The province of Misamis Occidental tallied four confirmed COVID-19 cases followed by Lanao Del Norte with three cases. Bukidnon confirmed two COVID-19 cases while the province of Camiguin has one and none for Misamis Oriental. For the cities, Cagayan De Oro City topped the number of confirmed COVID-19 cases with 19 patients as of Wednesday followed by Iligan City with four cases. There was no report of COVID-19 cases in Valencia and Malaybalay, all component cities of Bukid-

non. The DOH report said that the number of cases were cumulative starting March until June 16, 2020 with recoveries totaling 18, and nine deaths. The continued recovery of patients starting June 10 until June 16, which registered a flattened recovery curb in the recovery and admission chart. The DOH reported that the cases involved 25 females with ages one-yearold to 60 years old and 31 males with ages ranging 11 to 60 years old. THE holiest of books is not one written by evangelists or well-known prophets but one authored by God Himself, evolving through billions of years, shown in the beauty of the universe. Neither is it written in words nor in any language and is opened 24 hours a day, has no literacy requirement and can be well understood using not one but five senses. If that “book” has been read, due respect could have been given to the sacredness of life of all species, then, “Paniki”or bats would not be a subject of man’s consumeristic attitude and there could be no corona virus. Such also took place when man began eating chimpanzees that brought forth, as a consequence, the HIV disease. That book is said to be a manifestation of the Unseen using the great void as its pages and the four elements of the Universe as its alphabets, namely, Fire, Water, Earth and Wind. It is called the book of nature written through the ages that contains all the mysteries of life and the laws that must be obeyed irrespective of race, color, belief, gender and class. The 250 million stars in the cosmos can well speak

of that element called Fire that touches us through the glorious sun. Every time the sun proclaims a new day, that bursting of the light in the horizon shows that darkness can only be had in the absence of light and no way can the darkness defeat the light. In the same breath that truth always prevails over lies, righteousness over diabolic acts, love over hate, the just over the unjust, and life over death. But we also read in that book that even the darkness has some good in it because it shows us the stars. From that element called Water we have learned that flowing is the essence of life as to stagnate means diseases, sorrows and death. For it to flow, it must seek a lowly path as it gains more power by falling down. In the 70s during the height of the First Quarter Storm, we always heard the adage, “Let not a single drop of rain go out to the sea without serving the people.” There is also that cleansing and healing power of water. It has been said that sometimes the passions of the heart emit so much heat which only dies down through the cooling effect of the water we drink.

Criteria for COVID-19 Testing in the Air Travel Process THE International Air Transp or t Asso ciation (IATA) released criteria for the use of COVID-19 testing in the travel process. Should governments choose to introduce COVID-19 testing for travelers arriving from countries considered as high risk, testing must deliver results fast, be able to be conducted at scale, and operate to very high rates of accuracy. Additionally, testing must be cost-effective and not create an economic or logistical barrier to travel. The International Civil Aviation Organization (ICAO) published Takeoff guidance which is the global guidance for governments to follow in reconnecting their people and economies by air. Takeoff outlines layers of measures to mitigate the risk of COVID-19 transmission during air travel and the risk of importation of COVID-19 via air travel. COVID-19 testing should not be a necessary condition for re-opening borders or resuming air services. Technology for rapid point-of-care Polymerized Chain Reaction (PCR) testing could be a useful layer of protection for travelers from countries considered

as higher risk, potentially removing the need for more burdensome and intrusive measures such as quarantine which is a major barrier to travel and the recovery of demand. “Airlines are committed to reducing the risks of COVID-19 transmission via air travel and COVID-19 testing could play an important role. But it must be implemented in line with ICAO’s global re-start guidance with the aim of facilitating travel. Speed, scale and accuracy are the most critical performance criteria for testing to be effectively incorporated into the travel process. As part of the travel process COVID-19 testing would need to be conducted by trained public health officials and meet the following criteria: • Speed: Testing results should be delivered quickly, with results available in under an hour as the minimum standard. • Scale: If testing takes place at the airport, testing capacity of several hundreds of tests per hour must be achievable. The use of saliva for taking samples rather than nasal or throat swabs

