Gingoog city jail gets new facilities

Safety, Quality underscored in GAP Corn training C agayan de O ro City – TO gain entry in a more competitive market and to ensure safety and quality of farm produce against potential hazards, a three-day Capacity Enhancement on Philippine National Standards (PNS): Good Agricultural Practices (GAP) for Corn and Certification Protocols was held in the city on June 14-15, 2017.

GAP is a set of consolidated safety and quality standards formulated by DA for the production, harvesting and on-farm post harvest handling and storage of corn that primarily focuses in reducing the risk of pesticide and aflatoxin contamination.

This was all underscored by Dr. Edralina P. Serrano, Technical Working Group for GAP Corn, adding that in view of the integration of Asian countries and the increasing demand of products for health and wellness not only in the Philippines, but worldwide, there is a need to comply to the standards set forth by DA

on GAP, as this will be a ticket for easily gaining access to markets and likewise ensure quality and safety of their products against potential carriers of hazards, which would overall tailor-fit in addressing the needs of consumers.

More so, she emphasized that apart from having an edge in terms of facilitating access to market thru the certification, Dr. Serrano said that it is also a potent tool in extending social responsibility as the adoption to GAP allows to reap benefits such having high regard for workers’ health, safety and welfare and environmental sustainability.

Included in the course module for the two-day training is a discussion on Food Safety, Concepts and Principles of GAP, PNS Code of GAP for Corn, Importance and Procedures in Soil Sampling, Pre-Assessment Guidelines: Protocols and Methodologies and GAP Certification Protocols.

In doing so, they have used the checklist developed based on adopted relevant GAP corn standards.

Interfaith group appeals for help to rebuild Marawi

CAGAYAN de Oro City--Leaders of an interfaith group on Wednesday asked various sectors to help rehabilitate Marawi, a city turned into rubbles by the ongoing conflict between extremists and government forces.

While appealing for help, the interfaith leaders also plead for the safe release of all civilians either trapped in their homes or taken hostage by the Maute extremist group.

In a statement released Tuesday, the Bishops-Ulama Conference (BUC) has expressed its solidarity with all the families and communities affected by the crisis in Marawi. The BUC was created in the late ‘90s to initiate dialogue aimed at improving understanding between Muslims and Christians.

“We join our voices for the safety and release of all hostages and innocent civilians caught in the midst of the ongoing conflict in Marawi,” said the BUC. The BUC has also joined hands with other groups and individuals who have initiated relief efforts for the families and individuals that have moved out of Marawi.

According to reports, the total number of the internally displaced persons who fled Marawi since the fighting started on May 23 has reached 252,282 individuals or 51,651 families.

According to the Department of Social Welfare and Development (DSWD), the total cost of assistance extended by the evacuees has gone to PHP 43.713 million, PHP 41.846 million of which came from the agency’s funds.

Of the total amount, PHP 27.475 million was allocated for food, and PHP 14.370 for other forms of assistance.

-oooNO ONE IS PROTECTING FILIPINOS FROM FAKE PRODUCTS: So, what government agency is supposed to prevent the proliferation of fake rice, fake cabbage, fake eggs, and other fake foods and drinks, and even fake medicine, in the Philippines nowadays?

At the rate video footages of these fake products are being shown in social networking sites, particularly Facebook, it would seem no one is protecting Filipinos from the onslaught and deadly effects of these fake items. Particularly interesting here is the video of a Filipino male, wearing a black shirt and a blue shorts, regarding fake rice which bears markings that it is from Thailand.

For those buying what would turn out later as fake products, greed is similarly the reason---greed, because in their desire to cut on cost or expenses, they are driven to buy lower-priced goods which are actually fake.

On the other hand, it could also be possible that this whole thing of fake products flooding Philippine markets is being orchestrated by those who desire to destroy the entry into our country of imported items, particularly of rice and vegetable and fruits, and even of meat. With incompetent and inept officials we have around these days, we may never know the truth anymore!

