PNP-10: Travel authority no longer required in NorMin CAGAYAN DE ORO CITY -- Based on the latest omnibus guidelines from the Inter Agency Task Force (IATF), the Philippine National Police (PNP)-10 no longer requires travel authority throughout the region.

During the NorMin COVID-19 Response Task Force press conference, June 18, PLtCol Mardy Hortillosa, PNP-10 spokesperson said interzonal travels to areas with the same community quarantine status “like MGCQ (Modified General Community Quarantine) to MGCQ movement, pwede na siya nga wala’y (that is possible without) travel authority except for leisure.”

Since the whole of Region 10 is placed under MGCQ, Quarantine Control Points (QCPs) will no longer re-

quire travel authority for movements to and fro any province of the region.

“Kung naa kay trabaho unya naa kay adtuan nga importante sa laing probinsya, wala na’y travel authority nga pangayuon sa (If you have a work and you need to go to other province (within the region) for important reasons, travel authority will not be asked in) Quarantine Control Points,” the spokesperson added.

Even with the ease of movements, PNP-10 reminds the public to still follow quarantine protocols and to only go out of their homes for important matters since coronavirus disease (COVID)-19 still has no cure and one may get infected easily.

DSWD provides aid to stranded students, returning individuals THE Department of Social Welfare and Development (DSWD) Field Office 10 has provided relief assistance to the stranded students, returning individuals, and some frontliners in Northern Mindanao region.

Workers of DSWD Field Office 10, in coordination with the administrators of Mindanao State University, Marawi City Campus and Task Force Bangon Marawi, provided 120 sacks of rice to 1,000 students who were stranded inside the state university’s dormitory when community quarantine was implemented in March this year.

In April, DSWD Field Office 10 provided food items such as sacks of rice, canned goods, and coffee to 408 students of Mindanao

State University-Iligan Institute of Technology in Iligan City.

DSWD Field Office 10 Regional Director MariFlor A. Dollaga said she sent teams to distribute the food items to stranded students after receiving information that hundreds of them are stranded inside the campus due to COVID-19 pandemic.

“We have not forgotten them. They needed our help at that time,” said Director Dollaga.

She added that during this crisis, DSWD will never neglect those who are in need.

CAGAYAN DE ORO CITY -- Aside from helping locally stranded individuals (LSIs) residing in Cagayan de Oro, the city government’s humanitarian assistance cluster also assisted 116 LSIs and returning overseas Filipinos (ROFs) going home to other areas in Mindanao since March 30.

They are from Agusan del Sur, Sultan Kudarat, Koronadal, Surigao del Sur, Misamis Occidental, and Bukidnon, among others.

Initially, 66 of the nonresidents of the city were brought to isolation facilities here while they waited for their local government units (LGUs) to facilitate their transfer.

In the holding area, health workers obtained pertinent information from the LSIs and ROFs for health profiling and risk assessment. The latter were also provided with food and medical assistance.

Councilor Yan Lam Lim, Liga ng mga Barangay president, and First District Rep. Rolando Uy provided aid by sending foams where the LSIs and ROFs can comfortably rest and food while they wait for their transfer.

ASGC partners with MyPhone to give students free phones in support of e-learning set up

AS the new school year approaches, Academia System Global Colleges of Talisay City, Cebu has partnered with the first Filipino phone brand in the Philippines, MyPhone, to provide free cellular phones for Grade 10 completers.

In line to the Department of Education’s initiative to conduct modular learning to stu-

dents for the upcoming school year, ACGS took their part to support their students in coping with the new learning environment, making them the first school in the Philippines to give free cellular phones to their students.

According to ACGS’ President Dr. Ferdinand Yap Tomakin, they have been motivated by the

school’s mission to offer variable learning opportunities and educational experience geared towards the total formation of their students.

“Giving out free cellular phones is the ultimate manifestation of the school’s commitment in providing optimum and quality learning,” he said. “In doing so, the school will be able

to reach out especially to the underprivileged, keeping true to our philosophy that education is a fundamental right and not a privilege,” he added.

