SAN FRANCISCO, Agusan del Sur -- Twenty nine more returning residents in Caraga region were tested coronavirus 2019 (COVID-19) positive in the laboratory results that came out Friday (June 26) bringing to a total of 116 cases in the region. A report from Department of Health- Center for Health Development Caraga (DOH-CHD Caraga) noted that there were actually 47 confirmed cases but 18 were follow up test for reverse transcription polymerase chain reaction (RT-PCR) from the laboratory of Southern Philippines Medical Center in Davao City. DTI delivers SSF to Marawi cooperatives MARAWI CITY -- The rising number of coronavirus disease (COVID-19) in Marawi did not hinder the Department of Trade and Industry (DTI) to continue delivering shared service facilities (SSF) to cooperatives in the city and Lanao del Sur. DTI Lanao del Norte provincial director Ruel B. Paclipan said the provision of SSF aims to help them get back on their feet after the Marawi siege and to boost the productivity of the cooperatives in their enterprises and businesses. He expressed appreciation to the SSF beneficiaries for exerting efforts in utilizing the equipment for their development. “We thank the cooperators, associations and cooperatives because they are willing to apply the guidelines and become our cooperators. Based on the monitoring report, SSF has helped them,” said Paclipan in Bisaya language. AS schools accept that online learning is here to stay, let’s effectively engage with remote teaching. Months into the global lockdowns, schools around the world have begun to take stock of what has happened to teaching and learning since the rapid and unexpected shift online. The fear that students will disengage was real and pertinent but many have learned useful lessons and generated innovative new methods. Students are even overwhelmed as remote learning offers more opportunity to procrastinate. Almost 60 percent of students agree that remote lessons are clear and they were able to discuss and clarify doubts. Thus, student

engagement is important to effective remote teaching. It shows that many students found the chat box on online platforms especially useful as they can prompt questions during live lectures and that they value recorded lectures as it allows them to have multiple views of the content and learning that can take place at one’s own pace. Educators are promoting a wider usage of online tools and learning analytics to help educators identify students who may not be engaging. Instead of waiting for someone to do badly in a test, technology offers new ways of catching academically at risk students before they fall.

Petron donates PPEs as fight against COVID-19 continues PETRON Corporation through Petron Foundation continued with its efforts to assist medical frontliners in the battle against COVID-19. With funds raised from Petron Value Card (PVC) holders and a corresponding contribution from the company, Petron was able to provide complete sets of personal protective equipment to several COVID-19 referral hospitals. Recipients of the complete PPE sets were the Lung Center of the Philippines, Philippine General Hospital, Dr. Jose N. Rodriguez Memorial Hospital and Sanitarium, and San Lazaro Hospital. The sets include PPE suits, medical goggles, N95 and surgical masks, and medical gloves. Since March, Petron has been actively helping the country overcome the COVID-19 pandemic. The Philippines’ largest oil refining company has previously distributed preloaded PVCs to doctors, nurses, and other hospital staff as a token of appreciation for their invaluable service and sacrifice. It also donated free fuel to help frontliners in Luzon, Iloilo, Tagbilaran, and Cebu avail of free transport. Special discounts were also extended to workers from various sectors.

The Oro Integrated Cooperative Shows the Way HARNESSING the people’s collective power and potentials is the one to defeat poverty, the country’s number one enemy that deprives the people of welfare and dignity. Studies have shown that poverty looms paradoxically in a country that is oozing with ecological wealth because of the powerlessness of the people to have access and control over their resources. Who controls? Who decides? Who benefits? Not the people but a few oligarchs. That is a great social injustice. The Studies concluded. Democratizing wealth and power to promote social justice is what cooperativism is all about. This is mandated by the highest law of the land in Chapter 15, Article 12 of the 1987 Constitution which states,” to promote the viability and growth of cooperatives as instruments of social justice, equity and economic development. For a society to continuously have such a highly stratified economic set-up, rectifying social wrongs has been the battle-cry to advance social justice, equity and a kind of development that puts the people at the center of progress. In a highly skewed societal setup, there is that imperative need to launch a collectivist counter culture against the lethal combination of powerlessness, apathy and greed. The people’s collec-