THE Tax Reform for Acceleration and Inclusion Act (TRAIN), the first part of the Duterte administration’s Comprehensive Tax Reform Program (CTRP), has hurdled the House of Representatives (HOR) and is up for deliberations at the Senate. The Department of Finance (DOF) targets approval of TRAIN, or House Bill No. 5636, soon after sessions resume in late July.

The DOF’s tax reform proposals include: higher consumption taxes from removing VAT exemptions (though retaining those for senior citizens and persons with disabilities) and new excise taxes on petroleum products, sugar-sweetened beverages, and automobiles; and lower income and wealth taxes from reduced personal income tax rates (PIT, indexed to inflation) and a lower flat 6% rate for estate and donor’s taxes.

President Rodrigo Duterte certified TRAIN as urgent and his main economic managers – the finance, budget and economic planning secretaries – have been aggressively pushing it since last year. The bill is also supported by a wide range of other high-income earners spanning the 246

HOR lawmakers voting in favour of it, former finance secretaries and heads of the National Economic and Development Authority (NEDA), economists, business tycoons, big business groups, foreign chambers of commerce in the country, financial institutions like Deutsche Bank and Nomura, and others.

The government and the wealthy private sector constantly invoke national development and the welfare of the poor to justify their position. Yet the conspicuous lack of similar clamor on the part of the country’s poor majority is not surprising – the DOF’s TRAIN is grossly anti-poor, brazenly pro-rich, and should be

derailed.

These are the DOF’s five (5) biggest tax reform lies: 1) “We will lessen the overall tax burden of the poor” and “increase the take-home pay of most individuals thereby putting more money in people’s pockets” where “99% of taxpayers will pay less taxes” – The truth: the tax reform will make the poor poorer.

The net impact of the change in income taxes, expansion of VAT coverage, new oil excise taxes, and inflationary effect is that the poorest 60% of Filipino households, or 13.7 million households with some 60 million Filipinos, will have less money in their pockets after the tax reform.

The government will in effect take away Php737 annually from the pockets of the poorest 2.3 million families with an average monthly household income of just Php5,214 in 2018 (first and lowest income decile), Php980 from the next poorest 2.3 million families with monthly income of Php8,315 (second income decile), Php1,163 from the next poorest 2.3 million families with monthly income of Php10,691 (third income decile), Php1,374 from the next poorest 2.3 million families with monthly income of Php13,015 (fourth income decile), Php1,687 from the next poorest 2.3 million families with monthly income of

Php15,746 (fifth income decile), and Php2,088 from the next poorest 2.3 million families with monthly income of Php19,269 (sixth income decile).

The poorest 60 million Filipinos will pay more taxes under the proposed tax package with higher prices on food, drinks, LPG, transport fares, electricity, housing and other basic goods and services they consume.

It will in effect take away Php737 from every rice farmer, Php980 from every farm worker, Php1,163 from every construction worker, Php1,374 from every private school teacher, Php1,687 from every bookkeeper, and Php2,088 from every machine tool operator. The figures from a DOF table supposedly computing the change in annual take-home pay in 2018 are however likely even underestimated.

For instance, the DOF has also estimated that the oil excise tax alone will increase a fisherman’s fuel expenses by Php1,089 and of a farmer’s by Php1,210 with the VAT and inflationary impact even coming on top of these.

The income tax exemption for minimum wage earners, personal and additional exemptions, and health insurance premium payments are also proposed

to be lifted. While minimum wage earners will still not pay taxes for now – because income tax starts to be paid upon reaching an annual income of Php250,000 a year – it is possible that they will be subject to income taxes in the future if the minimum wage reaches the first taxable income tax bracket.

2) “After the tax-transfer reform, the poor benefits the most” and “the tax system will be fairer and more equitable” – The truth: the tax reform will make the rich richer.

The net impact of the change in income taxes, expansion of VAT coverage, new oil excise taxes, and inflationary effect is that the highest-earning 40% of Filipino households, or 9.1 million households with some 40 million Filipinos, will have more money in their pockets after the tax reform. This includes among the richest households in the country.

