MAMBAJAO, Camiguin--To preserve its flourishing marine flora and fauna, the provincial government of this island has urged divers and tourists to help them in preventing the destruction of its coral reefs.

Outgoing Gov. Maria Luisa Romualdo said visitors to the province, especially sea divers, also play a role in the protection and preservation of Camiguin’s marine life.

“We hope we can get more

9 students hurt as covered court collapse in Zamboanga

Joel San Juan Garcia, school principal of Sinubong National High School identified some of those students who were hurt

namely Michaela Martinez, Radzmi Jainal, Mica Macaso, Shaina Alipan and Jenelyn Ebag - all of them are Grade 9 students of said school.

Garcia said the covered court is used as temporarily classroom for Grade 9 students and they were having their class when the incident occured at around 8:30 in the morning.

He said the students heard a sudden loud cracking sound afterwhich followed by the collapse of the covered court roofing.

“The teacher and students first heard a loud creaking sound and the students and teacher ran away for their safety.”

Sinubong National High School is about 26 kilometers from the city proper and there was heavy downpour before it collapsed.

This was maybe the reason that it collapsed because of the heavy pounding of rain water on the roof.

There were over 50 students holding classes at the covered. Luckily, the rest of them were all safe and only nine got injured.

Since the class’s assigned classroom has leaky roofings, they were forced to transfer at the covered court unaware that a trag-

edy would happen.

“I rushed outside my room barefoot and shouting at the students to run away because the ceiling was falling down,” says Leida Peñaflorida when she heard a loud creaking coming from the covered court, and she saw students shocked and they scampered for safety.

She said the roof was slowly falling down, so that only very few were hurt. If it fell so fast, she said, many of them would have been hurt.

Those who were injured were immediately rushed to the Labuan District Hospital for treatment.

An immediate investigation conducted by the municipal engineer showed faulty-welded trusses that may have lead to the collapse of the roofing.

Navarro said the city engineering office would conduct an investigation whether the roofing was not constructed by the contractor based on the specified design and requirements.

Pastor Joel Casimero, who acted as spokeperson of the protesters, said the water rate hike is detrimental to the consumers as the

increase is more than 100 percent.

Casimero also described the services of Kyogojo as “very lousy” and its water supply is inadequate.

They said it will be up to the barangay to implement a minimum water rate hike, or just retain the minimum of P168 per 10-cubic water consumption.

6 more drug peddlers nabbed in Maguindanao COTABATO CITY -- Six suspected drug peddlers were arrested during antidrug operations in Datu Odin Sinsuat (DOS), Maguindanao Saturday afternoon, raising the number of arrested drug suspects to nine in the past two days.

Six of them were arrested when the Datu Odin Sinsuat town police personnel, led

by town police chief, Maj. Erwin Tabora, conducted drug buy-bust operations in Barangay Upper Capiton.

Tabora identified the suspects as Nomer Dampas Kamid, 34; Michael Balindong, 45; Grachella Usman, 29; Norain Ensik, 28; Jonathan Kadil Guiamalon, 35; and Jomar Buayan, 20.

Amusement places in Oro soon required to install security camera T

HE Regulatory and Complaint Board fo r A m u s e m e n t Places (RCB) of the city government of Cagayan de Oro will lobby to the incoming batch of councilors for the passage of an ordinance requiring videoke joints and movie cafes to install security cameras in each room of their establishments.

In an interview, RCB inspector Antonio Resma said that the proposed

measure is meant to deter illicit activities from occurring in the private rooms of these establishments.

The proposal of the RCB came in the aftermath of a leaked video of allegedly two minors engaged in sex in the room of a movie cafe.

Resma said the RCB also caught a couple doing “illicit activity” while watching a film inside a movie cafe in Divisoria during a suprise inspection.

He said that while there is no law that RCB could use to penalize erring movie cafes and videoke bars at the moment, they could still pressure these establishments using existing laws - Anti-Pornography Ordinance and Republic Act (RA) 7610, otherwise known as the Anti-Child Abuse and Special Protection for Children Act. “Puwede man sila maginstall og CCTV sa kada room. Movie cafes have sprouted up in recent years in Cagayan de Oro City as an alternative to cinemas, offering films that were released a few months prior.