tive struggle emanating from the strength of the human spirit will bring forth, in the long term, a society that is more humane and just. In 1966, a few good men and women led by Atty. Mordino Cua trail-blazed a progressive path to serve the people by organizing a cooperative named after its place of birth, the Oro Integrated Cooperative otherwise known as the OIC. With a measly P88 as its starting capital but firmly relying on the organizers’ strong abiding faith on the time-honored and universally-accepted cooperative principles and values, the OIC, after 54 years, has grown by leaps and bounds. Today, OIC serves its members financially with a capital of Five Billion Seven Hundred Million Pesos (P5.7 B), money that they themselves own and manage to liberate them from the clutches of economic difficulties. It is operating with some 18 branches and going 20 branches this year spread throughout Mindanao with one branch operating in the beautiful island of Bohol. Today, OIC stands as a formidable ally of the poor – the farmers, the fisherfolk, women, workers, vendors, drivers, lowly government employees – constituting a development force of some 160,000 strong members scattered throughout Mind-

anao especially in Cagayan de Oro and the provinces of Misamis Oriental, Bukidnon and Tagbilaran City who are now engaged in small and micro enterprises. In its own right, OIC has equalized financial opportunities for the marginalized sectors through its twelve financial windows frontlined by 18 branches that provide regular and privilege loans. While commercial banks have considered the poor non-bankable, here is a cooperative that thinks otherwise. Indeed, when the poor harness their collective potentials and pool their resources together, it is just magical and wondrous! OIC has provided the empowering path to the helpless, the downtrodden and the oppressed as it hits the crux of the problem. Studies have shown that poverty is rooted in the disempowerment and the social exclusion of the people. As such, the only remedial measure is to empower the poor to craft their own destiny. They must put their future into their own hands – not to the politicians, not through grants, not to development agencies be government or non-government organizations – but through their own efforts. Pandemic blues

AFTER three months of beating pandemic blues, life as we know it now is no longer normal. Covid-19 has turned our way of life completely upside down — from the economic side of it to the adjustment disorder we are now facing on a global scale. In fact, an unprecedented level of anxiety has been spreading like wildfire worldwide with no exemption in sight — rich or poor, the healthy and the weak, young and old are all probable victims of the pandemic. Having said that, health authorities has issued warnings on the growing impact Covid-19 is having on young people. The me dian age of positive Covid-19 cases in March was 65 years old, but lately, it has dropped to 35 years old. There is now a surge of people seeking mental health support. In this case, Covid-19 is the main culprit. Clinically speaking, adjustment disorder is a stress

response syndrome people experience in light of an identifiable life stressor (loss of a loved one, job, etc. ) Like it or not, we are now unconsciously suffering from heightened anxiety, more so of depression and mental trouble in work place or in school. On the economic side, just how big an impact can a Covid-19 have on the global economy? According financial experts, the effect is dramatic and devastating, especially with potential vaccines are still several months away, at best. Indeed, the pandemic has now incited the worst economic slump since the Great Depression. And here are some of the takeaways why: • While the economic impact of the pandemic may not be long-lasting if the underlying cause is contained quickly, the vast spread of Covid- 19 means we are likely in for a more protracted economic downturn. • The biggest pandemic in modern history was the

[We are grateful that the BUFFALO, LIMUS and BTL MPC is now an accredited farmer that qualify us to receive government assistance through the Department of Agriculture in Region 10.] Said Winnie L. Loable, President of Bukidnon Free Farmers Agricultural Laborer Organization (BUFFALO) after receiving the farmer accreditation of BUFFALO, Tried Agricultural Movers Association of Rural Active Workers (TAMARAW), Land Tiller Inhabitants of Musuan (LIMUS), otherwise known as BTL, including the BTL Multipurpose Cooperative from the Department of Agriculture (DA). The accreditation was issued after the group has satisfactorily complied with all the requirements to be a beneficiary of the Rice Competitiveness Enhancement Fund (RCEF) or Rice Fund, pursuant to DA Administrative Order No. 09, series of 2019. The three-year validity accreditation provides access of government services of the farmer-group.

