtech has completely redefined how knowledge is imparted and how skills are acquired. Highlighted by the coronavirus shutdowns, edtech has emerged as a viable–arguably superior– alternative to traditional education systems. At the very least, the technology has well and truly earned

its seat at the table of valuable education methods. The question is, what does the future of edtech look like, and how will this boom fit into our existing education system? The edtech boom accelerated by the Covid-19 pandemic is just the beginning of a paradigm shift in the ways we view education and work. In fact, the need for a genuinely 21st century education system that reflects the needs of the economy is long overdue. Edtech companies are offering solutions to many of the issues–such as skills gaps, inequality, and unemployment–that have troubled economies globally for the past decade or more.

SENATOR Imee Marcos has called on the government to get ahead of a global syringe shortage, as purchases and donations of Covid-19 vaccines for the country increase by the millions in coming months. “The purchase of 40 million doses from Pfizer is good news but will there be enough low dead space (LDS) syringes which are now in short supply in the United States itself? Let’s hope our own supply does not stop our vaccination program in its tracks,” Marcos said. Marcos, who chairs the Senate committee on economic affairs, pointed out that more than three-fourths of syringes produced by the largest manufacturer in the Philippines is exported to North America. “We need to secure our domestic supply through imports. The expense involved has challenged the DOH (Department of Health) since the beginning of the year,” Marcos added. Marcos explained that the use of LDS syringes can

increase the 40 million Pfizer doses to about 48 million, citing that the special syringes can minimize the accumulation of vaccine in the space between the syringe plunger and the top of the needle, thus are able to extract a sixth dose from a vial marked for five. Mainly a niche product for specific diseases before the Covid-19 pandemic struck, LDS syringes came into high demand as vaccine production grew to catch up with the rising cases of infection. Syringe manufacturers are still in the process of ramping up production, following warnings last year that a shortage will stall the race toward herd immunity as the Covid-19 virus mutates, creates more dreaded variants, and causes new waves of infection. “Ideally, advance orders for low dead space syringes, a sustained momentum in ramping up vaccination and a more aggressive information campaign to minimize vaccine hesitancy will allow us to achieve herd immunity this year,” Marcos said.

The pandemic spawned dramatic alterations in the way we humans do, work, interact, transact business, move things and conduct all our other everyday affairs. It is not so different in our field of work as we deliver instructional services to our valued clienteles in the public education planet. Our planet, comparably larger than the poilice and military planets, gravitates in similar and parallel orbit with them, the one making up of standard health protocols components while providing front line services to the wary, frisky and sometimes angry citizens. With these health and existential crises still hovering in or horizon, the popular shift to the online universe to carry on with what needs to be done is becoming greatly prevalent, conspicuously apparent and consciously adherent. Conferences, courses, ceremonies and trainings are done through Google Meet, Zoom, fb Live and other work-friendly online fora made available by today’s technology In our small and yet not so simple continent of basic education, we make do with the writings on the wall – the mandates and instructions passed from the national office, to the regional office, to the division office, to the districts, to schools. And we teachers, recipients of such influx of information and directives, put to application what is expected for us to implement. Here in comes the different teaching-

learning modalities, designed for adoption and application for the learning torch bearers. The adjusted opening of classes on the 5th of October of last year sent the public educators into a portal of professional and paradigm shifts unlike any other. One particularly attentionattracting of them all is the conduct of online instruction. This is truly new and rather intimidating for the multi-generational education workforce. This comes as a no brainer for the millennial instructors as they are quiet familiar with the maneuvers of tech-based procedures on the other hand, this is frightening for senior teachers approaching retirement stage who cannot be bothered with computer works and devices. On the other side of the instruction coin, online learning is good and helpful to pupils with readily available internet connection and an impossible option to students whose parents barely have the economic capacity to fund their daily needs. The general atmosphere of the online instruction galaxy is one we still learn to cope. It has its highs and lows. It has its merits and rewards as well as its limitations and down side. There is still a lot to be done to keep up with 21st century learning. Perhaps we just have to keep faith that things will work out fine. And take one good step one at a time to continually carry out our goals as 21st century educators.

THE Department of Social Welfare and Development (DSWD) recently held a weeklong celebration from June 7 to 11, 2021 to celebrate the second anniversary of the institutionalization of the Pantawid Pamilyang Pilipino Program (4Ps). With the theme, “SaMa Sama tungo Sa Matatag at Sa Matagumpay ng Pamilyang Pilipino,” the anniversary celebration focuses on how the 4Ps has made a significant impact to improve the lives and empower its beneficiaries. DEMAND for content creators, technical architects, course managers, and more is higher than ever before. Edtech’s growth trajectory has been simply unparalleled throughout the pandemic. While e-commerce took several years to gain traction, edtech rose to prominence almost overnight. The last 12 months could well be described as a tipping point for edtech, as the ecosystem has expanded leaps and bounds. The sector has attracted investments worth more than US$2.2 billion and continues to dominate headlines. Compared to 2019, the edtech user base in 2020 had doubled from 45 million to 90 million across K-12 and

post-basic education sectors. Average time spent using such services or devices is up 50%, from 60 to 90 minutes. Another notable development is that there’s been an 83% increase in the number of paid users. The edtech landscape is expected to grow more than three times in size over the next five years. By 2025, edtech in India is expected to be valued at more than US$10 billion. Edtech has emerged as a growth powerhouse, supporting the economy through investments and new jobs. It’s also enabling learning to continue at school, college, individual and corporate level. Edtech’s role has become invaluable.

Luchangco described how the covid pandemic unveiled a ‘silver lining’ by thrusting the country into the new age of technology, with employers and employees realizing how it was possible for some to work from home, and how the internet made it all possible. “Thus, in Luzon, you will see booming communities rising up outside of NCR, going both southward and now, especially with the construction of the skyway above Metro Manila that cuts travel time to the north, also towards Bulacan, Pampanga and further,” he noted. Head start Luchangco described how Cagayan de Oro is in a unique position to take advantage of this trend because it is already known as a regional center, with good facilities, an international airport, a major container port, a shipping port that serves more tonnage than Davao, many educational institutions and a thriving business community, all within reach of rolling mountains and hills, scenic landscape and the sea. “And we must not forget one of its major assets, a lively and friendly population. No wonder it is called the City of Golden Friendship. Not every regional city in the Philippines can claim such attractions!” he exclaimed. Increasing the Value Proposition “And to put my money where my mouth is, I wish to tell you that, in addition to the billions of pesos Pueblo de Oro has already poured into Cagayan de Oro, we will now invest at least P6-7 billion more!” Luchangco disclosed. “But while we will search for new areas to develop, we will not just do that. We will also seek to re-develop the area we are already in, in order to increase the value proposition for those who invested with us earlier. By upgrading the present area of Pueblo de Oro, the land and asset values here will also rise,” he added. The Makati of CDO In addition to additional investments and redevelopment of Pueblo de Oro, Luchangco also revealed how from “Marlboro Country”, he would be leading the charge to further develop the uptown area of Pueblo de Oro township into the “Makati of Cagayan de Oro”. “Many of you will recall that in the 1950s, Makati was just a barren field, with the old Nielson tower which previously served as an airport terminal, one small apartment building along Ayala Avenue, then Rizal Theater and a supermarket. But look at it now! Rizal Theater has been transformed into the Shangri-la Hotel, Ayala Avenue is full of high-rise buildings, and land in the area is worth around P1 million per square meter!” he exclaimed. “Now look at Cagayan de Oro’s uptown area. When I first visited here, it was a barren field. Today, it is a booming location, with SM Mall on its north side, and the new Gaisano Mall on its southern rim.
