Dads push economic aid to city residents under MECQ C

AGAYAN DE ORO CITY: Two opposition Cagayan de Oro City councilors pushed for the provision of economic aid to city residents hard hit by the imposition lf the Modified Enhance Community Quarantine (MECQ) here.

Opposition City Councilors Lourdan Suan and Jocelyn Rodriguez made the appeal for economic support for city residents during the city council’s regular session on Monday. Both Suan and Rodriguez contended that the imposition of the MECQ in the city has displaced thousands of workers following the shutdown of Elizabeth E. De Las Llagas, deputy district collector for operations of Bureau of Customs in Northern Mindanao, many establishments. together with other BOC-10 personnel and officials, inspect the China-made cigarettes which were illegally imported, before being destroyed in Manolo Fortich, Bukidnon on June 15, 2021.

Most of the affected establishment were in the service sector, especially the massage clinics, hotels and restaurants and other establishments engaged in non-essential businesses. CAGAYAN DE ORO CITY – The Bureau of Customs in Northern Mindanao has destroyed P75 million estimated worth of imported cigarettes that it has intercepted months on Tuesday (June 15).

CDO marks 3.47% increase in local revenue, improves sectors amid pandemic

CAGAYAN DE ORO CITY-”In spite of the difficulties brought about by the pandemic, the city’s total local revenue from local and external resources grew by 3.47 percent at P4.2 billion.” During his City Mayor’s Annual Report in line with the 71st City Charter Day celebration, June 15, Mayor Oscar Moreno said the increase in local real estate tax has significantly contributed to the said growth despite the reduction of local revenues, and such resulted in an increase of the funding for special education. To mark the said feat, Moreno said, “Cagayan de Oro again has been awarded by the Philippine Chamber of Commerce and In-

dustry as one of the most business-friendly LGUs, [local government units] consistently over the past several years. Cagayan de Oro stood as a finalist of this annual competition.” Furthermore, the Department of Information and Communications Technology (DICT) named CDO as among the most empowered LGUs, recognizing the city’s practices in integrating ICT solutions to respond to the needs of the business enterprises, thereby creating business opportunities. “The advances that we have made in our treasury group, particularly in the payments of local taxes and all the rest, indeed helped Cagayan de Oro substantially in this area,” Moreno said. For investments, the LGU has reported a 3.67 percent increase in total capitalization and gross sales, amounting to P139.83 bil-

lion that came from 26,521 new and renewed business permits. Investment in human capital As for the city’s poverty alleviation programs, the city government has aided 16,295 children in need through the city’s supplemental program, facilitated the issuance of person with disability (PWD) IDs of 1,836 PWDs and 3,415 senior citizen IDs, and conducted social payouts to 7,088 senior citizens. There are also 1,932 applicants who attended the job fairs organized by the city together with its partner agencies, and there are 6,026 students who benefitted from the Special Program for Employment of Students (SPES). The city government also boosted educational support with an increase of 41 percent on the Special Education Fund (SEF)

amounting to P457 million. Moreover, a total of 480 classrooms were constructed and 285 classrooms are under construction in the city’s public schools. “Education has been a very important agenda of the city government under my watch,” Moreno said. Thus, aside from securing funds for school improvements, the city also backed students through offering scholarships. Currently, the city granted 68 scholarships with 92.1 percent retention rate, and produced 42 graduates of which 20 were given academic recognitions. “Everyone is equal in the field of education and so we have focused our energy on education,” the mayor added. Travel for tourists of all ages from NCR Plus to Boracay, other MGCQ areas extended to June 30

T

OURISTS of all ages are free to travel from National Capital Region (NCR) Plus to Boracay and other tourist destinations under modified general community quarantine (MGCQ) until June 30 subject to certain restrictions. Tourism Secretary Berna Romulo-Puyat made this clarification on Wednesday (June 16) following reports that some tourism stakeholders may not be aware that restrictions had been relaxed, even for seniors and young travelers, since June 1. The Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF) had allowed the movement of persons traveling in and out of NCR Plus (Metro Manila, Bulacan, Cavite, Laguna, and Rizal) from June 1 to 15. This was extended up to June 30. President Rodrigo Duterte announced earlier this week that NCR Plus would remain under general community quarantine (GCQ) with varying degrees of restrictions. “This extended liberal movement of people will allow the DOT and local government units to revive the jobs of displaced tourism workers,” Puyat said. Resolution 121 of the IATF allows interzonal travel between areas under GCQ and MGCQ for leisure purposes. However, tourists coming from Bulacan, Cavite, Laguna, and Rizal may only undertake point-to-point travel to GCQ and MGCQ areas. Such travel shall be allowed for all ages, subject to RT-PCR testing before travel for those below 18 and above 65 and other