The 2.3 million families with an average monthly household income of Php24,355 (seventh income decile) will gain an additional Php4,187 annually, the next 2.3 million families with monthly income of Php32,295 (eighth income decile) will gain See TAX, page 11

Oil prices kept falling Tuesday as concerns about a global supply glut continued to weigh on the market.

Libya's oil production rose by over 50,000 bpd to

885,000 bpd after the state oil firm settled a dispute with Germany's Wintershall, according to Reuters.

Meanwhile, Nigerian oil supply is also rising.

Loading programs show that exports of Nigeria's benchmark Bonny Light crude oil are set to reach 226,000 bpd in August, up from 164,000 bpd in July.

Analysts said that the rising crude output has taken the edge off an initiative led by the Organization of the Petroleum Exporting Countries (OPEC) to support the market by cutting production.

The West Texas Intermediate for July delivery dropped USD0.97 to settle at USD43.23 a barrel on the New York Mercantile Exchange, while Brent crude for August delivery lost USD0.89 to close at USD46.02 a barrel on the London ICE Futures Exchange. (Xinhua)

The penalty of P5,000 fine and an imprisonment of one year is being added to give teeth to the law.

2017 Asia Panasonic scholarship applications now open - Making leaders for a better society

10 June 2017, Philippines – Panasonic Group announced today the opening of application for its 2017 Asia Panasonic Scholarship Program in the Philippines.

The Panasonic scholarship program in the country is administered

The said song perfectly describes the turbulent situations underwent by every teacher as he performs his duties as conveyer of learning. When you try to ponder every line of the song, you may feel sad and perhaps you might say as well that teaching is such an arduous vocation and to become one is a very valiant option.

Lucky are these teachers whose stations are just very near to their residences.

Their fatiguing labors have captivated the attention of many especially those who shared the same plight.

As far as I know, there are many schools across the country that is not reachable by any of gas-fueled vehicles. Some need to cross more than ten rivers before

reaching their stations. Others need to cross the river and valley using a very shaky and fragile footbridge that many likely break and imperil their lives. Others too, need to ride a boat and sail across the stormy seas and most often reaching their schools damp. Teachers in these schools are putting their fate between life and death because they do not know accident awaits them

as they traverse their ways towards their stations.

As a public school teacher for many years, I cannot picture out how these brave teachers were able to subdue their fears in going to and fro every day. I deeply feel the pitiable circumstances of these living heroes whose lives were dedicated for the good of their countrymen who wish to become learned member of the citizenry.

That said marriage did not last long due to lack of love and affection until the relationship manifested incompatibility and sustained misunderstanding between petitioners and reached the point of irreconcilability and they separated from each other for more than four (4) years,they decided to separate live physically in bed and board thereby, executed Memorandum of Agreement in order to formalize their separation. Since their separation, they had never been communicating or supporting either financially or emotionally to each other,neither minding each other affair’s; Petitioner’s seek judicial decree of divorce, thereby, severing their marriage bond on March 18, 2003, so that they will have free hand to do what a single man or woman could do without marital burdens. Reconciliation between them had already been diligently employed but all proved futile.

WHEREFORE, finding this petition to be sufficient in form and substance, set the initial hearing of this case on July 6, 2017 at 9:00 a.m at which time, date and place. Any interested party may appear and show why the petition should not be granted. This order modified the Department Order nos.348-B dated June 8, 2017 and 348-D dated June 9, 2017 and takes effect immediately and shall remain in force until further,” read the order signed by Aguirre.

The creation of Centralized Prosecution Office for the province of Lanao del Sur and Marawi City will consist of four panels of prosecutors headed by one prosecutor per panel as chairperson.

Uy is one of the chairpersons, the others being City Prosecutor Eduardo Cueto of Iligan, Provincial Prosecutor Chuchi Azis of Misamis Oriental, and Senior State Prosecutor Lilian Doris Alejo of DOJ Manila.

Each panel would have two member-prosecutors and each group will take turns in handling inquest and preliminar y investigations of all criminal complaints for rebellion involving the Maute Terror Group in the entire province of Lanao del Sur and Marawi City.

