Maute ‘bomb maker’nabbed

ILIGAN City--A suspected member of the Maute Group bearing the surname “Maute” was arrested Thursday morning by a composite team of government law enforcers in Sta. Cruz, Barangay Macasandig in Cagayan de Oro City.

Initial police and military reports said the youngest brother of Maute Group leaders Omar Romato Maute and Abdullah Romato Maute, was arrested on the basis of Arrest Order No. 1 issued by Defense Secretary and Martial Law Administrator Delfin Lorenzana on May 29.

The Arrest Order, however, lists two Mautes named Mohammad: Mohammadkhayam Romato Maute @Otto and

Mohammad Noaim Maute, Abu Jadid.

Arrested was one Mohammad Noaim Maute @ Abu Jadid and @Almahid Pangompig Romato.

The report said the suspect was “using a fake student ID of Mindanao State University” allegedly using the name Alfaiz P. Mamintal.

The arrest was undertaken by the members of the Martial Law Special Action Group (MLSAG) composed of elements from the Army’s 4th Infantry Division, National Intelligence Coordinating Agency, Police Regional Office Northern Mindanao, Cagayan de Oro City Police Office, Police Station 9 and Regional Intelligence Unit of the Philippine National Police. Inmates skip meal to help IDPs in Marawi

COTABATO City--Inmates of North Cotabato District Jail, wanting to share the pain of residents of the besieged city of Marawi, took a giant step to share what they can, jail officials here said today.

Jail Superintendent Simeon Dolojo, North Cotabato District Jail warden, told reporters that the idea to skip one meal came from the inmates who told jail officials they wanted to help Marawi IDPs. The budget intended for one meal of more than 1,000 inmates was used to purchase rice, noodles, canned goods and other non-food items.

”It was a brilliant idea,” he said in a separate radio interview. “While they were law offenders, a good part of their heart says they can still do good,” he added.

In fact, Dolojo said, the inmates helped in repacking the goods. “Sharing for the needy is alive among the inmates,” he said.

The goods will be sent to Bureau of Jail Management Regional Office (BJMPRO) in Koronadal City. Jail personnel from the regional office will bring the goods to Marawi City BJMP. The number of internally-displaced people (IDP) from Marawi City is now 183, 557 with more residents yet to be accounted for.

Teachers slam Diokno, to hold protest rally today

CAGAYAN de Oro City-The Alliance of Concerned Teachers (ACT) will gather at 2 p.m. today (June 16) at the Department of Budget and Management (DBM) to protest the statement of Secretary Benjamin Diokno urging President Rodrigo Duterte to veto the proposed increase in teaching supplies allowance for teachers.

In a press statement, ACT secretary General Raymond D. Basilio said the teachers will also reiterate its call for salary increase in this afternoon’s protest rally.

Basilio said the teachers will again troop the gate of DBM after its secretary positioned against the enactment of the P5,000 Teaching Supplies Allowance for public school teachers. Last year, he said Diokno also called the public school teachers as “ambitious” as they call for salary increase.

Currently, the Teaching

Supplies Allowance received by all public school teachers is P2,500 annually and is used to procure different teaching materials such as chalk, manila papers, materials for visual aids, materials for group works/ workshops and many others.

“Clearly, the current amount is not enough and the huge deficiency is solely financed by the teachers from their meager salary,” said Basilio.

In many cases, he said teachers themselves would even procure essential equipment like computer, projector, voice amplifiers, etc. just to make their delivery of instruction effective.

“In many cases, teachers are the ones paying for these expenses and some would even resort to borrowing money from lending institutions.”

ZAMBOANGA CITY -- The Autonomous Reg i on in Muslim M i n d an a o ( A R M M ) has allocated PhP77 million to fund relief assistance to the over 200,000 internally displaced persons (IDPs) brought about by the ongoing fig hting in Marawi City.

ARMM Gov. Mujiv Hataman on Thursday disclosed they have so far spent PhP35 million in humanitarian aid for the Marawi City siege IDPs. Hataman said the expenditure covers urgent relief for the more than 200,000 IDPs.

Latest update from the ARMM’s crisis mana g e m e nt c o m m i t t e e (CMC) indicated the regional government has served relief packs to 200,234 e v a c ue e s and provided medical services to 4,003 individuals.

The CMC has responded to the emergency needs of the Marawi residents through a 24/7 emergency helpline “We need to help ease the burden and alleviate the suffering of the people of Marawi City,” Hataman said.

