Malagana NHS: Gearing towards excellence in education through various initiatives By ANELITO B. CALLO Principal I Malagana National High School

Managing a school is not as easy as one, two, and three. As they say, it takes a brave soul and a courageous mind to hurdle the adversities it might bring, be it on the personal aspect or the work itself. It is not easy to ponder on authority and responsibility coupled with accountability. Yet, with a precious heart I have graciously accepted the challege. The challenge that has changed my life from time to time. As the School Head, I have always dream of the best for the school where I am assigned, the best and only the best, and I have promised that I will undertake every endeavor to the best of capacity, as the teachers, the students, the community deserve also the best. Malagana NHS is gearing towards excellence in education

through various initiatives. With over 17 teachers and 533 students last school year, we have been on our best shots for the improvement of the school. We have been on keen and active implementation of the Magbasa Aron Ikaw Sweto (MAIS) program, in support to the Bawat Bata Bumabasa (3Bs) program advocacy of the Division Office. With this, it is worthy to note that our school has high percentage rate when it comes to number of students who are able to read and comprehend. Last school year, we have also offered the Open High School Program to be able to still educate students who cannot come to regular class. The School Head, in one way or the other, would like to acknowledge and recognize the unified efforts of the teachers and the community, for without them, every thing will not be realized. As said, that it takes a village to educate a child, and the Malagana stakeholders have proven it by

bestowing their full support to all our endeavors. Part of the responsibilities of the School Head is to improve the administration and management of the school, thus, I firmly believe that this can be achieved through thorough researches. With this, I have bannered a study entitled Triple A (Assess, Assist, Award) in Hastening Teacher’s Task that has garnered the First Place in the Division Action Research Congress tilt. However, I duly acknowledge that the study did not only ran on the papers, but of practice as well, and I will continue to produce studies that would best benefit the school. To strengthen partnership, we have coordinated with the Local Government Unit of Claveria in addressing students engagement likely to drop out through Sagip SARDO (Students at risk of dropping out) program, wherein the LGU has provided food, particularly lunch meal for the

SARDOs for about three months. Our school has been extending its deep gratitude to the local government as the initiative has greatly influenced the academic performance of the concerned students. We are forever grateful. Yes, the concerns of the School Head takes not only one but all of the matters within and outside the school. As others claim, may the bravest soul wins, but as for me, commitment and aspiration have fueled me to continue the passion burning. Commitment to best serve Malagana NHS and the aspiration to be able to achieve the vision and mission of the Department of Education, for every Filipino learner to passionately love the country and to enable them to realize their full potential and contribute meaningfully to building the nation. I am with DepEd. And I inspire and aspire to BE MORE. I remain.

Parent-teacher partnership makes tremendous impact on children’s education. According to Llamas (2016) parents become comfortable when the education system requires their involvement in school activities. The strong collaboration of parents with school authorities can lead to increased improvement in both physical and academic performance of the school. Hence, school administrators have to

encourage parents to get involved and make contribution towards helping the school achieve its missions and goals Sapungan (2014). Seeing parents involved in the education of their children is a good thing because it improves academic performance. Learners become more focused in their school work (Kwatubana, 2015). This motivates learners not to give up easily when they do not

understand a particular topic and will not bunk classes because they know that their parents are always monitoring their school attendance (Lemmer, 2007). Learners whose parents are involved, are active and ready to learn, they learn to be punctual from young age, they learn to be persistent as the parents would be continuously enquiring about their progress and they would not want to disappoint them. Taking responsibility becomes a part of the nature of such children as they plan ahead and are able to do their work according to their

schedule, which is the quality of being organized (Sapungan, 2014). Through this parents can be able to make sure that their children succeed in school (Hornby, 2011). Other benefits include those that are highlighted by Lemmer (2007) which include improved self-esteem, high rate of school attendance and positive social behaviour. Sivertsen (2015) adds that parental involvement is linked to improved behaviour, low levels of absenteeism and optimistic attitudes.