Being enlisted in the Registry System for Basic Agriculture (RSBSA) and accredited by the DA would mean that the recipients of the program are legitimate farmers. Accreditation provides easy access for the farmers and their groups to become partners of the department in its agriculture-related initiatives. Created through RA 11203 or Rice Tariffication Law, RCEF is a government program, which aims to help farmers through the P10 billion tariff collection from rice imports covering seed, machinery, credit, and extension support to improve the competitiveness of the Filipino rice farmers. Bukidnon third district representative Manuel F. Zubiri, who graced the turnover ceremony, said that the MOA executed between Central Mindanao University (CMU) and BTL affirmed the end of the 33-years conflict. The MOA states that the CMU will help facilitate partnership with DA and other national government agencies in sourcing assistance to help alleviate the life of informal settlers. ares rice area in CMU with around 400 farmer-members. “It is DA’s commitment to provide agri interventions to the farmer group,” said DA-10 OIC Regional Executive Carlene C. Collado. The DA-Philippine Center for Postharvest Development and Mechanization (DA-PhilMech) will also provide access to farm rice mechanization program to

reduce post-harvest losses aside from increasing their productivity. Meanwhile, CMU President Jesus Antonio G. Derije mentioned, as part of the social responsibility of the university and humanitarian considerations, it also prioritized research, extension and production for total community development. Rep. Zubiri added that

ANY institution needs management. A school is definitely one of them. Aside from managing fellw faculty and staff, one needs to manage the students too. Some of them can be problematic especially if they are minors whether they’re in elementary or secondary. Whereas elementary kids can be noisy in the classroom, secondary studes’ concerns can be more serious, ranging from possible use of illegal drugs within the school campus to bullying and physically assaulting other students, etc. And since the school’s students are also minors, it is also part of management’s job to take the concerns of the parents into consideration.

Thus, the ideal time for DepEd to appoint a principal to a new school must be every April. In this way, he or she will have two more months to prepare for the incoming academic year which will start by June. The new principal can also familiarize with the environment inside the school campus. Remember that each atmosphere of each school is unique. You have to take into consideration the culture of the people in that particular barangay where the school is situated. You also have to count in the “tradition” factor i.e. activities or policies that have been practiced in the school which are not seen elsewhere.

These days, technology is embedded into our culture and our everyday lives—from smart phones to smart homes. Today’s students expect the same kind of technological innovations to enhance their educational experience. For instance, students say technology helps their professors to be more efficient and effective in teaching classes, and they feel that technology helps them to be more efficient and effective students. As students’ digital literacy grows, teachers must match or surpass the level of technology students’ use outside of the classroom. Students are coming to us with much different demands than they did even five years ago. They are tech savvy and tech focused. They want to learn in ways that are more interactive—both in class and in the tools they use to learn. To be impactful, teachers cannot teach the way teachers in 20 years ago and expect to keep them involved and engaged in their studies, because the students today do not learn the same way. Students love modern technologies, and it’s easier

With the recent health crisis we are now facing, it is of utmost significance that still, learning must continue among Filipino learners, with any possible modalities and resources available. I agree, this posts a great challenge not only to the executive and legislative branches of the government, but to all government agencies and non-government organizations, and of course, the Department of Education is not exempted. As a School Head of a remote school, I am now as well embracing to what they call the “new normal”. Face-to-face instruction now is not the thing, but distance learning. As we are most concerned with the health and safety of the learners, however learning must not stop, but it must continue. The Department of Education has been preparing and finalizing the guidelines on the Learning Continuity Plan, in which it has been proposing on flexible and blended learning arrangements that would best fit every learner, maximing the resources at hand, the best way possible. Although, it has earned negative feedbacks most from the parents and the community, DepEd has been on a hard work scheme to be able to lobby and fix every possible items and provisions of the LCP, not only to the parents, but also to all the stakeholders. This is in no way considered as an easy task. Where everyone now is on the adaptation stage for the new normal, it is not easy for us, for the teachers, and for every DepEd employee. While a lot has been sending hate messages to teachers and telling us that we do not have a work to do, well, they are all

