BARMM allots bigger budget to bridge linking Lanao Sur, Bukidnon, and CdeO

BARMM Region - Travel time from Marawi City to Cagayan de Oro will be fast with the construction of a bridge funded by the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), reports reaching MDNN said. Eduard Guerra, BARMM public works minister told reporters the bridge that will be funded by the BARMM funds will be linked not only in Cagayan de Oro but also Lanao del Sur and Bukidnon Provinces. For Cagayan de Oro alone, the travel time could be much shorter with only a two-hour travel time, ac-

cording to the minister. Guerra said the Bayug Bridge, being constructed in Barangay Bagoingud, Upper Tagoloan, Lanao del Sur, will help transportation very fast and efficient. “The bridge is also connected with the Kapai-Tagoloan Road in the border pf Lanao del Sur and Misamis Oriental, respectively, which is also termed ‘Dream Road 2’,” the BARMM said. It was learned that the project was started in 2018 under the defunct Autonomous Region in Muslim Mindanao (ARMM). It has a Php 25-million budget allocation. He said “The BARMM earmarked another PHP25million for the second phase of the bridge construction

under the 2021 appropriations.” Guerra also clarified the budget forms part of the P3.7 billion infrastructure funds of the 39 municipalities, including Marawi City.

San Miguel Foods, Inc. supports DA-10’s fight vs ASF CAGAYAN de Oro City, June 17 - The Department of Agriculture - Regional Field Office 10 (DA-RFO 10) received 8 gallons of disinfectant from San Miguel Foods, Inc. (SMFI) in support to its fight against the African Swine Fever (ASF). Pro duced by SMFI, Protect Plus (Glutaraldehyde plus Quaternary ammonium compounds) is a multi-purpose disinfectant found to be effective as bactericidal, virucidal and fungicidal, which inhibits the growth of mold and mildews. According to SMFI Livestock Health Specialist Ma-

ria Katerina E. Barbarona, each gallon can be mixed with 200 gallons of water to formulate a disinfectant solution of an application of 300 milliliters per square meter. Hereafter, DA-RFO 10 Regional Executive Director Carlene C. Collado handed over the disinfectants to Misamis Oriental (MisOr) Provincial Veterinarian Dr. Benjamin S. Resma. IN a world that is giving so much veneration to the profit-motive that has already captured the mindset of all governments, all institutions, all universities and even of religious groups against the backdrop of so much denigration of spirituality, buried in so much materialism and consumerism that has sacrificed mother earth to the altar of greed and profit, how do we now awaken humanity from deep slumber? The mainstream media is controlled by those who are in control and continue disseminating gospel of advertisements to perpetuate unconsciousness to hide the truth. This is especially true in the discounting of the climate crisis in pursuit of short-term profit by the 19 Fossil Companies that will not allow the discontinuance of their massive raking of some16 trillion dollars annually or 10 million dollars every minute. The truth about climate change that is putting civilization in the state of planetary emergency is being hidden. Such is a crime against humanity. In this process of subversion, there are three kinds of

actors: those who tell the lies, those who repeat the lies and those who allow themselves to be seduced by the lies. We should not allow these lies to continue. While we are now in the state of planetary emergency as climate change indicators have escalated so quickly that an emergency response is imperative if civilization is to avoid breakdown and eventual collapse, it is already too late to organize a robust movement. What we can do is to create awareness among the 12 million cooperative members nation-wide and the 1 billion members worldwide to awaken and transform the cooperative movement to be true to its DNA of being value-based and philosophy driven and above all, of being sustainable. This is the mission and raizon d’ etre of organizing the Climate Smart Livelihood Advocacy Cooperative. The Philippines is the 4th in the world worst hit by climate change according to the UN’s Risk Disaster Index. The most affected are the rural ecological people aggravated by the on-going