Yes, it has

advantages and disadvantages. On the other hand, at school, we can always integrate the use of the internet and the social media to our pupils. We can give them sites and pages that they can study over and visit and learn something from it. That is why, teachers must do the research first, check the page or what before suggest it to the pupils. We must be the one who will screen it first. As we cannot

control what these pupils would do while using the internet, it is of great deed that should remind them of the pros and cons when doing such. We should always lead to social networking sites that would best fit their taste. Also sites that would uplift their moral and good values is best plus they can read and learn short stories and then probably encourage them to apply and follow it. Exactly, we do not have the control over our pupils but we can always remind them to be always

good and be responsible when using the internet, the most encourage them to think before they click sites and pages. As teachers, we should always remind them to use this new technology for their own development and betterment. As these new discoveries have positive effects, we should not forget that they will surely have negative impacts as well and that it depends on them on how they will use it. The best, we should always guide our pupils and bring them to their desired path.

How to act when working with clients to avoid infections

ALWAYS keep a physical distance (1-2 m) from other people whenever possible If you need to work in close proximity to other people, avoid unnecessary discussion and being faceto-face with the client. Try to keep the maximum duration of these encounters at 15 minutes. Do not shake hands. You can wish someone a good day by smiling and nodding. Clients should be actively encouraged to favour credit

and debit cards, maintain safety distances and observe hand and cough hygiene instructions. The Department of Health (DOH) website contains material on hand and cough hygiene for employees and clients. If the clients use membership cards or other similar cards that need to be verified, avoid handling such cards. If a client coughs or sneezes, take a few steps away from them and turn your face away from them.

Ask the client to cough into their sleeve. If the client continues to cough, politely ask them to step away from other clients. If you have even mild symptoms of COVID-19, you should not go to work. The symptoms are listed on the Department of Health or CDC website.

Ressa hates Duterte as much as she hates PH

MARIA Ressa headlines herself on Rappler where she is the executive editor: “AFTER VERDICT ON MARIA RESSA, THE WORLD PUTS DUTERTE ON TRIAL”. For the past days screaming headlines about Maria Ressa’s conviction were posted by Rappler and only those in the sanctum sanctorum know who’s drafting the story. But you can make your guess. We took note that the verdict exonerated Rappler as it has no corporate involvement in the cybercrime of libel. For now, she makes use of Rappler as her platform to picture herself as the Joan of Arc of the press and a living martyr of freedom and democracy. And she unabashedly claims and warns in Rappler’s Facebook posts of the demise of press freedom and democracy because of the guilty sentence the court meted on her. It’s all in the character of Maria Ressa. She ascribes her conviction on the cybercrime on her criticism against Pres. Rodrigo R. Duterte. She made it appear that the cybercrime law was passed as an instrument to stifle her rights and to indict her. For foreigners who read her accounts on Rappler, they would likely swallow hook-line-andsinker how she tweaked her guilty verdict as the handiwork of her pet peeve - Pres. Rodrigo Duterte. My gosh, I covered Duterte for almost three decades. He had been maligned by his political adversaries who did not stop at filing charges against him before the Ombudsman. He and even his family members were subjects of scurrilous black propaganda from paid hacks of his political enemies. Duterte never ever filed a single case of libel against his detractors. He won all the trumped-up charges filed against him in Court and when he became President, forgave his

political enemies. Remember this. The complaint filed against Ressa and the cyber law was passed during the term of ex-Pres. Benigno Simeon Aquino III. In another case which involved the probe done by the Security Exchange Commission on Rappler, Maria was questioned for accepting foreign investments amounting to $1.5-million from the controversial Omidyar Network. Foreign ownership, either partly or wholly, is not allowed under the Philippine constitution. Ressa simply shuts back saying it was Duterte’s way of suppressing her press freedom. She skipped the fact that the members of the SEC that pried into her records were, again, appointees of Aquino. To wiggle out of the case ON declared that it is donating the amount to the Ressa and the rest of the 14 staff members of Rappler. So there you are. I can dismiss the wily moves of Maria Ressa including how she extrapolated the number of deaths she claimed were victims of Duterte- instigated extrajudicial killings. I had suspected then that it was her style to indulge in exaggeration and speculation. She started off with 1,200 plus victims of EJK perpetrated by the mythical Davao Death Squad, then added Sen. Leila De Lima’s estimate of 7,000 “innocent” victims of Duterte’s drug war during a senate hearing. When finally Ressa spoke to the American media the figure blazoned to 27,000 EJK victims. COVID-19 affected farmers and fisherfolk in NorMin allotted P62.5-M SURE COVID-19 loan grants Cagayan de Oro City - At least 2,500 farmers and fisherfolk in Northern Mindanao whose livelihood adversely affected by the COVID-19 pandemic are due to receive a total of P62.5 million loan assistance from the Department of Agriculture - Agricultural Credit Policy Council (DA-ACPC). Under the Expanded Survival and Recovery (SURE) Aid Project or SURE COVID-19 financing program of DA-ACPC, marginalized farmers and fisherfolk may be granted a maximum of P25,000 non-collateralized, no interest financial loan payable in ten years. Micro and Small Enterprises (MSEs) may avail a maximum P10 million as financing assistance. Said financing program was born on DA’s Ahon Lahat, Pagkaing Sapat (ALPAS) Kontra COVID-19 campaign. The program grants special loan to COVID-19 affected farmers and fisherfolk, capacitating them to bounce back from the pandemic’s adversities. The DA-ACPC financing assistance is primarily grounded on the goal of ensuring unhampered food production and increased food supply nationwide, amidst onset of COVID-19 crisis. “Our farmers in the region are affected by COVID-19 pandemic. Due to strict community quarantine their live-