would facilitate this and would also be expected to reduce time and improve passenger acceptance. • Accuracy: Extremely high accuracy is essential. Both false negative and false positive results must be below 1%. Where does testing fit in the travel process? Ideally COVID-19 testing would be required in advance of arrival at the airport and within 24 hours of travel. Passengers arriving “ready-to-fly” reduces the risk of contagion in the airport and enables early re-accommodation for any traveler who tests positive. If testing is required as part of the travel process, it is recommended at departure. Governments would need to mutually recognize test results and data transmission should take place directly between passengers and governments in a similar manner as e-visa clearances are currently handled. DA NorMin takes measures on fall armyworm infestation, activates Quick Response Team CAGAYAN DE ORO CITY, June 1 - The Department of Agriculture in Northern Mindanao (DA-10) activates its Quick Response Team following a reported infestation of fall armyworm (FAW) in the region. OIC-Regional Executive Director Carlene C. Collado instructed the team to conduct validation on the extent of FAW infestation in the provinces of Bukidnon and Misamis Oriental, while continuous surveillance and monitoring of its occurrence in other provinces. As of June 1 FAW status report of DA-10, an estimated 224 corn farms with a total area of 342.45 hectares in

Bukidnon has been infested with FAW, which is still subject for validation. Through the Regional Crop Protection Center (RCPC) of the Integrated Laboratory Division (ILD) of the agency, provisions of insecticides and biological control agents were given to some affected farmers in

It does not discriminate whether you’re an adult or a newborn, rich or poor. If you will not take and follow safety measures. You will be struck and consumed to death by this disease. As the economy continues to g down, stock market is in bad curve also and might eventually lead to recession. However, this pandemic also has pull the bright side of humanity. It strengthens

their spiritual aspect by relying to God in fighting against this unseen enemy. People have more time to pray and contemplate. OTHER PREVENTIVE MEASURES AGAINST THE SPREAD OF COVID-19

In order to prevent the entry and spread of COVID-19 in the community, the City Mayor shall adopt measures against its spread to include but not limited to the following:

Prevention and mitigation a. Implement periodic precautionary measures such as sanitation, disinfection and any other measure against the threat and spreading of COVID-19 over: i. All city government properties and facilities including the respective offices, facilities and properties of the city barangays. ii. Public and private schools within city jurisdiction. iii. Private business within the city jurisdiction iv. All national government offices and properties within the city. b. Suspension of all crowd drawing government related events and activities including teambuilding and seminars conducted elsewhere, if any, in collaboration with the City Government. c. Conduct of massive information drive to raise the consciousness of the constituents on COVID-19. The information drive may include fliers, leaflets and other information materials on COVID-19 through the help of barangay health workers, other officials and members of non-government organization in the area. d. Ensure that only the official information and date provided by the DOH and WHO Philippines is used in advisories, updates and information disseminated on information materials, websites and social media accounts. e. Tap the local media in informing the public about COVID-19 and the measures necessary to prevent and contain disease. f. Conduct a city-wide cleanliness and sanitation campaign. g. All private businesses and properties are enjoined to implement their own periodic precautionary measure against the threat of COVID-19. h. Monitor the prices of medicines and medical devices and cause the filing of appropriate charges against any person or entity involved. i. The business permits and licensing office shall conduct regular inspections, price control and monitoring activities and may impose administrative fines against erring entities or establishments or recommend prosecution of violation of this ordinance.

Sanggalang AN ORDINANCE PROVIDING FOR THE PREVENTION, MITIGATION AND PREPAREDNESS FOR THE CONTAINMENT OF THE 2019 NOVEL CORONAVIRUS ACUTE REPIRATORY DISEASE (COVID-19), IMPOSING SANCTIONS FOR VIOLATION THEREOF AND FOR OTHER PURPOSES. WHEREAS, based on the report of the World Health Organization (WHO) as of 5 March 2020, the Novel Coronavirus Disease (COVID-19) has affected eighty-five (85) countries with fourteen thousand six hundred seventy – eight (14,678) confirmed cases and two hundred sixty seven (267) deaths. In response to the growing concern over the outbreak and the declaration of the World Health Organization (WHO) that the 2019 novel coronavirus (COVID-19) is now a public health emergency of international concern; WHEREAS, concrete and proactive steps must be undertaken to prevent, contain and restrict the possibility of spreading epidemic within the territorial jurisdiction of Malaybalay City; WHEREAS, pursuant to Article 2, Section 15 of the 1987 Constitution and section 16 and 17 the General Welfare Clause of the Local Government Code, local government units are charged with the promotion of the health and safety within their jurisdictions, including the provisions of services to control communicable diseases. As such, they must take the lead in the prevention and control of coronavirus at the local level. NOW THEREFORE, be it ordained by the City Council of Malaybalay in session assembled. Section 1.

TITLE. This shall be known as the “Anti-COVID-19 Ordinance of 2020”

Section 2.

