‘Ambing’ dies at 77

FORMER Cagayan De Oro City Mayor Pablo “Ambing” Magtajas, 77, died of cardiac arrest Tuesday.

Magtajas served as City Mayor for three consecutive terms from 1984 to 1998.

Prior to becoming the city mayor, Magtajas was elected vice mayor in 1981 as running mate of former Mayor Aquilino Pimentel, Jr. who later became a senator and the father of incumbent Senate President Aquilino “Koko” Pimentel III. Inaccurate data can affect govt’s anti-poverty program--study A study by state think tank Philippine Institute for Development Studies (PIDS) revealed that inaccurate data on family income and household expenditure in the country can negatively affect policies on poverty reduction such as the proposed tax reform.

Authored by Senior Research Fellow Jose Ramon Albert, Senior Research Specialist Ronina Azis, and Research Assistant Jana Vizmanos, the discussion paper

specifically mentioned two sources of data on household income and expenditures in the Philippines, namely, national accounts and the Family Income and Expenditure Survey (FIES).

Based on the study, the authors revealed that discrepancies in the two estimates are causing poverty to be “overestimated” and income inequality to be “underestimated”, “with much needed resources for poverty reduction going to

those who do not need the resources”.

National accounts vs. sample surveys The economic performance of a country is measured through the national accounts data using the household final consumption expenditure (HFCE).

Its variables include the growth and trends in gross domestic product (GDP) and gross national income (GNI)—“an increase in GDP or GNI is interpreted as a

sign that the economy is doing well.” To get this, data collected are adjusted based on FIES and other factors.

The FIES, on the other hand, is used to describe poverty conditions using household data based on income or expenditure.

Households are considered poor if “their per capita income falls below the official poverty threshold”. It is conducted by the Philippine Statistics Authority (PSA) every three years.

Studes condemn free tuition policy

Discrepancies lie on the differences in the definition, coverage, and methodology (with examples in the study), the authors said. In broader terms, the FIES covers a wider range of expenditure items than the HFCE. Undercoverage, nonparticipation of the ‘wealthy’ According to the study, one of the major culprits for the discrepancy between the two estimates is the inability to capture the expenditures

of the wealthy, which ironically, is the target of the new tax reform package.

Under the FIES, households are given a lengthy questionnaire, which can take up to five hours to finish. This, according to the authors, makes it hard to encourage wealthy households to participate.

The students denounced the approved Free Tuition Policy (FTP) to be implemented next semester, calling it a sham because it will be based on guidelines that limit beneficiaries to those who can prove they are “poor and deserving” of the free tuition grant.

will not graduate for every 1,000 entrants in elementary and 605 will not graduate for every 1,000 entrants in high school.

As my reaction to his presentation, I would like to say that these are the sad realities of the Philippine educational system. And I agree with him when he said these gaps must be closed or at least cut to the half. It cannot be denied that in the national budget for each year, the Department of Education is among the departments that got a lion’s share. Yet, I am shocked to learn why there are still some barangays and municipalities that do not have public schools.

are public primary schools, while of the 8,455 secondary schools, 5,078 are public secondary schools.

In his commentary, Mr. Teope also presented that of 1,894 tertiary schools, 447 are public tertiar y schools. It is also noted that there are 267 barangays in the country that do not have public primar y schools and four municipalities have no public secondary schools.

It is also observed that by 2015, the Philippine labor force will be 42.4 million strong. But only 8-percent or 3.4 million will have college degrees or higher.

These numbers include the Pinoys who will migrate.

What is striking in his commentary is that 312

He wanted that Iligan City will be free from corruption, injustice, and drug.

During the siege of Marawi City, the city government under the Regencia administration has anticipated that that war will have a spill over here in Iligan City, that he, together with Col. Leony Roy Ga have immediately prepared a strategic security plan, so that the lives and properties of the residents in Iligan City will be protected. Our

police officers together with the City Mayor never slumber, so that we can sleep soundly every night and so that also the Maute terror group cannot disturb us, nor our safety threatened by them.

Our City Mayor has requested every resident of Iligan to be vigilant by giving notice, or report to the nearest police precinct, if ever there will be people in our vicinity with unusual behavior for immediate police action. Remember, “The world suffers a lot not because of the violence of the bad people, but because of the silence of good people, according to Napoleon Bonaparte. XU-GLI, DILG facilitate WatSan governance training

THE Governance and Leadership Institute (GLI) of Xavier University-Ateneo de Cagayan recently facilitated the training and seminar on Water and Sanitation (WatSan) governance organized by the central office of the Department of Interior and Local Government under the Office of the Project Development Services.

Participants were the members of the Local Water and Sanitation Council from the different local government units (LGUs) of Regions 9 and 10: Kadingilan, Bukidnon; Mambajao, Sagay, and Catarman of Camiguin Province; Tagoloan, Salvador, and Nunungan of Lanao del Norte; Panaon and Tudela of Misamis Occidental; Aurora, Dimatiling, Margosatubig, Sominot, and Tambulig of Zamboanga del Sur; Labason, Sibuco, Sindangan, and Siocon of Zamboanga del Norte.

