DAR adds microfinance in new phase of project for small farmers T H E D e p a r t m e nt of Agrarian Reform (DAR) launched Tues day an expanded version of its project that links agrarian reform beneficiaries (ARB) and smallholder farmers to the supply chain of products.

Linking Smallholder Farmers to Markets (LinkSFarM), now rebranded with an additional “M” at the end for Microfinance, brings enlists various stakeholders of agro-enterprise development to help uplift the lives of ARBs, smallholder farmers, and farmer organizations. “(We need to have a) paradigm shift in order to create some sort of dynamic process of transforming our landless farmers into entrepreneurs or to people who will not only be getting their income from tilling the soil but also from developing their products – not only selling them as raw materials but transforming them as well,” Castriciones said.

“We have to invite the different sectors of government and private institution so that our effort will be united and be able to help one another,” he added.

During the abovementioned launch of the Linking Smallholder Farmers to Markets with Microfinance (LinkSFarMM), an officer from the local government of Bauko, Mountain Province, Jake Oyang-O, said that after the successful introduction of organic farming in their municipality, the farmers encountered an oversupply of produce due to lack of market outlets.

Even after the opening of a “pasalubong center” as an additional venue to sell their products, it was not enough to solve their problem of oversupply.

But through the earlier version of the LinkSFarM project, Oyang-O said that they were able to access a wider market.

SP asks court to hold execution of order of demolition at Camp Evangelista THE 18th City Council during its 126th regular session presided over by Vice Mayor Raineir Joaquin Uy, approved a resolution earnestly requesting the Presiding Judge of Branch 17, 10th Judicial Region of Cagayan de Oro City, to hold in abeyance the implementation of the Writ of Demolition issued by the Court in Civil Case Nos. 3494 and 5918.

Legislators likewise adopted a resolution earnestly requesting President Rodrigo Duterte to issue a Presidential Proclamation excluding from the operation of Presidential Proclamation No. 265 dated 31 March 1938, entitled: “Reserving for the use of the Philippine Army three parcels of public domain situated in Bulua and Carmen, Cagayan de Oro City”, certain portion of land embraced therein, particularly Lot Nos. 4318, 4354 and 4357, located in Barangay Patag, and to declare

the same as on-site relocation area for the actual occupants who are mostly active and retired AFP members and their dependents.

The resolutions were filed

by Councilor Zaldy Ocon, chair of the committee on urban and rural poor, after he reported about the issuance of a writ of demolition by the Supreme Court dated January 30, 2017.

Ocon apprised the legislators that on March 31, 1938, Commonwealth President Manuel L. Quezon issued Presidential Proclamation No. 265, reserving three parcels of land with lot numbers 4318, 4354, and 4357 of the public domain situated in Barangays Bulua and Carmen for the use of the Philippine Army. In the proclamation the said parcels of land were withdrawn from sale or settlement and reserved for military purposes, subject to private rights, if any.

However, it was alleged that some respondents secured

titles over the land through fraud and misrepresentation.

Ocon said on December 6, 2013 the Supreme Court decided in favor of the Republic and ruled that a military reservation is inalienable and cannot be the subject of land registration proceedings.

Accordingly, the original certificate of title Nos. 0-358 and 0-669 issued by the Registry of Deeds of Cagayan de Oro City to respondents were cancelled and the subject lots were reverted to the public domain.

Ocon said since the proclamation was signed by former President Manuel Quezon, no other authority could reverse it.

“If the demolition cannot be prevented beforehand, thousands of people of Cagayan de Oro will be affected and it will be a tremendous problem on our part,” Ocon said. (SP/EF)

Teachers must adapt to modern day education

Teacher skills in this day and age must adapt to the transforming education landscape.

In a century of uncertainty, they must be certain, A teacher constantly know the skills and needs of his or her student, Today’s teacher must have strict time management, such as organizing and scheduling, lesson planning, meeting with parents and students, and professional development. She or he juggle with things every day that uses up a teacher’s time.

Then there is the burden of adapting to the technology of a changing world. Technology such as the computers and internet are preoccupying the lives of our students and their brains are invigorated with these. Their learning is affected and they have different expectations for learning.