In a separate department order, Aguirre ordered additional of five prosecutors - three from Cagayan de Oro City and two from Misamis Oriental - due to difficulties in accommodating numerous respondents by existing panel of prosecutors.

The pool of prosecutors namely, Alfonso S. Vicente Jr., Louie L. Borja, Ansharey S. Lalia were all Assistant City Prosecutors of Cagayan De Oro City, Assistant Provincial Prosecutors Lito A. Sanchez and Tadeo V. Polestico were both from Misamis Oriental will be assisted in the inquest proceedings of rebellion cases involving the Maute group.

On Tuesday, around 12 suspected members of the Maute terrorist group, who were arrested last June 16 in a hospital in Pagadian City, underwent inquest proceedings for rebellion in Cagayan de Oro city.

Justice Undersecretary Erickson Balmes said the 12 faced the prosecutors handling the case during the proceedings at the headquarters of the Army’s 4th Infantry Division in Camp Evangelista which was earlier designated by the Supreme Court for the trial of the cases against the Mautes and their supporters.

Balmes said originally 13 suspects would have to undergo the proceedings but one of them died in the hospital while undergoing treatment.

Facing charges of rebellion are Racma Macatuon Talib, Lambo Ampaso Ameril, Huwarda Macatuon Talib, Cosnia M. Talib, Sanabae Saliling Macatuon,

Amerodin Capga Ameril, Yusoph Taha Halil, Dima Ampaso Ali, Sapacan Mustapha Talib also known as Sapacan Sabar Talibm Halil Saliliing Ali, Mansawi Imam Gumobat and Lanoden Macatuon Dimarugong.

Junaid A. Dimarugong, alias Ameodin Ameril, was also arrested with the 12, but according to Balmes, Dimarugong died in the hospital.

He said that after the inquest, the prosecutors would evaluate whether to elevate the case against the suspects to the regional trial court or not.

Earlier, the Department of Justice (DoJ) approved the filing of rebellion charges against Ominta Tamano “Farhana” Maute, mother of Mauter group leaders Abdullah and Omar, former Marawi City Mayor Fahad Salic and nine others in connection to the ongoing armed conflict in Marawi City, Lanao del Sur before the Cagayan De Oro City Regional Trial Court (RTC).

“The centralized Prosecution Office of Lanao Del Sure and Marawi City accuses [the 11 individuals] of the crime of rebellion under Article 134 of the Revised Penal Code,” read the four-page resolution dated June 13, 2017 was signed by Prosecutors Ramonchito Bienvenido Ocampo Jr. and Liezel Aquiatan.

Rebellion is a non-bailable offense.

Aside from Salic and Maute, also charged in court are Sumaya Bangkit Masakal, Radiea Tugosa Asire, Mariam Ibnu Abubakar, Zafeerah Rosales Musa, Nehreen Macaraya Abdul, Nora Moctar Limgas, Mardiyya Haji Ali, Sumayya Lawi Ali and Noronisa Haji Camal.

All 11 accused were included in the list of over 300 individuals identified as members of the Maute group, the Abu Sayyaf group, and their sympathizers earlier ordered arrested by the government for the crime of rebellion.

They were indicted after investigating prosecutors found probable cause to file the case in court following inquest proceedings held at their temporary detention cell in Camp Evangelista in Cagayan De Oro City.

Marawi City is the site of clashes between security forces and Maute members since the latter attacked the city last month.

In his speech, Duterte has vowed to rehabilitate Marawi and to make its residents’ lives better.

It can be recalled that the government has set aside P10 billion for the reconstruction of the besieged city.

The City Mayor has reminded the Muslims/ Maranaos living in Iligan City who may have relatives that are members of the Maute that take refuge in their home, please report to the nearest police station, because harboring criminals or coddling terrorists will be considered as a heinous crime, otherwise, you will be implicated as criminals in that instant situation, if ever you refuse and still refusing to report to the nearest police station, otherwise, you may be branded as terrorist also. Remember, we are under Martial Law at this moment in time, and with that situation, then the army and police can arrest and search our houses with or without arrest or search warrants issued by a competent court.

