PNP-10: Travel authority no longer required in NorMin CAGAYAN DE ORO CITY -- Based on the latest omnibus guidelines from the Inter Agency Task Force (IATF), the Philippine National Police (PNP)-10 no longer requires travel authority throughout the region. During the NorMin COVID-19 Response Task Force press conference, June 18, PLtCol Mardy Hortillosa, PNP-10 spokesperson said interzonal travels to areas with the same community quarantine status “like MGCQ (Modified General Community Quarantine) to MGCQ movement, pwede na siya nga wala’y (that is possible without) travel authority except for leisure.” Since the whole of Region 10 is placed under MGCQ, Quarantine Control Points (QCPs) will no longer re-

DSWD provides aid to stranded students, returning individuals THE Department of Social Welfare and Development (DSWD) Field Office 10 has provided relief assistance to the stranded students, returning individuals, and some frontliners in Northern Mindanao region. Workers of DSWD Field Office 10, in coordination with the administrators of Mindanao State University, Marawi City Campus and Task Force Bangon Marawi, provided 120 sacks of rice to 1,000 students who were stranded inside the state university’s dormitory when community quarantine was implemented in March this year. In April, DSWD Field Office 10 provided food items such as sacks of rice, canned goods, and coffee to 408 students of Mindanao

State University-Iligan Institute of Technology in Iligan City. DSWD Field Office 10 Regional Director MariFlor A. Dollaga said she sent teams to distribute the food items to stranded students after receiving information that hundreds of them are stranded inside the campus due to COVID-19 pandemic. “We have not forgotten them. They needed our help at that time,” said Director Dollaga. She added that during this crisis, DSWD will never neglect those who are in need. CAGAYAN DE ORO CITY -- Aside from helping locally stranded individuals (LSIs) residing in Cagayan de Oro, the city government’s humanitarian assistance cluster also assisted 116 LSIs and returning overseas Filipinos (ROFs) going home to other areas in Mindanao since March 30. They are from Agusan del Sur, Sultan Kudarat, Koronadal, Surigao del Sur, Misamis Occidental, and Bukidnon, among others. Initially, 66 of the nonresidents of the city were brought to isolation facilities here while they waited for their local government units (LGUs) to facilitate their transfer. In the holding area, health workers obtained pertinent information from the LSIs and ROFs for health profiling and risk assessment. The latter were also provided with food and medical assistance. Councilor Yan Lam Lim, Liga ng mga Barangay president, and First District Rep. Rolando Uy provided aid by sending foams where the LSIs and ROFs can comfortably rest and food while they wait for their transfer. In line to the Department of Education’s initiative to conduct modular learning to stu-

The Third World War Waged in Peacetime WE salute the present dispensation for the utmost measures being done to capture the spread of COVID-19 that has already killed some 1,000 Filipinos. Indeed, this government has acted like a good “Father of the Family” to protect the health of the people and save lives as mortality in our country is one of the lowest against the pandemic that had already killed almost half a million people world-wide. Previous administrations should have done the same precautionary measures when the onslaught of ecological disasters had wrought havoc to the lives of Filipinos. Remember the Ormoc Typhoon in 1991 that had caused so much devastation that claimed more than 6,000 lives. Such was followed by series of typhoons that killed tens of thousands of lives, i.e., Typhoon Sendong in 2011 hitting the cities of Cagayan de Oro and Iligan that claimed more than 3,000 lives and rendering some 11,000 families homeless and Typhoon Haiyan that had killed more than 10,000 Filipinos, among so many typhoons wrecking so much destruction to lives and

properties. So much destruction had already happened worldwide due to nature’s wrath as Mother Earth is now facing its 6th extinction due to climate change. At a time when a quarter of the world’s population is threatened with starvation due to the erosion of soil fertility, water and genetic diversity, chasing the mirage of unending growth and wrong development paradigm by global corporations becomes a major source of genocide. Indeed, the people and the environment are being sacrificed to the altar of greed and profit by the world’s elites and oligarchs. Killing people through the destruction of nature is an invisible form of violence which threatens justice, peace and survival. Editor and author Claude Alvares calls this destruction the Third World War, “a war waged in peacetime, without comparison but involving the largest number of deaths and the largest number of soldiers without uniform.” Yes, we are now so concerned to stop a pandemic but the same concern should have been given to the destruction of the environ-