Prevention and mitigation a. Implement periodic precautionary measures such as sanitation, disinfection and any other measure against the threat and spreading of COVID-19 over: i. All city government properties and facilities including the respective offices, facilities and properties of the city barangays. ii. Public and private schools within city jurisdiction. iii. Private business within the city jurisdiction iv. All national government offices and properties within the city. b. Suspension of all crowd drawing government related events and activities including teambuilding and seminars conducted elsewhere, if any, in collaboration with the City Government. c. Conduct of massive information drive to raise the consciousness of the constituents on COVID-19. The information drive may include fliers, leaflets and other information materials on COVID-19 through the help of barangay health workers, other officials and members of non-government organization in the area. d. Ensure that only the official information and date provided by the DOH and WHO Philippines is used in advisories, updates and information disseminated on information materials, websites and social media accounts. e. Tap the local media in informing the public about COVID-19 and the measures necessary to prevent and contain disease. f. Conduct a city-wide cleanliness and sanitation campaign. g. All private businesses and properties are enjoined to implement their own periodic precautionary measure against the threat of COVID-19. h. Monitor the prices of medicines and medical devices and cause the filing of appropriate charges against any person or entity involved. i. The business permits and licensing office shall conduct regular inspections, price control and monitoring activities and may impose administrative fines against erring entities or establishments or recommend prosecution of violation of this ordinance.

Sanggalang AN ORDINANCE PROVIDING FOR THE PREVENTION, MITIGATION AND PREPAREDNESS FOR THE CONTAINMENT OF THE 2019 NOVEL CORONAVIRUS ACUTE REPIRATORY DISEASE (COVID-19), IMPOSING SANCTIONS FOR VIOLATION THEREOF AND FOR OTHER PURPOSES. WHEREAS, based on the report of the World Health Organization (WHO) as of 5 March 2020, the Novel Coronavirus Disease (COVID-19) has affected eighty-five (85) countries with fourteen thousand six hundred seventy – eight (14,678) confirmed cases and two hundred sixty seven (267) deaths. In response to the growing concern over the outbreak and the declaration of the World Health Organization (WHO) that the 2019 novel coronavirus (COVID-19) is now a public health emergency of international concern; WHEREAS, concrete and proactive steps must be undertaken to prevent, contain and restrict the possibility of spreading epidemic within the territorial jurisdiction of Malaybalay City; WHEREAS, pursuant to Article 2, Section 15 of the 1987 Constitution and section 16 and 17 the General Welfare Clause of the Local Government Code, local government units are charged with the promotion of the health and safety within their jurisdictions, including the provisions of services to control communicable diseases. As such, they must take the lead in the prevention and control of coronavirus at the local level. NOW THEREFORE, be it ordained by the City Council of Malaybalay in session assembled. Section 1.

TITLE. This shall be known as the “Anti-COVID-19 Ordinance of 2020”

Section 2.

