FOI PH joins 13th Int’l Conference of Information Commissioners PUEBLA, Mexico – Presidential Communications Operations Office (PCOO) Undersecretary and Freedom of Information (FOI) Program Director Kris Ablan led the Philippine delegation to the 13th edition of the International Conference of Information Commissioners (ICIC) in the City of Puebla, Mexico from June 22 to 24.

Bearing the theme “Access to Information, Participation and Inclusion in the Digital Age,” the Conference seeks to discuss and address several issues and topics related to access to public information such as artificial intelligence and algorithmic governance; open government, and transparency by design; disinformation and press freedom, among others, through simultaneous workshops, parallel sessions, closed-door meetings.

If the winning bidder fails or refuses to push through with the purchase of the property, or fails to pay in full the remaining balance within 30 calendar days from receipt of the Notice of Award (NOA), he shall lose his right as winning bidder and the 5% bidder’s bond shall be forfeited in favor of the Fund.

The Fund shall declare the next highest bidder as the winning bidder in case the sale to the original winning bidder is cancelled.

He shall be required to pay a down payment of 5% of the offer price within 15 calendar days from notification and the remaining ninety five percent (95%) of his/her bid offer within the approved payment period. In the event there are two (2) or more complying bidders, the same rule on resolving ties shall be applied.

THE educational technology today drives collaboration in the classroom, instilling more than the curriculum in students.

Collaborative education is a pedagogical approach centered on students interacting and learning together.

This approach goes against the traditional format of information flowing one way, from teacher to students. Instead, students become part of the teaching process in a collaborative environment where they build knowledge with their peers.

In the Philippines, a reported 93 percent of households adopted distanced learning during the pandemic, leading to a radical, home-based learning approach. This fostered and perhaps spurred changes that would have otherwise taken years or decades.

With the return to classrooms, the coming years provide an opportunity to reshape education in a more collaborative and technologically driven way. Teachers can harness the positive tech-

nological practices adopted during the pandemic to create a more collaborative, modern learning environment.

The distance-learning approach laid the groundwork for a more technologically driven education sector. Teachers had to adapt and incorporate more tech tools to maintain some form of collaborative learning.

Now, they’re better equipped to use technology to foster greater collaboration among students.

Online learning tools, such as Google Classroom and Microsoft Teams, were widely adopted to maintain collaborative learning environments at home. These tools allowed students to work together on shared documents and communicate easily with their peers and educators. Virtual breakout rooms also became part of the learning experience, allowing students to break off into smaller groups to collaborate on a piece of work or project, enabling a more engaging peer-to-peer learning style.

Achieving financial independence

WE recently celebrated our 124th Independence Day as a nation. The day we commemorate the declaration of Philippine independence from Spain in 1898. While we have been freed from this bondage, as a people, we still have to enjoy freedom from a number of things… freedom from inequality, injustice, corruption, discrimination, misinformation, and from financial dependence, among others.

This article will focus on how we can achieve financial independence, which is the state of having enough income or wealth sufficient to pay our own living expenses without needing to actively work or be dependent on others.

Financial independence takes different meanings to different people. For the young ones, it means being able to meet their financial needs without the help from parents, grandparents, relatives, or others. For some, it means not having to actively work and just live on their passive income. But for others, they do not want to stop working but just want to have enough money to live comfortably and free from debts. And still, for some people, it means being free from financial worries when they retire.

Whatever financial independence means to us, unless we inherit a fortune or win the lotto, we will only achieve it when we plan, fight and go for it.

Set financial goals. Your definition of financial independence can be one of these mentioned above.

But these are still vague.

The more specific your goals are, the higher the chance of achieving them.

We have to be clear and specific with our financial objectives, how much money should we have to make it possible, how much time we have to achieve this amount and how to build the needed amount. The way a Millennial will manage his money will be totally different from someone who is nearing retirement. The purpose, timeline, and even the instruments that will be used will be different for these two generations.

Make a monthly budget of savings and spending.

