RCSU orders pull out of illegal K9s in malls By CRIS DIAZ, Executive Editor

CAGAYAN de Oro City--The Regional Civil Security Unit (RCSU) on Tuesday ordered the pullout of “illegal K9s” deployed in business establishments here and in other parts in Northern Mindanao. A K9 is an attribution to a duly accredited, highly trained dog by the Philippine National Police (PNP), which are deployed in critical areas to detect explosives and drugs. Superintendent Rowen Rey Pornobe, regional RCSU com-

mander, said that an unauthorized deployment of K9 in “security risk” areas would pose more danger than providing safety and security. The RCSU has issued the directive in response to reports that owners of malls and shopping centers here and in some areas in Northern Mindanao have hired illegal K9 providers. Pornobe also reminded all malls and shopping center owners who are hiring the K9 security services to make efforts in ascertaining and scrutinizing the accreditation papers of the K9

According to Pornobe, there have been reports of “enterprising” dog owners/trainers who present their dogs to business owners as “legitimately trained,” but without proper SOSIA accreditation. He said that a “certified dog handler” of K9s does not also mean that the “dog” he is handling is a

certified K9. There are strict procedures before a dog could be accredited as a K9, which the SOSIA strictly implements, Pornobe said. He said that an accredited K9 has a “serial number” carved in a “chip embedded” injected by SOSIA in the dog’s body, which could be detected when scanned. Pornobe said that the RCSU would conduct a round of all K9s, which are deployed in various establishments here and in Northern Mindanao to find out it these are SOSIA accredited dogs.

Dog owners whose dogs would be found without accreditation and those without SOSIA chips would immediately be advised to pull out the dogs. He said that dogs found being deployed by accredited K9 providers, but without accreditation would also be pulled out. Pornobes said that they would be strict in implementing the guidelines in the hiring of K9 providers because of the critical situation in Northern Mindanao in the light of suspected terror threats in the region.

THE implementing rules and regulations (IRR) of the bill seeking to extend the driver’s license validity to five years will be “reasonable” unlike the anti-distracted driving law, Sen. Grace Poe said Thursday. Poe, sponsor of the measure, made this assurance after the Senate and House of Representatives met in a bicameral conference to approve the consolidated version of a measure meant to cut red-tape in application and renewal processes. “We will work closely with the LTO (Land Transportation Office) so that their implementing rules will be reasonable not like the case of the other one,” Poe said, referring to the anti-distracted driving law. Poe, chair of the Senate Committee on Public Services, said the committee is currently waiting for the LTO to draft its IRR to indicate the violations that should disqualify a driver for renewal. ILIGAN City--As thousands of civilians, who escaped from Marawi City for fear of being caught in the crossfire, are now temporarily being sheltered in various evacuation centers in neighboring areas, many of them have apprehensions and don’t want to go back to their homes. SIBAGAT, Agusan del Sur--Fresh skirmishes between government troopers and New Peoples Army rebels in the hinterlands of this town on Monday left one guerilla dead and the recovery of two high-power firearms. A report from the 401st Army Brigade said the soldiers from 3rd Special Forces Battalion engaged in an hour-long gun battle with the NPA’s Guerilla Front 21A killing the still unidentified young rebel and left behind two AK 47 and M16 Armalite rifles. Lt. Col. Rudy Parralag, commanding officer of the 3rd Special Forces Battalion, reported to Co. Cristobal Zaragoza, commander of the 401st Army Brigade, the remnants of the 20-man NPA platoon scampered to different directions bringing with them for more wounded comrades based on witnesses accounts of local residents. Parralag said five backpacks with documents of high intelligence value were also left behind by the rebels. The dead male NPA was brought by the troopers to the Chatto Funeral Homes in San Vicente of Sibagat for documentation by the police’s Scene of the Crime Operatives and identification by his relatives for his decent burial.