He said the current funds from the regional government can still

respond to the needs of the IDPs. The CMC has so far managed to save at least 5,132 trapped or stranded civilians in the conflict zone of Marawi City as the fighting entered on its third week.

Around 1,079 civilians are still inside the conflict zone and need to be rescued immediately.

The firefight started on May 23 when the members of the Maute group went berserk and occupied several establishments when troops raided the hideout of Abu Sayyaf leader Isnilon Hapilon.

The Maute members are providing protection to Hapilon, who fled to Marawi City, to escape the pursuing troops in Basilan province.

Meanwhile, the Department of Health in ARMM (DOH-ARMM) has set up an operation center in Iligan City to provide medical assistance to the evacuees.

officials highlighted the limits set by, among others, the terrain on prosecuting the offensive against the Maute Group.

The briefing followed the death of 13 Marines in an ambush, so far the highest number of casualties in a single encounter with the armed group. Ten days before the ambush, “friendly fire” from a combat chopper killed 11 soldiers in the downtown area.

Yet despite mounting casualties and indications that the Maute Group has shown resiliency in the face of superior military firepower and manpower, top generals of the Armed Forces expressed confidence it’s only “a matter of time” before the militants are driven out or eliminated since they are isolated in two buildings. “Konting pasensya lang (Just a little patience),” Armed Forces Chief of Staff General Eduardo Ano said during Sunday’s press briefing.

Ano said that although “we don’t want to lose men” the statistics (casualties) is “acceptable” in that they are fighting a hybrid war, that is, a combination of conventional and non-conventional warfare. “We’re pushing them at the expense of losing the lives of soldiers.”

He said the presence of trapped civilians was slowing down their offensive. Besides, he said, “they (Maute Group) don’t play by the rules.” Nonetheless, he claimed that government is “winning and gaining.”

Lorenzana said they were constrained by “some laws” and concern for the safety of civilians thus casualties could not be avoided.

As to plans to arm civilians who will defend their communities from attacks, Lorenzana said it will be done after the crisis is over.

He said they have to ensure that the firearms won’t go to the Maute Group.

For his part, Lt. Gen. Carlito Galvez, chief of the Western Mindanao Command, said it appears that the Maute Group had made preparations to occupy high structures. He said it took them three days to recapture the buildings fronting Banggolo Bridge because the underground tunnels there serve as a “rat hole” for the attackers. “The terrain is theirs.”

Galvez said the same bridge puts government forces at a disadvantage because they have to cross it from a lower position, making them easy targets for snipers.

He said they observed the calibrated use of force before resorting to artillery and aerial bombardment.

He noted that even artillery has proved ineffective, as the walls of the buildings are impenetrable by rockets and 105 mm howitzers.

Lorenzana said that whether the aerial bombardment would continue or stop will be up to the ground commander, in this case, Galvez of Westmincom.

The above-mentioned two House Bill Numbers 4141 and 4143 were already on the third reading. In other words, it was about to be approved. If approved, Iligan City will reduce to a barrio or barangay. During that time also, the newly elected City Mayor Atty.

Camilo P. Cabili, knowing of the arbitrariness of subject two House Bills against him as newly elected City Mayor, without much delay, he went to Congress and articulately defended for the scrapping of the passage of the subject bills: 4141 and 4143 into law and the Congress was convinced that subject House Bills Sponsored by the then Congressman Laurentino Badelles were capricious and arbitrary, devoid of logic and common sense, which was why Iligan City was undivided since that time up to the present. To me, correct me if I am wrong, I considered it as a politically motivated vendetta without cause against former City Mayor Camilo P. Cabili. Asa-matter-of-fact he became the undisputed political icon of Iligan City or NiÑO BONITO. He reigns as City Mayor in Iligan City for 28 years. He was undefeated in seven consecutive elections for City Mayor.

Such history of political vindictiveness has repeated in our time, this 21st-century political landscape in Iligan City. We cannot deny the fact that the political history of vindictiveness has repeated itself right here in Iligan City. We, Iliganons, knew for a fact, that our beloved City Mayor Celso G. Regencia has been under the baptism of political vindictiveness and baptism of political cruelty by his political adversaries, not only to oust him as City Mayor, but, if, indeed, there will be chance(s) too appropriate enough to liquidate him

by his political adversaries hired killer perhaps, he might as well be dead by now, as there were several attempted instances with semblances to liquidate him. Such failures then have changed their vindictive action by filing fabricated crimes against him for three (3) counts of murder and four (4) counts of frustrated murder, which, as its consequence, catapulted his incarceration for more than a year, aside from his suspension for six months’ time even such suspension order was in violation of Republic Act 7160. Those fabricated crimes failed to hold water anyway, therefore, he was exonerated of all the cases filed against him.