Teachers are aware of these problem. Unfortunately, there is no roadmap or guide on how to handle this. Truth is, the teacher just have to figure it out as they go along. Teachers are amazing people because they can devise ways to guide their students in practicing 21st-century skills, thru digital teaching skills, and information technology skills.

These are modern skills for modern educators. These are skills that today’s educator should have to maintain successful teaching in this digital age of learning.

An expert says the digital age epitomizes the word “change. “New educational technologies are introduced to us every minute. Every student learns in a different way and a different pace,” says Lee Watanabe. “…so be patient with yourself. You can’t do it all in one day,” he added.

Being adaptable means we

have to accept that learning is always a lifelong process. The modern teacher skills mean teacher-as-student as much as they mean teacher-as-guide.

There is always something new to learn or think about when you’re a teacher. As the world landscape changes, so does the teaching and learning landscape. Success in a global marketplace depends on one’s ability to be a “just-in-time” learner. Technology also provides personal development and networking avenues that can’t be ignored. A teacher who is always willing to learn will never stop growing and succeeding.

A teacher must have confidence. Sir Edmund Hillary advised us that “it is not the mountain we conquer, but ourselves.” In facing our vulnerability, we grow strong. In realizing what we don’t know, we learn. In understanding who we are, we see what we can become. It all comes down to having confidence. A teacher must have confidence to teach in the first place, so it isn’t a stretch. It’s more than just classroom teaching.

Now and then you’ll make mistakes and you’ll fail. Parents, colleagues, and students might get mad at you sometimes.

You’ll have incomplete tasks and miss things. Plans will go awry and emergencies will spring up. What matters is that you remain confident. You do your best and will continue to do so, no matter what.

It’s also about having confidence in others. Believe in your fellow teachers, your support staff, and most of all, your students. A confident person inspires confidence in others.

Be that teacher, and influence people for the better.

Bukidnon promotes town’s ethnic thanksgiving fest

MALAYBALAY CITY -The Sangguniang Panlalawigan (Provincial Board) of Bukidnon has recognized the celebration of SunggodTeKamanga, an annual festival in the municipality of Quezon, which located south of the province.

During its regular session Tuesday, the provincial lawmakers unanimously approved a resolution that seeks to support, preserve,

recognize and promote SunggodTeKamanga--a thanksgiving festival of the tribes living in Quezon town.

“The two-day SunggodTeKamanga is being held every 3rd Monday and Tuesday of February annually,” said Provincial Board Member Benito Baguio, the resolution’s principal author.

“SunggodTeKamanga is a traditional ethnic celebration showcasing their simple and primitive way of life focusing mainly on

pre- and post-farming activities and survival skills of the dominant ethnic groups such as Manobo-Pulangihon who live near Pulangi river, and Manobo-Matigsalug that inhabit the highland areas,” Baguio explained.

Baguio said the festival is celebrated through tribal rituals, songs, dances and the popular ethnic sports of the tribes commonly seen during their merry-making and tribal gatherings.

He said that since its

existence in 2009, SunggodTeKamanga has been continuously attracting and drawing tourists.

Baguio said the festival’s recognition was necessary so that it can be incorporated into the list of provincial and regional festivals in Northern Mindanao.

Quezon is a 1st class municipality composed of 31 barangays. According to the 2015 census, it has a population of 104,116 people. (PNA)

ASG bandits kill foreign hostage amid Sulu clash ZAMBOANGA CITY -Abu Sayyaf Group (ASG) bandits have killed the Dutch birdwatcher, whom they kidnapped more than seven years ago, in the midst of a firefight in the province of Sulu, a military official said Friday.

Col. Gerry Besana, Western Mindanao Command (Westmincom) information officer, said the firefight broke out around 7:41 a.m.

Friday in Sitio Bud Sub-Sub, Barangay Pansul in Patikul, Sulu.

Besana said Ewold Horn “is believed to have been shot by his guards when

he tried to escape from his captors during the firefight”.

Besana said the firefight broke out when the troops chanced upon 30 ASG bandits led by Radullan Sahiron while they were on blocking position in Sitio Bud SubSub, Barangay Pansul.

