Poor families decline to 37%: SWS survey

DAVAO City--The number of families in Mindanao who considered themselves poor has declined to 37% in the first quarter of 2019, the lowest in almost a decade, according to the first quarter 2019 survey of the Social Weather Survey (SWS) on Self-Rated Poverty (SRP) released on June 18.

The polling firm said the first quarter self-rated poverty of Mindanao improved by 12 percentage points from 49% recorded in the last quarter of 2018, going below the island’s previous lowest record of 38% in December 2011.

Administered on 1,440 adults aged 18 years old and above from March 18 to 31 nationwide, the country’s selfrated poverty found a new record-low of 38%, or an estimated 9.5 million families, a decrease of 12 percentage points from 50% in the last quarter of 2018, and 4 points lower than the previous record-low of 42% in September 2016 and March 2018.

The SWS said the self-rated poverty (SRP) score is a “continuing recovery from the 10-point rise within the first three quarters of 2018” where the proportion of families who considered themselves poor saw a continuous rise from 42% in March 2018, 48%

The Department of Environment and Natural Resources (DENR) rescued and turned over a pawikan to the Aboitiz Cleanergy Park in Sitio Punta Dumalag, Matina Aplaya, Davao City through Davao Light and Power Co., Inc. last June 11, 2019. The pawikan was alleged to originate from Surigao City and was smuggled when it was a hatchling to Panabo City, Davao del Norte, where it has been kept as a pet for 16 years.

To help save pawikans, the government has created the Republic Act No. 9147 or Wildlife Resources Conservation and Protection Act which prohibits collecting, hunting or possessing wildlife, their by-products and derivatives.

Like other tribes in Bukidnon, most of them have minimal support and nominal access to basic social services due to road inaccessibility, remote areas, poor infrastructure, or simply the fact that there is no

system in place. With this, their only priority is to eat and survive.

Building better lives While life remains difficult, Angga said it was much harder during those years before the Department of Social Welfare and Development (DSWD) implemented the Kalahi-CIDSS Community-Driven Development (CDD) program.

The DSWD Kalahi-CIDSS-CDD is a program that empowers communities.

It uses CDD as an approach to let communities identify problems, needs, use available resources, and decide what will work best for the entire community.

CDD is a unique component of Kalahi-CIDSS. Through it, folks will learn how to speak out and give details of the communities’ needs by participating in the local development processes with the help of non-government organizations, local government units, Area Coordinating Teams (ACT), Sub-Regional Project Management Team (SRMPT), and Regional Project Management Team (RPMT) and ensure that the villagers are actively involved.

format in relation to this year’s Month of the Ocean theme “Free the Sea from Marine Debris.” The agency encourages all coastal barangays of this city to undertake regular clean-up activities to save the Macajalar Bay. Also, to promote a sustainable partnership among the City Local Government Unit (LGU), private sectors, academe, religious institutions and relevant National Government Agencies.

The contest will be conducted through regular clean-up activities along the coastal barangays in this city such as Bulua, Bayabas, Bonbon, Macabalan, Puntod, Lapasan, Gusa,

Cugman, Tablon, Agusan, Puerto and Bugo. It is open to all local stakeholders willing to clean, mobilize coastal communities and improve the coastal areas.

A group of not less than 15 members, coined as CCP Cooperators, may select any of the coastal barangays mentioned and lead the conduct of regular clean-up activities therein. Clean-up sites will be monitored twice every month from June to September 2019 by the assigned judging committee.

The awarding of winners will be on September 21, 2019 in consonance to the celebration of International Coastal Clean-up Day

(Presidential Proclamation No. 470.) CCP Cooperators will be judged according to the cleanliness of the coastal barangays they selected, innovations undertaken by them to mobilize the coastal communities and consistency of cleaning efforts through the attendance of members and regular cleanup activities conducted.

DENR 10 encourages the coastal residents and other local stakeholders to be responsible in keeping and throwing their trashes in order to maintain the aesthetic beauty of our ocean and thereby protect the marine life ecosystem. #TayoAngKalikasan

Only indigent senior citizens are qualified to receive social pension – DSWD

Social Pension refers to the monthly stipend amounting to P500 to augment the daily subsistence and other medical needs of indigent senior citizens. It is being implemented by DSWD under the Social Pension for Indigent Senior Citizens (SPISC) Program.

RA 9994 specifies that seniors qualified to receive social pension are those who are frail, sickly or with disability; without any pension from other government agencies; and without a permanent source of income or source of financial assistance/compensation to support their basic needs.