protracted war. This is the conclusion of the Study by the World Bank as reported by the Food and Agricultural Organization. This is the reason why 4 of 5 farmers especially the young ones are now leaving farming and going to the urban centers to work as janitors, waiters or drivers that are now highly congesting the cities. This is also the reasons why the rural people are going abroad as 6,000 Filipinos were leaving daily during the pre-covid time, leaving their families behind to work in other countries. Not only shall we address climate change; let us also bring peace especially in the resource-rich Mindanao where the second longest war in the world – the Mindanao War – must now be stopped. But how? By uprooting the root causes of war – poverty, gross inequity and social injustice. How pandemic changed our spending behaviors ANYONE who has attended a webinar, or has hosted a party over zoom, or has ordered groceries or medicines to be delivered at home; or has watched a concert via live streaming for the first time will agree that the covid-19 crisis has profoundly changed our spending behaviors overnight. The lockdowns, quarantines, and health protocols forced us to change and adjust the way we are spending, what we are spending on and what we give value to. Allow me to share some of these changes which I have personally experienced and observed since the start of the pandemic. Guess what, they’re not bad at all. 1. Flight to the online platform With our movements restricted, social distancing, and work from home arrangements, we have no recourse but to maximize the accessibility that digital technology has to offer. Suddenly, we saw a surge in online shops and selling. Almost everything is now being sold and offered online, from food, clothing, medicines, plants, animals to seminars, podcasts, and consultations. In just one click, you can have them delivered right

to your doorstep. Online shops like Shopee and Lazada are having a field day during this pandemic. Likewise, both government and private companies have also migrated most of their products and services into the digital space. While this shift to online selling affects almost everyone across the different generations, it is mainly driven by the Gen Ys and Zs. They lead online purchases specifically on food delivery, at-home entertainment, and fashions. Other generations still show a higher preference for face-to-face transactions. But analysts are saying that with more people experiencing the convenience of the online platform, digital shopping is here to stay, even after the pandemic. 2. More consumers supporting local and small brands This health crisis has prompted a more conscious intent and desire among Filipino consumers to support local entrepreneurs. More people are now buying locally made goods and produce to help drive the local economy. For instance, when doing our weekly grocery, I observed that more people are now buy-

ing canned goods made by local companies instead of the imported ones. Even when buying clothing and footwear items, more people are patronizing the small and local business owners. Before the pandemic, I used to buy our veggies and fruits from the big groceries. But now, I buy freshly harvested veggies and fruits from a sidewalk vendor. MANILA – The Small Business Wage Subsidy (SBWS) Program Task Force (SPTF) has resolved to allow the voluntary return of the subsidies until June 30 this year in response to requests from employers and employees who were still unable to give it back despite previous extensions of its deadline to return subsidies. The Task Force had previously announced through a resolution dated May 28, 2020, further amended last June 13, that a return of the subsidy must be made by employers or employees, as the case may be, for: -- employers who failed to maintain the employment status of all employee beneficiaries before the enhanced community quarantine (ECQ) in 2020 and throughout the SBWS or misrepresented in their application material facts relevant to the eligibility

of their employees; -- employees who resigned during the period of ECQ and modified ECQ imposed in Luzon and other parts of the country in 2020; and -- employers of the beneficiaries of the Department of Labor and Employment’s (DOLE) Covid-19 (coronavirus disease 2019) Adjustment Measures Program (DOLE-CAMP) who received the full amount of the second tranche of the SBWS. BSP’s 28-day bill rate up on strong demand By JOANN VILLANUEVA

MANILA – Rate of the Bangko Sentral ng Pilipinas’ (BSP) 28-day securities increased Friday amidst the strong demand for the paper. The weighted average rate of the debt paper rose to 1.8109 percent from 1.7965 percent during the auction last June 11. BSP again offered the securities for PHP100 billion and the auction committee made a full award after tenders reached PHP140.525 billion. The bid coverage ratio slipped to 1.4053 from last week’s 1.6269 when bids reached PHP162.69 billion. BSP Deputy Governor Francisco Dakila Jr., in a statement, said “the modest increase in the 28-day bill’s rate remains in line with market participants’ search for yield in the longer

SENATOR Imee Marcos has called on the government for clearer strategies that will increase vaccine acceptance and immunity against Covid-19 to speed up the country’s economic recovery. “We have the money for vaccines. But vaccination hesitancy remains a challenge and may lead to a greater wastage of vaccines and government funds than the incidence of poor cold storage. Without herd immunity, economic recovery will be choppy,” Marcos said. “To solve this, the government needs to determine where it should conduct more aggressive information campaigns which are