DECLARATION OF POLICY. It is an adopted policy that the City Government of Malaybalay shall promote and ensure the protection of the health and safety of its residents from all forms of communicable and noncommunicable diseases, especially those which have epidemic effects. The Philippines is already one of the several countries with a confirmed COVID-19 case. As of 9 March 2020, there are twenty (20) confirmed cases in the Philippines. This raises the level of urgency and immediate actions to prevent the occurrence of a national epidemic.

Section 3

DEFINITION OF TERMS. For purposes of this Ordinance, unless the contrary is indicated, the following terms mean and shall be constructed as follows:

a. COVID-19. Coronavirus disease or COVID-19 is a highly infectious respiratory disease caused by the most recently discovered severe acute respiratory syndrome coronavirus – 2(SARS0CoV-2). The most common symptoms of COVID-19 are fever, tiredness and dry cough. b. Patients Under Investigation (PUI). Any person, regardless of nationality, race and age who has symptoms such as fever, cough, colds or sore throat with either travel history to areas with local transmission or confirmed COVID-19 cases and/pr history of exposure fourteen (14) days prior to onset of symptoms. They are mandated to undergo hospital admission. c. Patients Under Monitoring (PUM). Any person, regardless of nationality, race and age who have no symptoms but with either travel history to areas with local transmission or confirmed COVID-19 cases and/or history of exposure. They are mandated to undergo a fourteen (14) – day self-quarantine. d. Local Transmission. Indicates that the source of infection is within the reporting location. e. Community Transmission. Widespread transmission beyond the defined geographical area evidenced by the inability to relate confirmed cases through chains of transmission for a large number of cases. f. History of Exposure. This includes (i) contact with a confirmed or probable case of COVID-19 infection; and (ii) worked in or attend a health care facility where patients with confirmed probable COVID-19 patients were being treated. A contact is a person involved in any of the following (i) providing direct care for COVID-19 patients, working with health care workers infected with novel coronavirus, visiting patients or staying in the same close proximity or sharing the same classroom environment with COVID-19 patient; (iii) travelling together with COVID-19 patient in any of conveyance; (iv) living in the same household as a COVID-19 patient within a fourteen (14) - day period after the onset of symptoms in the case under consideration. g. Quarantine. The limitation of movement by competent authority of persons who have been exposed or are suspected to have been exposed to a person inflicted with a communicable disease. This includes voluntary home confinement which is the voluntary limitation of movement of a person within the confines of the person’ residence for a period of not less than fourteen (14) days. Section 4.

RULES AND PROCEDURES FOR QUARANTINE OF SUSPECTED OR CONFIRMED CORONAVIRUS VICTIM.

The roles and responsibilities of local officials and teams are as follows:

Local Health Office in close coordination with Regional DOH - Regularly check the condition of the PUMs over the course of the home quarantine through the Barangay Health Emergency Response Teams. - Issue Certification of completion of fourteen (14) day quarantine and clearance, as the case may be. Philippine National Police - Effect compulsory confinement of persons arriving from a country with confirmed COVID-19 cases who refuse to undergo home confinement or voluntary quarantine at the BIU and ensure they are able to complete the fourteen (14) day quarantine period, in the unlikely event that Punong Barangay and the BHERT fail to convince the subject person or persons to - Voluntarily undergo the fourteen (14) – day quarantine. Barangay Health Emergency Response Teams - If symptoms are observed, immediately isolate and confine the arriving resident, now a PUI, to the BUI, prior to his or her immediate safe transfer to a DOH – designated referral center or quarantine facility for further examination and treatment. - Place the rest of the household under fourteen (14) day home confinement. Repeat the process for them, including contact – tracing. - If no symptoms are observed after fourteen (14) – day voluntary quarantine, report to the Punong Barangay who will inform the City Health Officer and recommend the lifting of quarantine and certify the PUI free from COVID-19 infection.

Section 5.

PROTOCOLS FOR CONFIRMED CASE/S OF LOCAL TRANSMISSION.

