EVEN as he is confident that Cagayan de Oro will rise up with an indomitable spirit from the coronavirus crisis along with the rest of the country, Mayor Oscar Moreno once again is pushing for the metropolization of the city along with neighboring areas as the city is pumping up to recover from the pandemic. 1st COVID-19 positive in Misamis Oriental By CRIS DIAZ Executive Editor
MISAMIS ORIENTAL: Provincial Governor Yevgeny Vincente Emano on Saturday confirmed the first COVID-19 positive case in Misamis Oriental. Emano said that the patient, a male Overseas Filipino Worker (OFW), arrived June 6, 2020, at the Laguindingan Airport in Misamis Oriental and immediately underwent the 14-day quarantine period. He said that the province’s inter-agency task force informed the immediate family of the OFW about the patient who was brought to the province’s isolation unit.
He said that the patient, a resident of Libertad, a coastal town west of Misamis Oriental, underwent a rapid testing diagnoses after showing symptoms like coughing and sore throat. “A swab taken from the patient was submitted for reverse transcription – polymerase chain reaction (RTPCR), which confirmed that the patient was COVID-19 positive,” Emano said. He said that the patient, in stable condition, was immediately transported to the Northern Mindanao Medical Center (NMMC) in Cagayan De Oro City to undergo appropriate treatment.

MISAMIS ORIENTAL: An army worms attacked the farming villages in Bukidnon and Misamis Oriental inflicting damage to about 4,800-hectare of cornfields, agriculture officials said Saturday. Carlene Collado, Regional Director, of the Department of Agriculture in Northern Mindanao, said that the army worms known as “Fall Armyworms” (FAW) infested 35 farming towns, mostly in Bukidnon and Misamis Oriental. She said that 25 percent of the corn farms in Bukidnon and another 5 percent
ental have been gravely affected. “We are trying to minimize the damage by spraying the affected cornfields in order to contain the spread of the FAW,” Collado said. The FAW is a strong flier, that could fly long distances annually, especially during the summer months and the onset of the rainy season. DSWD taps GCash for digital distribution of SAP GCash, the leading mobile wallet in the Philippines, has been tapped by the Department of Social Works and Development (DSWD) for the disbursement of its digital financial aid in a bid to hasten the distribution of the cash assistance to its beneficiaries.
Now, beneficiaries of the Social Amelioration Program (SAP) may choose to receive their cash aid safely, securely, and conveniently via GCash. By simply registering in the newlylaunched online platform called ReliefAgad, beneficiaries may apply for the cash aid without the need to line up at government centers, thereby reducing the risk of COVID-19 transmission. “The government’s decision to tap financial technology (fintech) players to disburse financial assistance to those who are severely affected by the pandemic is very commendable. Using the GCash platform for the program ensures that the distribution of cash aid is not only secure and convenient, but also reduces the risk of spreading the virus,” GCash President Martha Sazon said. The DSWD has decided to digitalize the second tranche of the SAP through a partnership with the tech organization Developers Connect Philippines (Dev-
Con) and the United States Agency for International Aid (USAID), both of which helped develop the ReliefAgad platform. Through the platform, beneficiaries of the program may register and choose their preferred payout option. This not only ensures that the monies will be delivered straight to the recipients, but also ensures the safety of the beneficiaries and government employees, as it limits human interaction. Aside from a higher risk of spreading COVID-19 brought about by the lack of physical distancing in distribution centers, using bank notes is also a possible way of transmitting the virus. Health experts found that paper money increases the risk of coronavirus transmission since harmful bacteria and viruses can survive on its surface for several days. GCash provides a safer and better alternative to cash as it reduces costs and increases efficiency of trans-
actions, better transparency and security, offers greater convenience, and promotes financial inclusion. So far, more than 2 million users have registered themselves in the ReliefAgad platform, recognizing the advantages of the digital solution. “In the face of a pandemic, mobile wallets have become a necessity. We at GCash are glad that the government has decided to tap us as a payout gateway for the SAP, and we are ready to implement this initiative through our best-in-class platform,” Sazon said. Work from home gov’t employees engage in DA’s Urban Agri Project CdeO City, June 3 –Some government agency employees adopting work from home arrangements are now heading to venture in growing vegetables in their respective backyards. The Technical Education and Skills Development Authority (TESDA) - Misamis Oriental and the Department of Human Settlements and Urban Development - Region 10 (DHSUD-10) availed their 23 and 50 packets vegetable seeds, respectively, from the Department of Agriculture in Region 10 (DA-10), funded under its High Value Crops Development Program (HVCDP). The agency’s implementation of ALPAS COVID-19 or Ahon Lahat, Pagkaing Sapat kontra sa COVID-19 in the country’s major urban communities aims to scale up food adequacy level in mitigating the effects brought by the coronavirus contagion. Impasug-ong rice farmers earn from Itik Pinas Project of DA-SAAD Imasug-ong, BukidnonSome 125 rice farmers in barangays Kalabugao and Hagpa become twice as productive through the Department of AgricultureSpecial Area for Agricultural Development (DA-SAAD) intervention in Northern Mindanao. The Hagpa and Kalabugao SAAD Farmers Associations received a total of 2,350 Itik Pinas (Native Philippine Ducks) as part of SAAD’s Php1.3 million livelihood project in said town on October 15, 2019. Each farmer received a module of either 22 or 18 head ducks, promising extra farm income for the farmer-beneficiaries.