Do not spend more than what you earn. Keeping a monthly budget is the best way to ensure that bills are settled and savings are on schedule. One may observe the 70-30 rule, where 70% of the income goes to expenses and 30% goes to savings.

Now, that everyone can shop from the comfort of their homes and with left and right online shopping promos, one has to have a strong resolve to keep within the monthly budget. Know what are the needs and what are just wants.

Allocate savings between short/mid and longterm funds. Place savings for short and mid-term expenses (such as tuition fees, annual family travel, emergency funds, etc) in instruments such as bank accounts, which you can immediately access. While money intended for longterm life milestones such as debut, graduation, wedding, and retirement, may be placed in long-term investment vehicles, where time can outweigh the risks.

Never risk putting your funds for your short-term needs in long-term instruments as you may not have the luxury of time to rebound and recover in case of market dips. Whenever possible, go for an automatic savings facility so the money intended for savings will not See FINANCIAL, page 5

The right to disconnect A LIFE WITHOUT CELL PHONE? I remember the time, when one of my first Japanese friends kept on complaining, why I didn’t operate a cellphone. Believe me, during that time, sometime in 2000 or 2001, I was even typing my articles on an old typewriter from Germany.

My Japanese friend then bought me a computer - and a cellphone! Some other friends congratulated me: “Welcome back to the world!”

Sometimes, I observed (business-)people operating with two or even more cellphones at the same time.

I asked them: “How did you survive doing business before without these units?”

Believe me or not. The answers have been mostly: I really don’t know!

Doing business nowadays without a cellphone? Even a very private life? I can’t imagine it anymore. Philippines’ cellphone companies really provide us with the widest distribution and the broadest coverage to very affordable charges or even for free. I really enjoy, for example, the unlimited call experience - just to mention one.

Two handsets or even three. Ok lang, as long as it keeps my business running.

Journalist Chris StokelWalker explained it very well: for the average working person, there’s no greater feeling than powering down your computer and kissing goodbye to your avalanche of work emails for the day.

If we’re lucky enough to disconnect from the job on evenings and weekends, we’re overjoyed to leave work emails and the stress that comes with it in the office.

But experts say we’re increasingly failing to do so, instead bringing the burden home with us and fielding emails during our free time. Unsurprisingly, this routine has some serious consequences.

Now, it is a reflex, like checking my Facebook or Twitter timeline. Yes, it’s indeed so - but never 24/7.

Working abnormal or long hours has long been linked with depression, anxiety and even coronary heart disease. Crucially, the importance of weekend recovery has also been correlated with weekly job performance and personal initiative. While further research revealed psychological detachment during off-work time, reduced emotional exhaustion caused by high job demands and helped people stay engaged.

So, if we know all this, it begs the question: why are we still letting work invade our precious weekends?

According to Cary Cooper, professor of organisational psychology at Manchester Business School and president of the CIPD, the recent trend even spills into the way we access our work communications and projects.

Today, says Cooper, work emails are just a tap of a smartphone away. “You don’t carry your laptop around when you’re out to dinner, but you do carry your mobile phone,” he says.

“The smartphone changed everything.”

The right to disconnect is a proposed human right regarding the ability of people to disconnect from work and primarily not to engage in work-related electronic communications such as e-mails or messages during non-work hours. from page 4 hands anymore. Now, while saving for short-term funds may appear to be urgent, long terms funds are equally important and deserve urgent attention too.

Start investing now. The magic of compound interest alone will help you grow your money exponentially but ups will need a lot of time to make meaningful growth.

So the earlier you get into it, the better, as you have more time on your side. Also, it is not true that you need big amount of money in order to be an investor. There are now different instruments that can help us grow our money and most will not even require a big start-up amount. Take for instance GCash, where you can start to invest with P50.00 only. One can start small but needs to make it consistent and regular. As you grow your funds and understand your risk appetite much better, you can try other investment programs such as mutual funds, variable insurance or stocks market, etc. Remember these basic investment principles: buy low, sell high; higher yields, and higher risks. Low risks, low yields; don’t put your eggs in one basket; invest based on facts, not emotions.