ILIGAN City––The city police office clarified that no lockdown has been ordered in the city in response to the ongoing clashes in neighboring Marawi City between government forces and members of the Maute group. Police issued the clarification Sunday night after word circulated that a lockdown was to be implemented soonest, as per announcement of the City Information Office through its Facebook page. The word spread like wildfire and even prompted several residents to pack up things so they can travel out of the city before a set deadline can be announced. “Be informed that only containment action is being implemented through strong checkpoints and several

mobile checkpoints at the heart of the city including police visibility to negate the occurrence of a similar incident in Marawi City,” a Facebook post by the city police read. It was issued around 9 p.m. Sunday. “Anybody can get in and out of the city provided that they have not violated any law or caught carrying contraband, firearms, explosives, and others, as everybody will have to pass through strict and thorough security inspection,” the post further read. Soon after, the City Information Office (CIO) took down its earlier Facebook post and promised to make another announcement related to the issue. Netizens took the CIO to task for the confusion. Journalist Divina Suson lambasted city information officer Joe Pantoja whom

It turned out that Pantoja made the premature pronouncement while city officials were in the middle of a meeting to discuss, among others, the possibility of imposing a lockdown as a measure to prevent a spillover here of the Marawi siege. Since Wednesday last week, the police has set up a checkpoint near the mothballed plant of the National Steel Corporation in Barangay Suarez for incoming vehicles and passengers. Abdul Salam; Industry 4.0 (The Fourth Industrial Revolution): Its Implication to Higher Education by Dr. Pisut Koomsap; and the Sustainable Development Goals by Mr. Surendra Man Shrestha.

During his welcome message, Mr. Shrestha pointed out that the world is going through an enormous change. Much resources are needed and the challenges are great. Looking at the education sector, he raised the question for the participants to ponder if the students being produced by education institutions in Asia are going out with the right knowledge and diversity to be able to work in a globalized world. All of these can be viewed as a threat or as an opportunity.

He stressed out three opportunities in the enormous change happening in the world: 1) the embarkation of the 2030 Sustainable Development Agenda by the Philippines along with other 193 countries which requires a holistic approach to education; 2) the Industrial Revolution 4.0 requiring graduates to have tremendous complexity organization and collaboration across different fields; and 3) the development of world-class universities where the patents are created and where new knowledge is both incubated and disseminated.

“At AIT, we are trying to transform our institute to (provide) service for capacity building in the region, capacity building with education. We are focused on post graduate, masters, applied research as opposed to basic research and extension,” he said. “We hope to build a strong partnership with USTP and all other SUCs to post-effectively support work-ready graduates. We do it together in partnership with you.”

Mr. Shrestha also shared the admissions and scholarship opportunities of the institution. AIT student Ms. Love Joy Raboy of USTP, and alumni Ms. Clara Elizaga and Dr. Sergio C. Caperida, likewise shared their fun and fulfilling experiences at AIT. To date, AIT has produced 938 alumni from the Philippines, considered to be the largest stakeholder and the biggest supporters of AIT.

According to Mendoza, there is rebellion over there in Marawi and the public safety really requires declaration of martial law. If the President’s judgment is correct in declaring martial law, it’s not for him (Mendoza) to decide. That is the prerogative of the President. Some of the opinions of cynics and pundits alike, which according to them, the declaration may not be necessary because the terrorists are but small in numbers, it is just a pocket of terrorists. accused them that they have supported financially to the terror group to undermine the President’s administration. But as for me, such could just be a gloomy anticipation. I feel certain that the declaration of martial law was necessary and timely, especially in Mindanao because there are several terrorists group that wreak havoc on the peace and order condition in Mindanao and the safety of the lives of the people, which are at harm way, therefore necessary and timely. The President would not allow those terrorists to dominate and continue terrorizing the people in Mindanao, beheading those who will not convert into Islam, the way the Maute terrorist did to the Jail Warden of Marawi City, which was so brutal. The declaration of martial law is a basic safety procedures and processes needed for the protection of the people in Mindanao. WHILE on an official visit to Russia, President Rodrigo Duterte signed Proclamation No. 216 “Declaring a State of Martial Law and Suspending the Writ of Habeas Corpus in the Whole of Mindanao” that cited violent acts of the Maute group in Lanao del Sur, specifically its ongoing rebellious and disastrous conduct in Marawi. The May 23, 2017 edict also referred to “the capability of the Maute group and other rebel groups to sow terror and cause death and damage to property not only in Lanao del Sur but also in other parts of Mindanao.” Thus, the rationale was made to cover the entire Mindanao in the third proclamation of martial law in the country after 1946. The first was by Ferdinand Marcos from 1972 to 1981 that had nationwide coverage, and the second by Gloria Arroyo in the province of Maguindanao for seven days in 2009. Even before the details of the proclamation were made known to the public because the President had yet to arrive from his shortened trip, social media was abuzz with discussions on how different this iteration of martial law would be, particularly compared to the Marcos version. ply because it is President Duterte who declared it. Article VII Section 18 is probably the most quoted part of the Constitution these days. According to the National Board of Governors of the Integrated Bar of the Philippines (IBP), the Constitution is “very clear on the authority of the President to declare martial law, the extent of the authority, and the remedies and safeguards against the abuse of that authority.” This is as should be expected from the country’s fundamental law, which was born

