Daughter looking for her parents nabbed in buybust

ILIGAN City--A 21-year-old daughter, who went to Iligan a year ago to look for her parents, was arrested in buy-and-bust operation of the National Bureau of Investigation (NBI) Monday night (June 17) inside a lodging house in Purok 7, Barangay

Tambacan this city.

NBI Iligan District Office Chief Jamal Dimaporo identified the target of the operation as Mary Grace Manginsay who said she hails from San Juan, Siquijor provice.

Manginsay was arrested with her boyfriend, Omar Magondacan, 36, a resident of Barangay Panggao Saduc, Marawi City.

In an interview, Manginsay said she was not able to find her parents but instead met Magondacan and became a partner, including that in shabu selling.

Misor demolished shelters of evacuees

CAGAYAN de Oro City--The provincial government under Governor Yevgeny Vincente “Bambi” Emano has demolished Tuesday the structures built by evacuees.

The evacuees, mostly residents from sitio Camansi in Barangay Banglay, Lagonglong town, fled for safer grounds following the skirmishes between the government troops and the New People’s Army (NPA) last year.

Despite dozens of warnings from the provincial government, the evacuees continue building their temporary shelters at the De Lara Park.

Jonreboy Hilogon, one of the IDPs who has been helping in the building of the makeshift shelters, said they have to make elevated huts for their comfort.

Rights group claim of abuse unsubstantiated, says Solgen Wednesday, June 19, 2019

STATE LAWYERS appearing before the Court of Appeals on Tuesday disputed claims against the government raised in the writ of amparo and habeas data case filed by rights group Karapatan, which is linked to the Communist Party of the Philippines-New People’s Army (CPP-NPA).

Senior State Solicitor Karen Ong, representing the government, enumerated cases cited by the self-styled human rights group as their evidence of abuse by law enforcement officials and military but are actually criminal cases pending before the prosecutors’ office and the courts.

Citing legal precedents, Ong also pointed out even if the government had really engaged in “red-tagging” organizations as communist terrorist fronts, the act of “red-tagging does not amount to a deprivation of life and liberty”.

Magistrates also asked the petitioners in the group to “provide evidence that the respondents condoned

or supported any acts of wrongdoing” against the group’s members.

“The quantum of evidence needed should be substantial and (we) cannot be led in the realm of speculation,” Associate Justice Zenaida Laguiles of the appellate court’s Fourteenth Division said during the hearing.

At one point during the proceedings, another magistrate, Associate Justice Mario V. Lopez ruled that

the group had come to court without being ready for the proceedings.

“You are not prepared today,” Lopez said after the petitioner’s lawyer Ephraim Cortez admitted they did not have the sworn statements or judicial affidavits of their witnesses.

Lopez underscored that the proceedings which had been remanded to the appellate court by the Supreme Court is sui generis or peculiar and unique and that

Atty. Neil Pacana, provincial legal officer, said they will demolish the shelters as it was not what both parties have agreed on.

“That is already a structure, that is not a makeshift,” Pacana told reporters when he inspected the newly constructed shelters.

The lawyer said the agreement was that the IDPs were allowed to fix

the canvass roofing and the flooring of their tents but not to build a structure.

He said Accord has coordinated with the provincial government in building temporary shelters for the evacuees, but was told they

must build these in Lagonglong instead and not at the capitol park.

Pacana said the municipal government of Lagonglong has promised the IDPs of temporary shelters while Capitol will provide liveli-

hood assistance for them.

He said they may have to order a demolition team to dismantle the huts, although at as of this writing the structures are still standing.

But Hilogon said they will only talk with Gov.

Yevgeny Vincente Emano, but if the provincial government will demolish the shelters they have built, they will fight back.

“We will resist if they will demolish what we have built,” he said.

offered supplementary nutrition for around 5,000 children and 6,000 pregnant women and lactating women.

Water over troubled bridge

WITH THE onset of the rainy days, expect continuous beatings from high heavens as we head toward the typhoon months – onward to February, before the onset of the dry season next year.

Notably, the series of high intensity downpour that caused instant flooding in flood prone areas of Cagayan de Oro was Mother Nature’s biting blow in this era of climate change.