The firefight lasted for about one hour and 30 minutes that resulted in the death of seven people-six bandits, including the second wife of Sahiron, and Horn, the military official said.

Bawat bata sa Muntinlupa nag-aaral

EVERY TIME I visit our ancestral home in Barangay Alabang, Muntinlupa City, I can not help but notice a huge street sign near the Alabang viaduct which reads: Bawat bata sa Muntinlupa nag-aaral.

The non-Muntinlupeño passerby would probably dismiss it as another epal attempt by a self-aggrandizing politician. But city residents know better.

For indeed, the poster is true in every sense. It genuinely captures Mayor Jaime R. Fresnedi’s vision of “A Muntinlupa City where no child is out of school, every Muntinlupeño has access to free education, and every stakeholder has an opportunity to realize his/her aspirations through comprehensive and inclusive scholarship programs.”

To actualize his vision, Fresnedi, who was recently re-elected to a third mayoral term, has embarked on a two-pronged strategy: One: An ambit ious Build…Build… Build… program of schools and classrooms and Two: Launching one of the the most comprehensive scholarship and incentives program ever undertaken by a local government unit.

The first has resulted

in adequacy of classrooms in most public schools in Muntinlupa, enabling the schools to implement shingle shifting of classes starting this schoolyear.

Among the schools now on shingle shift are the following: -Muntinlupa National High School (Junior High and Senior High) – the largest public secondary school in Muntinlupa with over 5,429 enrollees, -Muntinlupa Science High School – Junior High and Senior High - Cupang Senior High School, -Victoria Elementary School, -Bayanan Elementary School Unit 1, -Itaas Elementary School The city government is also targeting more school buildings for completion within the year in the following: -Pamantasan ng Lungsod ng Muntinlupa -Colegio de Muntinlupa – the city’s school of engineering -Lakeview Integrated School In an unprecedented move, the city government recently purchased a private school (Sacred Heart Institute) so its facilities

can augment those of the adjacent Muntinlupa Elementary School in Barangay Poblacion.

The city government also recently completed the construction of Museo ng Muntinlupa designed to instill among the youth an appreciation of the city’s cultural heritage.

Meanwhile, the city’s scholarship and incentives program continues to benefit approximately 65,000 students in all school levels – from elementary to college, including tech-voc, graduate, medicine and law courses.

Early this year, the Muntinlupa city government distributed free school uniforms and school supplies to an estimated 48,680 grade schoolers under the 2019 Balik Eskuwela Program.

PETER J. Advincula is a conman. In fact, he is no ordinary conman and given his litany of criminal cases that should make him an extraordinary recidivist.

Looks like he had been in and out of jail and he eluded numerous other complaints against him. That should make him a prime target for law enforcers but at the same time a good catch for politicians with dubious agenda. They can make use of him in exchange for a mantle of protection and on the sideline make a lot of moolah. This brings to mind how Senators Antonio Trillanes and Leila de Lima extended self-confessed killer Edgar Matobato a shroud of protection at the height of Senate’s investigation of the tale of extra-judicial killings (EJKs) carried out by the mythical Davao Death Squad.

Advincula felt shortchanged. For acting as the hooded Bikoy the whistleblower, who regaled the public with episodes of “Ang Totoong Narco List” at the height of the midterm elections, he was promised P500-thousand pesos as talent fee. But the sinister plot did not work. The

black propaganda designed to denigrate President Rodrigo Duterte and his family, including the 14-year-old Veronica, failed miserably in winning votes for the Liberal Party Otso Diretso senatorial slate. In fact, they lost miserably. Bikoy’s handlers disappeared, the Integrated Bar of the Philippines which accorded him a venue for a press conference. The lawyers’ group retracted from its offer to extend him legal assistance. The conman was dropped like a hot potato.

He wanted to retaliate. He is determined to open the can of worms which he had, for some time, sealed.

His revelations in that press conference in Camp Crame created an interesting matrix that could make excellent material for a “whodunit” movie.