For the information of all, the Maute brothers Omarkhayam and Abdullah after twenty (20) years of obtaining Christian education, they returned to Marawi bringing with them the black flag of ISIS and set fire of their Alma Matter. In fact, the war they initiated in Marawi have the support of their father and mother as their financier and adviser. It has also the support of the Abu Shayyap, BIFF, and most probably by some recalcitrant MILF and MNLF members also, because they have never been out of ammunitions and war machines and manpower to sustain the war. About a month of fighting with the government forces plus the support of air raids, and yet the Maute terror group never surrender and continue fighting with intensity like a hungry lion, which the government forces cannot just take for granted. The fatalities of government forces have reached at 65, and 455 wounded confined in the Army Hospital in Cagayan de Oro City and at Sanitarium and Hospital in Iligan City, wherein which our beloved President Rodrigo Roa Duterte have visited the wounded and awarded medal of honor and financial support. On the other hand, the Maute fatalities have reached at 257, and 243 high powered guns confiscated by the government forces.

The war in Marawi is not a war of religion. In fact, Christians and Muslims live harmoniously for several centuries. We have here in Iligan organization: Christians and Muslims Brotherhood. The war is just a plane rebellion or sedition, which declaration of Martial Law was within the context of the

law, as guaranteed by the Philippine Constitution.

But, why, in heaven’s name that some members of the Senate and that of the House of Representatives can still afford to criticize the declaration of Martial Law in the Island of Mindanao by President Rodrigo Roa Duterte, plus demonstrations in Metro Manila denouncing the Martial Law declaration, when in truth, and in fact, they are not affected by such declaration. It is a glaring politically-motivated demonstrations financed by politicians at the opposite end of the Duterte’s political spectrum. Why perhaps? Would it be because they are afraid that the very source of illegal drugs will be eradicated that funded the war in Marawi City that may somehow implicate them after the war is over? Would you agree or disagree of this speculation? Only when the war is over will teach us in that hour.

If only our honorable senators and congressmen have visited the evacuation areas, they will see how they evacuees have suffered with unspeakable hardship of unparalleled proportion, a tragedy beyond imagination, as a consequence of the folly of that war initiated by the Maute terror group and Abu Shayyap, with the participation of foreign terrorists, most probably ISIS. Only Senators Sony Angara and Juan Miguel Zubiri had so far visited the evacuation center at Buru-un, Iligan City, together with President Rodrigo Roa Duterte on June 21, 2017. They were distributing packages to the evacuees.

It is now high time for the local officials of the province of Lanao del Sur and Marawi City to negotiate the terrorist to surrender unconditionally to stop that senseless war.

We only pray and hope that the war in Marawi City will end at a soonest time, so that the agony of those affected by that war will be softened by their going back home in peace and security.

There is no place like home, rememb er! But how could the many of the evacuees go back home in Marawi City when their houses were destroyed by air raids, burn and some were riddled with bullets? I think the government will compensate for what they lost in that war, as promised by the President during his visit at the evacuation center yesterday, June 21, 2017, at Buru-un, Iligan City. an additional Php8,012, the next 2.3 million families with monthly income of Php47,131 (ninth income decile) will gain an additional Php16,954, and the richest 2.3 million families with monthly income of Php111,380 (tenth and highest income decile) will gain an additional Php43,540.

They have net gains because their increased take home pay from lower personal income taxes more than offsets losses from additional VAT, oil taxes, and inflation. The net gains also remain even if higher taxes on automobiles and especially on high-end luxury cars, which is sensible, are factored in.

Middle class households in the seventh to ninth income deciles certainly deserve relief from changing decades-old tax brackets.

These include Filipino families whose only moderate incomes are doubly-eroded by inflation and by excessively high taxes. It can even be argued that the minimum figure for tax exemptions can be raised to those earning up to around Php33,000 monthly.