The seminar, held at Koresco Hotel in Pueblo de Oro, included sessions on the Principles of Water and Sanitation Governance, Systems Thinking, Understanding Challenges to Water, and Strategic Communication facilitated by GLI director Dr. Dixon Yasay, GLI program coordinator Wilson Hormeguera, social development expert Engr. Ermin Stan Pimentel, and XU consultant Robert de la Serna, respectively.

The training formed part of the Sagana at Ligtas na Tubig para sa Lahat (SALINTUBIG) Program which is aimed at setting up formal water services to waterless population and reducing the incidence of water-borne and sanitation-related diseases.

With his passing, Magtajas left a legacy as a dedicated and an honest public

servant who was never been accused of any graft case in the government’s anti-graft court.

Magtajas is survived by his children, Katherine, Bobby (deceased), Allan, Suzette, Paul Roland and Monette. Of the six, only Suzette followed in his footsteps as a politician. She is now an incumbent city councilor.

NAAWAN, Misamis Oriental--The current public disclosure that Malacanang was aware of a Maute plan to attack Marawi City days before President Duterte and his key security executives’ trip to Russia raises disturbing questions: Why did the Presidential entourage still leave the country despite the damning intelligence information? With such knowledge at hand, why did not the military launch pre-emptive strikes against the enemy right in their enclave to disable its war machines and capacities to terrorize the city? Why was the offensive against the terrorist group pursued only after the President has declared Martial Law in Mindanao when the enemy was already entrenched in the city?

Defense Secretary Lorenzana considered the Marawi siege the consequence of military negligence and inaction, as a mis-appreciation of intelligence which basically means wrong assumptions on the strength and capacities of the enemy. The top executives of the Armed Forces of the Philippines (AFP) and Philippine National Police (PNP) apparently underestimated the enemy,

considered as insignificant the threat of an impending siege, and thus joined confidently and happily the President, in what former President Ramos called the junket to Russia.

The planned attack did happen and Marawi fell without any resistance into the tentacles of the ISISMaute terrorists. The top guns were forced to abort or shorten the Russia sojourn and President Duterte had to declare Martial Law in the entire of Mindanao while still outside the country in response to the Marawi siege. Why he declared Martial Law for the entire island and not just in the confines of Marawi or at most of Lanao del Sur, and why the offensive against the enemy was pursued only after the declaration is for everybody to speculate.

At any rate, the misappreciation or misplaced assumptions about the enemy forfeited the opportunity to prevent the otherwise preventable very costly Marawi Crisis.

Truly, assumption is the mother of f–cking failures and disasters. Misplaced assumptions went down to the battlefield which forcibly extended the duration of the war causing untold devastation of the city and the tragic displacement of its populace.

GSIS extends college scholarship application until June 23 The Government Service Insurance System (GSIS) is currently accepting applications for its enhanced GSIS Scholarship Program (GSP) for Academic Year 2017-2018. The deadline for submission of application is extended until June 23, 2017.

This year, GSIS is offering a total of 400 scholarship slots to children or depen-

dents of active members and permanent total disability (PTD) pensioners with the lowest annual basic salary. Of the 400 slots, 40 or 10 percent are allotted for dependents of persons with disabilities, indigenous peoples, and solo or single parents.

Active members may nominate their children or dependents if they are

permanent government employees, have at least threeyear government service, have a salary grade of 24 or below (or its equivalent job level), and have paid premium contributions for the last six months. PTD pensioners who are below 60 years old are eligible to nominate their children as scholars .

4 P’s: Does it Help Filipino Learners?

The Pantawid Pampamilyang Pilipino or 4 P’s is one of the government which aims to help our impoverished and less privileged fellowmen to incrementally improve their lives.

This was started during the Arroyo administration which then named Conditional Cash Transfer and was continued by the current administration for the same reason with a wider, longer, and focused implementation. Generally, this program is fitting to alleviate the agony of poverty that haunted the lives of many Filipinos.

When this program took its full blast 2011, many children who left school were encouraged to go back schooling because parents of out of school children may not be counted as recipients of the program. Many jobless people became employed because this program has been able to create more jobs. The most important thing it brought is the opportunity of many families to receive cash assistance from the government which little by little help in their daily expenses and it even lessen their financial incapacity.

In the educational aspect, 4 P’s has greatly helped many families in terms of finances and materials. As a school teacher for more than two decades, I can differentiate the situation of children before and now. Based on my own simple observations, I can easily construe that pupils at present are a bit eager and purposive in pursuing their studies because they have some pennies in their pockets to spend during recess and they have school materials that they can use during classroom activities. Also, the parents are driven by their courage to send their children to school because the program has a scholarship that can eves send many recipients’ deserving children to college.