Students who will receive free cellular phones can easily communicate with their teacher through online or text messaging.

reiterated that if a student opt not to receive a cellular phone, they will still be entitled for the free allowance of P500, free educational supplies, free P.E. uniform, and other inclusions in line with their offer of free tuition, miscellaneous, and other school fees for Grade 10 completers from public schools.

The Third World War Waged in Peacetime WE salute the present dispensation for the utmost measures being done to capture the spread of COVID-19 that has already killed some 1,000 Filipinos.

Indeed, this government has acted like a good “Father of the Family” to protect the health of the people and save lives as mortality in our country is one of the lowest against the pandemic that had already killed almost half a million people world-wide.

Previous administrations should have done the same precautionary measures when the onslaught of ecological disasters had wrought havoc to the lives of Filipinos. Remember the Ormoc Typhoon in 1991 that had caused so much devastation that claimed more than 6,000 lives. Such was followed by series of typhoons that killed tens of thousands of lives, i.e., Typhoon Sendong in 2011 hitting the cities of Cagayan de Oro and Iligan that claimed more than 3,000 lives and rendering some 11,000 families homeless and Typhoon Haiyan that had killed more than 10,000 Filipinos, among so many typhoons wrecking so much destruction to lives and

properties.

So much destruction had already happened worldwide due to nature’s wrath as Mother Earth is now facing its 6th extinction due to climate change. At a time when a quarter of the world’s population is threatened with starvation due to the erosion of soil fertility, water and genetic diversity, chasing the mirage of unending growth and wrong development paradigm by global corporations becomes a major source of genocide.

Indeed, the people and the environment are being sacrificed to the altar of greed and profit by the world’s elites and oligarchs.

Killing people through the destruction of nature is an invisible form of violence which threatens justice, peace and survival. Editor and author Claude Alvares calls this destruction the Third World War, “a war waged in peacetime, without comparison but involving the largest number of deaths and the largest number of soldiers without uniform.”

Yes, we are now so concerned to stop a pandemic but the same concern should have been given to the destruction of the environ-

ment. We in Cagayan de Oro City were shocked no end when some 3,000 people died and 11,000 families were rendered homeless on that fateful day of Dec. 17, 2011. Sendong left an indelible imprint, serving due notice to one and all that indeed there is no free meal in nature. The pains that we are inflicting on Mother Earth are now making all of us accountable, exacting a heavy toll through ecological disasters that are becoming harsher and harsher.

We must now face the stark realities that we have lost our ecological security because we have failed to do our role as stewards of God’s creation. We know that even with a strong army, a country that has no ecological security is not secured at all.

Yes, we are now very much vulnerable to ecological disasters and we fear for our dear lives every time Gaia (Mother Earth) manifests its ire. The horrible crimes we have committed See WAR, page 15

Why we need a stringent anti-terrorism law ALL these sound and fury against the Anti-Terrorism Bill should be weighed against the realities on the ground. The din and the incendiary speeches veer us away from what is happening in our country and around us. Our approach to deterring terrorism and those abetting and goading terrorism is too weak the Philippines has become a veritable spawning ground and haven for terrorists. Our school campuses no longer breed scholars and topnotch students but have instead become a spawning ground for ideological mongrels.

The students rally and cry for freedom, democracy, human rights, and an end to violence and yet supports the armed revolutionary movement that stifles these all.

Let’s visit our next-door neighbors and other countries and see how they deal with terrorism.

Indonesia, the largest Muslim-populated nation in the world has a counterterrorism law that allows for extended pre-charge and pre-trial detention”.

Police authorities can detain terrorist suspects without charge from three days to

a maximum of 21 days.

Furthermore, prosecutors may extend pretrial detention for terrorism suspects from 180 days to 240 days.

The law was passed on the heels of “ terrorism threat, posed by home-grown radicalized individuals and foreign terrorists.”

Italy’s counterterrorism law allows for 24 hours that a suspect may be held prior to being charged. The “detention does not require any prior judicial authorization and persons detained under these provisions are not entitled to access legal counsel”.

In the UK, detention can run to 90-day detention for terrorism suspects while in Japan suspects undergo probe without a lawyer present. The subject may be held up to 23 days per possible charge without the possibility of bail. If you think that is not enough state prosecutors can add charges to prolong the detention.

