Pacleb in, Javier out as PNP-10 chief

CAMP Alagar, Cagayan de Oro City – Police Chief Superintendent Timoteo Pacleb, PMA Class 1986, was installed as the new police regional director in Northen Mindanao Thursday here.

Pacleb replaces police regional director Chief Superintendent Agripino Javier, of PMA Class 1985, who retired at the compulsory age of 56.

Iligan launches WASH program

THE city government of Iligan under Mayor Celso Regencia and the City Health Office (CHO) have launched the Water Sanitation and Hygiene (WASH) program to ensure the health and sanitation of evacuees on various evacuation centers here, 30 days after the Marawi

INGOOG City, Misamis Oriental--The provincial government of Misamis Oriental is ready to provide jobs to qualified inmates after serving a prison term, provincial governor Yevgeny Vincente Emano said Thursday.

“Inmates who are freed after serving prison terms deserve another chance,” Emano told the inmates here after the blessing of the newly renovated chapel in the jail facility.

The chapel, according to Jail Warden JSI Murphy B. Todyog , also serves as the multi-purpose hall for the various activities in the prison facility In his message, Emano invited the freed inmates who need a job to see him in the provincial capitol as he

promised to help whatever he can.

“Don’t be ashamed, once you are released, you are entitled to a decent job because you deserved a chance,” Emano said amid the cheers of inmates.

The provincial governor turned over 30 units of triple decks, 12 units of double decks , two long tables, one visitor’s deposit locker, book shelves, garbage stands and desk officer table and chair.

He said that the furniture costs about 390,000.

POEA blacklists Micronesia hospital THE Philippine Overseas Employment Administration (POEA) cautioned those who are looking for work overseas not to accept offers coming from Chuuk State Hospital in the Federated States of Micronesia.

In a statement, POEA officer-in-charge Aristodes Ruaro noted that the said hospital was barred from recruiting Filipino workers following reports of continuing maltreatment, contract violations, harassment, discrimination and abuse of overseas Filipino workers (OFWs).

The Philippine Consulate in Agana, Guam reported that the Government of the Federated States of Micronesia has made no effort in improving the working conditions and guaranteeing the timely payment of salaries and benefits of workers.

He added that the hospital was reported to have been recruiting health workers from the Philippines without the approval of the POEA. With this, Ruaro urged applicants to verify first with the POEA before accepting job offers through its website or telephone hotlines (02) 7221144 and 7221155.

Meanwhile, the Department of Labor and Employment (DOLE) reminded anew OFWs and job seekers to be very cautious in applying for work abroad so as not to be victimized by illegal recruitment and human trafficking.

In a statement, the department urged job applicants to take time and thoroughly check the status, license, and the legitimacy of placement agencies before applying for work abroad.

The agency also enumerated various ways in checking the legitimacy of a recruitment agency before pursuing a job application.

First log onto the website of Philippine Overseas Employment Administration (POEA). Then check all the status of licensed recruitment agencies listed at http://www. poea.gov.ph/cgi-bin/agList. asp?mode=all.

Job seekers can fill-in the name of the agency and choose the category of the recruitment agency whether land-based or manning agency.

Security Bank experiences internal system issues

Security Bank on Wednesday announced that it “encountered a delay in posting banking transactions on our systems” but assured clients’ that their

deposits remain safe.

“We continue to perform system maintenance activities to address this and expect our systems to be fully updated by close of business today,” the bank said in a statement.

No reason for ‘unli’ sad

LAST Wednesday, when we are having our dinner, my eldest son teases his mother: “Agay Ma, wala-on na ang ‘unli’ rice. (Mom, there will be no longer be ‘unli’ rice.)”

I told them, the report is not true. I cannot fully understand well why there are people who like to twist some information for whatever reason. Rice-loving Pinoys would surely protest the lose of “unli rice.”

If I remember it right, the word “unli,” meaning unlimited, was first used

by Telephone companies (Telcos) on their respective promos such, as Internet surfing, texting, and call to entice more users and subscribers.

Our fighter jets commit blunders, our howitzers are short range, and so many weaknesses in war. Now we see why the NPA, the Abu Sayyafs and other bad elements are still in battle after more than fifty years fighting against us. We must update our soldiers to support their eagerness to fight.

Martial law in Mindanao can help alleviate the problem if we send to the battlefield corrupt politicians and cabinet members.

Difference in opinion may not at all considered different in principle

THERE are times, or rather more often than not, that many opinions may not in harmony on the context of the issue being propounded, especially the opinion of the political adversaries of President Rodrigo “Roa” Duterte, that they articulately reason, but an evasion instead to the purpose and intent of the declaration of Martial Law, therefore, considered irrelevance.

