Shipping out of Verde Soko garbage to start June 30
PHILIPPINE and South Korean officials have agreed on June 30 as their target date for shipping out over 5,000 metric tons of garbage from the Phividec Industrial Estate through the Port of Tagoloan, according to Misamis Oriental 2nd District Rep. Juliette T. Uy, who attended the bilateral meeting. “For the next two weeks, the imported garbage consignee Verde Soko and a logistics firm will undertake the rebagging and transport of the garbage from Phividec to the port in shipping containers,” Uy said. “For their part, the South Korean side will ‘find and provide” and available vessel while Philippine officials will inform them of when at least 20 containerized garbage is ready for shipping back to South Korea,” Uy added. RESPONDING to the recent fiasco making the Philippines the dumping ground of garbage and waste materials from other countries, Misamis Oriental 2nd District Representative Juliette Uy sounded alarm bells and called on Filipinos to declare independence from what she called “imported garbage.” The lady solon in her statement during the commemoration of the 121 Philippine Independence Day, she claimed “enough is enough” for other countries from exporting their garbage and wastes in the Philippines. There have been lots of instances wherein the Filipino nation were shocked to hear that garbage such as diapers, cellophanes, plastics, among others have reached the country through the local shores in the countryside. Among those very controversial garbage discoveries include that of South Korea, Canada and other countries. “It is time we declare our independence from imported garbage. EcoWaste Coalition thumbs up agreement to ship back remaining S.Korean garbage 14 June 2019, Tagoloan, Misamis Oriental/Quezon City. The EcoWaste Coalition, an environmental health and justice group, welcomed the agreement reached by the governments of the Philippines and South Korea toward the repatriation of 5,177 tons of illegal traffic waste originating from the latter. At a bilateral meeting held yesterday in Tagoloan and chaired by Port Collector John Simon, government officials from the two countries agreed to return the waste, which is part of the illegal waste cargoes falsely declared as “plastic
synthetic flakes” with a total combined weight of 6,500 tons, that arrived in Northern Mindanao in July and October 2018. The meeting drew over 40 attendees led by Representative Juliette Uy of the Second District of Misamis Oriental and included observers from the private sector and the civil society represented by the EcoWaste Coalition. “We laud the firm stance of customs and environmental officials in the region to have the illegal traffic waste re-exported to its source in South Korea. The Basel Convention imposes an
obligation on the State of export to ensure the return of wastes deemed to constitute ‘illegal traffic’,” said Aileen Lucero, National Coordinator, EcoWaste Coalition. THE city government and the Technical Education Skills Development Authority Regional Office 10 (TESDA-10) will be working together to implement the Free Technical Vocational Education and Training (WET) program at the Cagayan de Oro -Technical Vocational Institute (CDO-TVI). The City C ouncil during its regular session Monday presided over by Vice Mayor Raineir Joaquin V. Uy enacted an ordinance authorizing Mayor Oscar Moreno to enter into and sign the Memorandum of Agreement (MOA) with TESDA-10 for the purpose. The CDO-TVI is the recipient of the TESDA Funds allocated for the W ET pro g r am , T he Power learned. In his letter to the legislative body, Mayor Moreno said the collaboration is pursuant to the implementation of pertinent provisions
of R.A. 10931, otherwise known as the Universal Access to Quality Tertiary Education Act (UAQTEA). This will strengthen the cooperation between the local government and the national government in promoting education in the city and enhance the poverty alleviation efforts of the city, he added. Pursuant to the MOA, the CDO-TVI shall ensure that the training program it offers to the public are duly registered with TESDA through its Amended Omnibus Guidelines on Program Registration un-
der the Unified WET Program Registration and Accreditation System (UTPRAS). It shall implement the program as a component of the Universal Access to Quality Tertiary Education under RA 10931 and subject to applicable laws, rules and regulations, and shall be responsible for the accounting and disbursement of transferred funds in accordance with existing Commission on Audit (COA) and other government regulations, among others.(SP)

