Mayor Sara to ask Pres Duterte to exempt Davao City from martial law By ANTONIO L. COLINA IV

DAVAO CITY (MindaNews ) – Mayor Sara Duterte-Carpio will request her father, President Rodrigo R. Duterte, to exempt Davao City from his declaration of martial law and only place areas under military rule where peace and order is unstable because “it doesn’t have to be the entire area of Mindanao.” Carpio was responding to the query of Swedish Ambassador Harald Fries on the two-year-old martial law declaration in Mindanao during the mayor’s meeting with European ambassadors around 2 p.m. at the sidelines of the 2019 Davao Investment Conference (Davao ICon) at the SMX Convention Davao. Fries asked specifically the mayor how long Mindanao would be under martial law. The mayor admitted she did not know when martial law would be lifted. CAGAYAN DE ORO CITY (MDN Mindanao News, June 20) - The Court of Appeals 12th Special Division in Manila has dismissed 24 administrative cases filed by the Ombudsman against incumbent Cagayan de Oro City Mayor Oscar Moreno. The cases filed by the Ombudsman was when Oscar Moreno was still the Governor of the province of Misamis Oriental. The promulgation was based on the 33 page decision of the Special 12th Division of the Court of Appeals dated May 15, 2019 penned down by Associate Justice Victoria Isabel Paredes, Marlene Gonzales-Sison and Maria Elisa Sempio-Diy. Aside from Moreno, the court also dismissed the administrative cases filed by the Ombudsman against Elsie Lopoy, Leemar

Tinagan, Engr Rolando Pacuribot, Divina Bade and Patrick Gabutina. Prior to this, then Governor Moreno and other officials was accused by the Ombudsman for administrative Case for serious dishonesty, grave misconduct prejudicial to the best interest of public service, and that same case almost dismissed Moreno as Mayor of the city. RDC-X Chair Zubiri delivers NorMin’s ‘state of the region address’

C AG AYA N D E O R O CITY -- RDC-X Chairperson and Bukidnon Provincial Governor Jose Maria R. Zubiri, Jr. delivered his last state of the region address (SORA) on Monday, baring the Council’s achievements under his term. The SORA was the highlight of the RDC-X meeting held on June 17 at the N-Hotel, Cagayan de Oro City. “Looking at the headline targets we have set in our Regional Development Plan, I am happy to say that we are on the right track in our development efforts”, Zubiri said. In 2018, the region’s economy expanded by seven percent, bringing the three-year moving average growth rate to 6.8 percent which is the highest since 2006. “ This achie vement came with a sharp reduction in poverty to 31.5 percent for the first semester of 2018, from

41.9 percent in the same period of 2015”, he said. In his speech, he lauded the men and women of the RDC-X, and its development partners who relentlessly plan for and implement programs and projects that improve the standard of living of each Filipino in the region. “Looking ahead, I am confident that the new set of RDC-X officers will continue to move us forward”, he said. Following his address, an audio-video presentation was shown which presents the Council’s major accomplishments in the past three years, and the challenges and opportunities that lie ahead. In the same meeting, the RDC-X endorsed the following: 1) Priority Action Areas (PAAs) in the 2018 Regional Development Report (RDR); 2) Region X Research and Development Proposals for Funding under the NEDA Research and

Development Fund; 3) Funding for the Feasibility Study of the Opol-Naawan Expressway (REXPROP VII) Project by the Department of Public Works and Highways (DPWH) and other funding agencies; and 4) Catalytic Projects of the DPWH for inclusion in the FY 2020 Budget Proposal. The body also adopted the Innovative Platform for Program/Projects/Activities’ (PPAs) Location Assessment, Monitoring, and Budgeting for Development Planning and Governance (IPALAMDAG): a web-based and geospatial technology platform developed by the NEDA-X for the Regional Project Monitoring and Evaluation System Reports. SSS pension loan releases hit P1B-mark, urges pensioners to avoid fixers