Aggrieved of by the decision promulgated by the Department of Justice and that of Judge Ferdinand C. Baylon of the Regional Trial Court 77, Quezon City, one of his political enemies Rudiric Marzo, a defeated candidate for City Mayor in the 2016 election, together with his defeated councilors, filed a case against City Mayor Celso G. Regencia for Grave Misconduct and, to the surprise of the concerned Iliganons, he was convicted by the Ombudsman, which the decision promulgated was so harsh: imagine, perpetual disqualification from holding office. In that instance then of the subject decision, his political adversaries were feasting with fanfare. But after such celebration, it turned into sour when, on 11 May 2017, the (Special) Twenty-Second Division of the Court of Appeals, issued a Resolution granting petitioner’s prayer for a Temporary Restraining Order, the pertinent portion of which reads: In this light, the Court resolves to grant petitioner’s application for the issuance of TRO in order not to render the reliefs prayed for as moot and academic

pending the determination of the prayer for a writ of preliminary injunction, the DILG, therefore, is ordered to cease and desist from implementing the assailed Order of the Ombudsman dismissing petitioner during the pendency of his petition for certiorari and prohibition.

XU Soundtable is the umbrella organization of all rock-inclined bands in Xavier University. It has been in existence since 1998. I decided to interview their current president Jasper Edgar Olarte on their plans for the upcoming school year. The following is the interview: Q: Can you tell me when Soundtable started?

A: . Soundtable was founded in 1998, started out by students inside Xavier University. It was an official org in XU for music aficionados.

Q: When did you become president of Soundtable?

A: The election awsa held March of this year and I was elected as President for sy.

2017 – 2018 Q: When you inherited Soundtable, how many bands were existing? Of course, some band members have already graduated. Will these bands sort of become advisers to the lower class?

A: There are 5 bands as of now. All of the alumni have there own careers respectively.

Most of their work is not related to music at all. But their passion for music is still their.

They are still part the the org, setting as advisers for new and present student members.

Q: Right now as we begin the school year, how many rock bands are there in XU? A: There are a number of bands within XU. Some of them are member of CIM. To some up with our own, there would be about 10 or more, excluding those lingering bands of other XU students.

Q: Given that there are already lots of genres that students are interested nowadays, how relevant is still the rock and alternative scene in CDO? A: In this generation where EDM and Pop music is the fad, we have questions in mind(ako tingale hehe). Is good music still relevant? New rhythm that is not repetitive and redundant? The ones with essence? lyrics to ponder for there is a message hidden between the lines? Good music comes in all forms and not just rock alone. CDO is the center of music culture here in NorthMin. Indie Bands from different cities and municipalities within the region share their music in the hopes of giving listeners another option to dig

into. Wala lang gyuy dagko nga pagtagad kay most of the organizers and promoters are into things more attractive to the people, hence profit.

Gamay ra ang outlet sa mga bands diri sa cdo, but the scene is slowly emerging with the help of those organizations who promote local music.

Q: For instance in XU alone, if naa mo gig, pila kaha kabuok ang nasa audience na audience lng jd....dli akip sa banda na next motukar?

A: Events within XU especially Xavier Days, soundtable would cater hundreds of audiences. Given the norm that everyday of the festival, present ang Soundtable and is performing morning till evening together with own members and invited guests.

Daghan pud events spearheaded by alumni outside sa XU, inviting bands from manila to our own city. And daghan gyud mga gaadto.

Q: How do you attract the students to still embrace rock? In your personal feeling, why do you love alternative music? Can you convince us the readers na mas tsada sya kay sa ubang genre?

A: . We grew up looking up to those bands who gave us songs we could enjoy and relate to. That’s one way to attract students to join the org. They are given the opportunity to play on stage.

But before that, the org equips them with the things they need to deliver a good show: Music Theory, Proper Stage Etiquette, The Right Attitude.

nga music and dle ra ga center sa rock. Sa event palang daan last sat there were a number of genres: mainstream pop, punk rock, alternative rock, nu metal, reggae metal, deathcore to name a few. What we would like to encourage readers is to find the music succulent to their taste. It just happened that Soundtable is much more inclined to heavier stuff .