Most wanted crime group leader fall in Bukidnon NORTHERN Mindanao police office confirmed the No.6 most wanted person in the region and leader of a notorious criminal group believed to have ties with CPP-NPA terrorists engaged in extortion, robbery, gunfor-hire and other criminal activities was killed in a police operation Monday morning at Barangay San Vicente, Baungon town, Bukidnon.

Police Regional Office (PRO) 10 regional director Brigadier General Rafael Santiago Jr. identified the slain wanted person as

Dencio Lundahan, leader of the notorious Lundahan criminal group operating in northern Bukidnon, particularly Baungon and nearby areas.

“He has several warrants of arrest for serious crimes like multiple murder and the likes. He has been the subject of police manhunt operation because of his high profile criminal background. Lately, he has been monitored to be engaged in extortion victimizing plantation operators in Bukidnon. With his passing, Bukidnon will be safer,”

Santiago said.

Santiago said Lundahan is included in the Philippine National Police (PNP) periodic summary report (PSR), a report containing list of most wanted personalities and their criminal activities subject to immediate police operation.

“A bounty for his arrest has doubled in recent years for the more than a dozen crimes he has committed ranging from multiple murder to robbery,” Santiago said.

He further said, “We have eliminated one notorious

criminal with the death of Dencio Lundahan.”

Lundahan leads a criminal group notorious for armed robbery, murder, gun for hire and other crimes whose criminal records fill court dockets since early 2000. “His group have even been monitored to be collaborating with the CPP-NPA terrorists and have recently engaged in extortion,” Santiago said.

“Appropriate awards will be given to our personnel for this highly commendable accomplishment,” Santiago added. (PIO/PRO10)

Learning takes place anytime and anywhere. It could be in a house, Purok houses, Shed of Trees, vacant places or at workplace wherein learners of Alternative Learning System (ALS) are convenient and accessible specifically in Tangub City Division.

For the past few years, ALS Implementers in our Division conduct learning sessions commonly in learner’s house, purok houses, or anywhere they are, just to deliver our ALS programs and projects.

Through the Division Initiated Project (DIP) of our Education Program Specialist II-ALS, Ms. Jomah Lee U. Jakosalem, and with the help of District ALS Coordinators, Mobile Teachers and Instructional Managers ,the “The Project Reach” came to realize. We were able to ask different Community Learning Centers (CLC) with Memorandum of Agreement (MOA) from our Stakeholders

the Local Government Unit for our learners, our Tangub Stars. It served as their classroom area in the community in which learning could be conducive, meaningful and fruitful. Community Learning Centers are any vacant building or establishments in the community that could be used for ALS Implementers.

With that, more than ten (10) new CLC’s were functional aside from the existing CLC’s in the Division. Cleaning and beautification of CLC’s was done during the Brigada Eskwela last May 21-25, 2019.

Implementers were helping each other to achieve a common goal all for our learners.

A quality basic education to our ALS learners is our priority in which they learn more through a conducive learning environment. Along with the stakeholders and ALS Family together we can make a difference even in a single penny.

Do you know a typical retiree no matter how rich upon cashing out of the professional rat race fears only one thing?That is what if the money runs out?As a classmate-friend-client who retired told me why. Here are some nuggets from the school of hard knocks: 1. Retirement requires skills to manage it.

As any great person who died did or the dying ones are actually doing at the moment---purpose driven to die in your own terms!

-ooo I HOPE THE PEOPLE OF MANILA CAN READ THIS: An article in a major Manila newspaper is heaping accolades in favor of the incoming City Mayor, Mr. Isko Moreno, although it is at the same time a searing indictment against the outgoing city executive, former President Joseph Estrada, and even against those who preceded him.

But yes, the truth is appalling and is undeniable: Manila is decayed, through and through.

Take the case of Law-

ton Plaza and its environs towards the Luneta, up to and until Baywalk along Roxas Blvd., as an example.

These places highlight the downfall that now sadly characterizes Manila, featuring it as a very dirty and impoverished city. This image violently runs contrary to the very high regard many gave to the Manila of old, then the undisputed premier city and business district of the Philippines.