restrictions imposed by the DOT and the local government unit of the destination. Data from the Malay, Aklan Municipal Tourism Office revealed that a total of 9,066 tourists arrived in Boracay through Caticlan from June 1 to 13. Of this number, 890 are travelers aged 0 to 12 years old while 178 are aged 60 and above. 64 percent or 5,772 visitors to Boracay came from the NCR followed by visitors from Region 4A (CALABARZON), with Rizal having 681 visitors, Cavite with 639, and Laguna with 462. Accredited staycation hotels in all GCQ areas remain allowed to accommodate leisure guests at up to 100 percent of their capacity. Other DOT-accredited establishments in GCQ areas may operate at 30 percent capacity only for guests coming from the same household and subject to the strict monitoring of the local government unit. Meanwhile, Puyat urged tourism enterprises to abide by the guidelines of the IATF. Until June 30, outdoor tourist attractions in GCQ areas, including NCR and Bulacan, may operate at 50 percent capacity, while those in Cavite, Laguna, and Rizal may operate at 30 percent capacity with strict adherence to minimum public health and safety guidelines. Indoor tourist attractions such as museums and historical sites will be allowed to operate at 50 percent capacity in GCQ areas, at 30 percent in the NCR and Bulacan. The amazing ASEC Ameenah Fajardo’s life of service To end the second longest war in the world – the Mindanao war – has been described before as “mission impossible.” And why not? That war began in the 16th century when the Indigenous Peoples of Mindanao particularly the Moslems waged a revolution against the Spanish Colonial rule when the Spaniards “discovered” the Philippines and forcibly colonized the archipelago through sword and cross except the “Bangsa Moro.” The struggle to free the Bangsa Moro from colonial rule continued during the American Occupation and the brave Moros battled the American Colonizers with their “bolos” in suicidal attacks, the reason why the Americans invented a more powerful weapon -the 45 caliber- because the 38-caliber then could not stop a determined Moro warrior to kill one or two soldiers before the suicidal attacker succumb to death. No way would the Indigenous Peoples of Mindanao succumb to the power of the colonizers then, the amazing

reason why Mindanao has been described as the “land of the brave and the free.” After the foreign colonizers left, a new breed of colonizers came – the TransNational Corporations - that have transformed some two hundred thousands of hectares in Mindanao – the choicest of land – into massive plantations to supply the consumerist needs of the people in advanced countries while the Philippines cannot even produce basic staples like rice and milk for its hungry people. Where have all the forest and mineral gone, the richest in the world? Gone to loggers and miners every one! Thus, the struggle of liberation continued initiated in the 70s by no less than Nur Missuari, a brilliant UP professor then who formed the Moro National Liberation Front. The armed struggle of liberation broadened in the late 20th century with the formation of the Moro Islamic Liberation Front led, among others, by Abdullah Macapaar known as Kumander Bravo who is

now an honorable Member of the Parliament of the Bangsa Moro Autonomous Region of Mindanao. Will the struggle of liberation through protracted war continue without letup in this rich but poverty stricken island of Mindanao? NOT ANYMORE because of the following analysis. Poverty. Social Injustice. Gross inequities. Political patronage. These are the roots of the war in Mindanao that must be uprooted not through bloodshed but by the strength of the human spirit in cooperation, love and service to one another irrespective of creed, race, class, gender, ideology and color. No less than Pope Francis said that “it bids us all to break the bonds of social injustice and oppression that give rise to glaring and scandalous inequities.” How do we then break these bonds of social injustice and oppression? Come to me, all you who are weary

What wonderful and consoling words of Christ! We have to keep these words always in mind especially when we encounter overwhelming problems and difficulties that would leave us with the sensation that we sinking and drowning. Christ reassures us he will take care of everything. “Come to Me, all you who are weary and burdened, and I will give you rest,” (Mt 11,28) Christ said, fulfilling what was prefigured in Psalm 55,22: “Cast your burden on the Lord, and He shall sustain you.” The same idea is echoed by St. Peter when he said: “Cast all your anxiety on Him, because He cares for you.” (1 Pt 5,7) We cannot deny that everyday we can be burdened with so many things. We first of all have our own share of weaknesses and miseries, and some of them can be of the permanent type for which no human solutions seem not to be found anymore. We cannot help but feel depressed and wilted. Then we can be shared with the problems and difficulties of the others. If we happen to be parents, friends, or especially priests who hear the confidences

of people, we should be ready to be dumped with all sorts of problems that can truly weigh us down. There are times when we encounter surprises, and our conscience would tell us to play the role of a Good Samaritan. But we find it hard and feel helpless about it. We can also be subjected to all kinds of pressures. That’s when we should just go to God and show the real state of our soul in distress. It would be nice to be reminded of the reassuring words of Christ. We should be quick to have recourse to these words rather than to let ourselves to be led simply by our emotions and our other human powers and resources. We have to activate our faith that is clearly expressed by these words of Christ. Christ takes care of everything. But we also have to learn to suffer which is unavoidable in our life, no matter how much we try to avoid it. We have to learn how to unite our pain and suffering, our annoyance, irritation and distress with the passion and death of Christ. That way, they become meaningful and more bearable, since we know it would be Christ