Callamard an impish prevaricator? WHEN Agnes Callamard took over the job of Philip Alston as Special Rapporteur of the United Nations Human Rights Commission who conducted a probe on alleged extra-judicial killings in Davao City, she inherited the tale conjured by her predecessor like it was the biblical truth. In fact, Alston came to Davao like a thief in the night conducted interviews of alleged victims of human rights violations who were herded by members human rights non-government organizations to the posh Marco Polo Hotel where he was billeted. In our local parlance, we call it “table survey”. This came close to the probe of the Philippine Human Rights Commission chairperson Leila de Lima (now Senator but detained by the Court for her alleged role in the flourishing drug distribution ring in the country’s primary penal colony) who spent nearly five months in a free-wheeling investigation, grilling and searching for remains of EJK victims buried in common graves but ended up with nothing. Thirty years had elapsed after the Alston made his report to the UN and changes in the chairmanship of CHR in the Philippines, the so-called human rights watchdogs have yet to produce a single piece of evidence to prove their allegations of EJK victims and common burial grounds. The reasons are so explicit but the rapporteurs cannot accept the fact that they had been taken for a ride. The EJK issue was political black propaganda.
The political adversary of Pres. Rodrigo Roa Duterte, who was Davao City Mayor then, wanted to unseat him and conjured the EJK tale. They claimed that Duterte organized the Davao Death Squad (DDS) when in fact DDS was a ghost force conceptualized by Integrated National Police Regional Director Dionisio Tan-gatue Jr. as psychological warfare to counter the vicious “ Sparrows”, the liquidation squad of the communists New Peoples Army. Duterte then was a fledgling lawyer. The UNCHR and pan-handling HRW NGOs conveniently skirted a historical fact that Davao City and its environs were then in virtual control of the NPAs and its reign of terror in the early 1980s. Nothing was said of the fact that once the City was dubbed as the killing fields in the Philippines, in obvious comparison to Cambodia’s genocide, when not a day passes without eight to 15 people liquidated. Why HRW and even Amnesty International were quiet over the dark days of Davao simply proved their ignorance and indifference to what was happening in Davao then. The sad part of it all is that the local HRWs ignored that Davao City freed itself from the clutches of the communist regime in an overnight people uprising dubbed as “alsa masa” and that what crept into the city after the bloody rule of the NPAs ended were drug syndicates. And here lies the beginning of the new scourge and the start of government war against drugs. Meth crystals locally known as shabu were ped-
dled openly in the streets and university campuses in Davao in the mid-1980s victimizing students into addiction. When Duterte became Mayor in 1988 he waged a campaign against the proliferation of drugs in the City. Rotary Clubs and other civic organizations conducted lectures against the ill-effects of shabu but these did not stop the syndicates. Later the national government anti-drug enforcement agency came up with a list of suspects and this led to the liquidation of drug pushers. Investigators attributed this to the frantic move of drug lords to eliminate the traces that would lead to their identity. The death toll reached almost 300 victims. It is was rather sad because some minors inveigled by the syndicates to peddle drugs were among the victims. The parents of these children were among those brought by the local human rights watchdogs to Philip Alston and to CHR Chair de Lima. These victims of drugs atrocities were all accounted for and nothing was kept a secret from the public. But the drug syndicates were not deterred. Davao is comparatively developed and economically progressive and lured undocumented Chinese nationals to establish a drug laboratory just about 10 kilometers away from city hall. Another big-time supplier of shabu from Lanao and Ozamiz City also peddled drugs in Davao. Duterte himself led the raid of the shabu lab resulting in the death of Chinese chemists. An ambulance from Lanao loaded with shabu was also intercepted

by police operatives. The mayor took his drug war beyond the city borders and confronted politicians suspected of drug distribution in the city to stop. The problem with Agnes Callamard is that she believed the story of Duterte’s political nemeses and dyein-the-wool Duterte critics. Add to that the extrapolated and freewheeling estimates of human rights watchdogs and foreign-funded media outfits among them Rappler and Vera Files. It is important to take note that Leila de Lima was appointed later by then Pres. Benigno Aquino III as Secretary of the Department of Justice. In her stead, Aquino named a human rights activist Etta Rosales to Chair CHR. During her stint as DOJ chief De Lima and Rosales continued hounding Duterte. But The Justice Secretary whose office oversees the Bureau of Correction penitentiary was disgracefully into a scandalous dalliance with high profile inmates convicted of drug cases. Before the affairs took the country by the storm, Secretary de Lima was elected as a member of the Philippine Senate. On the other hand, her pet peeve, Davao City Mayor Rodrigo Duterte won overwhelmingly as President on two important agenda: wage an unrelenting war against the drug syndicates and addressing corruption which was institutionalized by the Aquino See IMPISH, page 11