I am not aware if Mayor Erap and those that came before him realized what was taking place in their city during their terms but I am certain that the sick Manila many residents have been sick and tired of seeing contributed heavily to the destruction of their own political careers so that, in 2019, they entrusted its administration and management for the next three years to a virtual unknown.

My only prayer now is that

Mayor Moreno/Domagoso would be able to match with concrete action the promises of transformation he let loose during the campaign.

I pray further that Isko will not succumb to the wiles of a corrupt and inefficient system which he will now have to deal with in a larger fashion. He owes this to God, to the City, and to those who gave him their trust and confidence, and to his own self. Why, if Isko can lift Manila up from the dole-drums it has found himself in today, this may yet become his stepping stone towards becoming the leader of the Philippines at some future time.

This means the DOJ (which investigates all allegations of crime in the country) did not see any basis to say that the lawmaker’s mother, now bedridden and could hardly walk, had any criminal liability over the Kevlar issue. 706 IDPs benefit from livelihood convergence aid

ARAWI CITY – A total of 706 internally displaced persons (IDPs) of this city have benefitted from the livelihood convergence aid jointly implemented by the Technical Education and Skills Development Authority (TESDA), Department of Trade and Industry (DTI) and CocaCola Philippines.

As a result of the Entrepreneurship Forum and Jobs Fair organized by DTI last year, the Coca-Cola and TESDA implemented the Sari-Sari Store Training and Access to Resources (STAR) Training Induction Program to the same participants.

Facilitated by trainers from TESDA Lanao del Sur, First Community Cooperative (FICCO) and

Mindanao State University (MSU), the training aims to capacitate and equip the IDPs with knowledge on business planning and management to help them improve their small enterprise.

Speaking to the graduates, TESDA Deputy Director-General for Partnerships and Linkages Rebecca J. Calzado said that the gradu-

ation symbolizes the success of their advocacy, which is to strengthen the skills of the Filipino citizenry especially the women.

Calzado also reminded the IDP-beneficiaries who are all women that they have the ability to give a better life for their families.

SIDA fund slashed to P67-M in 2020

MANILA -- The Sugarcane Industry Development Act (SIDA) fund will be further slashed next year -- from the original PHP2 billion annual budget down to only PHP67 million.

For this year, SIDA’s allocation was at PHP500 million.

The Department of Budget and Management (DBM) earlier said the budget cut was due to underutilization or underspending.

It believes that the agencies involved in the use of SIDA fund have no capacity to fully spend their allocation.

SIDA was created to boost the production of sugarcane and sugar, and increase the income of sugarcane farmers or planters and farm workers, for which the law provides the allocation of PHP2 billion a year.

Of the PHP2 billion annual fund of SIDA, some

PHP1 billion should go to infrastructure for farm to mill roads; PHP300 million for credit; PHP100 million for scholarship; PHP300 million for block farm of the agrarian reform beneficiaries; and PHP300 million for shared facilities program.

Dela Rosa wished that Kapa Ministry leader Pastor Joel Apolinario would

return the money of the members, some of whom even sold their carabaos and houses to donate the money as “love gift”.

“Hopefully if given the chance I would ask what he (Apolinario) can say about any chance of returning the money of the members,” he added.

He s aid Ap olinar io should return the money even if it only means returning the capital without interest.

The companies engaging in investment schemes remain under surveillance of the Philippine National Police (PNP).

Earlier, PRO-11 director, Brig. Gen. Marcelo Morales said they are receiving reports that some companies are operating secretly.

Security all set for DavOr’s 52nd founding anniversary

Davao Oriental is all set to implement the security plan for the series of activities this week leading to the province’s 52nd founding anniversary on July 1.

Karen Lou Deloso, the provincial information officer of Davao Oriental, said on Monday the public would expect maximum security and seamless execution of the series of events slated for the province’s foundation day.

Deloso said the Provincial Incident Management Team (IMT) headed by Ret. Major Hermie Montelibano, the chief of the Provincial Security Unit, has already presented the plan on the deployment of personnel tapped for the grand event’s security.