In India, a judge may double pre-charge detention from the 90 days allowed under the Indian criminal code to 180 days upon a special request from a prosecutor.

DBP eyes more tie-ups with financial firms to push for financial inclusion STATE-run Development Bank of the Philippines (DBP) will forge ahead with its financial inclusion initiatives this year by tapping financial technology companies (FinTech), nonbank financial institutions (NBFIs), as well as rural banks while optimizing available information technology (IT) applications to improve service delivery to its customers, a top official said.

DBP President and Chief Executive Officer Emmanuel G. Herbosa said the bank

will harness synergies from existing partnerships with NBFIs and FinTech companies in providing essential banking services while reassessing plans for further branch expansion in the mid-term.

DBP is the eighth largest bank in the country in terms of assets and has a branch network of 129 branches including 11 branch units, most of which are located in underserved and unbanked areas of the country. The bank also has 837 automated teller machines nationwide.

Herbosa cited the bank’s programs with the Social Security System and the Department of Agriculture where an NBFI and a prominent FinTech firm were extensively used in disbursing cash aid to low-

income beneficiaries such as farmers and minimumwage workers.

He said the bank leveraged on the broad network and IT capabilities of these institutions to achieve efficiency in both scale and scope, which enabled faster and more seamless pay-outs.

“These collaborations could be a model for future undertakings that would require massive amounts of disbursements to individual recipients in a short period of time,” Herbosa said.

Pinoy inventor develops anti-virus machine

MANILA – As the world is racing against time to find the best drug to treat the coronavirus disease 2019 (Covid-19), a Filipino inventor, has asserted to have developed a machine that can kill airborne virus and even novel coronavirus which is primarily transmitted through respiratory droplets and contact routes.

Jun de Jesus, the enterprising Filipino inventor, calls his invention Vicure Machine.

“It is designed to fight airborne virus and other bacteria, particularly Covid-19,” he said in an exclusive interview.

De Jesus said he started developing the machine in February this year as his “humble contribution” to fight the Covid-19 pandemic.

“The Vicure invention is a combination of new technology and old traditional Filipino medicine using soluble steam which has been proven to be effective as a way to prevent the virus from entering our respiratory system,” he said.

“The local and tradi-

tional way of ridding the body of virus is called ‘Suob’ (covering the whole body, including the head with a blanket), get a pail of hot water mixed with one kilo of salt as this will increase our immune system. Through this process the virus and other bacteria are neutralized,” he said.

The machine, he said, can be used to disinfect hospitals, offices, homes, restaurants, and other areas.

“During the disinfection, these areas must be cleared of people and wait for one hour before they occupy again,” he said.

“Those who undergo disinfectant procedure must wear clothes or masks and set the machine on automatic switch and presto, the virus are neutralized within a few minutes.”

De Jesus thanked the Filipino Inventors’ Society and the Valenzuela Inventors Procedure Society, Inc. for their all-out support to his invention.

ILOILO CITY – The Department of Labor and Employment (DOLE) will request an additional budget to provide cash aid to overseas Filipino workers (OFWs) displaced by impact of the coronavirus disease 2019 (Covid-19) pandemic.

NorMin secures highest rate of employment amidst COVID-19

CAGAYAN DE ORO CITY, June 16 - The results of the April 2020 Labor Force Survey showed that Region 10 posted an employment rate of 88.9% from 95.0% in April 2019, that is, a decrease in the employed persons by around 400 thousand from 2.302 million in April 2019 to 1.883 million persons employed in April 2020.

Department of Labor and Employment (DOLE) region 10 said, this decrease is attributed by the effects of Corona Virus Disease (COVID-19) economic shutdown to the labor market.

However compared to the

national rate, Region 10’s employment rate of 88.9% is higher than the national average of 82.3% by 6.6 percentage points.

DOLE’s campaign for business establishments to adopt Flexible Work Arrangements as alternative to closure of business operation contributed to the preservation of employment.

Also, unlike other cities in the country which implemented total lockdown, Cagayan de Oro City, the regional center where majority of business establishments are located did not implement Enhanced Community Quarantine (ECQ) or total lockdown.

As such, a number of private establishments continued to operate under Flexible and Other alternative work arrangements (FWA), explained DOLE 10.