Cases of local transmission include Filipinos and foreigners residing in the City. To prevent more cases of local transmission and community transmission, the City Mayor shall adopt measures against the possibility of spread COVD-19 to include but not limited to the following:

Declare a state of calamity if there is a confirmed case of local transmission in the locality. Direct Local Disaster Risk Reduction and Management Council to assess the proximity of areas near the city where confirmed case of local transmission resides or frequents. The LDRRMC will submit a report to the Local Chief Executive with recommendations for the suspension of classes or work in public offices in the proximity. Work closely with the Department of Health in conducting contact tracing. Disseminate to the public the results of contact tracing and areas where the confirmed case frequented. Mandate those who may have been in contact with the confirmed case to monitor symptoms of COVID-19 and submit to voluntarily testing if symptoms arise. Direct the BHERT to refer individual person who are certain to have been in contact with a confirmed case and suffering from the symptoms of COVID-19 within fourteen (14) days of the confirmation of the disease, in the unlikely event that the Punong Barangay and the BHERT fail to convince the subject person or persons to voluntarily undergo testing. Direct the PNP to effect mandatory testing for those confirmed to be in contact with confirmed case/s of COVID-19 and showing symptoms within fourteen 9140 days of the confirmation of the disease, in the unlikely event that the Punong Barangay and the BHERT fail to convince the subject person or persons to voluntarily undergo testing. Direct the Local Health Office to strictly enforce home quarantine of patients under investigation. Checkpoints and other means of curtailing the movements of concerned persons, vehicles and animals may be enforced provided the same is for a definite and limited duration of time and due regard is given to the constitutional rights of all individuals. When directed by the Secretary of Health, the transport and conduction of COVID-19 patients to the hospitals or health centers for isolation and treatment shall be allowed and upheld. No arrests and detentions shall be enforced except upon lawful process emanating from the courts or upon order of quarantine of the Secretary of Health in accordance with law for the purpose of preventing the introduction, transmission or spread of COVID-19. This Ordinance shall adopt the exceptions provided in item 4, of Executive Order No. 13, Series of 2020 of the Provincial Governor, dated 17 march 2020, relative to the curtailment of movement to be enforced at checkpoints.

Organize Barangay Health Emergency Response Team (BHERTs) at the minimum ratio of one team for every five thousand (5,000) population and them to help implement prevention, mitigation, preparedness and response measure for the nCOV ARD. Provide all medical staff, ambulance crew, BHERT members and other local health care workers including the PNP and BFP personnel who will potentially be exposed to or get in direct contact with PUI, with appropriate personal protective equipment. Mandatory requirement to all owner/proprietors/administrators of private establishments, including private hospitals to formulate their own safety measures to protect their employees. Mandatory requirement to crematorium and/or funeral and embalming establishments to provide for the immediate cremation/burial of any person confirmed or suspected to have dies of COVID-19. These establishments are further required to coordinate with the DOH and/or local health authorities in formulating for the safe handling of the remains of persons confirmed or suspected to have died of COVID-19. Direct all Punong Barangays to identify and designate an appropriate place that will serve as the barangay isolation unit in coordination with the City Health Office. Monitor the arrival of barangay residents who recently arrived in the Philippines from a country with confirmed COVID-19 cases and coordinate with the Punong Barangay on actions taken.

Section 7.

FUNDING

The appropriate funding for the implementation of this ordinance shall be taken from the funds of the City, the Calamity Fund of the City may be utilized subject to the provisions of Republic Act No. 8185, amending Section 324 (d) of the Republic Act No. 7160, as amended, the City Mayor is hereby authorized to utilize the calamity fund and the usual accounting and auditing procedures.

Section 8.

PROHIBITED ACTS

The following shall be prohibited under this ordinance: A. Non – cooperation of persons identified as having the disease:

Any person who shall refuse to follow the protocol provided by the DOH with regard to persons confirmed to have COVID-19. Any person who refuse to undergo quarantine despite being mandated by the DOH or local health office. Any health worker who shall negligently perform duties imposed upon him/her by the DOH, local health office or similar institution. Refusal to subject himself to medical examination or testing that shall be required by the LGU or DOH as stated in section 4 and 5, hereof.

Non – cooperation of entities or establishments:

Any establishments who neglects to follow quarantine procedures. Any establishments who refuse to extend appropriate assistance and support to those who contracted the disease. Non – disclosure or misrepresentation of travel history or medical condition.

Section 9.