THINK a minute. During the Korean War a South Korean civilian was arrested by the North Koreans and condemned to be executed. But when the young North Korean leader learned that the prisoner was not a soldier but the head of an orphanage caring for young children, he decided to let him live. However, he ordered that the prisoner’s son be executed in his place. So the prisoner’s 19-year-old boy was shot and killed in front of his father. The father’s love completely changed the heart of that young, murderous North Korean leader into a kind and compassionate man. The greatest force in the world is real, unconditional love that forgives and shows mercy even to
our worst enemies. In fact, it is the only kind of love that has the power to change our human heart. A wise person said: “The best way to defeat your enemy is to make him your friend.” However, it is not natural for us humans to forgive like that, it’s supernatural. As the saying goes: “To err is human, but to forgive is divine.” The only way we humans can fully and freely forgive our enemies is if God controls and rules our hearts. This is why that South Korean father, who was a true Christian and follower of Jesus, was able to forgive and love the North Korean leader who had murdered his son. The power of forgiveness is almost irresistible. Almost! Because we can still refuse to ask and receive forgiveness. But then we

Then, He can start changing you from the inside out. He will even empower and free you to forgive others as He forgave you. Just think a minute.

World Bank Mission visits on-going road concreting of Cabinuangan-Magangit FMR in Comval COMPOSTELA VALLEY Province -- The representatives from the World Bank Mission (WBM) visit and inspect the on-going road concreting project, a Farm to Market Road (FMR) in Cabinuangan (Poblacion) to Barangays Cogonon and Magangit route in New Bataan , Compostela Valley Province on June 10, 2019. The said project serves as an access road to all agricultural areas within the 2.5km radius to the major market centers located in Poblacion, New Bataan and it is also the shortest route leading to the provincial government center of Comval in Nabunturan via Maragusan provincial road. Economist eyes resilient peso despite increasing trade deficit By JOANN VILLANUEVA
MANILA -- An economist for the Tan-led Philippine National Bank (PNB) forecasts the Philippine peso to remain resilient despite a slight deterioration in the country’s trade deficit. In a report, PNB economist Jun Trinidad expressed his observation that the USD3.49-billion trade deficit last April is still betterthan-expected against the previous month’s USD3.2billion deficit. He explained that the country’s exports to the US and China registered strong gains despite the on-going US-China trade issues and its impact on global trade. Data from the Philippine Statistics Authority (PSA) show that exports rose by 0.4 percent year-on-year, a turn-around from year-ago’s -1.9 outturn. Imports, on the other hand, contracted by 1.9 percent as against the 28.6
percent rise in April 2018. Last March, exports contracted by 2.5 percent while imports grew 7.8 percent. Trade deficit stood at USD 3.14 billion. Trinidad said the rise of the country’s trade deficit in the fourth month this year relative to the previous month’s amount “is unlikely to nudge PHP (the Philippine peso) to a weaker trading range”. “However, our extrapolation of the monthly trade data continues to show a worsening trade deficit outlook later in 2H19 peaking at roughly USD4 billion/ month that coincides with the fiscal spending ‘catch-up’ and its likely lift to broadbased demand,” he said. LEARNING through play is a term used in education and psychology to describe how a child can learn to make sense of the world around them. Through play, children can develop social and cognitive skills, mature emotionally and gain their self-confidence required to engage in new experiences and environments. Key ways that young children learn include playing, being active, exploring new experiences, talking to themselves, communication with others, meeting physical and mental challenges, being shown to do new things, practicing and repeating skills and having fun. Play develops children’s content knowledge and provides children the op-
portunity to develop social skills, competencies and disposition to learn. Playbased learning is based on a Vygotskian model of scaffolding where the teacher pays attention on specific elements of the play activity and provides encouragement and feedback on children’s learning. When children engage in real life and imaginary activities, play can be challenging in children’s thinking. To extend the learning process, sensitive intervention can be provided with adult support when necessary during play-based learning. Adults can role-model positive attitudes toward play, encouraging it and providing a balance of indoor and outdoor play throughout the year.