Create additional income sources. With all the opportunities available around us, we should not be limited to one source of income. This is what the young generations are showing us. They can have multiple sources of income.

They can be an employee, online seller, financial advisor, virtual assistant, and social media influencers, all at the same time. Each one adds to their income stream. They don’t just wait for opportunities, they create for themselves. We can develop and enrich our skills and talents through the different courses/programs being offered online, some of which can even be accessed for free. This comes in handy when looking for job opportunities that may require a set of skills different from what you currently have.

One just has to be resourceful, creative, and determined.

Settle credit cards in full.

This is an often neglected reality. But when not properly managed, credit cards and other high-interest-bearing loans can be damaging and toxic to our quest for financial independence. Charge to your credit card an amount that you can afford to pay in full come the due date. Otherwise, the monthly interest can set you way off your financial goal.

Unless, you are very certain that no extra hidden amount is added, avoid availing the monthly installment programs of credit card companies. Most of these have a built-in interest in the package. Make sure to pay on time to avoid fines and surcharges. Not only will this save you money, but this will also give you a good credit rating. I love using my credit card because of the convenience, plus the rewards and freebies.

But I make sure that I pay on time and in full so I can truly enjoy its benefits.

The above may not fully solve your money problem but they will help you develop the right habits to achieve your financial independence. Have the plan and go for it! Let’s be mindful of what one of the richest persons in the world, Bill Gates said, “If you’re born poor, it’s not your mistake, but if you die poor, it’s your mistake”.

Let’s not make that mistake!

10. In the absence of a chosen mode of payment, the default mode of payment shall be long-term installment. Likewise, change on the winning bidder’s mode of payment shall not be allowed.

17. Any notification sent by Pag-IBIG Fund through email or SMS shall be sufficient compliance to the notification requirements and presumed to be deemed received by the buyer. In this regard, the Bidder shall ensure that the contact number and email address indicated on the Offer to Bid are active. 18. The winning bidder shall be required to pay his/ her BID BOND equivalent to five percent (5%) of the BID OFFER and shall be paid within 3 working days after the publication of the winning bidders. It shall be in Philippine Currency and may be in the form of cash or manager’s check payable to Pag-IBIG Fund. It shall likewise serve as the down payment of the winning bidder.

19. For bidders whose bid bond is in the form of a MANAGER’S CHECK, they are advised to adhere to the current Bangko Sentral ng Pilipinas’ (BSP) memorandum relative to the proper handling of checks: Do not staple, crumple, fold, bind or pin checks.

20. Payment of the remaining ninety five percent (95%) bid offer balance may either be thru any of the following modes: a. Cash Payment – the balance on the net selling price shall be paid not later than thirty (30) calendar days from date of signing of Deed of Conditional Sale (DCS). b. Short-Term Installment – the balance on the net selling price shall be paid in equal monthly instalment and provided the chosen payment term shall not exceed twelve (12) months subject to an interest based on the Full Risk-Based Pricing Framework for three-year fixing period. c. Long-Term Installment – payment shall be in the form of monthly amortization based on the approved term, which may be up to a maximum of thirty (30) years with the following considerations: c.1. Approval and term shall be subject to eligibility requirements stipulated under the Circular 428 Omnibus Guidelines on Sale of Pag-IBIG Fund Real and Other Properties Acquired; c.2. The amount shall be the bidder’s bid offer, net of 5% down payment; c.3. The bidder shall be required to file his/her Long-Term Installment application and pay the processing fee within thirty (30) calendar days upon receipt of Notice of Award:

- Processing fee of Two Thousand Pesos (P2,000.00); - Equity, if applicable;

c.4. In case the Bid Offer, net of the five percent (5%) bid bond and additional discount, is still higher than the approved amount for Long Term Installment, the amount in excess shall be treated as equity. It shall be paid by the buyer within thirty (30) calendar days from receipt of Notice of Conditional Approval of Sale (NCAS). c.5. Original Borrowers who wish to participate on the Sealed Public Auction sale shall not be allowed to avail long term installment as mode of payment. They may only submit offer thru cash or short-term installment basis. c.6. In case the application has been disapproved due to buyer’s fault, the 5% bidder’s bond shall be forfeited in favor of the Fund.