PENSION loan releases of state-run Social Security System (SSS) on Monday hit the P1 billion mark with nearly 42,000 availees since it implemented the Pension Loan Program (PLP) last September 2018. SSS President and Chief Executive Officer Aurora C. Ignacio said while the program has met its objective to provide immediate financial assistance to its pensioners for their shortterm and emergency needs, she urged pensioners to be vigilant and avoid transacting with “fixers” for their SSS transactions, especially for the PLP. “We are pleased to note that our pensioners are now relying on SSS for their immediate financial needs in-

stead of going to loan sharks. But sad to say, there are people who take advantage of our pensioners during their times of need. This has to stop. And this will only stop if our pensioners will no longer entertain any deal with these individuals who exploit them,” she added. SSS received an incident report last month from its Bacolod branch that 15 pensioners fell victims to unscrupulous fixers whose modus operandi was to advance portions of their approved SSS pension loan then ran away with the pensioners’ cash cards. The pensioners filed a case against the suspects with the National Bureau of Investigation last April 24. “We urge our retiree-

For nearly a decade of being a teacher, I noticed that one of the recurring problems that our learners encounter is that of hunger. Students coming from very poor families are the ones who suffer from it on a regular basis. Consequently, this has made a dent on the capacity of these students to learn. Many of them are not necessarily dumb but studying for them is constantly distracted and/or hampered by annoying pricks in their empty stomachs. This situation has moved several kind-hearted teachers to organize feeding programs for these children. Despite the negative outlook we have on hunger, this phenomenon has a lot to teach us as well. I (though a salaried teacher and capable of providing food for myself and for my family) have a share of

these “hungers” too. From time to time, I continue to hunger for wholeness, to hunger for meaning, and to hunger for belonging. And I think it would be difficult for us as teachers to “feed” others if we ourselves do not know what being hungry is all about. Feeding and/or eating only make sense when we are hungry. A person who is already full would not crave for food. Thus, although hunger oftentimes carries a negative meaning since it could also be a sign of existing injustice, oppression, etc.—the hunger felt by people in Third World countries—it also signifies a kind of openness, a willingness to receive help from others. It will be significant if sometimes we allow our students to “feed” us and place ourselves at the receiving end of their generosity. If we could do this, we

would not only teach them how to “feed” others but also how to empower themselves. By simply situating ourselves at the receiving end, we are actually sending a concrete message to our learners that they have some things to give—talents, skills, time, giftedness, etc.—things that they might not, initially, recognize as their own. By the way, I think being hungry or thirsty for something or “longing” is also part of our humanity. There are times when everything seems to be fine in our life but then suddenly we discover a kind of emptiness deep within. My Spiritual Director before called this kind of hunger “existential longing”—a longing for God. As teachers, we therefore have to recognize the presence of hunger within us. Until we acknowledge our own hunger, we cannot “feed” ourselves with God. If we fail to see our own hunger, we cannot see the hunger of the people around us either. How then can we feed them?

IDC supports kids eduation through brigada eskwela T

HE IDC team of Miramonti Green Residences took part in the Department of Education’s (DepED) 2019 National Schools Maintenance Week (Brigada Eskwela) by donating bags to 300 students of Sta. Anastacia Elementary School in Sto. Tomas, Batangas on June 7. The bags were given to Grade 2 students as well as the other underprivileged students from Grade 2 to 6. For this new school year, Sta. Anastacia Elementary School will serve 1,469 students who are residents of both Barangay Sta. Anastacia and San Rafael, wherein 82% belong to marginalized families. Presently there are 43 teachers. ONE need not be an expert, nor an academic to gauge graft and corruption, and abuse of authority still lurking into the veins of public service -- an abyss of long-standing ineptitude in governance. And no less than the President, visibly tired and exhausted, regretted his decision to run for the highest post of the land. In fact, his dismay has prompted him to declare in jest: find another Marcos! Case in point is the utter abuse of one in the city council’s exclusive circle –