To maximize the project’s potential, DA-SAAD farmer-beneficiaries are considering to acquire incubator, allowing them to engage in balut and daysold-ducklings production. Noting challenges encountered by the farmers, the LGU is planning to train the farmers on alternative feeds formulation, which is seen to help them becoming cost-effective in managing the project. Then and now THE COVID-19 pandemic will cause us to hit a rough patch, with the likely possibility of a recession, both domestically and globally. Already, the pandemic has closed businesses, albeit temporarily, caused widespread unemployment, restricted foreign investments, trade, tourism, disrupted the supply chain and reduced overseas Filipino (OF) remittances. The consensus among our economic managers is that our recovery will be a Long U, or a W, rather than a V. The Bangko Sentral ng Pilipinas expects a U-shaped recovery with growth accelerating once the necessary measures intended to stem the spread of the virus are fully imple-
mented. Romy Bernardo, a fellow BPI director, shares that GlobalSource Partners estimates that “GDP growth this year is south of government’s downwardly revised low-end target of -3.4%, i.e. -5 to -7 percent.” On a bright note, Bernardo opines that “… the Philippines is better situated than many emerging countries to cope with the crisis given the Philippines stronger macroeconomic fundamentals, robust external balance sheet, healthy public finances - a product of building on past reforms across a wide front.” Bernardo adds that “our monetary and fiscal authorities are working fast and we believe, in the right direction, in order to help the

The beauty of nature IN times with Covid-19, more and more friends of mine are enjoying to share beautiful places of Mindanao. Their posts on Facebook have been paired with the desire to going there if the coronavirus is gone. Then we might be free. We might be allowed to go wherever we want to go. Meanwhile, I shared the same desire and dreams with them too. If you talk about the beauty of nature, automatically creation sings God’s praise. Psalm 104 shows appreciation for every aspect of nature, even creatures like wild goats, lions, and others. The Israelites, as herders and farmers, had no romantic idealization of the outdoors. Nobody who herds sheep thinks of them as soft and fluffy
pets. But to the poet who wrote Psalm 104, creatures that are no “use” to anyone still have intrinsic worth especially to God. The intertwining of nature is not, for the psalmist, like a complex machine, dangerously s ensit ive. Things fit together because a personal God watches over them. Every breath of life depends on His will. Modern people nowadays are often preoccupied with the fear of overcrowding and poisoning nature. This might happen again if we are leaving free after the coronavirus lockdown has been lifted. The psalms show not such fear, for overcrowding and pollution were not major problems in that preindustrial civilization. Yet interestingly enough, the psalm ends

