AFP chief: BBL to help defeat terror threat

MANILA -- Once enacted, the proposed Bangsamoro Basic Law (BBL) would be a tool to quell terrorism threats, Armed Forces of the Philippines (AFP) Chief-of-Staff General Carlito Galvez, Jr. said.

“I was informed that the third reading and final reading was already approved by the (House of Representatives and Senate), we’re so happy, as I have said that the BBL is one of the antidotes (to) the terrorism (problem),” he said Thursday.

A day after President Rodrigo R. Duterte certified the BBL as urgent, the Senate and the House of Representatives passed on second and third reading the bill which aims to hopefully end decades of conflict in Mindanao.

Zambo cops disarmed by NPA rebels

ZAMBOANGA CITY--Two policemen were disarmed and their vehicle taken by suspected New People’s Army (NPA) rebels in the town of Godod, Zamboanga del Norte, an official disclosed Thursday.

Chief Supt. Edwin De Ocampo, deputy regional director for administration, identified the two policemen as SPO1 Oscias Gomez and PO1 Rey Lismis, all of Godod Municipal Police Station.

De Ocampo said they were disarmed around 9 a.m. Wednesday in Sitio Rebe, Barangay Mauswagon, Godod, Zamboanga del Norte.

CAGAYAN DE ORO CITY -- The National Economic and Development Authority Northern Mindanao (NROX) in partnership with the Deutsche Gesellschaft für Internationale Zusammenarbeit – Conflict Sensitive Resource and Asset Management (GIZ-COSERAM) conducted the Unmanned Aerial Vehicle (UAV) Users’ Training for Mapping last May 29-31, 2018 at the NRO-X Main Conference Room.

Mr. Ryan James Salazar, a certified UAV controller and drone trainer of the GIZ-COSERAM, facilitated the 3-day training which was participated in by 51 participants from various regional government agencies.

The UAV, commonly known as drone, is a type of aircraft that operates without the need of a human pilot.

The UAV have become a vital tool in land use planning, 3D mapping, hazard prone mapping, surveying, and precise agriculture applications, among other applications.

gies and utilization process; highlight challenges and limitations of the UAV technologies; familiarize regulations for the UAV usage in the Philippines; understand the UAV mapping workflow; experience flight planning and image processing applications; and learn about post-processing and geo-analysis steps.

On the second day, the participants proceeded to Upper Bulua, Cagayan de Oro City for a test flight for hands-on UAV operation.

The test flight area chosen was suitable for making a flood assessment model due to its combination of flat and hilly terrains.

The participants are expected to use their new knowledge to generate reliable datasets for various development planning tasks such as in risk reduction efforts, spatial planning, and monitoring of government programs and projects, among others.

M I S A M I S OR I E N TA L -- Early Childhood Care and Development Council (ECCD) turned-over another two National Child Development Centers (NCDC) in the province of Misamis Oriental located in Barangay Poblacion and Luna in Naawan and Claveria towns, respectively, on May 29.

According to Early Childhood Care and Development Council (ECCD) Project Management Officer Leticia B. Pichay, the NCDC is a joint flagship project of the ECCD and local government unit of Naawan. It is the ground-level venue for the implementation of ECCD activities, particularly the Early Learning Program and the Family Support Program strategies.

Pichay further said that it serves as a convergence point for the community effort on child development as well as a repository of related and relevant data and documents on best practices in the community on early childhood care and development.

These NCDCs are mostly in hard-to reach areas which are in dire need of educational services for very young children aged 0-4 years, as well as those in strategically located cities and municipalities that showcase early childhood development models. The leadership and management capacity of the local government are also considered in the selection of NCDCs. The center is located in a government property identified and recommended by the local government

where it operates, typically inside a public elementary school campus or in other strategically located areas of the municipality. It has a minimum lot area of 250 square meters and a floor area of not less than 120 square meters, of reinforced concrete structure.

The ECCD Council provides funds for the construction of the NCDC and its content, such as furniture and fixtures, manipulative learning materials, story books and posters, musical instruments, arts and craft materials, hygiene and toilet bath kits and equipment as well as computers and other teaching tools for the use of Child Development Teacher (CDT).