Inasmuch as DSWD would want to include all senior citizens, the budget for the SPISC is limited.

SPISC is being implemented by DSWD in coordination with City or Municipal

list of potential beneficiaries to the OSCA Head or to the C/MSWDO. The OSCA Head shall consolidate the list of all potential beneficiaries certified by the C/MSWDO for submission to the concerned DSWD Field Office (FO). The DSWD FO shall then crossmatch the consolidated list submitted with the available data from Social Security System (SSS), Government Service Insurance System (GSIS), Philippine Veterans Affairs Office (PVAO), and private insurance companies.

The FO’s social worker or focal person shall take the lead in the conduct of assessment of the list of potential beneficiaries.

DSWD assures the public that it is doing its best to ensure that only the rightful beneficiaries are provided with government assistance such as social pension.

Technical education is a kind of education which equips with skills that involve the use of practical approaches and other physical instruments in executing projects. It is training in more specific areas relating to technology including electronics, computers, web design and other fields requiring industrial training.

It refers to training in theoretical and practical basic scientific skills and knowledge related to careers in STEM. Vocational education on the other hand is concerned with practical and less theoretical skills and knowledge required for a specific trade.

Globally, youth participation in the socioeconomic development of society is increasingly gaining prominence. This situation is particularly apparent in developing countries.

Kidapawan City to extend legal aid to Kapa ‘victims’

KIDAPAWAN CITY -- The local government here will extend legal assistance to any Kidapaweño victimized by investment scams like the Kapa (Kabus Padatuon) community investment scheme.

Mayor Joseph Evangelista, in a radio interview on Thursday, said his administration is more than willing to provide legal services to victims of Kapa and the likes to recover the hard-earned money they invested in the schemes.

After meeting his legal team, Evangelista said his office is also coordinating with the Anti-Money Laundering Council (AMLC) as to what to do if similar investment scams would crop up later.

Evangelista clarified that his office or the city government has not issued any business permit to Kapa or other money investment scams to operate in the city.

His pronouncement came as hundreds of Kapa members in the city and nearby towns are scheduled to hold a two-day prayer rally starting Thursday to ask President Rodrigo Duterte for reconsideration.

US, PH to hold 280 joint military exercises in 2020

DAVAO City--The US and Philippine militaries have lined up at least 280 joint military exercises for next year, United States Ambassador to the Philippines Sung Kim said on Tuesday.

In a press conference at the Seda Abreeza Hotel in Davao City, Kim assured US-Philippines relations remain strong and robust despite President Rodrigo R. Duterte’s tirades against the US government.

“He (Duterte) says a lot of controversial things publicly but I think many of us focus on what is happening in the relationship and spend less time worrying about public statements and speeches,” Kim said.

The US and Philippine militaries held over 250 activities in 2018, including minor exchanges and major activities like the Balikatan Exercise, an annual military exercise of the two countries under the Visiting Forces Agreement despite criticisms from some sectors against it, he said.

Rio expects telco firms to further improve their services once the mobile number portability is fully implemented.

The NTC has recently released Memorandum Circular (MC) No. 03-06-2019 which sets the rules and regulations for Republic Act No. 11202 otherwise known as the Mobile Number Portability (MNP) Act which was signed by President Rodrigo Duterte last February. “ The MC promotes easy and expedient mobile phone/device usage by allowing the convenient transfer of a mobile postpaid or prepaid subscriber from one service provider to another, or change the type of subscription from postpaid to prepaid or vice-versa,

without changing the subscriber’s mobile number,” the NTC said in its statement.

Postpaid and prepaid subscribers within the same mobile network may avail of mobile number portability and shall be changed within 24 hours upon submission and acceptance of application and subject to existing policies of the mobile service provider.

No fees and charges shall be collected from the applicants for mobile number portability. Furthermore, no interconnection fee or charge shall be imposed by any mobile service providers for domestic calls and SMS made by a subscriber.

A Chinese fishing vessel figured in an accident with a Filipino fishing vessel and there are quarters quick to deliver incendiary comments prodding the government to take a

more drastic action than just lodging a diplomatic protest. A so-called analyst did not lose time in elevating the issue to a “konfrontasi” complete with fake pictures of a shipwreck. The usual agents of discord in the political opposition and the cabal of foreign-funded media organizations did not lose time to get onboard and quickly assail President Rodrigo Duterte for not issuing any statement of condemnation and some even suggesting to cut ties with China.