ment. We in Cagayan de Oro City were shocked no end when some 3,000 people died and 11,000 families were rendered homeless on that fateful day of Dec. 17, 2011. Sendong left an indelible imprint, serving due notice to one and all that indeed there is no free meal in nature. The pains that we are inflicting on Mother Earth are now making all of us accountable, exacting a heavy toll through ecological disasters that are becoming harsher and harsher. We must now face the stark realities that we have lost our ecological security because we have failed to do our role as stewards of God’s creation. We know that even with a strong army, a country that has no ecological security is not secured at all. Why we need a stringent anti-terrorism law ALL these sound and fury against the Anti-Terrorism Bill should be weighed against the realities on the ground. The din and the incendiary speeches veer us away from what is happening in our country and around us. Our approach to deterring terrorism and those abetting and goading terrorism is too weak the Philippines has become a veritable spawning ground and haven for terrorists. Our school campuses no longer breed scholars and topnotch students but have instead become a spawning ground for ideological mongrels. The students rally and cry for freedom, democracy, human rights, and an end to violence and yet supports the armed revolutionary movement that stifles these all. Let’s visit our next-door neighbors and other countries and see how they deal with terrorism. Indonesia, the largest Muslim-populated nation in the world has a counterterrorism law that allows for extended pre-charge and pre-trial detention”. Police authorities can detain terrorist suspects without charge from three days to

a maximum of 21 days. Furthermore, prosecutors may extend pretrial detention for terrorism suspects from 180 days to 240 days. Malaysia imposes severe penalties, including up to 20 years’ imprisonment for “aggravated” sedition as well as provisions for travel bans. Some human rights groups protest shortcomings in the law were provisions which can be subject to indefinite detention of individuals without trial and grant sweeping powers to law enforcement authorities. In Singapore, a law gives the police special powers during terrorist attacks, including widely “banning journalists and members of the public from reporting on the scene”. Police authorities have the power to block all communications on-site, ranging from photographs to videos, text, and audio messages, for up to a month if authorities feel security operations could be compromised. The law was passed on the heels of “ terrorism threat, posed by home-grown radicalized individuals and foreign terrorists.” Individuals who taunt the law face a maximum sen-

tence of two years in prison and a fine of 20,000 Singapore dollars (US$14,891). Italy’s counterterrorism law allows for 24 hours that a suspect may be held prior to being charged. The “detention does not require any prior judicial authorization and persons detained under these provisions are not entitled to access legal counsel”. In the UK, detention can run to 90-day detention for terrorism suspects while in Japan suspects undergo probe without a lawyer present. The subject may be held up to 23 days per possible charge without the possibility of bail. If you think that is not enough state prosecutors can add charges to prolong the detention. In India, a judge may double pre-charge detention from the 90 days allowed under the Indian criminal code to 180 days upon a special request from a prosecutor. MANILA – As the world is racing against time to find the best drug to treat the coronavirus disease 2019 (Covid-19), a Filipino inventor, has asserted to have developed a machine that can kill airborne virus and even novel coronavirus which is primarily transmitted through respiratory droplets and contact routes. Jun de Jesus, the enterprising Filipino inventor, calls his invention Vicure Machine. “It is designed to fight airborne virus and other bacteria, particularly Covid-19,” he said in an exclusive interview. De Jesus said he started developing the machine in February this year as his “humble contribution” to fight the Covid-19 pandemic. “The Vicure invention is a combination of new technology and old traditional Filipino medicine using soluble steam which has been proven to be effective as a way to prevent the virus from entering our respiratory system,” he said. “The local and tradi-

tional way of ridding the body of virus is called ‘Suob’ (covering the whole body, including the head with a blanket), get a pail of hot water mixed with one kilo of salt as this will increase our immune system. Through this process the virus and other bacteria are neutralized,” he said. NorMin secures highest rate of employment amidst COVID-19 By Department of Labor and E mployment X