Even the city’s iconic Kagay-an bridge was no exemption. Its water all over that troubled bridge.

The lack of dedicated sewage system and drainage canals had forced large

amounts of rain to swell into the city’s open spaces including streets, hallways, pedestrian lanes, parks and even malls.

This makes Cagayan de Oro a city of instant rivers.

Flood waters enter existing sewage system but then, it get deposited somewhere else in the city particularly in low-lying streets.

And most often than not, drain covers dance freely, indicating that the city’s drainage is undersized and more so, inadequate.

Urban flooding happens in a relatively short period of time and can inundate an area with rampaging waters in minutes, or even in seconds.

As areas become ‘urbanized’ or go through the process of urbanization, increased flood risks go with it as well.

The problem with urban flooding is the fact that it occurs in highly populated centers, seldom in sparsely populated areas.

As more and more land areas in Cagayan de Oro are converted into residential and industrial zones, the amount of surface area available for water infiltration into the soils decreases. Accordingly, the headwaters of Cagayan de Oro River originate in the mountain ranges in the central part of Bukidnon.

It freely flows for about 90 kilometers from the Ka l atu ng an Mou nt ai n Range of Bukidnon down to Cagayan de Oro’s mighty Macajalar Bay. The river drains approximately 1,521 square kilometers, 80 percent of which is in the province of Bukidnon and the rest through Iligan City and Cagayan de Oro. Excess of everything is bad.

Life with people

THINK a minute.

Have you ever thought how easy life would be if you did not have to deal with people? But it would also be very empty!

In spite of our problems with people, they are what make our life worth living.

Think about it. With no people, we have no love.... and what is life without love?

It is so true that at the end of our life, all that really matters are the people we shared it with. The sooner we learn how to live happily and successfully with people, the sooner we will have our best life possible.

But the first step in learning is to unlearn our unhealthy, bad habits and ways of relating to others.

We need to open our mind to new and better attitudes in getting along with people. If we ourselves are not willing to change, we cannot change our life. Fortunately, it’s never too late. I have seen people 80-years-old “turn and learn” how to better love and live with people.

One of our bad habits of dealing with people is playing the “blame game”— whether it is a husband and wife blaming each other, a brother blaming his sister, children blaming their parents, or when we blame other races and cultures for our problems. Adolf Hitler blamed the Jews for Germany’s problems. The Roman Empire blamed the Christians for its failures and decline. But until we honestly face the facts, and take responsibility for our wrong attitudes and ways of living, we cannot change our relationships and life for the better.

Another bad habit we

have is judging people.

We think we know what is wrong with everybody else, but we do not see what’s wrong with ourselves. We put labels on people just because they are a little different than us, and we do not have to do any real thinking or care enough to truly get to know that person. Even though we hate it when someone labels and judges us like that!

Remember, “The soft skills are the hard skills.”

Precisely cutting and polishing diamonds takes far greater skill than smashing rocks with a hammer. It takes a bigger heart and mind to truly understand and love people as they really are and need. It takes more wisdom, strength, and social skill to see both the good and bad qualities of people, yet accept them and love them in such a way that they want to change and improve. After all, that is what we need them to do with us!

Won’t you ask Jesus to start changing you? He wants to help you grow a bigger, more compassionate heart toward other people?

He will also broaden and deepen your mind to start understanding and wisely loving each person, just as He does you. ************** A pop song said: “People who need people are the luckiest people in the world.”

But to learn how to live happily and successfully with others, we must first unlearn our unhealthy, bad habits and ways with people.

Sometimes we run away rather than work through our disagreements and differences. Like a child who

Our feelings get hurt—so we quit our job, end a friendship, even get a divorce. “We take the easy way and just move on rather than grow up.” But if you keep moving on from one relationship to another, you will never have the success, satisfaction and rewards of close, lasting relationships.

Many couples could learn to live happily together if they did not resort to this revenge or payback mentality. But lashing out and hurting the other person just makes things worse and is the most damaging way to deal with our differences—including the lasting pain and problems through which we put our kids. We would have much happier lives if instead we simply admitted our faults and did what is needed in our marriage, parenting, and other relationships.