tailored to the language, unique customs and belief systems of the local government unit concerned. For instance, an emphasis that vaccines are halal may be needed in the BARMM, or that a certain vaccine has already been administered in Muslim countries,” Marcos explained. Before this pandemic happened, I always want to have a long vacation. Human in nature and though I love my job but there are times I feel tired of going to school, feel lazy to face my pupils especially on Mondays, feel stressed doing reports and meeting deadlines and all the craziness I feel about my job. When COVID19 struck the whole nation, I partly felt happy partly sad when the department released an order regarding the arranged working assignment of the teachers. I was happy because I can take a long rest but I was also sad because I feel the emptiness every time I see my empty classroom during my onsite duty. I miss my pupils’ voices. I miss their complains. I miss everything about them. But our department tries to do what is best for all of us and I am so grateful that though we are in this tough time, we still have jobs. I feel good when working at home because I can rest anytime I want but I feel better when I am in school because that is the only time I can tell myself, “I am still a teacher.” There are always advantages and disadvantages in working at home. Let me start with the disadvantages. When you are at home, you are not a teacher. Can you call yourself a teacher if you prepare your reports, print modules or do webinars without even having your regular bath? When I am at home, I attend webinar. I wear make-up. I wear nice upper outfit, sometimes I

wear my blouse(uniform) but wearing only shorts as my lower outfit. I only take care of my upper look when I attend webinars. When I am at home, I do not mind looking myself at the mirror and just face my paper works without having my face washed. That is why when a parent is looking for me to ask something about the modules, I also forget that I am a teacher because I entertain the parent wearing something lousy as if I have just gotten from bed. I am sure every teacher experiences this. Now let’s move on to the advantages. When I am at home, I can rest of course. I am the manager of my own time. It’s on me if I finish doing my task within that day as long as when my principal will send message to our group chat or call us to submit the reports right away, we can hand-in it. I can now attend the regular virtual mass and pray the rosary on air. I spend my precious time with my family at home, exchanging ideas about a certain issue, eating together and do a lot of things which we do not usually do when I am at work. I am not actually wanting to be like this forever. I still badly want the normal set-up but I am thankful that this pandemic brought our family closer together, closer to GOD. COVID19 is not totally a curse but for me it’s a fast break to remind us that the most important thing in life is not the material things we have but our FAMILY.

It could be my charms, lady luck’s blessing or perhaps that plus factor thing that makes them put their trust in me as a teacher or coparent. And perhaps it’s the destiny-halting pandemic pause that puts me in the secretary stand still since we weren’t able to set an election last school year. Being in this position puts one in a weird but wonderful spot. When you’re a teacher, this is additional duty: conference note taking, minutes recording, phone calls to Mister this and Missus that, resolutions drafting, letter sending and making sure that all persons involved gets updated to the what, when and where of your regular assemblies. When you also happen to be a parent, you get the opportunity to converse, empathize and plan away in a meaningful way with other parent officers. You can connect in a language and in situations that only parents can understand and relate to. I can opine that being both a teacher and a parent functioning as a GPTA Secretary has its moments of joy, challenges and above all, purpose. I faced a number of hardships, felt a few headaches but I also encountered a lot of heartwarming moments in the different activities that we arranged with the organization.

Financial Literacy and Savings Campaign Among Teenagers By ADEL R. CAMBANGAY, JR.

Filipinos are bad savers. In fact, they are the worst savers in South East Asia (Chua, 2018). Several researches also reveal the same findings. According to a survey conducted by the country’s financial arm the Bangko Sentral ng Pilipinas in 2014, only 1 out of 4 household has savings. This deplorable financial state of Filipino household worsens when calamities strike. This only means that many families could not fund its basic needs should uneventful things happened. Cases like house fire and medical emergencies can paralyze financially many average income families. Affluent families can stay comfortably in hotels during emergencies while their poor counterparts languish in crowded evacuation centers. The covid-19 pandemic which has prolonged for more than a year and has wrecked havoc financially to ordinary families. It would have been much better if majority, if not all, have savings that they can use for a longer period of time. Department of Education’s Order No. 22 s. 2021 aims to intensify the integration of Financial Education in the K to 12 Basic Education Curriculum in various subjects across grade levels. It targets to enhance financial literacy and financial capability of all learners, public school teachers, and Deped personnel to make sound financial decisions that lead to financial health and financial inclusion. According to a Financial Inclusion Survey done by the Bangko Sentral ng Pilipinas (BSP) in 2017, 48 percent of the total adult population had some form of savings compared to 43 percent in 2015. The survey also reveals that 32.7 percent of Filipinos are saving their money at home. This tells us that