CAGAYAN DE ORO CITY, June 16 - The results of the April 2020 Labor Force Survey showed that Region 10 posted an employment rate of 88.9% from 95.0% in April 2019, that is, a decrease in the employed persons by around 400 thousand from 2.302 million in April 2019 to 1.883 million persons employed in April 2020. Department of Labor and Employment (DOLE) region 10 said, this decrease is attributed by the effects of Corona Virus Disease (COVID-19) economic shutdown to the labor market. However compared to the

national rate, Region 10’s employment rate of 88.9% is higher than the national average of 82.3% by 6.6 percentage points. DOLE’s campaign for business establishments to adopt Flexible Work Arrangements as alternative to closure of business operation contributed to the preservation of employment. Also, unlike other cities in the country which implemented total lockdown, Cagayan de Oro City, the regional center where majority of business establishments are located did not implement Enhanced Community Quarantine (ECQ) or total lockdown.

As such, a number of private establishments continued to operate under Flexible and Other alternative work arrangements (FWA), explained DOLE 10. This is evident on the result of applications received on COVID-19 Adjustment Measures Program (CAMP) where a significant number of establishments reported to have resorted to FWA instead of temporary or permanent closure. Meanwhile, unemployment rate in the region was registered at 11.1 percent. This is the highest recorded unemployment rate since 2005 based on Philippine Statistics Authority.

Unemployment rate in January 2020 was reported at 3.2 percent while April 2019 unemployment rate posted at 5.0 percent. The region, moreover, recorded the lowest unemployment rate among the 17 regions of the country. Underemployment rate in April 2020 registered at 29.4 percent from 21.7 percent in January 2020. In April 2019, it is posted at 21.7 percent. Gradual and steady: PHL keeps competitiveness momentum amid crisis MANILA– The Philippines kept its momentum with a slight upgrade from 46th to 45th spot in this year’s global competitiveness rankings by the International Institute for Management Development (IMD). The 2020 World Competitiveness Yearbook (WCY) by IMD also signaled an encouraging assessment of the country’s climbing competitiveness from a dip in 2018. The IMD ranking measures the capacity of a country to maintain an environment where enterprises can compete locally and internationally as it assumes wealth creation happens at the enterprise. The ranking was evaluated using the 2019 country measures and perception-based survey from business executives performed in the first quarter of 2020. The Philippines is the only one among Southeast Asian countries, aside from Singapore, that improved its ranking year-on-year. In terms of growth, the Philippines is consistently among the top performers in the region with an average growth of 6.6% from 2012 to 2019 and posting 6% in 2019, while Malaysia registered 4.3%, Thailand 2.4%, and Indonesia 5%. With this announcement, DTI Secretary Ramon Lopez pointed out that: “The Philippines stands on solid ground and has the momentum to overcome the current crisis.”

A LIGTAS COVID center is a community isolation unit located within a barangay, municipality, city, or province that serves as a temporary shelter to COVID-19 cases who will require quarantine or isolation. The pension fund chief explained that the initiative is in compliance with Republic Act No. 11469 or the Bayanihan to Heal as One Act and Proclamation 922, which order public institutions to mobilize resources and provide full assistance to programs that seek to eliminate the COVID-19 virus. “This corporate social responsibility initiative aims to enable local government units to prevent further trans-

With the utmost desire of our Philippine Government in sustaining basic education, the opening of the School Year 2020-2021, for the very first time, was changed. It will start on August 24, 2020 and will end on April 2021. This initiative was thoroughly

planned to protect and secure all our beloved stakeholders - the learners including parents and teachers. However, it does not mean that on August 24, 2020, our school children and students will go to their respective school but rather to take an Alternative Delivery Mode (ADM) approach. Alternative Delivery Mode (ADM) has many approaches. One of which is the Enhanced Instructional Management by Parents, Community and Teachers (e-IMPACT) wherein learners may go through each module individually to be facilitated either by the parent or by the teacher or both. In addition, in this teaching-learning intervention, the learners