For its part, the local government provides the required land area and its development, the perimeter fence and playground structures including the salary of the CDT from the second year of its operation.

The establishment of these centers is pursuant to the ECCD mandate as articulated in Republic Act 10410 or the “Early Years Act of 2013” or the EYA Law. Pichay said they would also consider other municipalities to benefit of the establishment of NCDCs in the province.

Swim at your own risk

Every summer, bathers still soak themselves in the poor man’s beach – Manila Bay - totally unmindful of the health hazards posed by swimming in the bay’s extremely polluted waters.

While swimming in Manila Bay is expressly prohibited, authorities merely look the other way. “Pagbigyan na natin. Hindi naman kasi sila makakapunta sa Boracay,” an enforcer once said.

Without any doubt, Manila Bay’s breath-taking sunset remains one of our tourist come-ons. But if you know what is good for your health, don’t you try swimming in its cesspool.

A research conducted by the University of the Philippines-Marine Science Institute confirmed what has long been an open secret about Manila Bay. “The waters of Manila Bay are the most polluted

in the country, serving as a giant waste-dump for the metropolis. Here, domestic sewage, toxic industrial effluents from factories and shipping operations, leachate from garbage dumps and runoff from chemical agriculture converge into a hideous cocktail.”

The research further showed that “unprocessed waste ending up in the bay has resulted in high levels of fecal coliform and the presence of heavy metals, pesticides and excess feeds in its waters.”

The Depar tment of Health acknowledges that continuous direct exposure to these pollutants “may cause cancer, immune system disease, endocrine disruption, reproductive toxicity, congenital malformation and developmental disorders, and many other diseases.”

How do you measure the quality of Manila Bay’s water?

The authorities have set up monitoring stations along the shorelines around Manila Bay. These stations are located along Noveleta, Tanza, Naic, Bacoor and Rosario in Cavite, Limay and Mariveles in Bataan, Navotas Fishport and Rizal Park in Manila.

These monitoring stations measure fecal and total coliform. Coliform is a bacteria found in the human and animal waste. The acceptable coliform count for “swimmable” waters is 1,000 MPN (most probable number per 100 milliliters).

However, an official in the know estimates coliform count in the Manila Bay area as “in the millions”.

compel the authorities to stop the further degradation of Manila Bay. The Supreme Court responded by issuing a continuing mandamus directing 11 government agencies, led by DENR, to clean up and to restore Manila Bay back to health.

The Supreme Court wanted Manila Bay to be once again “swimmable” and fit for other aquatic activities. The Supreme Court also set a deadline, long since past, for the authorities to get their acts together.

Sari-sari store mentality The sudden increase of oil price has become the fodder of the opposition to launch an attack on the Duterte administration. One leading newspaper came out with a screaming headline “TRAIN IS LEADING TO JOBLESSNESS”. Populist politicians in the mold of Neri Colmenares joined street parliamentarians in denouncing the government Tax Reform for Acceleration and Inclusion Law and demanded its suspension.

Colmenares and his cabal pander themselves to the poor, mouthing simplistic solutions like stopping the TRAIN law. They have not graduated from being rabble-rousers.

Colmenares, for one, knew that he only needs less than 300 thousand votes to get back to congress and he

has brain enough to muster that number from among those who would believe him. There are still over a million nitwits who would believe his fairy tales.

What if we give in to the folly of Colmenares and his counterpart in the Senate, Bam Aquino? Are the middle income wage earners prepared to pay P50,000.00 in income tax, which under the TRAIN law exempt them from paying?

They comprise about 83 percent of the total taxpayers of the country whose bonuses will also be tax free. Small businesses like your next door sari-sari store with P3-million sales are also VAT-free. But yes Coke and other soft drinks are now sold at a higher price but it’s good for your health.

What the critics are keep-

ing from the public are the reasons behind the sudden increase of prime commodities and cost of services.

Television networks listen to the sound bites of political opposition and look for explanations from jeepney and tricycle drivers why prices increased.