Situations like this one enrage some quarters and cannot help but hate the equanimity of Duterte as a leader. He waited for some time to gather pieces of evidence, evaluate these and

come up with a statement.

When he did, he tells the provocateurs that the mishap is between two fishing boats. While he demanded that the Chinese authorities must investigate and own to the fault of the Chinese fishermen, he stressed that the accident must not be an issue of dispute and confrontation between the Philippines and China. We observe here the difference between Duterte and the other politicians in the manner of how to deal with the controversy and their proffered actions. Sen. This is the true story of a teenage girl named Vicky who felt she was old enough to have her own room.

It did not seem fair that she still had to sleep in the same room with her mother, especially now that she was 18-years-old.

Sometimes children are forced to grow up too fast, either through the death of a parent, or because of their parents’ own immaturity and irresponsibility.

Consequently, the child has to become his own parent. Tragically, shortcuts to adulthood usually leave you

Fraud, the Land of Promise

NAAWAN, Misamis Oriental (MindaNews / 20 June) – “If it’s too good to be true, it’s fraud.”

So said President Rodrigo Duterte on the KAPA investment scam that victimized millions of Filipinos.

The fraudulent investing scam promises high rates of return with little risk to investors. The scheme generates returns for early investors by acquiring new investors. This is similar to a pyramid scheme in that both are based on using new investors’ funds to pay the earlier backers. At the end of the day, the multitude of hopeful at the bottom of the pyramid will be holding empty bags. It will be impossible to make pay-out to the ballooning investors and investments.

Defenders of KAPA, to count the fortunate early investors or donors who received pay-outs, argued that the ministry’s dona-

tion assistance scheme is a genuine, true and reliable program based on biblical concern and mandate to help the poor. They, the early pay-out recipients, are the hard evidence of the authenticity, truthfulness and reliability of the scheme. The defenders of the ministry do not consider their scheme a Ponzi or pyramiding investment marketing because they do not receive investments but donations.

The money poured into the scheme is termed donation all right, but when donors are promised payouts, the scheme takes the form of investment. The astronomical pay-out encourages people to “donate” more expecting for huge returns. The bigger the number donating with increasing amount of donations, the bigger the pay-outs will be which at the end is mathematically impossible to sustain.

Call it by any name to protect the ministry and the people behind it, the process and its effect remain the same: It is robbing Peter to pay Paul.

I had the opportunity to traverse Mindanao in the late ’90s to evaluate UCCP church-based cooperatives.

That early I heard a lot of sob stories from victims of quick money scam, abundantly in Davao del Norte.

Government employees made loans from various sources and handed the proceeds to the scammers without second thought.

Pensioners lost their lump sum pensions; farmers, their farm lots or farm animals because they uncritically took the bait. Even local churches and cooperatives squandered their funds to the scammers’ tempting and convincing stratagem.

Consider this. Some distinguished personalities in the community, no less than the chief of police, the

mayor, the judge, school principals, and pastors of proliferating Christian groups who belonged to the first batch of investors, materialized in orientationrecruitment seminars, testifying on the truthfulness and reliability of the investment program, waving their checks, the returns of their investment, after a period of three months, and who are now enthusiastic to reinvest the capital and interest in full. To cap it all they and the new converts were handed outright post-dated checks equivalent to the value of their money plus the returns cashable after 90 days. Huge returns-of-investment were advanced to the investors in that manner.

Everyone was jubilant but at the end of the day all was clinging to a useless piece of paper. The scam solicitors disappeared to thin air. Many families were destroyed. As a See FRAUD, page 11

Evacuees pack up, leave De Lara park

CAGAYAN de Oro City-After more than a year of living in makeshift shelters, the evacuees from a mountain village in Misamis Oriental finally left the Provincial Capitol grounds when their tents were removed on Tuesday (June 18).

The internally-displaced residents left their homes in Sitio Camansi, Barangay Banglay in Lagonglong town on June 3, 2018 after government forces clashed with Maoist rebels near the area and settled at the De Lara Park within the Capitol compound.

The evacuees, belonging to the Higaonon Indigenous People (IP), said they fear the armed conflict might escalate and they will be caught in a crossfire, prompting them to flee their community.

One of the minors, a son of the IPs, was arrested by police authorities for allegedly carrying a bladed weapon and reportedly attempted to stab a member of the demolition team.