This is evident on the result of applications received on COVID-19 Adjustment Measures Program (CAMP) where a significant number of establishments reported to have resorted to FWA instead of temporary or permanent closure.

Meanwhile, unemployment rate in the region was registered at 11.1 percent.

This is the highest recorded unemployment rate since 2005 based on Philippine Statistics Authority.

Unemployment rate in January 2020 was reported at 3.2 percent while April 2019 unemployment rate posted at 5.0 percent. The region, moreover, recorded the lowest unemployment rate among the 17 regions of the country.

Underemployment rate in April 2020 registered at 29.4 percent from 21.7 percent in January 2020.

In April 2019, it is posted at 21.7 percent. This translates to an increase in the underemployed persons by around 54,000 from 499,000 underemployed persons in April 2019 to 553,000 persons underemployed in See SECURES, page 9

Gradual and steady: PHL keeps competitiveness momentum amid crisis MANILA– The Philippines kept its momentum with a slight upgrade from 46th to 45th spot in this year’s global competitiveness rankings by the International Institute for Management Development (IMD). The 2020 World Competitiveness Yearbook (WCY) by IMD also signaled an encouraging assessment of the country’s climbing competitiveness from a dip in 2018.

The IMD ranking measures the capacity of a country to maintain an environment where enterprises can compete locally and internationally as it assumes wealth creation happens at the enterprise. The ranking was evaluated using the 2019 country measures and perception-based survey from business executives performed in the first quarter of 2020.

The Philippines is the only one among Southeast Asian countries, aside from Singapore, that improved its ranking year-on-year. In terms of growth, the Philippines is consistently among the top performers in the region with an average growth of 6.6% from 2012 to 2019 and posting 6% in 2019, while Malaysia registered 4.3%, Thailand 2.4%, and Indonesia 5%.

With this announcement, DTI Secretary Ramon Lopez pointed out that: “The Philippines stands on solid ground and has the momentum to overcome the current crisis.”

Across the different pillars, the country’s major strengths are real GDP growth, long term unemployment, real GDP growth per capita, gross fixed capital formation, effective personal income tax rate, compensation levels, high-tech exports, mobile telephone costs, and ICT service exports, among others. These are aligned with the perception survey that showed the country’s skilled workforce, economic dynamism, open and positive attitude of management, high educational level of the workers, and cost competitiveness are still the top five key factors that make the Philippine economy attractive to investors.

Indicators that yielded the highest improvements included labor force, employment, consumer price inflation, patent applications per capita, distribution infrastructure, among others. Fiscal policies like the implementation of tax reform measures contributed to the Philippines’ high ranking in tax policy (14th).

Moreover, successful reforms in the improvement of labor market conditions through the active implementation of small and medium-enterprises (SME) promotion and heightened government support for technical-vocational education and training, among others, enabled the Philippines to retain its 10th place position

in the Labor Market indicator, the highest sub-factor for the

country.

From this, teachers can then create an effective online learning

environment using different digital learning instructions and by integrating online and offline materials to address challenges, support a wide range of learners, and ensure learning goals are achieved.

According to Diola, it is important to have a learning management system (LMS) that can document, track, report, and deliver educational courses or learning and development programs to mobilize online distance learning.

In her case, she specifically uses Google Classroom to make teaching productive, collaborative, and meaningful to her students. The free platform and user-friendly range of tools being offered by Google Classroom allows her to post announcements;

schedule assignments; upload readings and grades; and even monitor student engagement, among others.

Among elementary learners, the use of easier to navigate learning tools such as google docs can be used.

Isolation and General Treatment Areas for COVID-19 cases (LIGTAS COVID) centers.

The 11 LIGTAS COVID centers were identified based on Executive Order 112 (dated 30 April 2020), which imposed Enhanced Community Quarantine in high-risk geographic areas namely, National Capital Region, Region III or Central Luzon (except Aurora), Region IV-A or CALABAR-

ZON, Pangasinan, Benguet, Iloilo, Cebu, Bacolod City, Davao City, Albay, and Zamboanga City.

A LIGTAS COVID center is a community isolation unit located within a barangay, municipality, city, or province that serves as a temporary shelter to COVID-19 cases who will require quarantine or isolation.