The hoi polloi, of course, are in limbo that in the opposite corner of the world Venezuela stopped pumping oil and Iran is tightening the spigots of its oil wells in retaliation to the US sanctions. The price of oil spiked to $77 dollars per barrel and now is threatening to breach the $80/b. The US would not mind this as they have sufficient supply of fuel coming from their shale oil. Get Hold of Happiness Think a minute…

Have you heard of the new emotional sickness called Sudden Wealth Syndrome? It happens to people who suddenly become rich by winning a big lottery jackpot, inheriting a lot of money, or other quick ways. But then what these newly rich people often find out is that it doesn’t end up being the happy dream they expected. They soon discover what many other rich people already know: money can’t buy happiness that lasts.

But that’s just our problem: we think that happiness is something out there that we have to find and get, like money, a position

of respect and power, or physical pleasure and fun experiences. We think we’ll finally be happy after we get out of school or when we get married. But then even when we do finally get it, we find out it doesn’t last and make us happy for the rest of our lives like we expected.

So how do we get hold of happiness that lasts for a lifetime?

Well, the first big step is we must admit that we’re not totally happy and we need help. But that’s hard for us strong, independent human beings to do! We’re like the man who came home drunk one night. As his wife helped him into bed she asked him

if he wanted her to pray for him. He nodded yes. So she began: “Dear Lord, I pray for my husband who lies here drunk.” But her husband suddenly interrupted her and said: “Don’t tell Him I’m DRUNK! Just say that I’m…SICK!” In our own heart and conscience we all know that we’ve done things wrong and failed to live the way we know we should. We’ve not always lived in a close, right relationship with our Maker, and many of us won’t admit that we’re wrong and have failed. Neither will we admit that we can’t fix our life and make it right by ourselves. But until we finally face the facts that

we’re not completely happy and at peace, our life won’t change. Yet today, if you’ll sincerely ask Jesus to forgive you for all your wrongs and living your way; then ask Him to take full control of your life every day, you’ll finally have peace with your Maker and the satisfying life you should be enjoying. Marawi IDPs receive Ramadan food packs MARAWI CIT Y--More than 7,000 Internally Displaced Person’s (IDP’s) that were affected by the five-month siege last year received Ramadan food aid packs Wednesday from an international humanitarian organization.

The recipients consisted of IDPs in Buadi Itowa, Sarimanok and Barangay Boganga evacuation centers, said the Islamic Relief Philippines (IRP), an international humanitarian and development organization.

“The organization aims to provide Ramadan food packs to most vulnerable families for them to concentrate on their prayers and worry less for food during Suhoor (meal before sunrise) and Iftar (meal after sunset),” said IRP coordinator Leah Bugtay.

Each family of five received a set of food packs consisting of 15 kilos of rice, 500 grams of halalcertified salt, 500 grams of halal-certified mongo

beans, two liters of oil and three cans of halal-certified sardines and three cans of halal-certified corned beef, Bugtay said.

Two sets of food packs were given for a family that has up to 10 members.

“The Ramadan food aid is estimated to last for seven days,” said IRP communications and advocacy officer Mary Ann Zamora.

A 63-year-old IDP woman was emotional as she showed her gratitude to the organization. “I was not expecting that they could give this much to us,” she said.

hired in job fairs GENERAL SANTOS CITY -- Some 500 Senior High School (SHS) graduates in the Soccsksargen region have been hired by local companies in a series of job fairs facilitated by the Department of Labor and Employment (DOLE) since last month.

Sisinio Cano, DOLE 12 (Soccsksargen) director, said Thursday the newly hired workers have already begun in their assigned placements while others are being trained by their employers.

Cano said most of the hired senior high graduates were skilled workers and holders of national

certifications issued by the Technical Education Skills and Development Authority (TESDA).

“They were all hired as regular workers,” he said.

Cano said they launched the region’s first-ever job fairs exclusive to SHS graduates in coordination with the Public Employment Services Offices of local government units. He said the activity aims to facilitate access to employment for the region’s first batch of graduates under the K to 12 education program.

ZAMBOANGA CITY -- The Southern Philippines Deep Sea Fishing Association, Inc. (SOPHIL) in cooperation with the Bureau of Fisheries and Aquatic Resources (BFAR) on Thursday launched an alternative livelihood program for marginal fisherfolk in Western Mindanao region.