more than us who would bear them. We have to be wary of the subtle grip of pride when these difficulties and problems assault us. When we lose peace, when we feel at a total loss as to what to do, these can be signs that our pride is preventing us from going to Christ, from believing that Christ takes care of everything. If we are humble enough to allow our faith to animate our reactions to our problems and difficulties in life, we would have no problem in finding consolation in these reassuring words of Christ: “Come to me all you who are weary and I will give you rest.” Humility also enables us to be tough so as to know how to suffer with Christ. It would leave us in peace and even with joy when we suffer. We need to bring these reassuring words of Christ in our prayer so that they become deeply embedded in our consciousness and serve to animate our reactions when we find difficulties in life.

DAVAO CITY – Presidential son and Davao City 1st District Rep. Paolo “Pulong” Duterte’s office distributed over the weekend some 10 kilos of rice each to fisherfolk in the first district. In a statement from the lawmaker’s office on Monday, about 3,777 sacks of rice were given to re-

spective presidents of the 62 fisherfolk associations in the first district. “They will be the one to distribute the rice to all members of the association,” Duterte said. He added that his office sees to it that all fisherfolk will be given assistance, adding that the activity aims to enhance access to food for families greatly affected by the pandemic.

He also assured that the rice distribution activity was conducted in compliance with health and safety protocols set by both the national government and the city government. Davao City was earlier placed under the modified enhanced community quarantine (MECQ) until June 20 following the increase in the number of coronavirus disease 2019

(Covid-19) cases in the city. “Recipients thanked the First Congressional District Office, especially Duterte, for their assistance. They also hoped

that the office would still continue the service to its constituents,” the statement added. The district office has continuously given food packs and various

DavOr LGU might call for tourism sites closure

DAVAO CITY – The Provincial Government of Davao Oriental is deliberating for the impending closure of tourism establishments in the province following the surge in COVID19 cases lately. This was bared by Provincial Health Officer Dr. Reden Bersaldo in the DOH virtual media conference last Monday that the province is bent to halt temporarily the operation of tourism establishments following the surge in COVID cases in Davao Oriental. “ However, there are petitions from the tourism operators particularly from Mati City as sent to the Governor. That is why we are studying again the plan, the Provincial Task Force will meet including all the incident commanders in the entire province,” Dr. Bersaldo said. The proposed closure of tourism sites, according to the health officer, came from the intention to provide a breather for the healthcare workers who have been managing COVID19 cases.

The PTF is also set to get the co-relation if there is any between the active cases in the province and the tourists who get to enjoy and use the tourism facilities in Davao Oriental. Prior the surge which started in May, the province started to open up tourism following the 50 percent occupancy allowed under the Moderate General Community Quarantine classification. “We faced challenges on the implementation of policies. Although we have created a joint inspection team composed of the PLGU, DOT, DILG, DOH, PNP and AFP to inspect those facilities on their compliance to the Minimum Health Standards. We found out some deficiencies on following the protocol,” he said. That also led the PTF to come out stricter guidelines during the Holy Week which according to Bersaldo was also questioned, met with resistance and complaints during that time. the province is currently experience a surge on its second wave. purchased vaccines from Astra Zeneca and Moderna for its nationwide vaccination effort. The vaccines are set to arrive by next month. Aside from the LSGH and Jose Rizal University sites in Mandaluyong, Ang said SMC is eyeing 14 other vaccination sites in Laguna, Cavite, Batangas, Albay, Pampanga, Pangasinan, Isabela, Bataan, Cebu, Mandaue, Iloilo, Bacolod, Davao, and Cagayan de Oro. “We are happy that President Duterte has approved the start of vaccination for essential workers, as they are key to putting the economy back on track. For our part, San Miguel commits to take care of our own, so that when larger volumes of vaccines arrive, they will no longer need to rely on government supplies--which can then be given to more of our countrymen,”Ang said. To commemorate the event, some 500 essential workers from SMC received their initial doses of the Sinovac vaccine at LSGH, through the COVID-19 Inter-Agency Task Force on Emerging Infectious Diseases (IATF) and the City of Mandaluyong. Meanwhile, another vaccination site, Jose Rizal University in Mandaluyong, which is jointly-managed by SMC and the City Government, will also continue to accept individuals under the A4 category. A number of SMC’s own medical staff are posted at the JRU site to boost the local government’s ongoing