This would involve the Provincial Disaster Risk Reduction and Management Office, the Davao Oriental Police Provincial Office; the Philippine Army’s 70st Kagitingan Brigade, 28th Kamagong Battalion, and the 67th Agila Battalion; Army Reservists; Bureau of Fire Protection, Red Cross, rescue volunteers, and the medical teams.

Also expected are mobile patrols, ambulance, and Explosive Ordnance Disposal and K9 units in the venues of major events.

Deloso said the security team is aiming for “zero incident”.

DAVAO CITY -- A ranking New People’s Army (NPA) leader wanted for numerous heinous crimes and his companion were killed in a shootout with police operatives on Sunday in a safe house in Barangay Bagong Silang, Laak, Compostela Valley.

Capt. Jerry Lamosao, spokesperson of the Army’s 10th Infantry Division, said NPA leader Jay Mendoza alias “Pogs” and his companion Bryan Ondoy were killed after exchanging fire with police authorities who were serving arrest warrants to the NPA leader.

Cultural sensitivity, human rights integrated in Marawi rehab activities ILIGAN City – The ongoing physical rehabilitation of Marawi City puts a premium on cultural sensitivity and human rights.

Task Force B angon Marawi’s (TFBM) member-agencies along with the security forces are now being equipped with training on the culture of peace to ensure that the government interventions for the rehabilitation and recovery war-torn city are culturally sensitive to the residents.

Now on its third year, the Office of the Presidential Adviser on the Peace Process (OPAPP) in collaboration with the TFBM, 103rd Infantry Brigade and 2nd Mechanized Brigade of the Armed Forces of the Philippines (AFP) have been implementing Duyog Ramadan for the residents affected by the armed conflict since 2017.

This program involves

introducing conflict sensitive and peace-promoting (CSPP) practices not only for programs being implemented in the city but also to the state workers, particularly the AFP personnel.

The CSPP program has already trained two batches of hijab troopers, which composed of military women that have been regarded with great contribution to the rebuilding peace efforts in Marawi.

Members of the Hijab Troopers were one in saying that the CSPP training carried out by the OPAPP had helped them develop a better understanding of the peace process and learn how to help victims of war-torn communities recover from the conflict.

Xavier Ateneo among top-performing law schools in 2018 Bar Exams

AGAYAN de Oro City, Philippines — The College of Law of Xavier University - Ate n e o d e C a g ay a n ranked ninth among top-performing law schools in the countr y, based on the results of the November 2018 Bar Exams.

X av i e r At e n e o L aw garnered a passing rate of 54.9% after 28 out of 5 1 t a ke rs su c c e ss f u l ly passed the Bar. Twentyseven of the passers are XU Law graduates and one is from Ateneo de Zamboanga Law, which had six examinees last y e a r. According to His Word, the Bible, Psalm 147:8 in particular, it is God who sends the rains. In Deuteronomy 28:1 and 12, it is He

who opens up the heavens to bring down the rains at the appointed time. And, in Hagai 1:10-11, it is God which forbids the rain to fall.

How then can the power of man to cause rains to come be exercised? Jesus, our God and Savior who is our God the Father, Son, and Holy Spirit, says if we accept and have faith in Him as our God and Savior, we can do all the miracles He performed, and do even greater ones. There should therefore be no question that we can call down the rains!

But, not so fast, really.

There is a condition that must be fulfilled here. Deuteronomy 28:1-2 says we need to listen to (or to study) the Word of God and obey everything that is written in it. If we listen to and obey God’s commands, He will bless us. So there, let us try to listen to and obey the Word of God and assume His power to call the rains down. Thank God in the Name of Jesus, Amen!

At the recognition ceremony during the 10-day Duyog Marawi, General Romeo Brawner, 103rd Brigade commander, who was a CSPP-trained himself, encouraged the AFP members to undergo such training.

“This CSPP training is very important because it opens our minds from thinking like a military person to thinking as a peace advocate,” he said.

“We were told that the core competency of the military is to fight wars.

But there’s more to our job than just fighting wars, and this is peace-building, peacekeeping, and peacepromoting,” he emphasized.

“Because of the importance of these training, I think, all military personnel should undergo CSPP training, not just those personnel who are assigned in conflict-affected areas,” he added.

OPAPP Executive Director Gloria JumamilMercado suggested ways in which Hijab Troopers can effectively play their roles in Women, Peace and Security.

