CAGAYAN DE ORO CITY – The provincial government of Misamis Oriental announced on Monday that it will allocate over PHP1.9 million as cash assistance to the coronavirus disease 2019 (Covid-19) efforts in its 424 villages. Misamis Oriental Gov. Yevgeny Emano said during the virtual flag-raising ceremony that each village
will get PHP4,500 cash to help in Covid-19 response efforts. Emano said the assistance will be given personally as going to the bank will mean added inconvenience and expenses. “Example, in Balingasag town. Duterte administration’s assistance convergence effort “AHON” launches in Siargao GENERAL LUNA, Surigao del Norte – National government agencies gathered here from June 9-11, 2021, to bring social services closer to the people, as part of the response to assist families affected by the COVID-19 pandemic, and provide updates for other local projects to aid communities here. The Presidential Communications Operations Office (PCOO) and the Department of Social Welfare and Development (DSWD) led the series of ceremonial launches for the Aid and Humanitarian Operations Nationwide (AHON) Convergence Program through the distribution of DSWD’s Livelihood Assistance Grant (LAG) and Assistance to Individuals in Crisis Situation (AICS) to identified individuals. The AHON Convergence Program is an interagency initiative to pour necessary aid to the most-affected communities in times of calamities and emergencies, including the pandemic. This is pursuant to Executive Order No. 137 signed by President Rodrigo Roa Duterte on May 24, 2021, which accelerates and harmonizes aid and humanitarian operations of the national government
during disasters and emergencies. The convergence program kicked off in the town of San Benito, followed by Sta. Monica, Burgos, and General Luna in Surigao del Norte. The national government distributed livelihood grants worth a total of P1.5 million to 109 beneficiaries in San Benito on June 9; P1.5 million to 148 beneficiaries in Sta. Monica on June 10; and P2.25 million to 169 beneficiaries on June 11. The DSWD also distributed financial assistance worth P300,000 to 100 residents in Burgos on June 11, under the Assistance to Individuals in Crisis Situation (AICS). Aside from financial assistance from the DSWD, the PCOO also turned over Personal Protective Equipment (PPE) sets and Laging Handa information, education and communications (IEC) materials about the national COVID-19 vaccination program, to the local government units (LGUs) to support to their respective Barangay Health Emergency Response Teams (BHERTs), who are the first responders to the pandemic. “Inin mga hinabang diri karun nga ipanghatag sa

HITTING the jackpot, winning the lotto or receiving a huge inheritance could be both a boon and a bane. We have heard of real life stories of instant millionaires eventually ending up poorer than when they started. Growing up in Muntinlupa in the 50s, I heard a famous story of a local policeman who won a major prize in the Philippine Charity Sweepstakes. He went on a blowout binge. It is said that in order to impress his friends (who were also policemen) he would light his cigarette with a crisp peso bill. You can imagine what happened to him later. Starting 2022, many local government units (LGUs), especially the less developed municipalities and barangays, will become instant millionaires, if not billionaires, thanks to the implementation of the Mandanas-Garcia ruling, which defined the proper computation of the Internal Revenue Allotment (IRA) due to LGUs. Then Congressman Hermilando Mandanas (Batangas) and Congressman Enrique “Tet” Garcia (Bataan) challenged before the Supreme Court the manner LGUs were being shortchanged of their just and equitable shares of the national wealth. The Internal Revenue
Allotment (IRA) is a local government (LGU) share of revenues from the national government. Provinces, independent cities, component cities, municipalities, and barangays each get a separate allotment. Provinces are allocated 23 percent, cities, 23 percent, municipalities, 34 percent and barangays, 20 percent. Within and among each LGU category, the IRA is distributed according to a formula which takes into account land area, population and equal sharing. A portion of each local government unit’s allotment is set aside for their Sangguiang Kabataan (SK) or youth council. Typically for municipalities, the IRA accounts for 90% of total revenues. Since cities have more sources of local revenues, their IRA ranges from 50% to 70% of their total budget. Section 284 of RA No. 7160 or the Local Government Code of 1991 provides that LGUs shall have a 40% share from the national internal revenue taxes on collection of the third (3rd) fiscal year preceding the current fiscal year. Before the Mandanas-Garcia ruling, the IRA share of LGUs were limited to internal revenue, particularly cited in the local government