The pension fund chief explained that the initiative is in compliance with Republic Act No. 11469 or the Bayanihan to Heal as One Act and Proclamation 922, which order public institutions to mobilize resources and provide full assistance to programs that seek to eliminate the COVID-19 virus.

“This corporate social responsibility initiative aims to enable local government units to prevent further trans-

mission and manage cases of COVID-19 at the family and community levels,” Macasaet said.

The financial assistance will help cover the purchase of identified requirements of the LIGTAS COVID centers based on the guidelines set under Proclamation 922, as well as the Department of the Interior and Local Government (DILG) – Department of Health (DOH) Joint Resolution No. 20200001.

These include supplies and resources such as patient care equipment, individual hygiene kits, handwashing facilities, oxygen support, and maintenance and supportive medication.

Each LIGTAS COVID Center will provide basic room and board; case management; monitoring and prompt referral at the first sign of clinical deterioration; and discharge instructions for continued home care and follow-up.

“The centers will be selected by lead agencies, DOH and DILG,” Macasaet said.

Enrolment pursues amidst Covid – 19 threat

Oplan Balik Eskwela continued despite the threat of Corona virus (Covid – 19) as enrolment in Tangub City Division surged from June 1 to 15.

The division planning accounted 10, 629 total enrolment as of mid of June. There were 6, 200 from the Kinder to Grade 6 whom 3, 218 are male and 2, 982 are female.

The secondary counted 4,429 from Grade 7 to Grade 12 in which 2,002 are male and 2,427 are female.

The number was an uphill climbed as the division only recorded a total of 1,148 enrollees in the opening of June.

According to Mrs. Ma. Sherwin C. Alduheza, Principal 1 of Sumirap National High School, “ We are doing our best to reach out our

children and parents as this new normal way of enrolment is difficult especially to those far flung areas where internet signal is nowhere to be found. What we do is to employ the drop and pick system as well as calling and texting our learners.”

She added that they used any possible means of enrolment just to cater the preferred way of enrolling by the learners.

“I was overwhelm that despite the situation we are in, the teachers and the government always finds ways to reach us out. They give much weight to our education and learning and I am very grateful on that,” said by Gel a learner.

The enrolment will continue until June 30 but still in remote system until further notice from the central and regional offices.

Yes! this could be a challenge to all public and private school teachers and administrators more specially in the delivery of educational services. With the utmost desire of our Philippine Government in sustaining basic education, the opening of the School Year 2020-2021, for the very first time, was changed. It will start on August 24, 2020 and will end on April 2021. This initiative was thoroughly

planned to protect and secure all our beloved stakeholders - the learners including parents and teachers. However, it does not mean that on August 24, 2020, our school children and students will go to their respective school but rather to take an Alternative Delivery Mode (ADM) approach.

Alternative Delivery Mode (ADM) has many approaches.

One of which is the Enhanced Instructional Management

by Parents, Community and Teachers (e-IMPACT) wherein learners may go through each module individually to be facilitated either by the parent or by the teacher or both. In addition, in this teaching-learning intervention, the learners

will be given instructional materials or learning activity sheets that could be online or in print copies. Moreover, it is a system in which parents, community members and teachers together with the learners themselves collaborate towards better education.

Meaning, all stakeholders – internal and external may accomplish one goal and that is to address issues of both access and quality by enabling the Department of Education to deliver the basic education despite of the health crisis we are facing. The e-IMPACT approach, on the other hand, can possibly develop learners’ strong sense of responsibility and commitment upon doing their school’s activities at home and at the same time their skills of self-study is enhanced. Marawi LGU, TFBM clarify alleged debris looting in MAA MARAWI CITY -- City Mayor Majul Gandamra has denied looting allegations of debris and scrap metals inside the most affected area (MAA) of the city.

Rumors circulated in social media accusing the city government of Marawi, Task Force Bangon Marawi (TFBM), and the Philippine Army of looting debris inside the MAA. Gandamra s aid t he disposal of the debris and other scrap materials has undergone a process sanctioned by the Sangguniang Panglungsod through City Ordinance No. 012-09 or the ordinance regulating the sale of debris and mixed metals inside the MAA as a result of the debris management conducted by the TFBM.