out of the struggles against dictatorship. But it is not a self-implementing Constitution. Taking the case of its clearly worded provision against corruption (Article II Section 27 “The State shall maintain honesty and integrity in the public service and take positive and effective measures against graft and corruption“), its potency lies in the actual policies, measures and mechanisms put in place, and the day-today efforts of people inside and outside of government to uphold transparency and

accountability. The remedies and safeguards (60 days limit subject to extension; Congressional power to revoke; Supreme Court can review and rule on the “sufficiency of the factual basis of the proclamation of martial law or the suspension of the privilege of the writ;” and non-suspension of the Constitution and the civil courts and legislative assemblies, among others) would only work if they are utilized. The Constitutional provisions do not make Duterte’s martial law automatically different

in the implementation; they only partly characterize the conditions under which it has been declared and operationalized. Ultimately, what will set it apart is how it will be carried out. Martial law will be implemented by a range of actors, some of who will have interests and involvements, which those who support the declaration mainly because of the President may not readily vouch for. Both legislative chambers seem too eager to accommodate the executive, largely for purposes of quid pro quo and securing largesse. A general considered an expert in intelligence and counter-insurgency work and suspected of being involved in the 2007 disappearance of farmeractivist Jonas Burgos, son of respected journalist Jose Burgos, has been designated to oversee martial law implementation (Editor’s note: As this piece was written, the martial law administrator as announced by President Duterte was Armed Forces Chief of Staff Gen. Eduardo Ano. Later it was announced that Defense Secretary Delfin Lorenzana would be the martial law administrator) Despite many attempts to pursue reform, the security sector is still focused on operational effectiveness, and has not overcome and transformed its militarist nature. SC ‘powerless’ once Congress, Senate approve declaration of martial law Once affirmed by the House of the Representatives and Senate, the Supreme Court cannot overrule the validity of President Rodrigo Duterte’s declaration of martial, Justice Secretary Vitaliano Aguirre II on Monday. Once Congress declares the imposition of martial law for 60 days in Mindanao is valid, the SC “is almost powerless” to override the Congress and the President. “The SC is almost powerless to override the declaration of Congress and the President,” Aguirre told reporters during the press briefing on Monday held at DOJ in Manila. Aguirre cited the very detailed report that the President submitted to Congress justifying the declaration of martial law in Mindanao. While he acknowledged the provision in Article 7, Section 18 of the Constitution that gives the SC 30 days

within which to decide on a petition questioning the factual basis for martial declaration, Aguirre said the Court would still have to defer to the position of the President and Congress. “I believe that in view of the declaration of the President and the concurrence of Congress the only way that the SC could oppose this is when it shows that the act, that the President acted arbitrarily, which is very difficult to prove,” he noted. The DOJ chief has urged House Speaker Pantaleon Alvarez and Senate President Auilino Pimentel III to convene Congress and give its approval to the martial declaration and not leave the matter to the SC. “I believe that Congress must meet in a joint session, otherwise, they would not have the option whether to revoke or to affirm the martial law declaration and