with a wish that God would clean up the earth. The beauty of the earth, made by God, calls out for purity - purity of the heart. If we will be “free” soon and able to discover our surroundings, we should ask ourselves, how does nature affect us. DOLE sees resurgence of BPOs THE labor department is seeing the resurgence of the business process outsourcing industry in the country in the coming months with big players already posting thousands of additional seats to fill up their manpower requirements. Labor Secretary Silvestre H. Bello III on Sunday also said the Covid 19 pandemic and the subsequent global recession will force the West to offshore more jobs in the industry, a good size of which will go to the Philip-
pines, particularly Clark, Cebu and Metro Manila. The optimism followed a meeting with IT-BPO industry leaders where officials noted that the industry continues to provide employment opportunities amid the pandemic. “We received information that some big companies have already given notice for their requirements, one of which needing at least 4,000 seats to be filled up before September,” Bello said.
The labor chief ’s optimism was confirmed by Rey Untal, president and chief executive officer of the IT Business Process Association of the Philippines (IBPAP), who said companies continue to hire to fill the demand of the industry. IBPAP, which counts the biggest players in the country among its more than 300 members, is the enabling association for the industry in the Philippines which employs over
1.3 million employees. “The industry indeed continues to hire (despite the pandemic),” Untal told labor officials in a meeting over the weekend. The meeting was prompted by a recent online survey of a BPO employees’ group which reported that four out of 10 BPO workers are either in floating or ‘nowork-no-pay’ status during the lockdown. DAR Secretary John R. Castrisciones said he has issued this month a directive, which forms part of the “new normal” safety protocols being implemented by
the department, to mitigate the spread of the coronavirus 2019 disease. “Aside from keeping the public and employees safe, the DAR aims to utilize and integrate technology in the regular workflow of the department, ensure greater productivity and connectivity between and among offices, and establish a more technologicallyadept workforce as the new norm,” Castriciones said He said that both VAPS and APS is a system of linked computers running on Office 365 Teams applications. VAPs terminals is a system, where representatives
from the DAR Public Assistance and Information Center (PAIC); on behalf of the clienteles who visit the DAR to inquire about their DAR-related cases, may communicate via voice or video call with the DAR frontline offices. Frontline offices include DAR Adjudication Board (DARAB), Bureau of Agrarian Legal Assistance (BALA), Bureau of Land Tenure and Improvement (BLTI) and Legal Service (LS), as well as the DAR Regional Offices of IV-A and IV-B. APS terminals, on the other hand, serve as a supplement to landline phones at any DARCO office, in-
cluding DARRO IV-A and IV-B, where certain offices may communicate with other offices using the Office 365 Teams applications in the DARCO compound to maintain social distancing in the workplace. “DAR will designate and maintain VAPS operator and APS operator to answer all voice or video calls in their respective VAPS and APS terminals only during office work hours,” Castriciones said. Castriciones explained that the VAPS PAIC operator will be the only one who can initiate the VAPS calls to frontline offices to ensure that all daily PAIC

MANILA – The country’s tourism industry is bound to bounce back and once it does, the public is assured that the government will put safety before actual tourism resumption, a Department of Tourism (DOT) executive said Friday. “The very core of tourism has been affected by the pandemic. The best thing that the government can do is ensure that travel is safe to bring the consumer confidence in travel and business,” DOT - National Capital Region Director Woodrow Maquiling said during a Tourismo TV webinar. We saw scenes that were once seen on Blockbuster Movies, online games, or in books. We wept over relentless death tolls that consistently headlines local and international news and spread on Social Media. The “new normal” became our normal. But what does this mean to a 5-year old or to a 1st Grader whose excitement to finally meet her teacher and her classmates are inevitable. What does this mean to a mother and father whose lives were spent finding a
decent living to bring their children to school. And what does this mean to a teacher whose only reality is to teach and inspire young minds to reach their dreams. According to Martha Jean Sanchez, “Natural disasters in the Philippines have long been a part of the country’s history”. COVID-19 although man-made in form, has hit us hard. As a pandemic, its coverage was wide and controlling it seemed impossible. The government was expected to step up and make a quick and critical judgment to regulate the situation. The subsequent Eurozone crisis in 2009 provided the additional after-shocks. How the Bangko Sentral skillfully performed its mandate of bringing down inflation to its present low, how it helped keep Philippine financial institutions stable and resilient in the face of the adverse external environment, how it relentlessly pushed its advocacy of financial inclusion, are a testament to the patriotism, integrity, dynamism, excellence and solidarity of BSP’s leaders (headed by then Governor Amando M. Tetangco, Jr.), its management and staff. Now we are facing a worse scenario - global pandemic triggering a global economic crisis. According to BSP Governor Benjamin Diokno, “The challenge is to provide tangible boost to the economy through the appropriate combination of fiscal response and monetary measures.” In response to the crisis, the BSP aims “to stimulate growth by ensuring adequate domestic liquidity and credit in the financial system, as well as by lowering the borrowing costs for affected firms, especially MSMEs, and households.” To lower borrowing cost, the BSP has reduced key policy rates