The mayor emphasized that the debris and scrap are from those houses and properties demolished with the consent of the owners.

“Kailangang matanggal ang mga debris sa loob ng MAA dahil we cannot start the full rehabilitation kung nandyan pa ang mga debris.

Hindi naman pwedeng basta itatapon na lang yan, kung hindi dapat panginabangan ng mga taga ground zero,” Gandamra explained adding that the sale through public bidding was the most practical way to dispose of the debris.

He clarified that the sale of the debris went through a legal process. It was offered through public bidding and was published thrice in a

GenSan airport uses digital tracking for inbound passengers

GENERAL SANTOS CITY – The Civil Aviation Authority of the Philippines (CAAP) has adopted the digital tracking of incoming passengers of commercial flights here to ensure faster contact tracing amid the continuing coronavirus disease 2019 (Covid-19) pandemic.

Edgardo Cueto, local CAAP manager, said they started on Thursday the registration and issuance of quick response or QRcoded cards to all arriving passengers at the airport in coordination with the city government.

He said the move is to ensure that passengers would be properly traced in case one of them tests positive See CLARIFY, page 11 for Covid-19.

Since June 11, he said the city airport has been serving two inbound and two outbound commercial flights every week to Manila.

The Philippine Airlines and Cebu Pacific have one return or round trip flight every Monday and Thursday, he said.

Cueto said local government units, which were required to accept and fetch the inbound passengers, record the seat numbers and provide locator slips for contact tracing.

“But starting Thursday, we started issuing cards with QR codes,” he said in a media forum.

Prior to the issuance of the QR-coded cards, the passengers were properly profiled and asked to pro-

vide their contact numbers and other vital information.

The city government earlier started adopting such system using the home quarantine passes that it issued to local residents.

Cueto assured that they have implemented the necessary biosecurity measures to prevent the possible spread of Covid-19.

Upon arrival, they were required to wash their hands, follow safe physical distancing and pass its thermal scanner, he said.

He said the scanner, which was provided by the

city government, will transmit an alarm if it detects persons with temperature higher than 37.5 degrees.

“We have prepared an isolation room in case a passenger needs to be further checked,” he said.

Cueto said they have also tightened the screening of outbound passengers, who were required to submit a medical certificate and travel authority.

He said those who cannot present all the requirements are not allowed enter the airport terminal building.

Andanar also said he hopes that Rizal’s words would serve as an example to others to encourage others who may be hesitating to take the first step to pursue their goals.

Ayala, private sector partners boost confirmatory testing capacity in the country THE Ayala Group, led by Ayala Healthcare Holdings, Inc (AC Health), has partnered with the Aboitiz Foundation, ABS-CBN Corporation, Alfonso Yuchengco Foundation, Gokongwei Brothers Foundation, and Metrobank Foundation to build 4 Biosafety Level 2 modular laboratories in Qualimed hospitals across the country. This consortium was formed as part of the Ayala Group’s initiative to contribute an additional capacity of 5,500 confirmatory RT-PCR tests per day in support of the Department of Health’s and the Inter-agency Task Force’s Project T3 (Test, Trace, Treat). Project T3 aims to expand national testing capacity to 50,000 tests per day by end-June.

“Increasing the country’s confirmatory testing capacity is not easy. We are grateful to have been able to form a consortium of friends

from the private sector who are just as committed to battling this pandemic. The challenges we are all facing highlights the importance of private sector working in collaboration with the government to ensure our country’s recovery,” said Fernando Zobel de Ayala, Chairman of the Board of AC Health.

The Memorandum of Agreement between the different companies was accomplished on June 16, 2020. The donations will go towards the construction of facilities and the purchase of equipment for the new laboratories to be built under the Qualimed Health Network, led by its President and CEO, Dr. Edwin Mercado.

“ABS-CBN will continue to serve the Filipino people and work with our partners to address the COVID-19 pandemic. Meanwhile, the Alfonso Yuchengco Foundation (AYF) continues its financial and non-monetary aid for frontliners and vulnerable communities. This includes contributions to the Philippine Disaster Resilience Foundation to support Project Ugnayan and financial support to the Serosurveillance Campaign of the National Action Plan Against COVID-19.