Tension also heightened as the evacuees attacked demolition men who tried to touch their belongings.

The provincial government fielded two air-con buses to ferr y the IPs back to Lagonglong town.

Dump trucks were also used to haul all lumber and wooden materials salvaged from their demolished dwellings which they can use to build new homes.

But despite repeated orders to start embarking on the bus, the tribesmen insisted to stay at the Capitol even if all their belongings were already taken by the demolition team.

Data from the Provincial Social Welfare and Development Office showed that there were 30 families or 103 individuals who stayed at the park.

dismantle the shelters when the evacuees started building huts made of bamboo poles, coconut lumber, and canvass to replace the tents.

Datu Reynaldo Ayuman, the tribal leader of the internally displaced persons (IDPs), said they have to make some renovations to protect their families from the elements, especially during the rain.

Lawyer Cerillo Pacana, the provincial legal officer, was surprised when he found out that the evacuees were already building bigger structures.

Pacana said the agreement he and the evacuees have come up with was for the IDPs to make some repairs on their shelters like the replacement of tent poles and bamboo slats on their beds.

“I was surprised when they were building those structures, which were no longer makeshift,” he said.

The building materials were donated by the non-governmental organization Accord but Pacana said the provincial government wanted these materials to be used for temporary shelters that were to be built in Lagonglong.

No one from Accord

has yet to confirm their assistance to the evacuees.

Pacana said Lagonglong mayor Jack Puertas has promised to help the IDPs resettled in Banglay but far from their community in Camansi.

At the proposed resettlement site in Banglay, temporar y houses will be constructed for the evacuees, aside from the livelihood assistance that will be provided to them by the local government unit.

Ayuman said the IDPs are disappointed with Gov. Yevgeny Vincente Emano who assured them they could stay at the De Lara Park as long as the martial law in Mindanao is still in effect.

Emano, who was reported to be on leave, did not immediately reply to Ayuman’s statement, although he was quoted as saying the provincial government could not facilitate the evacuees’ return to Camansi since that decision can only be made by the military.

Rachel Hilogon, one of the internally displaced residents, said they are afraid to go back to their sitio because of the presence of the soldiers there.

Bishop urges gov’t to stop premium hikes for OFWs INSTEAD of adding burdens to overseas Filipino workers, the government should freeze all premium hikes to be collected from them, a church official said. “ There should be a moratorium on the said increase of contributions,” said Bishop Ruperto Santos, who heads the CBCP’s Commission on Migrants and Itinerant People.

The prelate made the statement amid the scheduled increases in OFW contributions to the Social Security System and Philhealth.

“It is added financial burden and will cause more difficulties to our OFWs,” he said. “Our OFWs should be assisted, helped and promoted not to be burdened.”

The bishop warned that the new increased rates are “unfair” and impaired the existing employment contracts of the migrants workers.

He also opposed certain provisions in the new social security law that would tieup OFW collections with the issuance of an overseas employment certificate.

The new law requires newly hired OFWS to pay in advance the P960 per month SSS premium while returning workers will pay

a three-month advance contribution amounting to P2,880 or they will not be issued the mandatory working permits.

“This will discourage foreign employers of hiring OFWs,” said Santos, adding that memberships should be “voluntary and encouraged”.

A non-government organization (NGO) on labor migration earlier warned that the increases in contributions would likely push more workers away from existing legal deployment channels.

“The outlook for our overseas workers is not at its brightest, with tensions rising throughout the Middle East and ongoing protests in Hong Kong over a hotly contested legislation, among other challenges,” said Susan Ople, former labor undersecretary and head of the Blas F. Ople Policy Center, adding that the salaries of Filipino domestic workers abroad have been stagnant for more than a decade.

“Asking them to pay that much considering that they will be away from the country for at least two years, would cause undue burden given their vulnerable status and work conditions,” Ople said. /cbcpnews.net

Gunman kills Zambo Norte town dad

PAGADIAN CITY, Zamboanga del Sur -- A newly-elected town councilor in the nearby province of Zamboanga del Norte was shot and killed Wednesday by one of two men on board a motorcycle.

The Zamboanga del Norte Police Provincial Office reported that the incident happened in Barangay Piao, Sindangan, Zamboanga del Norte at about 5:50 a.m.

The police identified the victim as Cicero Dalangan Gurrea, 59, of Sindangan municipality.

