Amid the rise of positive cases in Cagayan de Oro, the second and last round of Sinovac vaccines have been administered, thanks

Why is there life in Davao City?

DABAWENYOS have a declarative statement that aptly encapsulates what this southern capital is to its roughly 1.6-million residents: LIFE IS HERE! Let me walk you briefly from where we came from. Since 1988 when Rodrigo R. Duterte took over as Mayor he rallied the people to rise against organized crime, terrorism, and drug syndicates. We have just exited from the reign of terror then under the communist regime when the mass base of the Red Army rose against the ferocious liquidation squads of the NPAs. It was a people’s uprising we called then Alsa Masa. Contrary to some uninformed belief Alsa Masa is not a vigilante group. It was a mass uprising. In hindsight, the NPA collapsed by its own weight. At the start, slum dwellers looked up to them as liberators as they liquidate in quick fashion local thugs, robbers, abusive policemen, and barangay officials. The NPAs extort money from the rich warning them of the death penalty if they refuse to pay “people’s tax”. Moreover, as they grew into seven fronts (battalions), they extort money from businessmen. By this time a new Marine Commander, Col Rodolfo Biazon, and a new Regional Commander of the Integrated National Police, Col. Dionisio Tangatue Jr. assumed their respective posts. Tan-gatue lost no time in coming up with the Davao Death Squad, a phantom force used as a psychological weapon against the Sparrows. This was popularized by an intrepid radio commentator Juan “Jun” Pala an erstwhile communist propagandist who returned to the folds of the law when Tan-gatue assumed command. The top

cop extensively utilized Pala in counter-propaganda. At the helm of the Metropolitan Distrct Command is also a battle-ready police officer, LtCol. Jose Calida. In the NPA front, their collectors were ordered to start collecting taxes from their mass base. At first, the “donation” of two chupas per month of rice was affordable but when this was raised to a ganta and P50 per week it became a heavy burden to the mass base that can hardly eke a living since many businesses had closed. To instill terror to force the poor to come up with cash and supplies, the Sparrows executed their own collectors. The victims grew up in Agdao, an enclave that used to be the lair of armed communist insurgents. They were known to be kind and considerate to the poor who cannot afford to come up with their cash “contributions”. But the NPA liquidation squads do not have that kind of emotions. After days that the collectors came short of targetted amount and taxes in kinds the Sparrows ordered the residents to gather in a basketball court where they shot the three collectors in cold blood.. as if that was not enough, they were also bludgeoned as a coup de grace. That night, Agdao and many slum areas in the coastline of the city became a battleground between the NPA liquidation squads and the slum dwellers who, this time, were supported by urban partisans of the NPA many of whom were relatives of the victims. The phenomenal uprising was dubbed “Alsa Masa”. That night only the staccato of gunfires and eerie howling of the wounded and the dying could be heard. By daylight, the urban center

of Davao City was cleared of NPAs. The height of the atrocities happened between 1984-to 1985. Prior to the gruesome event, there were already perceptible resentments against the high-handedness of the NPAs. Both Tan-gatue and Calida had sensed this. The Metrodiscom head had secretly recruited valuable assets in Agdao and other NPA lairs. Intelligence network was also established by Tan-gatue. Finding DDS to be an effective psychological weapon, he added two more: “Christian Soldiers for Democracy” and “Contra Force”. Pala is the only person behind the three phantom forces. Contrary to published claims of Sen. Leila de Lima and the oftrepeated fake news of Rappler, Duterte never had anything to do with DDS as he was just an Asst. City Fiscal during that time when the Reds was practically in control of Davao City. Furthermore, DDS has no warm bodies except for Pala behind a microphone. With the NPAs gone, drug and kidnap-for-ransom syndicates started operating in Davao City. Extremists’ adventurism did not spare the City. They took advantage of divisive and weak leadership following the expulsion in 1986 of elected officials during the revolutionary government of Corazon Aquino. THE Agus-Pulangi Hydroelectric Complex is best left in government hands rather than sold to private investors. This was emphatically stressed by Secretary Emmanuel F. Piñol., chairman of the Mindanao Development Authority (MinDA) during the recent virtual Mindanao Power Forum 2021 held on May 25, 2021. “I fully support the previous policy recommendation of MinDA for APHEC (Agus Pulangi Hydroelectric Complex) to remain under the ownership and control of government. This is also my personal position as current Chairman of MinDA,” Piñol said in a reply to various question posted in the event chatroom inquiring about MinDa’s stand whether or not to privatize the complex. MANILA – Commercial establishments sourcing their electricity requirement from renewable energy like solar power is increasing in the country. Solar power provider Green Heat Corp. general manager Robert Martin said in a press briefing Friday the company has six to 12 megawatts of solar rooftop projects this year despite the pandemic. “It will depend on the situation especially the limitation on travel, the limitation of working on various entities which require swab test (and) vaccination that limits us actually. But they are already in the pipeline and we are on that contemplative situation,” Martin said. Green Heat director Glenn Tong added that most of the company’s clients are those with high power consumption during the