PENAL PROVISIONS

Any person or entity who have been found to violate the sections on prohibited acts shall be subjected to the following penalties:

Persons who were confirmed to have COVID-19 shall undergo a mandatory quarantine or other confinement identified by the DOH. In case of minors, the minor shall be subject to confinement with the consent/approval of parents or legal guardians. Refusal to follow the protocols despite the issuance of DOH orders and LGU ordinance shall be penalized with a fine of Five Thousand Pesos (P5, 000.00). 2. Establishment owners/proprietors who negligently followed the protocols (medical supplies/quarantine protocols) will be penalized with a fine of Five Thousand Pesos (P5, 000.00) or suffer imprisonment of not more than one (1) year at the discretion of the court. 3. Establishment owners or entities who refuse or negligently perform orders of the DOH and local health office shall be subjected to a suspension or have their license revoke upon finding of any violation of this act. 4. Any morgue, crematorium, funeral or embalming establishments offering cremation services who refuse to cremate or embalm any person confirmed to have died from COVID-19 despite the written permission from the immediate family of the victim of the department of health shall be subject to closure and cancellations of their business and mayor’s permit and the owners, proprietors and/or managers of the said establishments shall be penalized with a fine not exceeding Five Thousand Pesos (P5,000.00) or an imprisonment of not more than one (1) year or both at the discretion of the court. 5. Those person who purposely and willingly disseminate fraudulent news that cause panic, distress and disturbance of public peace shall suffer a fine of Five Thousand Pesos (P5, 000.00) and imprisonment of twelve (12) hours without prejudice to the filing of other charges for violation of other laws. 6. Non-disclosure or misrepresentation of travel history or medical condition shall be punishable with a fine of Five Thousand Pesos (P5, 000.00) or an imprisonment of not more than one (1) year or both at the discretion of the court. Section 10. APPLICABILTIY OF OTHER LAWS. Laws, ordinances and executive orders not contrary hereto have suppletory application where applicable. Section 11. SEPERATION CLAUSE. If any provision of this ordinance is declared invalid or unconstitutional, other parts or provisions thereof which are not affected thereby shall remain in full force and effect. Section 12. REPEALING CLAUSE. All ordinances found to be inconsistent with this ordinances are hereby repealed or modified accordingly. Section 13. EFFECTIVITY. This ordinance shall take effect immediately after its posting three (3) prominent places and publication in one (1) local newspaper of general circulation. For purposes of this Section, the tax on general engineering, general building, and specialty contractors shall initially be based on the total contract price, payable in equal annual installments within the project term. Should a contractor (applicable only to general engineering and general building contractor) undertake to furnish the materials in the construction work, only the cost of such materials shall be deducted from his gross receipts for the purpose of determining the tax due.

Section 2. REPEALING CLAUSE – City Ordinance No. 0171-19, Series of 2009, known as “THE DAVAO CITY ANTI LITTERING ORDINANCE OF 2009” FURTHER AMENDING ORDINANCE NO. 98, SERIES OF 1956, OTHERWISE KNOWN AS THE “ANTI LITTERING ORDINANCE OF THE CITY OF DAVAO”,AS AMENDED BY ORDINANCE NO. 105, SERIES OF 1986”, is hereby repealed by reason of City Ordinance No. 0361-10, Series of 2010 or the Davao City Ecological Solid Waste Management Ordinance of 2009. Section 3. EFFECTIVITY CLAUSE– This Ordinance shall take effect immediately after posting in two (2) conspicuous public places and publication for three (3) consecutive days in a local newspaper of general circulation.

Upon completion of the project, the taxes shall be recomputed on the basis of the gross receipts for the preceding calendar years and the deficiency tax, if there be any, shall be collected as provided in this Code or the excess tax payment shall be refunded.

SECTION 1. TITLE – This Ordinance shall be known as “AN ORDINANCE AMENDING ORDINANCE NO. 166-81, SERIES OF 1981, KNOWN AS “AN ORDINANCE REGULATING THE SALE OF LPG IN DAVAO CITY, AND FOR OTHER PURPOSES”.

SECTION 2. AMENDMENT– The amendment shall be as follows: Section 1. All sellers and dealers of Liquified Petroleum Gas (LPG) in Davao City contained in cylinders of all weight are required to indicate in the cylinder the weight of the LPG contained therein and the weight of the cylinder itself. Section 2. All LPG sellers and dealers in Davao City are required to have a weighing scale in their places of business, duly inspected and scaled twice a year by the City Treasurer’s Office, before they can be issued any license or business permit to do business in Davao City.