The Supreme Court agreed with petitioners Mandanas and Garcia that henceforth the computation should be based on “ALL collections of national taxes including, among others, those that are collected by the Bureau of Customs, except those that are accruing to special purpose funds and special allotments for the utilization and development of the national wealth.” These additional taxes include: 1.) National Internal Revenue taxes, inclusive of VAT, excise taxes, doc stamps collected by the BIR and BOC 2.) Tariffs and customs duties collected by the BOC; 3.) Share of VAT and other taxes collected in the ARMM 4.) 60% of the national taxes collected from the exploitation and development of the national wealth 5.) 85% of the excise taxes collected from locally manufactured Virginia and other tobacco products; 6.) 5 % of the franchise taxes in favor of the national government paid by franchise holders See JACKPOT, page 11

Drowning evil with good, hatred with love THAT’S how things should be. Instead of responding to evil with evil, hatred with hatred, we should rather respond to evil with good, hatred with love. That way we turn things around, rather than plunge into the spiral of evil and hatred. This was specifically articulated by St. Paul in his Letter to the Romans where he said: “Do not repay anyone evil for evil. Be careful to do what is right in the eyes of everyone. In doing this, you will heap burning coals on his head.” (Rom 12,17-20) We have to try our best to erase whatever disbelief, doubt or skepticism we can have as we consider this teaching, since most likely, our first and spontaneous reaction to it would precisely be those reactions. We can ask, even if done only interiorly, “Is Christ really serious about this? Can this thing that Christ and St. Paul are telling us,
possible, doable?” With God’s grace and our effort, let us learn to live with unavoidable evil in this world. “Let them grow together until harvest.” That was the answer of the master in one of the parables about the kingdom of heaven. (cfr Mt 13,24-43) He was telling the servants to let the weeds sown by his enemy to grow together with the wheat. Pulling the weed out now would just endanger the wheat, he reasoned out. This parable is an image of how our life now, with all its good and bad elements, is already the beginning of the kingdom of heaven. We have to learn how to live in this condition, where evil is unavoidable, without getting confused and lost. The parable can tell us many things. For one, it seems to tell us that we should be patient and tolerant of everybody, especially of those who are clearly in error and are causing us some trouble. In spite of how they are, they are still our brothers and sisters, all children of God who have strayed from the right path and are in need of help actually. Remember the story of Joseph, the son of Jacob, who was cruelly sold by his own brothers but ended up

becoming a leading man in Egypt. (Gen 37 ff). When that dramatic moment came when he revealed himself to his brothers, with magnanimity he forgave them and promised to support them. “You meant evil against me,” he told his brothers, “but God meant it for good, to bring it about that many people should be kept alive.” (Gen 50,20) By being God-like, we can turn evil things into something that is good for all. We should try our best not to be dominated and scandalized by evil. In another parable, Christ mentioned that the kingdom of heaven is like yeast that a woman took and mixed with three measures of wheat flour until the whole batch was leavened. (Mt 13,33) With this parable he tells very clearly that a little act of goodness can have a tremendous leavening power to turn something flat into something filled with goodness. We should just focus on doing good, even if the circumstances around are unfavorable or even hostile.

THE labor department’s online job fair drew 30,890 jobseekers nationwide while 300 of them were assured of immediate employment on June 12, Independence Day. Citing a report from the Bureau of Local Employment, Labor Secretary Silvestre Bello III said that of the total jobseekers who registered, 7,176 of them were qualified to the different job vacancies. Of those who qualified, 307 jobseekers were hired-
on-the-spot, he added. Meanwhile, 1,023 were near-hires or those who were considered hired, but still need to submit additional or lacking requirements, or may need to undergo further interviews or exams to fully qualify for the job. Bello said that these are only initial figures as reports come in from the DOLE Regional Offices. Conducted in 16 regions, the labor department’s online Trabaho, Negosyo, Ka-
buhayan job and business fair offered 58,211 local and overseas vacancies. Among the 35,839 local employment opportunities are for customer service representatives, production operators, factory workers, security guards, caption writers, and live notetakers. Meanwhile, among the 22,372 overseas employment opportunities are for nurses, radiographers, physiotherapists, mechanics, and cleaners.