Advincula casually dropped the name of Fr. Bert Alejo, a Jesuit who used to reside in a Jesuit house at Ateneo de Davao University. Alternative Assessment in Schools

IN the educational system, alternative assessment or portfolio assessment is in direct contrast to what is known as performance evaluation, traditional assessment, standardized assessment or summative assessment.

Alternative assessment is also known under various other terms, as authentic assessment; integrative assessment; holistic assessment; assessment for learning and formative assessment In the model, students, teachers, and sometimes parents select pieces from a student’s combined work over the years of school to demonstrate that learning and improvement has taken place.

Some of the characteristics of a portfolio assessment is that it emphasizes and evidences the learning process as an active demonstration of knowledge. It is used for evaluating learning processes and learning outcomes.

Alternative assessments are used to encourage student involvement in their assessment, their interaction with other students, teachers, parents and the larger community.

Formats vary: demonstrations and journals can be used as alternative assessments, while portfolio presentations wholly represents a student’s learning.

Traditional methods of assessment in education cannot wholly sustain true assessment of a student’s performance , thusw, alternative assessments are slowly and steadily being used. The importance of using alternative assessment is to make sure that the right approach is implemented during the adoption process.

Traditional assessments are based on a student’s capability to recall what they have learned in their classrooms using traditional teaching methods. It was observed that this form of assessment does not encourage a student to think more and innovate. It also did not prompt students to apply what they have learned in a particular situation and come up with solutions.

It was seen that students’ thinking capabilities did not get challenged I traditional assessment, and did not bring out their best in terms of applying a learned skill.

Thus, educators and researchers thought of different forms of assessment. This is why alternative assessments have become important in today’s context of education Alternative assessments are designed to understand what a student can do rather than what he or she knows. It is an authentic form of assessments that measures

proficiency in knowledge application rather than recitation. It brings out the ability of students through designated projects, and activities. In many ways, alternative assessments are also said to be more inclusive.

Some requirements needed from students during alternative assessments are to: Complete an assigned task that is meaningful; Prove their skills through demonstrations; Bring out the knowledge gained.

The benefits that students, educators and the education system can gain through alternative assessments are numerous. Students get the opportunity to apply the knowledge that they have learned and demonstrate it in a constructive way and that it provides a solution to a problem.

They are encouraged to think, analyze, innovate and apply; and their sense of reasoning tends to improve.

Improved communication skills as students are required to also explain their solutions and the logic behind it. These tests are more realistic and bring in an understanding and the importance of the knowledge gained.

A student’s skills are also measured along with the knowledge gained, making it more complete and correct. Alternative assessment provide educators with a real time understanding on how teaching

But while the benefits are numerous, there are also a few disadvantages as Alternative assessments can be time consuming, costly, and involve a far more elaborate process than the traditional ones.

If not understood and implemented correctly, these can also become disastrous and affect a child’s self esteem There is hardly any objective scope in alternative assessments as there are no predefined answers and solutions against which to match and score. Subjective assessments can tend to be biased at times.

However, the disadvantages can be easily overcome if the objective of alternative assessments is understood and implemented in the right way. Education systems must be fair, inclusive, and transparent and must encourage open thinking. This is why alternative assessments continue to be used and upgraded.

Students today and digital technology

Students today are having a grand time learning digital skills in the classroom. This includes learning how to use iPads, and mobile phones.

Thus, educators all over the world are now mapping out the use of technology for children from nursery age through to 16.

This would mean that digital skills will soon be learned alongside numeracy and literacy in lessons. If this will be adapted too by our schools, pupils will be able to read proficiently; do mathematics easily, and use technology in all learning aspects.

However, the traditional classroom education methods should remain. We will use digital technology only to complement the traditional way of learning and teaching.

Teaching them digital skills like internet surfing, the use of computer programs “Word: encoding, lay-outing and design is crucial to give young people the skills that employers will require when they seek for livelihood after graduation.

Computer skills will have the same importance as literacy and numeracy for children of all ages, according to an education expert, Huw Lewis. Mr Lewis said computer skills “…is vital for both our young people

and national economy”.

Digital competency means students would be able to code and program computers and skills need to go beyond IT lessons.