At the outset of the program, the government has a clear motive to continue but the negative impact it has brought was not foreseen by many. As the coin has two sides, the 4 P’s has also two aftermaths, the positive that I previously stated and the negatives that I subsequently mention. If most recipients’ children are sent to school, some are also out of the blue doing nothing. What shocked me most is the fact that there are few parents, if not many, are still receiving cash assistance through ATMs even if their chicken are not in school.

What is worst is the idea that their ATMs are being held by individuals who are lending money.

Every time the cash assistance is released to the recipients, I always asked my learners a day after. I asked many questions and I also heard many answers.

Some answer were pleasant to hear because they are bought with new uniforms, notebooks and other school supplies, shoes, and even milk and vitamins. One answer that struck me and even kindled my anger was the one coming from a boy whose father has died when he was little. He has many siblings and his mother is living with another man.

When I asked him what his mother has bought for him, he responded that he has nothing like what his classmates have because the money that was received was paid for the debts his mother has owed to many.

These are very disgusting facts, but they do not affect my positive perception that the government has been implementing the program for the good of many though few are not giving weight on it.

May the mind of those recipients who painted the good intensions of the government with negative colors be illuminated and even how they are helped by the people that serve them.

GSP is one of the corporate social responsibility programs of GSIS. Since 1998, the program has been helping underprivileged yet deserving scholars obtain quality education from reputable schools. Dependents of low-income members and pensioners are given priority in the selection process.

Freediving champ set to conduct workshop in PH MANILA -- A freediving workshop featuring French freediving champion Guillaume Néry will be held in Cebu this July and August.

Néry is a French freediving champion, specializing in deep diving. He became the youngest ever freedive record holder, by diving to a depth of -87m in 2002. He became the world team champion in 2008 and the individual world champion in Greece in 2011, diving down to -117m.

He also teaches deep diving, conducts training, and has produced a number of film projects.

NGCP does not need SSS’ 6.5-ha land

The Social Security Commission (SSC) on Monday said the National Grid Corporation of the Philippines (NGCP) does not need to expropriate as much as 6.5-ha of land in Pasay City owned by the state-run pension fund to construct its 230kV substation.

SSC Chairman Amado D. Valdez said consultations with energy industry experts revealed that NGCP may still construct its Pasay substation with even less than a hectare of land.

“Various consultations with our friends in the energy sector showed that NGCP have constructed a bigger substation with 900mV before and did not use more than two hectares of land. People in the industry are wondering why need a land which is more than what is required for that purpose,” Valdez said.

Valdez was referring to the Doña Imelda Substation formerly known as Araneta Substation in Quezon City.

A power industry expert explained that the said substation with 900 mV capacity was employed with gas insulated switchgear (GIS) technology with

power circuit breakers installed indoor due to space constraints so it only consumed approximately 2,000 square meters of land.

“If they use the GIS [for the 230kV substation], it’ll be less than a hectare. It’s just a bit costly,” the energy industry expert said.

Valdez also warned NGCP that they may lose their land acquisitions prior to its move to expropriate the pension fund’s property in Pasay City if the Supreme Court (SC) will decide in favor of SSS. Valdez said that if the SC will decide in favor of SSS and grant its petition, NGCP runs the risk of losing its prior land acquisitions which may have been acquired defectively.

“Aside from losing the property of ours that they wish to expropriate, if the SC decide in our favor, I think other land acquisitions made by them should also be reviewed,” Valdez said.

They were indicted after investigating prosecutors found probable cause to file the case in court following inquest proceedings held at their temporary detention cell in Camp Evangelista in Cagayan De Oro City.

Army, police vow to save abducted town policeman MATI CITY, Davao Oriental -- Government troops and police vow to save the police officer abducted by the New People’s Army (NPA) last week.

Police Regional Office (PRO) XI spokesperson Sr. Inspector Catherine dela Rey said the Lupon Municipal Police Station is now coordinating with the Armed Forces of the Philippines (AFP) to locate and eventually rescue SPO2 George Rupinta, the Municipal Executive Senior Police Officer of Lupon Municipal Police Station.

Rupinta was taken by the 6th Pulang Bagani Company and the Guerilla Front 18 of the NPA’s Subregional Operations Command on June 10.

Dela Rey condemned the abduction of Rupinta.

NPA-Southern Mindanao spokesperson Rigoberto Sanchez said Rupinta will face trial reportedly for his “anti-people activities.”

“The statement of our Regional Director is SPO2 Rupinta was abducted by lawless elements who claimed to be NPA on trumped-up accusations. He is not a prisoner-of-war but a victim of kidnapping,” dela Rey said.

Dela Rey said Rupinta has no record of abuses to the community which was also vouched by station commander Chief. Insp. Miguelito Cabahug.

“Siguro, na-tripan lang pud ni nila si SPO 2 Rupinta (Maybe, the NPA just abducted SPO2 Rupinta without any reason),” she said.

Based on police report, Rupinta was last seen driving his motorcycle on June 9.

In the morning of June 10, an abandoned motorcycle in Purok Rosas, Barangay Langka, Lupon was reported to the station.