wrong. Our lives have been twisted into a shift wherein we must quickly adopt to all the sets of policies and instructions, and the new normal now is that everything is on the line, on the technology, the Internet where every teacher, young and old, must know and adopt. While work from home is being implemented, I cannot help myself but go to school, to update and check if everything is at place while monitoring and checking on the teachers’ work and performace through online meetings via Google Meet. Plus, I have been engaging myself to various webinars in order for me to be updated and for me to learn new schemes and strategies that I can effectively share with my teachers when it comes to education amidst this pandemic. Yes, we are the flexible workers of the government and we are bannering for the continuation of learning amidst this crisis. It is not easy, however, as the School Head, I will do my best to still deliver the best and quality education guided by DepEd principles to every learner of Malagana National High School. This is only a health crisis and I strongly advocate and pray that the Department of Education can surpass this one with a winning film. We, the teachers are important drivers and instruments of success, whatever the adversity maybe. We are stronger and we will see to it that whatever changes may come and take place, as the School Head, together with my teachers will gladly and willingly accept the challenges for the good and benefit of every Malagana learner.

Peace education

VALUES education has been in our elementary curriculum since the 1980s or even before that. But with the entry of the K to 12 program, it has now been enhanced. By 2016, there will be a subject in senior high which will be called introduction to world religions and belief systems. With that, it is hoped that harmony among cultures in various countries will be introduced to senior high students who are nearing adulthood because they will be 17 to 19 at the time they will graduate. Now there’s an alternative being proposed by a nongovernment organization. It is called peace education. In this concept, students are

taught not just academic lessons in understanding diverse cultures all over the world but are also taught anti-bullying exercises on how to interact with each other without inflicting harm to one’s classmates, whether physical or psychological. This curriculum has been adopted already by a few private schools in the country and more are expected to follow suit. Peace education may be new in the Philippines but it is slowly gaining ground in other countries. Students are taught at an early age how to tolerate other cultures. When we eradicate bullying during childhood, we can erase radicalism and extremism in adulthood.

The Department of Education Division of Misamis Oriental acknowledges the government’s Pantawid Pamilyang Pilipino Program (4Ps) of the Department of Social Welfare and Development (DSWD) as it has been one of the contributing factors on the improvement of the learners’ academic performance in the province. As per data gathered through School-based Management (SBM) monitoring and evaluation, records show that there have been an increase in the attendance, decreased drop-outs, and increased participation rates of both the learners and the parents. Learners are being actively engaged in classroom activities while parents have been consistent in helping the school administration. 4Ps has benefitted thousands of learners in the Division as it does not only provide cash assistance for the education but also requires parents or guardians to participate in monthly community-based family development sessions to learn about positive child discipline, disaster preparedness, and women’s rights. With this, as parents foster positive discipline in their homes, children will as well practice good manners and right conduct at school, further establishing good rapport and relationship among teachers and fellow learners. Moreover, through series of focused group discussions

among teachers and parents, it is worthy to note that parents have recognized the value of education and what it can bring to their children’s future. Most of them have accounted that education is the only wealth they can give to their children, that is why, with the help of 4Ps and due diligence and hard work, parents say that they will do everything in order to take their children to academic success. As DepEd is true to its vision of dreaming of Filipinos who shall passionately love the country and whose values and competencies will enable them to realize their full potential, DepEd distinguishes that we cannot do it alone, as it takes a village to educate a child. Hence, we are expressing our big thanks and utmost gratitude to our partners, who have been helping us in realizing our dreams also, not only to the learners of the Division of Misamis Oriental, but to the whole nation. TO prepare for the implementation of new learning modalities this coming school year, DepEd has been training public school teachers in ICT-based teaching. A total of 337,468 public school teachers which covers 40 percent of the public school teaching population has already been trained. An additional 10,521 private school teachers have likewise received the same training. These trainings made use of webinars where the number of participants can reach 45,000 unique individuals allowing DepEd to rapidly scale its capacity building program. Quality is assured by requiring activities to be completed and submitted before the release of certifi-

cates. The trained teachers only count those who have received certificates. However, more teachers have viewed the recordings of the webinars which are made available on the Internet. The number of teachers who attend multiple webinars indicates the immense interest in the use of ICT-based tools to respond to COVID-19. There are 315,540 teachers who attended the Proficiency OER Program which covered ebook development that teachers can use to prepare localized materials for their classes and the Basic OER Program which focused on authoring tools and interactive quizzes that can be used even with no Internet.