Precisely, most of the opinions are against the President not only in opposition of his declaration, but to oust him as President, if not, if opportunity so warrants, they will hire or have already hired people to liquidate him, God forbids.

Those who do extraordinary achievements for his country will be subjected to ridicule and criticism.

Anyway, that is politics in the Philippines, which has contaminated the political landscape of the United States of America under President Donald Trump administration.

Their intent and purpose, may, in a normal situation, so construe as just only a mere speculation, but the situation now in Marawi suggests that President Duterte’s proclamation of Martial Law, according to his political adversaries, was devoid of factual facts, therefore, their opinion or speculation regarding the issue of Martial Law does undermine the basic fact of the issue at bar, but on the basis of legal propriety, there was conclusive facts enough to so declare based on the Constitutional mandate, to save Marawi City from

the destructiveness of the Maute terror group. But in all cases, such difference in opinion is not at all be considered as difference in principle. If there is error in opinion, which we often encounter, but it can, at least, be tolerated, where reasons are free to combat such error. Toleration then would be at liberty, or at the freedom to express one’s opinion freely which, by far, even erroneous, but not considered impertinent, unclean, but rather considered as democracy in action. But the speculation and opinion of the political enemies of the President is devoid of logic and common sense and moral compass, considering that they are honorable public officials of the government. Catholic bishops said Christians are obliged to stop spread of fake news.

AS fake news takes over social media feeds, the country’s Catholic bishops on Wednesday called on the faithful to fight spread of false information and online deception.

For the first time, the Catholic Bishops’ Conference of the Philippines issued a pastoral exhortation against fake news which is “a sin against charity” because it leads the people to wrong decisions.

Businessmen in ‘watch and observe’ mode over crisis DAVAO CIT Y (MindaNews) – A commercial real estate consultancy firm in the Philippines said that property developers and companies are not pulling out their investments in Davao City but acknowledged that the Marawi crisis and the declaration of martial law have put them in a “watch and observe” mode about coming to Davao City.

Property Interactive Marketing Enterprise (PRIME) Philippines founder and managing director Jettson Yu told “Wednesday’s at Habi at Kape” that the ongoing conflict in Marawi City between government forces and the Maute Group has affected the perception of investors on Davao but added they are not cancelling but only postponing their entry here.

“There is definitely an effect. But from our investors from Luzon, we did not get a clear signal that they will not push through with their investments, but rather just postponing it.

Everyone is in a watch and observe mode,” he said.

Yu said they have commended the city’s peace and order condition and encouraged investors to experience Davao, telling them that the city remains

to be safe for investors amid the skirmishes in Marawi.

He said the city’s economic fundamentals have remained stable.

Yu said that if only the investors, either foreigners or those from Manila, could see for themselves what the locals are experiencing without the “exaggeration” they get from the news, then business should go as usual.

“Normally, what they see are protesters from Luzon complaining ‘stop martial law’,” he added.

Yu opined that most of the businessmen in the country’s capital have favored President Rodrigo R. Duterte’s declaration of martial law because it will effectively contain the terrorists and prevent them from launching attacks.

Duterte declared a 60-day martial law in Mindanao on May 23.

He claimed businessmen want martial law in place to be able to bring back normalcy in some parts of Mindanao amid the ongoing crisis in Marawi.

Yu said that all the developers and businessmen they talked to “wanted martial law in place because they feel that it at least stops terrorist attacks somehow,” whereas it would be difficult to catch terrorists if lifted. (Antonio L. Colina IV / MindaNews)

Thus, there is a need for the SSS to find ways to ensure continuous pension fund viability to serve members in perpetuity.

“Aside from being more aggressive in getting more members, the SSS should be given the leeway to invest its funds in worthwhile endeavors so it can generate more resources so that our people will receive more than a paltry amount when they retire or when they die.

I think this is one of the legacies that any country should aim for,” he said.

Gordon said the hearing also aims to determine compulsory coverage for overseas Filipino workers (OFWs); and the appropriateness of providing unemployment insurance benefit for covered employees.

“The volatility of the working conditions of OFWs make them more vulnerable to the contingencies sought to be guarded against by the SSS. Thus, compulsory social security

coverage should be extended to the OFWs,” the senator explained.

“WE propose that the SSS should provide unemployment insurance enough to meet the family’s basic needs while the breadwinner is unemployed and is seeking employment." he also said.

Those invited to the hearing from the government sector were Finance Secretary Carlos Dominguez; Budget Secretary Benjamin Diokno; Labor Secretary Silvestre Bello III; Samuel Dagpin, chairman of the Government Commission for GOCCs; and Alex Avila, OIC-Executive Director of the National Wages and Productivity Commission.