a cranky character in the highest order! On a larger note, inept public service goes beyond the boundaries of public safety. Take this as another case in point: the continuous floodings of the city’s key streets are the result of lackluster performance in local governance. Also disgusting is the endless traffic mess in key areas of the city, so monstrous albeit horrendous, such that it reflects how inept we are in addressing the problem. The Crusade for Clean Government, a volunteer watch dog sees graft and corruption, and inept governance happening in high places with zero esprit de corps. In fact, graft and corruption, and abuse of authority

remains pervasive as ever despite the effort of the Duterte administration to curb this malpractice in its three years of ascendancy. And Malacanang protégés, lured by the glitters of gold, had betrayed -one after the other -- their pledged of incorruptibility. Most recent was the sacking of Philhealth officials for alleged misuse of public funds. Graft and corruption in government are as large as Kong in the movie Skull Island, so packed with immense power and dominance. The fight against corruption is indeed a war within, not without. This is a fight of man’s indefatigable greed, where power corrupts, and where the powerful is corrupted in high places and down

to the last man in public service. The fight against the illegal drug trade continues yet, there is one thing that needs to be addressed upon fast and furious, and that is the campaign against graft and corruption in all fronts in the bureaucracy. The Crusade for Clean Government is up in arms against the monsters of misuse of public funds. Abyss as it were, but the fight to clean the bureaucracy continues – without let up and unabated. So much for Chinese -Filipino friendship IT is ironic that the F/B Gem Ver was rammed by a Chinese vessel on June 9, the 44th anniversary of the establishment of diplomatic relations between the Philippines and China. In fact, under Presidential Proclamation No. 148 issued by then President Gloria Macapagal Arroyo in 2002, June 9 is celebrated as “Filipino-Chinese Friendship Day”. No matter how the current administration tries to spin the story, and notwithstanding the abrupt volteface of Captain Junel Insigne after meeting with Agriculture Secretary Manny Piñol in a house surrounded by policemen in full battle gear, the fact remains that

the F/B Gem Ver’s crew were abandoned by the Chinese vessel and left to die, contrary to the latter’s duty under international laws to rescue distressed and stranded persons at sea. Contrast this with their rescuers, the Vietnamese fishermen who immediately came to the aid of the “hungry and quivering” Filipinos and gave them rice, noodles and warm clothing. So much for “ChineseFilipino” friendship! Our otherwise cordial relations with China over the past four decades have been marred by its encroachment over our territory, prompting the filing in 2013 during the term of President Benigno Aquino III of

an arbitration case against China at the Permanent Court of Arbitration. On 12 July 2016, the Philippines won a landmark victory against China, with an arbitral tribunal ruling that China’s so-called historic 9-dash line cannot serve as a legal basis to claim any part of the waters or resources of the South China Sea. The tribunal also found that China had violated the Philippines’ sovereign rights in its exclusive economic zone by interfering with Philippine fishing and petroleum exploration, by constructing artificial islands and by failing to prevent Chinese fishermen from fishing in the zone.

THINK a minute. IN June, 2009 people all over the world were in shock and grief over the sudden death of the King of Pop, Michael Jackson. Yet even though Michael was loved by hundreds of millions of people, his lawyer said: “Michael Jackson was the loneliest person I’ve ever known.” Michael’s increasingly unusual behavior showed how desperately he was searching and starving for real love and close relationships. The rich and famous movie star, Marilyn Monroe, shortly before her tragic death by a drug overdose at the young age of 36, said this: “I belonged to the world—because I never really belonged to anyone.” A song says, “One is

the loneliest number.” We humans were not made to live life alone, but to be connected with other people through close, caring relationships. If I am the only one in my life, I will suffer or even break down emotionally, physically, or mentally. This is why “Isolation is insane” for us humans. Being cut off from other people is like a tree branch cut off from its trunk and roots: the branch rots and dies since its source of life is gone. “Everybody needs somebody.” We need love and other people in our heart like we need air to breath. In Madrid, Spain a woman was discovered dead in her home. She had actually died six years earlier! Amazingly, her body had