For purposes of this Section, the tax on general engineering, general building, and specialty contractors shall initially be based on the total contract price, payable in equal annual installments within the project term. Should a contractor (applicable only to general engineering and general building contractor) undertake to furnish the materials in the construction work, only the cost of such materials shall be deducted from his gross receipts for the purpose of determining the tax due.

Section 2. REPEALING CLAUSE – City Ordinance No. 0171-19, Series of 2009, known as “THE DAVAO CITY ANTI LITTERING ORDINANCE OF 2009” FURTHER AMENDING ORDINANCE NO. 98, SERIES OF 1956, OTHERWISE KNOWN AS THE “ANTI LITTERING ORDINANCE OF THE CITY OF DAVAO”,AS AMENDED BY ORDINANCE NO. 105, SERIES OF 1986”, is hereby repealed by reason of City Ordinance No. 0361-10, Series of 2010 or the Davao City Ecological Solid Waste Management Ordinance of 2009. Section 3. EFFECTIVITY CLAUSE– This Ordinance shall take effect immediately after posting in two (2) conspicuous public places and publication for three (3) consecutive days in a local newspaper of general circulation.

Upon completion of the project, the taxes shall be recomputed on the basis of the gross receipts for the preceding calendar years and the deficiency tax, if there be any, shall be collected as provided in this Code or the excess tax payment shall be refunded.

ENACTED, October 15, 2019, by unanimous vote of the members of the Sangguniang Panlungsod, there being a quorum.

SECTION 1. TITLE – This Ordinance shall be known as “AN ORDINANCE AMENDING ORDINANCE NO. 166-81, SERIES OF 1981, KNOWN AS “AN ORDINANCE REGULATING THE SALE OF LPG IN DAVAO CITY, AND FOR OTHER PURPOSES”.

SECTION 2. AMENDMENT– The amendment shall be as follows: Section 1. All sellers and dealers of Liquified Petroleum Gas (LPG) in Davao City contained in cylinders of all weight are required to indicate in the cylinder the weight of the LPG contained therein and the weight of the cylinder itself. Section 2. All LPG sellers and dealers in Davao City are required to have a weighing scale in their places of business, duly inspected and scaled twice a year by the City Treasurer’s Office, before they can be issued any license or business permit to do business in Davao City.

AN ORDINANCE AMENDING SECTION 2 OF CITY ORDINANCE NO. 0332-68, SERIES OF 1968 BY INCREASING THE CIVIL PENALTIES TO THE MAXIMUM AND ALSO THE PENALTY FOR IMPRISONMENT THEREFOR

Be it ordained by the Honorable Sangguniang Panlungsod of Davao City in session assembled, that:

Section 3. Any LPG sold which is contained in cylinders must be weighed in the presence of the customers before any sale is made. This shall also cover those sales made through delivery.

Section 4. Any person or entity violating this Ordinance shall suffer the following penalties:

First Offense- a fine of Php3,000.00 and/or imprisonment of not less than three (3) months, or both, at the discretion of the Court.

Second Offense- a fine of Php4,000.00 and/or imprisonment of not less than six (6) months, or both, at the discretion of the Court.

Third Offense- a fine of Php5,000.00 and/or imprisonment of not less than one (1) year, or both, at the discretion of the Court.

SECTION 1. TITLE- This Ordinance shall be known as “AN ORDINANCE AMENDING SECTION 2 OF CITY ORDINANCE NO. 0332-68, SERIES OF 1968, BY INCREASING THE CIVIL PENALTIES TO THE MAXIMUM AND ALSO THE PENALTY FOR IMPRISONMENT THEREFOR”.

Violation under this Ordinance shall be a ground for the cancellation of the license and business permit to sell LPG in Davao City.

SECTION 2. AMENDMENT - Section 2 of City Ordinance No. 0332-68, Series of 1968 shall be amended as follows:

In case of corporation, partnership, and association, the officers, managers, or partners responsible therefore shall be held liable.

Sec. 2 – The following penalties shall be imposed on violators of this Ordinance:

First Offense

MANILA – The Philippine Health Insurance Corporation (PhilHealth) on Monday assured members that it has enough money to fund all the health services it provides apart from the health packages for patients infected with the coronavirus disease 2019 (Covid-19). “We started the year with the reserve of about PHP130 billion, our estimated price tag for Covid-19 is PHP40 billion.