Cebu Pacific to upgrade fleet with Airbus A320, A330 ‘neo’

MANILA -- Local carrier Cebu Pacific (CEB) announced the purchase of new generation aircraft, to expand and upgrade its existing fleet, replacing old aircraft with more costeffective and longer-range variants.

At the 2019 Paris Air Show currently being held in Le Bourget, France, CEB announced it has ordered 16 A330neo and 15 A320neo from Airbus. Ordering these

units is part of the carrier’s plan to introduce more fuelefficient and eco-friendly aircraft to replace its current fleet.

Developing ‘green’ economy through PPP

MANILA -- The country’s transition towards a green economy is getting a muchneeded boost with the significant financial resources from the private sector in “green” projects.

At the recent 2019 AsiaPacific High-Level Forum on Green Economy in Bangkok, Thailand, Undersecretary Ferdinand Pecson, executive director of the Public-Private Partnership Center (PPP Center), shared to forum participants how the Philippines attracts “green” investments.

The PPP is a popular concept for green growth projects worldwide. In the Philippines, green investments through publicprivate partnership are relatively new.

“In order to come up with PPP that are green, one of the things that we’ve done is to come up with a policy on mainstreaming environment, social, and gender concerns. The idea is to ensure that the environmental, social, and gender concerns and displacement of affected people are factored into the process,” said Pecson, who was one of the speakers at the forum that aimed to showcase the impact of successful green economy solutions crafted and tested by countries in the Asia Pacific region.

In December 2018, the PPP Governing Board issued a resolution titled “Safeguards in PPP: Mainstreaming Environmental, Displacement, Social and Gender Concerns” with

the aim to prevent negative impacts on people and the environment in the implementation of PPP projects, Pecson said.

“Both partners would have to enforce and implement to ensure that goals are being met. We have released this set of guidelines, published in December 14, and is now being used moving forward in our process in the Philippines,” he said.

For 2019, the PPP Center, through the Project Development and Monitoring Facility (PDMF), is drumming up its support for more green projects that have climate resiliency components, especially at the local level, to address the threat of climate change

in the Philippines with the help of the private sector. “‘Yung (the) project development and monitoring facility is a revolving fund.

A big part of the fund is coming from the Philippine government. That fund had helped a number of PPP projects pero (but) at the national level,” Pecson said in an interview with the Philippine News Agency (PNA).

“That is key to helping agencies of government come up with projects that are not only economically viable but also bankable, meaning there are private investors willing to put in money to the project, so now, that fund is being offered also to the local gov-

ernment units,” he added.

The Philippines is also tapping other funding sources.

In June this year, the Asian Development Bank provided an additional USD3 million technical assistance grant to the Philippine government through the PPP Center.

The grant, financed by the Urban Climate Change Resilience Trust Fund, will support the PPP Center’s capacity building program and the development and procurement of local climate-resilient PPP projects through the PDMF. Pecson said this would further enhance PPPs at the local level.

THERE are no reported Filipino casualties in the two oil tankers that were separately attacked in the Gulf of Oman on June 13, the labor department said yesterday.

But Labor Secretar y Silvestre Bello III said the seafarers will be provided assistance to ensure their safety and security.

“We are extending assistance, if necessary, to our seafarers which include repatriation and protection in high-risk zones,” Bello said.

He said the Overseas Workers Welfare Administration will coordinate with the manning agency of the seafarers for the needed assistance.

K to 12 can enhance technical, soft skills of senior high students—PIDS study SENIOR high school (SHS) students believe that the Enhanced Basic Education Act of 2013, also known as the K to 12 Program, will help them firm up their choices and plans for their college education and future careers, as well as develop their technical and soft skills.

This is according to a study released by state think tank Philippine Institute for Development Studies (PIDS) titled “Senior High School and the Labor Market: Perspectives of Grade 12 Students and Human Resource Officers”. The research team was composed of PIDS Senior Research Fellow Aniceto Orbeta, Jr., Consultant Marites Lagarto, Senior Research Specialist Ma. Kristina Ortiz, Supervising Research Specialist Danica Aica Ortiz, and Research Analyst Maropsil Potestad.

The authors interviewed selected first batch of Grade 12 students as well as employers and firms to get a grasp of the labor market prospects for SHS graduates. At least 18 schools from the National Capital Region (NCR), Region III, and Region IV-A were in-

cluded in the research study.

Meanwhile, at least 26 firms from NCR, Region IV-A, and Cebu were chosen as these areas “are the hubs of Philippine business and industry”.