Q: Sa composition, how do you inspire the Soundtable members na mas tsada jd ang original composition? Any tips both in music and in lyrics... unsay mas tsada na i-compose

A: We invite alumni and other known names in cdo to share their stories about their ventures in music to our members. The current members also have a thing or two to share unto them. There are are lot of local material we let them listen to, to lit up their urge to create their own music. It is up to them to create their own tone, something they could deem their own and nobody else. Tip lang is dili mag dali, every good piece of art takes time to perfect. Music is art as well. Learn the right dynamics to create one.

Quarrying decreased fresh water fish production - NEDA EDITOR : ALLAN M. MEDIANTE

QUARRYING in several areas in Northern Mindanao has contributed to a decrease in freshwater fish production for the first quarter of 2017.

In its quarterly report released yesterday, the National Economic and Development Authority (NEDA) 10 reported that there were only 168 metric tons of freshwater fish produced between January to March as compared to 290 metric tons for the same period last year or a decline of 42 percent.

This has partly contributed to a decline in overall fish production in Northern Mindanao for the period by 11 percent.

Total fish production in the region is only at 33,640 metric tons compared to 38,058 metric tons for the first quarter of 2016, consisting of produce from brackish water, freshwater, fish cages, commercial and municipal waters.

NEDA 10 specialist Clark Clarete also attributed decrease to the decision of some fisherfolk in Misamis Occidental to unload their catch in the Zamboanga

region.

“Other factors also contributed such as the dry docking of many fishing boats in Camiguin and weather disturbances in Misamis Oriental. Another contributing factor was the strong water current in the Napocor reservoir in Bukidnon and the quarrying activities in some rivers, destroying inland fish habitat,” Clarete said.

Clarete likewise reported that seaweeds production declined due to siltation in Lanao del Norte attributed to weather-caused landslides. “Some farmers were also discouraged to continue their rearing operation due to low buying price,” he added.

Meanwhile, palay production of Northern Mindanao exceeded its level for the first quarter of this year by 9.11 percent as compared to the same period last year, bringing the total production to 185,682 metric tons, translating to 1.3 million bags of total stocks.

Rice sufficiency for the inhabitants of Region 10 is at 83.7 percent, seven percent points higher than in the first quarter of 2016.

NM palay production exceeds level for Q1

Clarete attributed the increase to both adequate irrigation and rainfall in the region particularly in Misamis Oriental and Lanao del Norte as well as availability of hybrid seeds coming from the Department of Agriculture (DA).

Corn production likewise increased by 27.12 percent to 316,675 metric tons for the same comparative periods.

“Increases were more pronounced in Camiguin and Misamis Oriental for both white and yellow corn varieties due to favourable weather,” Clarete told local journalists during a press conference on the matter that day.

Northern Mindanao’s number one export, coconut and its by-products, lowered by 1.77 percent though.

Other industrial crops such as sugarcane, banana and pineapple did not fare well too decreasing production by 16 percent.

But household consumables such as vegetables, rootcrops and fruit crops increased yield during the period.

Combined livestock and poultry production reached 20,586 heads, up 3.4 percent from the previous year’s level.

After road mishap, LTFRB suspends northbound operation of UV Express Service DAVAO CIT Y (MindaNews) – The Land Transportation Franchising and Regulatory Board (LTFRB) has issued a cease and desist order against the northbound operation of the UV Express Service after its passenger vehicle collided with a truck that left 10 passengers dead and 8 others injured early morning Wednesday at Crossing Mahayag in Tibungco here.

In a two-page resolution issued on Wednesday, the LTFRB said the suspension covers only routes going to and from Davao City in the north “including but not limited to Tagum City/Mati, and Compostela Valley” until further notice from the board and pending “serious and thorough review of their operations and inspections of the PUVs concerned.”

It said the company’s non-compliance with the board resolution will be

dealt with accordingly and be sanctioned with proper penalties when warranted.

The resolution, which was signed by LTFRB chair Martin B. Delgra III and board members Aileen Lourdes A. Lizada and Ronaldo F. Corpus, stated that board has received various complaints against UV Express that its drivers plying the northern route were “engaged in reckless driving and over speeding, endangering the lives and limbs of the commuting public.”

It said it recorded four vehicular accidents involving the passenger vans owned by UV Express in the Davao Region from October 2016 to March 2017.