From the SSS, invited were Chairman Amado Valdez; Emmanuel Dooc, President & CEO, George Ongkeko Jr., Senior Vice President & Chief Actuary; and the commissioners of the SSS. Donald Dee, president of the Employers’ Confederation of the Philippines, was also invited to represent the private sector.

PSA to conduct labor force, poverty survey in Caraga BUTUAN CITY, June 22 -- The Philippine Statistics Authority – Regional Statistical Services Office XIII (PSA-Caraga) will conduct the July 2017 Labor Force Survey (LFS) and 2017 Annual Poverty Indicators Survey (APIS) from July 8 to 31, 2017.

The LFS is a nationwide survey of households conducted regularly to gather data on the demographic and socioeconomic characteristics of the population.

It is primarily geared towards the estimation of the levels of employment and unemployment in the country. It is conducted every first month of the quarter in the selected areas in the Philippines.

On the other hand, 2017 APIS is the tenth in a series of annual poverty indicators surveys conducted nationwide

by PSA. It gathers data that can be used to generate non-income-based poverty indicators for monitoring the poverty situation in the country and for the formulation of

policies and programs to improve the living conditions of the poor.

On a nationwide level, the July 2017 LFS covers about 45,000 sample households, while the 2017 APIS will cover only around 11,000 sample households. This sample size will allow the generation of reliable estimates of indicators of employment at the regional level.

In Caraga Region, our Statistical Researchers will be visiting around 2,128 sample households for LFS (of which 532 sample households will also be covered for APIS).

The PSA Field Staff and

selected trained Statistical Researchers in Caraga will do a comprehensive doorto-door interview using tablets (Computer Aided Personal Interviewing or the use of tablets instead of paper and pencil during interview was first implemented on January 2017 LFS round) to the sample households during enumeration period.

Amendment of SSS Law sought The Senate Committee on Government Corporations and Public Enterprises conducted a hearing on bills seeking to amend Republic Act No. 8282 to give the state-run Social Security System more powers to enable it to grow their funds.

Cacao production technologies now on air Cagayan de Oro City – As part of its mandate to impart updated knowledge on information and technologies in agriculture, the Regional Agriculture and Fisheries Information Section (RAFIS) of the Department of Agriculture – Regional Field Office 10 (DA-RFO 10) started airing its School-onthe-Air (SOA) Program on Cacao Production on May 19, 2017.

The three month-long program is aired over DxCCRMN every Mondays and Fridays, from 5:30-6:00pm.

Moreover, it targets farmerlisteners from the provinces of Misamis Oriental, Camiguin, and the first district of Bukidnon.

As reported in the 20172022 Philippine Cacao Industry Roadmap, the Philippines is among the countries with the competitive advantage when it comes to cacao production given its strategic location and favorable climatic condition. However, at present, it only produces 10,000-12,000 metric tons in a year through which region 10 accounts for only 3%

compared to Davao, which is the primary cacao-growing region, where 80% of the national cacao production come.

The SOA aims to promote cacao production and increase the number of cacao growers in Northern Mindanao. More so that in the recent Byaheng Bukid in region 10 by DA secretary Emmanuel F. Piñol held in Tangub City, Misamis Occidental, he urged farmers to invest in high value crops production especially cacao, coffee, and abaca as these are commodities that are highly regarded in the international market.

The School-on-the-air Program is one of the education and information campaign of DA to deliver the programs and projects of the agency to intended beneficiaries consisting of farmers and fisherfolk.

Sikat Saka Corn Meeting in Buk’non – A Sikat Saka (SS) for Corn Meeting was held last week, at the Provincial Agriculture’s Office of Bukidnon in Malaybalay City, Bukidnon. The activity was purposely done to streamline ways of identifying potential corn farmer-borrowers from the pilot municipalities in the province of Bukidnon, namely: Don Carlos, Valencia City, Kalilangan, Malaybalay City and Cabanglasan. For region 10, credit window is made available following its predecessor in extending financial assistance to small palay farmers through SS Rice. This time, however, its second phase is targeted to lend corn farmers Php28,000.00 per hectare for Open Pollinated Varieties while Php40,000.00/ha for Hybrid Varieties of Corn. Underscored during the meeting is for the local government units (LGUs) in the selected pilot municipalities and cities to certify those qualified farmer’s associations and from here, it will be their responsibility to identify amongst themselves on which members are of good credit standing.