21. 22. The Fund shall declare the next highest bidder as the winning bidder in case the sale to the original winning bidder is cancelled.

Leyte’s Mahagnao Volcano Natural Park reopens

BURAUEN, Leyte – The Mahagnao Volcano Natural Park (MVNP), the site known for lakes and thousands of wild ducks, has officially opened after more than two years of closure and limited operations due to Covid-19 pandemic.

The ecotourism site is the last of the seven protected areas in Eastern Visayas ready to welcome visitors again since the health crisis broke out, Crisostomo Badeo Jr., the MVNP protected area superintendent on Wednesday said.

“We have not rushed

the reopening since the primary purpose is not to do business, but to preserve the natural wonders of Mahagnao. We have to make a lot of preparations,” Badeo said in an interview during the reopening of the site.

The MVNP protected area management board limits the daily carrying capacity of the destination

to only 150 tourists from 250 before the pandemic.

There are also mechanisms in place to ensure compliance to existing minimum public health standards.

Visitors have to fill up a form downloadable through the MVNP Facebook page before their visit.

The reopening coincides

with the 5th anniversary of legislation of the 341-hectare MVNP as a protected area.

Petitioner alleged that the petition was received by the Office of the Clerk of Court Marawi City on May 17, 2022. On even date ,the staff of the Public Attorney’s Office tried to mail copies of the petition to respondents but she was directed by the Marawi City Post Office to return the following day because the person responsible for receiving mails was not around Hence, respondents were furnished with a copy of the petition on May 18, 2022. Furthermore, upon their investigation ,the judicial affidavits in compliance with Section 6, Rules 7 of Court were actually attached to the duplicate copies of the petition received by the Court.

After a careful evaluation of the Motion as well as the duplicate copies of the petition received by the Court, the Court GRANTS the Motion. The Registry Receipts attached to the Motion show that respondents were indeed furnished with a copy of the petition. Also, the judicial affidavits of petitioner and Rolando P. Mangantang were actually attached to the duplicate copies of the petition, which is substantial compliance with Section 6, Rule 7 of the Rules of Court.

The Court now evaluates the petition.The Petition for Correction of Entry filed by petitioner states: 1. Petitioner is of legal, Filipino, married and a resident of Mulando, Lanao del Sur where he may be served with notice and other court processes; 2. Respondent Civil Registrar of Mulondo, Lanao del Sur is the custodian of all records of birth in the Municipality of Mulondo whose office is located at the Municipal Hall Complex, Mulondo Lanao del Sur where he may be served with summons and other court processes; 3. Macabantog was also puzzled because she recalls that she paid a relative to process the same, but she was not able to verify and check the details entered into the COLB form as it was not shown to her prior to its filing, in fact the signature shown above the name of the informant is not hers; To further substantiate her correct date of birth, petitioner attaches hereto her COLB of her older sister Rosminah Macabantog Marohomsalic, marked as ANNEX”J”, showing the latter’s date of birth October 21, 1975. It is impossible that petitioner who is the fourth child is born in 1974, while the third child Rosminah was born in 19975. She likewise attaches the COLB of her younger sister, the fifth child Rosmailyn M. Marohomsalic who was born in 1986, marked as ANNEX “H”; Petitioner is left with no recourse but to seek judicial Remedy for the correction of the erroneous birth date Shown in her COLB pursuant to Rule 108 of the Rules of the Court; This petition is filed without the slightest intention to defraud the government or any private entity; its ultimate purpose being to correct the erroneous entry as appears in the public records of the Civil Registry and accordingly make it reflective of the petitioner’s correct birth date January 21, 1977 as appears(sic) in all her other official records.

