RCSU orders pull out of illegal K9s in malls By CRIS DIAZ, Executive Editor

CAGAYAN de Oro City--The Regional Civil Security Unit (RCSU) on Tuesday ordered the pullout of “illegal K9s” deployed in business establishments here and in other parts in Northern Mindanao. A K9 is an attribution to a duly accredited, highly trained dog by the Philippine National Police (PNP), which are deployed in critical areas to detect explosives and drugs. mander, said that an unauthorized deployment of K9 in “security risk” areas would pose more danger than providing safety and security. The RCSU has issued the directive in response to reports that owners of malls and shopping centers here and in some areas in Northern Mindanao have hired illegal K9 providers. Pornobe also reminded all malls and shopping center owners who are hiring the K9 security services to make efforts in ascertaining and scrutinizing the accreditation papers of the K9

and its handler. He said that all accredited K9 providers have licenses issued by the PNP’s Supervisory Office for Security and Investigation Agencies (SOSIA) in Camp Crame, Manila. According to Pornobe, there have been reports of “enterprising” dog owners/trainers who present their dogs to business owners as “legitimately trained,” but without proper SOSIA accreditation. He said that a “certified dog handler” of K9s does not also mean that the “dog” he is handling is a

certified K9. There are strict procedures before a dog could be accredited as a K9, which the SOSIA strictly implements, Pornobe said. He said that an accredited K9 has a “serial number” carved in a “chip embedded” injected by SOSIA in the dog’s body, which could be detected when scanned. Pornobe said that the RCSU would conduct a round of all K9s, which are deployed in various establishments here and in Northern Mindanao to find out it these are SOSIA accredited dogs.

Dog owners whose dogs would be found without accreditation and those without SOSIA chips would immediately be advised to pull out the dogs. He said that dogs found being deployed by accredited K9 providers, but without accreditation would also be pulled out. Pornobes said that they would be strict in implementing the guidelines in the hiring of K9 providers because of the critical situation in Northern Mindanao in the light of suspected terror threats in the region.

THE implementing rules and regulations (IRR) of the bill seeking to extend the driver’s license validity to five years will be “reasonable” unlike the anti-distracted driving law, Sen. Grace Poe said Thursday. Poe, sponsor of the measure, made this assurance after the Senate and House of Representatives met in a bicameral conference to approve the consolidated version of a measure meant to cut red-tape in application and renewal processes. “We will work closely with the LTO (Land Transportation Office) so that their implementing rules will be reasonable not like the case of the other one,” Poe said, referring to the anti-distracted driving law. Poe, chair of the Senate Committee on Public Services, said the committee is currently waiting for the LTO to draft its IRR to indicate the violations that should disqualify a driver for renewal.