vaccination effort. SMC has been deploying its own, mostly newly-hired medical staff to various LGUs to help out at understaffed vaccination sites. The company is looking to hire some 300 medical professionals composed of nurses and doctors, for its vaccination program, and to help partner LGUs implement their vaccine rollout. To date, over 100 have been hired and deployed to vaccination sites in Mandaluyong, Manila, Quezon City, and Malabon. More will be deployed to Paranaque and Pasig cities. The government recently issued guidelines to prioritize Filipinos under the A4 category or frontline personnel in essential sectors for vaccination. Majority of SMC’s employees who are waiting for their first dose of COVID-19 vaccine fall under the A4 category. Earlier, SMC also encouraged employees and their families under the A2 (senior citizens aged 60 and above) and A3 (persons with comorbidities) to get jabs at areas where they are residing after a recent surge of cases that necessitated another lockdown. Since the COVID-19 pandemic struck the country in March last year, SMC’s total pandemic response efforts have reached over P14 billion. This includes over P1 billion in medical-related donations and initiatives. SMC has donated RT-PCR testing machines, automated RNA extraction machines, PCR test kits, high-flow nasal cannula, swabbing

booths, and PPEs, to health facilities nationwide. Better World EDSA, the company’s own RT-PCR testing laboratory, raised the government’s testing capacity and made testing more accessible to the public. The company also supported medical front liners through donating P9.5 million worth of fuel donated to the government’s free shuttle service program and waived P230.7 million in toll fees to date to benefit over 10,000 medical workers. During the first few months of lockdown last year, SMC reconfigured its liquored operations to produce and donate some 1.3 million liters of disinfectant alcohol to hospitals and vital installations nationwide.

Fajardo – a chemical engineer and part of the academe by profession – she has managed to gather extensive experience both in government and business sectors. Assistant Secretary Fajardo was once a Chief of Staff at the House of Representatives. She also became an Executive Assistant to the Rizal Provincial Government, where she served as the head of the livelihood activities of the Ynares Eco System (YES). She is also responsible for the “Fidel Iodized Salt for the Barangay Health Workers (BHW) Livelihood Program,” which has been throughout the entire country. She has been actively participating and a volunteer for Disaster Rescue Programs in coordination with Foreign Investors and counterparts, notably for Tropical Storms Ondoy and Yolanda. Recently, their team conducted a medical mission in Marawi. Asec. Fajardo is being lauded with her accomplishments; she received the Gintong Ina Award for Socio-Economic Community Service in 2001 and the Alay Sa Pamilya Award in 2003, for her dedication to public service pertaining to Livelihood Training and Programs for the Overseas Filipino Workers (OFW) whereby, she has successfully launched and joined Trade Fairs for our OFW Sector in coordination with different Governmental Offices. And when they will stand up for their rights, they are being killed. In fact, in the last five years, 63 IP leaders have been killed. As a countervailing measure, Asec. Ameenah has now come up with amazing projects so that the IPs can now transform their denuded lands into Abacca Plantation as she is mobilizing assistance from the DA, DTI and DOLE. The Abaca Plantation Project will indeed be a liberating force against poverty, climate change and violent extremism. Don’t you know that buying is like casting a vote, choosing from different economic alternatives? Foreign vs, local. Because of the gospel of lies, false information and advertisement, the Filipinos have been brainwashed to buy foreign products. Look at our malls. Ninety-five (95) percent of the products sold are coming from other countries. Thus, if you buy foreign products, you support the economy and job generation from where the products are coming from. It is time to awaken the Filipino People. When you buy local, you support the livelihood and the job generation of the Filipinos so that the OFWs will just stay in the country caring for their love ones. Asec. Ameenah Fajardo, you are indeed a new revolutionary to free Mindanao from the quagmire of poverty, from neo-colonial rule. When you went to Kora-kora, Munai, Lanao Sur where you met the commanders of the 75,000 MILF combatants who have ceased fire to now peacefully fight hunger and poverty through cooperativism, you have heard them shouting, “MGA PAGARI AKON, SAMA-SAMA NA TANU KOOPERATIBA! ISA LANG ANG ARMAS NAMIN NGAYON AT YAN AY KOOPERTIBA LABAN SA KAHIRAPAN! What has been impossible, is now becoming possible – TO END THE MINDANAO WAR -the second longest war in the world! Indeed, for those who have sacrificed, advocated and even died for it, social change has been so elusive all these years despite 14 years of Martial Law and two people-powered revolutions. The ingredients, systems and structures breeding poverty are still as formidable as ever BUT NOT ANYMORE. Indeed, there is no greater grandeur sight in the world than a great leader like you, fired with a great unwavering aim – to empower the IPs especially the Moro people – as a liberating force to end the Mindanao War and to end the leaving of the OFWs to work in foreign lands!