not decomposed because of the salty seaside air in that area. No one had reported her missing because she had broken off her relationships with everyone, including her own children whom she had not spoken to for years. If you knew you were going to die in only a few weeks, you would grab tight to the people you love! And if you were alone, you would look fast for someone to love so you would not die alone! As a teacher in Understanding Culture, Society and Politics subject, I cannot help talking about the Market Economy. I warned my students for several occasions already, that when discussing certain issues— political, economic, social, etc. I would promote or defend a particular idea or principle first before giving my criticism. So, here is my defense of the Market Economy using Benjamin Franklin’s own statement, to wit: “Be willing to set aside your own interests in the short run, but be assured this will actually further your interests in the long run.” To explain this, I have to

talk about a common family dynamic in our country, as an illustration. In a poor family, let us say, of seven children, the parents would usually choose, almost unconsciously, the best of their children academically and focus their money resources for his or her education. Of course, at first glance, it would appear that the parents simply favored their most intelligent child thus “neglecting” their less bright kids. However, at a closer look, sending the most promising child to a higher education, in the long run, actually promotes not only the self-interest of the parents or of the chosen child, but also the self-interests of the other children—in fact, the whole

family. For when the “favored” child finishes his or her studies, he or she would be in a better position to find a good job, help his or her parents and siblings financially, and eventually, extricate the entire family out of poverty. In the same way, although the Market Economy seems only to favor the wealthy, the intelligent, and the strong over the poor, the less intelligent, and the weak, actually in the long run this process will eventually serve everybody. Moreover, there are many moneymakers in the world today who are truly philanthropists. They provide financial support to people who are hungry, homeless, sick, etc. They also help a countless number of poor people to find decent work, thus promoting their dignity and general well-being. Many

of them also become great activists in the conservation movement—restoring our natural resources, etc. China’s Father of modern economic reform, Deng Xiaopeng, thus made sense when he remarked, “To be rich is glorious.” On another occasion he said, “We must allow some people to get rich first.” By allowing some people to get ahead of us, more and more people, if not all, in the long run, will be healed from the disease of poverty that has afflicted millions among us. It maybe true today that markets generate an unjust distribution of income and well-being but this is only temporary for in the future, more and more people, if not all of us, will attain a more dignified life because of the Market Economy.

BSP-registered foreign portfolio investment transactions for the month of May yielded net outflows of US$750 million, resulting from gross outflows of US$2.0 billion and gross inflows of US$1.2 billion. By instrument; all investment instruments resulted in net outflows: listed securities at the Philippines Stock Exchange (PSE-listed securities - US$508 million); Peso government securities (Peso GS - US$241 million); and other Peso debt instruments and other portfolio instruments (each at less than US$1 million). Gross inflows rose 25.0 percent from the US$990 million figure last month. This may be attributed to investor reaction to lower inflation for April 2019 amid the holding of the country’s midterm elections and the BSP’s announcement to cut the reserve requirements ratio of universal and commercial banks. About 81.5 percent of investments registered during the month were in PSE-listed securities (pertaining mainly to holding firms, property companies, banks, food, beverage and tobacco companies, and transportation services firms); while the 18.5 percent balance went to Peso GS. The United Kingdom, the United States (US), Malaysia, Singapore, and Luxembourg were the top five (5) investor coun-

tries for the month, with combined share to total at 76.7 percent. Gross outflows for May 2019 (US$2.0 billion) were higher by 54.2 percent visa-vis the April 2019 level (US$1.3 billion) as investors reacted to the renewed trade tensions between the US and China. The US continued to be the main destination of outflows, receiving 81.5 percent of total remittances. Ye ar-on-ye ar, a 2.1 percent increase in gross inflows was noted from the US$1.2 billion inflows recorded during the same month a year ago; gross outflows also increased by 40.1 percent from its US$1.4 billion level in May 2018. Registration of inward foreign investments with the Bangko Sentral ng Pilipinas (BSP) is optional under the liberalized rules on foreign exchange transactions. The issuance of a BSP registration document entitles the investor or his representative to buy foreign exchange from authorized agent banks and/or their subsidiary/ affiliate foreign exchange corporations for repatriation of capital and remittance of earnings that accrue on the registered investment. Without such registration, the foreign investor can still repatriate capital and remit earnings on his investment but the foreign exchange will have to be sourced outside the banking system.