this will allow the SC to have the last say on the issue,” he explained. Aguirre also said that the statement made by Chief Justice Ma. Lourdes Sereno on the situation of the country, particularly in Mindanao is premature. “I’ve heard of it but I believe that is premature, that should have been said because an action or a petition before the SC could be raised before it. Kasi baka mayroong isyu na ganun ang pumasok dun and then she has already prejudged the situation of the country,” Aguirre said when sought for a comment. Under the measure, holders of professional or non-professional driver’s licenses who did not commit any violation during the five-year period would also be entitled to renewal of their licenses for an additional five years making their license valid for 10 years. “Instead of three years, the license will be valid for five years and if you drive safely, without violations or accidents, you get an automatic renewal for another five years which gives you 10 years,” Poe explained. The measure states that any officer who issues a driver’s license without the necessary examinations, connives with the applicant for the irregular issuance of license or negligently issues a driver’s license to an unqualified applicant will suffer a penalty of removal from the service . Meanwhile, a fine of PHP200,000 is imposed upon a driver’s license applicant found to have willful misrepresentation; connivance with the issuing officer; falsified documents; and cheated during the examination. She recalled she was at the market buying vegetables for her eatery early morning. By 6 a.m. she was already busy cooking her menu for the day in time for her first batch of customers. At around noon, people started streaming in and it kept her busy. At around 3 p.m., gunshots were heard in the distance. People were shouting armed men are attacking Marawi. Upon hearing it, Shahani left her eatery and ran to her house and woke her grandson. His parents were away for the day. In a hurry, Shahani forgot to pack up and only brought her grandson with her. From Datu Saber, she started to walk and only stopped to rest. Thankfully, she said, they met no Maute members along the way. At around 4 a.m. the next day, they arrived at Balo-i, Lanao del Norte and stayed there with the other

evacuees. As they were walking, the sound of gunshots and mortars can be heard. She said she can still them until now. Because of her old age, Shahani was prioritized in food lines, so she and her grandson never ran out of food. “My only worry is my son and his wife. I didn’t see them here [evacuation center],” she said. Shahani is just one of the elderly who had to endure physical and mental stress brought by the conflict in Marawi. As of 8 a.m. on May 31, the Department of Social Welfare and Development (DSWD) Field Office 10 quoting reports from its Social Welfare and Development Leader (SWADL) said 3,654 families or 18,683 individuals fled Marawi City as a result of the ongoing clash. It said some 756 families or 3,451 persons are inside evacuation centers while 2,677 families or 13,501 persons are homebased IDPs (Internally Displaced Persons). The number home-based IDPs validated in Iligan City 1,053 families or 5,356 persons, Lanao del Norte 1,607 families or 8,014 persons and in Cagayan de Oro City with 80 families or 441 persons. The city of Iligan currently hosts the most number of IDPs with 716 families or 3,264 individuals housed temporarily in three

evacuation centers namely the Maria Cristina gym at Fuentes, Buru-un School of Fisheries at Buru-un, and the Bayanihan Gym at Sta. Elena to accommodate more incoming IDPs from Marawi City. The Field Office 10 has already provided a total cost of assistance amounting to Php 3,265,722.70, of which 2,560,960 worth of Non-food items particularly kitchen utensils and other necessities, and 704,762.70 worth of family food packs, as augmentation to the current relief operations of the social welfare department of the Autonomous Region in Muslim Mindanao. The workers of DSWD along with representatives from the ARMM region, are deployed in different barangays of Iligan City and municipalities of Lanao del Norte, in order to determine the home-based IDP’s who are not yet listed in the official DSWD-Disaster Family Access Card (DFAC). Pres. Duterte okays setting up of GPH, MILF ‘Peace Corridor’

AVAO CITY --President Rodrigo Duterte approved the setting up of a “peace corridor” spearheaded by the implementing panels of the government and the Moro Islamic Liberation Front (MILF) to hasten the rescue and humanitarian operations for civilians still trapped in the conflict zone in Marawi. “President Duterte approved the idea of creating a ‘peace corridor’ to ensure the safety of the civilians and the delivery of the needed humanitarian aid for the displaced persons in the ongoing armed conflict in Marawi City,” Irene M. Santiago, chairperson of the Government’s Implementing Panel, said.

Extending validity of driver’s license to 5 years gets nod