We need to understand that science is very fluid and dynamic and not 100 percent relied on textbooks which may likely be outdated. We – teachers and students alike – have technology

Several articles have come to news about teachers’ plea to deserve a fair share of respect from the pupils and the parents. Several teachers have also stressed themselves out to gain the respect they believe is due to them. But why do teachers seem to beg this big R today? My father-in-law used to tell me that during his time, teachers were looked up to as bearer of change and knowledge. It’s as if every teacher in their town are the key to a bright future, that is why most of the parents then dream that one or all of their children will eventually end up finishing an education degree. How I wish parents still think the same way today. Sadly, there are many parents of today’s generation who have completely relied their children’s welfare to the teachers thinking that their children will learn everything from their teachers. And that attending meetings and activities in school will be just a waste of their precious time. Anyways, the teachers are there to help and assist their children. (WRONG! Children learn first from their homes and one of the most important lesson they should learn from their parents is self-discipline. Constant Teacher-Parent coopera-

There are also parents and pupils who find it hard to talk pleasantly and politely to the teachers thinking they are the ones who are responsible for the teachers’ salaries and thus should be obeyed by the teachers. Teachers did not endure all the pain of studying and passing the licensure exam just to be yelled at. Teachers are just like the parents who gets hurt, tired and frustrated.) Despite the changes in their political status, she continued with her consuming goal to pin Duterte on EJK and DDS. This time she was not alone. Sen. Antonio Trillanes who had earlier sought Presidential candidate Duterte to be his running mate but was spurned joined De Lima in demonizing him. The duo had recruited a self-confessed hitman Edgar Matobato to stand as a witness against the President. The trigger man claimed that he himself killed over 200 and added that he took part in the burial of some 1,200 EJK victims in a common grave in an abandoned quarry they must have forgotten was so near several subdivisions. But there were reversals in Senator de Lima’s political fortunes. While she and Trillanes were contriving to implicate Duterte on EJK members of the Lower House were taking turns in investigating inmates who confessed to having a liaison with the lady senator and in a shocking revelation financially helped her in her senatorial bid. In time she finally admitted to steamy affairs in what she described as the frailty of a woman. With the preponderance of incriminating confessions, the Senator was ordered detained by a Regional Trial Court where the information was filed against her for her involvement in the drug trade that is managed from inside the penitentiary. Some European legislators and human rights activists denounced her incarceration which they claimed was political harassment, but the trial court won’t listen. Callamard was obsessed as de Lima and Trillanes in sending Duterte to the calaboose. In May 2017, she broke protocol by sneaking to the Philippines on the invitation of human rights activists and lawyers. She brought along with her an alleged doctor of medicine who declared that shabu is not hazardous. Duterte chastised her for ignorance and in a feat of anger threaten to slap her for not knowing that meth is in the list of UN as a dangerous drug. A simple Google search would prove Duterte right. In her recent tirade against Duterte and the Philippines, Callamard took another jab at the President by inveigling what she describes as human rights experts to investigate human rights abuses and extra-judicial killings targeting political oppositions. This time she raised the figures of EJK victims to 27,000 a meteoric statistics which Ma. Ressa of Rappler had bannered in international fora to win awards. As if in concert, Philippine Vice President Leni Robredo, the leader of the moribund opposition who is still hurting from the defeat of LP candidates, issued a statement to stop targeting children and the poor in the drug campaign. The recent public confession of a central figure used by the political opposition to turning the table on the President’s family on drug issues had provided answers why and how Matobato was not mincing words in spewing lies against Duterte on EJK. Peter J. Advincula who played the hooded “Bikoy” in a 3-episode “Ang Totoong Narcolist” (The True Narcolist) that implicated members of Duterte family (including her 13-year old daughter Veronica) and trusted Executive Assistant now Sen. Christopher “Bong” Go to the drug syndicate. The video clips which were aired on Facebook at the height of the midterm elections in the Philippines were
meant to erode the credibility of Duterte as a principal endorser of the administration senatorial candidates. Advincula said the black propaganda was part of “Project Sodoma” that would discredit the administration and boost the chances of the opposition senatorial bets to win in the May 13 elections. The unprecedented 81% satisfactory rating of the President, however, was never affected by the black propaganda. The opposition Liberal Party which had fielded eight candidates under the banner “Otso Deretso” were wiped out including their best bets Bam Aquino and Mar Roxas. Ten of the 12 senate seats went to the administration- backed candidates that include Bong Go, former top cop Ronald “Bato” dela Rosa, the chief enforcer of Duterte’s drug campaign and Imee Marcos, the daughter of the late Pres. Ferdinand Marcos. Two other seats went to independent senators who sought re-election: Grace Poe, an adopted daughter of the late screen hero Fernando Poe and Nancy Binay, daughter of former Vice President Jejomar Binay. In his televised interview with the media, Peter J. Advincula revealed that he was recruited by Jesuit Priest whom he identified as Fr. Bert Alejo. It was Alejo who, he said, brought him to Sen. Antonio Trillanes. Advincula casually mentioned that the same priest brought Matobato to Trillanes. The revelation of Advincula alias “Bikoy” also implicated some members of the Catholic Bishop of the Philippines. Trillanes and some bishops had admitted meeting with Advincula. The group, he said met with him several times to coach him on what to say against President Duterte. He said that in the Project Sodoma Senator Trillanes was identified only as alias “Stella”. The desperate moves of the opposition to discredit Duterte and cast aspersion on his family and his administration have just started to unravel in the media and on TV in living colors. Figures, not coming from his government but from outside sources. Standard & Poors placed the Philippines in the rolls of “Investment Grade” countries with bbb+ rating, independent surveys done by the Social Weather Station consistently placed President Duterte Trust rating in the excellent category. Of late, Oxford economics ranked the Philippines 2nd among the 10 emerging economies in the world in the next 10 years. For a country described by UN Rapporteur Agnes Callamard as oppressive of political oppositions and violative of human rights, these few accolades eloquently argue for Duterte and make his malefactors impish prevaricators. As cited in the minutes, these options are: “1) retrieving the waste back to Korea with the precondition that the Philippines covers all costs concerning repacking, containerizing, transporting the waste to the port, and clearing the customs; 2) establishing an incineration facility by Korea in the Philippines; and 3) landfilling or incinerating the waste within the Philippines first, then after that paying the treatment cost.” Because this incident was caused by an illegal exporter in South Korea and an illegal importer in the Philippines, both governments agreed to share responsibility in addressing the matter. premises to the port, and clearing the customs, including demurrage charges at the Philippine port.” The South Korean government agreed to “start the shipping procedure from the port of Tagoloan, Misamis Oriental to Korea as soon as possible.” “Both parties understood that in Korea it might take some time to secure and allocate the budget for shipping,” according to the minutes. To recall, the bulk wastes, which the authorities determined as “misdeclared, heterogenous and injurious to public health,” have been sitting at the premises of Verde Soko Philippines Industrial Corp., the consignee, inside the PHIVIDEC Industrial
Estate in Sitio Buguac, Barangay Santa Cruz, Tagoloan, Misamis Oriental since July 2018. According to the re-exportation order issued by the Bureau of Customs-Region 10 last December 2018, “the shipment was found to be heterogenous and contained household hazardous waste constituting a violation under DENR Administrative Order 2013-22.” As per this regulation, “no importation of heterogenous and unsorted plastic materials shall be allowed. The first batch of the illegal waste shipment consisting of nearly 1,400 tons of containerized wastes was re-exported to South Korea on January 13 this year.