However it does not make sense for supposed tax reforms to give a corporate executive already earning Php280,309 monthly (or Php3.4 million yearly) an additional Php91,027 or a company’s chief executive officer already earning Php598,132 monthly (or Php7.2 million yearly) an additional Php130,267. Yet the DOF’s TRAIN does just that while, to recall, taking hundreds of pesos away from the poorest Filipinos who already have so little as it is. The poorest are made to pay more out of much smaller incomes to begin with and this is not by any reasonable interpretation a “fairer and more equitable” tax system.

The DOF cites the supposedly higher income tax rate of 35% applied to the highest income bracket, compared to the current 32%, as proof of the progressivity of their proposals.

This is a half-truth though because using the complete formula which includes a minimum lump sum and applying the tax rate only on the excess of income over Php5 million means that many of the country’s rich will actually end up paying less than under the current tax system.

The DOF also gives the example of the country’s top two income taxpayers

Thursday, June 22, 2017 whose take home pay falls in 2018 upon the tax reform to reinforce the impression that the new tax system is progressive. This is however an exaggeration and is oblivious to how the country’s super-rich use various legal and illegal strategies to avoid paying taxes including tax havens, off-shore accounts, shell companies and trust funds, smuggling and others.

The tax reform program really does nothing to address, and actually worsens, the continuing accumulation of massive wealth in the hands of a few. The country’s richest for instance also gain additional benefit from the lowering of estate and donor’s taxes to a flat rate of 6%, with the DOF estimating that they will pay at least Php3.1 billion less per year starting 2018.

3) “We are committed to uplift the poor and the vulnerable through a progressive social protection using targeted cash transfers and public transport subsidies” – The truth: TRAIN’s taxes are permanent but its social protection is only temporary and, worse, still just an undefined afterthought.

The only reason the DOF can argue that the poor benefit is because TRAIN supposedly has a social protection component.

Early proposals included a targeted cash transfer of Php300 per month to the poorest 50% or some 10 million households in the country to mitigate rising prices and a Pantawid Pasada scheme of cash cards for public utility vehicles to offset the impact of the increase in oil excise taxes especially on diesel.

The TRAIN bill passed by the HOR however remains extremely vague on these supposed social protection measures. Out of the 59-page bill, there is only a third (1/3) of a page on them with just cursory mention of a “social benefits program” and “granting fuel vouchers to qualified transport franchise holders”.

The only clarity given is that the measures will last for just three years. This means that even assuming that they are implemented, the measures are only temporary and the majority poor of the country will be struggling with the onerous tax burden of TRAIN long after the social protection measures have ended. This gives credence to the notion that they are only being implemented to divert from the gross regressiveness of the new tax package.

Such a smokescreen also comes at a price and the administrative cost of the scheme will run into at least hundreds of millions of pesos and perhaps even into the billions.

4) “If no or diluted tax reform, the outcome will be poverty, malnutrition and traffic” and “the poor will likely remain poor” – The truth: the DOF is blackmailing the poor because it is afraid to tax the rich.

The threat of poverty, malnutrition and indeed the traffic oddly mentioned in the same breath is directed at the country’s poor farmers, workers, informal sector, low-paid employees and others who already suffer these the worst. It is certainly true that the government needs resources for the many different things needed to ensure social and economic development for the majority. Schools, hospitals and homes have to be built, roads, bridges, water systems and power plants have to be constructed, factories and farms have to be developed, and the economy has to be strengthened.

The DOF is however disingenuous in putting the burden of providing these resources on the majority of Filipinos who have such low incomes and barely any assets to begin with, rather than on the few elite families and corporations who not only have such high incomes but have also amassed huge wealth from the economy over decades.

Poorer families earning just a few thousand pesos a month with barely any savings and scant assets cannot be treated the same way as the richest families earning hundreds of thousands (or even millions) of pesos a month with hundreds of millions (or even billions) in savings and assets.