Tagumenyos celebrate Philippine Independence Day By Tagum City Information Office

TO COMMEMORATE the declaration of Philippine independence, the City Government of Tagum joined the whole nation in celebrating this year’s 121st Philippine Independence Day, taking pride in our country’s liberation from its colonizers. Following annual tradition, the celebration kickedoff with a flag raising ceremony led by City Mayor Allan L. Rellon along with the other city and provincial officials, followed by a symbolic release of doves which signified the spirit of freedom, and a short but significant program intended to stir Filipino pride in the hearts of Tagumenyos. The patriotic celebration was made more meaningful

as the program highlighted the once unknown history of Tagum through a theatrical portrayal performed by SPA (Special Program for the Arts) students from Tagum City National Comprehensive High School, IP youths and some local government employees. This theatrical play depicted the story of how the Moro Heroes of Tagum were able to plot the assassination of a high-ranking Spanish official, Governor General Jose Pinzon y Purga, who came to possess the early Tagumenyos’ land. With the cunning wit of our ancestors, Governor Jose Pinzon was ultimately killed by the Moros at the Tagum Rancheria in 1861. Furthermore, making his first public appearance in

Tagum as the newly elected governor of Davao del Norte, Honorable Edwin Jubahib graced the celebration as the guest speaker of the event and talked about the bright future that awaits our beloved province. In time as well for the culmination of the National Flag Days, the celebration concluded with a ceremonial burning of worn-out Philippine flags led by the BSP Tagum City Council, to avoid misuse or desecration of such flags as specified under the Flag and Heraldic Code of the Philippines. Japan biz group to plant 10K Sakura seeds in Davao, Marawi

DAVAO CITY -- As they bank on building deeper relations with the Philippines, a Japanese business group on Thursday bared its plans of planting Sakura seeds in Mintal, Davao City and Marawi City in Lanao del Sur. In a media interview during the Davao Investment Conference 2019, Ichido Miyake, vice president of the Japanese Chamber of Commerce in Mindanao, said they are currently experimenting what type of trees would survive in a tropical country like the Philippines. “We initially have 800 seeds from Okinawa [Japan] that will be planted in the colder areas of Davao, in Eden [Nature Park],” Miyake said. These Sakura trees are potentially most suitable to be planted in the Philippines since Okinawa has warmer weather than the rest of the places in the country with Sakura. Mintal, a village in Davao City, is dubbed as the Little Tokyo. Sometime in 1937, the height of the Commonwealth era, Bagobos and Japanese coexisted and it even resulted in intermarriage. Its agricultural activity brought more Japanese workers until there were more of them than the locals. Around 11,000 Japanese lived and worked in Mintal at the time. “This will help bring more tourists in the city and in the country,” Miyake said, adding that the Sakura trees will be planted by the roadside. DAVAO CITY -- The New People’s Army (NPA) continues to lose its members in Paquibato District here as another ranking political officer surrendered and handed over explosives to the 16th Infantry battalion under the 1003rd Infantry Brigade. Capt. Erick Wynmer Calulot, the Civil-Military Operations Officer of 1003rd Infantry Brigade, said that Epifanio Blas, 49, married, and a resident of Barangay Malabog, Paquibato District, abandoned the NPA days before he surrendered on Thursday. Calulot said Blas acted as assistant secretary of the NPA’s underground mass organization known as “Hingpit Organisadong Masa” or Local Party Branch in Barangay Malabog, which is one of the recently declared insurgency-free areas in this city. Paquibato is the city’s pilot area of the Peace 911 -- a peace and development initiative of the city government. Calulot said Blas also surrendered nine Improvised explosive devices designed as anti-personnel mines. Blas surrendered after seeing the sincerity of the peacebuilding efforts of the 16th Infantry Battalion troops in the area, he added. Col. Nolasco Mempin, the commander of the 1003rd Infantry Brigade, welcomed Blas’ surrender as an indication that the peace and development efforts of the government are drawing more NPA insurgents back to the folds of the law. He said it is also a result of the military’s continuing efforts to completely clear the barangays from NPA influence. Another film, “Honor: The Legacy of Jose Abad Santos”, is not being shown commercially but in public schools and smaller groups that sponsor screenings. My daughter’s law firm, Cruz Marcelo & Tenefrancia, marked its 6th anniversary recently by inviting some clients and friends to join them to view this short (70 minutes) yet remarkable biopic. Again, not many people know of Jose Abad Santos, who was Chief Justice of the Supreme Court and cabinet secretary holding 3 portfolios (Finance, Agriculture and Commerce), who was executed by the Japanese for refusing to collaborate. These films will never make the same money as the mindless drivel that we are sometimes fed, but I hope that there will remain enough filmmakers who will continue to bring us stories of heroic lives that uplift, enrich and inspire. Even that guy who is always joking and the life of the party may