BILL BANNING IMPORTED GARBAGE IS DECLARATION OF INDEPENDENCE’ FROM ILLEGAL DUMPING OF WASTES BY OTHER COUNTRIES Filipinos have had enough of other countries exporting their wastes and garbage to the Philippines, according to Misamis Oriental 2nd District Rep. Juliette T. Uy. “It is time we declare our independence from imported garbage,” Uy said in time for the commemoration of the Philippines’ Independence Day. My ’anti-international dumping of garbage bill’ is a total ban and provides for zero exceptions.

We should not do unto others what we do not want others to do unto us. We demand respect and so we must also reciprocate with respect,” Uy said. “I will convince my colleagues in the House to co-author so that by the time the 18th Congress opens session on July 22, it will have wide support and faster progress through the legislative pipeline,” the Mindanaoan lady solon said. “I will also file other bills on plastic waste, waste redemption, waste recovery, and the proper management of our water and aquatic resources. This is an all-out war on waste because we want our country to be beautiful and prosperous,” Uy said. She also renewed her request that the Bureau of Customs make sure imported garbage does not arrive at any of the country’s international seaports aside from the Port of Tagoloan. “We learned that Holcim Philippines was able to land in the Port of Davao a shipment of their processed engineered fuels, which is another form of garbage,” Uy said. “We do not want any garbage to be imported or exported through any of our international ports,” she stressed.