“The Hijab troopers help ensure gender and cultural sensitivity. We are encouraging that CSPP be part of the military’s curriculum,” she said.

OPAPP’s peacebuilding commitment Presidential Peace Adviser Carlito Galvez Jr., emphasized that these efforts are part of building a culture of peace to fast track the social healing and reconciliation in Marawi.

“At the end of the day, our goal is to ensure that the Marawi siege will not happen again. To do that, we are exerting our collective efforts with the AFP, other government agencies and most importantly the people of Marawi, in rebuilding the social fabric of the Maranaw communities,” he said.

“Our rehabilitation efforts are ensuring that the CSPP approaches are in place. As early as 2018, we have started mainstreaming this through our local government partners. We are institutionalizing the CSPP as we integrate it in the Barangay Development Plans not only in Marawi but the entire province of Lanao del Sur,” he emphasized.

“So anything you see in the marine-protected areas, in the dive spots, which you think can destroy our coral reefs, our fish, please feel free to remove it. I will give you that authority,” the governor added, referring to fish traps that are placed on corals and have proven to be destructive.

Camigun has around 30 dive sites scattered throughout the island’s provincial waters.

According to Department of Tourism-10 (DOT10) regional director Marie Elaine Unchuan, the Philippine Commission on Sports Scuba Diving has already accredited six dive shops in Camiguin, owing to the increasing number of divers who visit the province.

Unchuan noted that operators are investing in dive shops, which would mean more local and international divers are coming over to Camiguin.

“We’ve talked to the stakeholders to really up their game to develop dive facilities and dive shops that are DOT-accredited and worthy of international visitors,” she said, adding that more foreigners are visiting the island’s dive spots.

“You can see we have a good percentage of foreigners. We’re tapping the European market,” the regional director added, referring to the influx of divers.

Diver and blogger Gian Carlo Jubela said he was surprised that Black Forest, a part of the coral reef near the White Island is free of garbage considering that the sand bar is one of most visited tourist destinations in Camiguin.

“We do hope that it can be maintained; the ocean is life, and if the oceans die, the planet dies, we all perish,” Jubela said.

Mambajao mayor and governor-elect Jurdin Jesus Romualdo s aid he cannot understand why people still throw their trash in the sea despite the existence of laws and ordinances prohibiting it.

Romualdo said they want to preserve the reputation of Camiguin’s coral reefs as pristine and diveworthy, with the help of divers.

“I’m re ally banking on the dive resorts and all the divers that come here. Help me preserve this beautiful island. I cannot do this alone,” he said.

What makes Camiguin’s corals and other underwater life still intact after the occurrence of volcanic eruptions in the past is in itself a cause for wonder and amazement, he said.

“Divers have been telling that it’s more beautiful under the water than on top,” Romualdo said.

Camiguin provincial tourism officer Candice Naome Dael said they expect the volume of tourists to further increase because of the Dive Festival and other regular annual activities in the island, which include the L anzones Festival and the Panaad, a yearly activity involving Roman Catholic devotees who walk around the island as form of penance during the Holy Week.

The Manila-Camiguin flights recently offered by an airline company would also help boost the number of foreign and local visitors to visit the province, she said.

“We are projecting a million or more tourists for this year,” Dael said, adding that the establishment of new multi-room hotels and resorts will help address the growing number of vacationers to the island.

More events in 3Q to boost CDO economic activity – Oro Chamber

HE largest lobby of micro, small and medium scale enterprises (MSMEs) in Northern Mindanao has outlined its activities for the next three months to help boost the continuing economic growth in the region.

During their quarterly meeting last Friday, Cagayan de Oro Chamber of Commerce and Industry president Irene Floro announced the following activities to be held here from July to October – an innovation talk, package of technologies with economic studies and business plans, financing forum, technopreneurship training, three-inone trade show, Orobest Expo, Cagayan de Oro Business Conference, pitching sessions, business forum and scientific

meetings, industry and academe technology matching, patent talk and green financing forum, among others.

Floro said these events are meant to educate not just the Oro Chamber members but also to boost investment opportunities in Northern Mindanao and strengthen the local economy here.