The extreme concentration of wealth in a few in the country is an opportunity for real tax reforms that do not just raise revenues for development but also reduce inequality. Today, some 17 million Filipino families (80% of all families) earn at most around Php20,000 a month; the poorest half (53%) try to live off less than Php13,000 a month and the poorest fifth (20%) on an average of less than Php5,600 a month. These poor and low income families should be taxed as lightly as possible while being given as much publicly-provided social and economic services as they need.

On the other hand, the richest 156,000 or 0.7% of families had a cumulative income of Php356.9 billion in 2012 with an average annual income of Php2.3 million – taxing just an additional 20% of this income can raise Php71 billion. The next richest 170,000 or 0.8% of families had a cumulative income of Php198.4 billion with an average annual income of Php1.3 million – taxing just an additional 10% of this income can raise Php20 billion. So raising income taxes on just the richest 1.5% of Filipino families can already raise some Php91 billion.

While the DOF often mentions “shared responsibility,” its tax reforms are conspicuously silent on taxing the super-rich’s massive wealth. For instance, there are reportedly at least 690 “ultra high net worth” Filipinos with at least Php1.4 billion in assets each. This

includes the country’s 50 richest oligarchs who have a combined net worth of US$79.5 billion or Php3.8 trillion at current exchange rates and 14 of whom recently landed on Forbes’ World Billionaires list.

The DOF is correct in pointing out “dire consequences [on] the lives of the poor and vulnerable” from “[losing] classrooms, teachers, rural health units, barangay health stations, provincial hospitals, paved roads, bridges and irrigated land”. For the sake of argument it can also be granted that greater infrastructure spending will increase economic activity and output at least in the short-term. It should however not look to the poor for the resources to finance these but to the rich, especially the super-rich, who have already benefited so much from the economy, from its infrastructure, and indeed from the labors of the poor themselves.

5) “Tax Reform for Acceleration and Inclusion” – The truth: TRAIN deforms the tax system to become even more anti-poor and pro-rich.

To “reform” is to make something better but, for all the reasons mentioned above, the DOF is not reforming the tax system.

rich. To call the proposals “Tax Reform for Acceleration and Inclusion” is then the biggest lie of them all.

The Duterte administration’s tax reform program starkly reflects the country’s class divide and is neoliberalism in full play. The upper classes and foreign capital are clamoring to pay lower taxes and to have their infrastructure and other services paid for by the poor. The government is unfortunately complicit and doing all it can to deliver these benefits for a wealthy minority at the expense of the poor majority.

Ruling elites should however be worried. The resulting further build-up of wealth in the hands of a few from reducing the incomes of the many will only increase social conflict and tensions, intensify class contradictions, and create the conditions for a great upheaval. The real reforms will come after this.

Evacuation center eyed in Zambo

ZAMBOANGA City––The city government will construct a PHP33.5 million evacuation center to shelter residents who will be displaced in case of natural and man-made calamity.

Mayor Maria Isabelle Climaco-Salazar on Wednesday said the evacuation center will be constructed by the Department of Public Works and Highways (DPWH) in Barangay Cabatangan this city.

“Cabatangan is situated in a very high area which gives us an advantage point,” Salazar said citing it is strategically located.

Salazar said she was informed through a letter by DPWH Regional Director Jorge Sebastian that the project will start soon with the downloaded Special Allotment Release Order (SARO) and Program of Work (POW).

Salazar said the evacuation center is expected to be completed in 180 calendar days.

Salazar said that two other evacuation centers will also be constructed in barangays Tulungatung and Arena Blanco.

She said the Tulungatung evacuation center will accommodate land-based evacuees while that in Arena Blanco will be for sea-based, specifically the Badjaos.

1st DavNor provincial television goes on air

Three Davao provinces mark 50th anniversary DAVAO CITY -- The three Davao provinces are gearing up for grand 50th founding anniversary on July 1.

The undivided Davao province was split into Davao del Norte, Davao Oriental and Davao del Sur with the passage of Republic Act No. 4867 on May 20, 1967.

Davao Oriental and Davao del Norte provincial governments have already lined up several activities for the big event.