The interview showed that “SHS education was believed to be useful and effective” by the students “in terms of enhancing the[ir] skills and expanding [their] knowledge”. It also “allowed them to be trained further in their chosen areas of specialization”.

However, the authors noted some challenges in the K to 12 program.

While one of the rationales of the program is to equip SHS graduates with necessary skills so they can work or engage in entrepreneurial activities, some of the students interviewed said they are not confident to land a job after completing SHS. This is particularly true for those under the academic track, who “believed they would still need to go to college because the training in SHS was not meant to make them more employable, unlike in the case of the Technical-VocationalLivelihood (TVL) students”

who can strengthen their employment eligibility by obtaining necessary certificates.

But to some TVL students, obtaining the National Certificate (NC) Level II and Certificates of Competency from the Technical Education and Skills Development Authority does not guarantee employment. Students revealed that employers, especially large firms, still prefer applicants with college degrees and work experience.

This is one of the reasons why they pursue college degrees.

“Most of the students were firm about their plans to pursue higher education because of the perception that college degree raises better employment opportunities and salaries,” the authors said. They are, however, faced with challenges such as schools requiring a “bridging program” for off-track SHS students, failing the entrance exams, financial constraints, and difficulty in maintaining the required grade for scholarships, among others.

The study also noted that employers and firms lack in-depth knowledge

of the SHS program. “They do not know what kind of training the SHS students need from the businesses and what the SHS graduates could possibly offer to the industry in return,” the authors pointed out.

While majority said they would hire SHS graduates, only two of the interviewees “believe that SHS graduates already have the skills to be employed”. Moreover, those willing to hire SHS graduates provided preconditions for recruitment such as “requiring competencies and specialized skills, improved work immersion, and offering only low positions due to the nature of their business as well as existing government hiring policies such as that of the Civil Service Commission”.

The issue on work retention was also brought up by the firms as some SHS graduates have the tendency to work for only a short period of time. “Most of them proceeded to college while a few just gained experience and hopped to other companies for higher compensation,” the authors explained.

To resolve these issues,

THE country’s overall balance of payments (BOP) position posted a surplus of US$928 million in May 2019, a reversal of the US$583 million BOP deficit recorded in the same month last year. Inflows in May 2019 stemmed mainly from the National Government’s (NG) net foreign currency deposits, and the BSP’s foreign exchange operations and

income from its investments abroad. These were offset partially, however, by the payments made by the NG for its foreign exchange obligations during the month in review.

On a cumulative basis, the BOP position for the period January - May 2019 posted a surplus of US$5.19 billion, a turnaround from the US$2.08 billion BOP

deficit recorded in the first five months of 2018. The surplus may be attributed partly to remittance inflows from overseas Filipinos during the first four months of the year, and net inflows of foreign portfolio, foreign direct and other investments in the first quarter of 2019.

The BOP position reflects the final gross international reserves (GIR) level of

U.S. envoy attends health program launch in Davao

DAVAO CITY -- The United States Ambassador to the Philippines, Sung Kim with officials from the Department of Health XI (DOH XI) and United States Agency for International Development (USAID) attended a gathering hosted by the Brokenshire Memorial Hospital at Davao City to discuss the implementation of ReachHealth in the Davao region.

The said project seeks to improve the delivery of critical health services to each Filipino family in the country. DAVAO CITY -- The Police Regional Office (PRO-11) here is monitoring companies secretly engaging in investment schemes.

P/Brig. Gen. Marcelo Morales, PRO-11 Director, said the Regional Interagency Task Force (RITF) already laid down plans against these firms, which continued to operate secretly despite the series of raids conducted by government authorities to stop them.

“Whoever those companies that are conducting secret operations will be the subject of our operations in coordination with the different concerned agencies of RITF,” Morales said in an interview on the sidelines of the IED awareness seminar conducted by the Philippine Bomb Data Center at Grand Menseng Hotel on Wednesday.

The PRO-11 bared there were 13 individuals who made reports against Titan 29, one versus Power Play and one against Questlink Marketing Services. These companies are still being monitored, including those raided by the government such as Kapa.

Sewing machines for New Corella IPs NEW CORELLA, Davao Del Norte (DSWD XI) -The Department of Social Welfare and Development (DSWD) XI turned over 30 units sewing machines and textile/ clothing materials to 30 women partner beneficiaries of Modified Conditional Cash Transfer for Indigenous Peoples (MCCT-IP) in the municipality of New Corella, Davao Del Norte during the recent 8th Municipal Indigenous Peoples’ Council General Assembly.