The first ingredient of successful relationships is communication. With no communication, you have no relationship. At the end of our life, some of our biggest regrets will be all the things we did not say to the ones we love. We so often

misunderstand and misread people. That is why we need to kindly tell each other how we truly feel and not pretend everything is fine.

The sooner we open up and honestly talk about our real feelings, the sooner we will be happier and healthier.

A second ingredient we need for strong, happy relationships is acceptance.

Can you honestly say to people: “I accept you just as you are. You can make your own choices and mistakes, say what you really feel, and I will never reject you. I will always accept you even if I do not approve of the wrong things you do or say.” Do you have that kind of honest, unconditional love for others?

Finally, the third ingredient we need for successful, mature relationships is forgiveness. Since we’re human, we all hurt each other and need forgiveness many times. Yet we often fail to truly forgive others when they hurt us. That is why we desperately need the only One Who can. It is only with Jesus’ kind of real love and power that we can forgive daily like that. Won’t you ask Him to forgive you for all of your wrongs and hurts you have caused people? Ask Him to take full charge of your heart every day—so you can begin to communicate, accept, and forgive others just as He has you.

Just think a minute.

NBI releases co-owner of clinic tagged in dialysis scam T

HE National Bureau of Investigation (NBI) on Sunday (June 16) released the co-owner of a dialysis center in Quezon City after being in detention for 6 days in connection with alleged fraudulent claims, his lawyer, Rowell Ilagan, said.

Dr. Bryan Sy, co-owner of WellMed Dialysis Center, was arrested on Monday (10) for allegedly order-

ing former employees to make claims for dialysis treatment from state-run Philippine Health Insurance Corp. (PhilHealth) on behalf of patients who had already died.

A Manila court on Saturday (June 15) ordered Sy’s release after his camp posted a P72,000 bail.

He was not, however, released immediately due to the absence of signatories from the NBI, said his

Ilagan said Sy had to wait one more day and walked free from detention around 10:30 a.m. on Sunday.

The Department of Justice indicted Sy on June 14, along with former employees Edwin Roberto and Leizel Aileen de Leon, for estafa through falsification of official documents.

Roberto and De Leon jointly bared the alleged WellMed racket, revealing that it made P800,000 in ghost PhilHealth claims

from 2016 to 2018.

WellMed lawyer, however, denied the ‘ghost claims’ with PhilHealth.

Megaworld eyes REIT offering for townships, other projects

MANILA -- Property developer Megaworld Corporation is set to launch six more townships between now until next year, as it eyes a real estate investment trust (REIT) offering of its townships.

Megaworld chief strategy officer Kevin Tan said the company is studying REIT and is “carefully watching” its final implementing rules and regulations (IRR).

“The current one that we have right now with the very high public ownership requirement is not something that interests us.

But the revised one, the one they are in the process of passing, that’s interesting for us. That’s a possibility we might be looking at,” he told reporters Monday after the company’s 25th listing anniversary at the Philippine Stock Exchange (PSE).

The REIT Act was enacted in 2009 to encourage the investing public to invest

in property projects and to further develop the capital market. The measure, however, has not moved forward on issues like minimum public ownership and taxation.

Tan also bared that the firm is considering various options, being the largest hotel and office developer, and one of the largest mall developers in the country.

“We can do pure office REIT, or a township REIT, or even hospitality so we are studying it right now.

We have not decided yet,” he added.

Meanwhile, Tan said five of the new expansive townships and lifestyles communities to be launched are in Luzon, while one is in Mindanao.

MANILA, Philippines – President Rodrigo Duterte has issued an order to keep lower tariff rates on certain poultry products.

PRESIDENT Duterte signed the Executive Order (EO) number 82 on June 13.

A copy of which was released to the media on Monday (June 17).

Under the EO no. 82, tariffs on imported agricultural products, including mechanically deboned chicken and turkey,

will remain at five percent while frozen poultry will stay at 20 percent.

Duterte issued the order upon the recommendation of the National Economic and Development Authority (NEDA) to maintain the tariff rates under the EO 23 released in 2017 for mechanically deboned chicken and turkey meat, and its offals.