More so, it was emphasized that they should also take into account that interested and potential corn farmerborrowers should be included in the Registry System for Basic Sectors in Agriculture (RSBSA) list. Asia’s economic experts push for SMEs’ clustering to sustain PH’s economic growth To sustain economic gains in the country, Philippine Institute for Development Studies (PIDS) Board of Trustees Alfredo Pascual urged the implementation of a cluster approach in doing business especially among small and medium enterprises.

“I think we need to promote the clustering of these enterprises so they can work closely with large anchor enterprises which can provide them with markets, production technology, and financing,” he said, adding that this strategy “will make the economic growth inclusive”.

Pascual made this statement as one of the speakers during the panel discussion following the launch of Asian Development Bank’s history book “Banking on the Future of Asia and the Pacific” at the ADB Headquarters in Manila on Tuesday, June 20.

The other panelists, which include Socioeconomic Planning Secretary and National Economic Development Authority Director-General Ernesto

Pernia, Asian Institute of Management (AIM) President Jikyeong Kang, ADB President Takehiko Nakao, and AIM Board Member and former Secretary of Foreign Affairs Delia Albert, also agreed that one of the important factors of economic growth is investing on infrastructure.

In t he Ph i l ippi ne s , Pernia said the country’s massive spending on infrastructure will give “additional kick to economic growth” albeit, difficult.

“It’s so easy to approve projects. You analyze projects and you find them economically viable and financially sound, but when it comes to implementing on the ground, that is where you encounter hiccups,” he explained.

This means to say that lessons must be localized and indigenized as embodied in RA 10533 otherwise known as The Enhanced Basic Education Act of 2013.

Contextualization is utilizing available resources in the community per DepEd Order (DO) No. 32, s. 2015. It is therefore making members of the community involve in the teaching – learning process. This will lead the school and the community in building strong partnership in educating our learners.

On the perspective of the students, contextualization is meaningful and culture – sensitive because teachers will use examples from the locality. Learners will become aware of the richness of their community historically, culturally, socially and economically. Lessons will be most appreciated and best understood by the learners because it is concretized in their context.

Situational Leadership in the Field

Leadership is one of the roles of a supervisor in dealing with her/his supervisee.

Being a leader, a supervisor must know a certain style that can best assist her/ him in influencing her/ his supervisees to achieve the common goal which is quality education for the learners.

Between the two leadership models of supervision, it was the situational leadership really caught my attention. The style is more practical, easier to understand and interpret and most of all very much appropriate in my field of work. This type of leadership should be practiced often to be able to give the appropriate technical assistance to the supervisees.

With so much pressure due to administrative works of school heads across the country, supervisory works were sacrificed which is NOT really acceptable.

The constant complaints of school heads of the burdens of extra administrative works hampered them from doing their main duties and responsibilities which is supervision. But I cannot fully blame the school heads from deviating from their real responsibilities to minor duties since for me they were not properly guided.

May be this is a high time to look into the leadership abilities and qualities of our Curriculum Instruction Division personnel, especially the Public Schools District Supervisors and Education Program Supervisors and the School Governance and Operations Division personnel who are supposed to be the guide and consultant on academic and administrative matters. They should have constantly reminded the school heads of their priority duties and responsibilities.

My experienced as school principal for 10 years made me credible enough to say that many of the principals like me were not and still are not doing what they are supposed to do. There

were school heads that were submitting their required reports for compliance only.

They were submitting classroom observation reports which did not really happen.

The actual fact is that they really did not conduct the classroom observation for real. They just manufacture the Teachers Observed and Given Assistance (TOGA) report and submitted it to their supervisors who in turned will just base their School Heads Observed and Given Assistance (SHOGA) on them without also conducting the actual clinical supervision. To fair, some of their reports were true which means those supervisions were really conducted but most of it were not.

But with the rationalization program, newly promoted Public Schools District Supervisors (PSDS) and Education Program Supervisors (EPS) were very active and vigilant in doing their jobs, there were some who sometimes deviated but only seldom. Some old PSDS and EPS who were not really doing their tasks well are now improving. Most of the school heads are now properly and closely monitored by their PSDS. As far as my recent position as Senior Education Program Specialist in School Management Monitoring and Evaluation, this reorientation of leadership model is very useful in the field especially that it is my main concern to ensure quality assurance in all DepEd programs and projects implemented in the Division of Ozamiz City.

Therefore, it is my sole duty to provide relevant technical assistance to the school heads who encountered hardships in governing the schools they are assigned to supervise. And one of the appropriate technical assistance that I could extend to them is to re-orient them on situational leadership style of supervision and will discuss to them the four effective leadership styles that will really help them minimize if not eradicate completely problems arising from mismanagement.