“It is a celebration of the many successes of the Dabaonon people and their bullishness about the future,” said Davao del Norte Governor Anthony del Rosario.

Davao del Norte will be highlighting the evolution, development and achievements of the province over the past 50 years, while capitalizing on and nurturing their proud heritage, enduring multicultural identity, resiliency and creativity in building a better future.

The province chose this year’s theme: “Bulawanong Paghinumdum, Bulawanong Panlantaw (Golden Commemoration, Golden Vision)”.

The Provincial Information Office announced there will be daily activities for the nine-day festivity starting on Friday, June 23.

The grand kick-off will be the launch of Kadagayaan Festival 2017, which will feature Agri-aqua Trade Fair, Tourism Fair, and exhibits, among others. It will pay homage to the richness of

the Daboanon culture and traditions, as well as the bountiful harvest for the past five decades.

Activities also include the Binibining Davnor Pageant; the Hudyaka Street Dancing and Grand Showdown to be participated by different groups all over Mindanao; the MUSAMAN TriDavNor National Triathlon that promotes healthier lifestyle while showcasing the scenic beauty of the province; Davao Aguilas Footbal games; and, nightly activities and variety shows.

Davao del Norte will capped its anniversary with a fireworks display and party.

Meanwhile, Davao Oriental already started its month-long celebration last June 5 but, the provincial government guarantees a festive day on July 1 with this year’s theme: “Celebrating Golden Heritage towards Sustainable Inclusive Progress”.

Several events have been lined-up towards July 1 that includes, tree planting on Thursday, June 22; Pap Dance Competition; bloodletting; a tribal fest; culinary fest; float and band parade; Miss Davao Oriental coronation night; sports competition; and barangay assembly.

DAVAO CITY -- The provincial government’s own television station is slowly drawing viewers in Davao Del Norte after it went on air this week.

Known as DXPT on Channel 48 or PTV DavNor, it is the first provincial government-owned television station. It successful gained permit to operate from the National Telecommunication Communication (NTC) last March 16, 2017. It can operate until March 14, 2020.

The station will carry programs: Best People development agenda of the administration of Governor Anthony Del Rosario, who wanted to let the people know of his administration’s work.

Through PTV DavNor,

Del Rosario also wished to make the government accessible for the people of the province. This will also serve as platform for government to know issues and concerns of their constituents.

According to the Provincial Information Office, PTV DavNor will also deliver local, national and international news just like the television networks.

But programs will feature local events. Programs will also include “in-house” programs of the People’s Television Network, which serves as the mother-station of PTV DavNor. Gaspan also bared that from June 1 to 11, total crimes reached 52 which covers 23 cases of crimes against persons and 29 crimes against property.

During this period, DCPO also recorded 18 theft cases.

Also, Gaspan said the theft incidents reported during both periods, May 22 to 28 and June 1 to 11, happened inside malls.

Even under martial law where police and security forces are more focused on deterring terrorists, Gaspan

said DCPO continues to implement Oplan Double Barrel Reloaded.

She said all police units were able to arrest 280 persons involved in illegal drugs and the surrender of 452 individuals. There were eight persons neutralized during operations.

Since last year, the relentless campaign of the police against criminals and persons involved in illegal drugs helped bring down crime volume in the city.

Crime volume in Davao City drops DAVAO CITY -- The Davao City Police Office (DCPO) has reported a sharp decline in the city’s crime volume since the declaration of martial law in Mindanao last May 23.

DCPO spokesperson Sr. Inspector Ma. Teresita Gaspan revealed a 10. 48 percent decrease in total crimes from June 5 to 11.

She noted a 20.69 percent decrease in index crimes (crimes against persons and properties) while non-index crimes went down by 6.58

percent.

Based on the report of the DCPO, the total index crimes totaled to 28 from May 22 – 28. This covers crimes against persons with 12 cases and crimes against property with 16 cases.

During the period, Gaspan said there were four rape cases reported. However, she said the rape incidents did not happen during the martial law period. “These rape incidents happened in the past but only reported now,” Gaspan stressed.