This is seen as important as reading and writing if young people are to be equipped for the technological challenges of the future and the demands of the workplace.

Computer science lessons needed to be made more relevant in today’s school curriculum and the future.

Thus, it also needs teacher development and training with the changes, and this will affect pupils of all ages.

Today, we can see how changes in technology and social media are shaping students and influencing classrooms. We see students obsessed over the latest internet apps as they chat before class. We see them using constant smartphone communication in shaping friendships, bullying, and even changing study habits.

Thus more patience is needed in guiding them how to use modern technology with moral virtues. We need to motivate them to differentiate the good and bad impacts of social media. We need to guide them and teach them how to understand what is fake news or truth.

PH lifts ban on several fish species from Fukushima

MANILA -- The Philippines has lifted a seven-year-old ban on the importation of several fish species from Fukushima Prefecture as a gesture of goodwill during the visit of President Rodrigo Duterte and his Cabinet members to Japan this week.

On his Facebook page, Agriculture Secretary Emmanuel “Manny” Piñol said the order lifting the importation ban, which he signed

on May 27, will be officially presented to Japanese Agriculture and Fisheries Minister Yoshikawa Takamori.

The lifting of the ban covering species such as Cherry Salmon, Sand Lance, Japanese Dace, and Ayu from Fukushima ended a sevenyear issue that strained the agriculture and fisheries trade between Philippines and Japan, he noted.

On January 16, 2012, then Bureau of Fisheries and Aquatic Resources (BFAR) director Asis Perez issued

Memorandum Order No. 001-A, banning the importation of these fish species from the Prefecture of Fukushima due to the nuclear crisis in Japan at that time.

“I consider the ban, issued by the previous administration, as just a bureaucratic goobbledygook and an overreaction to an issue, which did not really affect the Philippines. It was a ridiculous bureaucratic exercise for the simple reason the fish species included in the ban are not imported by the Philippines

anyway,” Piñol said.

With the lifting of the importation ban, the DA chief said the Duterte administration is “showing goodwill” to the Japanese government as it also moves to promote the entry of more Philippine agriculture products to Japan.

Meanwhile, the Philippines is also seeking a lower tariff for bananas and pineapples, and is seeking the entry of hash avocado into the Japanese market.

21st Century Teaching Skills

21st centur y education must first and foremost be a “ Learner-centered classroom and personalized instruction.,” Due to the digital technology and social media, today’s students have access to any information possible. Thus, there is no need to spoon-feed them the knowledge, or teach them a one-size-fits-all style.

Today’s students have different personalities, goals, and needs, and giving personalized instruction is very desirable.

When students are allowed to make their own choices, they own their learning, increase motivation, and exerts more effort. This is ideal for a better learning outcome.

Letting them appreciate useful outcomes. Students now have the latest and greatest tools, yet their use is mainly for communicating with family and friends via chat, text, or calls. Students are computer savvy but they don’t produce any digital content. They own expensive gadets with capabili-

ties to produce blogs, infographics, books, and how-to videos, but in many classes they are still asked to turn those devices off and work with handouts and worksheets.

Teachers must learn new technologies. They must have hands-on experience and expertise for easy instruction to students. Since technology keeps developing, learning a tool once and for all is not an option. The good news is that new technologies are new for the novice and experienced teachers alike. So they can learn together at any time.

Using smartphones to encourage students to view their devices as valuable tools that support knowledge (rather than as distractions).

Students have different needs when it comes to help with new vocabular y or questions, so there’s no need to waste time and explain something that perhaps only one or two students will benefit from. Instead, teaching students to be independent and

know how to find the answers they need makes the class an enjoyable experience.

Another important attribute is to go paperless—organizing teaching resources and activities on one’s own website and integrating technology can bring students’ learning experience to a different level. Sharing links and offering digital discussions as opposed to a constant paper flow allows students to access and share class resources in a more organized fashion.

Teachers and students must collaborate to create digital resources, presentations, and projects together with other educators and students. This will make classroom activities resemble the real world. More than sharing documents, teacher-student collaboration must be made via email or creating PowerPoint presentations. Many great ideas never go beyond a conversation or paper copy .