will be given instructional materials or learning activity sheets that could be online or in print copies. Moreover, it is a system in which parents, community members and teachers together with the learners themselves collaborate towards better education. Meaning, all stakeholders – internal and external may accomplish one goal and that is to address issues of both access and quality by enabling the Department of Education to deliver the basic education despite of the health crisis we are facing. Marawi LGU, TFBM clarify alleged debris looting in MAA MARAWI CITY -- City Mayor Majul Gandamra has denied looting allegations of debris and scrap metals inside the most affected area (MAA) of the city. Rumors circulated in social media accusing the city government of Marawi, Task Force Bangon Marawi (TFBM), and the Philippine Army of looting debris inside the MAA. Gandamra s aid t he disposal of the debris and other scrap materials has undergone a process sanctioned by the Sangguniang Panglungsod through City Ordinance No. 012-09 or the ordinance regulating the sale of debris and mixed metals inside the MAA as a result of the debris management conducted by the TFBM.

The mayor emphasized that the debris and scrap are from those houses and properties demolished with the consent of the owners. “Kailangang matanggal ang mga debris sa loob ng MAA dahil we cannot start the full rehabilitation kung nandyan pa ang mga debris. Hindi naman pwedeng basta itatapon na lang yan, kung hindi dapat panginabangan ng mga taga ground zero,” Gandamra explained adding that the sale through public bidding was the most practical way to dispose of the debris. GENERAL SANTOS CITY – The Civil Aviation Authority of the Philippines (CAAP) has adopted the digital tracking of incoming passengers of commercial flights here to ensure faster contact tracing amid the continuing coronavirus disease 2019 (Covid-19) pandemic. Edgardo Cueto, local CAAP manager, said they started on Thursday the registration and issuance of quick response or QRcoded cards to all arriving passengers at the airport in coordination with the city government. Ayala, private sector partners boost confirmatory testing capacity in the country THE Ayala Group, led by Ayala Healthcare Holdings, Inc (AC Health), has partnered with the Aboitiz Foundation, ABS-CBN Corporation, Alfonso Yuchengco Foundation, Gokongwei Brothers Foundation, and Metrobank Foundation to build 4 Biosafety Level 2 modular laboratories in Qualimed hospitals across the country. This consortium was formed as part of the Ayala Group’s initiative to contribute an additional capacity of 5,500 confirmatory RT-PCR tests per day in support of the Department of Health’s and the Inter-agency Task Force’s Project T3 (Test, Trace, Treat). Project T3 aims to expand national testing capacity to 50,000 tests per day by end-June. “Increasing the country’s confirmatory testing capacity is not easy. We are grateful to have been able to form a consortium of friends

from the private sector who are just as committed to battling this pandemic. The challenges we are all facing highlights the importance of private sector working in collaboration with the government to ensure our country’s recovery,” said Fernando Zobel de Ayala, Chairman of the Board of AC Health. The Memorandum of Agreement between the different companies was accomplished on June 16, 2020. The donations will go towards the construction of facilities and the purchase of equipment for the new laboratories to be built under the Qualimed Health Network, led by its President and CEO, Dr. Edwin Mercado. Unfortunately, ”educators often make decisions about instruction that compromise or supplant the kind of experiences all learners need to become engaged, successful readers”. Schools are not allotting enough time for reading during school hours

This time, we have never learned! Today, the fury of nature is upon us now. Sendong has awakened us to the bitter reality that unless we heal Gaia back to life, we will all perish. Such awakening process was long in coming. The truth is, our ecological people have long been suffering in silence. A great injustice has been committed against them when our resources were exploited no end, causing their displacement, the loss of livelihood and even their very life. The time of reckoning has now come. We are now going against a pandemic that has claimed a thousand lives. We should be more concerned with the revenge of nature which had eliminated from the face of the earth tens of thousands of our countrymen directly through ecological disasters

In pursuance of humanity’s materialistic and consumerist lifestyle, millions of species have already been made extinct that have been there for billions of years even before the Homo Sapiens came into being. There was no empathy from the Homo Sapiens when these species were being made extinct. Perhaps the Almighty Creator wants the Homo Sapiens to feel what those species were feeling then before they became extinct – thus, the corona virus loomed. Let us therefore respect the sanctity of nature as all creation is the manifestation of the Creator. Stop man’s egoic mindset that has transformed man from having been created in God’s likeness and image into the image of Satan making the Homo Sapiens the most flawed species, the only species that killed more than 100 million of its own kind in the 20th century alone.