DSWD allocated Php 301,000.00 for this livelihood project and will provide a 10-day training to enhance

DAVAO CITY -- A Sangguniang Kabataan (SK) official died after he was shot by a police undercover agent during a buy-bust operation on Tuesday night at Barangay 28-C here.

City Police Spokesperson, Capt. Maria Theresita Gaspan, said on Wednesday that Barangay 28-C SK Kagawad Raymart Durias Duran, 23, single, a resident of 4-1, Gov. Sales Street, was neutralized after engaging the police officer posing as poseur-buyer in a shootout.

Duran, also known as alias Kagid, was able to sell

suspected shabu to the police undercover in exchange of PHP500.

Gaspan said that after the police officer identified himself, Duran resisted and drew his firearm.

The police officer was able to tap away and parry the hand of Duran who was about to fire a gun. The police officer also drew his gun and shot Duran on the right shoulder.

Duran still aimed his firearm, prompting the police to fire another shot. Duran was taken to the Southern Philippines Medical Center

(SPMC) where he died.

Recovered from Duran were three sachets of suspected shabu and the marked PHP500 bill.

DEPED through the School Health Division – Bureau of Learner Support Services shall implement the school-based feeding program for SY 2019-2020 to address undernutrition and short-term hunger among public schoolchildren. The program will cover an estimate of 533,425 severely wasted and 1.3 million wasted children from kindergarten to Grade 6. The program primarily aims to improve the nutritional status of the beneficiaries by at least 70 percent at the end of 120 feeding days. Secondarily, it aims to increase classroom attendance by 85 percent and improve the children’s behavior.

activities and program implementation on a daily basis. With that, all schools shall establish and maintain the Gulayan sa Paaralan as a source of ingredients for the feeding program and shall encourage the families of the beneficiaries to have their own home gardens so that nutritional improvement is maintained at home. Along that line, the school district supervisor shall coordinate with local agriculture officials to provide training and seedlings for their home gardens. Bio-intensive gardening is an ecological approach which makes the best use of available natural resources and does not rely on any chemical inputs. Changing the face of poverty Jeraline Arion, is an active Matigsalug parent leader of 4Ps and Sustainable Livelihood Program Association (SLPA) organizer who strives to help the community by helping the government in carrying out its duty to provide basic social services in remote Palacpacan village.

She is also the Barangay Sub-Project Management Committee Chairperson (BSPMC) of Palacpacan, where the government implements a 390-meter road concreting project.

For her, DSWD KalahiCIDSS-CDD is the first government program that gives her and the Lumad community the opportunity to make decisions that affect their daily living.

The program is a good venue for learning different skills such as financial management, environmental and social safeguards, social development, construction management, basic legal documents, and other things that could help villagers, especially women, boost their confidence and selfreliance.

In one of the sessions, however, participants disclosed that they hurdled all the training not without challenges. They encountered difficulties when they started out in drafting the Minutes of Meeting, Payroll Preparation, Payment and Inventory for construction materials and

all other things needed to be submitted to the training facilitators.

“We are all grateful that our facilitators were very patient in teaching us how to overcome such obstacles.

We really felt that we belong.

It is here that we, the Lumad women, can help change the face of poverty in our village,” Jeraline said.

Learning the skills to achieve economic independence “Being a Lumad Kalahi leader is not easy. We are not used to addressing a lot of people because we lack knowledge that is usually acquired in schools. An ethnic minority also leans on traditions that a woman should just stay at home, do the chores, and take care of the kids while her husband works in a farm as the sole provider of the family. But because of the meetings and training afforded by DSWD Kalahi-CIDSS-CDD and the implementation of our Farm-to-Market Road sub-project, I am now eager to harness my potential as valuable member of a Lumad community,” Jeraline said.

This 390-meter road concreting sub-project construction program requires women workers to promote gender equality. Hence, 30 percent of the labor force are women.

Jeraline narrated that Kalahi-CIDSS proves that women can do what men can.

Inspired by the community empowerment and gender equality perspective of the Kalahi-CIDSS program where she learned life skills, she continued her schooling and graduated in the K-12 program of the Department of Education at Halapitan National High School in San Fernando.

Pecson said the PPP Center is now working closely with the regional offices of the National Economic Development Authority (NEDA) to assist LGUs to develop their PPP projects, giving them a wider reach.