Businesses urged to spend big LANDBANK Q1 on innovation, digitalization assets up 16.14% MANILA – Finance Secretary Carlos Dominguez III underscored Monday the need for Philippine businesses to invest heavily in digitalization and innovation to stay competitive as the world rapidly transitions to a new post-pandemic global economy driven by abrupt and disruptive changes in technology. At a Department of Science and Technology (DOST) event, Dominguez said the country, as a whole, must also evolve and take advantage of these fast-changing technological innovations so it can better respond and adapt to the demands and challenges of the new global economy. “Technological innovations will build new industries and create many employment and investment opportunities. STATE-run Land Bank of the Philippines (LANDBANK) reported a 16.14% growth in total assets to P2.405 trillion as of March 31, 2021, from the P2.071 trillion in the same period last year. The assets increase was driven by the 16.21% growth in deposits to P2.123 trillion from P1.827 trillion in 2020. Despite the continuing challenges set by the pandemic, LANDBANK is on track to meet its year-end net income target of P19.68 billion, as net income grew a modest 1.67% to P5.48 billion for the first three months of the year. LANDBANK’s capital also rose by 32.44% to P194.59 billion from P146.93 billion year-onyear. This was backed by the P27.5 billion infusion of the National Government
in February under Republic Act (RA) No. 11494 or the Bayanihan to Recover as One Act (Bayanihan 2), designed to bolster the Bank’s ongoing financial recovery interventions to sectors severely affected by the COVID-19 pandemic. “The robust growth of our deposit base coupled with the equity booked from Bayanihan 2 allows us to extend greater financial assistance to our priority sectors, especially to small farmers and fishers, MSMEs, and other key development players. Dominguez said the Department of Finance (DOF) uses this fiscal policy under CREATE as a tool “to promote a regime that rewards innovation and the creation of new knowledge.” “Under CREATE, the types of investments that will be pursued are activities consistent with the Fourth Industrial Revolution. These would spur the development of new production techniques and business models,” Dominguez said. “These would also help our workers constantly upgrade their skills and competencies to keep pace with the rapid developments in the digital economy.” He said that along with tapping the incentives under CREATE, companies can also team up with AMCen to explore ways on how they can adopt additive manufacturing practices to improve their respective production lines. “This Center could also serve as a good starting point to upskill and retool our workers on advanced manufacturing technologies,” he added. Mike was able to pass but during the next fuel stops, Brendon reclaimed the advantage by pitting a lap earlier. Then he again lost out to Mike due to heavy traffic. As ha l f d ist anc e ap proached, Kamui and Kazuki took over driving duties with a full pit stop advantage over the Alpine. That meant Kamui lead by 10secs from Kazuki. The team therefore appeared to have the race under control until an LMP2 car got stuck in the gravel with just under three hours remaining. As a consequence the safety car closed up the field and brought the Alpine back into contention. When racing resumed with two-and-a-half hours remaining, the Alpine soon took second from Kazuki and pressured leader Kamui before pitting. The GR010 HYBRIDs responded and rebuilt their advantage. The #7, in Jose’s hands, emerged as the leader ahead of Sebastien, who was saving fuel. A full course yellow slowed the race with 30 minutes to go and Jose brought the #7 in for a short fuel stop. He returned to the track just three seconds behind Sebastien in the #8, setting up a tense finish. When Jose closed up to the #8 car, team policy allowed him the opportunity to take the lead and pull away. However, Sebastien was able to stay directly behind so Jose was asked to reverse the order as per protocol. Sebastien therefore crossed the line to take the #8 GR010 HYBRID’s second win of the season and maintain its 100% winning record, with Jose following directly behind and the #36 Alpine 1min 8.597secs further back after 300 laps.