Introduce project-based learning because today’s students have access to authentic resources on the web, experts anywhere in the world, and peers learning the same sub-

ject somewhere else. Today’s students should develop their own driving questions, conduct their research, contact experts, and create final projects to share, all using devices already in their hands. All they need from their teacher is guidance.

Build your positive digital footprint: It might sound obvious, but it is for today’s teachers to model how to appropriately use social media, how to produce and publish valuable content, and how to create sharable resources.

Maintain professional behavior both in class and online to help build positive digital footprint and model appropriate actions for students.

Innovate by expanding your teaching toolbox and try new ways you have not tried before, such as teaching with social media or replacing textbooks with web resources.

Not for the sake of tools but for the sake of students.

Teachers must keep learning as new tools and new technology keep emerging.

Learning and adapting is essential.

SSS lauds CA decision on delinquent employer’s prison term; reminds delinquent employers to avail of condonation program THE state-run Social Security System (SSS) lauded the decision of the Court of Appeals (CA), affirming the prison term imposed by the Quezon City Regional Trial Court (QC-RTC) on celebrity dermatologist Joel C. Mendez for his failure to remit more than P1.8 million monthly premiums to the pension fund while urging delinquent employers to apply for the ongoing contributions condonation penalty program.

SSS President and Chief Executive Officer Aurora C. Ignacio said the decision of the CA to uphold the seven-year jail term imposed by the RTC for Mendez’s violation of Republic Act 8282 or Social Security Law of 1997 was a clear indication that no one is above the law.

“We are very pleased that the CA upheld the decision

of the QC RTC. This serves as a reminder to employers on their obligations under the law to religiously remit to the SSS the monthly premiums of their employees,” SSS President and Chief Executive Officer Aurora C. Ignacio said.

In a resolution released on 16 April, written by Associate Justice Edwin D. Sorongon, the CA denied the motion for reconsideration filed by Mendez and the plea to inhibit the appellate court justices from resolving his case.

Davao Integrated Bus System being readied DAVAO CITY -- The City Government of Davao is readying the Davao Integrated Bus System (DIBS) as it has preparing two routes for initial implementation.

The DIBS is the actual implementation of the High Priority Bus Sytem (HPBS) where city buses will be replacing Public Utility Jeepneys (PUJs) in plying city routes.

“We will be initially opening two routes, Catalunan and C.P. Garcia, we are surveying identified bus stops and we are in the stage where the City Engineer’s Office is doing costing for the bus stop shelters,” Di-

onisio Abude, head of the City Transportation and Traffic Management Office said.

The DIBS has six routes, the initial routes are Catalunan Grande going to downtown Davao City and the Carlos P. Garcia Highway going to Philippine Ports Authority office in Sasa.

He said consultations have been held between jeepney operators, drivers and barangay officials about the DIBS. “Once we opened the routes for DIBS, we have to take away the PUJs in these routes,” Abude said.

An estimated 400 jeepney

drivers will be affected in Catalunan Grande and about 40 drivers in the C.P. Garcia routes. Some of the jeepney drivers can still serve the feeder routes that lead to the bus stops.

Abude said that the affected operators and drivers are asking for financial assistance for the operators and the drivers. The amount of these assistance that will be given to the operators and the drivers is still to be determined.

DAVAO CITY -- The Police Regional Office-11 (PRO11) has started inspecting companies known to be offering shady investment schemes in Davao Region other than their retailing and networking businesses.

“Ginagawa lang namin ang aming trabaho para ma protektahan sila at hindi humantong sa bandang huli magkagulu-gulo na sila dahil hindi na makuha ang pera nila (We are just doing our job to protect the people

On Wednesday, Morales led the inspection of Jogle Innovative Marketing located along Molave Street here.

Jogle failed to show its business permit for its retail business and on the same day, the city’s Business Bureau issued a cease and

On Thursday, Morales led his team in Tagum City to inspect companies allegedly engaging in easymoney schemes but do not have the necessary permits authorizing them to engage in soliciting investments.