Petition was astounded because, as the informant of said COLB, he perfectly recalls the he supplied the correct details to the typist thereof. Unfortunately, as he was confident that the correct details were aptly typed in to the COLB form, he inadvertently failed to notice the erroneous birth year 1957 typed therein before affixing his signature; 12. Hence, herein Petitioner is left with no recourse but to seek judicial remedy for the correction of the erroneous birth year shown in his COLB pursuant to Rule 108 of the Rules of Court; 13. May 2022 nat’l gov’t fiscal deficit down to P146.8-B MANILA – The national government (NG) registered a budget deficit of PHP146.8 billion in May, down by 26.72 percent from PHP200.3 billion recorded a year ago due to double-digit revenue growth alongside the 1.10-percent contraction in government expenditures.

The resulting year-to-date (YTD) budget gap also declined by 18.99 percent or PHP107.5 billion to PHP458.7 billion from the previous year’s outturn of PHP566.2 billion.

Total revenues grew by 18.91 percent to PHP304.9 billion for the month compared to PHP256.4 billion collected in May 2021.

Ninety percent (90 percent) or PHP1,289.6 billion of the total collections was sourced from taxes while the remaining 10 percent or PHP147.6 billion came from non-tax revenues.

The Bureau of Internal Revenue’s (BIR) net collections amounted to PHP216.6 billion, notching a 17.91 percent or PHP32.9 billion increase from the PHP183.7 billion logged in the same month last year.

Likewise, BIR’s total collection of PHP959 billion as of end-May beat last year’s performance for the same period by 9.92 percent or PHP86.6 billion.

The Bureau of Customs (BOC) collected PHP66.3 billion in May, registering year-on-year growth of 36.35 percent or PHP17.7 billion, the highest growth achieved since the beginning of the year.

This brought BOC’s cumulative collections to PHP320.5 billion as of end-May 2022, 28.42 percent or PHP70.9 billion above the previous year’s outcome of PHP249.6 billion.

The Bureau of the Treasury’s (BTr) income for the month amounting to PHP8.9 billion was lower by 28.22 percent or PHP3.5 billion year-on-year largely due to lower dividend remittances.

Nevertheless, BTr’s year-todate collection of PHP83.4 billion still grew by 37.08 percent or PHP22.5 billion compared to last year’s PHP60.8 billion on account of higher dividend remittances, NG share from PAGCOR income as well as income from Bond Sinking Fund (BSF) investments.

The 2021 Online National Festival of Talents was held on December 6-10, 2021, by the Department of Education’s Bureau of Learning Delivery Student Inclusion Division (BLD-SID), with the theme “Demonstrating Resiliency of Learners During the Covid-19 Pandemic through Showcasing of Skills and Talents in Culture, Art, and Technology.”

STEMazing (Science, Technology, Engineering, and Mathematics azonic innovations and gains) is one of the contested Component Areas, which serves as a platform for assessing learners’ artistic abilities, language, scientific, technological, and livelihood skills, critical analysis, and deep reasoning, among others, in the K-12 Basic Education Curriculum.

In conjunction with the event, the Cagayan de Oro City Division held the first-ever Online Division Festival of Talents for STEMazing on November 22, 2021, with Agusan National High School, Bulua National High School, Cagayan de Oro National High School Senior High School, Gusa-Regional Science High School, Lumbia National High School, and Pedro Loy Roa Sr. as participating schools. The National High School students used their scientific and mathematical thinking skills to challenges having local, national, and global significance.

Using 21st century skills, learners was able to become problem solvers by tackling social, scientific, and environmental concerns.

Sarigumba and Nice Ala of PNRoa NHS presented on waste management following the 5S- sort, set in order, shine, standardize, and sustain to instill in the mind and hearts of everyone to save Mother Earth through this method.

While Airha Nica A. Gemina and Kyla Tresha N. Menoza of Lumbia National High School presented the process of recycling face shield to produce fuel gas. Beatrice Bernado of Gusa Regional Science High School declared as first place on the said competition, represented the Division for the Regional STEMazing Competition last November 24-26, 2021.

This may have been written as joke, Monty Python’s “Always Look on the Bright Side of Life”, but training our mind to focus on the positive has been proven to have both physical and physiological benefits which is leading to a higher success rate.