The initiative is one of the highlights of the 2018 Farmer’s and Fisherfolks’ Month.

Under the program, SOPHIL will distribute for free fishing gears for “highvalued species” to marginal fisherfolk to help boost their income.

“We want the marginal fisherfolk to improve their lives,” Roberto Baylosis, SOPHIL executive vice presi-

dent, said noting that they focused on fishing sardine, which is very cheap.

Among the high-value species they can catch are tuna, red grouper, Salay-salay Ginto (scad) and others, like cuttlefish.

Baylosis said they initially distributed 330 fishing gears to groups of marginal fisherfolk in the region.

Isidro Velayo Jr., BFAR regional director, said he is elated that SOPHIL is complementing the program of BFAR aimed to uplift the lives of the marginal fisherfolk in the region.

SOPHIL members are fishing firms that supplies fish to canning firms based in this city.

Velayo said they have already distributed fishing

gears like squid jigger and tuna handline to the fisherfolk in the region.

“This (distribution of fishing gears) will augment to the ones we have already given to the fisherfolk,” Velayo said.

He said there are some 300,000 marginal fisherfolk in the region but they will give priority to those in the

depressed.

He said among the places they will prioritize is the triple “SB” areas that covers the towns of Sibuco, Sirawai, Siocon, and Baliguian in the province of Zamboanga del Norte.

The survey was administered via face-to-face interview from February 1-24, 2017 in the main office, Lung Center of the Philippines, and nine preidentified branch offices.

Of the 1,036 respondents, 94.48 percent of them, or 985, were satisfied with PCSO’s services on medical assistance and prize claims with an average satisfaction rating of 3.50 and above; while 0.29 percent was neutral and 5.02 percent were dissatisfied.

“Though the percentage of satisfied respondents was high, there is room for improvement considering that there were 217 negative comments (medical assistance 121, prize claims 96). It is worth noting that PCSO is a charity institution, which could contribute to the high satisfaction,” said PCSO General Manager Alexander Balutan.

The respondents for the survey include PCSO’s Individual Medical Assistance Program (IMAP) beneficiaries and claimants for gaming activities (Lotto, Lotto Express, and Sweepstakes).

“Overall, the respondents rated PCOS as satisfactory with a Service Quality Index (SQI) of 4.43. In fact, all PCSO offices received either a very satisfactory or satisfactory rating,” Balutan

A huge number of the respondents (32 percent) are college graduates.

This group is followed by high school graduates (26 percent) and those who reached college level (15 percent). Minorities include those who have reached high school (8 percent), vocational school graduates (7 percent), elementary graduates (7 percent), and those who have reached elementary (4 percent), and post-graduates (1 percent).

More than half or 60 percent of the respondents own their house while 21

percent were living with their relatives’ house, 13 percent said that they opted to rent their place.

As for the prize claimants, majority or 56.7 percent of respondents are male while 43 percent are female.

Half or 50 percent of the respondents have monthly income of 15,000 and below.

The biggest group with 18 percent are those who answered “not applicable”, these are either unemployed or retired.

Minorities are those with higher income brackets: 15,001-25,000 (15 percent), 25,001-35,000 (7 percent), 35,001-55,000 (5 percent), 55,001-75,000 (2 percent), 101,000 and above (2 percent), 75,001-100,000 (1 percent).

The Financial Stability Coordination Council (FSCC) recently held its quarterly meeting to assess and review potential risks to the continued stability of the Philippine financial market.

The latest systemic risk review highlighted the country’s strong economic performance on several fronts. This has been driven primarily by local sources of growth, specifically by increased consumption from individuals which is fuelled by more disposable income and by government expenditures. This positions the Philippines well in the ASEAN and global context where the latest forecasts from the IMF shows continued growth over the next

few years.

Various risks that could potentially dampen further growth momentum were discussed by the FSCC. Global issues flagged by third-party institutions as well as local challenges were reviewed as to their likelihood and impact. The availability of additional market liquidity to support the government’s infrastructure development program and the uptrend in market prices (global interest rates and benchmark currencies) were primarily considered in light of the technical models which have been designed by the FSCC Technical team.