DECLARATION OF POLICY. It is an adopted policy that the City Government of Malaybalay shall promote and ensure the protection of the health and safety of its residents from all forms of communicable and noncommunicable diseases, especially those which have epidemic effects. The Philippines is already one of the several countries with a confirmed COVID-19 case. As of 9 March 2020, there are twenty (20) confirmed cases in the Philippines. This raises the level of urgency and immediate actions to prevent the occurrence of a national epidemic.

Section 3

DEFINITION OF TERMS. For purposes of this Ordinance, unless the contrary is indicated, the following terms mean and shall be constructed as follows:

a. COVID-19. Coronavirus disease or COVID-19 is a highly infectious respiratory disease caused by the most recently discovered severe acute respiratory syndrome coronavirus – 2(SARS0CoV-2). The most common symptoms of COVID-19 are fever, tiredness and dry cough. b. Patients Under Investigation (PUI). Any person, regardless of nationality, race and age who has symptoms such as fever, cough, colds or sore throat with either travel history to areas with local transmission or confirmed COVID-19 cases and/pr history of exposure fourteen (14) days prior to onset of symptoms. They are mandated to undergo hospital admission. c. Patients Under Monitoring (PUM). Any person, regardless of nationality, race and age who have no symptoms but with either travel history to areas with local transmission or confirmed COVID-19 cases and/or history of exposure. They are mandated to undergo a fourteen (14) – day self-quarantine. d. Local Transmission. Indicates that the source of infection is within the reporting location. e. Community Transmission. Widespread transmission beyond the defined geographical area evidenced by the inability to relate confirmed cases through chains of transmission for a large number of cases. f. History of Exposure. This includes (i) contact with a confirmed or probable case of COVID-19 infection; and (ii) worked in or attend a health care facility where patients with confirmed probable COVID-19 patients were being treated. A contact is a person involved in any of the following (i) providing direct care for COVID-19 patients, working with health care workers infected with novel coronavirus, visiting patients or staying in the same close proximity or sharing the same classroom environment with COVID-19 patient; (iii) travelling together with COVID-19 patient in any of conveyance; (iv) living in the same household as a COVID-19 patient within a fourteen (14) - day period after the onset of symptoms in the case under consideration. g. Quarantine. The limitation of movement by competent authority of persons who have been exposed or are suspected to have been exposed to a person inflicted with a communicable disease. This includes voluntary home confinement which is the voluntary limitation of movement of a person within the confines of the person’ residence for a period of not less than fourteen (14) days. Section 4.

RULES AND PROCEDURES FOR QUARANTINE OF SUSPECTED OR CONFIRMED CORONAVIRUS VICTIM.

The roles and responsibilities of local officials and teams are as follows:

Local Health Office in close coordination with Regional DOH - Regularly check the condition of the PUMs over the course of the home quarantine through the Barangay Health Emergency Response Teams. - Issue Certification of completion of fourteen (14) day quarantine and clearance, as the case may be. Philippine National Police - Effect compulsory confinement of persons arriving from a country with confirmed COVID-19 cases who refuse to undergo home confinement or voluntary quarantine at the BIU and ensure they are able to complete the fourteen (14) day quarantine period, in the unlikely event that Punong Barangay and the BHERT fail to convince the subject person or persons to - Voluntarily undergo the fourteen (14) – day quarantine. Barangay Health Emergency Response Teams - If symptoms are observed, immediately isolate and confine the arriving resident, now a PUI, to the BUI, prior to his or her immediate safe transfer to a DOH – designated referral center or quarantine facility for further examination and treatment. - Place the rest of the household under fourteen (14) day home confinement. Repeat the process for them, including contact – tracing. - If no symptoms are observed after fourteen (14) – day voluntary quarantine, report to the Punong Barangay who will inform the City Health Officer and recommend the lifting of quarantine and certify the PUI free from COVID-19 infection.

Section 5.

PROTOCOLS FOR CONFIRMED CASE/S OF LOCAL TRANSMISSION.