Among other things, studies have shown that a positive attitude can help us cope with stress, improve our overall wellbeing, and even boost our immune system.

Recently, researchers have also uncovered evidence that a positive attitude can impact our ability to learn and solve problems. This isn’t necessarily surprising considering that positive thinking generally helps us feel happier and more relaxed, which in turn makes it easier to concentrate on tasks at hand and absorb new information. For years, teachers have known that fostering a positive learning environment is crucial to their students’ success, and most go to great lengths to ensure that their classrooms are places where students will feel supported and engaged. Even so, it’s fascinating to know that something as simple as a student’s outlook on learning can influence their academic achievement. Here’s what the research says about how a positive outlook can help us learn more effectively. A recent study from the Stanford School of Medicine found that a positive

attitude towards learning has the potential to boost the functions of the brain’s memory Centre and predict performance independent of confounding factors such as a student’s IQ. Some researchers explain that positivity towards learning manifests itself in a number of ways. For example, students who were positive about math tended to be more interested in it and were also more likely to practice it, and this positive perception towards math and their abilities resulted in enhanced memory and more efficient problem-solving. “We think the relationship between positive attitude and math achievement is mutual, bi-directional,” explained Chen. “A good attitude opens the door to high achievement, which means you then have a better attitude, getting you into a good circle of learning. And it can probably go the other way and be a vicious circle, too.”

Teachers can also use these findings to help students meet their full potential. Some research has shown that in order to learn effectively, students must feel safe, engaged, and connected, so these are all factors that can contribute towards a positive learning environment. THE principal’s day is a reflection of many complex interactions such as communicating with multiple types of stakeholders, managing financial resources, connecting daily with students, leading professional development and being a collaborative team player.

A principal reads, reviews and responds to approximately 33 emails sent between 6:00 p.m. yesterday and 7:30 a.m. today, assists in creating communication for all parents and students in our school, walks the halls and visits the teachers before the first class and works with the guidance counselor around a student who needs additional support.

In order to be most effective, timely responses are

essential to meet the needs of our stakeholder community especially when requests to speak to students come in.

Trying to match with the needs of our students while aligning to school and district goals can be hard but is necessary to supporting our community.

The principal conducts a targeted classroom walkthrough observation around how to engage students in accessing core content, begins to plan our next teacher professional development day, reviews best practices around the benefits of family engagement and finalizes plans for learning walks with community members who will like to tour our classrooms.

MANOKAN SA PAARALAN BENECIO I. REDULLA Teacher III Nangcaon Integrated School

As they say, school is a miniature society. Hence it is but the reflection of the community and at times the type of community relies of what is being showcased in the school as such, manokan sa paaralan is a good example. It introduces to the community small scale food production which will somehow elevate their perspective about food security, health awareness and income generating projects.

Last July 2021, Nangcaon Integrated School implemented a project Manokan sa Paaralan with the purpose of inculcating among our stakeholders, teachers and staffs the values of good health and nutrition, industry, love

of labor and caring for others.

The school started raising ten native hens and two roosters.

After 4 months of breeding, there were 36 chicks survived and raised. There were problems encountered such as diseases and parasites but with the help of some experts in raising chickens, these problems were controlled.

As of the month of January 2022 there are 20 native hens and 5 roosters added to the manokan sa paaralan project.

There are also 29 new chicks added and raised.

With the patience and continuous labor of the school’s stakeholders in raising chickens, manokan sa paaralan became a successful project.

There are three main goals of the organization — student impact, regional leadership and organizational excellence.

We exist to impact students, so that’s where we want to contribute meaningfully and equitably to improving cradle to career student outcomes.

We believe that if we can anchor on these pillars … that’s really going to make an impact on our region and help make a difference for the lives of kids cradle to career.

There are nine priorities they want to focus on such as increasing kindergarten and

ultimately getting students to read on grade level, increasing college going and career entry.

Students are going to need something after high school such as a certificate, credential, an associate or four-year degree.