Lopez emphasized the importance of well-designed product packaging to Micro, Small, and Medium Enterprises (MSMEs) in the final leg of the Pack! Pinas roadshow last 29 May in Cavite.

“As part of the mandate given by President Rodrigo Duterte to help MSMEs, DTI is applying a 360-degree approach in MSME development,” said Secretary Lopez.

“Part of this is levelling up the product packaging, for it to standout in the market place. The packaging serves also as the advertising at the point of sale. MSMEs are not usually exposed to the latest trend, designs, and on how best to present and preserve product quality and they are often hampered by the required Minimum Order Quantity (MOQ) that limits their capability to improve their packaging, and these are the barriers

The Visayas leg was held in Tacloban last 3 – 4 May and was attended by 508 participants, 317 of them MSMEs. Lopez assured MSMEs that the roadshow will roll out in other regions soon.

Resilient ARMM ARMM posted a remarkable 7.3 percent gross regional domestic product growth last year, outpacing the National Capital Region’s (NCR) 6.1 percent and the national growth rate of 6.7 percent. According to the data processed by the Mindanao Development Authority, the growth was primarily brought by the recovery of the agriculture sector, which resulted to the improvement in production of crops, livestock, and poultry.

“This truly defines the resilience of ARMM, to be able

ASEAN, US affirm commitment to regional rules-based order

MANILA-- Representatives of the United States and the Association of Southeast Asian Nations (ASEAN) reaffirmed their commitment to the rules-based order and to the ASEAN-centered regional architecture at a recently concluded dialogue in Malaysia.

Bureau of US-East Asian and Pacific Affairs Acting Assistant Secretary Susan Thornton co-chaired the 31st US-ASEAN Dialogue on April 3 together with Secretary General Dato’ Ramlan Ibrahim of Malaysia.

Representing the Philippines was Department of Foreign Affairs Assistant Secretary Hellen De La Vega.

In a press statement on Wednesday issued by the US embassy, the two parties

noted “fruitful exchanges” in various aspects of cooperation, including the free and open Indo-Pacific concept.

They stressed need to ensure peaceful resolution of disputes in accordance with international law, including in the South China Sea, with full respect for legal and diplomatic processes.

Participants noted efforts to achieve a meaningful Code of Conduct, an agreement to handle overlapping territorial claims in the South China Sea, but expressed “shared concerns” about ongoing militarization of outposts in the sea lane.

They reiterated commitment to uphold the international community’s rights and freedoms in lawful uses of the sea.

MANILA -- The Bangko Sentral ng Pilipinas (BSP) is projecting an even higher inflation rate this month to settle within the range of 4.6 percent to 5.4 percent.

Inflation rate last month stood at 4.5 percent.

“Higher domestic petroleum prices amid geopolitical tensions in the Middle East, as well as the sustained increase in the rice prices present upward price pressures for the month,” the central bank’s Department of Economic Research

(DER) said in an E-mail on Thursday.

However, it noted that it could be “partly offset” by lower electricity rates in areas serviced by the Manila Electric Company (Meralco). Early this month, Meralco announced power rates to go down by PHP0.5436 per kilowatt hour in May due to lower generation and transmission costs.

Cano said they may also assist them in starting their own businesses in partnership with other government agencies, such as TESDA and the Department of Trade and Industry.

He said they are currently consolidating data generated from the job fairs to properly evaluate the readiness of SHS graduates who are entering the workforce.

DOLE-12 hopes to create a collective impact to better address the competency and critical skills requirements among graduates, he said.

“ECC is a social security, thus, it is a basic human right. So as much as possible, all social security programs of the government has to be provided universally. ECC for the past years have been working with Social Security System (SSS) to come out with a policy covering all these informal workers and we hope to be able to implement it by early next year. Although the policy is already there, we have to coordinate closely with SSS so that they could be able to implement it because it needs quite revision in the system that they have right now, to be able to compute and to process the documents for the issuance of claims,” Banawis said as she concluded her speech.

ECC is still doing a lot of policy research to enable to increase benefits under their program. One of the challenges of ECC is the number of benefits that is not increasing, it has stagnated for some time.

Another challenge is the awareness of the EC Program. In 2016, awareness survey was done by the team and it resulted to 24.29%.