Filipinos still prefer saving money the traditional way (and probably with a piggy bank, too). While some Filipinos have form of savings we still lag behind compared to other countries in Asia. The regional average is 2.9 years of personal income set aside for retirement while Filipinos only save 3.6 months of income. Before the pandemic erupted, a continuousimprovement based action research was conducted to instill and practice savings habit among grade 7 learners of Carmen National High School in the Division of Cagayan de Oro City. The intervention targeted to promote the HIPHOP (Honest-Industrious-Polite Helpful-Obedient-Punctual) advocacy where the learners are encouraged to practice virtues perceived to be lacking in today’s youth. A survey was conducted before the intervention was conducted. It revealed that majority of the students have a good idea of what is savings all about and its purpose but were previously unsuccessful in their effort to save for a certain period of time. The researchers then launched financial education literacy campaign with the support of the teachers’ cooperative. This was followed by a one (1) month daily actual savings practice through the modified piggy bank monitored closely by the class advisers. A focus group discussion revealed the following results: almost all learners felt good that they have accumulated sum of money from their daily allowance; it is possible to save no matter how tight students’ finances are; the activity greatly developed their savings habits. The researchers strongly recommend to roll out the savings campaign across all grade levels of the school.

Look at the very resource rich Mindanao. Who controls? Who profits? Who benefits? Some two hundred thousand hectares – the choicest of land – which were before owned by the Indigenous Peoples have been transformed into massive plantations to satisfy the consumerist lifestyle of the people in advanced countries while the Filipinos cannot even produce enough staples for its hungry and malnourished people like rice and milk. Isn’t paradoxical that our country is the biggest importer of rice? Don’t you know that 99% of the milk that we consume is imported? Indeed, the culprit is what you call corporate globalization! Presently the CSL Cooperative is in the frontline on documenting the issues confronting the IPs to resolve the issues not through armed struggle but through cooperativism. The CSL approach to help the IPs include massive planting of giant bamboo in hundreds of thousands of hectares that have been denuded through massive logging and mining in the last 7 decades. The CSL Cooperative will also capacitate the Ips to transform their Ancestral Domain into massive abaca, coffee and cacao plantations and in raising livestock especially cattle for dairy projects. EMPOWER THE IPS THROUGH CSL to counter poverty and to end the second longest war in the world. And most importantly, counter climate change as bamboo is a good carbon sink, water holder and most importantly, an alternative to fossil fuel.

Food deliveries as families are now enjoying more mealtime together, use of online entertainment as family members bond watching those Netflix movies or playing Call of Duty, and orders for home decors and accessories as home improvement is a favorite family project, are topping the home expense category. The work and study from home pushed the sales of computers (desktop and laptops) to an unprecedented level. Parents do not mind investing in those laptops as needed by their children either for work or study. The different computer shops in Davao are almost always out-of-stock of their laptops. You have to place your order at least a month in advance to secure a unit. There’s

also a substantial increase in pet and plant ownership. People have more free time to take care of pets and grow plants. Remember, this pandemic gave birth to the Plantitas and Plantitos. 5. Awareness of financial products The Covid-19 pandemic, being a health crisis, made Filipinos more aware and conscious of their health and financial wellness. From what we have heard and read, we know how expensive it can be to be hospitalized due to covid. Sadly, the majority of those who died or get hospitalized do not have the needed health or life insurance plans so they have to pay their medical expenses out of their own pockets, leaving a big dent in their savings. But we also realized that we don’t even have to be sick or hospitalized to feel the pinch of the virus in our pocket. The unemployment resulting from quarantines and lockdowns caught many people financially unprepared. Because of this, people are now making sure that a portion of their budget is properly allocated for savings, health, and life insurance plans. Those with more means are making smart investments while market prices are at a bargain. Indeed, the pandemic allowed us to examine and change for the better how we are spending our hard-earned money. The challenge is how to sustain them post-Covid, since most of these were forced to us by the pandemic. How confident are we that as soon as everything is back to the “old normal”, we don’t find ourselves back in our old spending habits? As I read in one article, “If you are forced to do something and you don’t really embrace from a mindset shift, then the second you have the ability to do the other things, you’re going back to that behavior because you really didn’t embrace the change”. Let’s be mindful that the key to a real and long-lasting change in our spending is to set a clear financial goal with specific results. For instance, be clear with your retirement goal…when you intend to retire, how much retirement fund you need, and how much to regularly set aside. Give your new spending and saving behavior a purpose that will inspire and keep you on track. This is the only way you can stick with your goal and continue setting aside even when there are opportunities (temptations) to spend on other items.