It would be so nice though, if everybody in the Department of Education will practice heartily and seriously the “Honesty is the Best Policy” program.

The members of the Maute Group have been fighting almost a month now against the government forces in Marawi City.

Dela Rosa said he does not find it problematic if the trial proceedings of the Maute relatives are held in Cagayan de Oro. “It’s okay with us if [the cases are heard] anywhere.

We’ll secure them,” he said.

For his part, Pacleb said he will continue the programs Javier has started since he sat as the PNP10 regional director last December, especially the anti-drug campaign of the government.

In light of the violence in Marawi, he said his priority is to secure the areas close to Marawi such as Iligan and Cagayan de Oro.

Like City Mayor Celso G. Regencia, he always stands firm when his conspirators, his political adversaries, seem to prosper their devilish intentions. He stands firm when the wickedness of his opponents appear to be winning grounds. He stands firm in time of crisis especially at this moment in time where some of the members of the Maute terror group have slipped to Iligan City from Marawi City for fear of their lives of as advance party to do harm. He stands firm when no one knows if he will compromise. He stands firm when his accuser would tend to grab power not mandated by the people through honest and clean election. Davao Moslems to mark Eid al -Fitr with ‘more passion’ DAVAO CITY -- Amid the continued suffering of Moro and Christian communities in Marawi City, the Muslim community here will be more passionate in celebrating Eid al-Fitr on Monday that marks the end the Holy Month of fasting or Ramadan.

While Davao Muslims have sympathized with those affected by the crisis in Marawi City, Samer Allong , administrative officer of the Madrasah Center in Davao, said they are passionate about celebrating Eid al-Fitr to show there are other Muslims in Mindanao.

This time, the city government-run Madrasah Center is taking the lead in a centralized celebration of Eid aimed at fostering harmony between Muslims regardless of tribes and Davao communities regardless of faith. It is expected to draw 3,000 to 5,000 Muslims at the People’s Park from 8 a.m to 5 p.m.

“Gusto namin na may nakikitang ibang Muslim sa Mindanao (we want to show there are other Muslims in Mindanao),” he told reporters during the AFP-PNP press corps at the Royal Mandaya Hotel on Wednesday.

Allong said this is not only about a happy celebration. Allong hinted to correcting impressions against Muslims amid the government’s campaign against terrorists in Marawi.

Allong admitted the event will be an extra challenge to the police and army in terms of securing

the place. However, he said they were already assured by the security forces, police, the Task Force Davao and other government agencies during their meeting on Wednesday.

“Our objective here is to create a festive atmosphere for the children,” Allong said, adding that the event can foster harmony among Davaoenos regardless of tribe and faith.

There are 49 Madrasah schools in Davao and 99 Arabic teachers who are city-paid. For 2016 -2017, there are 3,428 pupils enrolled in the Kindergarten to Grade six and high school. Among them are 27 scholars of the city government.

Allong emphasized the importance of the Madrasah schools in inculcating Islamic values.

“We are secured,” he said as he dismissed speculations that Madrasah schools could be a training ground for extremism. Allong emphasized they cannot be easily penetrated by extremist ideology because the children are prepared and have strong Islamic values.

Private firm notes strong demand for condos in DVO DAVAO CITY - A private real estate consultancy firm has noted a strong demand for condominiums in Davao City.

Guesting at Habi at Kape media forum at Abreeza Mall last Wednesday, Jet Yu, managing director of Prime Philippines said the strong demand for condominium in Davao is reminiscent of the bullish market for condominiums in Manila in 2011 and 2012.

He also noted that some condominiums are priced at P150 , 000 to P160 , 000 per square meters and some are pegged at P200 , 000 per square meter. This is equivalent to condominiums sold in the high end Bonifacio Global City or in Makati.

Disaster officers train on assessment analysis reports DAVAO CITY -- The Office of the Civil Defense in Southern Mindanao is conducting a four-day Rapid Damage Assessment and Needs Analysis (RDANA) training course to local disaster risk-reduction and management officers all over the region at Mergrande Ocean Resort here.

The training runs from June 20-23, 2017, which aims at equipping all LDRRMs on techniques and strategies in making speedy assessment and needs analysis reports without compromising accuracy.

OCD assistant regional director Rebecca Lopez emphasized the necessity to apply RDANA in every disaster or calamity occurrence, thus the need for such training.

Lopez said key principles for RDANA are basically damage assessment and needs analysis, which go together.

“RDANA is a disaster response tool that is used immediately during the early and critical state of a disaster and RDANA teams are activated to conduct damage assessment and needs analysis,” she said.