actually be deeply lonely, so he keeps desperately trying to win people’s approval and friendship. Remember, in the beginning of creation loneliness was the first thing God said was not good. That is why He created woman: to share life with man. In fact, He made us humans specifically to share His love and life together with Him and each other. That is why God is the only One Who can take away your loneliness and fill that emptiness in your heart. He is the only One able to give you real love that will never leave or fail you. Our loneliness is actually our homesickness. We all have rebelled against

our Father and Maker and ran away from home so we could live our own wrong way. But His arms are always open to forgive and welcome you back. In fact, He loves you so much that He died to make the only way for you to come home to Him. All you need to do is sincerely ask Him to forgive you for all your wrong living, and to become your Lord, Father and Friend. Jesus knows exactly what you’re feeling and going through ever y moment of the day. If you turn to Him He will guide and help you every step of the way. Won’t you take that first, most important step back to Him today? Just think a minute.

Paralympic Swimmer Inspires Kids at Toyota Start Your Impossible Clinic to Chase Dreams

Asian Para Games gold medalist Ernie Gawilan was working as a housekeeper in Samal Island, Davao del Norte when he had his first encounter with the water. Swimming coach Jude Corpuz took notice of Gawilan’s habit of visiting the ocean during his free time, saw potential, and decided to train him under his Persons with Disabilities (PWD) team. This opened doors for Gawilan to compete at the 2008 Philippine Olympic Festival, his first official competition. Gawilan’s remarkable performance caught the attention of first placer Arnel Aba who invited him to join the national team. This was the beginning of the countless competitions and achievements in his career as a national athlete. Fast forward to 2019, Gawilan bagged the Silver Medal for the 400m Freestyle Finals at the Singapore World Para Swimming World Series. He continues to bring pride to the Philippines and the Paralympic community as he qualifies for the 2020 Tokyo Paralympic Games. Taking inspiration from Gawilan’s remarkable story, Toyota Motor Philippines (TMP) started a 10-day swim clinic that aims to encourage aspiring swimmers aged 6 to 14 to take the first step in their athletic journey, and pursue their interest in swimming. The program

By the end of the clinic, TMP held a graduation ceremony where students who performed remarkably, based on the evaluation of the swimming coaches, were recognized. “We started this program to help the children take the first step in pursuing their dreams. Just like how our Start Your Impossible Hero Ernie Gawilan started his athletic journey with humble beginnings, we hope that we have inspired the kids to continue and persevere after finishing our program,” says TMP Vice President for Marketing Services, Ms. Elijah Marcial.