by 125 basis points and has indicated that it is prepared to further do whatever it takes. To inject more liquidity and available credit, the BSP has - even prior to COVID 19 reduced the universal and commercial banks’ reserve requirement ratio by 200 basis points. Taking the cue from the Bayanihan Act, the BSP has authorized the extension of the repayment of consumer loans, first for 30 days and then another 30 days. To help people easily open bank accounts or similar accounts from other financial institutions - vis-à-vis the government’s financial aid program for poor households affected by the pandemic - the Bangko Sentral has also eased the know-your-customer or KYC rules. It has likewise issued operational relief measures for foreign exchange transactions. To boost the funds for COVID 19 response, the Monetary Board has authorized the BSP to buy up to PHP300 billion worth of government securities with a maximum redemption period of six months. To date, BSP has purchased a total of P62B worth of GS from the secondary market. The move has boosted domestic liquidity as shown by oversubscriptions in the latest T-bill, T-bond and Term Deposit Facility auctions. The infusion of funds has also resulted in lower weighted average interest rates (WAIR) in the interbank market. Moreover, GS purchases by the BSP in the secondary market helped improve GS market activity. Governor Diokno acknowledges that “the outbreak of COVID-19 has potential significant impact on the operations of banks and other financial institutions in terms of risks related to exposures to borrowers and/ or industries or businesses severely disrupted or affected by COVID-19.” To encourage lending, especially to the MSMEs, the Monetary Board has already approved the granting of temporary regulatory and rediscounting relief measures to BSP-Supervised Financial Institutions (BSFIs). Loans granted to MSMEs shall be counted as part of banks’ compliance with reserve requirements. BDO cautions clients against fake social media sellers
Trade and Industry (DTI), can result in a fine from P5,000 to P2 million and may face maximum imprisonment of 15 years. Consumers may report vendors, online or otherwise, who violate this law to the DTI. With the new normal driving more people to shop online, BDO reminds its clients to be wary of vendors they negotiate with on social media. While not all
are scammers, some are—so it’s urgently crucial to stay vigilant and get to know them well before sending them money. Spotting social media seller scammers There are red flags to identify a fake social media seller: 1. They offer branded products with prices that are unbelievably lower than their market prices. “All in na po ‘yan!” is a common assurance. As the saying goes: “If it sounds too good to be true, it probably is.” 2. They build big expectations to entice and excite the buyer, but do not provide sufficient information about the product’s history and features. “Orig po ‘yan, galing sa US, good quality!” Oftentimes, they give inconsistent answers when buyer clarifies. 3. They are vague and elusive. They provide little to no information about deliveries or return/refund policies. “Ipa-deliver po namin sa address inyo pag napadala nyo na ang print screen ng bayad” is a usual promise. They also do not have contact information on their profiles. 4. They insist on immediate payments and outside the legitimate shopping website or platform, often via direct deposits to their accounts.
“Last stock na po ‘to! Para po masiguradong makuha nyo po ‘to, ipadala nyo na po yung bayad sa bank account ko po imbes po sa shopping website.” They may even offer additional discounts to be more persuasive and rush the purchase. 5. As an alternative payment method, they may ask for the buyer’s credit card numbers to make the transaction themselves. They may even ask for personal information, including birth dates, mother’s maiden name, and other unique details. Protecting personal information BDO reminds clients to never allow anyone to make transactions on their behalf by providing their personal information. “Never give your personal information to anyone because this can be used to steal your identity and money from your bank account. Personal information includes your One-Time Pins (OTPs) which serves as another layer of protection when you bank online,” the bank said. OTPs can be used once and only within a short span of time. They are unique sixcharacter codes sent by the bank to complete a mobile number’s registration to BDO Online Banking, and confirm an online transaction.

BDO Unibank warns clients who shop online against fake sellers. Some of these scammers, often pretending to be page administrators of online shops, bait victims with attractive deals. They lure interested buyers in social media and messaging app communities, and urge them into making a deposit immediately to seal the deal. After getting the payment, they become unreachable. “Other fake social media sellers post “PM is key,” which means buyers should send them a private message to know the product’s price and other details. This tactic is a red flag and against the law. The Republic Act (RA) No. 7394 or the Consumer Act as well as RA No. 7581 require all sellers to display product prices explicitly,” BDO said.