During the past months, retail and networking companies have been attracting people to invest at least PHP5,000 plus registration

fee. For instance, Rigen Marketing in Tagum City is reportedly offering 400 percent return, supposedly turning one’s PHP5,000 to PHP20,000.

Gen Z students find schools, jobs thru edu-tech portal

DAVAO CITY -- Students considered part of the Generation Z are said to be relying much on the internet in seeking information needed in decision-making for their education or career.

Education technology startup, Edukasyon, reported about 10 million students and parents visit its webpage yearly to search for courses and schools, send college applications online, seek for career guidance, spot scholarship grants, and find job opportunities.

“We observed that Generation Z students today are very critical on the information they seek and process.

They rely much on research and gathering of information before they make decisions. Unlike students from previous generations, the Gen Z are so independent in looking for the right sources to help them decide on what course to take, or school to choose, or job to apply for,” said Edukasyon Public Affairs Head Rianna Puno.

Insights gathered thru the database showed that students and graduates these days actively search online on things that they want to do before making a decision.

“Students really avail one of the highlights of

the web portal which is career conversations. We also observed that they also get more engaged when we offer contents that are made into games. Meaning, they don’t just search but they really engage by taking quizzes and assessments,” Puno added.

The web portal recorded more than 600,000 searches every month, and more than 1 million page views per month, and processed more than 85,000 applications and inquiries which they forwarded to its partner educational institutions.

The Ateneo de Davao University is one of the 300 schools which partnered with Edukasyon and said to have increased 40 to 50 percent of its enrollees by searching and using the said platform.

“We received many inquiries and we have accommodated more applications which resulted to a boost in our enrolment,” said Gian Tancontian, coordinator of the Ateneo de Davao University’s Institutional Communication and Promotion Office.

Expanding its operations up to Mindanao, Edukasyon learned some differences between its Luzon and Mindanao markets.

Ignacio advised employers to apply for the ongoing SSS contributions penalty condonation program to prevent facing similar consequence. The program will only run until September 1, 2019.

“The new Republic Act 11199 or the Social Security Act of 2018 provided assistance to delinquent employers by including a provision on the contributions penalty condonation program to help them settle their obligations and prevent their case from reaching the judiciary. Our legislators understand that many employers want to pay their employees’ contributions but encountered business mishaps in the past. Now is the best time to settle any unpaid employee contributions with the nearest SSS branch in your area and avail of the ongoing contributions penalty condonation program for employers,” Ignacio said.

In March, the SSS started receiving applications and proposals from employers who have expressed their intent to avail of the contributions penalty condonation program for employers.

Based on SSS Circular 2019-004, employers who are qualified to avail of the program are those who have not yet registered with SSS including household employers, those with pending or approved proposal under the installment scheme of SSS, those with pending or approved application under the program for acceptance of properties through dacion en pago of SSS. In addition, delinquent employers with cases pending before the Commission, Courts or Office of the Prosecutor involving the collection of contributions and/or penalties, including those against whom judgment has been rendered involving the collection of contribution and/or penalties but have not complied with the judgment can also apply for the one-time amnesty program on unpaid

contributions.

Even those who settled all contributions before the effectivity of RA 11199 but with unpaid penalties, and those who were given a Warrant of Distraint/Levy/ Garnishment (WDLG) or encumbrance can apply for the ongoing condonation program on unpaid premiums of employers.

It is also stated that the employer may opt to submit an installment proposal to the Head of the SSS Branch/ Office or Large Account Department. The installment payments shall bear an interest of 6 percent per annum.

Upon submission of the proposal, the employer must remit a downpayment equivalent to at least 5 percent of its total contribution delinquency. The employer should also, submit a promissory note promising to pay the balance of the delinquency in equal monthly installments within a period of four years with the first monthly installment paid within 30 days after the date of approval of the proposal.

“The installment payments shall bear an interest of 6 percent per annum,” the circular read.

“We highly encourage the employers to avail of the program as it will be offered only for six months. This is your chance to remit to SSS unpaid premiums, so your employees can fully enjoy all the benefits of the pension fund,” Ignacio said.

Short-term loan privileges of qualified employees will be restored upon full payment of the unpaid contributions by the employer.