The LTFRB has also called on the local government units (LGUs) to heed the call and encourage their constituents to take the buses in light of the

dangerous accidents that resulted in the deaths of many passengers.

In a police report, the Toyota Hi Ace commuter van, driven by Joey Alcazaren, overtook a vehicle when it crashed head-on with a truck, an Isuzu Forward Dropside, driven by Juanito B. Labrigas, coming from the opposite lane in Bunawan.

The collision killed Alcazaren and his helper, Richard Maley, and passengers Jonard Beldera, Mary May Misa, Jabey Monsales, Rosalinda Subingsubing, Reyvens Ravena, Domingo Carmona, and two unidentified victims.

The bodies of the victims were brought to Rivera Funeral Homes.

In a statement, Vice Mayor Paolo Duterte expressed dismay over the accident and pushed to fully implement the speed limit policy in 2013 to decrease

the number of vehicular accidents.

“The speed limit ordinance of Davao City is aimed specifically at putting an end to deadly vehicular accidents in the city. When it was first implemented four years ago, we saw a remarkable decrease on deaths from vehicular accidents,” he said.

The vice mayor said erring drivers could not be apprehended because of “under the table” transactions with traffic officers.

“Yes, that is an accusation because I have informants,” Duterte said.

9 dead, 12 hurt in Davao road mishap DAVAO C IT Y-- Nine people died and 12 others were injured as the passenger van they were riding rammed into a truck for warder Wednesday morning along the DavaoAgusan National Highway in Bunawan, Davao City.

Bunawan police said nine of those injured are in critical condition.

The vice mayor said the speed limit ordinance of Davao City is aimed specifically at putting an end to deadly vehicular accidents in the city. During its first four years of implementation, the city already saw decrease in vehicular accidents.

Noting that vehicular accidents have increased recently, Vice Mayor Paolo admitted that “authorities have again faltered in their duties and obligations”.

He said he has been reminding transportation and traffic officials to constantly remind van drivers entering Davao City to observe the speed limit. GST for media practitioners given by local coop

TAGUM CITY, Davao del Norte -- March is still far away to celebrate Women’s Month but gender issues go on appearing in the daily lives of media practitioners who have to face the daily grind of event coverage on top of attending to their personal undertakings.

The Philippine Information Agency (PIA) 11 through its Davao del Norte Information Center based in Tagum City, has found a potent partner to integrate understanding and appreciation of gender issues. It has tied with Tagum Coop in providing Gender Sensity Training (GST) for media practitioners.

After quite a long gestation period due to hectic schedules of both parties, the GST happened on June 07 at the Boardroom of Tagum Cooperative.

The idea of a GST for media practitioners was an offshoot of the regular hosting of Tagum Biz Talk at Big 8 on Women’s Month for the past three years.

PIA 11 invited panellists from other civic, government and non-government organizations to sit as guests of the Biz Talk episode on Women. It did not miss drawing a guest from Tagum Coop, known for its strong advocacy on Women Rights, Gender Equality, Gender and Development.

“Tagum Cooperative has been a known gender advocate. Gender and Development is a foremost right of our co-operators,” Tagum Cooperative Chairperson Fe J. Adlawan said during her welcome remarks of the recently-held GST. “Due to our commitment to Gender Equality, and Gender and Development, we have become a center for excellence in Gender and Development in Mindanao,” she added.

With the approval of the members of the Board of Directors, Tagum Coop handled the GST for media practitioners of Tagum, and even shouldered the expenses of holding it.

With about 20 participants, the GST rolled off starting with “Basic Gender

Concepts” discussed by Tagum Coop Gender focal person Leslie Canuto; “Gender Socialization and Gender Issues in Households, Workplace and in the Community” by Tagum Coop Director Evelia Sator; and “Gender and Development and Family Enrichment (Family Budgeting and Financial Counselling)”

by Tagum Coop Director Rosalina Argent.

Open forum and discussion on gender issues personally experienced by participants were laid open.

Speakers helped participants understand the situation and counselled them how to handle those issues.

Participants were guided on how to identify gender issues which Director Sator categorized, in her discussion, as Marginalization, Gender Stereotyping, Subordination, Multiple Burden, Violence (domestic violence and sexual harassment).

Ramadan is a blessed Month to our Muslim brethen.this is the season where Islam belivers all over word abstain from foof, drink and other physical needs during the day light hours. Daily fasts begin at dawn and end with sunset.

This Month-long sacrifice will help every Muslim in cleansing thenselves-physically, mentally and Spiritully.