Davao Occidental town eyes to become ‘Bali of the Philippines’

AVAO CITY -- Jose Abad Santos Municipal Mayor-Elect Jason John M. Joyce aims to market his town to tourists, as the town’s natural attractions is comparable to renowned Bali in Indonesia.

“When I went to Bali last year, I discovered that it looks like Jose Abad Santos, We have cliffs and breathtaking views, we have wonderful beaches too,” Joyce said.

“Jose Abad Santos is an exotic destination, which I’m sure will attract tourists when the people would discover the beauty of the town,” the Mayor-Elect said.

The Municipality of Jose Abad Santos is one of the towns comprising the province of Davao Occidental, it is a first class municipality with a population of 76,000 people. Mayor-Elect Jason Joyce is the town’s vicemayor before winning the top post in the 2019 elections.

The Mayor Elect said one of his priority programs as the local chief executive is developing the tourism potentials of Jose Abad Santos.

“I will be coordinating with the Department of Tourism and also I will harness the power of social media in promoting the town,” Joyce said.

Just like Bali with its cliffs and sunsets, Jose Abad Santos’ cliffs has spectacular panoramas of the Davao Gulf and Celebes Sea. Joyce said that instead of sunsets, the town has is a perfect site to catch breathtaking sunrises.

The Mayor-Elect said it also has indigenous culture which he hopes they can tap which would provide additional livelihood to

Among the attractions of Jose Abad Santos include rock formations, white-sand beaches, pebble beaches, dive spots, waterfalls, forests.

The town is also rich in history as it has quaint old houses belong to Spanish and American settler families who established haciendas and plantations in the town.

Jose Abad Santos which was once part of the town of Malita was opened to American settlers by the American colonial government in the early 1900s.

The local government has developed a baywalk along the poblacion and a 100-feet statue of Christ the Redeemer situated along a cliff which is reminiscent of Rio de Janeiro’s Christ the Redeemer Statue.

Joyce said he will be allocating P1-million to P2million facilities to build toilet facilities and lodging structures for tourists. They are also targeting to jumpstart a Homestay program for billeting guests such as those being practiced in Siargao. Land ownership issues derail school buildings’ construction DAVAO CITY – A top city official cited issues in land ownership as the primary reason for the non-construction of 34 school buildings in 2018 despite the availability of funds.

Atty. Tristan Dwight Domingo, assistant city administrator said that the city cannot proceed with the construction of school buildings unless it has proof that the land where the project is situated is owned by the city government.

“Unless we can present sufficient proof that we have the authority, or we owned the land to construct something, the city cannot proceed in constructing it,” he said.

Domingo said that some of these projects

that have corresponding budgetary allocation have been recommended by different agencies.

He said the city government had been generous enough to be put in the budget and fund these projects with the objective of building a structure, edifice or classroom, but when the time came in getting the requirements from the requesting offices, they failed to follow up.

Domingo said with this experience, the city government has changed the mechanism in supporting certain requests, especially projects that will really needed by the people.

Mitigate global warming, spare further injustice to poor: Pope

VATICAN— Faced with a climate emergency, the world must act immediately to mitigate global warming and avoid committing “a brutal act of injustice” on the poor and future generations, Pope Francis told a group of energy and oil executives and global investors.

“Time is running out!

Deliberations must go beyond mere exploration of what can be done and concentrate on what needs to be done from today onward,” he said.

“We do not have the luxury of waiting for others to step forward or of prioritizing short-term economic benefits. The climate crisis requires our decisive action, here and now,” he said June 14 at the Vatican.

The pope spoke to leaders taking part in a conference June 13-14 on “Energy Transition and Care for Our Common Home,” sponsored by the Vatican Dicastery for Promoting Integral Human Development and the University of Notre Dame’s

Mendoza College of Business in the United States.

It was the second private meeting — the first was in June 2018 — aimed at dialogue with invited executives of leading energy, petroleum and natural gas companies, global investment firms, climate scholars and academics.

Organizers said that participants this year included CEOs from Royal Dutch Shell, British Petroleum, Occidental Petroleum, ExxonMobil and ConocoPhillips.

Pope Francis thanked participants for returning for the second meeting, saying it was “a positive sign of your continued commitment to working together in a spirit of solidarity to promote concrete steps for the care of our planet.”