If we can make sure that more students are having success in school and after graduation that’s going to be a positive impact on our workforce development. … Right now, a lot of our industry and a lot of our companies are struggling just to fill positions, so they are trying to recruit outside of the region. But if you look at just being able to grow our own workforce, that would be a major impact … so that is really the focus of this work.

Castro was the class valedictorian of High School Class 1986 in St. Scholastica’s College, was among 100 honored as its outstanding graduates in the last century along with the late President Corazon Cojuangco Aquino; graduated Cum Laude, BS Zoology at the University of the Philippines; and finished medicine at the UP College of Medicine in 1995.

After passing the medical board exam, in 1996, she pursued a vocation as a community doctor, public health practitioner and human rights activist in the two Agusan provinces.

In his argument, Efren said the dismissal ruling in the case of Castro has no factual and procedural grounds because a subpoena was issued to the then respondent whose lawyer failed to submit any countervailing evidence.

He also cited in his motion for reconsideration that Castro was not denied her substantial right to due process because there was a preliminary investigation.

As part of the ruling, Villanueva cited the supplemental affidavit of kidnap victim Bernabe Salahay, a paramilitary man, who alleged that it was Castro who accompanied the abductors, talked to them while in captivity, and assured them that he would not be hurt.

Judge Villanueva granted the motion on June 16, and Provincial Prosecutor Ceferino Dino Paredes received a copy of the ruling on June 20.

Judge Fernando Fudalan of the same sala dismissed Castro’s case on March 25 on the grounds of denying her rights to due process and its lack of jurisdiction over her.

Fudalan immediately ordered authorities to release her from detention at the Provincial Jail inside the provincial capitol complex.

“Without the probable cause, the court did not acquire jurisdiction over the accused, which warrants the dismissal of the case,” the decision read.

Fudalan was the same judge who issued the warrant against 468 persons linked to the alleged kidnapping.

The case against Castro and others for kidnapping and serious illegal detention was filed on January 14 last year, less than a month after the alleged incident occurred in Sibagat town in Agusan del Sur on December 18, 2018.

An information was filed in court on December 18, 2019; a subpoena was issued on January 17, 2021; the doctor was arrested on February 18 this year; and her lawyers filed a motion to dismiss a few days later, on February 22.

The trail ends at Malagsum Lake, one of three lakes of Mahagnao known for its green acidic water, a sanctuary to about 2,000 wild ducks of several species.

Near the lake thrives a type of Bermuda grass that only grows in soil soaked in acidic lake water.

Bulkan (local term for volcano) trail gives visitors a chance to see Philippine Macaque monkeys leaping from tree to tree while hiking through a dry stream bed.

Through this trail, one can reach the top of the inactive volcano overlooking two lakes of Mahagnao.

Along the way, tourists will find some sulfuric gems, but picking them up is strictly prohibited.

The biggest lake in Mahagnao village has a length of 15,590 meters and a surface area of about 16 hectares, ideal for boating, kayaking, and stand-up paddling.

InLife reports over P600M individual claims in Q1 For the first three months of the year, Insular Life (InLife) noted lower death claims, stirring hope that the country is finally coming out of the pandemic.

InLife President and CEO Raoul Antonio E. Littaua reported that first quarter individual claims amounted to P682 Million, mostly coming from maturity benefits and anticipated endowments.

Of this amount, individual death claims accounted for P206.5 Million for 543 policies. Out of all first quarter paid claims, 261 are COVID-related, with 229 death claims amounting to P94.4 Million, a 7-percent decline compared with the same period in 2021.

“Even as COVID-19 peaked in January due to infections brought about by the Omicron strain, InLife recorded fewer COVID-related death claims.

However, we remain vigilant and observe all safety protocols but at the same time, we remain hopeful that things will get better,” Littaua said in a media briefing.

Based on 2020 and 2021 data, InLife paid about 9 percent of the industry’s COVID-19 related claims.

Littaua also noted that the 8.3 percent GDP achieved in the first quarter is an

encouraging sign of recovery.

“The economy picking up despite the lockdown in January, the lowering of unemployment rate, the solid remittances of our overseas Filipino workers will be supportive of consumer spending moving forward,” Litttaua said.