Cases of local transmission include Filipinos and foreigners residing in the City. To prevent more cases of local transmission and community transmission, the City Mayor shall adopt measures against the possibility of spread COVD-19 to include but not limited to the following:

Declare a state of calamity if there is a confirmed case of local transmission in the locality. Direct Local Disaster Risk Reduction and Management Council to assess the proximity of areas near the city where confirmed case of local transmission resides or frequents. The LDRRMC will submit a report to the Local Chief Executive with recommendations for the suspension of classes or work in public offices in the proximity. Work closely with the Department of Health in conducting contact tracing. Disseminate to the public the results of contact tracing and areas where the confirmed case frequented. Mandate those who may have been in contact with the confirmed case to monitor symptoms of COVID-19 and submit to voluntarily testing if symptoms arise. Direct the BHERT to refer individual person who are certain to have been in contact with a confirmed case and suffering from the symptoms of COVID-19 within fourteen (14) days of the confirmation of the disease, in the unlikely event that the Punong Barangay and the BHERT fail to convince the subject person or persons to voluntarily undergo testing. Direct the PNP to effect mandatory testing for those confirmed to be in contact with confirmed case/s of COVID-19 and showing symptoms within fourteen 9140 days of the confirmation of the disease, in the unlikely event that the Punong Barangay and the BHERT fail to convince the subject person or persons to voluntarily undergo testing. Direct the Local Health Office to strictly enforce home quarantine of patients under investigation. Checkpoints and other means of curtailing the movements of concerned persons, vehicles and animals may be enforced provided the same is for a definite and limited duration of time and due regard is given to the constitutional rights of all individuals. When directed by the Secretary of Health, the transport and conduction of COVID-19 patients to the hospitals or health centers for isolation and treatment shall be allowed and upheld. No arrests and detentions shall be enforced except upon lawful process emanating from the courts or upon order of quarantine of the Secretary of Health in accordance with law for the purpose of preventing the introduction, transmission or spread of COVID-19. This Ordinance shall adopt the exceptions provided in item 4, of Executive Order No. 13, Series of 2020 of the Provincial Governor, dated 17 march 2020, relative to the curtailment of movement to be enforced at checkpoints.

Organize Barangay Health Emergency Response Team (BHERTs) at the minimum ratio of one team for every five thousand (5,000) population and them to help implement prevention, mitigation, preparedness and response measure for the nCOV ARD. Provide all medical staff, ambulance crew, BHERT members and other local health care workers including the PNP and BFP personnel who will potentially be exposed to or get in direct contact with PUI, with appropriate personal protective equipment. Mandatory requirement to all owner/proprietors/administrators of private establishments, including private hospitals to formulate their own safety measures to protect their employees. Mandatory requirement to crematorium and/or funeral and embalming establishments to provide for the immediate cremation/burial of any person confirmed or suspected to have dies of COVID-19. These establishments are further required to coordinate with the DOH and/or local health authorities in formulating for the safe handling of the remains of persons confirmed or suspected to have died of COVID-19. Direct all Punong Barangays to identify and designate an appropriate place that will serve as the barangay isolation unit in coordination with the City Health Office. Monitor the arrival of barangay residents who recently arrived in the Philippines from a country with confirmed COVID-19 cases and coordinate with the Punong Barangay on actions taken.

Section 7.

FUNDING

The appropriate funding for the implementation of this ordinance shall be taken from the funds of the City, the Calamity Fund of the City may be utilized subject to the provisions of Republic Act No. 8185, amending Section 324 (d) of the Republic Act No. 7160, as amended, the City Mayor is hereby authorized to utilize the calamity fund and the usual accounting and auditing procedures.

Section 8.

PROHIBITED ACTS

The following shall be prohibited under this ordinance: A. Non – cooperation of persons identified as having the disease:

Any person who shall refuse to follow the protocol provided by the DOH with regard to persons confirmed to have COVID-19. Any person who refuse to undergo quarantine despite being mandated by the DOH or local health office. Any health worker who shall negligently perform duties imposed upon him/her by the DOH, local health office or similar institution. Refusal to subject himself to medical examination or testing that shall be required by the LGU or DOH as stated in section 4 and 5, hereof.

Non – cooperation of entities or establishments:

Any establishments who neglects to follow quarantine procedures. Any establishments who refuse to extend appropriate assistance and support to those who contracted the disease. Non – disclosure or misrepresentation of travel history or medical condition.

Section 9.

PENAL PROVISIONS

Any person or entity who have been found to violate the sections on prohibited acts shall be subjected to the following penalties:

Persons who were confirmed to have COVID-19 shall undergo a mandatory quarantine or other confinement identified by the DOH. In case of minors, the minor shall be subject to confinement with the consent/approval of parents or legal guardians. Refusal to follow the protocols despite the issuance of DOH orders and LGU ordinance shall be penalized with a fine of Five Thousand Pesos (P5, 000.00). 2. Establishment owners/proprietors who negligently followed the protocols (medical supplies/quarantine protocols) will be penalized with a fine of Five Thousand Pesos (P5, 000.00) or suffer imprisonment of not more than one (1) year at the discretion of the court. 3. Establishment owners or entities who refuse or negligently perform orders of the DOH and local health office shall be subjected to a suspension or have their license revoke upon finding of any violation of this act. 4. Any morgue, crematorium, funeral or embalming establishments offering cremation services who refuse to cremate or embalm any person confirmed to have died from COVID-19 despite the written permission from the immediate family of the victim of the department of health shall be subject to closure and cancellations of their business and mayor’s permit and the owners, proprietors and/or managers of the said establishments shall be penalized with a fine not exceeding Five Thousand Pesos (P5,000.00) or an imprisonment of not more than one (1) year or both at the discretion of the court. 5. Those person who purposely and willingly disseminate fraudulent news that cause panic, distress and disturbance of public peace shall suffer a fine of Five Thousand Pesos (P5, 000.00) and imprisonment of twelve (12) hours without prejudice to the filing of other charges for violation of other laws. 6. Non-disclosure or misrepresentation of travel history or medical condition shall be punishable with a fine of Five Thousand Pesos (P5, 000.00) or an imprisonment of not more than one (1) year or both at the discretion of the court. Section 10. APPLICABILTIY OF OTHER LAWS. Laws, ordinances and executive orders not contrary hereto have suppletory application where applicable. Section 11. SEPERATION CLAUSE. If any provision of this ordinance is declared invalid or unconstitutional, other parts or provisions thereof which are not affected thereby shall remain in full force and effect. Section 12. REPEALING CLAUSE. All ordinances found to be inconsistent with this ordinances are hereby repealed or modified accordingly. Section 13. EFFECTIVITY. This ordinance shall take effect immediately after its posting three (3) prominent places and publication in one (1) local newspaper of general circulation. Smart, DLP webinar to push for crisis-resilient education strategy By Smart Communications Inc

THE pandemic has affected all industries all over the world, forcing change in the way things are done to cope with what is now called the “New Normal”. In the Philippines, this fundamental change is most evident and even pressing in the education sector with the approaching opening of the new school year. Schools and educators are now looking to new strategies to deliver quality education to students outside the classroom, especially to those in far-flung areas with even more challenging circumstances. These include online to TV and radio to printed modules. It is in this context that the CVIF-Dynamic Learning Program or DLP – a disaster-resilient, innovative, and low-budget teaching strategy – proves to be very effective. The brainchild of Filipino Theoretical Physicists and Ramon Magsaysay laureates Dr. Christopher Bernido and Dr. Ma. Victoria Carpio-Bernido, the program is designed to train students to learn independently, effectively, and responsibly, even

with minimal supervision from both teachers and parents. It focuses on student activity and aims to produce students whose competence in the Science, Mathematics, Engineering, and Technology (STEM) disciplines are comparable to global standards. First implemented in 2002 in the Central Visayan Institute Foundation (CVIF), the Bernidos’ secondary school in Jagna, Bohol, DLP immediately yielded positive results. Students showed improved academic performance in class and on national scholastic aptitude tests and higher success rates in entrance exams in premier universities in the country and abroad. This, with zero homework and face-to-face interaction with a teacher for an equivalent of only 20 percent of school time. The program has since been rolled out in public and private schools all over the country. Davao Christian High School adopted DLP in 2005, and this helped the school successfully transition to online classes after the pandemic was declared, according to Desi

Magnaye, Junior High School Principal. “Our transition to an online platform has been more manageable. We upload the activity sheets needed by the students for the day. These learning activity sheets are to be copied by hand, and once they are done, they submit a photo or PDF of their completed work via the online platform,” he explains. DLP has also been suc-

cessfully implemented in the Alternative Learning System (ALS), the flagship program of the Department of Education that offers second-chance education to youth and adults who failed to complete basic education. The typical situation In ALS mirrors the challenges now faced by formal education: there are no classrooms and workbooks, teachers to cater to learners in different levels all at the same time. Faceto-face classes are held only once a week, and because of the learners’ financial circumstances, printed rather than online modules are used, and learners have to accomplish assignments on their own. With DLP, ALS teachers have been able to bypass these challenges. “DLP is the answer to all our problems,” exclaims Renato A. Cayetano Jr., district coordinator of ALS in Bacnotan, La Union. DLP’s Learning Activity Sheets trained ALS students to read and write, and this enhanced lesson retention, Cayetano says. “The activity sheet is easily understood without teacher supervision, which works well in far flung areas, and without need for varied instructional materials. It can

be answered or studied even outside the classroom and at the learner’s convenient time, which is ideal for our working students,” he explains. Most remarkable was the improved academic performance of the students, he adds. In DLP, pre-developed Learning Activity Sheets is a key component.