The dialogue was taking place during a “critical moment,” he said, because “today’s ecological crisis, especially climate change, threatens the very future of the human family, and this is no exaggeration.”

21 enrolled under BJMP-Davao’s education program for inmates

DAVAO City––The Bureau of Jail Management and Penology (BJMP)-Davao will have 21 third-year students for its College Education Behind Bars (CEBB) program when the school year opens in August this year, a jail official said Monday.

“We aim to reduce recidivism once an inmate is released from prison,” JO1 Michelle Yian, BJMPDavao community relations service officer Yian said of

the program in an interview.

Of the 21 tertiary students, she said 14 are males and seven are females.

She said two female inmates had been released from jail but were still attending classes held at the two-story building inside the jail facility in Ma-a, Davao City.

The students, all government scholars, have taken up four-year degree programs in computer technology and agribusiness. Most of them were arrested for illegal drugs, she said.

Yian said aside from college, BJMP-Davao had also expanded the education program to cover senior high school students. The initial batch for K to 12 program will comprise 20 male and 20 female students.

She said BJMP-Davao aims to link up graduates from CEBB with establishments once they complete their jail terms.

“We have a tie-up with Social Entrepreneurship Technology and Business Institute (SETBI) and will establish a probation period

for the inmates. We will maintain contact with them and later link them up with establishments and agencies to facilitate their re-entry into the society,” she said.

She said the inmates’ jail term would be reduced once they complete a four-year degree.

“We have obs er ved our inmate students have changed. They are now more disciplined,” she said.

We must take responsible actions bearing in mind their impact in the short and in the long term.”

Recognizing that “civilization requires energy,” he said that it is also important that energy use not destroy civilization.

“A radical energy transition is needed to save our common home,” he said, and the Catholic Church was “fully committed to playing her part.”

“There is still hope and there remains time to avoid the worst impacts of climate change, provided there is prompt and resolute action,” he said.

CAGAYAN de Oro City-Northern Mindanao’s sixth most wanted person died following a law enforcement operation in Bukidnon Monday, police said.

A report from the Police Regional Office-10 (PRO10) said Dencio Lundahan, the reported leader of the notorious Lundahan criminal group operating in the northern part of Bukidnon, was killed by police officers in an operation in Baungon town.

“I will convince my colleagues in the House to co-author so that by the time the 18th Congress opens session on July 22, it will have wide support and faster progress through the legislative pipeline,” the Mindanaoan lady solon said.

“I will also file other bills on plastic waste, waste redemption, waste recovery, and the proper management of our water and aquatic resources. This is an allout war on waste because we want our country to be beautiful and prosperous,” Uy said.

She also renewed her request that the Bureau of Customs make sure imported garbage does not arrive at any of the country’s international seaports aside from the Port of Tagoloan.

“We learned that Holcim Philippines was able to land in the Port of Davao a shipment of their processed engineered fuels, which is another form of garbage,” Uy said.

“We do not want any garbage to be imported or exported through any of our international ports,” she stressed.

Cabusas explained that drug-free barangays do not have reported presence of drug personalities while drug-cleared barangays, although it has identified drug personalities, they are actively participating the Community-based Drug Rehabilitation Program (CBDRP).

When the Oplan Tokhang was intensified in July 2016 to the end of 2018, the ICPO has recorded 4,734 drug personalities turned themselves on to the police for clearing and 973 of them have finished the CBDRP. There are 372 drug personalities from the six coastal barangays -Suarez, Sta. Filomena, Dalipuga, Mahayahay, Villa Verde and Tibanga, curently undergoing the CBDRP four times in a month.

“Our efforts of partnering with other sectors in initiating and facilitating the Drug Clearing Program, particularly the CBDRP, had made a big difference in the life of drug users who were formely the ones committing crimes,” Cabusas said during the press briefing.

The ICPO further reported that since the implementation of project Double Barrel in 2016 until the

end of 2018, there are 791 anti-illegal drugs operations that resulted to the arrest of 1,282 drug personalities and filing of 1,594 cases.

The anti-drug operations have also yeildd 1,880 grams of marijuana and 5,505 grams of shabu which has an estimated market value of Php30.5 million.