“The AY Foundation is one with the government and the private sector in addressing the gaps in our country’s response to the pandemic. We are strong advocates of testing and hope that this initiative will strengthen the government’s efforts to control the spread of COVID-19,” said Mrs. Helen Y. Dee, AY Foundation Chairperson.

Similarly, the Gokongwei Brothers Foundation (GBF) created a P100 million COVID-19 relief fund dedicated to helping frontliners and government efforts to contain the virus. GBF has provided ventilators, COVID testing equipment, RT-PCR test kits, PPE sets, and food packs and vouchers to hospitals, LGUs, and other vulnerable sectors.

This generation is defined by technology where the terms FOBA (fear of being alone) and FOMO (fear of missing out) express their expectation of instant communication and feedback effected through apps like Instant Messenger, Snap-

Unfortunately, ”educators often make decisions about instruction that compromise or supplant the kind of experiences all learners need to become engaged, successful readers”. Schools are not allotting enough time for reading during school hours

or within their instructions The ability to read accurately requires work-attack, decoding, and word recognition skills. For learners to stay engaged in a text and be able to read for enjoyment, they must have then ability to experience high success in reading. Therefore, early intervention for learners who are struggling with accuracy while reading will help them be able to reach achievement at a better rate and also encourage reading for enjoyment.

When learners can read with enjoyment, it will impact their overall attitude about reading. To be able to do this, the learners need to understand what they are reading, also known as the ability to comprehend.

The time of reckoning has now come. We are now going against a pandemic that has claimed a thousand lives. We should be more concerned with the revenge of nature which had eliminated from the face of the earth tens of thousands of our countrymen directly through ecological disasters

or indirectly through hunger and poverty. We must now save the environment and in so doing, save our ecological people from further demise. In so doing, we save not only them but our very own lives - all for the greater glory of God – the Unseen Being, our Creator!

In my reflection, I cannot help but surmise that the Unseen Being has allowed the looming of COVID-19 to awaken a humanity in deep slumber. The Homo Sapiens must now give highest respect to the sanctity of all life forms. In pursuance of humanity’s materialistic and consumerist lifestyle, millions of species have already been made extinct that have been there for billions of years even before the Homo Sapiens came into being.

There was no empathy from the Homo Sapiens when these species were being made extinct. Perhaps the Almighty Creator wants the Homo Sapiens to feel what those species were feeling then before they became extinct – thus, the corona virus loomed. Let us therefore respect the sanctity of nature as all creation is the manifestation of the Creator.

Stop man’s egoic mindset that has transformed man from having been created in God’s likeness and image into the image of Satan making the Homo Sapiens the most flawed species, the only species that killed more than 100 million of its own kind in the 20th century alone.

Or, how come Satur Ocampo with ACT representatives would trek to the hinterlands of Talaingod, Davao del Norte and inveigle children of indigenous tribes to take part in a strange school curriculum that is so distinct from what is taught in other schools?

Why, instead of teaching children basic vocational subjects, they are taught instead of how to dismantle an M-16 rifle?

verdict against journalists Maria Ressa and Reynaldo Santos and calls for resolution of the case in a way that reinforces the US and the Philippines’ long shared commitment to freedom of expression, including members of the press,” the US State Department said.

Andanar told the US that the conviction of Ressa and Santos should not be a “cause for concern.”

He ensured that the Duterte government has constantly been one with the US and the international community towards upholding and valuing the long-shared commitment to freedoms of the press and of speech.

He added that the current administration is “deeply conscious” that having a plurality of voices, including critical ones, is “an essential requirement for the continued functioning of any democratic country.”

“One must not forget that these apparent exercisable rights and freedoms come with obligations and responsibilities, and also with due regard to other people’s rights and freedoms,” Andanar said.

Duterte continues to value the freedom of the press and freedom of speech in the Philippines, Presidential Communications Operations Office (PCOO) Secretary Martin Andanar said on Wednesday.

Andanar gave the assurance, as he ensured that press freedom and freedom of speech remain “vibrant and strong” in the country.

“We would like to reiterate that the freedom of the press and freedom of speech continue to remain vibrant and strong in the Philippines,” he said in a press statement.