Green projects Several green projects involving solid waste management are being undertaken by local governments through PPP. According to the PPP Center, these projects include the Quezon City Integrated Solid Waste Man-

agement Facility which can process waste and become renewable energ y ; the Cagayan de Oro Septage Management; and the Cebu City Solid Waste Management.

Challenges For these kinds of PPP projects to materialize, Pecson said there is a need to address the provision of technical assistance and right policy framework.

Since there are few PPP projects, Pecson said one of the challenges of agencies embarking on PPP is the lack of expertise and knowhow to properly structure and develop these kinds of projects, especially green ones.

Pecson said they are looking at various ways to support local governments to tap funding for climateresilient projects.

“Fortunately, there are agencies, especially donor agencies, that are willing to help and it’s good also they’re linking it to green projects,” he said.

“I don’t see all local governments doing it and for their infrastructure projects, they would still do it the traditional way and that makes sense if there’s better value for money doing traditional. But for projects where they lack expertise or capacity, knowhow or skills and the private sector would do a better job then, that’s were PPP would come in.

Transition to green economy A 2018 report of the International Labor Organization titled “World Employment Social Output” recommended that governments should focus on transitioning to renewable energy and consider the environmental impact of processes in the fields of construction, manufacturing, and sustainable agriculture.

In the Philippines, steps have been taken to transition to a green economy with the passage of vital laws, including the Renewable Energy Act of 2008.

The law aims to accelerate the exploration and development of renewable energy resources, institutionalize national and local capabilities in the use of renewable energy systems, and promote its efficient and cost-effective commercial application by providing fiscal and non-fiscal incentives.

In April 2016, Republic Act 10771, or the Green Jobs Act, was signed into law promoting the creation of green jobs, and providing incentives to firms that generate these jobs.

Some green jobs include renewable energy experts, disposal officers, operators of sanitary landfills, and wind-turbine technicians, among others. (PNA)

Not long ago, one promised confidently the end of corruption, the drug menace, all forms of criminality in 3 to 6 months; and to assert and protect the country’s sovereignty from foreign greed. Nothing has been ended or asserted. Instead, the country is being waylaid by Chinese wile and guile.

Truly, anything too good to be true is not true. As the President of the Republic himself emphatically said, anything that is too good to be true is fraud.

Other than Mindanao, the SRP of Balance Luzon went down by 16 points, from 51% in December to 35% in March 2019; 6 points in the Visayas, from 61% in December to 55% in March; and 2 points in Metro Manila, from 30% in December to 28% in March.

Results of the survey had also shown an improvement in terms of the Self-Rated Food Poor families, which noted a new record-low of 27%, or an estimate of 6.8 million families, from 34% in December 2018.

“The new record-low proportion of Self-Rated Food Poor families comes after the recovery from the 7-point increase in SelfRated Food Poverty in the first three quarters of 2018,” it said. The proportion of Self-Rated Food Poor families stood at 29% in March 2018, went up to 34% in June, and peaked at 35% in September, before easing up to 34% in December.

Of the 62% Self-Rated Non-Poor families, the SWS said 15% used to be poor one to four years ago (newly non-poor); 20% used to be poor five or more years ago (usually non-poor); and 26% have never experienced poverty.

Among the 38% SelfRated Poor Families, the SWS said 6% were non-poor one to four years ago (newly poor); 6% non-poor five or more years ago (usually poor); and 26% have not experienced being non-poor (always poor).

The median self-rated poverty threshold, or the “monthly budget that a poor household needs for home expenses in order not to consider itself poor,” was P10,000.

The SWS said the median Self-Rated Poverty Gap or the “amount poor families lack in monthly home expenses relative to their stated threshold” remained the same at P5,000.

The food poverty fell to record-lows in Mindanao and Balance Luzon, according to SWS. Mindanao’s food poverty decreased by 11 points, from 38% in December 2018 to a new record-low 27% in March 2019, while Balance Luzon’s fell by 7 points, from 31% in December to 24% in March.

Metro Manila’s food poverty decreased by 3 points, from 22% in December to 19% in March, and Visayas’s by 2 points, from 44% in December to 42% in March.

Upon receipt of the warrant, property owners are given time to settle the tax delinquency. If no payment is made, the forfeiture of the property is published and the auction is scheduled.

The city government has been conducting public auction sales of tax delinquent real properties since 2013.

Gumbao said the move is in compliance with a standing directive to LGUs from the Bureau of Local Government Finance.