Representatives of the 25 groups from nine municipalities in Lanao del Sur received their grant certificates in a simple ceremony held at the Provincial Livelihood Training Center at the People’s Park in Marawi City on June 11.

Sultan HadjiJalilDiamaodin, 58, received the certificate in behalf of the 19 members of his group called KalilintadAndaka (means Where is Peace?), based in Butig, Lanao del Sur. Diamaodin’s group composed of farmers and housewives who requested USAID they will be granted rice mill machine and storage.

“That’s what we need in Butig because we are farmers. During harvest, we need to go to Marawi City for our palay to be milled,” Diamaodin said in Filipino.

Butig is about two-hour travel to Marawi. Farmers have to pay Php 1.50 per kilo of their rice hull and Php 200 per person for the transportation.

“B efore the Marawi siege, our fare in going to Marawi is only Php 100 per person. Now it doubled up because there are few public utility vehicle available,” Diamaodin said in an interview.

Aside from the groups, 55 small and medium entrepreneurs have also received the certificate of their grant worth US $5,000 each inkind.

These business have their bakery, textile trading, sari-sari store and RTW store before the siege.

Elian Macala, chairman of BangonMarawi Chamber of Commerce, said there are around 500 small and medium entrepreneurs inside the former ground zero, now referred by the government as the most affected area.

He said they have been looking for an agency that could help businessmen restart with their businesses.

“I appeal to USAID to continue helping us especially those who have not received today,” Macala said.

The MRP has a threeyear implementation timeline, and partnering with local non-profit organizations, the project employs an adaptive management approach aimed at improving self-reliance of IDPs and host communities.

Morin explained the Philippines is one of the few countries in the world with a growing HIV prevalence “compared to other countries with rates already decreasing or stagnating”.

While the DOH aims to educate the male population on safe sex, Morin said it is equally important to educate females who could also have sexual contact with men having sex with men.

“These women can acquire the infection and get pregnant and transmit the infection to their infants so we need to educate them.

We are signatory to the global movement to end AIDS by 2030, so we adopted the 90-90-90 fast track strategies,” she added.

These strategies aim at having 90 percent of people living with HIV tested and aware of their status, be enrolled in an anti-retroviral therapy and be virally suppressed after treatment.

In connection with this, the government through Republic Act 11166 or the AIDS Policy Act of 2018 is conducting various HIV prevention campaigns which include proper education, testing and treatment.

“We have expanded the HIV testing to 15 years old, and up to below 18 years old without parental consent and to young persons aged below 15 who are pregnant or engaged in high risk behavior with the assistance of a licensed social worker,” Morin said.

To prevent mother to child transmission of HIV, Morin said the act also mandates the “universal offering of voluntary HIV testing among pregnant women”.

“The DOH also offers rapid HIV diagnostic algorithm with same day test result and STI diagnosis and treatment, and offer condoms and water-based lubricants especially if you engage in anal sex because condom use is not enough when it comes to anal sex.

HE City Government has formally inducted into office the Cagayan de Oro World War II and Veterans Studies Committee which will work to ensure the stories and sacrifices of its fighters in the Second World War are not forgotten and passed on to succeeding generations.

The committee is primarily tasked to initiate projects and activities to increase awareness of the principles and values that the guerrilla movement in World War II stands for, including the setting up of a World War II and Veterans Studies Center.

Tasked to lead the committee is former City Mayor Constantino G. Jaraula under whose tenure as Mayor in 2008 saw the establishment of the MacArthur Memorial Marker in Bgy. Macabalan and the signing of the City Sisterhood and Twinning Agreement with Norfolk, Virginia.

Norfolk is the site of the MacArthur Memorial where Gen. and Mrs. Jean MacArthur are entombed together with a museum, library, archives, cinema and other facilities dedicated to perpetuating the life and times of “The Liberator of the Philippines.”

“We are just a committee for purposes of studying the history of the Second World War, insofar as we are concerned, primarily in Cagayan de Oro and Misamis Oriental, and

Mindanao as we expand through,” said Jaraula in the committee’s first meeting immediately following the induction.

“Correspondingly, we