SSS urged more than 132,000 employers to avail of the program which is expected to benefit close to 1.4 million employees in the private sector.

The program was participated by different stakeholders from May 20, 2019 up to May 25,2019. Part of it was to inform each stakeholder with the assignments they are going to do for the “bayanihan” in making our school clean so as the donations gathered for the improvement of the school. Progress in information technology is making drastic strides as days pass by. Along with the advancement of technology is the ever-increasing need to develop the 21st century skills of learners.

But what exactly are 21st century skills? People usually equate 21st century skills with computer and technology skills.

However, these skills are not only limited to computers and technology.

According to a report from Hanover Research as cited by Envision, a US-based company that provides career, leadership and technology programs, there are 13 essential 21st century skills. These are collaboration and teamwork, creativity and imagination, critical thinking, problem solving, flexibility and adaptability, global and cultural awareness, information literacy, leadership, civic literacy and citizenship, oral and written communication skills, social responsibility and ethics, technology literacy, and initiative.

The mere thought of 21st century skills is so overwhelming.

The term encompasses almost every skill imaginable. However complex the term might connote, educators around the world agree that failure to develop the 21st century skills of students will deprive them of future success.

These skills are necessary to adequately prepare them for college and work.

The Department of Education (DepEd) believes that in order to develop the 21st century skills of the learners, teachers have to

possess these skills first. As the saying goes, you cannot give what you do not have. Towards this end, DepEd makes use of various training initiatives such as Learning Action Cell (LAC), In-Service Training for Teachers (INSET) and other forms of seminar-workshops.

These initiatives pave the way for the development of the 21st century skills of both teachers and learners. They provide avenues by which teachers can revisit the teaching methods and strategies they learned in college, discover new ways to become more effective and efficient in their field, and get informed of the current developments in education.

DepEd has been providing all public schools around the country with ICT facilities through its DepEd Computerization Program (DCP) since 2010.

DCP is DepEd’s multi-billion program geared at ensuring the development of the learners’ 21st century skills.

DCP packages can be instrumental in keeping the teachers and the learners abreast of the trends in technology. Nevertheless, it has to start first with the teacher showing exactly how to use these facilities inside the classroom.

At the end of the day, meeting the needs of the 21st century learners boils down to the teachers’ willingness to apply what they have learned from the various trainings attended and their ability to exemplify the proper use of the available ICT facilities.

Upon verification of the Oversight Committee, the concerned barangay shall be given thirty (30) days to take appropriate action and failure to do so shall be a ground to declare the concerned barangay as ‘drug-affected’ and will be subjected again to barangay drug-clearing operations.

It is the primary objective of President Rodrigo Roa Duterte and the Philippine Drug Enforcement Agency to free the country from the menace of drug problem.

When the barangay was granted funding during the 2nd cycle of Kalahi-CIDSS implementation in 2017, local officials and project staffs wasted no time and started to work not only for the construction of the sub-project but also in capacitating the residents as they will be on top of the implementation.

“We attended seminars organized by Kalahi-CIDSS and we were able to identify the sub-projects that address our most pressing needs,” Songale said.

The 65-linear-meter hanging bridge is a product of the collective effort of the people, demonstrating community ownership of the project.

Per program of works, the hanging bridge was expected to be completed in 120 calendar days. But community volunteers came up with a plan that would ensure the speedy and quality construction and they were able to finish the sub-project within 114 calendar days.

Songale shared that their group actively monitored the project during the construction phase.

Fire safety events lace Filinvest’s Brigada Eskwela ‘19 participation FDC Misamis Power Corporation’s (FDC Misamis) participation in this year’s Brigada Eskwela both in the municipalities of Villanueva and Tagoloan in Misamis Oriental (MisOr) was laced with the conduct of fire safety events.

FDC Misamis, a subsidiary of FDC Utilities, Inc. (FDCUI), the power and utilities arm of the Gotianun-led Filinvest group, joined Brigada Eskwela at Vicente N. Chavez Memorial Central School (VNCMCS) in Villanueva and Sta. Ana Elementary School (SAES) in Tagoloan on May 20 and 21, respectively.