This made the first SM mall in Cavite to have a solar power rooftop. Green Heat has installed a total of 3,114 solar panels at SM City Bacoor. Martin said the installed solar rooftop can generate up to 40 percent of SM City Bacoor’s power demand. The mall has a daily power requirement of 1.6 MW. “As of yesterday (May 27), the power plant produced about 6,500 kilowatt-hour (kWh) of clean energy and providing 700 kWh for the mall,” Martin said. DOH-10 holds online road safety month celebration MISAMIS OCCIDENTAL -- To raise awareness and improve road safety, the Department of Health (DOH)-10 conducted the online road safety month celebration with various government agencies and private sectors via webinar with the theme, “Second Decade of Action for Road Safety 2021-2030 Managing Speed.” DOH-10 put active transport in the spotlight in celebration of the road and safety month, and pushed for a safer road system for bikers, cyclists, pedestrians and commuters. The sustainable development goals set an ambitious target to reduce road traffic deaths and injuries by 50 percent. The Philippine National Objectives for Health 2017-2022 targets the reduction of road traffic deaths to 7.9 per 100,000 population and the PRSAP 2017-2022 interim target is to reduce road death rate by at least 20 percent by 2022. During the online road safety month celebration, DOH-Health Promotion Bureau Dasha Uy presented the road safety and active transport. Uy said road reform aims to promote active transport and reduce road crashes involves more than just installing protected bicycle lanes. “Reduce motor vehicle usage by promoting cycling, walking, and other modes of active transport. TO lessen the impact and transfer the risks brought about by agricultural losses due to pests, disease infestations, and weather shocks due to climate change and other natural calamities, the Department of Agrarian Reform (DAR) and Philippine Crop Insurance Corporation (PCIC) signed a joint DAR-PCIC memorandum circular number 4, series of 2021 allocating a total of P1 billion from the PCIC fund as an insurance premium for the agrarian reform beneficiaries (ARBs) nationwide. DAR Secretary Brother John R. Castrisciones said the joint DAR-PCIC program called Agrarian Reform Beneficiaries-Agricultural Insurance Program (ARB-AIP), covers farmers’ crops damaged by diseases, pest infestation, and natural calamities, such as typhoons, floods, drought, tornado, earthquakes, and volcanic eruptions. He said DAR and PCIC are working doubly hard to ensure that 100 percent of the ARBs would be covered under the ARB-AIP and enable them to access timely support interventions from other partner organizations. He emphasized, however, that only ARBs listed under the Registry System for Basic Sectors in Agriculture (RSBSA) could avail themselves of the insurance program. “The insurance program will be of great help to our farmer-beneficiaries since it guarantees that they can recover farm losses that they may have incurred as a result of natural calamities,” Castriciones said. He said that the DAR,

through its provincial offices will identify ARBs and ARB household members of the RSBSA in their areas who can be eligible for free insurance coverage. Castriciones noted that the DAR will also assist in the preparation and timely submission of the required document for the farmers’ indemnity claims and in the conduct of claims adjustment verification on notices of loss and claims filed by the concerned ARBs. To ensure the effective and smooth implementation of the ARB-AIP insurance program, the DAR and the PCIC agreed to create an operations team, a secretariat, and a DAR-PCIC Regional Coordinating Team. A similar insurance program was successfully implemented in 2013, with the DAR shouldering the P1-billion program fund for the farmers’ insurance premium. Over half a million ARBs nationwide are continuously enrolled under the program. For 2019 and 2020, DAR requested an insurance fund amounting to P1 billion for each year as insurance premium subsidy for ARBs from the PCIC’s General Appropriations Act.

A person infected with the virus even one with no symptoms may emit aerosols when they talk or breath. Aerosols are infectious viral particles that can float or drift around in the air for up to three hours. Another person can be breath in these aerosols and become infected with the coronavirus. Bridgestone Philippines Breaks Ground on Classroom Donation Project in Mangaldan, Pangasinan

THE hot balmy Friday afternoon of May 14, 2021 witnessed the ceremonial groundbreaking of the three-classroom, single-story building at the TalogtogBateng Elementary School in Mangaldan, Pangasinan, which is donated by Philippine Allied Enterprises Corporation (PAEC), the official importer and distributor of Bridgestone tires in the Philippines. The construction of the classrooms was done in coordination with the Department of Education (DepEd) and Friends of Hope Inc., and in partnership with the Alfonso Lee Sin Memorial Lodge 158. The construction will take approximately five to six months to be completed and the new building is designed to replace the three makeshift classrooms that were constructed of lumber and plywood, which were cycled between grade levels

and functions, but were beginning to rot, and was hot during summer and leaking during the rainy season. Bridgestone Philippines hopes to improve the lot of the elementary students who come from the families living in the surrounding barangays of Talogtog and Bateng, especially when face-to-face education resumes after the pandemic. During her opening remarks, Talogtog-Bateng Elementary School Principal Alma V. Jomero expressed her heartfelt gratitude to Bridgestone Philippines, Friends of Hope, and the Alfonso Lee Sin Memorial Lodge 158 for choosing to donate the construction of the classrooms to their school. She said that the new classrooms will augment the newly constructed multiclassroom, three-story building that was constructed by the government, which