AN ORDINANCE AMENDING SECTION 2 OF CITY ORDINANCE NO. 0332-68, SERIES OF 1968 BY INCREASING THE CIVIL PENALTIES TO THE MAXIMUM AND ALSO THE PENALTY FOR IMPRISONMENT THEREFOR

Be it ordained by the Honorable Sangguniang Panlungsod of Davao City in session assembled, that:

Section 3. Any LPG sold which is contained in cylinders must be weighed in the presence of the customers before any sale is made. This shall also cover those sales made through delivery.

Section 4. Any person or entity violating this Ordinance shall suffer the following penalties:

First Offense- a fine of Php3,000.00 and/or imprisonment of not less than three (3) months, or both, at the discretion of the Court.

Second Offense- a fine of Php4,000.00 and/or imprisonment of not less than six (6) months, or both, at the discretion of the Court.

Third Offense- a fine of Php5,000.00 and/or imprisonment of not less than one (1) year, or both, at the discretion of the Court.

SECTION 1. TITLE- This Ordinance shall be known as “AN ORDINANCE AMENDING SECTION 2 OF CITY ORDINANCE NO. 0332-68, SERIES OF 1968, BY INCREASING THE CIVIL PENALTIES TO THE MAXIMUM AND ALSO THE PENALTY FOR IMPRISONMENT THEREFOR”.

In case of corporation, partnership, and association, the officers, managers, or partners responsible therefore shall be held liable.

Sec. 2 – The following penalties shall be imposed on violators of this Ordinance:

First Offense

It is very important that Internet service providers, telecommunications companies, LGUs and DICT work together in the spirit of Bayanihan to provide Internet services and connectivity to teachers who are ready to learn and be capacitated to facilitate learning under these very trying times. The desire to upskill our-

selves and our excitement over webinar sessions is testament of our resourcefulness and fortitude despite the lack of mobile coverage in our areas. The magnitude of teachers who have shown interest in learning ICTbased teaching is a testament of our commitment to learn new ways of teaching that will ensure the safety of our children. Until formal classes start using blended/distance learning approaches, teachers are expected to attend orientation and training activities on the utilization of the distance learning delivery modalities, prepare instructional materials and plan the organization of classes in consideration of the learning delivery modalities to be employed.

According to Friedrich Nietzche, “He who has a ‘why’ to live can bear with almost any how”. When we are clear with our purpose in life, we are certain on the direction we are heading. We see challenges as just merely test of strength and endurance designed to make us or break us. The uncertainties however cloudy it may be will always bring us back to our ultimate ‘why’ in life. Our foremost ‘why’ in life is our family. We love our family so much because this is the reason of our existence. We strive to be the best in whatever we do to make our family happy and proud of us. We can do almost anything, even sacrificing our own individuality and priorities for our family. Our family is our source of joy, strength and genuine happiness. Our love for our job and the innate love for others and humanity comes next to our main ‘why’. We develop a sense of togetherness and belongingness in our childhood when we began to play with neighbours and when we were in school. Our choices were influenced largely with the kind of friends that we associate ourselves. Even lifestyle and career path were inclined with peer choices. We have created and extended our love for others which have become our other source of happiness and fulfilment. In this time of pandemic,

we realized that life is indeed simple and we only need the essentials. Clean water, air and food. We also saw the importance of maintaining proper hygiene and cleanliness in our surroundings. In quarantine, we appreciated the days spent with our children and other family members. We discovered their interests and passion and we became connected with each other more deeply. We embraced this “new normal” with uncertainties. We are caught with an unprecedented state of health problem that changed our lives extremely. Fortunately, this predicament has led us into our consciousness of what is truly our ‘why’. We respond to orders obediently and humbled ourselves to front liners. We spread our wings and share our bounty to those who have less in life and we felt happier. We were one as a nation to find solution and become part of the fight to save lives. We have subconsciously become each other brother’s keeper. My purpose and your purpose may be different. Maybe it varies with the degree of importance or maybe by choice. But one thing is certain, we all want to live and be happy. This pandemic may extend a year, two years, or even more, but our strength and our faith as a nation, as a family and as an individual will bring us to success and we shall bounce back and meaningfully live with our ‘why’.
